Neil Kornze – Senior Vice President
Neil Kornze is a Senior Vice President at Cassidy & Associates. For the past two decades, Neil has worked on the nation’s most vital conservation, land, wildlife, and energy issues from Capitol Hill, the Department of the Interior, and the philanthropic world. Most recently, he served as chief of staff to U.S. Senator Michael Bennet (D-CO). During the Obama Administration, Neil was the senate-confirmed Director of the Bureau of Land Management (BLM), the nation’s largest natural resource agency.
During his time at the BLM, Neil oversaw the authorization of the largest wind and solar energy projects in North America, in addition to major additions to the nation’s transmission grid. He also led the agency’s efforts to protect sacred and sensitive public lands across the West, including Bears Ears National Monument in Utah and key areas in California, Colorado, Nevada, New Mexico, and Washington state.
While working for U.S. Senate for Senate Majority Leader Harry Reid, Neil served as lead staff for the development and passage of the landmark law, the Omnibus Public Land Management Act of 2009, which protected more than 1,000 miles of river and designated wilderness in nine different states.
Additionally, Neil spent four years as the CEO of two west coast philanthropies, the Campion Foundation and Campion Advocacy Fund, where he worked on expanding access to housing as a solution to homelessness and the conservation of public lands as an essential tool for addressing climate change.
Neil holds degrees from Whitman College and the London School of Economics. He was a founding board member and vice chairman of the Foundation for America’s Public Lands. Neil lives in Washington, DC with his wife and two young sons.
James Sauls – Senior Vice President
James Sauls is a Senior Vice President at Cassidy & Associates, leveraging an impressive eighteen-year career spanning key positions in Congress, Department of Defense, and the Intelligence community. James most recently served as U.S. Senator Dianne Feinstein’s (D-CA) Chief of Staff overseeing all legislation, policy, and communications for the office representing 39 million Americans.
Prior to his role as Chief of Staff, James served as a Professional Staff Member for the Senate Select Committee on Intelligence for six years as the staff lead for Military Intelligence, U.S. Special Operations, CIA, maritime issues, and various geopolitical issues. His responsibilities included examining programmatic aspects of the Department of Defense and CIA, oversight of sensitive activities, and serving as the committee designee for Senator Feinstein.
Additionally, James previously served on active duty for eleven years as a Naval Intelligence Officer. Various assignments included CIA Headquarters as a US Special Operations Command representative; Department of Navy staff at the Pentagon writing and briefing current intelligence products to the Secretary of the Navy, Chief of Naval Operations, and senior Admirals; and Intelligence Officer at a Navy SEAL Team with deployments to Iraq and Afghanistan.
James is a 2005 graduate of the U.S. Naval Academy and lives in Alexandria, VA with his wife and two sons. He continues to serve as a Naval Intelligence Officer in the United States Navy Reserve.
Hawley Stanton – Vice President
Hawley Stanton is a Vice President at Cassidy & Associates, with over ten years of public and private sector experience working with Congress and the Administration. She has in-depth knowledge and experience involving Capitol Hill, specifically within the House Energy and Commerce Committee, due to her time in Congressman Bob Latta’s (R-OH) office and in the telecommunications industry. Hawley provides key insights into a diverse set of issues including telecommunications, technology, broadband deployment and grants, AI, privacy, cybersecurity, appropriations, NDAA, and infrastructure.
She joined Cassidy after six years as a Senior Director of Government Affairs at USTelecom – The Broadband Association, where she specialized in advancing modern broadband policies and helping close the digital divide. She worked on behalf of the member companies that made up USTelecom to develop and advance business-friendly bipartisan legislation. Her expertise includes government relationships, lobbying, policy analysis, and coalition building. She has advocated for the Traced Act, Broadband Data Act, and telecom priorities within the Infrastructure Investment and Jobs Act, and the National Defense Authorization Act.
Prior to her time at USTelecom, Hawley served at the office of Congressman Bob Latta (R-OH), who serves as chair of the House Energy & Commerce’s Subcommittee on Communications and Technology; as well as a co-chair of the Rural Broadband Caucus. She worked alongside Congressman Latta to further his priorities in boosting our economy, advancing innovation, and deploying broadband. During her time working in Congress, she honed the skills necessary to reach across the aisle to craft and push legislation through Congress, like her work on the INFO Act.
A native of South Orange County, California, Hawley received a Bachelor of Arts degree in Political Science & Sociology from California State University, Fullerton.
Kelly Riddle – Vice President
Kelly Riddle is a Vice President at Cassidy & Associates. She joined Cassidy after nearly a decade of working on Capitol Hill, most recently as Deputy Legislative Director for Senator Jacky Rosen (D-NV). Kelly served as lead staff on public lands, energy, environment, water, agriculture, and Tribal policy. She was responsible for advancing several of the Senator’s public lands and environmental priorities through both the Inflation Reduction Act and the National Defense Authorization Act. Kelly helped secure bipartisan provisions related to electric grid security in the Infrastructure Investment and Jobs Act and led the Senator’s efforts on preventing solar tariffs. Throughout her time with Senator Rosen, Kelly also led on appropriations, education, and science policy, and helped advance the Senator’s first bill signed into law: the Building Blocks of STEM Act.
Kelly previously served as a Legislative Assistant for Rosen in the House, leading a wide array of policy issues and advising Rosen on the Science, Space, and Technology Committee. Prior to working for Rosen, Kelly served on the staff and campaign of former Congresswoman Elizabeth Esty (D-CT).
Kelly was born and raised in Connecticut and received a bachelor’s degree in Political Science and Communications from Boston College. After calling Washington, DC home for nearly a decade, Kelly now lives in Reno, Nevada with her husband.
Molly O’Scannell – Legislative Assistant
Molly O’Scannell is a Legislative Assistant at Cassidy & Associates, working on energy and natural resources issues. Molly joined Cassidy after serving in the office of U.S. Senator Lisa Murkowski as the Assistant to the Chief of Staff and Deputy Scheduler.
During her time in Senator Murkowski’s office, she provided executive support to the Senator and Chief of Staff, coordinated legislative staff, and assisted constituents with issues with federal agencies.
Molly is a born and raised Alaskan. She earned her Bachelor of Arts degree in Political Science at the University of Alaska Fairbanks, while serving as the Student Body President.

