Over the past decade, Briscoe has been instrumental in AURA’s success, contributing to key urban renewal projects that have revitalized Arvada’s core. In addition to her hands-on experience, she earned a master’s degree in urban and regional planning from the University of Colorado Denver, which has further enhanced her expertise in planning and development. “Carrie excels in partnering with our developers and finding solutions to very complicated real estate issues,” said Maureen Phair, AURA’s long-time and retiring Executive Director. “Her knowledge spans finance, legal, planning, and real estate development, making her the perfect choice for the role. With her institutional knowledge, the transition will be seamless.”

Briscoe’s background includes experience working with architects, engineers, and construction companies, giving her a unique skill set that aligns with AURA’s goals. After 22 years of guiding redevelopment in Arvada, Maureen Phair will retire as Executive Director of the Arvada Urban Renewal Authority on April 1. Since joining in 2003, she has led transformative projects in Olde Town, the Ralston Creek neighborhood and Arvada Ridge, fostering pedestrian-friendly neighborhoods and economic investment.

Under her leadership, Arvada attracted $938 million in private investment, added 2,765 new housing units—including 120 affordable units—and saw $23 million in parks and open space improvements. One of her most significant projects was the revitalization of Ralston Creek, formerly the Triangle (Ralston Road & Independence Street vicinity). “The area was full of deteriorating shopping centers, broken asphalt and no landscaping,” Phair recalled. “It took years of planning, environmental cleanup and relocating businesses, but now it’s a balanced mix of residential and retail with parks and green spaces that connect neighborhoods.”

She also championed transit-oriented development in Olde Town, supported historic preservation efforts and played a role in bringing new retail, hotels and public amenities to the city.

“Arvada has always been a place of character and community, shaped by its parks, the Arvada Center, Olde Town and breathtaking views,” she said. “While some areas have evolved, the city’s history, spirit and foundation remain.”

Interim City Manager Linda Haley also recognized Phair’s impact, highlighting her lasting contributions to Arvada. “Maureen’s visionary leadership has profoundly enriched our community with direct benefits to all who visit, live and work in Arvada. Redeveloping a site that contains environmental contamination is difficult. The costs and risks associated with cleanup can make even a prime real estate location unattractive to developers.

Environmental regulations were less comprehensive in the past. Older developments can create environmental challenges when it is time to breathe new life into the site. Arvada Urban Renewal Authority (AURA) often takes on difficult environmental challenges to deliver first-rate projects for Arvada. Petroleum, dry-cleaning chemicals and other contaminants can remain long after a business has closed. Many older buildings also contain asbestos that must be removed before demolition can begin. Older sites may contain more unique environmental concerns as well.

Recently, AURA cleaned environmental contamination from 70 acres of land in Ralston Creek near Kipling and 58th Ave. The site was contaminated and couldn’t be redeveloped without a cleanup. The costs associated with environmental cleanup may have prevented the private market from investing in the area without AURA’s intervention.

This land is buttressed by Ralston Cove Park, The Ralston Central Park and the Ralston Creek Trail. It is a key recreation center and substantial urban ecosystem. The environmental blight of the past posed a risk to Arvada’s future.

AURA’s cleanup prepared the sites for mixed-use developments, four new parks, affordable housing, for-sale townhomes, and a future beer garden. AURA has a long track record of cleaning up environmental blight. Investing in redeveloping contaminated sites has environmental benefits beyond the immediate project. Infill redevelopment can prevent the need to develop raw land located further from services, preventing urban sprawl and shortening commutes.

Arvada is getting a second hotel near Olde Town in 2024.

The Arvada Urban Renewal Authority worked to bring the Marriott Residence Inn at Olde Town Station to Arvada.

The new development, near 56th Ave and Wadsworth Blvd., is a crucial step toward revitalizing the site of an RTD Park-n-ride.

“Infill developments like the Marriott are great for the community,” said Maureen Phair, AURA’s executive director. “We took a vacant parking lot, in an important part of Arvada, and upgraded the local infrastructure. It also reduced the need for urban sprawl. The sustainable approach to development contributes to a more cohesive and vibrant community.”

