APBC President Mr Albert Low, the former Chairman of the Michigan State Boxing Commission, said “It is clear that the members, as well as the board, of the APBC are unified in their objection to this abomination of an act, that literally will reverse all the good the original Muhammad Ali Boxing Reform Act has done for the protection of the boxers from unscrupulous managers and promoters.
“The original Professional Boxing Safety Act of 1996 and the later Muhammad Ali Boxing Reform Act of 2000 were specifically written to prevent organisations like the T.K.O. Group from having absolute control to ensure boxers are protected from the very conflicts of interests the latest T.K.O. amendment risks bringing back.
“The Muhammad Ali Boxing Reform Act made it illegal for a promoter to act as a manager and required full financial transparency from promoters and sanctioning bodies. It was designed to keep the business side of boxing honest, or at least transparent, and to give fighters the information and freedom to make the best decisions for their careers.
“This so-called Revival Act, however, is a disgrace as it will open the door for self serving “Unified Boxing Organisations” (UBOs) to operate outside the current sanctioning framework, effectively allowing one corporation, in this case T.K.O. Group, to both regulate and promote under its own banner.
“In other words this will allow T.K.O. to act within professional boxing in the same way it already does in mixed martial arts, that is control the talent, the titles, the schedules and the pay.
“We need to learn from past mistakes, we must prevent this disgrace of an act becoming law, otherwise the boxers will potentially suffer exploitation, one-sided contracts and lack of pay transparency in the future, which are the inherent dangers of allowing one company to dominate the marketplace.”
]]>This historic agreement will provide not only a clear pathway for amateur boxers that seek to progress to the professional boxing ranks, but also to compete nationally on a planned Pro/Am tournament series, with ABA sanctioning the Amateur boxing contests and BIBA sanctioning the Professional boxing contests.
In addition the two organisations are also working together to develop international tournaments as well as an International Pro/Am series. Currently Pro/Am tournaments are in planning in Malta, Cyprus, Egypt and Israel, with further countries expected to be announced in the coming months.

I know it’s only just two weeks since the last newsletter, however a serious issue has been highlighted and we believe it is vital that we share the information with all Commissions and Championship Organisations as quickly as possible.
In the last newsletter we sent our condolences to the family and friends of Maxim Dadashev and Hugo Santillan who both succumbed to the injuries sustained in their fights last month.
Shortly after we were informed that Hugo Santillan was actually on a 45 Day suspension when he fought. We have screen shots of the Suspension as listed on Boxrec and Fight Fax also verified that they too had been informed of the Suspension by the German BDB commission.

