Across many parts of the U.S., flooding is becoming more frequent and more severe due to climate change. Which means flood maps, which show a community’s flood risk, are becoming more important tools for homeowners, businesses, and government officials.
Federal investments in flood mapping, however, have not kept pace with the need or with increasing climate impacts. Thousands of U.S. communities lack maps, and about 15 percent of community flood maps are over 15 years old. More expansive and accurate maps are needed, particularly in communities across Appalachia, a region uniquely vulnerable to climate-induced flooding.

Besides providing crucial information for local development and emergency planning, flood maps determine requirements for flood insurance. The National Flood Insurance Program (NFIP) requires the Federal Emergency Management Agency (FEMA) to update and maintain flood maps with respect to all populated areas and areas of population growth within 100-year and 500-year floodplains.
FEMA uses a mix of data sources from federal and state agencies, local development districts, and more to create its flood maps. The maps don’t always reflect the best available climate science or current climate impacts—especially the extreme rainfall events seen increasingly in Appalachia.
A 2020 report from the nonprofit flood risk group First Street Foundation identified nearly 15 million properties with a substantial risk of flooding, which is nearly 68 percent higher than the number of properties identified by FEMA. First Street used flooding from multiple sources (including rainfall and riverine), plus current and future environmental considerations, to calculate substantial flood risk. That inclusion of flood risk from rainfall helped drive the higher number of at-risk properties.
According to First Street, 45 percent of the parcels in the four counties that were most impacted by the July 2022 flooding disaster in Eastern Kentucky had a very high risk of flooding, but only 22 percent of those parcels were in a FEMA-designated flood zone.

Earlier this year, NWF, Appalachian Citizens’ Law Center (ACLC), and ReImagine Appalachia released a flood resilience policy roadmap for Appalachia. Hurricane Helene highlighted the devastation that flooding can have on rural communities, and underscores the new normal of flood risk in Appalachia. Even worse, communities hardest hit by these flooding disasters have disproportionately higher rates of poverty than the national average.
In Appalachia, the annual median household income is just under $45,000, more than $20,000 less than the national median. Disaster recovery can strain any household budget, but the impact is greater when that household budget was tight to begin with. The U.S. Census Bureau’s Household Pulse Survey reported in 2023 that over one-third of Americans impacted by disasters had to rely on loans or increase credit card spending to meet household needs.
For Appalachians—who are more likely to have poor credit scores and higher debt burdens—disaster response can be particularly challenging. Households that are unable to recover financially following a natural disaster may lead to greater displacement, further exacerbating issues of population decline in Appalachian communities.

These unique challenges inform the flood resilience policy roadmap for Appalachia, released earlier this year by NWF, Appalachian Citizens’ Law Center (ACLC), and ReImagine Appalachia.

Given the increased flood risks in Appalachia and the twin burdens of financial stress and cost-burdened households, greater action is needed to protect households who will continue to suffer from climate-related disasters in the coming decades.

Jenkins, Kentucky, is a fairly small town. Mayor Todd DePriest knows most of the approximately 1,800 residents directly, and they know him. When torrential rainfall began in late July 2022, DePriest got in his Jeep and drove to the main bridge into Jenkins to survey the rising waters. The bridge itself, however, had already flooded.
DePriest began calling everyone he could, telling them to leave or prepare for the worst. He called emergency responders and city workers, telling them to prepare to assist. Letcher County, where the town of Jenkins is located, was one of the hardest hit from those 2022 floods: five residents were killed, and it’s estimated it will take up to six years to recover fully.
When floods strike, local governments are the first responders. Mayors, floodplain managers, and emergency response services leap into action to protect residents and property, and to coordinate with state and federal officials.
If a disaster is significant enough, the Federal Emergency Management Agency (FEMA) and other federal agencies are activated to provide assistance, which is critical for communities in need. For small, economically-disadvantaged communities, however, it is often difficult to access.
This covers most of Appalachia: about 43 percent of Appalachian counties are considered economically distressed or at-risk, with a majority of these counties clustered in predominantly rural areas of southern West Virginia, east Kentucky, and southeast Ohio. This statistic has remained basically unchanged for two decades.
Earlier this year, NWF, Reimagine Appalachia, and Appalachian Citizens’ Law Center (ACLC) surveyed 26 local elected officials and floodplain managers in the region to identify their primary concerns surrounding flooding disasters in their communities. Over half of respondents stated that their community has been flooded, while nearly a quarter stated that a nearby community was flooded or that flooding is a concern.
Respondents also had experience with accessing federal aid. When asked what federal policies they would like to see changed, more than half stated that they would like to see funds easier to access and understand, and nearly 40 percent stated that they wanted improved coordination post-disaster.

