In response last week, the Colorado Immigrant Rights Coalition organized protests to denounce these ICE raids and stand in solidarity with the LA Anti-ICE Protests and the immigrant community across the country.

“This is a moment to show solidarity for the immigrant community in L.A. and also to create a space for our own community here in Colorado to feel seen, protected, and supported,” said Carlos Rojas Rodriguez of CIRC.

Jeanette Vizguerra has fought her own deportation since 2009 while advocating for immigrant rights, labor protections, and family unity. She is a mother of four—including a permanent resident and three U.S. citizen children—and has lived in Colorado for nearly 30 years. Jeanette is a pillar of the community and has supported countless families. ICE had no reason to detain her—this cruel and unnecessary action is causing irreparable harm to her family and community. It is clear she is being targeted for her community organizing and critiques of the deportation system as well as her outspoken defense of human rights. 

Despite knowing they do not have a valid deportation order, ICE acted without notifying Ms. Vizguerra or her attorneys and placed her in the GEO Group for-profit detention center in Aurora. ICE’s actions raise serious due process concerns, and her attorneys are working to correct the legal errors behind her detention.

We, the undersigned organizations and elected officials, call on ICE to right this wrong and release Jeanette Immediately, stop her deportation. Jeanette belongs with her family. 

An Urgent Call to Action

Jeanette was able to briefly call her daughter on March 17 before facility officials cut off phone access for unknown reasons. Concerned for her safety, her family and community members held an all-night vigil outside the GEO detention center from Monday to Tuesday, gathering in song, drumming, chanting, candle lighting, and contacting congressional offices to demand her release.

ICE’s detention of Jeanette also mirrors other disturbing recent detentions of immigrants who have spoken out for justice, including Mr. Mahmoud Khalil and Ms. Leqaa Kordia, who have been unlawfully detained over the past week.

The operation blatantly violated state law, SB20-083 that prohibits civil arrest while a person is inside a courthouse, on courthouse grounds, or going to or from a courthouse. ICE’s action also undermine the spirit of equal access under Denver’s Executive Order 142 “8.1. Plainclothes ICE agents did not register as such upon entering the courthouse nor did they alert Sheriff’s Deputies or security of their presence. Plainclothes and uniformed ICE officials detained people just outside the courthouse in a visible public area. 

From 3:30pm to the close of the courthouse at 5:00pm CORRN confirmed Department of Homeland Security vehicles and agents stationed between the Van Cise-simonet Detention Center and the Lindsay Flanigan courthouse. ICE and DHS stationing their vehicles or personnel close to courthouses impedes access to justice.  SB20-083 ensures protected access to justice systems in Colorado by protecting immigrants who go to courthouses from civil arrest, which can often have a devastating impact on the ability of the judicial system to protect vulnerable populations. 

“It’s unconscionable that ICE would interfere with the justice system and due process in this way. When ICE stations vehicles and agents close to courthouses, their presence causes fear and uncertainty that can prevent someone from accessing the courthouse. This Administration hopes to further criminalize people by scaring them into not attending court. We encourage community members to still attend court, making a plan with their attorney and community in advance. You can request a virtual hearing as well. If you are attending a hearing and want to request accompaniment you can fill out this form and we’ll attempt to connect you with a trained volunteer.” explained Jordan Garcia of the American Friends Service Committee, a founding member organization of CORRN

“Our state-wide volunteer team willing to investigate a report of ICE is invaluable. Remember, when ICE is conducting “business as usual,” that business is the business of tearing apart families and terrorizing communities without regard to safety or due process. It is incredible to see how many people want to see that terrorizing stop,” shared Gladis Ibarra, of the Colorado Immigrant Rights Coalition (CIRC), one of the founding organizations of CORRN. 

“These enforcement actions by ICE grossly violated public trust with absolutely no benefit to public safety. Separating a 12-year-old from their father, especially, is a profound, indescribable harm,” said Emma Mclean-Riggs, ACLU of Colorado Staff Attorney. “SB20-083 was intended to ensure that any Coloradan, regardless of immigration status, would feel safe to appear in court. Today’s detentions grossly violated that promise.”