To date Mr Sulaimán is the only person to reply to Mr Green’s e.mails – see the important sections from Mr Sulaimán’s reply below;
“Thank you for reaching out to the WBC. I have been in a 2 week vacation with limited contact but have been looking into this very delicate and unfortunate situation.
The Argentinian boxing federation which approved the fight responded to our communication stating that they rely on their rules and protocols and had the medical clearance as per their jurisdiction.
They claim that they were never notified by the German federation of the suspension of the Argentinian boxer and that they do not check Boxrec as a procedure in their jurisdiction.
The wbc Latino championship chairman relied on the Argentinian approval and at this moment I am traveling to Phoenix where I will meet Boxrec to understand which communications took place”
Having also looked further into this matter and it appears that there was a clear Duty of Care failure in this particular case, as for which parties and/or persons failed in their duties is not one hundred percent clear at the moment.
However saying that, it should be noted that it is the responsibility of not just the hosting Commission, but also the Championship Organisation to ensure the Health & Safety of the competitors and as such we call on all Commissions and Championship Organisations to check ALL SUSPENSION LISTS, this includes those of any Commission that sanctioned a contest that the boxer in question had previously competed in, regional Associations such as the European Boxing Union (EBU) as well as Pro Boxing Records (Fight Fax) and Boxrec.
IF IN DOUBT PLEASE DO NOT TAKE CHANCES PLEASE CONTACT THE COMMISSION THAT SUPERVISED THE BOXER’S PREVIOUS CONTEST TO CHECK IF ANY SUSPENSION WAS ISSUED.
We also reach out to Boxrec to update their system so that any suspension is publicly displayed, not just have it listed and viewable by commissions when they sign in to the commission area.
We also request that any boxer suspended is automatically provided with a suspension letter/medical form before being allowed to leave the venue. The APBC Shall also add a suspension page to the website and as such request notification of any suspensions initiated by APBC member commissions.
We also request that APBC Members ensure they report any suspensions to an overseas boxer’ licensing commission within seven days and also ensure that any Championship Organisation whose titles may have been fought for are also informed.
HEALTH & SAFETY MODULES
In July’s Newsletter we had stated that the APBC shall be creating specific health & safety modules, each module targeted at specific roles within the sport – Officials, Ringside Medical Teams, Coaches, Promoters and of course the Boxers themselves. JOSHUA-RUIZ
Over the past month we have seen yet more drama in the Heavyweight boxing scene, both Joshua-Ruiz and Whyte-Rivas have proved to be controversial, albeit in different ways.
If the reports are true, which I am not saying they are, but if Anthony Joshua had been knocked out in sparring ahead of the unification battle, there needs to be a clear precise procedure on the reporting of such situations, not just by the coaching team but also the commissions involved because if this was truly the case Anthony Joshua should not have been allowed to box but should have been suspended by his licensing authority.
The APBC Health & Safety Committee will be charged with researching these matters and consider providing guidelines, because if the reports are true by allowing the contest to go ahead to our view Anthony Joshua was mightily lucky it was just his belts he lost, it could have been far worse for the Londoner.
WHYTE-RIVAS
Again if the reports are true, and again which I am not saying they are, that Dillian Whyte failed anti-doping tests ahead of his fight against Oscar Rivas and not only were the licensing commission notified but also so was the promoter, but not the Championship organisation whose title was on the line.
If this is correct it would be interesting to hear APBC members thoughts on whether the sanctioning of contest should have been withdrawn, or had the commission acted correctly allowing the contest to proceed whilst in possession of knowledge of the alleged failed tests.
Again we feel that there should be clear guidelines for such situations and shall charge an APBC committee to look into the matter.
RESEARCH
The APBC are undertaking research into numerous areas, including a ten year research study on head injuries.
The team of specialists undertaking the research have had numerous papers published including;

WEIGHT CUTTING
The ongoing research into head injuries, specifically with regard to bleed on the brain injuries, has highlighted that weight cutting appears to be a contributing factor in the majority of cases.
Whilst the research is still in its infancy the APBC Health & Safety Committee will be assessing the interim results of the research and discuss possible changes to the rules to reduce the risks of boxers dangerously cutting weight.
STANDARDISED MEDICALS & MEDICAL STANDARDS
Without doubt the most important aspect for Boxer Health & Safety
Currently the standards vary, not just country by country but it seems even between commissions that operate in the same country.
As such the APBC Health & Safety and Medical Committees will be charged with developing standardised pre-licensing medical standards as well as pre and post-contest medicals and request comments and suggestions on this matter
Whilst standardised medical regulations may never eradicate injuries, such as those sustained recently by Maxim Dadashev and Hugo Santillan, without doubt they will prevent many, especially when combined with another initiative introduced by APBC member, The British & Irish Boxing Authority (BIBA) – Infra-scanners ringside.

Whilst none of these incidents occurred on events sanctioned by APBC member the British & Irish Boxing Authority (BIBA), the BIBA decided to undertake research, not just into the causes but also in areas that could assist in preventing, or at least reducing, such tragedies and came to the conclusion that there were a number of initiatives that could lead to a reduction of such life changing injuries, and/or death from such injuries, occurring in the ring.

The Infra-Scanner is a hand held brain scanner that is designed to detect bleeding on the surface of the brain inside the skull, so epidural and subdural bleeds, which are the common bleeds associated with an impact to the head, ones that can commonly cause life changing injuries or in the worse case scenario, death, in a short space of time.
Within Boxing, the Infra-Scanner is not intended to replace an MRI scan, which is required annually for Professional Boxers, but allows Doctors at Ringside to undertake a two or three minute scan, to determine if as a result of the boxing match that a boxer may have sustained an epidural and subdural bleed to the head.
Should the scan produce a positive result this will enable the Ringside Doctors to ensure that the Boxer is admitted immediately to the nearest specialist unit, where the appropriate care can be undertaken.

