Five-year, $6.2 million plan will build a statewide pathway connecting students, educators and entrepreneurs from fifth grade through business launch

BENTONVILLE, Ark. — ACC Capital Foundation has announced a new five-year strategic plan designed to expand its role in Arkansas’s entrepreneurship ecosystem, moving from an event-driven initiative under the umbrella of ACC Capital to a programmatically driven nonprofit with year-round activities reaching students, educators and entrepreneurs across the state.

The $6.2 million plan represents an investment of about $1.24 million annually over five years, with most funding directed toward programming as the Foundation expands its statewide reach and increases its presence in communities throughout Arkansas.

For more than two decades, the Foundation’s work has centered on two flagship student entrepreneurship programs, the Arkansas Governor’s Cup Collegiate Business Plan Competition and the Youth Entrepreneurship Showcase, commonly known as the YES Competition.

The Governor’s Cup, launched in 2001, has supported more than 3,000 student teams and awarded more than $3 million in prize money since its inception. While approximately 18% of Governor’s Cup finalists have gone on to launch companies, business formation has never been the primary purpose of the competition. Its purpose has always been education to give students an opportunity to apply what they are learning, develop entrepreneurial skills, test ideas, and gain experience presenting those ideas to business leaders.

The Foundation’s transition toward broader, year-round programming began with the addition of the EDGE Summit in 2023, which brings together faculty, educators and entrepreneurship leaders to strengthen their ability to teach, mentor and support the next generation of entrepreneurs. The Summit reflects a growing emphasis on building not only student programs, but also the institutional and educator capacity necessary for entrepreneurship programs to thrive.

That expansion continued in 2024, when the Foundation opened the graduate division of the Governor’s Cup to universities in surrounding states. The move marked an early step toward growing the Foundation’s footprint beyond Arkansas while continuing to strengthen the programs and partnerships it has built at home.

The new initiatives outlined in the five-year plan are intended to build on that approach. ACC Capital Foundation’s immediate priority is creating a stronger, more connected

entrepreneurship pathway across Arkansas, but the Foundation also sees the programs being developed today as models that could eventually be replicated in other states.

“Our goal is to build a Foundation whose programming spans the full learning cycle, from a fifth grader being introduced to entrepreneurship, to a high school or college student developing an idea, to an entrepreneur accessing the resources and capital needed to turn that idea into a company,” said Sam Walls III, CEO of ACC Capital. “That also means investing in the educators and institutions supporting those individuals along the way. Entrepreneurship can be an extraordinary tool for economic development, particularly when people have both the knowledge and the resources to build businesses in the communities they call home.”

Walls added that the Foundation’s long-term growth will remain rooted in Arkansas.

“We are an Arkansas organization, and our first responsibility is to get this right in our own backyard,” Walls said. “Our opportunity over the next five years is to build programs that work in communities across this state, learn from that experience, and then determine how those models can be adapted and replicated elsewhere.”

As part of the strategic plan, the Foundation will develop two new competitions intended to fill gaps in Arkansas’s current entrepreneurship pipeline.

The first will be a high school entrepreneurship competition developed in partnership with Economics Arkansas, which currently operates the YES Competition for younger students. Planned for launch during the 2027–2028 school year, the new program will bridge the gap between YES and the collegiate Governor’s Cup, creating a more continuous entrepreneurship experience from elementary school through college.

The Foundation is currently seeking businesses, community partners, and sponsors interested in helping shape and support the new competition, including a title sponsor and organizations interested in funding student prize awards.

Our work with teachers and students across Arkansas has made the opportunity to expand entrepreneurship experiences at the high school level increasingly clear,” said Kathleen Lawson, Executive Director of Economics Arkansas. “This is something educators and students have been asking for. Young people are being introduced to entrepreneurship earlier and through a variety of valuable programs, and we see an opportunity to provide additional ways for students to continue developing and applying those skills during high school. A statewide competition gives students another opportunity to put their ideas into action at a critical point in their education, and we are excited to build that opportunity alongside the ACC Capital Foundation.”

