Expanding Tax Increment Financing Tools like EIFDs (Enhanced Infrastructure Financing Districts) and Reconnecting Communities Investment Agencies (RCIAs) - Creating the Community Anti-Displacement and Preservation Program (CAPP) at HCD. - Allowing owners of troubled HCD projects to refinance them as long as the proceeds are reinvested in other affordable housing projects.

Which allow two or more local governments to establish a Regional Housing Authority for the purposes of leasing, administering, and allocating funding as well as providing technical assistance at a regional level for affordable housing development.