The APBC actively suggest all members consider purchasing infra-scanners, however as we are fully aware that the cost of doing so may be beyond some commissions as such we shall be contacting the manufacturers to ascertain whether discounts can be obtained should these be purchased in bulk via the APBC.

Once completed all APBC members will be able to download the modules and distribute to the appropriate license holders.
ACCURATE RECORD KEEPING
Whilst many people within the sport probably would not equate Record Keeping with Health & Safety, it is the APBC’s belief that accurate Record Keeping is as essential as a highly experienced Ringside Medical Team.
A matchmaker relies on a Record Keeper to provide one hundred percent accurate records to ensure a credible and fair contest, however that is not always the case.
Under the 15 USC Ch. 89 Professional Boxing Safety Act of 1996, §6301 Definition (3) Boxer Registry it states: “The term ‘Boxer Registry’ means any entity certified by the Association of Boxing Commissions for the purposes of maintaining records and identification of boxers”
Under the short title of 2000 Amendment – heading Purposes of 2000 Amendment it is stated;
- to protect the welfare of professional boxers on an interstate basis by preventing certain exploitive, oppressive, and unethical business practices;
(2) to assist state boxing commissions in their efforts to provide more effective public
oversight of the sport; and
(3) to promote honorable competition in professional boxing and enhance the overall
integrity of the industry.
It is the APBC’s intention to appoint an official record keeper that meets with the Professional Boxing Safety Act of 1996 as soon as possible and whilst have already received many e.mails with regard to the two proposed organisations – Pro Boxing Records (Formerly Fight Fax) and Boxrec – we would prefer to have every members view before approaching either organisation.
UNIVERSAL RANKING SYSTEM
Whilst not directly related to boxer health & safety, but something that has been lacking in the sport for so long is an accurate Ranking Organisation.
Whilst most Championship Organisations have their own ranking strategy, which only list those registered with the individual Championship organisation, currently there are just two universal Ranking formats available, one is an independent Ranking Organisation who only rank the top twenty of each division and the other is the heavily flawed and inaccurate Boxrec Rankings.
To this end the APBC have joined forces with BoxRanking.Com and it is expected that by the end of the year all Professional Boxers will be registered and finally there will be an accurate Ranking system available for all, so please ensure that all licensed boxers are registered with BoxRanking.com

CHAMPIONSHIP BOXING
The APBC Championship Committee Chairman Russell Jaques has stated the Committee’s intention to begin discussing minimum standards required for match-ups for Championship contests
Currently there are numerous championship organisations, the vast majority of whom have stringent standards, with regard to eligibility to box for Championship honours, however a number of the smaller championships have been less conscientious of standards when it comes to agreeing match-ups.
For Championships to be credible, the APBC believe there should be agreed minimum standards observed by ALL Championships and as such the Championship Committee has requested input on this matter from the APBC membership to assist with the review.
Mr Jaques has stated he would welcome comments and suggestions from all members.
EXPULSION FROM THE APBC
Staying with Championships, I’m disappointed to have to include in this newsletter that the APBC have been left with no other option than to expel the Championship organisations operated by Mr Don Lewis from Atlanta, Georgia, USA due to his actions which have been deemed to be a clear case of Bringing the Sport into Disrepute.
The APBC is an association that unites professional boxing bodies throughout the World, whose remit is bring the standards, especially within the realm of Competitors Health & Safety.
Mr. Uhuru has a vision of raising the standards of professional boxing in Uganda for the express benefit of all stake holders, especially the boxers hence he as squeezed time on his tight schedule to travel to England, in order to fulfil his promise to raise the standards of Ugandan Boxing, as well as develop international relationships to benefit those licensed by the UPBC.
Joining Mr Uhuru when he arrives in the United Kingdom is UPBC Secretary General Mr Mark Jackson Mugwanya, who has been in the UK attending meetings with various professional boxing stake holders.