The Foundation is also developing a second, yet-to-be-named statewide competition that will not be tied to enrollment in a school, college or university.

Designed for Arkansans with ideas that can create meaningful impact in their communities, the competition will place a stronger emphasis on actual business formation and access to startup capital. While education and founder development will remain central to the experience, the goal will be to help promising entrepreneurs move beyond the idea stage and launch real companies.

The Foundation is currently hiring a Director of Community Innovation, who will lead the design and development of the new competition, build partnerships across Arkansas, and help connect entrepreneurs to resources and capital.

The position marks the second significant expansion of the Foundation team within the past year, following the addition of a Director of Student Pathways. Together with the Foundation’s Executive Director, the three-person team will lead the implementation of the new strategic plan.

Over the next five years, ACC Capital Foundation intends to build on more than two decades of entrepreneurship education while expanding what happens before, between and after its signature competitions. By focusing first on building and testing that system across Arkansas, the Foundation hopes to create programs that can eventually serve as models for other communities and states looking to strengthen their own entrepreneurship pipelines.

Food Manufacturing Project to Expand and Renovate Existing Facility for Rural Community

MEXICO, Mo. (June 30, 2026)Western Smokehouse Partners (WSP), a food manufacturer specializing in the private label production and co-manufacturing of jerky and meat snacks, has secured $46.25 million in New Markets Tax Credit (NMTC) financing from three lenders to support its expansion project in Mexico, Missouri. The lenders include Rural Development Partners ($20 million), Heartland Renaissance Fund ($13.25 million), and Mid-City Community ($13 million).

The NMTC funding will be used to assist in an expansion that will see 300,000 square feet of renovation done to an existing facility to open 10 new lines for the production of healthy meat snacks, allowing WSP to meet the rapidly growing demand for their products. The project is expected to create 377 new jobs for the rural community. WSP provides high quality jobs, which feature a full benefits package, and a strong preference for upskilling employees and promoting from within.

LITTLE ROCK, Ark., April 15, 2026 — The ACC Capital Foundation announced the winners of the 2026 Governor’s Cup during the Awards Luncheon held Wednesday, April 15, at the Statehouse Convention Center in Little Rock. A total of 650 attendees gathered to celebrate student entrepreneurs, finalists, and university partners from across the region.

Now in its 26th year, Governor’s Cup continues to grow as one of Arkansas’s premier collegiate entrepreneurship competitions. This year’s competition saw a 179% increase in applications since 2023, with 18 final teams representing 11 unique institutions across 4 states. The competition also featured 54 judges, 31 sponsors, and a total cash prize pool of $141,000 provided by title sponsor Dhu Thompson. Since its inception, the Governor’s Cup has impacted 3,573 students, received 1,098 business plan submissions, and awarded $3,095,000 in prize money.

Award Part of Historic $10 Billion Program Expansion; Funding to Support Manufacturing and Small Business Development

LITTLE ROCK, Ark.–(BUSINESS WIRE) — Heartland Renaissance Fund (HRF), an affiliate of ACC Capital, is pleased to announce it has received $85 million in New Markets Tax Credits (NMTC) allocations from the U.S. Department of the Treasury’s Community Development Financial Institutions (CDFI) Fund. The allocation will enable HRF to leverage private investment capital to drive job creation and economic development across communities throughout Arkansas, Louisiana, Missouri, Mississippi, Oklahoma, Tennessee, and Texas.

“An $85 million allocation is a game-changer for the communities we serve,” said Sam Walls, Chief Executive Officer of HRF. “We’re talking about funding that will help expand or build manufacturing facilities that bring jobs back to Main Street America.”

This award brings the HRF’s total allocation to $510 million since the program’s founding in 2003. With its previous awards, HRF has funded more than 50 businesses, creating and retaining over 8,000 jobs.

