]]>Navajo Family Apartments will create new affordable homes designed to support families and individuals making 30%-70% of the area median income and will have 8 units set aside for residents with an intellectual or developmental disability. These homes are being created through strong partnerships, shared vision, and years of dedication from public agencies, financial partners, community stakeholders, and development professionals committed to creating lasting impact.
We were honored to celebrate alongside Mayor Todd Gloria; Councilmember Raul Campillo; Supervisor Joel Anderson; Dr. Elizabeth Hernandez of the County of San Diego Health & Human Services Agency; Colin Miller of the San Diego Housing Commission; the National Equity Fund team; Gabriel Brown of Columbia Bank; Saralynn Keenan of San Diego Regional Center; and Community HousingWorks leaders Sean Spear and Kevin Leichner, and board member Elizabeth Ramirez.

]]>Jacaranda on 9th was named Project of the Year – New Construction (Under 90 Units), recognizing its impact in providing deeply affordable homes and supportive services for seniors, working families, veterans, and individuals rebuilding their lives in downtown San Diego.
Carmen Gaxiola of Paradise Creek received the Outstanding Resident Leader Award for her years of dedication to building community, advocating for environmental justice, and empowering her neighbors. Since moving to Paradise Creek in 2016 as one of the community’s first residents, Carmen has helped transform shared spaces, champion resident engagement, lead community garden initiatives, and become a powerful voice for positive change in National City. Her leadership is rooted in a simple belief: strong communities are built when neighbors come together.
These awards reflect the incredible impact that happens when affordable housing is paired with opportunity, connection, and resident leadership.

]]>Apartment Community Offers Housing Stability and On-Site Programs for Families
ROCKLIN, Calif. – May 13, 2026 – Addressing the growing need for affordable housing for working families in Placer County, Community HousingWorks is breaking ground on Pacific Street Apartments, a 110-unit affordable housing community in downtown Rocklin’s Quarry District at 5000 Pacific St. CHW’s first community in Placer County, the development will provide quality, affordable housing paired with comprehensive on-site services designed to support long-term stability for families.
Through a partnership with the City of Rocklin, the former schoolhouse site will be redeveloped into housing that will primarily serve low- to moderate-income households — those earning 30% to 60% of the area median income — while equipping residents for long-term success. The development will feature one-, two- and three-bedroom apartments, including larger three-bedroom units designed to accommodate bigger families.
“Pacific Street Apartments reflects a shared commitment between Community HousingWorks and the City of Rocklin to bring affordable housing to a high-opportunity area, close to schools, parks, and essential services,” said Sean Spear, president and CEO of Community HousingWorks. “At CHW, we’ve learned something important: Housing alone is not enough.
What truly changes outcomes is the combination of stable, high-quality housing that families can afford, onsite programs and services to help them better their lives, and a strong sense of community to help them thrive. That’s what we are building here.”
The garden-style community will include four three-story residential buildings and one two-story building, with amenities such as a community room, on-site management office, computer lab and laundry facilities. Outdoor spaces will feature a children’s play area and seating areas surrounding a central courtyard with barbecue facilities.
Pacific Street Apartments reflects Community HousingWorks’ commitment to sustainability through a fully electric development targeting GreenPoint Rated Platinum certification. Electric vehicle charging infrastructure and proximity to transit, schools, parks and everyday services support a walkable and sustainable lifestyle for residents.
The development is being developed through a hybrid 4% and 9% Low-Income Housing Tax Credit structure. Funding partners include the California Tax Credit Allocation Committee, California Municipal Finance Authority (CMFA), the City of Rocklin, National Equity Fund, Capital One, Cedar Rapids Bank & Trust, and the Placer County Housing Authority.
Community HousingWorks leads the development team, which includes architect KTGY, general contractor Tricorp Group, civil engineer Wood Rodgers and construction manager Waypoint Consulting.
A groundbreaking ceremony took place on May 13, bringing together community leaders, financing partners and the development team to mark the start of construction. Rocklin Vice Mayor David Bass and Councilmember Jill Gayaldo made remarks alongside Nikki Streegan, Principal Planner at the Placer County Office of Economic Development and Housing; Lizzet Alvarez, Originations Officer for National Equity Fund, Inc.; James Chase II, Capital Officer for Capital One; and Kevin Leichner, Senior Vice President of Housing and Real Estate Development for Community HousingWorks.

