Droits humains et sécurité : une formation conjointe CNDH–UE pour renforcer les pratiques policières au Sénégal

La Commission nationale des Droits de l’Homme du Sénégal (CNDH) a organisé, les 18 et 19 mai 2026 à l’École nationale de Police de Dakar, une première session de formation au profit de 35 agents de la Direction générale de la Police nationale (DGPN), dans le cadre du programme POC II financé par l’Union européenne.

Cette activité vise à renforcer l’intégration des droits humains dans les interventions des Forces de sécurité intérieure, notamment dans le contexte migratoire. Les participants ont été formés sur les droits humains, la migration, la prévention des violations, ainsi que l’identification des victimes de traite et de trafic de migrants.

À travers cette initiative, conjointement le POC II et la CNDH réaffirment leur engagement en faveur d’une approche sécuritaire respectueuse des droits humains et des engagements internationaux du Sénégal.

Kick-off meeting of the COP France–Italy–Nigeria in Abuja

On 29 November 2025, the launch ceremony of the Common Operational Partnership France–Italy–Nigeria (COP Nigeria) was held in Abuja, Nigeria.

Co-funded by the European Union, contracted by the ICMPD through the Migration Partnership Facility and implemented by CIVIPOL in partnership with the DCIS of the French Ministry of the Interior and the Italian ministry of the interior, this project aims to increase Nigeria’s capacity to effectively dismantle trafficking in human beings (THB) and smuggling of migrants (SoM) networks. To this end, the COP Nigeria project is based on a mentoring and operational support methodology aimed at accompanying the daily work of operational services of the National Agency for the Prohibition of Trafficking in Persons (NAPTIP).

Created in 2003 following the adoption of the Trafficking in Persons (Prohibition) Enforcement and Administration Act, NAPTIP is a federal agency mandated to prevent human trafficking, prosecute offenders and protect and rehabilitate victims, and promote public awareness. Despite significant achievements since its creation, common and global efforts must be pursued and intensified as Nigeria remains a source, transit and destination country for THB and SoM networks, notably towards Europe. This new partnership is the operational translation of this necessity.

Present at this kick-off meeting, the French Ambassador to Nigeria, Mr Marc FONBAUSTIER, and the EU Ambassador to Nigeria, Mr Gautier MIGNOT, both emphasized the major step forward that this action-oriented project represented. Representatives from NAPTIP and civil society showed great enthusiasm for this new milestone in the country's commitment to tackling these issues, which have a direct impact on people's lives and fundamental rights, and which exploits in particular the most vulnerable.

This meeting provided an opportunity for the key partners of the project to reaffirm their ambition to develop a joint response to these trafficking activities and to present the operational results expected over the next two years including:

🔹 Promote operational relationships between Nigeria and other countries for a strengthened regional response

🔹 Enhance coordination and information-sharing among partner institutions

First Common Operational Partnership initiative in Nigeria, this new COP was built on the successes of other COPs implemented by CIVIPOL in West Africa, including Ivory Coast, Guinea or Senegal, and the tangible operational results that this model so far delivered.

Tunisie – Sauvetage en mer

Le 24 septembre 2025, Civipol a pris part à Tunis, à la cérémonie de mise en service de deux navires « Search and Rescue », organisée par l’Armée de mer dans le cadre du projet « Appui aux opérations de recherche et de sauvetage en mer en Tunisie », financé par l’Union européenne et mis en œuvre par Civipol avec l’appui de la GIZ.

Ce projet vise à renforcer les capacités de recherche et de sauvetage en mer de la République de Tunisie, notamment à travers l’amélioration des moyens de coordination et le développement d’outils opérationnels adaptés aux situations d’urgence en Méditerranée.

Projet INFRAO : exercice régional à Lyon pour les six pays des Balkans occidentaux sur la sécurisation des événements majeurs face aux menaces terroristes

Du 28 mai au 4 juin 2025, le projet INFRAO (Enhancing Protection of Public Spaces and Critical Infrastructure in the Western Balkans) a organisé à Lyon une démonstration régionale visant à présenter les dernières innovations en matière de sécurisation des événements de grande ampleur. Cette démonstration comprenait notamment des stratégies de lutte contre les drones (C-UAV), l’intervention d’équipes de déminage, d’experts NRBC (nucléaire, radiologique, biologique et chimique), ainsi que l’utilisation de chiens détecteurs.