“In small towns across the heartland, we see incredible potential that just needs the right capital partner,” Walls continued. “These NMTC funds allow us to be that partner.”

HRF plans to use this $85 million NMTC award to deploy capital in manufacturing projects throughout Arkansas, Louisiana, Missouri, Mississippi, Oklahoma, Tennessee, and Texas.

“This award puts us on track to create jobs over the next seven years while increasing economic activity,” Walls added. “It represents families with stable paychecks, communities with renewed hope, and local economies with sustainable growth.”

According to the CDFI Fund, NMTCs generate $8 of private investment for every $1 awarded. They support essential investments in business growth, job creation, and critical community services. This latest award underscores ACC Capital and its affiliate’s strong reputation for deploying capital to innovative and impactful projects, providing critical investments to the people and places that need it most.

LITTLE ROCK, AR — [May 2025] – ACC Capital is proud to announce the official launch of the ACC Capital Foundation, its 501(c)(3) nonprofit arm, formerly known as the Arkansas Economic Acceleration Foundation. With a renewed mission and expanded scope, the Foundation is poised to become a leading force in entrepreneurship education.

Originally founded in 1999, the Foundation has a long-standing legacy of promoting entrepreneurship. In 2001, it launched the Governor’s Cup Collegiate Business Plan Competition for higher education students and later the Youth Entrepreneurship Showcase (Y.E.S.), a business plan competition for 5th through 8th grade students. Over the past two decades, the Foundation has awarded more than $3 million in cash prizes and inspired the next generation of business leaders, impacting 13,404 students across the state of Arkansas. Other past efforts include Connect Arkansas, an early effort to promote broadband adoption in rural parts of Arkansas, and the Venture Forum, an effort to connect early-stage companies with angel and institutional investors. The Foundation was also one of the early supporters of the Accelerate Arkansas initiative and the UAMS Bioventures.

LITTLE ROCK, ARK. – Undergraduate and graduate students from colleges and universities across the Southern United States gathered last week for the 25th annual ACC Capital Governor’s Cup Collegiate Business Plan Competition, one of the region’s premier collegiate entrepreneurship competitions. Powered by Title Sponsor Dhu Thompson and Supporting Sponsor the Walton Family Foundation, the Governor’s Cup challenges students to solve real-world problems through entrepreneurial business plan development and present their ventures to a panel of industry expert judges, competing for top honors across three divisions and a share of more than $140,000 in cash prizes.

This year’s first-place winners are:

Small Business Division: Retra, Ouachita Baptist University (Arkadelphia, AR)

High Growth/Technology Division – Undergraduate: TheraLink, Harding University (Searcy, AR)

High Growth/Technology Division – Graduate: Image Devices, Inc., University of Texas at Austin (Austin, TX)

Participation in the 2025 competition surged, with applications increasing by 170% compared to 2023. The final round included student teams from four states, reflecting the growing regional impact and expansion of ACC Capital’s entrepreneurship initiatives.

More than 600 attendees gathered for the awards luncheon, which featured a fireside chat with John and Miles Stephens, the new co-CEOs of Stephens, moderated by ACC Capital CEO Sam Walls III. Their conversation highlighted the generational impact of entrepreneurship and discussed how capitalism continues to shape the economy and drive innovation across communities.

LITTLE ROCK, ARK. (April 14, 2025) — Arkansas Capital Corporation (ACC) is changing its name to ACC Capital, effective April 14, 2025. The new name reflects the growth of the organization’s client base and product and service offerings to small businesses nationwide.

Our new company name signifies a need for change to reflect our national lending footprint, while giving a nod to our extensive history in Arkansas” said Sam Walls III, Chief Executive Officer. “Our Board of Directors and corporate team are excited about the opportunities that will come from our new name that symbolizes the organization’s future direction.”