The Colorado Rapid Response Network (CORRN) releases data regarding community response to Immigration and Customs Enforcement (ICE) activities.  Enforcement activity that terrorizes communities across the state, the CORRN Network has worked hard to prepare individuals and families by providing Know Your Rights information, family preparedness plans, and sharing the 24 hour hotline in response to targeted raids, 1-844-864-8341.

Having a family preparedness plan for immigrant communities ensures that each family knows who to call and what to do in the event of an ICE raid or detainment. Having a lawyer and CoRRN’s hotline number (1-844-864-8341) saved is an important part of any family plan. CoRRN has resources for immigrant families to create a preparedness packet to start this process. 

Call your attorney or the Colorado Rapid Response Network immediately to assess your options if your family was in proceedings together and missed a court date for any reason. Call the Rapid Response Network immediately if there is ICE activity so legal observers and confirmers can respond on site quickly. Calling the hotline is better than posting on social media because it prevents undue heightened alarm or confusion. The hotline is open 7 days a week, 24 hours a day to respond. 

The Colorado Rapid Response Network is an effort led by the Rapid Response Team of the Immigration Resistance Table, a group of organizations that includes American Friends Service Committee (AFSC), Casa de Paz, the East Colfax Community Collective, the Colorado Immigrant Rights Coalition (CIRC) and Colorado People’s Alliance (COPA) and supported by hundreds of volunteers across Colorado.

No Warrant, No Justification, Just Fear.
“These raids are a disgraceful abuse of power, an attack on families, and a direct attempt to criminalize immigrants who are simply trying to build their lives. We will not let these actions go unanswered,” said Andrea Loya, Executive Director with Casa De Paz.

Despite requests from legal observers and volunteers at multiple raid sites, agents refused to present judicial warrants or provide any details about the purpose of their operations. Instead, they indiscriminately questioned residents about their citizenship status, went door to door, and used the full force of multiple law enforcement agencies to detain individuals—some of whom are actively in the process of seeking asylum.

“These were indiscriminate shows of force that violated the constitutional rights of US Citizens and non-citizens alike that were meant to terrorize the immigrant community that has already been scapegoated in political rhetoric,” said Caitlin Trent, Political Director with the Colorado Immigrant Rights Coalition in reference to the raid at the Cedar Run Apartment Complex. “Agents denied volunteers access to inform people of their rights, blocked residents—including U.S. citizens—from re-entering their own homes, and tore a man from his car in front of his family.”

“ICE destroyed a tenant’s door, completely ripping the locks off the door handle itself, and entering without a warrant. Neighbors that were impacted informed us that ICE shot rubber bullets at tenants in their pursuit – terrorizing the entire neighborhood” said Kayla Frawley, Organizing Director with Colorado People’s Alliance (COPA). 

Law Enforcement Resources Wasted on Political Stunts
This is a waste of taxpayer dollars and an insult to law enforcement officers who should be working on real investigations — not carrying out politically motivated operations designed to intimidate and terrorize immigrant families.

“This is disrespectful to the very agents who are sworn to protect public safety. What message does it send when over 100 officers from multiple agencies are deployed to go after families simply because of their immigration status?” said Henry Sandman, Co-Executive Director for the Colorado Immigrant Rights Coalition.

Meanwhile, ICE and anti-immigrant Sheriffs in Colorado are using the moment to spread false narratives by painting a picture of our community being overrun by crime, and claiming that our community is unsafe due to Colorado legislation that prevents the overreach of federal authorities in our criminal legal system. “We know that our community is safer when law enforcement are not engaged in immigration enforcement, when our community feels safe reporting crime and abuse, and when court proceedings can be carried out without ICE intimidating witnesses, victims and defendants and violating due process” said Mekela Goehring, Executive Director with the Rocky Mountain Immigrant Advocacy Network (RMIAN). 

