]]>Dakota Rural Action is seeking proposals for a graphic artist to work with us to create artwork for use on organizational merchandise. We want these designs to visually communicate the values that DRA members support.
Mission Statement: Dakota Rural Action (DRA) organizes people and builds leadership while developing strong allied relationships. We protect environmental resources, advocate for resilient agriculture systems, and empower people to create policy change that strengthens their communities and cultures
Vision: We envision an active and engaged membership promoting healthy, beautiful, and just food, agriculture, and energy systems that protect clean air, water, and soil for all the current and future inhabitants of South Dakota.
Currently we have two versions of our logo that can help serve for reference and inspiration. Please note that we are not looking for a logo redesign.

Publishing and Copyright
DRA will use the products of this design for the purposes promoting the nonprofit organization and internal fundraising. Upon selection of the designs, DRA will assume and retain the ownership of the designs for future use.

]]>DRA Welcomes Jason Schoch as New Executive Director
After an extensive search, Dakota Rural Action (DRA) is pleased to announce Jason Schoch as its next Executive Director. As the organization prepares to celebrate nearly 40 years of organizing in South Dakota, the board and members are excited to welcome a permanent executive director. Schoch succeeds long-time director Frank James, who retired last year. Chase Jensen, DRA’s Organizing Director, has been the acting director in the interim.
“Our search for an Executive Director has concluded as we welcome Jason Schoch to the role, who has a strong background with grassroots efforts and experience working with all residents of our state. Our staff’s deep commitment to South Dakota and grassroots organizing allowed DRA to move through this process with ease while maintaining a strong foundation. We are excited as we begin a new chapter in DRA’s story,” said Paula Antoine, DRA Board Chairwoman.
Schoch is joining DRA after 14 years leading South Dakota State University Extension’s Tribal Local Foods Program and six years as Project Director of Dr. Jane Goodall’s Roots & Shoots program on the Pine Ridge Reservation. With extensive experience in leading and developing teams, supporting new and beginning producers, revitalizing rural community development, and farm-to-school initiatives, he is a proven leader with a passion for all South Dakotans and sovereign Tribal Nations. Schoch has worked in impoverished communities, focusing on community food systems and leading wildlife- and biodiversity-friendly, nature-based, regenerative small farming programs.
“One of my first formative memories when I was little was attending farm auctions with my grandfather during the 80s farm crisis. I remember him bidding on equipment he didn’t really need, just trying to help his neighbors out of a terrible situation. I also remember how hard he worked to keep our family farm afloat and profitable in a changing world that made sustaining agriculture and rural life increasingly difficult,” Schoch said of his lifelong connections to the farming community.
“In South Dakota, there’s a resilience in our farmers, our rural communities, and in the people from rural areas living in our cities. We have the grit, ingenuity, and pragmatism to face today’s challenges, just as my grandfather did decades ago. I am proud to join Dakota Rural Action in fighting to protect remaining small family farms, to organize those who call South Dakota home, and to give voice to a part of the country often ignored by today’s self-appointed power brokers.”

]]>The Farm Bill Set to Move through the Senate!
The House passed its version of the Farm Bill earlier this spring, and it was missing key pieces our SD farmers need. The Senate has an opportunity to do better! Dakota Rural Action has long advocated for policies that will strengthen our local food system, support small- and mid-scale producers over corporations, and ensure families can access nourishing food. After a year of intense market volatility, severe weather disasters, and a drastically reduced federal workforce, farmers and the American food system at large have been hit hard. We urgently need to pass a farm bill that would offer a new way forward, that does not sacrifice the needs of SD family farmers for political gains.
recap- what was in the House Farm Bill?
This spring, the House passed their update to the Farm Bill, H.R. 7567, also referred to as the “Farm, Food, and National Security Act of 2026” — but it falls woefully short of what small- and mid-sized farmers need in farm country right now.
The House bill did not include Rep. Hageman’s (R-WY) bill that would restore Mandatory Country of Origin Labeling (M-COOL). M-COOL would improve transparency for consumers and help level the playing field against the multi-national corporations that control much of the meat industry. Not including M-COOL is a loss for SD Beef producers.
The original bill language would have set nationwide labeling standards for pesticides, superseding state and local regulations, thereby providing a legal shield for pesticide companies against liability claims. A late amendment took this language out! South Dakotans should note that Representative Dusty Johnson voted against the amendment. His vote shows that he supports legal shields for pesticide companies over public health and due process. In fact, this protection for pesticide companies is in line with a bill that he has sponsored in past congressional sessions.
A pilot program for local pork processing known as the PRIME Act was included in the house bill. This is in line with a SD law that was just passed in the 2026 legislative session. This program would enable pork producers to sell product processed in custom-exempt slaughter facilities direct to consumers within state borders, supporting local food systems without compromising food safety. Including this bill is a good move for SD producers.
The Senate has an opportunity to do more, and we must let them know our priorities.

