The weapon had to score a killing blow, and the shield needed to prevent one.

So in the case of making a +3 shield : A champion, on low HP, must have a blow come within 4 of her AC (2 from the shield, +2 from the monster). If the average damage (or feel free to roll) would have dropped them, then boom, it is eligible. I would personally allow any shield to be eligible following this rule. Missed by 1-2 by a Pit Fiend? Grats, you could now make that shield magical if you can find someone to enchant it.

I trust the weapon is self-explanatory. I also subscribe to the “Any weapon can become eligible” theory here.

This should not be the case, because it creates a paradox. Golems only exist because someone makes them, but in order for someone to make a golem, they must find a golem — where did the first golems come from?

How to avoid the idiocy of someone smacking a dragon with a nonmagical sword, dropping it to draw a new nonmagical sword for next round, just to make the swords eligible for crafting?