L’événement s’est tenu au stade de Gerland et a rassemblé 70 membres des forces de sécurité issus des six pays des Balkans occidentaux (Albanie, Bosnie-Herzégovine, Kosovo, Macédoine du Nord, Monténégro et Serbie). Des experts de trois des quatre membres du consortium – la France (notamment le RAID et les démineurs), le ministère de l’Intérieur croate et le KEMEA – ont partagé leur expertise dans le cadre de cet exercice, dont l’objectif principal était de former les bénéficiaires à réagir le plus efficacement possible en cas d’attaque terroriste dans leur pays.

L’activité s’est déroulée en deux temps :

1. Phase préparatoire :

Présentation des menaces potentielles lors d’événements de grande ampleur et élaboration du plan de sécurité. Une équipe d’experts a analysé les plans de sécurité existants, puis a élaboré un plan de sécurité inédit, spécifiquement conçu pour la gestion d’événements majeurs dans les pays bénéficiaires.

2. Phase de démonstration :

Des scénarios opérationnels ont permis de tester ce plan de sécurité en conditions réelles. L’enjeu pour les experts était de former les participants des pays bénéficiaires afin de savoir comment répondre aux menaces terroristes. Les scénarios suivants ont été mis en œuvre :

Scénario 1 : Attaque par drone sur le stade, avec suspicion d’agent chimique.
Scénario 2 : Attaque au véhicule-bélier suivie d’une fusillade à proximité du stade.
Scénario 3 : Attaque à l’arme blanche avec prise d’otages à l’intérieur du stade.
Scénario 4 : Découverte d’un engin explosif dans l’enceinte du stade.

Grâce à leur implication active dans les exercices, les participants ont pu assimiler en profondeur les différentes composantes du plan de sécurité, fondé sur les meilleures pratiques de l’Union européenne

Ethiopia Launches New SOPs for Financial Investigations into Trafficking in Persons and Smuggling of Migrants

On Thursday the 26^th of June 2025, Ethiopia officially endorsed a pioneering set of Standard Operating Procedures (SOPs) for Financial Investigation in Cases of Trafficking in Persons (TiP) and Smuggling of Migrants (SoM): first of its kind in the Horn of Africa region. Developed by the Ministry of Justice, Ethiopian Federal Police, and the Financial Intelligence Service, these SOPs represent an important step forward in the country’s and region’s collective efforts to combat organised trafficking networks by focusing on the financial dimension of these crimes.

Human trafficking and migrant smuggling are driven largely by profit. Yet financial investigations are often underused and come to late in many cases. The new SOPs place financial investigation at the centre of anti-TiP and SoM efforts . They focus on tracing illicit money flows, identifying and freezing criminal assets, supporting parallel prosecutions for money laundering, and enabling recovery of proceeds or their equivalent value.

The SOPs were developed through a multi-agency process led by a national Task Force and supported by the Secretariat of the National Partnership Coalition on Migration. They are grounded in Ethiopia’s existing legal and institutional frameworks and reflect national experience in asset recovery and criminal investigation while aligning with international standards, tools, and best practices. They expand on financial investigation guidelines included in earlier SOPs for Investigating and Prosecuting TiP and SoM, developed with the support of BMM and officially endorsed in 2021.

These new SOPs are designed for use by financial analysts, police investigators, asset recovery specialists, and prosecutors. They provide step-by-step guidance for integrating financial analysis into criminal casework, coordinating inter-agency action, and linking financial trails to the broader criminal networks involved.

This initiative is part of the Better Migration Management (BMM) Programme, funded by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ). CIVIPOL provided technical support throughout the drafting process, including capacity-building and legal advisory support.

Training materials and an implementation plan accompany the SOPs t help institutions adopt and apply them in practice. This development complements ongoing efforts across the region to harmonise responses to TiP and SoM.

With this launch, Ethiopia strengthens its role in leading a coordinated, intelligence-driven approach to combating human trafficking and migrant smuggling, ensuring that perpetrators face justice, lose their illicit profits, and that recovered assets can help support victims and provide compensation.