The hurricanes of recent years—Dorian, Michael, Florence, Harvey, María, Irma, and now Laura—have made it clear that the combination of extreme storms and intense development in coastal areas has left people, properties, and wildlife habitats at risk. And, climate change is contributing to more severe natural disasters including hurricanes, as seen in the National Wildlife Federation’s interactive Unnatural Disasters Story Map. Many of the necessary changes for hurricane preparation happen at the local or regional level, such as improved zoning and building codes. But there is much the federal government can do as well to keep us safer.

Below are seven ways Congress could take action to better protect our communities from hurricanes and other extreme storms:

Protecting and restoring natural areas—particularly wetlands and marshes that can absorb flood waters—is one of the most effective ways to prevent damage during extreme storms. Science shows that these solutions are successful and cost-effective when it comes to reducing risks from natural hazards, as demonstrated in the recent National Wildlife Federation and Allied World report, The Protective Value of Nature. For example, wetlands prevented $625 million in flood damages during Hurricane Sandy in the 12 affected coastal states. Wetlands, marshes and oyster reefs often provide valuable wildlife habitat, such as providing nursery grounds for juvenile fish.
Given these benefits, federal agencies should do more to expand the use of natural infrastructure in federal flood mitigation or coastal protection efforts. For example, the Army Corps should strive to incorporate natural infrastructure solutions for flood risk reduction wherever practicable. Agencies like FEMA should also work to ensure that natural infrastructure solutions are eligible and competitive for hazard mitigation program grants, and encourage states to explore such measures when updating hazard mitigation plans.
Infrastructure, as well as recovery and stimulus legislation designed to respond to the COVID-19 public health and economic crisis, are appropriate venues to invest in natural infrastructure. Such investments not only provide valuable risk mitigation and wildlife habitat — they also create quality jobs across the country that cannot be outsourced. The National Flood Insurance Program (NFIP) is supposed to discourage development in high flood risk areas. But in reality, decades of discounted flood insurance rates have resulted essentially in a federal subsidy for homeowners in areas at risk of flooding—creating a perverse incentive to build in places likely to flood. The NFIP particularly needs to address the homes that make repeated claims over the years. According to the Wall Street Journal, just 2 percent of properties insured by the NFIP have accounted for about 30 percent of claims paid over the program’s history. Perhaps it is unsurprising that the program had a deficit of approximately $25 billion even before the 2017 and 2018 hurricane seasons.
After fifteen short-term extensions of the program as of September 1, 2020, Congress should fully reauthorize and reform the NFIP. Congress should also encourage increase pre-disaster hazard mitigation efforts, especially the use of natural infrastructure, and require and fund FEMA to update and increase the resolution of flood maps. Finally, Congress should continue gradually transitioning properties to risk-based rates, while providing for mitigation assistance and affordability measures for those who are low-income.

Increased national investment in hazard mitigation activities through FEMA and other agencies would help reduce the harm—and the payouts—from future disasters. These programs help communities and property owners to “pre-spond” to disasters, by doing things like elevating or relocating homes to reduce damage from future floods. In fact, according to the National Institute on Building Sciences, every $1 spent on upfront risk mitigation saves $4 to $6 in disaster-recovery spending later.
Some important improvements were made in the 2018 Disaster Recovery Reform Act, resulting in the creation of FEMA’s new Building Resilient Infrastructure and Communities (BRIC) pre-disaster hazard mitigation program. Still, more pre-disaster spending is needed, including raising investments in FEMA’s hazard mitigation programs and including substantial mitigation dollars in any future recovery packages. Also, creation of a national revolving loan fund for community resilience could provide low-to zero-interest loans for communities to invest in projects and programs that improve disaster preparedness and long-term resilience, with an emphasis on use of natural infrastructure to achieve those goals—thereby also benefiting wildlife through habitat expansion and improvements.