Community Response & Call to Action
The only reason more people were not taken yesterday is because community volunteers were on the ground, informing residents not to open their doors without a judicial warrant. ICE had trucks and buses ready, yet they only detained a handful of people at one site where volunteers were present—showing just how little cause they actually had.

“We’re immensely proud of those of our migrant neighbors who stood up to xenophobic, state-sanctioned violence yesterday and showed that an informed community is a protected one. We will continue defending our rights to raise our families in safe and dignified housing, no matter the political climate,” says V Reeves, Housekeys Action Network Denver organizer working alongside former and current CBZ Management tenants.

Coloradans showed up in the thousands for dignity and democracy, we won’t back down.
In response to these outrageous raids, over a thousand Coloradans gathered yesterday at the Capitol to denounce these attacks on our immigrant communities and demand an end to mass deportations. A Community Under Threat
“Our communities are deeply concerned and feeling the weight of these threats,” shared Gladis Ibarra, Co-Executive Director of CIRC. “We are receiving an overwhelming number of calls from families searching for resources and guidance. Unfortunately, these threats are nothing new to our community, which has always been the backbone of this country yet is too often scapegoated and unjustly targeted. We plan to work together to ensure that all members of our community are protected from these heinous threats. Colorado is our home, and we are here to stay.”

The threats of mass deportations have already taken a toll for immigrant families across the state that fear the repercussions mass deportations will wreak on their families and communities. These threats jeopardize not only the safety and well-being of families but also the stability of communities across the state.

Proactive Measures to Protect Families
CIRC is taking immediate and concrete steps to safeguard immigrant communities from these threats:

1. Family Preparedness Packet: CIRC is finalizing an updated version of its Family Preparedness Packet, a critical resource for families to prepare for potential deportations. This updated packet will be available soon. 
2. Know Your Rights (KYR) Trainings:
   • CIRC is mobilizing KYR trainings across the state due to a high volume of requests for these presentations in schools and within local communities. 
   • A few upcoming trainings: 
     1. In-person Spanish KYR Training: Monday, December 16th, 6-8PM at Adams City High School. Hosted in partnership with Adams 14 School District and Cultivando, with interpretation provided in English.
     2. Virtual KYR Training: Tuesday, December 17th at 6:00 PM via Zoom and facebook live, conducted in English with interpretation in Spanish and French. 
3. Colorado Rapid Response Network Relaunch: CIRC is working with partners to relaunch the Colorado Rapid Response Network hotline. This initiative includes recruiting and training volunteers, legal observers, and dispatchers to ensure that communities have rapid support in the event of deportation actions.

A Legacy of Strong Protections
Colorado has passed some of the strongest immigrant protections in the nation, from repealing harmful ‘show me your papers’ laws in 2013 to prohibiting local law enforcement from collaborating with ICE. These protections were won through community organizing efforts from the immigrant community across the state in response to harsh anti-immigrant policies passed in Colorado in the early 2000s. In the face of adversity, CIRC remains unwavering in its mission to protect immigrant families. “We are not backing down,” Ibarra affirmed. “We have been through this before, and each time, we’ve emerged stronger. We will fight for every family, every child, and every member of our community and to uphold and strengthen the protections that make Colorado a safer, more inclusive state.”

CIRC’s commitment to organizing, mobilizing, and defending families is matched by its dedication to uniting communities. The coalition’s message to immigrants across Colorado is clear: “You are not alone. We stand with you.”

Data Highlights:

• According to a 2019 Migration Policy Institute Report, over 162,000 Coloradans are at risk of being torn apart due to mass deportations, heavily impacting the construction, agriculture, and food services industries in Colorado.
• Mass deportation would devastate our state and local economies. According to a recent report by the American Immigration Council the cost to deport one million immigrants is $88 billion annually, largely due to the cost of building detention camps.
• In Colorado, undocumented immigrants contributed $436.5 million in state and local taxes in 2022 – a number that would rise to $537.8 million if these taxpayers were granted work authorization.
• Nationally more than 16.7 million Americans share a home with an undocumented family member. Studies show that deportations result in severe economic losses, long-term psychological trauma for children, and destabilization of entire communities.