]]>Today South Dakotans for Fair Taxes, a coalition of citizen groups including Bread for the World SD, South Dakota AFL-CIO, and Dakota Rural Action launched a campaign to refer Senate Bill 245 to the voters on the November ballot. SB 245 would draw an estimated $110 million of revenue from a scheduled sales tax increase from 4.2% to 4.5% in 2027 into a relief fund for homeowner property taxes. The coalition is calling the bill, ostensibly billed as property tax relief in the last days of the 2026 legislative session, a permanent wealth transfer from the state’s working families to the most affluent homeowners.
“I think SB 245 is the most despicable bill that passed this year’s legislature. It’s a blatant transfer of wealth from the lower incomes to the higher incomes. High-end homes get the lion’s share of the benefit. I don’t think it’s right to ask renters to pay taxes for homeowners,” said Cathy Brechtelsbauer, volunteer with Bread for the World, SD Chapter.
The bill only provides tax relief to owner-occupied homes, ignoring the over 30% of South Dakota residents who rent. Rental homes and multi-family dwellings are not eligible for relief, meaning that renters’ burdens will only increase as they are faced with higher sales taxes. South Dakota renters already spend 35% or more of their income on rent, and the increased sales tax burden will further squeeze their budgets.
“Whether you’re a union worker in Watertown or an unorganized restaurant server, everyone pays the same sales tax hike. But only homeowners get relief, and the richest get the most. That’s not relief—it’s a tax shift that leaves working people struggling while subsidizing the wealthy. South Dakotans for Fair Taxes demands a vote to stop this unfair transfer.” Matt Edzards, SD Federation of Labor, AFL-CIO Executive Board member and National Association of Letter Carriers Branch 491 Shop Steward.
Owners of modest homes may not even receive much net benefit after figuring in the cost of paying higher sales taxes. Additionally, agricultural land is not eligible for any relief, and family farmers will get saddled with paying higher taxes on already expensive inputs and equipment.
A poll conducted earlier this month by the Chiesman Center for Democracy and South Dakota News Watch reported that nearly half of voters opposed swapping higher sales taxes for property tax relief, and that more voters opposed the policy than supported it.
“Dakota Rural Action has long fought against projects and unfair policies that benefit the few at the expense of everybody else. Skyrocketing property taxes are absolutely an issue that must be addressed in our state, but having working and middle class people pay for tax relief on million dollar mansions doesn’t address the real cost of living crisis hitting our communities. We believe South Dakota voters deserve a choice in this matter.” said Ned Horsted, chair of South Dakotans for Fair Taxes and Dakota Rural Action board member.

Whether data centers, carbon pipelines, industrial dairy projects, or some other large proposal of “economic development”, many rural people are starting to question the direction our counties are headed. Dakota Rural Action has supported communities across the state in participating in local decision-making to speak up for the projects that we want to see and the protections we need for our people, land, and resources when projects do come in. As we move from key wins and progress in the 2026 legislative session, we need to build momentum and grassroots power to build toward the development and investments that South Dakotans need. This work will take skills, relationships, and strategy. On April 25, DRA will host a community organizing training to bring people together across issues to launch that work, ahead of an important midterm election and key “off-season” before the next legislative session.

]]>Our coalition has members from all across the political spectrum, yet we have worked powerfully together these past years on issues related to CO2 pipelines because of a shared love for our communities, lands, and constitutional rights. In the years leading up to 2025, many of our members were actively involved in pipeline-related processes with their counties, the state legislature, the PUC permitting proceedings, legislative referendums, and court cases that went as far as the SD Supreme Court.
In 2025, we celebrated the successful passage of HB 1052, which banned the use of eminent domain for CO2 pipelines. HB 1052 was a clean bill, approved by the coalition, and was never amended through all four of its legislative hearings.
Much attention has been paid to the unfriendly amendment of the word ‘solely’ into HJR 5001 on the House floor, which created a massive loophole for corporations. Less attention was given to the fact that ‘solely’ was in the original version of the resolution, and had to be amended out in the House committee. In the Senate committee hearing, the resolution was significantly changed again with an amendment published after business hours the night before.
HJR 5001 has not had a clean journey, nor has it had the same support of our broader property rights coalition. With the latest amendment on the bill, our organizations were condemned to either support language that we did not have time to vet, or blindly offer support based upon the intent of the bill – not a legal consideration of the actual impact it would have.
We should not shoot from the hip at our state constitution. We applaud the victories our entire coalition has won in the past years, including the sponsors of HJR 5001, and while we did not support this attempt to change the state constitution, we will continue to work together to preserve and protect the rights of South Dakotans against corporate abuse.

]]>Yes, he pulled the old last-minute switcheroo, leaving the public and many colleagues scrambling to review the massive amendments after the committee had begun. Can you guess who was prepared for these changes? Every major utility, chamber of commerce, and data center lobbyist, including the Governor’s Office of Economic Development.
Backdoor moves like this are why the public doesn’t trust the legislature or data center proposals. Regular citizens who had taken time out of their day to travel to Pierre or wait on Zoom for hours to testify on bills had the rug yanked out from under them, and then were treated poorly by the very people elected to represent them. When members of the public expressed their frustration at the process, they were publicly shamed and embarrassed.
The reality of our current legislature is that it is unlikely that tax exemptions or reimbursements for data centers will make it to the Governor’s desk this year. So why would a Senator pull such a bad-faith late amendment like this in the very first committee hearing? You don’t win trust with citizens acting like this – but you can get corporate campaign contributions.
