The Columbia River Basin was once one of the greatest salmon-producing river systems in the world. Due to the lower Snake River dams, these iconic fish are facing extinction. A way of life and a national treasure are at risk of disappearing forever. Preventing extinction is a matter of justice.
While the lower Snake River dams have historically played an important role in Washington’s economy, their time has come. They are aging, expensive to maintain, and they are decimating our legendary fish runs and putting our communities and the wildlife that depend on them in crisis.
The experts have weighed in. With smart investments, it’s a win-win. It’s possible to replace the services these dams provide AND bring numerous long-term benefits to Columbia River communities and wildlife—and deliver justice to Northwest Tribes. Our path is clear: It’s time to restore the Snake River. Preventing extinction is a matter of justice.
Washington Senator Patty Murray and Governor Jay Inslee made a commitment: They would not let Columbia River salmon go extinct on their watch. To that end, they commissioned a report on benefit replacement for the four lower Snake River dams.
The conclusions are exciting for the entire Northwest region. Key among them: In their recommendations, Murray and Inslee state clearly:
“The status quo is not a responsible option: extinction of salmon is categorically unacceptable.”
Murray and Inslee also say that the lower Snake River dams must be breached but only after replacing their benefits.
This is exciting because it aligns all interests—Tribes, conservation groups, energy, and agriculture—and puts the entire region on better footing.
Sen. Murray has long resisted any salmon recovery plan that included removing the four dams. Yet she joined forces with Gov. Inslee and the draft report released in July makes clear that dam removal is our best chance to prevent salmon extinction.

By leaning into this assessment, Sen. Murray and Gov. Inslee have taken a much-needed and courageous step toward identifying durable solutions to strengthen the Northwest economy. And dam removal must be a part of a comprehensive approach for salmon recovery.
The report is a roadmap for all of the region’s leaders. With smart investments in infrastructure upgrades, the services the four lower Snake River dams provide can be replaced. Find the report recommendations here.
But time is running out. With urgent action in Congress this year, we can prevent salmon extinction.
For the first time, we have an actionable commitment from leaders in three states—Washington, Oregon, and Idaho—representing both parties, and the administration. All have voiced their commitment to developing a formal comprehensive solution to stop salmon extinction.

As the conversation in the Northwest to restore the Snake River continues to gain momentum, it’s gathering steam at the highest levels of government and in the Oval Office. There is good reason to expect meaningful action, as reflected in the Biden administration’s commitment to, “…a durable long-term strategy to restore salmon and other native fish populations to healthy and abundant levels, honoring federal commitments to Tribal Nations, delivering affordable and reliable clean power, and meeting the many resilience needs of stakeholders across the region.
The administration also recognizes that “[i]n the face of climate change, urgent action is needed to restore salmon and other native fish populations to healthy and abundant levels.”
There can be no doubt, restoring the lower Snake River is the way forward, for fish and for strengthening the Northwest region.
What happens when you do the math? As the draft Murray-Inslee report clearly outlines, keeping the dams doesn’t pencil out, and losing salmon runs is costing us dearly:
“The restoration of Columbia Basin salmon has the potential to be an opportunity for the ocean salmon troll and Columbia River commercial fisheries to regain stability as both an industry and as an important local food production system. In addition to the direct benefits of the Pacific salmon fishery, additional jobs are indirectly generated by the salmon fishing industry and occur in smaller coastal communities whose economies are heavily dependent on the fishery.”

From fish ladders to juvenile fish transports and water level adjustments, we’ve poured over $26 billion dollars into trying to help salmon pour over the lower Snake River dams like they used to. We pay at least $151 million more every year on dam operations, maintenance, and capital expenditures—and as the dams age, it’s only getting more expensive. Replacing the dams’ turbines in the next decade will also cost more than $600 million.
These efforts continue to cost taxpayers as we choose workaround solutions when the truth is: salmon need a free-flowing river to thrive. By restoring salmon populations, it is projected that we could generate an additional $1 billion annually in income for Washington fishermen and support up to 25,000 more jobs. We’ll also increase commercial and subsistence fishing for Tribes.
A poll showed that widespread majorities of voters in Washington support a plan to remove the Washington lower Snake River dams to prevent salmon extinction, along with accompanying investment in agriculture, energy, and transportation. 60% support breach while only 21% strongly oppose. A majority of both Democrats and Republican voters support breach.
It can take time for scientific reports to align, especially at the federal level. But that’s precisely what happened in July when NOAA and the Department of Energy released their findings regarding salmon, energy, and the Columbia River Basin. The takeaway was clear:

“Business as usual will not restore the health and abundance of Pacific Northwest salmon. We need a durable, inclusive, and regionally crafted long-term strategy for the management of the Columbia River Basin,” said Council of Environmental Quality Chair Brenda Mallory, who is coordinating a Federal interagency effort.
The NOAA final report confirms what state, Tribal, and independent scientists have told us for years. Northwest salmon will go extinct without an urgent plan that includes the removal of the lower Snake River dams.
“The science robustly supports process-based stream habitat restoration, dam removal (breaching), and ecosystem-based management, and overwhelmingly support acting, and acting now.” Additionally, they noted: “For Snake River stocks, it is essential that the lower Snake River be restored via dam breaching.”
The report identifies actions with the highest potential to midrange salmon abundance goals as identified by the Columbia Basin Partnership Task Force. While these goals pale in comparison to historical abundance, these mid-range abundance goals exceed the Endangered Species Act recovery thresholds for abundance and represent progress towards healthy and harvestable status of the fish stocks.
Separately, in its study to replace the lower Snake River dams, the Department of Energy report examined two scenarios that assume that emerging energy technologies become commercially available. The conclusion: replacing the energy and grid services provided by the dams is possible, and predicts costs from $11 billion to $19 billion.
Let’s go back to #3. Keeping the dams has cost more than $26 billion to date and the price will go up every year. Climate change will only escalate the crisis in the Columbia River and the costs to mitigate it. It’s time for a new portfolio of power sources. Truly clean energy that doesn’t decimate wildlife.
Northwest communities and leaders from both sides of the aisle recognize that this is the sea of change we need.
The effort to save salmon has been in the courts for more than two decades. The National Wildlife Federation, alongside Tribes, fishing groups, and other conservation organizations have challenged federal agency hydropower systems operation plans because the dams continue to put endangered salmon runs on the path toward extinction. To date, three different federal judges have declared five different federal plans illegal.
A year ago, plaintiffs took a new approach to make meaningful progress to reverse the decline of salmon runs—outside the courtroom—with a pause in litigation. An extension in the pause, just announced in early August, was inspired by commitments from the Biden administration, as noted above, for a long-term durable strategy to restore salmon and honor federal commitments to Tribal Nations.
“We are encouraged that the Biden administration has demonstrated, through its words and recent reports, a commitment to a comprehensive approach to salmon recovery, but time is of the essence. We need to restore the river so we can recover salmon, meet our commitments to Columbia River Tribes, and ensure the Northwest’s economy and way of life endure and thrive for future generations,” said Erin Farris-Olsen, regional executive director, National Wildlife Federation.
The motion to extend the stay stipulates that the administration must live up to its commitment to act urgently and boldly—starting now.
Momentum is growing in the Northwest and in the nation’s capital. We must act quickly. Time is running out for salmon.
Snake River salmon runs are sliding toward extinction — due to the negative impacts of the lower Snake River dams. And climate change is accelerating the crisis. It doesn’t have to end this way and since the early 2000s, the National Wildlife Federation, in coordination with other nonprofits, the state of Oregon, and the Nez Perce Tribe, has been leading the charge to ensure we don’t lose these iconic fish forever.
2022 is the year we must commit to urgent and meaningful action.

Here’s what’s at stake: Urgency. Extinction. Justice.
Last spring, the Nez Perce sounded the alarm. According to the latest finding in the Nez Perce Tribe’s fish study wild spring Chinook salmon and steelhead populations in the Columbia and Snake River Basins are nearing a critical threshold. Almost 80% of Snake River Basin spring and summer chinook could be on the path to extinction in the next four years.
The negative impacts of the dams are gathering momentum. Diminished salmon runs continue to drop. Now climate change is making it worse. Wildfire, extreme heat waves and drought are all conspiring to decimate salmon runs. Salmon are running out of time. This means we are running out of time to save them — unless we act immediately.
Columbia River salmon are in the grip of an extinction crisis. Salmon are not just a fish, but a keystone species, at the heart of a broad, but fragile ecological web.

Without salmon, Southern Resident orcas, which are also on the cusp of extinction, may starve. If we want to save orcas, we must save the salmon they feed on to thrive. Without orca or salmon, we lose a massive and treasured amount of Northwest wildlife and in turn, we lose a massive and treasured key to Northwest identity.
Our country is in the midst of a deep reckoning for historic injustice. Removing the lower Snake River dams is one of the most important steps we can take to begin to keep our promises to Tribes on salmon.