“We understand that our liberation is bound up in one another’s. . . You cannot resolve injustice with injustice,” shared Council Member Shontel Lewis. “We will not let the tactics of white supremacy and hatred to divide our communities.”

“This is our Denver, our Denver celebrates diversity by acknowledging our beautiful and historic indigenous, Black, Latino, Chicano, Asian American, Pacific Islander, and immigrant communities. Our Denver does not stand for attempts to divide our communities,” added Council Member Serena Gonzales Gutierrez.

“The tactics we’re seeing are nothing new. Every time there’s an opportunity to throw Black and Brown people under the bus, it gets used—to divide us, to pit us against each other, even within our own immigrant community. These tensions exist, and it’s up to us to say this is not okay and to stand up against this hate,” shared Gladis Ibarra, Co-Executive Director of the Colorado Immigrant Rights Coalition.

Juan Carlos, an immigrant leader also spoke, “White or black, it doesn’t matter, we all are human. . . We have come here to give our families a better future. What happened yesterday is unacceptable. We all are humans.”

These signs, which targeted Black and Brown communities, represent a blatant attempt to sow division and hatred within our city. Today, Denver community members came together to reject these racist actions and reaffirm Denver’s commitment to unity, diversity, and inclusion.

The press conference included a myriad of elected officials, including Attorney General Phil Weiser and former Mayor of Denver Wellington Webb, and community leaders who spoke and sent a clear message: hate and division have no place in Denver. Speakers shared a commitment to continue to stand strong together, ensuring that every resident, regardless of race or immigration status, is treated with respect and dignity.

CENTENNIAL, CO—On Wednesday, June 27, families gathered at the Immigration and Customs Enforcement (ICE) Centennial office to draw attention to the impact that family separation policies are having on Colorado families. While families gathered for a “nurture in” where children were invited to make art projects, sing songs, and participate in a bilingual story time, The Colorado Fiscal Institute (CFI) released a new report highlighting the potential cost of aggressive detention and deportation policies in Colorado.

Zoë Williams, a local parent and organizer, is part of the family-led action. “Parents and children are coming together to insist that our elected officials keep Colorado families together and free. We know that the Trump agenda is horrific, and we want to see our immigrant family members and neighbors safe.”

The CFI report, “The Impact of Deportation on Mental Health, Education Outcomes, and Economic Opportunity for Colorado Kids,” uses survey data gathered from immigrant families to demonstrate the huge impact on children of immigrant families where one or both parents face potential detention or deportation (to view the full report, click here). The report found that more than 80% of parents surveyed reported their children had experienced anxiety, fear, depression, or separation trauma after the deportation of a parent and more than 51% of the children have had to seek mental health support. The report then goes even further, analyzing what the cost of continuing detention and deportation policies would be for Colorado taxpayers in increased mental health treatment, lower student academic achievement, and reduced economic stability for immigrant families.

Gabriela Flora, Program Director at the American Friends Service Committee, states, “As we continue to hear of the devastating, inhuman impacts at the border of the zero tolerance policy on children, it is important to also understand the impacts current policy is having on children and families in our own community so we can create practices and policies that keep families together across the whole country, including Colorado.”

“Immigrant families are an important part of Colorado, and continued separation of families will hurt the state economically,” said CFI policy analyst Esther Turcios. “From an additional $7 million from our already underfunded school districts to hire more school psychologists, to nearly $150 million in projected increased mental health care costs for children of deported or detained parents, Colorado can neither afford the financial nor the social impacts of aggressive detention and deportation policies.”

Christina Zaldivar, a mother featured in the report who is fighting to stop the deportation of her husband, Jorge Zaldivar, added, “Families like ours deserve due process and our children deserve to live without the trauma that has plagued them for more than 10 years. When families are separated because of policies that connect ICE with local police and then denied a thorough review of their case American values are undermined and ultimately it is our kids who pay the price.”