One of the ways the Clean Water Act protects our waters is that it requires federal permits for any activities that harm streams, wetlands, and other waters. These requirements provide a powerful incentive for developers to avoid, minimize, or mitigate any harm done to our nation’s waterways.
Wetlands and streams must be recognized as “Waters of the United States” to benefit from the Clean Water Act. However, recent efforts that rolled back the Clean Water Act greatly restricted the types of streams and wetlands that are protected. These drastic roll backs threaten both the health of small streams and wetlands and also the health of larger rivers, lakes, and coastal waters into which they flow. Current attacks on the Clean Water Act could also leave communities across the country at increased risk of flooding as millions of acres of wetlands are subject to unregulated dredging and filling. Congress should take action to keep the Clean Water Act strong.

Dams and levees harm fish and wildlife and can put the public at risk during extreme weather events. In 2018, flooding from Hurricane Florence caused 10 dams to breach in the Carolinas. Twenty-five dams failed in South Carolina and at least 17 dams failed in North Carolina when Hurricane Matthew made landfall. Another 51 dams in South Carolina failed during a major storm in 2015.
The Army Corps of Engineers is responsible for approximately 800 dams across the country. Many of these dams are being operated under decades-old plans and do not use modern tools, information, or management approaches, and do not recognize risks from a changing climate. Dams and levees that are no longer needed or that are at risk of collapse should be removed whenever possible. And, Congress and the Administration should ensure that federal dams and reservoirs are managed to protect communities and the environment.

Many polluting industries—for example, energy or chemical plants or confined animal feeding operations—site their facilities on or near waterways. The risk of toxic pollutants finding their way into our rivers, streams and estuaries is compounded by the increasing frequency and intensity of storm events.
Hurricane Florence flooding caused at least one spill at coal-ash landfills in North Carolina, causing more than 2,000 cubic yards of toxic waste to be washed away. Confined animal feeding operations were also a problem during Florence, with more than 50 hog lagoon failures reported, with each releasing millions of gallons of untreated manure into surrounding waterways. During Hurricane Harvey, at least 32 air emission events and 20 chemical or gas leaks into the water were reported.
Better federal flood maps would help state and local agencies make better siting and permitting decisions. In places where federal permits or approval is necessary, the approval process should incentivize polluting industries to locate, design, and manage their facilities to minimize risks from climate-fueled disasters. And finally, federal and state water and toxic pollution must be more stringently enforced so companies take necessary steps to ensure spills to waterways do not occur during storms, floods, or hurricanes.

Climate change is increasing the severity and intensity of hurricanes and making them much more destructive and dangerous. This is because of several interrelated factors: sea-level rise means storm surge reaches farther inland; warmer ocean and air temperatures translate to more moisture in the air, resulting in more rain during hurricanes; and warmer waters provide more of the energy that powers hurricanes and allows them to strengthen in intensity.
There is much Congress could do to reduce greenhouse gas emissions and to safeguard people and wildlife from the most extreme impacts. For example, Congress could:
“America needs a national commitment to protecting communities from the staggering destruction of extreme storms. Our communities and wildlife are at risk because of decades of inaction, but there are concrete ways Congress can safeguard communities, protect wildlife, promote resilience and adapt to worsening storms, exacerbated by climate change,” noted Collin O’Mara, president and CEO of the National Wildlife Federation.

Florida’s history of reshaping the landscape began nearly as soon as it became a state. People drained what was seen as “useless swamp” to pave the way for “paradise” in the form of coastal developments and farms. America’s Everglades were ground zero for this assault on wetlands. The Everglades’ historic patchwork of estuaries, cypress swamps, pinelands, and sawgrass marshes once covered more than 3 million acres – flowing from headwaters in the Kissimmee River and spilling over Lake Okeechobee’s brim south to Florida Bay. Now, less than half of this historic ecosystem remains.
The centuries of draining Florida’s wetlands have made communities, habitat, and wildlife more vulnerable to floods, storms, sea level rise, and droughts. Instead of capturing water during summer storms and storing it for use during droughts, now water gets sent to all the wrong places. The result: an economic and ecological nightmare in three coastal estuaries that Florida can’t seem to wake up from. Too much polluted fresh water drowns the Caloosahatchee and St. Lucie estuaries, sliming coastal beaches with thick, smelly algae. Too little water reaches the thirsty Florida Bay, causing massive sea grass die-offs in the estuary that fuels much of South Florida’s fishing economy.
The very quality that makes South Florida so special – for anglers, tourists, and locals alike – is the same thing we’ve disrupted: water. Water feeds Everglades National Park, bringing at least one million wildlife watchers, campers, kayakers, and hikers to the region each year. The Everglades provides the drinking water supply for 1 in 3 Floridians. Florida Bay’s estuary is dependent on freshwater inflows from the Everglades, which in turn ensures the continued health of the sport-fishing capital of the world – the Florida Keys.