ACC gained its reputation in the late 1950s as a provider of flexible capital solutions to meet the unique needs of entrepreneurs, small businesses, and economic and community development in Arkansas. In 2023, the nonprofit CDFI was one of three organizations to receive a Small Business Lending Company (SBLC) license from the U.S. Small Business Administration (SBA), the first license awarded in nearly forty years.

With the SBLC license, ACC Capital initially launched its small business lending products and services in the southeastern United States. The organization’s name now speaks to its vision of expanding its support to entrepreneurs nationally.

Mr. Stephens is a graduate of Dartmouth College and received his MBA from Columbia Business School. He is currently a director of Vanguard Truck Centers, LLC.

Mr. John Stephens was appointed Co-Chief Executive Officer of Stephens Inc. on January 7, 2025. Mr. Stephens most recently served as a Managing Director and member of the Family Advisory Services Group at Stephens Inc. Prior to that role, Mr. Stephens was an Associate Director of Stephens Europe, where he has served on the Management Committee since 2019, and previously had been part of the Consumer Investment Banking team at Stephens Inc. in New York, NY. Mr. Stephens began his career as an equity analyst for Stephens Investment Management Group based in Houston, TX. As an analyst he assisted four portfolio managers across all industry sectors in their research of small and mid-cap domestic growth equities. Mr. Stephens is a graduate of the University of Pennsylvania and received his MBA from Columbia Business School. He serves on the Investment Committee for Firethorn Trust, a London based real estate firm. Mr. Stephens also earned the designation of Chartered Financial Analyst (CFA).

Startup Junkie and ARise join as the sponsor for the High Growth Technology Graduate Division for the first time after launching their new program in June 2024.

It was a year of firsts for the Governor’s Cup, a collegiate business plan competition hosted by Arkansas Capital Corporation and sponsored by Dhu Thompson. Team Thinking CAPZ from Philander Smith University took first place in the high growth undergraduate division becoming the first HBCU to win in the competition. Thinking CAPZ is an AI-powered educational platform tailored to the unique needs of neurodiverse students. 

“Leading the ‘Thinking CAPZ’ team to first-place victory at the Arkansas Governor’s Cup was an incredibly heartwarming experience,” says Chinwe Uwolloh, Thinking CAPZ team leader. “This isn’t just a win for us; it’s also a win for countless students who need their learning experiences tailored perfectly for them.”

This was the first year of Arkansas Capital’s EDGE Initiative which aims to provide Education to Develop and Grow Entrepreneurs. Taking an intentional approach to student outreach and recruitment, applications for the 2024 Governor’s Cup increased by 65% from the previous year.

The University of Central Arkansas took first place in the small business division with the team Arkansas REM (Real Estate Media), a title UCA last held in 2008. Arkansas REM is a full service real estate media business with the focus of getting more eyes on real estate listings. Team leader Grant Cunningham is an active participant in the entrepreneurial ecosystem. “Arkansas Governor’s Cup was such a special event to be a part of. It helped me dive into my business, learn about other innovative ideas in Arkansas, and hear from excellent speakers and judges!” Cunningham said of his experience in the competition.

2024 was the first year the high-growth graduate division was open to institutions in the states that surround Arkansas. Despite a fierce challenge from second-place winner Samtracs, LLC of Oklahoma State University, the University of Arkansas retained its title of high growth graduation division first-place winner. Team ProPika helps fuel producers leverage billions of tons of agricultural waste through their patented membrane technology. 

ProPika CEO Nhiem Cao says of the Governor’s Cup, “Arkansas Governor’s Cup was a truly inspiring event. The diverse field of competitors exemplified an equitable environment of inclusiveness. Winners were announced at an awards banquet which included elevator pitches from nine finalist teams. Elevator pitch winners included Sapien Financial from the University of Arkansas Pine Bluff, DevelopIQ from the University of Arkansas, and Hidalga Technologies from the University of Arkansas.