The issue is simple. The failure to act is a violation of treaty rights — and worse. It’s a threat to the livelihoods of Tribal and Indigenous communities that have relied on the salmon of their homelands for time immemorial.
The Snake River dams destroyed traditional fishing sites and devastated salmon populations that Indigenous communities in the Northwest have depended on for millenia. The construction and continued operation of these dams violates the treaty fishing rights of Northwest Tribes.
The answer is simple: America must keep its promises. We must stand with the tribes and bring down the dams.
Instead of extinction, we can recover the magnificent salmon runs of the Columbia River basin to benefit the wildlife and communities that depend on them.
A critical first step is to rethink clean energy. We have the solutions that allow for a truly clean energy mix that co-exists with salmon. With funding from Congress, we can replace the benefits that the dams provide — and strengthen the Northwest. With irrigation and transportation upgrades farmers who rely on the dams for watering crops and barging can get their products to market.
2021 was a groundbreaking year for these imperiled fish and the ecosystem, Tribal communities, and economies that depend on them. In early 2021, Rep. Mike Simpson (R-Idaho) proposed a visionary framework that will honor our obligations to Tribes, revitalize the agricultural sector, generate lower-cost clean energy, create good-paying jobs — and recover salmon runs in the Columbia River Basin.
The National Wildlife Federation has championed Rep. Simpson’s visionary proposal and has invested in building the political momentum needed to move it forward. We are gaining ground and now have — for the very first time — an actionable commitment from leaders in three states: Washington, Oregon, and Idaho. They hail from both parties and they join a majority of both Republican and Democrat voters in Washington (where the dams are located) that support the removal of the lower Snake dams.
Most important: The Presidential Administration announced its commitment to charting a path toward ending the Columbia River Basin “salmon and dams” conflict. It’s an exciting time with the potential for real solutions now with bipartisan, regionwide, and executive branch commitment.
Salmon are in trouble. This means we are in trouble. Inaction is the ally of extinction.
Our elected leaders have vowed they would not let extinction happen on their watch. It’s up to us to ensure they keep their promises. 2022 is the year we recover salmon.
Northwest Tribes and coastal fishing communities all depend on salmon to thrive. In the vast and complex food web, salmon are a keystone species upon which more than 130 plants and animal species—including black bears and giant salamanders—depend on as a part of their life-cycle.
In the face of this long-simmering ecological and economic crisis, the Northwest region has finally witnessed growing momentum for a comprehensive solution to save salmon through investment in the Northwest infrastructure. In recent weeks, Rep. Earl Blumenauer of Oregon joined forces with Rep. Mike Simpson of Idaho to pilot a groundbreaking framework that will honor Tribal treaties, and to support agriculture and energy—and recover salmon runs in the Columbia River Basin.
This breakthrough comes at a critical moment. Salmon don’t have time. Tribes don’t have time. Countless Northwest wildlife don’t have time.
But this historic framework—a once-in-a-generation opportunity—has encountered political headwinds. U.S. Senator Patty Murray and Washington Gov. Jay Inslee have rejected this bipartisan approach while also promising to lead a regional discussion on the challenges facing salmon.
So now it is up to us to hold them to that promise. Our elected leaders have made an unequivocal commitment that salmon will not go extinct on their watch. We must hold them to this promise, starting today: Endangered Species Day.

The salmon and steelhead runs that defined the Columbia River Basin were once among the greatest in the world. They have shaped the region’s ecology, fed its inhabitants for time immemorial, and fueled local economies. Yet four dams on the lower Snake River, the biggest tributary of the Columbia River, have taken a heavy toll on these valuable fish runs. We’ve long known that these dams and migrating fish were incompatible, yet we’ve studiously averted our gaze from this troubling truth.
The science is clear. Of the factors impacting the health of the Columbia River Basin, the four lower Snake River dams are the one factor that we can control, the one factor that will have the greatest impact on salmon recovery — and removing the earthen portions of them is the one solution we haven’t tried.
Almost 80% of Snake River Basin spring and summer chinook could be on the path to extinction in the next four years. When the Nez Perce Tribe released its alarming salmon report, it cited tribal elder Elmer Crow Jr., who passed away in 2013:
“We are the circle. That is what life is all about. We take care of one another. So when we have someone in trouble, that’s when the rest of us have to step in.”
Crow’s meaning is clear: If salmon are in trouble, we are in trouble. We ignore our deep connections to salmon and the rivers they need to thrive at our own peril. We must step in and step up. We must take care of one another and invest in our connection to the natural world.
And our elected leaders must keep their promises.
Worldwide, only one-third of the world’s 177 longest rivers remain free-flowing, and just 21 rivers longer than 621 miles retain a direct connection to the sea. Yet cool, clean, free-flowing rivers are the lifelines that fish need to survive and they are an essential buffer for the increasing impacts of climate change. This has put a finer focus on the cumulative negative impacts of dams.
The Columbia and Snake River basins are a key example. Once home to the most abundant salmon runs in the world, 13 populations of fish are on the brink of disappearing forever, largely due to four dams on the lower Snake River.
More than 130 species of plants and animals depend on Snake River salmon, and if they were to disappear, it would jeopardize fragile Northwest ecosystems from the Pacific coast to inland Idaho. Yet the restoration of a free-flowing lower Snake River lies at the intersection of energy, agriculture, and the fisheries that define the Northwest waters.

