Freshwater algal blooms, as the one in Lake Erie, and hypoxic dead zones, like the one in the Gulf of Mexico, are caused due to excess phosphorus and nitrogen that comes from many sources. Most scientific assessments have pinpointed agricultural runoff from cropland and animal operations as the leading cause of excess nitrogen and phosphorus in the Mississippi River, Lake Erie, and the Chesapeake Bay. Extreme weather events exacerbate the problem. However, the problem is not without solutions, and we should be using every tool we have to clean up our water. Cover crops are an excellent, but underutilized, management tool for reducing the amount of nitrogen and phosphorus runoff from agricultural land. After Toledo’s water crisis in August, the USDA offered $2 million in conservation funds for farmers to plant cover crops in the Lake Erie watershed.

Recent USDA research has shown that planting cover crops can reduce sediment and nutrient pollution by more than 50%, compared to the status quo of conventional tillage. Cover crops are becoming increasingly popular, but they are still not common. The 2012 census of agriculture found that there were 10 million acres of cover crops planted nationwide – that is only 2.6% of cropland. In Ohio, there are 357,292 acres planted to cover crops; that is a lot, but it is still only about 3% of total cropland in the state.
Cover crops won’t solve all water quality problems, but they can do a lot at a relatively low cost, especially considering that a USDA survey found that 63% of farmers who plant cover crops in the Mississippi River Basin are willing to pay for it out of their own pocket.

The Regional Conservation Partnership Program (RCPP) provides a way for local partners to team up with the Natural Resource Conservation Service, and use federal financial and technical assistance to work with farmers, forest owners, and other landowners to implement conservation practices that will benefit land, water, and wildlife in their region. For example, water utilities could team up with local agricultural groups in the Mississippi River Basin and start a project to help farmers reduce water pollution from agricultural runoff by installing conservation practices, like cover crops.
The RCPP funding is separated into 3 categories: national, state, and eight regional critical conservation areas (CCA’s). Each CCA contains uniquely important wildlife habitat. Here are a few species who could benefit from the RCPP.

America’s grasslands are one of the world’s most rapidly disappearing ecosystems, and recent conversion of native prairie to agricultural land is a major threat to pollinators, grassland songbirds, and migratory birds who depend on the prairies.
The new RCPP designated the prairie grasslands as a critical conservation area, sweeping from the Great Plains to the Midwest down to Texas. This is a great opportunity for partners to work together to restore quality habitat on these private lands, and maybe plant some milkweed for monarchs journeying north.
The diamondback terrapin is the state reptile of Maryland and the University of Maryland mascot. The terrapin depends on the Chesapeake Bay tidal marshes for food and habitat. The Bay has had some major problems with agricultural pollution for some time, especially manure from livestock and poultry operations.
The RCPP can help farmers in the Bay watershed work to keep the Bay clean by:
The Mississippi River Basin (MRB) critical conservation area spans 13 states from the Midwest to the Delta, and it all drains to the Gulf of Mexico. Polluted runoff from agricultural land in the Basin is contributing to the degradation of the Gulf, where dolphins and other aquatic life make their home.
Putting more conservation practices on agricultural land in the Midwest will improve water quality in the Gulf and locally, as well. For example, cover crops reduce the amount of pollution running off into the water, but they also create forage and cover for wildlife like bobwhite quail.
These are just a few of the wildlife species that stand to gain from the RCPP; critical conservation areas also include the longleaf pine range of the Southeast, the Great Lakes, the Columbia and Colorado River Basins, and the California Bay Delta region.
The deadline to apply to the RCPP is July 14, so it’s not too late for local partners (like NWF affiliates!) to submit a pre-proposal. Fortunately, it’s an annual program for the next 5 years, so if you miss it this year, it’s not too early to start planning to apply in 2015.
We had time to catch up with a couple of our champions and hear their stories, which I have shared below.
Since he started growing cover crops, Mark noticed that there was less erosion after a rainfall where he had cover crops planted.
As an unexpected bonus, Mark found a covey of quail on his farm for the first time in 8 years. Cover crops create a place for quail to raise their young.
I asked Mark what the highlight of the champions program was for him and he told me a story about some farmers who approached him after a meeting where he spoke about using cover crops. They said they had been thinking about growing cover crops for a long time, and “listening to you today finally got us motivated to do something.”
Kent runs a rotational-grazing dairy and pastured hog farm in central Minnesota. Adding cover crops to his operation provides feed for livestock and builds soil health.