The Marriott also creates new lodging and sales tax, a vital revenue to the City’s coffers. This helps fund essential public services, parks, police, roads, and other critical infrastructure. These taxes, largely borne by visitors, alleviate the burden on local residents. The City of Arvada will reap this benefit for years and years after the urban renewal district sunsets.

This was the second hotel AURA helped bring to the area.

Beyond the tangible enhancements, both projects improved the sidewalks and walkability of the area, connecting The G-Line station and Olde Town with additional shopping and services. This transit-oriented development benefits the entire community by fostering a more accessible and interconnected neighborhood.

The Marriot joins a previous AURA hotel development, the Hilton Garden Inn, in the area. It took ten years to bring the Hilton Hotel to Arvada, which was finished in 2017. There were very few hotels in the city before the Hilton was built. With no proven track record, it was difficult to convince a company that a hotel could thrive in Arvada.

But the Hilton became a fast success and sowed the seeds for a second hotel to meet the growing demand.

The Marriott and Hilton are within walking distance of Olde Town. They bring new patrons to the area’s coffee shops in the morning, and diners to the restaurants each evening. Tourists will pick up souvenirs from Olde Town shops. The new economic activity has a positive ripple effect throughout Arvada.

Maybe the most important benefit of the new hotel to Arvada residents is the ability for family to stay closer when visiting. Now guests can spend less time in the car and more time visiting with loved ones.

Ralston Creek Townhomes will bring 44 new for-sale homes in the Ralston Creek neighborhood. Priced to start in the low $500,000 range, these homes offer the opportunity for customization with 12 different interior designs to choose from.

According to Alexa Nickless, who serves as the marketing manager and closing coordinator at Berkeley Homes, Berkeley aims to maintain affordability in the entry-level pricing range. She attributes the rising costs of new homes in Colorado to labor shortages and increased expenses for materials and land. Berkeley Homes has made concerted efforts to keep the Ralston Creek Townhomes within reach for prospective buyers.

“The costs of material and labor make it harder to hit these prices,” Nickless said. “Labor shortages make it harder and the cost of land itself adds to the total cost of a project. Trying to make up the costs on the back end is hard and people don’t always understand the front-end costs in building a development like this.”

Luxury Without Skyhigh Prices

Despite their entry-level costs, Nickless said the townhomes offer a sense of luxury and sophistication. Each unit boasts three bedrooms and two bathrooms.

“They have great front porch patios. Each will come with a front porch and gate giving a nice front yard experience,” Nickless said.

Nickless emphasized that the project blends an urban atmosphere with the unique characteristics of Arvada. It provides convenient access to parks and commercial services, imparting an urban feel to this suburban setting. Additionally, the site’s proximity to the Ralston Creek Trail enhances the suburban lifestyle for residents while harmonizing with the surrounding neighborhood.

Notably, the Ralston Creek Townhomes contribute to the larger context of nearly $400 million mixed-use developments overseen by AURA in the surrounding area. This development ensures that shopping, dining, entertainment, and public transportation are all easily accessible on foot.

AURA has helped to bring nearly 2,800 new multi-family units to Arvada. Most of these are market-rate apartments, and some people have been surprised at the monthly rents at these developments.

We don’t set the rents, our partners do the actual building and management of the projects. Still, we have an interest in keeping housing costs as low as possible.

For many, the rising cost of housing boils down to the core economic premise of supply and demand. If there is a larger supply of housing units to meet demand then costs will go down.

There is a lot of truth to this. There is another thing to consider: the increasing cost of building new apartments.

Over time regulations have been passed to ensure new construction is safer for residents. This is important. New apartment buildings have costs that new single-family home construction doesn’t face.

These costs include more robust and costly materials to support larger multi-story buildings.  Multi-family construction also may require fire suppression systems and dedicated parking lots or garages.

These requirements make buildings safer and ensure new developments meet community needs and standards. They also add cost to the construction which then passes on to the renters.

Land costs are also high for multi-family development because zoning rules limit where it can be built.

The average national cost for multi-family developments is getting close to $400 per square foot. It can be higher in markets like Arvada where labor shortages in some trades lead to higher salaries. Currently, an average 800-square-foot apartment costs $300,000 or more to build.