Inauguration of the Crime Scene Examination Training Centre on Human Trafficking and Migrant Smuggling at the Ethiopian Police University

On 10 July 2025, a major milestone was reached with the official inauguration of the Crime Scene Examination (CSE) Training Centre on Trafficking in Persons (TiP) and Smuggling of Migrants (SoM) at the Ethiopian Police University (EPU) in Sendafa, Ethiopia. The Centre is the result of a strong and sustained partnership between the EPU, the Better Migration Management (BMM) Programme, funded by the European Union (EU) and Germany, and the Technical Assistance Unit (TAU) – Support to Criminal Justice Reform in Ethiopia Project, funded by the EU.

This facility reflects a shared commitment to strengthening Ethiopia’s law enforcement response to human trafficking and migrant smuggling, while laying the foundation for long-term institutional training and cross-border cooperation.

Since 2019, CIVIPOL has played a key role in supporting the development and national rollout of Ethiopia’s first Training Curriculum on Investigating Trafficking in Persons (TiP) and Smuggling of Migrants (SoM) through the BMM Programme. Formally validated and endorsed by the Ethiopian Police University (EPU) in 2021, this curriculum, together with the Standard Operating Procedures (SOPs) on TiP/SoM Crime Scene Management, endorsed by the Ethiopian Federal Police Commission in 2022, forms the core foundation of the CSE Training Centre’s approach and methodology.

The new Training Centre comprises:

Main Training Facility: A dedicated building equipped with classrooms and CCTV-covered reconstructed crime scene rooms.
Laboratory: A fully refurbished space for hands-on forensic training.
Outdoor Crime Scene Examination Training Grounds: A large open-air area designed to simulate real-world crime scenes, enabling multi-agency and scenario-based exercises.

The inauguration ceremony featured:

Tour of the Facilities, including crime scene rooms, the laboratory, and outdoor training grounds
Demonstrations by EPU trainers previously trained through BMM Training of Trainers
Official handover of the TiP/SoM Crime Scene Management and Examination Curriculum

The initiative aims to:

Build sustainable national capacity for crime scene management related to trafficking and smuggling
Institutionalize the curriculum within EPU’s national training system
Lay the groundwork for a Regional Training Centre of Excellence, serving countries across the Horn of Africa including Kenya, Uganda, Djibouti, Somalia, South Sudan, and Somaliland

This marks a significant step forward in Ethiopia’s efforts to tackle transnational organized crime and protect vulnerable populations, strengthening both investigative capacity and regional cooperation.

Les 17 et 18 juin 2025, Dakar a accueilli la cérémonie de clôture du projet régional "Networking of Common Operational Partnerships" (NET-COP II), financé de juin 2023 à juillet 2025 par la Direction générale de la migration et des affaires intérieures (DG-HOME) dans le cadre des Fonds de Sécurité Intérieure (FSI) – Police de la Commission Européenne.

Ce programme vise à renforcer la coopération opérationnelle entre les forces de sécurité de cinq pays d’Afrique de l’Ouest (Côte d’Ivoire, Gambie, Guinée, Mauritanie et Sénégal) pour lutter contre le trafic de migrants et la traite des Etres Humains. Le moment fort fut la signature d’un mémorandum d’entente par des représentants des forces de sécurité intérieure des 5 pays. Ce document définit les modalités de fonctionnement relatives à l’assistance opérationnelle et aux procédures d’information dans le cadre de la lutte contre le trafic illicite de migrants. Il prévoit également la création d’un Bureau Régional d’Appui et de Coordination.

CIVIPOL met en place ce projet porté par la Direction de la Coopération Internationale de Sécurité (DCIS) du ministère de l’Intérieur français en partenariat avec le ministère de l'Intérieur espagnol et la Fondation pour l’Internationalisation des Administrations Publiques (FIAP).

Strengthening Regional Cooperation Through SOPs: Regional Forum in Nairobi Builds Momentum for Cross-Border Action Against Human Trafficking

CIVIPOL convened the third Regional Forum of the Multi-Agency Task Forces and Technical Working Groups for the Implementation of the Standard Operating Procedures (SOPs) on Investigating and Prosecuting Trafficking in Persons (TiP) and Smuggling of Migrants (SoM) in Nairobi, Kenya. The Forum brought together nearly 90 participants from across Djibouti, Ethiopia, Kenya, and Uganda, including criminal justice actors, financial intelligence units, immigration services, labour inspectorates, referral mechanism coordinators, and civil society network leaders.