We’ve finally reached a historic and pivotal moment in the conversation about dams, securing the Northwest’s prosperity—and its salmon runs. Here’s the background and the compelling reasons for us to act now. We have a real chance at saving salmon.
Congressman Mike Simpson, R-Idaho, laid out a vision for change— the $33 billion Northwest Infrastructure Proposal. This proposal seeks to strike a delicate balance between saving salmon and meeting the different needs of the Northwest’s communities, from Tribes to local businesses, from fishermen to farmers. It’s a starting point for a bigger conversation: Let’s create a 21st century infrastructure to compete in a global economy.
The proposal provides a detailed roadmap for removing the lower Snake River dams while funding infrastructure upgrades to meet the Northwest’s energy and agriculture needs. It’s founded on painstaking research, 300 meetings with stakeholders, tribes, elected representatives, and other interests trying to understand and break down the issues. The result is a blueprint for wild salmon recovery and regional security. It gives these iconic fish runs a free-flowing lower Snake River—their best chance to survive—while preserving a Northwest way of life and creating greater economic opportunity for the future.
Rep. Simpson puts it this way:
“The question I am asking the Northwest delegation, governors, tribes, and stakeholders is ‘do we want to roll up our sleeves and come together to find a solution to save our salmon, protect our stakeholders and reset our energy system for the next 50 plus years on our terms?’”
The answer is yes for the many Northwest communities long caught in the conflicts of regional uncertainty related to salmon recovery, dams, energy, and transportation.
Climate change and a steady downward spiral toward salmon returns are pushing these iconic fish to the brink of extinction. Scientists are urging us to take drastic action—before it’s too late—and they consistently point to a single path toward recovery:
“It is our collective opinion, based on overwhelming scientific evidence, that restoration of a free-flowing lower Snake River is essential to recovering wild Pacific salmon and steelhead in the basin. We base our opinion on our deep expertise in the science of salmon and steelhead conservation including decades of collaborative research that has withstood rigorous scientific review.”
While some point to diverse factors affecting salmon and steelhead returns, free-flowing rivers are of paramount importance. The freshwater phase of the salmon and steelhead life-cycle — from eggs in gravel, to migration to the ocean as smolts, and to migration from river entry to spawning grounds as adults—is critical for survival.
Scientists also agree that of all the factors impacting fish runs, the four lower Snake River dams are the one factor that we can control and the one factor that will have the greatest impact on salmon recovery. Removing the earthen portions of them is the one solution we haven’t tried.
For centuries, Northwest Tribes have stewarded salmon on the Snake River and relied on them to sustain their cultures, economies, and identity. For Northwest tribes, from the Olympic coast and the Salish Sea to the Columbia, Yakima, and Salmon rivers, abundant salmon, a treasured food source, were at the center of a happy, healthy, and prosperous life.
Fifty years ago, when the four dams were first built on the lower Snake River, waters rose and flooded Northwest tribes’ ancestral lands, accustomed fishing sites, and burial grounds—while pushing abundant salmon runs toward extinction, which has been devastating to the river’s Indigenous communities. To these Indigenous people, the dams are a manifestation of cultural genocide.