When Kent first purchased the farm, the soils were coarse and worn out. During drought time, the pastures would dry up and the price of irrigation was too high to make a profit. Kent started looking for alternatives and started the farm on a path to improve soil health. He takes some pasture out of production and plants it to a complex cover crop mix to boost soil microbe activity. This improves the soil for the next crop or pasture. Kent uses cover crops for mid-summer and fall forage. “If I could change anything, it would be that I wish I had started sooner. Every year I use covers, I wish I had done more.”
Kent says that being a part of the champions program has created an opportunity to bring the message of soil health to other producers.
“If not for the program, I don’t think I would have been able to speak to as many people as I have in the past 6-8 months. It has also helped build a network I can tap into to help multiply the adoption of cover crops.” – Kent Solberg
The question remains unanswered because almost every means of energy production has both benefits and drawbacks, and biomass is no exception. A recent study by the University of Nebraska on biofuels produced from corn stover is currently receiving a lot of media attention, and raises the question: Can residue removal for biomass ever be sustainable?
Corn stover (corn plant material not harvested, primarily the leaves and stalk), is one way to reap some additional energy benefits from existing cropland. Residue removal has the potential to contribute to biofuel energy production without creating greater land use changes or adding significant energy costs. Some residue must be left on the ground to become beneficial organic matter and protect the soil from erosion; but some amount can be harvested and converted to cellulosic ethanol, which can be used as an alternative domestic energy source, decreasing reliance on fossil fuels.
Academic researchers and the biomass industry maintain that residue can be harvested sustainably, as long as it is removed at an appropriate rate specific to the location from which it is harvested. However, the study implies that it does not matter how much residue is removed; at any level, the greenhouse gas emissions are not justified by the amount of energy produced. The amount of carbon emissions in their life cycle analysis is divided by the bioenergy yield, and the yield decreases along with the amount of residue harvested.
Does this mean residue removal for energy is a lost cause? Not necessarily. The study points out that the lost soil carbon can be offset by good management practices, like planting cover crops. Unfortunately, there are no policies or mechanisms in place to ensure that proper residue management is taking place, and NWF research indicates that less than 2% of cropland acres in the Mississippi River Basin (where the bulk of corn is grown) is planted to cover crops.
The solution? If the cellulosic ethanol industry wants to make sure that corn stover harvest is more sustainable, they can require that their producers or harvesters use certain management practices, like restricting the amount of residue harvested and using cover crops, to protect the soil from erosion and maintain the soil carbon lost from residue removal.
Climate change remains one of the greatest threats to wildlife, so finding alternative energy sources that reduce emissions without threatening biodiversity is a must. Read more about NWF’s work on sustainable bioenergy.
Representatives of the biofuels industry have criticized the Nature study because “it uses corn stover removal rates far exceeding those used in the field” and it is “out of step with current science.” Certainly, the model used in the study does not appear to account for variable rates of residue harvest and the wide range of management practices that would be used within the Midwest. The study maintains that their findings apply no matter what residue removal rate is used in the model. However, it still may be useful to compare the harvest rates from the model in their study with other research.
Last year, NWF met with leading researchers and members of the biomass industry who actually work with producers in the field. Their research confirmed that, if best practices are used, the rate of removal should vary according to yield and other conditions within a field. The study does not reflect this variability. However, the leading researchers were able to provide us with some numbers on residue removal rates to use as a benchmark for standard practice. Research from the Renewable Energy Assessment Project (REAP) found that, generally, a variety of harvest methods resulted in modest-high harvest rates of 1.8 -3.1 tons/acre, in a field that produces yields of approximately 175 bushels/acre or more. How do those numbers compare with the model in the study?
The study models 4 different scenarios, all of which are fields planted to continuous corn and using no-till (a practice that allows farmers to plant without tilling and conserve soil). Under the control scenario, no residue is removed. Under scenarios 2-4, residue is removed at rates of 2, 4, and 6 Mg ha-1. That converts to about 0.9, 1.8, and 2.7 tons per acre. These numbers compare well within the range of 1.8-3.1 tons per acre from REAP research; therefore, the study’s rates were similar to those that research show to be within the norm.
While this latest study may use some generalizations, it would be more reassuring to have real on-the-ground evidence that residue is being harvested sustainably. Without policy mechanisms to assure that practice keeps up with research, how can the biomass industry assure the public that sustainable rates are actually being practiced in the fields?
I’ve been working on the farm bill since I first started at NWF two years ago. My coworkers and NWF members and activists were working hard on the Farm Bill for a year before that. There were times when it seemed that the bill would never pass, or would not be good for wildlife. But after hard work on the part of National Wildlife Federation members and our many partners in conservation, and after a great deal of compromise between legislators, conservation groups, and agriculture groups, the farm bill is done.