Though it’s too early to understand the full extent of Irma’s impacts on the Everglades, Dr. Stephen Davis, a wetland ecologist with the Everglades Foundation, recently flew over Florida Bay to survey the damage left in Irma’s wake. The most troubling impacts visible were mats of uprooted seagrass floating in Florida Bay as far as the eye could see. This is particularly concerning since the bay is still struggling to recover from a drought-triggered seagrass die-off in 2015, that killed more than 40,000 acres of turtle grass, and subsequent algal blooms in 2016. When a seagrass collapse of this magnitude happens, it has lasting impacts on the bay, weakening an already delicate system. More dead seagrass in Florida Bay could fuel algal blooms and kill fish, as the seagrass decomposes in the heat of summer.
Also evident was the extent of Irma’s wind damage and evidence of up to five feet of storm surge in the Glades’ freshwater mangroves and marshes. Mangroves lining Shark River in Everglades National Park were visibly stripped of their leaves. South Florida’s mangrove forests help protect the coast against storms, maintain water quality, and reduce flooding. They thrive where saltwater mixes with freshwater, so, when storm surge pushes saltwater inland, it disrupts the delicate salinity balance upstream. This, coupled with wind damage and already reduced mangrove forests due to coastal development, could impact their ability to recover and protect the shoreline against future storms and flooding.
Irma’s rains raised Lake Okeechobee levels to almost 16 feet above sea level, and they’re expected to continue to rise to 17 feet. The Army Corps tries to maintain lake levels between 12.5 and 15.5 feet above sea level by flushing freshwater through the St. Lucie and Caloosahatchee Rivers to alleviate pressure on the aging dike. The influx of rapidly-pumped polluted, nutrient-rich water could harm the delicate estuaries and corals on Florida’s east and west coasts. Additionally, high lake levels can negatively impact lake vegetation, which is critical habitat for Okeechobee’s famous largemouth bass and black crappie fisheries.
Wetland loss, coupled with sea level rise, makes Florida’s residents and wildlife more vulnerable to storms. The Miami area, which borders the Everglades on Florida’s east coast, has seen a sharp increase in “sunny day” flooding, when streets flood simply because of high tide. We’ve reengineered a landscape that can no longer store water the way it was designed to.
The solution to strengthening Florida’s communities and wildlife for future storms? Getting the water right. The best tool to improve resiliency in South Florida is Everglades restoration. The Central Everglades Plan (CEP) aims to reconnect the system in a way that sends water south, more closely mimicking the historic way it moved throughout the Everglades. As CEP is implemented and more water is sent south, we must simultaneously increase water storage capacity south of Lake Okeechobee, a critical piece to get the Everglades and Florida Bay off life-support. Constructing the Everglades Agricultural Area reservoir will help capture and store water when there’s a lot of it, and allow us to draw from it in times of drought. Sending water south will also help increase the resiliency of coastal wetlands and estuaries against the effects of storm surge and saltwater intrusion, by preventing saltwater from pushing as far inland.
There have already been several historic storms this hurricane season, and it’s not over yet. As we rebuild in the wake of these storms, it is critical that we implement nature-based natural infrastructure and common-sense policies that help make our coastal communities more resilient. Comprehensive Everglades restoration is a critical part of rebuilding a resilient Florida in the wake of Hurricane Irma.

In a follow up to our well-received Natural Defenses from Hurricanes and Floods report, and with support from Allied World Assurance, the National Wildlife Federation is developing a new national report that will culminate in an exciting national policy roundtable on ecological approaches to natural hazard risk reduction, and we are currently soliciting case studies from climate change adaptation and resilience leaders across the nation.

However well-intentioned this bill is, there are extremely dangerous sections that threaten the safety and well being of the environment and the public – two provisions in particular will steamroll an integral environmental review process that has been in place for over 40 years.
In order to initiate projects that will protect the public and our natural resources, the Army Corps of Engineers needs this bill to be signed into law. But all the good projects that could be constructed could very well be negated by these harmful provisions. Streamlining the environmental review process does not reduce costs, does not protect the environment, and does not serve the greater good for the public. In fact, creating bureaucratic hurdles and fines will allow bad projects to slip through under the cover of darkness, and could jeopardize the very water resources we rely on for drinking water and commerce.
In the first week of May the Senate is expected to vote on S. 601. If the destructive environmental provisions are not removed, the environment, wildlife, and people will face grave consequences. Please remove provisions in the Water Resources Development Act (WRDA) that would significantly undermine the environmental review process – section 2032 on Study Acceleration and section 2033 on Project Acceleration.