Today, our country is in the midst of a deep reckoning around social and environmental issues. We cannot continue to ignore the broken promises and treaty violations to Northwest Tribes.
We need to mobilize and right a historic wrong and salmon recovery must be at the heart of our shared commitment to do so. Removing the four dams on the lower Snake River would restore 140 miles of free-flowing river, 14,000 acres of riverside land, and restore access to 5,500 miles or pristine high elevation spawning habitat in lower Snake River tributaries.
Restoring a free-flowing Snake River is our best chance to meet the federal government’s treaty obligations and to sustain the cultural traditions and historic connections of Native American communities. It is the foundation for our shared and equitable future.
Clean energy isn’t truly clean if it’s endangering wildlife, such as salmon, and it puts the ecosystems and economies that depend on them in peril. Moreover, the dams on the lower Snake River produce less than 4% of the region’s power and have been in operation for more than 50 years, which will soon require major upgrades at the cost of $300 million or more per year. For too long the federal government’s plan for managing Northwest salmon and the Snake River dams has left the region trapped in a loop of litigation, environmental impact statements, high costs, and uncertainty.
We can do better.
New forms of energy are challenging the dominance of hydropower. We can transition to truly clean energy, which is responsibly developed, sited, and operated. The Northwest Infrastructure Proposal would fund new sources of clean energy like wind and solar that provide carbon-free power without sending salmon and steelhead toward extinction. We can break out of a decades-long cycle of lawsuits and economic insecurity and ensure all communities prosper instead.
The benefits of the lower Snake River dams come at too high a cost. We’ve already spent more than $17 billion on salmon habitat rehabilitation but have yet to recover a single salmon run to abundant levels. We’re going in the wrong direction. With the impacts of climate change, these costs will climb as salmon runs continue to edge toward extinction.
Healthy salmon populations are vital to a way of life and small businesses, such as commercial and sport fishermen, restaurants, guides, and outfitters. If we have to spend another $1 billion for upgrades and turbine replacements for the four dams in addition to $300 million every year just to maintain them, why don’t we trade the Snake River dams in for a truly workable solution that works for the whole region?
Now it’s time to take our questions to Congress. Let them know we support a plan that transforms interconnected challenges into bigger opportunities for Northwest communities and the environment. Rep. Simpson’s Northwest in Transition proposal is an important departure point for a stronger future. This is our chance. Let your elected leader know you want them to engage in this conversation and move it forward in Congress.
]]>As my phone flashes yet another heat advisory, it occurs to me: You don’t have to go to the arctic circle to see how global warming is impacting wildlife. In the Northwest it’s happening in our very backyard; our polar bear is the sockeye salmon. Among anadromous fish, sockeye are particularly vulnerable to warming water temperatures and were the first salmon species to be listed as endangered under the Endangered Species Act.
As summer heat gathers momentum, the shallow, slow-moving waters behind the four lower Snake River dams are pushing temperatures well above 68 degrees. This is dangerously—fatally—hot for salmon. It’s worrying and makes me wonder: Does anyone remember Lonesome Larry?
For some, Larry might be an obscure character, but in Idaho, Lonesome Larry is a legend. He is a singular sockeye salmon, literally and figuratively. Larry rose to fame in 1992, when he survived the daunting journey—swimming a 900-mile distance, climbing 6,500 feet in elevation—back to his natal spawning ground only to make an unhappy discovery: there were no other sockeye in Redfish Lake to be found. None! In short, Larry was stood up for the most important date of his life, thus earning him his name.

The story of Lonesome Larry marked a low point of our region’s rich biodiversity and natural heritage. Idaho’s Redfish Lake is named for the thousands of bright red and incredibly determined sockeye that returned from the ocean each fall. Yet shortly after the lower Snake River dams were put in place, sockeye returns to Redfish Lake fell from 30,000 to the single digits. In 1991, Redfish sockeye became the first salmon species to be listed as endangered under the Endangered Species Act. A year later, Lonesome Larry’s bachelor fate was sealed, and he entered the pages of Idaho history.
Larry’s lonely return to Redfish Lake confirmed warnings long issued by the Shoshone-Bannock tribe, which upholds the sockeye as an important cultural legacy. With the genetic lineage of the Redfish Lake sockeye in peril, biologists harvested Larry’s sperm to fertilize thousands of eggs. Once stuffed, Larry graced the office walls of then-Idaho Gov. Cecil Andrus, becoming a symbol of salmon restoration of the Snake and Columbia Rivers that inspires conservationists old and young to this day. And 20 years after Larry made his last splash in Redfish Lake, it was estimated that 6% of the sockeye population had Larry’s genes.

However, in 2015 more than a quarter-million Columbia River sockeye salmon died in the river and its tributaries, the result of unusually warm water gathering behind the four Lower Snake River dams. Scientists warn that climate change is exacerbating the effects of the dams, and certain to get worse.
A recent report offers a sobering outlook for migratory river fish populations around the world, which have plummeted 76% in the past 50 years. This hits home for residents, businesses, and communities that care for and depend on salmon, from coastal Washington to inland Idaho. Not surprisingly, they are calling on their elected leaders to take charge and invest in real solutions to rethink how we manage the Snake River so we can recast Larry’s romantic tragedy into a story of recovery. A delisting of Snake River sockeye will require annual returns of 2,500 wild fish. Scientists agree that by restoring the Snake River we can count on thousands of Larry’s descendants, swimming back up to Redfish Lake to get lucky!
Tell Congress to invest in and restore the Snake River to create a healthy, intact river system that works for people, for fish, and for wildlife.