Representative Susan Lontine made a call for Colorado legislators to work to create policies that stop arbitrary crack downs on families attending schools, hospitals, courts and other safe spaces. “We are here today to stand up for families and children. It’s clear that separating children from their parents harms them now and their future prosperity. I’m asking that we protect families from separation by respecting their ability to go to the doctor in peace, to go to school without fear, and seek justice without retaliation.”

Colorado Sens. Michael Bennet and Cory Gardner on Tuesday signed on as co-sponsors of the DREAM Act of 2017 after President Donald Trump announced he would phase out a program that shields young immigrants from deportation. Gardner’s support for the act is a shift for the Republican when it comes to immigration.

In 2013, Gardner voted to block President Barack Obama’s program Deferred Action for Childhood Arrivals, or DACA. During his re-election bid in 2014, the senator made immigration reform a major part of his platform. “Allowing passage of such a policy was avoiding the real problem,” Gardner told Congress in 2013. The next year, Gardner switched his position when he voted against a Republican-led effort to end DACA.

Trump said he will halt applications for the DACA program. Attorney General Jeff Sessions declared the Obama administration’s program “an unconstitutional exercise of authority” that must be revoked.

But the administration is giving Congress six months to come up with a legislative fix – “should it choose to,” Sessions said – before the government stops renewing permits for people already covered by the program.

The DREAM Act of 2017 proposes that young immigrants in the country illegally, known as Dreamers, receive conditional permanent residence followed by legal permanent status if they arrive in the U.S. before they are 18 years old; graduate from high school or obtain a GED; pursue higher education; work lawfully for at least three years or serve in the military; pass security checks; and demonstrate proficiency in English and a knowledge of U.S. history.

“Children who came to this country without documentation, through no fault of their own, must have the opportunity to remain here lawfully,” Gardner said in a prepared statement. “I’m proud to join with Senator Bennet and cosponsor the Dream Act to provide certainty to the thousands of law-abiding Coloradan Dreamers and demonstrate bipartisan leadership on this important issue. I have long called for an overhaul of our country’s immigration system and believe this is an important step. I will continue to work with Senator Bennet and our colleagues in the Senate to move this bill forward into law.”

There are an estimated 17,000 residents in Colorado enrolled in DACA; in the U.S. the estimate is 800,000.

Bennet co-sponsored the DREAM Act of 2010 and was a member of the bipartisan “Gang of Eight,” which created the bill in 2013 for comprehensive immigration reform. The bill passed the Senate but was not considered by the House.

“The Dream Act offers a promising solution amid a time of uncertainty for hundreds of thousands of young immigrants around the country – especially in light of the President’s decision today to rescind DACA,” Bennet said Tuesday in a prepared statement.

“While comprehensive immigration reform should remain a long-term solution, we also need a more immediate fix to protect Dreamers. I have long supported legislation that makes clear what we already know: supporting Dreamers boosts our economy, strengthens our national security, and aligns with our values. Congress must move quickly to pass this legislation.”

As White House orders an end to DACA, the city, state and nation struggle with solution for undocumented children brought to U.S.

AURORA | President Donald Trump’s decision Tuesday to end an Obama-era program offering temporary relief for undocumented children brought to the United States by their parents was met with opposition on both sides of the partisan divide in Aurora and across Colorado.

After Trump announced the decision to end the Deferred Action for Childhood Arrivals (DACA) program, multiple Colorado members of Congress announced efforts to sustain the program.

Colorado Sens. Michael Bennet and Cory Gardner jointly announced the cosponsoring of the Dream Act of 2017, which would grant a pathway to lawful permanent residence to those brought to the United States undocumented as children, provided they meet certain educational goals, pursue higher education or find work and demonstrate proficiency in English and U.S. history.

“The Dream Act offers a promising solution amid a time of uncertainty for hundreds of thousands of young immigrants around the country — especially in light of the President’s decision today to rescind DACA,” Bennet said. “While comprehensive immigration reform should remain a long-term solution, we also need a more immediate fix to protect Dreamers,” the term used for the intended beneficiaries of the Dream Act.