Jen Adler
Jen served as one of T&I Committee Chairman Peter DeFazio’s top advisors for twelve years—including as Communications Director for the Democrats on the Committee from 2015 to 2019. Jen gained significant experience in all issue areas under the jurisdiction of the Transportation and Infrastructure Committee, including surface transportation, aviation, water infrastructure and maritime transportation, rail and pipelines, and public buildings. Prior to that, she served on the Committee on Natural Resources and worked extensively on issues related to conservation, public lands, and resource development.
Charles Brittingham
Charles served as Majority Senior Water Resources Policy Advisor for the EPW Committee—where he led negotiations over the Water Resources Reform and Development Act of 2014 (WRRDA), the Water Infrastructure Improvements for the Nation Act (WIIN) in 2016, as well as the highway reauthorization bills FAST Act and Map-21. He leads Cassidy’s work for a number of the nation’s leading ports.
Zak Baig
Zak served as the Staff Director of Environment and Public Works (EPW) Committee from 2013-2015, overseeing and leading Republicans on all issue areas under EPW’s jurisdiction, including highways, environmental policy, water infrastructure, and others. During that time, Zak helped pass, with bipartisan support, the Water Resources Act of 2014 (WRRDA), highways reauthorization called the Fixing America’s Surface Transportation Act (FAST Act) and the reauthorization of the Toxic Substances Control Act. From 2015-2016, he was Staff Director of the Senate Small Business Committee.
Andrew Forbes

Zak comes to Cassidy from the ClearPath Foundation, where he was the Managing Director for Government Affairs. During his time at ClearPath he worked with Congress and the administration to pass several pieces of clean energy legislation including the Carbon Capture and Utilization Tax Credit, Nuclear Energy Innovation Capabilities Act, and the Nuclear Energy Innovation and Modernization Act.
Prior to his time at ClearPath, Zak worked in a variety of positions for Senator Vitter for 14 years, spanning Senator Vitter’s time in both the House and the Senate. During that time, Zak served as Staff Director of the Committee on Environment and Public Works under Chairman Vitter and the Staff Director of the Committee on Small Business and Entrepreneurship.
Zak graduated from Syracuse University in 2002 with a major in communications and a minor in political science.
Devin Barrett – Vice President
Devin Barrett joins Cassidy as a Vice President, applying her expertise and understanding of complex legislative policy issues to assist clients in navigating congressional and regulatory landscapes.
Prior to joining Cassidy, Devin worked for Sen. James M. Inhofe (R-Okla.) on issues before the Senate Committee on Small Business and Enterprise, including healthcare, education, labor, pensions, Native American affairs, agriculture, trade, appropriations and budget. Sarah Young II- Senior Vice President
Sarah Young has joined Cassidy and Associates as a Senior Vice President after serving 21 years with the House Appropriations Committee. While a senior staff member on the Committee, she negotiated key policy provisions with multiple agencies and government entities on a bipartisan and bicameral basis. At Cassidy, Sarah helps clients navigate the appropriations process by developing and executing winning strategies to help achieve their goals.
Sarah most recently served as professional staff on the HouseSubcommittee on Military Construction, Veterans Affairs and Related Agencies. In that capacity, he was directly engaged in NDAA policy and process. He was also integral in Sen. Inhofe’s work on the Environment and Public Works Committee, where he helped draft and secure numerous water resources and infrastructure priorities.
Over 15 years both on and off the Hill, Andrew has developed a deep understanding of the appropriations process and defense, transportation, infrastructure, and water resource development issues from a staff and government relations perspective. Andrew has been essential in helping achieve discretionary funding goals and advancing projects for Cassidy clients.
Previously, Andrew served as a senior legislative aide in the House, where he managed appropriations, transportation, defense, energy, and judiciary matters. Samantha Swing- Vice President
Samantha Swing joined Cassidy in August 2021 as a Vice President. Samantha applies her range of experience to assist clients in navigating congressional and regulatory landscapes. Most recently, Samantha was a member of Senator Catherine Cortez Masto’s legislative team, where she led on energy, environment, and climate issues.
Samantha gained her footing on Capitol Hill in the office of the former Senate Majority Leader Harry Reid. After dedicating years in his office to the natural resources, energy, and environment portfolios, Samantha advised the Leader on banking, housing, animal protection, and nutrition issues.
True to her Nevada roots, Samantha earned a Master of Arts in Political Science from the University of Nevada, Reno.

