The program is based on the principle of providing incentives to our racing community, who have raced at Rideau, to continue racing in Ontario.

The funding for this program is sourced from Ontario purse funds unused at Rideau in March 2026. We have also been successful in securing an additional $100,000, bringing the total available program funding to $400,000.

While we have discussed different measures for providing relocation support funding to those affected by Rideau’s closure in April, the program working group consisting of Ontario Racing, COSA, NCRHHA and collaborative inputs from the Save Rideau group, have had to adhere to the core principle of the program, which is to provide incentives for remaining in our Ontario Standardbred racing industry by continuing to race at Ontario racetracks.

We look forward to receiving applications from our racing community by the deadline of June 25th, 2026.

Since that time, we have rescued the track and our racing community from disastrous outcomes encompassing race date and purse funding crisis’, as well as working with Rideau’s Management to negotiate our way through Grass Roots versus Signature track crisis.  We had developed the association-race track relationship from adversarial to the best such relationship across Ontario.  It remained extremely healthy and a positive example until a corporate financial viability decision was taken this past April.

There are families in our racing community today who can appreciate the history, the effort and the significant accomplishments of these past 25 years.   We owe a debt of gratitude for those accomplishments to many who have since retired from our industry, or have passed away.  Fast forward to today: those who remain in the industry and know the history are seeing that our Standardbred racing industry is destabilizing … that there is much to do to turn this situation around.  Those involved in the turn-around effort, here in the NCR and across Ontario, need to collaborate, to take advantage of the strengths of every organization in our industry.  To do otherwise places at risk the potential for a successful outcome, industry-wide.  The NCRHHA will certainly work with COSA and other industry organizations to support, where possible, the effort to resume racing at Rideau.

For clarity:

1. The NCRHHA is the representative organization for the National Capital Region’s racing community.  We operate as a corporate member of the Central Ontario Standardbred Association (COSA) and we are governed by COSA by-laws.

2. If you have raced at Rideau over the course of the past year, you were automatically a member of the NCRHHA.  As such, you were also a member of COSA.  However, with the close of racing at Rideau (for the moment), you will now need to apply for current membership with COSA as you race at other Ontario tracks.  There is no charge for this membership application.

3. COSA and the NCRHHA are exploring a relaxation of the Ontario Horseperson’s RRSP qualification requirements for the 2027 year.  We have been advised by OHHA (the RRSP Management Organization) that consideration will be given to a reduced qualification criteria for the minimum number of races.  This step would assist NCRHHA members, who are able to race at other tracks in 2026, with qualifying for the RRSP in 2027.  We will continue these discussions until confirmation of this request is received in writing.

The Eastern Ontario Standardbred Association (EOSA) is pleased to announce significant progress in its ongoing efforts to secure the future of Standardbred horse racing in the National Capital Region.

Following months of collaboration among horsepeople, industry stakeholders, and community leaders, EOSA has successfully completed the foundational steps necessary to establish a new organization dedicated to supporting and managing racing operations in Eastern Ontario.

The Association has now completed its incorporation process and established a volunteer Board of Directors representing a broad cross-section of the local racing community. The organization’s mandate is to work with industry partners, regulatory bodies, and government stakeholders to support the continuation and long-term sustainability of live Standardbred racing in Ottawa.

“Harness racing has been an important part of Eastern Ontario’s agricultural and cultural heritage for generations,” said Brian Scott, President of EOSA. “Our board is committed to ensuring that horsepeople, fans, agricultural businesses, and the broader community continue to benefit from a strong and sustainable racing industry in our region.”

As part of its ongoing efforts, EOSA is also launching a community fundraising campaign through GoFundMe. Funds raised will assist with organizational start-up costs, professional services, regulatory and licensing requirements, stakeholder engagement initiatives, and public awareness activities as the Association works toward its long-term objectives.

The campaign provides an opportunity for horsepeople, racing fans, agricultural supporters, and community members to play a direct role in preserving and strengthening the future of harness racing in Eastern Ontario.

Ontario’s equine industry contributes approximately $4.4 billion annually to the provincial economy and supports nearly 36,000 jobs.

EOSA would like to acknowledge and thank the many individuals and organizations that have assisted the Association during its formative stages. We are grateful for the constructive dialogue, guidance, and encouragement received from industry stakeholders and members.

While significant work remains ahead, EOSA is encouraged by the positive response received to date and remains committed to working collaboratively with all stakeholders to develop a sustainable model for the future of racing in the National Capital Region.

Now in its third year, the event proudly supports two youth-focused contests organized by the Bill Galvin Racing Alliance (BGRA)—the Youth Literary Derby and the Youth Art Derby, which are sponsored by the Rankins. The Literary Derby is open to students in Grades 3-8, while the Art Derby welcomes participants from Grades 3-12. Aspiring young artists and writers looking for inspiration will find plenty of it among the mares and foals at the Rankins’ farm! Full contest details and rules are available at bgracingalliance.ca.