The Forum was organized as part of the Better Migration Management (BMM) Programme, funded by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ). It took place in close collaboration with the EU-funded ROCK Project, which is implemented by CIVIPOL. The event also enjoyed strong support from regional institutions such as East African Police Chiefs Cooperation Organisation (EAPCCO) and INTERPOL.

A Coordinated Approach to Regional Implementation

Successful implementation of the SOPs depends on strong coordination and collaboration, primarily among national stakeholders in the countries that adopted them, but also across Djibouti, Ethiopia, Kenya, and Uganda, as well as with BMM implementing partners and regional bodies. Developed under the Better Migration Management (BMM) Programme, these SOPs seek to harmonize investigative and prosecutorial efforts to address human trafficking and migrant smuggling. They uphold a human rights-based, victim-centred, and trauma-informed approach, with special attention to gender sensitivity and child protection and are consequently closely interlinked with the referral systems for victims of trafficking.

To ensure the effective implementation of the SOPs at national level, , each country has established a permanent Multi-Agency Task Force or Technical Working Group charged with promoting, monitoring, and continuously improving the use of the SOPs.

Since the inaugural Regional Forum in Nairobi in September 2022 and the follow-up in November 2023, the initiative has steadily expanded, bringing more institutions and critical themes into focus.Organized around a dynamic working group format, the Forum enabled in-depth discussions building on expert panels and working sessions. Key topics include:

International police and judicial cooperation, covering joint investigations, mutual legal assistance, and operational Memoranda of Understanding (MoUs)
Financial intelligence and investigations, emphasizing the dismantling of criminal networks, tracing digital assets, and recovering assets for victim compensation
The evolving role of labour inspection services in detecting labour exploitation trafficking, working closely with law enforcement and service providers
National and regional referral systems with a focus on timely, secure, and rights-based victim referrals, particularly in cross-border contexts
Responses to emerging threats such as tech-enabled trafficking, forced criminality in scam compounds, and risks along labour migration corridors to the Middle East
Operationalisation of the SOPs, crime scene management protocols and digital tools such as the SOPs Checklist and the Digital Service Providers Directory, which improves access to protection and support services

Regional Ownership, Shared Vision

As an outcome of the discussions, participants developed a set of recommendations: the institutionalisation of the SOPs Checklist as a mandatory coordination and monitoring tool, the establishment of informal and operational contact-person networks across countries, and a call for full ratification and implementation of the IGAD Mutual Legal Assistance and Extradiction Convention. The need to operationalise existing and future Joint Investigation Teams (JITs), with support from INTERPOL, UNODC, and the ROCK Project, was strongly emphasised, alongside scaling up trainings on tools such as the PEACE model, which is an investigative interview method (Plan, Engage, Account clarification, Closure, Evaluation), and crime scene SOPs, including those to be adapted for maritime environments.

Forum participants also encouraged closer integration of immigration services and the development of specific SOPs for immigration officers, full involvement of labour inspectorates, structural inclusion of financial intelligence units in both investigations and cross-border operations and the development of transnational regional and bilateral referral systems. There was strong support for developing national SOPs on financial intelligence and virtual assets in counter-trafficking investigations, including addressing the use of digital currencies and money laundering, and expanding multi-agency capacity building through joint training curricula and regional simulation exercises. The aviation sector was also highlighted as a critical partner in detection and early intervention, in line with standards of the International Civil Aviation Organisation (ICAO) and national initiatives.

A Pathway Forward
Across all discussions, a common thread emerged: the SOPs must remain living tools, continuously adapted to respond to emerging trends such as technology-based trafficking, online recruitment, forced criminality in scam compounds, and cross-border money laundering. To meet this challenge, countries committed to strengthen the link between prosecution and protection, enhancing data sharing, securing sustainable victim assistance systems, and advancing legal frameworks for witness protection and non-punishment clauses.

The national Task Forces and Working Groups left Nairobi not just with shared insights, but with a stronger collective vision for the future of anti-trafficking cooperation in the region.
