These grants are supported by a competitive federal grant won by the Department for states supporting charter school start-up and expansion. Funds will support five new charter schools and four existing charter schools.

“Educational freedom empowers families to select the learning environment best suited for their children’s abilities and needs,” said Gov. Kim Reynolds. “Public charter schools provide families with yet another choice and I applaud these dedicated charter school administrators, board members and community leaders for expanding educational opportunities for students and families in their local communities.”

Iowa’s public charter schools are tuition-free public schools that operate under a governing board, and are authorized by the Iowa State Board of Education or the University of Northern Iowa. Public charter schools have the autonomy to organize around a core mission, curriculum, and instructional methodology to meet specific educational objectives. In return for this autonomy, a charter school is accountable for results.

“We are proud of this federal investment in Iowa’s strong education landscape, empowering families to choose the high-quality education option that best meets their children’s learning needs, matches their interests and cultivates their talents,” said Iowa Department of Education Director McKenzie Snow. “With the support of this grant, the awardees will improve, innovate and grow new public education environments, empowering all learners to realize their incredible potential.”

The following five new charter schools will receive awards of up to $1.2 million each that can be used to for approved start up costs:

Future Frontiers, Sumner-Fredericksburg
Great Oaks High School and Career Center, Davenport
Great Oaks High School and Career Center, South Des Moines
Horizon Science Academy, Cedar Rapids
Red Barn School House, Crescent
The following four high-performing, existing charter schools will receive awards of $780,000 each that can be used to expand high-quality charter school models:

Great Oaks High School and Career Center, Des Moines
Hamburg Charter School, Hamburg
Opportunity Education Network – Cedar Rapids Prep, Cedar Rapids
Opportunity Education Network – Des Moines Prep, Des Moines
Like all public schools, Iowa’s charter schools require students to participate in the statewide assessment and accountability system. Charter schools offer specialized educational opportunities, including career pathways, STEM education and programs designed to help at-risk students succeed. Iowa currently has 13 operating charter schools and another four that have been approved to open August 2027.

Funds for the Iowa Charter Schools Program Grant are provided through a multi-year competitive Expanding Opportunities through Quality Charter Schools Program (CSP) Grants to State Entities grantfrom the U.S. Department of Education. The amount awarded to Iowa totals more than $43 million over five years to support the success of high-quality public charter schools across the state.

All authorized charter schools were eligible to apply for the Iowa Charter School Program Grant funds for the 2026-27 school year. Charter schools intending to open on or after August 2026 were eligible to apply for up to $1.2 million in start-up funds. All charter schools that were open before August 2026 were eligible to apply for up to $780,000 in expansion grants. A total of nine charter schools applied and all nine were awarded an Iowa Charter School Program Grant.

The fiscal year 2027 Iowa Charter Schools Program (CSP) application period is now open, with applications due February 3, 2027. Additional information on the Iowa Charter School Program Grant is available on the Iowa Department of Education’s Charter School page.

HOPE MINISTRIES THANKSGIVING VOLUNTEER REGISTRATION—OPEN NOW https://www.dmcityview.com/just-released/2026/10/16/hope-ministries-thanksgiving-volunteer-registration-open-now-3/ https://www.dmcityview.com/just-released/2026/10/16/hope-ministries-thanksgiving-volunteer-registration-open-now-3/#respond Fri, 16 Oct 2026 16:47:29 +0000 https://www.dmcityview.com/?p=138225 DES MOINES, Iowa—Hope Ministries will be delivering thousands of meals to people in need on Thanksgiving—and they’re asking for the help of volunteers! Volunteer registration is open now at hopeiowa.org.

The greatest volunteer need is for meal delivery driver teams, who will be tasked with delivering meals around the Des Moines area on Thanksgiving (Thursday, November 26). If enough people volunteer to help assemble and deliver meals, Hope Ministries will be able to provide 4,500 free Thanksgiving meals to neighbors in need.