In their joint statement, the senators argued that “allowing Dreamers to continue receiving education and contributing hundreds of billions of dollars to the national GDP” helps the country while giving young immigrants a chance “to reach their full potential.”

In the House, U.S. Rep. Mike Coffman (R-Aurora) responded with an attempt to force a vote on a bill to extend DACA.

Coffman formally filed a discharge petition in hopes of forcing a floor vote in the U.S. House of Representatives for the Bar Removal of Individuals who Dream and Grow our Economy Act, also known as the BRIDGE Act. The Senate previously introduced an identical version of the bill, sponsored by Sens. Lindsey Graham (R-S.C.) and Dick Durbin (D-Illinois).

Coffman told the Aurora Sentinel that the bill is intended “to send a message to the Trump administration,” which announced an wind-down of the program enacted via executive order by President Barack Obama and affects nearly 800,000 people nationwide.

The BRIDGE Act would continue the DACA program for three years under the assumption Congress will find a permanent solution by then. Coffman, along with several other Republicans, believes DACA is unconstitutional, but the congressman said his bill addresses legality concerns.

“I believe the president would sign it if we could pass it,” Coffman said. “I believe the president just wants to let (the DACA issue) go, but now he doesn’t have a choice.”

The discharge petition requires 218 signatures — the will of a House majority — to force a vote. Coffman said he believes the maneuver is unique in this particular instance because the petition is typically used by the minority party, “but not by a member of the majority party against the leadership of his own party.”

“My hope is that I’ll certainly have the Democrats on board,” Coffman said, adding that if the bill passes the House he believes it will glide through the Senate.

Levi Tillemann, a Democrat vying for the 6th Congressional District seat held by Coffman, said he applauds what Coffman is doing with the BRIDGE Act, but the legislation comes “a little too late.”

“It’s like calling an ambulance after the crash, rather swerving to avoid the crash in the first place,” Tillemann said.

Tillemann said he’s particularly passionate about DACA because his adopted sister Dulcia was brought to the United States from Honduras as a child.

Jason Crow and David Aarestad, the other two Democratic opponents challenging Coffman, both highlighted how important DACA is, especially to the community of Aurora. But describe Coffman’s BRIDGE Act as belated and dissimilar to his other stances on immigration.

“Over 17,000 DREAMers in Colorado have been left in limbo, in constant fear of having those dreams torn away by an out-of-control Republican Party more interested in scoring political points than in protecting families,” Aarestad said in a statement. “Mixing messages by promising temporary relief through the BRIDGE Act on one hand, while supporting funding for a divisive wall with the other, leaves too many people with the justified concern that this a mirage.”

Crow said Coffman had “years to act on this priority,” but hadn’t until now “to beat the buzzer and run from his record with a gimmick.”

DACA’s effect on Aurora schools

Community College of Aurora President Betsy Oudenhoven said the end of DACA would have a substantial effect on CCA, not only for those students who have fallen under the rule’s protection, but for the entire community.

“DACA allows these students to be fully engaged in their education and their communities. The freedom from fear allows them to make the best use of their intelligence, work ethic, and talent to make the kinds of contributions our society needs from our young people,” Oudenhoven said in an email exchange. “It takes a lot of motivation for these students to pursue a college degree and we don’t want them to lose hope that they too can pursue the American dream.”

That American dream isn’t something that is a foreign concept to those students whose parents brought them to the United States at a young age, Oudenhoven said.

“When we talk about young people who are undocumented, it is important to remember that most of them came here with their families, many when they were very young children,”Oudenhoven said. “This is their country and they consider themselves Americans.They attend K-12 schools and then move on to higher education where they are working hard to achieve their dreams. They want to earn degrees, find jobs, and make positive contributions to their families and their communities.”

Aurora Public Schools passed a resolution this spring essentially declaring APS a ‘sanctuary school district.’ The resolution forbids school employees from divulging information about citizen status and directs the district to be prepared to handle children whose undocumented immigrant parents might have been detained by federal immigration police.
