AARP Urges Seniors to Review Medicare Plans During Open Enrollment

WASHINGTON — AARP is urging seniors to review their Medicare plan options during this year’s Medicare Open Enrollment period (October 15 – December 7, 2025) to determine the coverage that best meets their needs for 2026, and that their doctors, hospitals, and prescription drugs are covered by their plan selected.

“Medicare Open Enrollment is the one time each year when older Americans can review their coverage and make sure it meets their health and financial needs,” said Nancy LeaMond, AARP’s Executive Vice President and Chief Advocacy and Engagement Officer. “With major changes coming to Medicare drug and health plan benefits in 2026, it’s more important than ever for seniors to compare their options and choose the plan that will best help them afford the care they need.”

Changes You Can Make During Open Enrollment

Switch from Original Medicare to a Medicare Advantage plan, or vice versa.

Switch from one Medicare Advantage plan to another.

Switch from one Medicare Part D prescription drug plan to another.

Join, drop, or switch to a Medicare Part D prescription drug plan.

What’s New for 2026

The first Medicare-negotiated drug prices will go into effect for Eliquis, Jardiance, Xarelto, Januvia, Farxiga, Entresto, Enbrel, Imbruvica, Stelara, and NovoLog/Fiasp.
- The savings are expected to lower enrollees’ out-of-pocket spending by an estimated $1.5 billion in 2026, according to the Centers for Medicare & Medicaid Services (CMS).

The cap on annual out-of-pocket expenses for Part D drugs will increase to $2,100 in 2026.

Beware of Scams and Fraud

Open Enrollment is also prime time for fraud. Scammers may pose as Medicare representatives or offer “free” medical equipment in exchange for your Medicare number. Remember: Medicare will never call, email, or text out of the blue to ask for personal information or payment. If you’re unsure, hang up and call 1-800-MEDICARE to verify.

AARP Statement On Social Security Maintaining Phone Services

WASHINGTON – Beginning on April 14, the Social Security Administration assured AARP that they will allow all claim types to be completed over the telephone. This includes Retirement, Survivors, and Auxiliary (Spouse or Child) benefits that SSA previously announced would require in-person identity proofing, in addition to Social Security Disability Insurance, Medicare, and SSI.

AARP Executive Vice President and Chief Advocacy and Engagement Officer Nancy LeaMond issued the following statement on the announcement by SSA that they will maintain phone services for all claim types:

AARP Statement on Customer Service Updates Announced by the Social Security Administration

WASHINGTON — Today, AARP Executive Vice President and Chief Advocacy and Engagement Officer Nancy LeaMond issued the following statement on the customer service changes announced by the Social Security Administration:

This is a good first step by the Social Security Administration to respond to the concerns of AARP, our members, and older Americans everywhere about plans to discontinue phone service for critical Social Security customer service needs.

Ending phone service and requiring in-person office visits would have a very serious impact on older Americans everywhere. Our members nationwide have told us this change would require hundreds of miles and hours of travel merely to fill out paperwork. SSA should be prioritizing customer service effectiveness and efficiency, and as older Americans tell us, the announcement requiring visits caused confusion and distress.

Merely delaying the implementation of this change is not enough, though. SSA should take a deliberate approach to its proposed changes to customer service that seeks public input, follows a clear communication plan, and allows a reasonable timeframe for compliance.

WASHINGTON — Today, AARP Executive Vice President and Chief Advocacy and Engagement Officer Nancy LeaMond issued the following statement related to customer service changes announced by the Social Security Administration (SSA):

“The Social Security Administration’s move to force people to visit offices in-person for services that they have sought by phone will result in more headaches and longer wait times to resolve routine customer service needs.

“Requiring rural Americans to go into an office can mean having to take a day off of work and drive for hours merely to fill out paperwork. The Social Security Administration needs to be able to figure out a solution for Americans everywhere to get help in a timely and efficient manner.

“SSA’s announcement not only comes as a total surprise but is on an impractical fast-track, with SSA saying the change will become permanent in two weeks. SSA needs to be transparent about its service changes and seek input from the older Americans who will be affected, because any delay in Social Security caused by this change can mean real economic hardship.

“We urge the agency to reverse this decision, or for Congress to step in and stand up for older Americans everywhere.”

New AARP Report: Medicare Part D Enrollees Who Reach the New $2,000 Out-of-Pocket Spending Cap Will Save Thousands Despite Premium Changes

WASHINGTON — A new report out from AARP today provides additional insight into the impact of a historic new financial protection for our nation’s nearly 55 million Medicare drug plan enrollees. For the first time ever, beginning January 1, 2025, Medicare drug plans will limit enrollees’ annual out-of-pocket spending to $2,000, thanks to a provision in the 2022 Inflation Reduction Act that AARP championed. Specifically, the report shows that 94% of all Part D enrollees expected to reach the new cap in 2025 will have lower total (i.e., premiums and cost sharing) out-of-pocket costs, saving an average of $2,474 nationally. The report also provides state-level data and estimates that 95% of Part D enrollees who will reach the out-of-pocket cap will have lower out-of-pocket health costs in 33 states plus the District of Columbia.

“This report shows that most Part D enrollees who hit the new out-of-pocket spending cap this year will see substantial savings even after taking 2025 plan premiums into account, freeing up funds to invest in their families, spend on their broader health needs or simply save to achieve greater financial stability,” said Nancy LeaMond, AARP’s Chief Advocacy and Engagement Officer. “AARP was instrumental in Congress passing the prescription drug law of 2022 to lower prices and out-of-pocket costs for Medicare enrollees and we couldn’t be prouder that the day has finally arrived for this provision to go into effect and that the law is working as intended.”

“Once fully implemented, the 2022 drug law is expected to reduce Part D enrollee and program spending by billions of dollars,” said Leigh Purvis, AARP’s Prescription Drug Policy Principal, and author of the report. “This report confirms that enrollees are already seeing overall savings as rollout of the law continues.”

Other takeaways from the report include:

Big Out-of-Pocket Savings: On average, 62 percent of Part D enrollees who reach the new $2,000 out-of-pocket spending cap are estimated to see average total savings of more than $1,000, and 12 percent are estimated to save more than $5,000.

Widespread Impact: The share of Part D enrollees expected to reach the new out-of-pocket cap in 2025 and have lower total (i.e., premiums plus cost sharing) out-of-pocket costs is estimated to be 95 percent or higher in 33 states plus the District of Columbia. The share of enrollees who will see lower total out-of-pocket costs in 2025 ranges from 90 percent (California) to 98 percent (Hawaii and Michigan).

Survey Finds Older Adults Have an Optimistic Outlook on Life; Expect Their Lives to Improve as They Get Older

WASHINGTON—According to a new AARP survey exploring the second half of life, most older adults have an optimistic outlook on life and expect their lives to improve as they get older. Nearly 9 in 10 are at least somewhat optimistic about their future, with half being extremely or very optimistic.

These and other findings are explored further in a groundbreaking new book, The Second Fifty, authored by Debra Whitman, AARP’s Executive Vice President and Chief Public Policy Officer. The Second Fifty takes readers on a search for answers at a critical time in our history: by 2030, 1 in 5 Americans will be age 65 or older, and by 2050, the U.S. is projected to have nearly 1 million centenarians.

“The Second Fifty provides a roadmap for navigating and celebrating the second half of life, emphasizing the importance of mindset to living well as we age,” said Debra Whitman. “Whether you are approaching 50, well into your later years, or caring for someone who is, The Second Fifty provides practical steps, grounded in research, to help us all create a better second half of life for ourselves and our loved ones.”