This year’s Thanksgiving festivities at Hope Ministries come at a time when the need for help for struggling and food insecure individuals and families is on the rise. According to Feeding America, more than 60,000 people in Polk County alone are facing hunger.

In addition to serving and delivering Thanksgiving meals, Hope Ministries is providing 650+ meals every day this fall and holiday season—free breakfast, lunch and dinner—plus sheltering around 275 individuals every night.

For more information on holiday volunteer opportunities, visit hopeiowa.org/holidayvolunteering.

Data center discussion deserves a bigger room https://www.dmcityview.com/stray-thoughts/2026/10/15/data-center-discussion-deserves-a-bigger-room/ https://www.dmcityview.com/stray-thoughts/2026/10/15/data-center-discussion-deserves-a-bigger-room/#respond Thu, 15 Oct 2026 19:17:10 +0000 https://www.dmcityview.com/?p=138222 WHEN A CITY PLANS something big, it should not check driver’s licenses at the door.

That is what happened Monday night in Woodward. The City Council cancelled its regular meeting and instead held what it called a “community conversation” in the Woodward-Granger High School auditorium.

The notice required attendees to show a photo ID with a Woodward address or a piece of mail with their name and Woodward address before they could enter.

Security officers and police were there to oversee the screening of IDs. I was there as president of the Iowa Freedom of Information Council and was turned away. So was a rural Dallas County resident interested in data centers. A KCCI reporter saw at least two others who were refused entry.

Inside, Mayor Todd Folkerts and three Microsoft officials announced that the company had closed on the purchase of about 600 acres in the Woodward Eco Business Park, on the city’s south side, for a data center campus.

About 200 residents listened for 90 minutes. Folkerts said the council would need to approve a development agreement and a site plan before the project could proceed.

Fewer than a majority of the five council members attended, so the gathering likely falls outside Iowa’s open meetings law. Legal or not, the residency screening was a mistake. It treated a regional decision as a private family matter.

CONSIDER WHAT a data center brings. Microsoft’s representatives told the crowd a closed-loop cooling system would not affect the city’s water supply and buying electricity from a wholesaler would protect residential rates.

Those are promises about water and electricity, and neither resource stops at a city limit. New power lines would cross farm fields. Construction trucks would use county roads. Storm water runs downhill without regard to annexation maps or city boundaries.

A farm family just outside town will live with the data center’s lights, noise and traffic as surely as any resident of Main Street. That farm family pays property taxes, too — just not to the City of Woodward.

Iowa law already recognizes that a city’s choices reach past its borders. Section 354.9 of the Iowa Code allows a city to review subdivision plats as far as two miles beyond its city limits, giving the city a voice over how its rural neighbors’ land is developed.

ON MONDAY, WOODWARD denied those same neighbors a seat in the auditorium.

The venue underscored that point. Woodward-Granger High School belongs to the Woodward-Granger Community School District, which has its central offices in Granger and reaches into Dallas, Boone and Polk counties.

Taxpayers in Granger and the surrounding countryside helped pay for that auditorium. The city used the school district’s building and then told people without a Woodward address to stay outside.

Iowa’s local governments cooperate all the time. Chapter 28E of the Iowa Code allows cities, counties and other public bodies to share services and work together for mutual advantage. The Legislature has directed the courts to interpret that law liberally.

Twelve central Iowa cities, utilities and water districts, including the Xenia Rural Water District, formed Central Iowa Water Works under a 28E agreement to plan the region’s drinking water together.

Metro Waste Authority grew out of a 28E agreement among Des Moines-area governments dating to 1969. Polk County and its cities fund emergency management jointly through another 28E agreement.

NONE OF THESE partnerships asks a neighbor for proof of address before letting the person listen to a discussion of matters of mutual concern.

A residents-only rule divides communities. It turns the city limit into a wall, as if the people on the far side have no stake in what happens on the near side.