My 12-year-old son Topher opened my eyes. Like all of our kids, Topher is happiest when he is outside. By nature, he is a boy who loves and is connected to nature. It’s his path toward joy. I remember his early outdoor experiences: in the woods, by the river and mountain lakes and catching his first fish. He developed a fascination with fish early on, which grew through a school curriculum program in 5th grade. In class and in the field, he was fully introduced to hatcheries, river health trout and Idaho’s endangered salmon.
Topher is a conscientious kid and he was struck by the gravity of the problem. “If we don’t do something, there won’t be any fish in the streams,” he said.
That’s when Topher started to connect the dots. He locked onto the cautionary tale of Lonesome Larry, the sockeye salmon that swam 900 miles upstream back to Redfish Lake. That year, he was the only sockeye to return to spawn. It was 1992 and Larry’s lonesome journey was testament that Snake River salmon were in serious trouble. Lonesome Larry became a legend Topher saw an opportunity to build on the fate of this iconic fish. “I’m going to sell socks to save salmon,” he announced, and with that, the Lonesome Larry Project was born.
Topher dove into building a website, ordering socks—in two different color options—and selling them online. He was soon billing himself as the “Sock Guy for the Sockeye.” I was very proud of his tenacity, to take his original idea and make it a reality.
Solutions for this complex problem remain elusive, and Topher realized he didn’t have all the answers. So he focused on a reachable goal of building awareness of the issue instead. As you might expect, there were bumps along the way. As an 11-year-old setting up his first business, he had a lot to learn, including how to ask for help.

Can selling socks really save salmon? It’s a fair question. We discovered that at the very least, it can help. Topher’s project has donated over $8,000 to the Idaho Fish and Wildlife Foundation. This was enough to fund the Lonesome Larry Grant, for research and conservation related to endangered fish species in the Northwest.
Above and beyond the donations to support salmon and awareness building, I believe there is a valuable lesson for us all. Kids are an important part of the process of making the world a better place. All we need to do is lean into their ideas, give them support and encourage them to give it a try.

Within a couple of decades, we may replace those polluting resources. But clean energy – wind, solar, hydropower, and other technologies – isn’t always cost free for wildlife and the environment. As we replace every electron of energy from fossil fuels with electrons from clean energy, we need to ensure these new, renewable power sources are responsibly sited, developed and operated.
We’re using a lot less electricity. Since 1990 per capita energy consumption in the Northwest has dropped by 25%. So, despite having three of the nation’s fastest growing metro areas,
energy demand in the Northwest is being tempered by a significant reduction in average energy use per person, according to the Northwest Power & Conservation Counsel. The improvement owes largely to the adoption of aggressive energy codes for buildings and appliances and advances in efficiency.
We’re moderating peaks in usage. Because the electric system must meet even the most extreme levels of electricity demand – the hottest day of the year, for instance — it tends to be overbuilt. So much so that some gas-fired power plants are only used three or four days a year. That’s remarkably expensive and inefficient. So, utilities are developing “demand response” programs that offer customers incentives to shift some of their electricity use to non-peak times. In this way, they help moderate peaks and avoid the cost of building more power plants.
Electricity consumers are becoming prosumers. Thanks to new technologies like home and building energy management systems, grid-integrated appliances, electric vehicles, and home solar, utility customers are selling energy services to their utilities as well as buying them. That enables utilities to manage electricity demand as well as supply, resulting in a more efficient system.
We’re making clean energy cheaper. Local wind and solar resources now generate power that is cheaper than the electricity generated by 75 percent of coal-fired power plants in the country. Wind and solar are also becoming increasingly competitive with natural gas. The reduction in reliance on fossil fuels would be a win-win for climate-impacted communities and wildlife – and for people’s wallets. Customers whose utilities rely most on coal have the fastest rising utility bills in the nation.
When clean energy inflicts an unacceptable price, we’re trying to clean up the mess. Cleaner energy can sometimes levy unacceptably steep costs upon wildlife and ecosystems — as in the case of four hydroelectric dams on Washington’s Snake River, which are devastating salmon populations and hurting other wildlife. In response, we’ve identified a portfolio of clean energy alternatives, including wind and solar, that can replace power from the dams with no reduction in reliability, no increase in emissions, and at little incremental cost.
So, when defenders of the status quo tell you that fossil fuels can’t be replaced because clean energy is too expensive, or that it has its own environmental drawbacks, or that the sun doesn’t always shine and the wind doesn’t always blow, tell them the range of clean energy solutions is a lot bigger than they think.