]]>Apartment Community Offers Housing Stability and Support Services for Low-Income Residents
SAN DIEGO, CALIF. – May 7, 2026–Providing deeply affordable housing alongside comprehensive support services to provide long-term stability for residents, Community HousingWorks is opening Jacaranda on 9th, an 88-unit affordable housing community located in downtown San Diego at 901 Beech Street.
Through a partnership with People Assisting the Homeless (PATH) San Diego, Jacaranda on 9th will support households earning up to 25% of the area median income, including seniors, working families, veterans and previously unhoused individuals. Additionally, on-site services will be available for all tenants, and wrap-around support will be provided for 14 formerly unhoused individuals, ensuring residents have the resources they need to remain successfully housed.
“Jacaranda on 9th is about homelessness prevention. It’s about creating stability before crisis happens, and making sure people have the support they need to stay on a path moving forward in their lives,” said Sean Spear, President and CEO, Community HousingWorks. “The need for communities like this continues to grow. The just-released 2026 Homelessness Point-In-Time Count showed a double-digit drop in street homelessness, but also noted an unfortunate increase in seniors losing their housing, one of the targeted groups served by this community. It’s going to take all of us – public, private, and nonprofit partners working together to keep our overall momentum going and meet the need.”
Replacing a former hotel turned transitional housing facility, the five-story development includes 79 one-bedroom apartments and nine two-bedroom apartments. The development includes 87 project-based vouchers administered through the San Diego Housing Commission.
“We’re using tools like our Bridge to Home program to turn an aging property into stable, long-term housing for San Diegans,” said Mayor Todd Gloria. “These new homes serve transitional-aged youth, extremely low-income seniors, and people rebuilding their lives, with on-site support services that support their path to stability.”
Jacaranda on 9th reflects Community HousingWorks’ commitment to sustainability, with design focused on energy efficiency, resource conservation, indoor air quality and overall community well-being. The development is pursuing certification through the GreenPoint Rated program, a recognized standard for environmentally responsible construction.
Located within San Diego’s designated Transit Priority Area, Jacaranda on 9th supports a pedestrian- and transit-oriented lifestyle, offering convenient access to multiple public transportation options and nearby services.
This project was made possible through a combination of public and private funding, including the San Diego Housing Commission, the City of San Diego Permanent Local Housing Allocation (PLHA) and the California Tax Credit Allocation Committee. Equity investment was provided by Raymond James Affordable Housing Investments, and Banner Bank served as the construction lender. This project is funded in whole or in part from HOME Investments Partnerships Grant (HOME) funds provided to the City of San Diego by the U.S. Department of Housing and Urban Development (HUD) and administered by the San Diego Housing Commission.
A ribbon-cutting ceremony for Jacaranda on 9th took place on Thursday, May 7, and included remarks from Community HousingWorks CEO and President Sean Spear and San Diego Mayor Todd Gloria. Additional remarks were made by Community HousingWorks Board Member and Mechanics Bank Vice President of Community Development Christie Ault; Community HousingWorks Senior Vice President of Housing and Real Estate Development Kevin Leichner; San Diego Housing Commission Senior Vice President Colin Miller; Downtown San Diego Partnership Chief Operations Officer and Executive Vice President Justin Apger; Cortez Hill Active Residents Group (CHARG) Board President Joe Ergastolo; People Assisting The Homeless (PATH) Director of Housing Initiatives Angie Striepling; and Jacaranda on 9th resident Isabelle Morales.