This high price leads to many new market-rate apartments in the $2,000 a month range.

Some see any apartment at this cost as a luxury apartment, no matter the included amenities. Some even argue that these new apartments drive up the price of old housing stock, something multiple studies have shown to be untrue.

It may all seem like bad news. If the cost to build new housing units leads to a $2,000 monthly rent, then does that mean there is no good news when it comes to housing?

There is a silver lining. Adding new apartments may not lower housing costs in the short term. However, it can slow the growth of housing costs over time. Housing economist Jay Parsons has documented that housing costs have grown at a slower rate than other communities that have added new multi-family developments.

This means that as developers build new housing options costs may grow at a rate slower than inflation. Over time housing will take up a smaller portion of monthly budgets making it more affordable.

City streets and commercial centers have a common lifecycle. There is the initial build followed by a vibrant life and eventual decline. The question is how does a city address an area in decline and return it to a place that meets current and ongoing needs?

This is where Arvada Urban Renewal Authority steps in. AURA breathes new life into fading pockets of Arvada. AURA’s actions are guided by meticulous steps and requirements set forth by Colorado law – complete with checks and balances.

AURA can’t go into any random corner of Arvada and begin working. AURA’s work is limited to the specific boundaries of urban renewal areas.

Recommendations for new urban renewal areas come from a variety of sources, including the City Council, the City’s Community Development Department, and residents. All urban renewal districts are required to focus on areas marked by deterioration and safety concerns – referred to as “blight” in the realm of urban renewal.

Once an area is identified as blighted, AURA coordinates with the City and hires a third-party expert to complete a blight study. This in-depth analysis serves as a detective’s toolkit, uncovering signs of decay, infrastructure issues, and threats to public safety. To be deemed eligible the area must satisfy a legal litmus test and meet a minimum of four out of 11 factors outlined by Colorado law.

AURA also seeks input from Arvadans. AURA holds public hearings and asks for feedback from property owners and local businesses to better understand the needs and goals of the community. If blight is present, AURA springs into action with the creation of a comprehensive urban renewal plan.

AURA can’t levy or increase taxes. Instead, urban renewal districts rely on Tax Increment Financing (TIF) to help reshape a deteriorating area. Blighted areas don’t generally create a lot of tax revenue, but once cleaned and redeveloped, these areas may create new sales or property tax streams. The new revenue is the TIF that AURA can use to fund projects focused on remediating blight.

Once approved by AURA’s board the urban renewal plan is presented to the Planning Commission and City Council. The City Council has the final vote before an urban renewal plan is adopted.

Often, individuals argue that urban renewal areas should be left for private sector development to solve the problem. An urban renewal area has needs that are bigger than what the market can typically solve without assistance. Instead, AURA partners with private development to reshape areas that need a little TLC.

In the grand tapestry of urban development, traffic, and infrastructure can be the threads that hold everything together or unravel best-laid plans. When new developments take shape, nearby neighbors often worry their commute will get worse.

Before construction begins many developments require a Traffic Impact Study. These studies seek to understand how much new traffic – or daily trips – is created by a specific project. This analysis must be completed for a project to receive approval and permits. When necessary, a developer may be required to foot the bill for infrastructure to mitigate congestion and improve safety.

Many of AURA’s most recent projects have been mixed-use developments in locations with easy access to public transportation. Studies show that mixed-use developments are often more efficient and sustainable, reducing vehicle use rates by bringing people and commerce closer together. This allows residents to skip the car and use alternative forms of transportation to get from place to place. 

Still, each development and its impact on Arvada is carefully considered.

There is another component to making intelligent urban growth work: public input. The input of local residents should not be underestimated. Engaging with the community about how things are going is extremely important. There is a greater demand for live-work-play communities in places like Arvada. These mixed-use developments combine residential, commercial, and cultural spaces into one location.

Most of us think of mixed-use developments as buildings with shops and cafes on the ground floor and apartments up top. This type of mixed-use development, commercial on the first floor and housing above, is what’s known as vertical mixed-used development. It works in downtown and transit-centric spaces but isn’t always a perfect fit for suburban cities like Arvada.