Fish managers call sockeye born in Redfish Lake natural-origin fish, to distinguish them from hatchery fish. I’ll call them the naturals. They reproduce farther inland and at higher elevations than any sockeye salmon on earth. They are the southernmost sockeye population on earth – far south, for instance, of Alaska’s Bristol Bay sockeye. And, the naturals are the most endangered salmon species in the Northwest, perhaps in North America. Last year, 14 returned from the ocean; the average over the last five years is 17.
The home journey of these four- to five-pound fish is beyond difficult. Entering the Columbia River from the ocean, the naturals transform from saltwater to freshwater fish while swimming 925 miles up-current in the Columbia, Snake and Salmon Rivers. They climb 6,548 feet, dodging predators and hazards. They take almost one-fifth of a year to swim from the Pacific to Redfish Lake, much of it in summer’s hottest water – and eat nothing.
And, since 1975, 320 miles of their migration has been eight straight reservoirs, spaced by eight big dams. It’s the main reason Snake River sockeye were listed as endangered in 1991. Within two years every salmon and steelhead species in the Snake River was on the list. They all must get through these eight dams and reservoirs, twice. Too few now do to even replace themselves, much less recover.
The naturals are silver tinged blue when they enter the Columbia. They are bright red when they reach Redfish Lake two months or more later. Standards to survive in their mountain lake 925 miles from the ocean, are high. The naturals tune to them continuously, in genes and behaviors. Their beauty mirrors their place. Despite their endangerment at our hands, abundance is their natural condition and capability.
Redfish Lake is near the southern edge of eight million acres that comprise the largest, wildest, highest, and best-protected salmon stronghold in the 48 states. Yet its salmon are disappearing. For 25 years I have worked to restore 140 miles of the lower Snake River, far downstream in eastern Washington. The largest river restoration on earth: what an opportunity for eastern Washington and Idaho, for people and salmon.

In early May I will lay advocacy down for a day. The young naturals will be slipping out of their lake into the rush of Redfish Lake Creek to the Salmon River, and then seaward. I won’t see them; they are small in fast tumbling water. If conditions permit, I will walk 2½ miles from Redfish Lake’s outlet down Redfish Lake Creek, skirting a much smaller second lake, and then clambering the steep plunge to the Salmon River. I will wish small fish I can’t see godspeed, ask them to come back, and make my small pledge to their future.

The length and passion of the fight has obscured important changes occurring in region. It’s increasingly clear that the Northwest can restore abundant runs of wild salmon and still have a robust power system and the benefits that flow from it. Because of their cultural, commercial and recreational importance, the restoration of wild salmon can unite the people of Idaho, Washington and Oregon like no other cause.
Twenty five years ago, when the government added decimated runs of wild salmon and steelhead to the list of species protected under the Endangered Species Act, biologists hoped an array of actions, including habitat enhancement, dam operation modifications and even barging juvenile fish downstream, would restore wild fish. For those 25 years, the Northwest’s hydroelectric dams were the central components of the region’s energy system and changing dam operations to restore fish was a subject of much dispute.
In 2018, we know the fish strategy, despite spending $2 billion, has failed. We know this because the fish populations in every run continue to nosedive, year over year. In 2018, because of renewable energy and energy conservation, we also know that dams are much less important to the region’s energy system. Given these facts, we have the opportunity to rethink our answers to both the strategy for restoring wild salmon and how we manage our hydroelectric system.
Unfortunately, our political leaders have yet to acknowledge reality – that salmon recovery isn’t working and that new and better energy sources have emerged. There is no better example of political disconnect than a recent bill from Washington’s Rep. Cathy McMorris Rodgers seeking to freeze the existing management and salmon recovery efforts of the Snake River dams even as fish numbers continue to fall.
An evolving energy system creates opportunities to take a different path forward. Because of energy conservation, electricity demand is flat. As clean and efficient renewable energy supply has grown, the relative importance of the dams has dramatically decreased. In fact, the four dams on the lower Snake River, which block migrating fish from the best spawning habitats in Idaho, now provide less than 5 percent of the region’s electricity capacity. The future can look different but no less reliable or affordable for energy generation even if dam operations are modified.
If we don’t choose this brighter energy future within our grasp, the forecast for salmon goes dark. Over the past 25 years, the federal salmon recovery efforts, despite their great cost, have achieved nothing by way of increased numbers of wild fish. In 2017, spring and summer Chinook runs were less than 10 percent of their recovery goals. Sockeye salmon are perhaps functionally extinct (11 sockeye returned to Idaho’s Stanley Basin last year). And steelhead had the worst return ever recorded. While the region’s hatcheries are still producing catchable numbers of fish, hatchery-reared fish are no substitute for saving an irreplaceable salmon gene pool and rebuilding the once-fantastic runs of wild fish that sustained generations of anglers and tied together the peoples of the Pacific Northwest.
As we stand witness to these perilous declines, and federal and state agencies fail to reverse the trend, we need our political leaders to recognize the folly of continuing to squander money on fish recovery measures that have not worked. The legislation introduced by Congresswoman McMorris is built on incorrect assumptions about the region’s reliance on dams to power our communities and forfeits some of our greatest natural resources to an expensive, failed fish program that will not recover wild salmon.
This ongoing crisis for wild fish and the expanding regional energy options tell us it is time for the political leadership of the Northwest to come together and reach a new solution.
After years of fighting over the false choice between power and fish, people in the Northwest are ready for a new approach. We need leaders to look at our region’s priceless and irreplaceable natural and historic legacy, at the available facts, and walk us together toward a solution that honors us all, and protects the wild fish runs for our children and grandchildren.
Saving the salmon should unite us and inspire our political leaders to work with us toward their ultimate survival.