Once the outstanding positions are filled and Mr Low is fit and well once more the main board roles of Chairman, Vice President 1, Vice President 2, Secretary and Treasurer will be selected from the committee members above.
Also taking part at the conference were APBC accredited Referee/Judge and Timekeeper training courses and I would like to extend my congratulations to all that took part.
The website will be updated over the coming week or so to include all committees as well as the main board appointments as well as the successful participants of the Training courses.
Record Keeping:
It has been bought to our attention, both at the APBC conference as well as via various communications from both APBC member Commissions and non-member Commissions regarding inaccuracies of boxers records on one particular Record Keeper’s website or in some cases actual failure to update not just individual boxer’s records but also entire events.
Whilst the APBC are yet to appoint an Official Record Keeper, Mr Low had intended to begin discussions with both Boxrec and Fight Fax as soon as he is fit and well again, however due to the level of discrepancies we have been alerted to, before doing so would ask all APBC member Commissions to provide their input on this matter, especially if there are issues like those mentioned above affecting your Commission’s boxers or events with either proposed Record Keeper.
In the meantime it has been suggested that the APBC website also features ALL APBC member commission’s Reports and Results as this would not only provide other members accurate records but also a reference point for matching, as the records will be guaranteed 100% correct
Ring Officials:
Relating to the final part of the Record Keeping section, it has been proposed that each APBC member commission provides the APBC a list of their Championship level referees and judges which will be listed on the APBC website to provide other APBC member commissions as well as Associate member Championship Organisations a pool of top level International Ring Officials for use on Championship events World wide.
Standardised Pre-Contest Medicals:
One of the discussion points raised at the conference was regarding pre-contest medicals. As there seem to be variations from Commission to Commission it was proposed that the APBC Medical committee, once all positions are filled, develop a standardised Pre-Contest medical.
Weight Cutting:
Another was the dangers of weight cutting, whilst the discussions led to some very valid options on ways to prevent dangerous levels of Weight cutting, once the Medical and Health and Safety Executive group roles are filled this should be one of the first areas that the committee look deeply into so that we can prevent potential tragedies in our beloved sport.
Training Courses:
Another subject covered were the APBC accredited officials training courses and at this point would like to congratulate those that successfully completed the Referee/Judges course and /or the Timekeeper course.
I am pleased to announce that the Kenya Professional Boxing Commission is currently in discussions regarding them hosting training courses in Kenya in August this year.
The British & Irish Boxing Authority have also stated that they too will be hosting further courses in the United Kingdom this year.
Full details regarding these courses in Africa and Europe will be announced later this month.

Firstly I would like to welcome aboard full member the AKK Association from Azerbaijan and associate members World Boxing Federation, Global Boxing Federation, Fight Register and the World Boxing League, who all joined the APBC in October.
I would also like to congratulate Adrian Thorne and Jody Meikle, both from the United Kingdom, who successfully completed an APBC Accredited Referee/Judge course on October 7th.
APBC ANNUAL CONFERENCE 2019
I am pleased to announce that the inaugural Association of Professional Boxing Commissions Annual (APBC) Conference will take place in London, United Kingdom in late February 2019.
The conference committee unanimously chose the United Kingdom from the four countries that were submitted for consideration. The proposed locations were Cyprus, Malta, Italy and the United Kingdom.
At the conference it is intended that the appointment of Chairman, Vice President 1, Vice President 2, Secretary, Treasurer as well as Regional Directors for the six regions, Africa, Asia, Europe, Americas and Oceania will be voted upon and as such request member commissions to each submit officials for consideration ahead of the vote at the Conference.
If any members, whether Full or Associate, have subjects they would like to highlight, or have presentations they would like to be included at the Conference please submit details of these to office@apbcboxing.com before the 1st January 2019.
In addition the Conference will feature a number of APBC accredited courses:

The substance Saunders returned an adverse finding for was the stimulant oxilofrine, which according to the World Anti-Doping Agency (WADA) is only banned when used in competition, but is prohibited by the Voluntary Anti-Doping Association (VADA) at all times.
APBC President Mr. Al Low explained why the Association had decided to publicly voice the call for uniformity in Anti-Doping regulations.
“Professional Boxing Commissions, including the Massachusetts State Athletic Commission, as well as almost every sport governing organization around the world comply with the World Anti-Doping Agency’s regulations.
“WADA state that Oxilofrine is banned in competition, yet VADA state that it is prohibited at all times.
“It seems rather unfair to us that when athlete’s ensure that they comply with WADA’s Anti-Doping regulations, that they can still fall foul to another organizations regulations.
“As the discrepancy between the WADA and VADA Regulations has now been highlighted by the Billy Joe Saunders case, we feel that it is essential that both of the organizations regulations be unified and call on them to ensure that they are as quickly as possible in order to prevent similar situations in the future.”

Graham MBChB; PhD; FRSM; BASEM; MICR; MCSFS; PCCMH; APIL Expert; FSB has been appointed as the new Chief Medical Officer for the organisation, following the retirement of long time CMO Dr Louise Eccles M.D. MBChB DRCOG FP Cert LF Hom from the role.
On the announcement of the appointment Professor Graham said;
“Following the retirement of the most respected Chief Medical Officer (CMO) of the British and Irish Boxing Authority (BIBA): Dr Louise Eccles, I have been invited by the Vice President and CEO, Mr Gianluca Di Caro to undertake the position of CMO.
This is an enormous honour and privilege and I have accepted it with pride.
My first task as CMO is to invite the most senior physiologist in the UK, Professor Bruce Davies, Emeritus Professor, from the University of South Wales, to join the BIBA Medical Advisory Board.
We are endeavouring to make BIBA sanctioned Professional Boxing as safe as a “full contact” sport can be, by researching the effects of head injuries on neurochemical parameters, with the latest screening investigations in Scientific technology.
Furthermore we are appointing academic and research doctors, who have the “mental and physical health” of our boxers as their prime interest and focus.

]]>Murtagh, who had a stellar 51 fight pro boxing career which culminated in a trip to Rochester, New York to fight Hector Camacho Jr. in August 2013.
Shortly after hanging up his gloves, Murtagh trained as a referee for the Malta Boxing Commission (MBC), after passing the course with flying colours and just ten months after boxing for the final time, Murtagh was charged with officiating his first contest, Tyrone Borg versus Zoltan Szepesikb at the Ex Triad Fairgrounds in Naxxar, Malta.
Back in April this year, after refereeing and judging some eighty plus contests, Murtagh received the call to referee four contests in Nigeria, three of which were World Boxing Union (WBU) Championship bouts – Demarcus Corley versus Patrick Lopez for the World Lightweight Crown, Paul Venenzuela Jr versus Aaron Coley for the World Middleweight title and King Davidson versus Ishmael Tetteh for the African Middleweight belt.
Murtagh’s refereeing skills impressed Nigeria Boxing Board of Control (NBBofC) President Dr. Rafiu Ladipo and Secretary General Remi Aboderin so much so that they have since licensed Murtagh.
On making the announcement British & Irish Boxing Authority CEO & Executive Vice President Gianluca Di Caro said;
“I am so pleased to announce that Lee Murtagh has been appointed as the new Head of Ring Officials for the British & Irish Boxing Authority.
“Appointing Lee was a no-brainer, undoubtedly he’s been one of the best referees, if not the best, in the UK for a while now.
“Lee has proved over and over again just how good he is, but I suppose the clincher was his first class performance over in Nigeria, I was there and can say that without doubt his refereeing was faultless.
“He had the daunting task of refereeing four big fights in a row, three of them Title fights, in a foreign country, yet his focus never waivered for a second. It was a faultless performance, so no surprise the Nigerian Board wanted him on the books as one of their Officials too.”
Murtagh’s next assignment is just over a week away, when he Referees two Championship contests – Tommy Jacobs versus Bilal Mohammad for the World Boxing Foundation (WBF) International Super Welterweight Crown and Iain Weaver versus Emmanuel Addo for the Professional Boxing Council (PBC) International Lightweight Championship at the Charter Hall in Colchester on Saturday 30th June 2018.