This also invites the same treatment in return. If Granger, Madrid or Dallas County someday puts a landfill on Woodward’s doorstep, Woodward residents will want to attend meetings where such a development is discussed.

They should get in. Everyone else should, too.

Monday’s rule was also unneighborly.

Picture a farmer who plans a hog confinement on his fence line and invites only his own household to hear the details. The people downwind would not call that a community conversation. They would call it a snub.

I TOLD KCCI the requirement that only Woodward residents could attend Monday’s information session “erodes the trust and confidence” in Woodward city government. And the damage spreads beyond Woodward.

Woodward still has time to fix this. The development agreement and site plan still need council approval. The council will have to take these up at regular, properly noticed meetings that are open to anyone who wants to attend.

Woodward officials should invite the Dallas County Board of Supervisors, the Woodward-Granger school board and nearby townships to hear the plan. It should publish what Microsoft has said about water, power and traffic.

Woodward’s neighbors will live with this data center. They deserve to hear about it, ask about it and argue about it in the same room as everyone else.

A project this large deserves the widest audience — not the narrowest.

The Convoy departs, heading east, and will continue east on Highway 5/65 to the University Avenue exit. It will then take University Avenue west and enter the Iowa State Fairgrounds at the 33rd Street entrance.

“It is incredible to watch a parade of more than 100 semis rolling through Des Moines in support of Special Olympics Iowa,” shared Maddie Cory, Director of Law Enforcement Torch Run. “The trucking industry is amazing advocates of Special Olympics, and we look forward to this event every year to see the large turnout of truck drivers and their families. There’s truly nothing else like it.”

The trucks are expected to arrive at the Fairgrounds around 11:30 a.m. where lunch, music, and awards will be provided at the Alliant Energy pavilion.  As the trucks arrive at the fairgrounds, they will be welcomed by Special Olympics Iowa athletes, families, friends, supporters, law enforcement officers, the Special Olympics community, and the organizations and companies that make up the trucking industry. The public is invited to join in welcoming the Convoy at the Iowa State Fairgrounds with signs, pom poms, and cheers!

There is a $125 cost per convoy participant. All proceeds from the Truck Convoy will benefit Special Olympics Iowa and help continue providing year-round athletic, health, education, and leadership programming for over 9,800 Special Olympics Iowa athletes and Unified partners.

Free Dental Clinic Returns to Des Moines November 13–14 https://www.dmcityview.com/just-released/2026/10/13/free-dental-clinic-returns-to-des-moines-november-13-14/ https://www.dmcityview.com/just-released/2026/10/13/free-dental-clinic-returns-to-des-moines-november-13-14/#respond Tue, 13 Oct 2026 18:22:57 +0000 https://www.dmcityview.com/?p=138206 DES MOINES, IA – October 12, 2026 – The Iowa Mission of Mercy (IMOM), an annual, large-scale free dental clinic, will return to Des Moines on November 13–14, transforming the Jacobson Exhibition Center at the Iowa State Fairgrounds into a fully operational field clinic with 100 patient chairs. The event travels to different Iowa communities each year to expand access to care and was last in Des Moines in 2022.

The two-day clinic relies on more than 1,000 volunteers, including dental professionals and community members who donate their time and expertise to provide free dental care to hundreds of patients. The clinic helps remove barriers that can prevent people from receiving routine dental care, including financial hardship, lack of insurance, language barriers and limited access to childcare.

“Everyone deserves access to dental care, but that can be a challenge when many Iowans are struggling to make ends meet. IMOM helps bridge that gap by bringing together volunteers who are committed to improving the health and well-being of others,” said Dr. Kyle Gagliardo, IMOM Clinic Operations Director.