The increased amounts of spill were ordered by federal district court Judge Michael Simon as an interim measure while federal river agencies work through a five year process to look at how wild salmon and steelhead runs in the Columbia and Snake can be restored. Specifically on the table is the option of breaching the four dams on the lower Snake River. Not content with the collaborative agreement for interim spill that was signed off on by federal biologists, the Corps is seeking immediate review form the Ninth Circuit in yet another attack on restored threatened and endangered runs of fish.
To highlight both the progress that has been made and the big challenges that remain for restoring wild salmon and steelhead, the Save our Wildlife Salmon Coalition, which includes the National Wildlife Federation, decided it was time to talk to the public.
The groups invited two reporters well versed in all things salmon to talk about the Snake, which flows through Idaho into the Columbia, and the Elwha River on Washington’s Olympic Peninsula.
Rocky Barker of the Idaho Statesman, and Lynda Mapes, reporter for The Seattle Times, did double duty the week of January 21, presenting “A Tale of Two Rivers” to standing room crowds in Seattle and Spokane.
Barker spent 2017 reporting and writing a series of stories on the Columbia River, salmon and power. He was the lead researcher on editorials that called for breaching four Snake River dams to save salmon. He is the author of the book “Scorched Earth: How the Fires of Yellowstone Changed America.”
Mapes covered the removal of two dams on the Elwha and has written about what has happened to the river and the land around it since the dams were breached. Her book, “The Elwha, A River Reborn,” grew out of her reporting.
“Now you can stand in the former reservoir and there are trees over your head,” Mapes told the Seattle audience. Two dams blocked the river for 100 years, until the Elwha dam came down in 2011 and the Glines Canyon Dam followed in 2014.
Natural recovery behind the former dams is going to take 20 years, she said, and the salmon recovery won’t be a steady one. The number of fish returning to the river this year and next will be down from the first few years after the dams were breached. That’s because the fish returning now traveled down river when sediment built up behind the dams was being flushed from the river.
The recovery is about more than salmon though, Mapes said. As the habitat is restored, other species – from insects to elk – are thriving.
In 2010, the Elwha dams came up for license renewal and were found to be operating below current power production efficiency standards, which led to their removal.
That won’t be the case with the dams on the lower Snake River. Construction on the four dams lasted from 1962 to 1978, and they still provide power, Barker said, although they are not as important to the power grid as they were 20 years ago.
They also provide water to irrigate wheat and make it possible for barge traffic to carry it away.
But Barker said the river “doesn’t produce the goods and services like it did 20 years ago.” There are fewer farms pumping water out of the river and less barge traffic. As for power, these dams were always the lesser lights in the Columbia-Snake power system.
Barker said that Idaho, unlike on the Elwha, has habitat that doesn’t need to be restored.
“We still have water. We still have habitat. We have to decide what we’re going to do with them.”
The process of deciding has been going on in federal court since 2001 when the National Wildlife Federation and other plaintiffs brought a lawsuit against federal agencies to force them to abide by the Endangered Species Act and protect salmon in the Columbia River basin. That was not quite 10 years after Snake River sockeye were listed as endangered.
In April 2017, Judge Simon ordered plaintiff and defendants in the lawsuit to work together on a plan for how much water could be spilled over four dams on the Snake and four dams on the Columbia to improve the survival rate of young salmon heading downriver. The result is a plan to start in April for flows to be as large as they can be under Washington and Oregon’s limits on dissolved gas. High concentrations of dissolved gas can be harmful to young salmon.
“Every time spill is increased, salmon returns also increase,” said Tom France, Executive Director of the National Wildlife Federation’s Northern Rockies, Prairies, and Pacific Regional Center. “The increased spill order by the Court should lead to this same positive result.”
But it won’t happen if government attorneys get their way. They have appealed the judge’s order that resulted in the increased spill operation.
“It is truly unfortunate that the Corps of Engineers continues to fight real progress for fish even when their experts participated in the solution,” France wrote in an email.
Beyond the immediate increases spill ordered for this spring, Judge Simon has also directed the federal agencies to come up with a new biological opinion and analysis on how they’re going to protect and recovery endangered fish. Under the Judge’s order, the agencies must consider breaching the four lower Snake River dams in this process and reach a new decision by 2021.
Since 2000, the federal river management agencies has issued four different biological opinions on how salmon and steelhead can be protected. Four times, federal judges have determined these proposals to be wholly inadequate. As one judicial opinion described it, the federal agencies continue to offer “relatively small steps, minor improvements and adjustments” when drastic action was called for.
“Nature is going to talk,” Mapes said. “I wonder if we are going to listen.”