Vertical development isn’t the only game in town, though. Say hello to horizontal mixed-use development, which is like a puzzle where each piece is a different building with a dedicated use bringing something new and unique to the community. Residential and commercial spaces aren’t in the same buildings, but are within walking distance of each other on the same parcel of land.

Many of AURA’s developments utilize the horizontal mixed-use approach including the Caroline at Ralston and Ralston Commons developments along Ralston Road.

Horizontal and vertical mixed-use development have a common goal: mix things up and make spaces exciting! They’re like matchmakers, bringing different uses together in one spot.

There are many reasons residents seek mixed-use developments including environmental, lifestyle, and social motivations.

Mixed-use developments are designed to be walkable and bikeable. Residents live within walking distance of where they work or shop. Studies have shown that intelligent urban planning and mixed-use developments can foster sustainability and contribute to a greener future.

Residents living in closer proximity to restaurants and shops also have a built-in encouragement to get to know each other and build new relationships. The shared spaces of mixed-use developments have been shown to help alleviate loneliness. And the blended spaces of mixed-use developments have been shown to attract residents from all backgrounds creating a remarkable mosaic of our community.

But mixed-use development isn’t the silver bullet to urban problems. If not planned carefully, mixed-use spaces can fail to attract residents and may be rejected by the community. We have built our mixed-use spaces along corridors that are already in high demand including Wadsworth and Ralston to help the projects succeed.

But don’t worry – these developments won’t cause new traffic jams. A Traffic Impact Analysis by Kimley Horn estimated that replacing the abandoned Kmart with a comparable business would have created 5,070 daily trips to the area. The Caroline mixed-use project is projected to create only 2,072 daily trips.

It is easy to see why more and more people are looking for mixed-use developments to live, work, and play. They check many boxes for creating a balanced life and a healthy city.

Funding redevelopment in areas that are in disrepair, environmentally contaminated, or have outdated infrastructure can be difficult. Businesses often can’t or won’t take on the risk, and cost of redeveloping an area in decay because it is easier and less expensive to build elsewhere.

If left to atrophy these areas attract crime creating bigger public crises. Public intervention is often the only way to activate and revitalize such sites.

Urban Renewal Authorities, like AURA, utilize Tax Increment Financing (TIF) to help fund redevelopment in these areas.

TIF works by dividing the tax stream of a redevelopment area. The first stream is the tax base. The base is the tax revenue the district currently generates.

The second stream is the TIF. TIF is the new tax revenue created above and beyond the base because of redevelopment.

TIF does not create new taxes. Also, schools, fire departments, RTD, and other government entities continue to receive their tax revenue from the tax base during the redevelopment period.

As an urban renewal area brings in stores and services new sales and property tax revenue is created. This new tax revenue is the TIF that can be used to fund environmental cleanup and establish new infrastructure or incentives which create the opportunity for new residential and commercial development.

TIF can only be used toward redevelopment for up to 25 years. The newly generated tax revenue goes to the city and other government entities. TIF is win/win because it creates redevelopment in rundown areas and creates new long-term tax revenues that cities, schools, and fire departments can use.

If the area weren’t redeveloped cities would never enjoy the new tax revenue. So AURA creates new revenue out of blighted real estate sites that can continue to help a community grow into the future meeting residents’ needs and wants.

An excellent example of this type of redevelopment in Arvada is the site once home to the Colorado State Home and Training School, also known as Ridge Home. Ridge Home was founded in 1909 and grew to a campus of more than 50 buildings on 68 acres. The institution was abandoned abruptly in 1992 due to budget constraints. The facility closed so quickly that beds, medical equipment, toys, and classroom materials were left behind.

The vacant buildings posed many difficulties to redevelopment due to expensive environmental abatement needs. The high costs to remove asbestos and other environmental contaminants, and expensive new infrastructure requirements, made it untenable for private developers to tackle the project. AURA stepped in to help create and fund a path forward using TIF to remove the unsafe, crumbling buildings that were a magnet for crime.

Today the site is home to the Arvada Ridge Marketplace and Super Target and two different residential developments. These developments wouldn’t have been possible if it weren’t for tools like TIF.
