(Santa Ana, CA) – The Orange County Auditor-Controller’s Office released this year’s Popular Annual Financial Report (PAFR) for Fiscal Year 2023-24. Known as the Citizens’ Report, the PAFR is a summarized guide to the in-depth County Annual Comprehensive Financial Report (ACFR) with information from the 2023- 24 Fiscal Year which began on July 1, 2023 and ended on June 30, 2024.

The Citizens’ Report is an important resource with invaluable insights into how public funds are managed and allocated to serve the residents of Orange County. By presenting complex financial information in an easy-to-understand format, we aim to promote transparency and foster trust in County operations. It highlights major financial achievements, strategic investments, and ongoing efforts to ensure transparency and accountability to the community.

“This report reflects our commitment to sound financial stewardship and service excellence,” said Andrew Hamilton, Orange County’s Auditor-Controller. “We are proud to share how the County is making strategic investments to enhance the quality of life for residents while maintaining fiscal responsibility.”

Each year the Auditor-Controller’s Office chooses a County agency to highlight as part of the report’s theme. This year’s report features John Wayne Airport as our highlight agency and the crucial role they play in the County’s economic strength.

(Santa Ana, CA) – The Orange County Auditor-Controller’s Office has released this year’s Popular Annual Financial Report (PAFR), also known as the Citizens’ Report, a summarized guide to the in-depth County Annual Comprehensive Financial Report (ACFR). Both reports reflect information from the 2022-23 Fiscal Year which began on July 1, 2022 and ended on June 30, 2023.
“I am pleased to present the 2022-23 Citizens’ Report for the County of Orange,” said Orange County Auditor-Controller Andrew Hamilton. “In my tenure as the elected Auditor-Controller, this is the first Citizens’ Report I have the pleasure of overseeing. I am proud this year to highlight the CEO Budget and Finance Office whose tremendous work is leading to long term strength and stability for Orange County’s operations.”

Each year the Auditor-Controller’s Office chooses a County agency to highlight as part of the report’s theme. This year’s report focuses on the County CEO Budget and Finance Office, with an in-depth look at the department that is carried throughout this report using photographs, infographics and fun facts along with an overview of the crucial role the department plays in the financial planning for the County of Orange.
The prior report, for FY 2021-22, once again received the Award for Outstanding Achievement in Popular Annual Financial Reporting from the Government Finance Officers Association (GFOA) for the 20th consecutive year.

(Santa Ana, CA) –  Andrew N. Hamilton, CPA, was sworn in earlier this month as the 11th  independently elected Orange County Auditor-Controller, officially taking office at noon January 2, 2023. Mr. Hamilton won the election for the office in June 2022. 

“I am pleased to begin my term as the independently elected Auditor-Controller for the County of Orange,” said Hamilton. “My goal in this Office is to be a taxpayer advocate and foster transparency. I look forward to serving the taxpayers and the citizens of the County of Orange. I am grateful to them for the trust and support shown in electing me to this office.”

Prior to taking office, Mr. Hamilton most recently served as the Finance Director for the City of Yucaipa, previously served on the Lake Forest City Council and as the Chief Financial Officer at Mesa Water District.

Mr. Hamilton graduated from Taylor University in Upland, Indiana, with a Bachelor’s of Science in Accounting and Systems in 1992. He began his career at a Big 4 CPA firm in Irvine in 1992, obtained his CPA in 1995 and attained progressive accounting experience throughout his career at Walt Disney Company, Gambro Healthcare, GTC Telecom, Semitropic Water Storage District, DLC and Mesa Water District. Mr. Hamilton resides with his wife and children in Lake Forest, California.