IMOM offers a wide range of services, including cleanings, fillings, extractions, root canals, and X-rays. A limited number of wisdom teeth extractions and partial dentures are also available. All care is provided at no cost to patients, regardless of income, insurance status, or place of residency. The clinic opens at 6:00 AM Friday, November 13, and Saturday, November 14. Patients are seen on a first-come, first-served basis, with no appointments available. Patients are encouraged to arrive early, as the clinic will stop accepting patients once capacity is reached.

“There’s something special about seeing so many people come together to help others,” said Dr. Lauren Patrick, Local Planning Committee Chair. “From dental professionals donating their skills to community members giving their time and local businesses providing supplies and support, it takes all of us to make this event possible. The generosity of this community is what makes IMOM so meaningful, and I’m proud to be part of it.”

IMOM would not be possible without the support of the community. Major financial and in-kind support is provided by IMOM’s Crown sponsors: Event Decorators of Iowa, Delta Dental of Iowa Foundation, and Dexis/Kerr, along with two generous donors who wish to remain anonymous. In total, more than 75 local companies, organizations, and individuals have contributed to help cover over $340,000 in costs for equipment, supplies, pharmaceuticals, and food for this charitable event.

But he adds that Republicans have one major advantage: money.

Will that be enough to prevent big gains for Democratic candidates? In other words, will the fact that Republican money can out-bombard Democratic ads make a difference in Iowa and elsewhere?

CNBC and Newsmax totaled up national political resources as of the start of September. The swag totals are mind-boggling.

The Republicans have three national party committees that held, taken together, about $230 million on September 1. Donald Trump’s MAGA Inc. super-PAC held another $415 million. The analysts’ study reported that the national GOP and its allied donor groups planned to spend about $890 million in advertising through Election Day.

Democratic congressional candidates as individuals generally outraised their Republican opponents, the study found. But that was the only category where they led the GOP.

Democratic national party committees had about $130 million available on September 1, and Democrats and allied groups planned to spend about $670 million on advertising through Election Day. Both categories fall short of what Republicans can spend.

Last week I reported that the Iowa U.S. Senate race to date had cost around $60 million on advertising. A good friend who knows politics inside and out, much better than I do, informed me that Iowa’s U.S. Senate race is likely to cost at least $100 million. My estimate was way low.

And that’s just one race in a relatively small state. Spending in the Texas U.S. Senate race is going to cost way more, and other states will also see spending levels on a similarly high level relative to their voting populations and the closeness of their election races.

Spending at such astronomical levels: does it or can it make a difference in the election results? Candidates, their parties, and their donors apparently think the answer is yes. They’re betting that hundreds of millions of dollars will do the trick, and conversely, if a party neglects to spend at such magnitudes, that voters will desert its candidates.

Can that really be true? Are American voters so fickle that they determine their voting choices according to the number of minutes they see a candidate in TV ads, and the negative messages they receive about specific candidates? Do Americans make their selections the same way they decide what breakfast cereal, or automobile, or pizza to buy? Or who has the cutest ads?

It shouldn’t work that way. For democracy to function as it’s intended, voters should become reasonably familiar with a candidate’s character, biography, beliefs, proposals, etc., and pay little attention to falsehoods that bombard them through paid ads. Some dredged-up, offhand statement a candidate made 20 years ago should not outweigh what he or she has said and done in the past decade or so.

Few of us have the time to closely analyze a candidate’s history, like how he or she has voted on hundreds of specific bills, for instance. But it can be informative to note how much a candidate sticks to the party line, and how often he or she departs from party loyalty on important issues, and for what reasons.

It’s not hard to simply get in line and vote how party leadership tells you; anyone could do that. The hard part is deciding when to vote your conscience, or that of your constituents, instead of just being a spear-carrier for your party.

Candidates owe it to the voters to explain the reasons for their independence when they go their own way on a particular issue. Voters deserve to know those details, regardless of what the negative ads might say.

What it comes down to is this: are we willing to make a reasonable effort to learn about the candidates on the ballot? Or does the big money spent on TV ads make those decisions for us?

Bottom line: Is our vote for sale? ♦