May 20, 2011 – We do not always know the value of something until it is gone. Unfortunately, hundreds of unique plants and animals are just a step away from extinction. May 20, 2011 is Endangered Species Day and an opportunity to learn about the wildlife we are in danger of losing forever.
Senate Votes on Big Oil Tax Breaks
May 18, 2011 – As the oil and gas industry enjoys record profits and consumers pay up to $4.00 a gallon for gas, this week the Senate took a roll call vote on S.940, the Close Big Oil Tax Loopholes Act. While 60 votes were required for passage, a majority of 52 senators voted in favor, including two Republicans. “Billions of taxpayer dollars are enriching the wrong industry and rewarding the wrong behavior,” said Joe Mendelson, National Wildlife Federation global warming policy director. “Americans know it’s fundamentally unfair to make extreme cuts to conservation, science and clean energy programs that invest in our future while polluters get special breaks. It’s past time to hit the reset button on this wasteful spending.”

May 18, 2011 – As the catastrophic Mississippi River flooding unfolds like a slow-motion train wreck, the first priorities of the federal, state, and local government are to prevent loss of life, minimize property damage and assist those in need with all resources possible. When the waters recede, it will be important to ask some tough questions. Was this truly a natural disaster or one that was caused (or at least exacerbated) by government policies? What pragmatic steps can be taken now and in the years ahead to better prepare and protect people and communities from future storms and floods? In a new report, National Wildlife Federation has identified five ways government policies and practices are contributing to the extraordinary Mississippi River flooding and resulting impacts, as well as five specific recommendations to help policymakers avoid and minimize catastrophes like this.

In fact, toxic stormwater runoff is the number one source of pollution to Puget Sound. Compounding the problem, climate change is projected to bring more intense rainstorms and even more floods to the region, increasing the risk to residents.
So how is Seattle handling the problem? Green Infrastructure.
Green infrastructure is a loose term that can refer to wide range of landscape sizes and settings. Essentially, it encourages restoring natural areas to cleanse stormwater, improve water quality, and control floodwaters. In doing this, communities are also creating wildlife habitat and opportunities for outdoor recreation.
For the home gardener, green infrastructure could mean simple things such as planting trees and tree boxes; or getting a little more complex with methods such as:
In Seattle, green infrastructure is popping up everywhere; in part, because there are many programs to support the local green gardener.
Seattle Public Utilities has created RainWise, a program for managing rainwater at home. The website offers solutions and step-by-step processes for controlling stormwater, links to other local projects, a vendor directory of certified RainWise contractors, and information on receiving rebates if you live in a targeted sewer overflow basin.
Washington State University and Stewardship Partners have teamed up to create the 12,000 Rain Gardens campaign. The goal of this program is to filter 160 million gallons of polluted runoff by helping install 12,000 rain gardens in Puget Sound by 2016. You can find everything you need on their website — including a rain garden handbook, YouTube videos, and local workshops.
Incorporating these green infrastructure techniques in your garden is a great first step in certifying your yard as a wildlife habitat. As a small incentive, May is Garden for Wildlife Month and as a special offer, when you certify your yard any time this month, NWF will plant a tree on your behalf.

“The flooding of New Orleans was not a natural disaster, but rather the product of more than four decades of design and construction flaws in a system Congress had ordered the US Army Corps of Engineers to build to, ironically, protect New Orleans from serious damage from a hurricane,” says Shearer in a statement about the film.
Shearer continues: “And because taxpayers in more than 100 American cities are being similarly “protected” by levee systems designed and built by the Army Corps (not to mention all the communities around the country battling short-sighted, environmentally-damaging Corps projects), what happened in New Orleans could happen next in Sacramento.”
National Wildlife Federation (NWF) is promoting this documentary to bring attention to federally-subsidized water projects that can and have had devastating impacts on wildlife habitat and public safety. For every harmful project, NWF is promoting better, cheaper and safer ways to meet our country’s water challenges –- solutions that work with nature, that don’t put the public at risk, and preserve and enhance wildlife habitat.