Whether you have followed the farm bill journey from start to finish, or you are just learning about it now, this retrospective will show you how far the farm bill has come and why it is so important to protecting wildlife habitat. Take a trip with me, back in time to 2012…

Yes, the farm bill is important. But unless certain changes were made, this could have been a bad bill for wildlife. NWF has always had priorities for the farm bill:
The new bill gives us nearly all of what we asked for on our wishlist.
Don’t get me wrong, the new farm bill isn’t perfect (see our full analysis). There are still cuts in the funding to conservation that we don’t like. For example, the Conservation Reserve Program (CRP) is the “holy grail” of habitat on the agricultural landscape, but it is being limited to 32 million acres of enrollment; this is down 7 million acres from the last farm bill in 2008. In the current fiscal climate, maintaining acceptable levels of conservation funding has been a hard fight.
While maintaining conservation funding was certainly a struggle, there was a time when it seemed impossible that the final farm bill would include a new conservation compliance provision or Sodsaver. Remember when a provision to link conservation compliance to crop insurance was first introduced as an amendment by Sen. Saxby Chambliss (R-GA), way back in June of 2012?
Oh yeah, the farm bill was supposed to expire in 2012… But it’s 2014, and the new bill just now passed! What happened in between then and now?
Failing to get a five-year farm bill on the floor, Congress eventually extended the 2008 Farm Bill until September 2013.
In 2013, the farm bill process started all over again in the House and Senate agriculture committees. Due to the success of the Chambliss amendment and a compromise between conservation groups and agriculture groups, as well as the leadership of Senate Agriculture Committee Chairwoman Debbie Stabenow (D-MI), the Senate Agriculture Committee’s 2013 Farm Bill included a conservation compliance provision and a national Sodsaver provision from the start. In June of 2013, the Senate passed a strong bill for conservation.
Unfortunately, things were not looking good in the House. Due to strong opposition from House Agriculture committee leadership, especially Chairman Frank Lucas (R-OK), the House bill did not link conservation compliance to crop insurance, and only contained a limited regional Sodsaver provision. Attempts to amend the bill to correct those egregious problems were squashed; the final House bill was a terrible bill for conservation that NWF could not support. Furthermore, the bill failed on its first trip to the House floor, and eventually only passed after the farm and food portions of the bill were split in half and voted on separately.
In September 2013, the Farm Bill expired again.
Rather than extend the 2008 farm bill again, Congress proceeded to complete a new five-year bill. Conferees met and negotiated a new bill, a compromise between the House and Senate bills of 2013. Through the fall and winter of 2013, talks continued. In 2014, the conservation community waited and watched – Would the new bill contain all the hard won compromises, Sodsaver and conservation compliance? Would we be able to support the final farm bill?
Thank goodness, the conference committee came through. The 2014 Farm Bill was a good one for conservation, and it sailed through the House and now, the Senate. Now farmers can have certainty and make plans for the coming years, and conservation programs can continue to provide valuable wildlife habitat.

There is still a lot of work to be done to protect grasslands and the wildlife that depend on them. USDA data shows that grasslands and forests were converted to cropland at alarming rates in 2011 and 2012. But the new farm bill provides some protection and decreases incentives to destroy our beautiful native prairies. This farm bill is a great victory, and it will encourage us at NWF to keep fighting to make sure that grassland songbirds have a place to build their nests, and that ducks flying south for the winter have a safe place to land. Sodsaver will limit subsidies on native grassland converted to crop production. This means that if a farmer chooses to convert native grassland cropland, he/she can’t get the same kinds of subsidies that other farmers would get. Sodsaver is not regulatory; it does not take away a landowner’s choice to plow up native grasslands. It merely ensures that landowners who do so pay for it themselves. When billions of dollars are being cut from the food stamp program in the name of fiscal responsibility, it does not seem right that landowners can still plow up risky marginal land and still receive a full plate of entitlements.
According to USDA data, more than 398,000 acres of grasslands and other valuable wildlife habitat were converted to cropland between 2011 and 2012 . That is about the size of 300,000 football fields. If laid end to end, they would stretch from San Francisco to Washington DC. Analysis of Farm Service Agency (FSA) data shows that 89% of recent conversions occurred outside of the PPR. Particularly, Texas and Florida had a very high number of acres put to the plow (26,395 and 24,961, respectively).
NWF and many other conservation groups have supported a new five-year farm bill because it provides funding for voluntary conservation programs, but it becomes harder to justify doing so when the farm bill also subsidizes conversion of wildlife habitat. Several of my friends, conservationists and fiscal conservatives, have questioned me closely on why our taxpayer dollars fund any kind of agricultural subsidies. I am a strong supporter of farmers, and I think it is important that we provide them a strong safety net; but not at the expense of our natural resources. In the 1930s, massive conversion of grassland to cropland, along with farming of vulnerable lands without conservation practices contributed to the first Dust Bowl. If we lose our grasslands to the plow, we put ourselves at greater risk of incurring Dust Bowl II.