Will Fadely- Vice President
Will Fadely joined the Cassidy team in May 2021 as a Vice President. Since joining Cassidy, Will’s clients rely on his in-depth experience on Capitol Hill and campaign management working on climate, tribal, energy, and natural resource policies.
Will joined Cassidy after serving as a Senior Government Relations Representative at The Wilderness Society (TWS), where he led federal lobbying coalition strategies to modernize energy policies, deploy renewable energy projects, and guided the external community through the confirmation process for Interior Secretary Deb Haaland.
Before TWS, Will led Oceana’s successful lobbying efforts to protect US oceans and sharks. Previously, Will worked for Clean Water Action in Baltimore where, among other priorities, he worked with residents and volunteers to develop and implement plans to address environmental concerns disproportionately affecting communities of color in the city.

Cassidy & Associates will bring on Brittingham as a senior vice president, according to an announcement from the firm. He will be part of the lobby shop’s energy and natural resources team.
Brittingham spent more than a decade on Capitol Hill, including serving as a senior adviser to Vitter when he was ranking member on the Senate Environment and Public Works Committee.
Brittingham helped lead negotiations for GOP senators on the Water Resources Reform and Development Act of 2014 and also worked on the WRDA bill in 2016 for then-EPW Chairman Jim Inhofe (R-Okla.). He has also worked on highway bills and has a bachelor’s degree in political science, history and philosophy from Louisiana State University.
In a statement, Kai Anderson, CEO of Cassidy & Associates, said Brittingham “knows the process, he knows the players, and he knows how to get things done — that will deliver results for our clients.”
Brittingham said he was eager to get started.

]]>As Chairman of Cassidy & Associates, Barry Rhoads leverages his decades of Washington experience to assist clients with appropriations and legislative programs while creating common sense solutions. A native of the farms of Western Pennsylvania, Barry arrived in Washington as an officer in the U.S. Army and tax prosecutor at the U.S. Department of Justice. In 1987, during his tenure as a federal prosecutor for the Tax Division of the U.S. Department of Justice, he was named the Department of Justice Tax Division Outstanding Attorney of the Year.
At Cassidy, Barry concentrates on guiding clients through the annual Congressional appropriations process. He works with a variety of clients including traditional defense contractors, small & mid-size companies, non-profit health entities, and universities. One specialty includes helping defense health clients build programs within the Department of Defense and pursue research & development appropriations.
Barry began his government relations career working with states and communities facing the daunting threat of military base closure or realignment. After returning from active duty as a war crimes investigator during the first Gulf War, Barry was named Deputy General Counsel to the 1991 Department of Defense Base Realignment and Closure Commission. During this time Barry worked on every aspect of the first round of base closures, with an emphasis on military value determinations, and was instrumental in the establishment of the Commission and its operating procedures.
In 2001, Barry founded the Rhoads Group which grew into a very successful firm. The Rhoads Group focused on defense and homeland security issues, working with public and private sector organizations, colleges and universities seeking to support the defense and security of the United States. In late 2010, Barry accepted a merger offer from Cassidy & Associates, ensuring the continuity of his work with Rhoads Group and greatly expanding the resources available to clients.
Barry retired from the United States Army Reserves with 22 years of Active and Reserve service, holding the rank of Lieutenant Colonel, and holds a BA from Indiana University of Pennsylvania and his JD from the University of Pittsburgh School of Law.