Guests will have the opportunity to meet the Rankins’ 10 broodmares and their new foals, watch them play in the paddocks, and capture photos of these future racehorses in their earliest days. Over the past two years, more than 500 visitors have enjoyed this behind-the-scenes look at Standardbred breeding.

“We love sharing our passion for horses with young people,” said Tom Rankin. “Seeing their faces light up when they meet a foal for the first time is really special. Many of them have never been this close to a horse before, and it’s a great opportunity to introduce them to these amazing animals and the sport of harness racing. We were thrilled with last year’s turnout despite the inclement weather. Many visitors told us they often drive past the farm and wondered about the horses, so this event gave them a chance to learn more about the breed.”

Adding to the fun, the Rankins will also be holding a “Name the Foal” contest. Anyone who suggests a name that the Rankins choose for one of their foals will receive a $100 cash prize.

The Rankins have been breeding Standardbreds since 1990, producing more than 300 foals over the past 35 years at their St. Paul St. West farm. Families and horse lovers are invited to visit the farm at 1490 St. Paul St. West, St. Catharines, ON, on Saturday, May 31, from 10 a.m. to 1 p.m. Those planning to attend are asked to register by May 28 by calling Rankin Construction at 905-684-1111 during business hours (Monday to Friday).

To help horsepeople understand the impact of these tariffs on the Canadian racehorse industry, the Canadian Thoroughbred Horse Society (CTHS) and Standardbred Canada (SC) have obtained information from the Ministry of Agriculture and Agri-Food Canada and our border broker network. While the situation remains fluid and details are still emerging, we will continue to provide updates as new information becomes available.

EXPORTING TO THE U.S.

Mares for Breeding

If the mare was born (“originated”) in the U.S., the tariff does not apply.

If the mare was born (“originated”) in another country, the tariff applies and must be paid upon entry into the U.S.

A Temporary Entry permit is available for 30 days from the date of crossing. This requires cash to secure a bond equal to the tariff value, and the owner must provide proof of the mare’s value. If the mare returns to Canada within 30 days, the owner can request a refund of the bond from the U.S. government. However, proof of re-entry — such as a border services date stamp — will be required.

If the mare is accompanied by a foal born in Canada, the foal will also be subject to the 25 per cent tariff or require a separate Temporary Entry permit if returning to Canada within the 30-day period.

Horses for Sale and Racing

If the horse is intended to be sold in the U.S. at auction or by private sale and was born in the U.S. (“originated”) the tariff would not apply.

If the horse was born (“originated”) in Canada, the tariff applies and must be paid upon entry into the U.S.

IMPORTING INTO CANADA

In response to the U.S. tariffs, Canada has announced retaliatory tariffs affecting approximately $30 billion worth of goods imported into Canada. While the initial round of tariffs did not apply to purebred breeding and racing animals, including live horses, it is likely that future rounds may include such tariffs, mirroring those imposed by the U.S.

The Ministry of Agriculture and Agri-Food Canada has indicated that purebred breeding animals (including live horses) could be included in a second round of tariffs. A complete list of affected goods is available here.

Currently, a 21-day public comment period is underway for these proposed countermeasures, with feedback accepted until March 25, 2025. Industry stakeholders can offer feedback through this form and request an exemption to the Canadian tariffs for purebred breeding and racing animals.

Ongoing Updates & Industry Support

At this time, there is no definitive confirmation of the full implications of these tariffs for the Canadian Standardbred and Thoroughbred industries. Both SC and the CTHS will remain in close contact with industry stakeholders and government representatives to obtain the most accurate and up-to-date information.

SC and CTHS strongly advise all members crossing the border to utilize the services of a professional commercial carrier or a U.S. Customs broker to ensure compliance with regulations and facilitate a smooth entry process.

Understanding the financial and logistical challenges these tariffs may impose, we will continue to provide updates as more concrete details become available. In the meantime, we appreciate your patience and encourage members to reach out if you have relevant information, insights or experiences related to this issue.

Ontario Racing, the industry association which we are a member of, is leading a campaign make owning a horse more affordable.

Due to outdated legislation, owners, who do not earn most of their income through farming, are only able to write off a fraction of their horse racing business losses. The makes it harder to recruit new owners and difficult to keep good one’s around.

The Axe The Farm Tax campaign will seek to remove the Restricted Farm Losses provision of the Income Tax Act (s.31). While horse racing will benefit immensely, the entire rural economy will benefit from the removal of outdated discrimination against the rural economy. There is no similar restriction on claiming economic losses against income in other sectors – it’s time to end this unjust and unfair treatment of rural Canadians and those who support the horse economy in Canada.