It is not too late to let Congress know that you want a strong, national Sodsaver provision in the final farm bill. Representative Frank Lucas (R-OK) especially needs to hear that you are not okay with his strong-arm tactics that pander to landowners and disregard the public good. So be sure to send him a note, especially if you are from his home state of Oklahoma!
But the farm bill is closer to the top of the Hill than ever; members of the House and Senate are beginning conference meetings this week to work out the differences between their respective versions of the farm bill, so that Congress can vote on the final.
I can’t stress enough the importance of this bill to wildlife and conservation in general. It is vitally important that a farm bill passes. Millions of acres of wildlife habitat on working farm land are funded by the farm bill and with each delay, thousands of acres are lost that could have been enrolled in voluntary conservation programs.
However, unless the farm bill contains certain key provisions, even more critical wildlife habitat will continue to be at risk of destruction, and taxpayers like you and me will be inadvertently paying for wetlands and native grasslands to be plowed under. Unless the final farm bill reconnects conservation compliance to crop insurance and contains a national Sodsaver provision, then landowners will be free to take advantage of millions of dollars of subsidies with no strings attached. Conservation compliance and Sodsaver are NWF’s top farm bill priorities.
“…the undersigned groups, representing millions of members across the country, urge you protect grasslands, wetlands, healthy soil and clean water by supporting a national sodsaver provision and re-coupling basic soil and water conservation measures to premium subsidies for crop insurance. Both of these provisions, included in the Senate bill, ensure that taxpayer dollars are not used to incentivize risky or environmentally destructive practices. Conservation compliance and sodsaver are among the top farm bill priorities for our groups, and both will be determining factors as we consider our support for a final bill,” states the letter.
But such strong support from so many groups does not guarantee that lawmakers will do the right thing. Some members of the conference committee, like Senate Agriculture Committee Chairwoman Debbie Stabenow (D-MI) are strong supporters of getting good conservation provisions in the final farm bill. Others, like House Agriculture Committee Chairman Frank Lucas (R-OK), strongly oppose attaching any strings to farm subsidies. Crop insurance is very important to many farmers, but subsidizing crop insurance will not benefit the public unless we ask for good stewardship in return.
It is our responsibility to protect our land, water, and wildlife for future generations.
Please make sure that your lawmakers know farm bill conservation is important to you. Send that message to Farm Bill conferees from your state.
Cover crops are grown in between cash crops, to cover the soil when it would ordinarily be bare or fallow. Cover crops hold the soil in place on the land, and keep it from washing away into rivers and streams. Cover crops improve water quality and soil quality, and they also sequester carbon, which helps mitigate climate change. Climate change has been identified as one of the greatest threats to wildlife, and clean water is a key ingredient for wildlife habitat. Some cover crops, such as buckwheat, may also benefit wildlife as winter forage and cover, while others, such as red and white clover, are great for pollinators. So, as far as wildlife is concerned, cover crops are the bee’s knees.

The Mississippi River Basin is the world’s fourth largest watershed. Did you know that parts of 30 states from the Appalachians to the Rockies drain into the Mississippi? Thousands of species live near or depend on the 12 major rivers that drain into the Mississippi – black bears, alligators, and map turtles, to name a few. Needless to say, clean water in the MRB is a priority for wildlife.
Yet, Counting Cover Crops shows that cover crops are grown on only 1.8 million acres, or less than 2% of cropland in the Mississippi River Basin (MRB). Instead of looking at the glass like it’s half empty, let’s say that there is a tremendous opportunity to improve wildlife habitat on working lands and in rivers and streams by getting more cover crops on the ground.
By 2025, NWF would like to see 100 million acres of cover crops planted across the United States; 60 million acres would be in the MRB. But how can that vision become reality? We wrote Clean Water Grows to provide some examples of successful efforts to grow more cover crops.
I interviewed 14 hard-working people who are improving water quality in the MRB, the Great Lakes, and the Chesapeake Bay. It was inspiring to hear about water utilities and state agencies working with local conservation districts and farmers to reduce water pollution with cover crops.
For example, in Indiana, three counties banded together and used funding from Clean Water Indiana to provide expert assistance and partially fund the cost for farmers in their districts to plant cover crops. They planted 7,000 acres of cover crops across the three counties in two years. This kept 2,380 tons of sediment, 2,942 lbs of phosphorus, and 5,880 lbs of nitrogen from reaching rivers and streams, annually. Imagine how much cleaner the Gulf of Mexico would be if 60 million acres of cover crops were planted in the MRB?
