]]>Over the years, countries in the region have signed and ratified international agreements intended to protect these forests and address the environmental challenges and pressures they face. Governments have committed to numerous global and regional frameworks covering climate change, biodiversity conservation and illegal logging.
But signing an agreement is only the beginning.
The new State of the Forests of the Congo Basin 2025 (EDF 2025) report examines what happens after those commitments are made. It assesses how effectively agreements are being implemented and whether they are producing their intended results.
This focus makes the 2025 edition one of the most distinctive in the history of the State of the Forests series.
Previous editions concentrated primarily on the condition of the region’s forests, examining issues such as forest resources, land-use change, forest concessions and restoration. This year’s edition takes a different approach by focusing on the governance systems intended to protect them.
The report considers how Central African countries are translating international environmental commitments into policies, institutions, investments and actions.
Published in French, the 13-chapter publication subtitled ‘Mise en œuvre des conventions internationales sur l’environnement et les forêts’ evaluates the implementation of major agreements, including the Paris Agreement, the Convention on Biological Diversity, the United Nations Convention to Combat Desertification and the Convention on International Trade in Endangered Species. It also examines voluntary partnership agreements on forest governance and several regional treaties developed within Central Africa.
By considering how environmental agreements intersect with human rights, Indigenous Peoples and local communities, the report presents a comprehensive picture of the legal, institutional, social and political systems shaping the future of the Congo Basin.

Governments around the world are making increasingly ambitious commitments to address environmental pressures and advance sustainable development. Yet deforestation pressures continue, biodiversity is declining and many forest-dependent communities still face economic hardship. Governments are now compelled to balance conservation goals with development needs, while navigating limited financial resources and complex governance systems.
The report identifies effective implementation as one of the region’s central challenges. Although circumstances differ among Central African countries, many governments struggle to turn international commitments into workable national policies and action. This gap between ambition and delivery continues to limit progress.
“This volume is set against a global backdrop characterized by an increase in climate commitments, a growing awareness of biodiversity concerns, but also a proliferation of economic and political crises that complicate the conditions for implementing environmental standards,” said Abdon Awono, the Central African Forest Observatory – Center of Excellence (OFAC-CE) project coordinator at Landscape Alliance. “In Central Africa, these tensions often result in difficult trade-offs between the requirements of ecosystem conservation and the imperatives of economic growth, national sovereignty or social justice. Thus, despite the proliferation of regulations, the expected results in terms of combating deforestation, strengthening forest governance or valuing ecosystem services are struggling to materialize.”
The report documents persistent obstacles, including the difficulty of reconciling international expectations with national realities. It also recognizes significant progress made by countries across the region. Its recommendations call for stronger environmental governance, better coordination among institutions and measures to ensure international agreements deliver tangible benefits for forests and people.
As global attention increasingly turns to the Congo Basin, EDF 2025 presents a clear conclusion: protecting one of the planet’s largest tropical forest landscapes requires more than promises. It requires action, accountability and sustained political commitment.


Produced by OFAC, the technical unit of the Central African Forest Commission (COMIFAC), the 2025 report draws on expertise and experience from across Central Africa.
Researchers, legal experts, policymakers, regional organizations and civil society actors contributed to the publication. Participating institutions are based in Cameroon, Republic of Congo, Democratic Republic of Congo, Gabon, Central African Republic, Equatorial Guinea, Chad, Rwanda and Burundi.

]]>In Toumbokaha and the surrounding villages of the Katiola department in northern Côte d’Ivoire, this saying guides farming decisions. A 2020 study published in Agronomie Africaine and based on 37 years of weather data from central Côte d’Ivoire found that delayed and variable starts to the rainy season, false starts, shorter rainy seasons, seasonal droughts and water deficits pose risks to rainfed rice, including through poor timing of sowing.
The Agricultural Value Chain Development Support Programme (PADFA), with technical support from Landscape Alliance, helps farming communities respond to these risks by improving access to agrometeorological information, translating it into local languages and encouraging farmers to use it when making planting decisions.
Touré, a rice farmer since the late 1980s, gradually came to associate upland rice with repeated crop losses and eventually stopped cultivating it in 1998. Like many farmers in northern Côte d’Ivoire, he relied largely on planting traditions passed down through generations, without access to information about recommended sowing periods or careful planning. “Upland rice had discouraged us. We planted whenever we wanted, without knowing there were specific planting windows to follow,” Touré explains.
For years, unplanned sowing, combined with increasingly unpredictable rainfall, resulted in repeated crop losses. As the seasons became harder to anticipate, even Touré’s decades of farming experience could no longer reliably guide his planting decisions. He eventually shifted to irrigated rice production and left upland rice behind.
PADFA supports farmers by combining their knowledge and experience with timely, locally relevant climate information. Based on needs identified with farming communities, its agrometeorological advisories offer practical guidance that helps farmers choose suitable sowing windows and manage the risks associated with upland rice production.
To produce these advisories, Landscape Alliance manages agrometeorological stations across the five regions where PADFA operates: Hambol, Gbêkê, Bagoué, Poro and Tchologo. The stations automatically record rainfall, temperature and humidity. The data are then transmitted to the climate team in Korhogo for analysis.

“Our role is to turn climate data into practical recommendations that help farmers improve production across different value chains, particularly rice and vegetables,” explains Akaffou, climate information officer at Landscape Alliance.
The climate team in Korhogo uses the station data to prepare agrometeorological advisories in French. The advisories are then sent to community translators, including Touré. “As soon as I receive the agrometeorological advisories on my phone, I translate them into the local language, especially Tagbana,” he says.
Translation allows Touré to pass the advisories and information to other farmers. “I also share the advisories during our cooperative meetings and in our WhatsApp groups,” he says.
The messages also move beyond these networks. These channels reflect farmers’ own preferences. Community consultations across the five project regions identified WhatsApp, SMS, local radio, community meetings and agricultural extension services among their preferred ways of receiving climate information. The project then partnered with 12 local radio stations identified during the consultations as stations already listened to by members of farmer organizations. The stations broadcast the advisories in local languages.


Together, these channels help farmers receive guidance in a language they understand and a form they can use. For Touré, that guidance also changed how he viewed upland rice. “We realized that upland rice wasn’t the problem. The problem was our lack of knowledge. We simply didn’t understand the cropping calendar anymore,” he says.
Uncertainty remains, but farmers now have clearer guidance on recommended sowing windows for rice varieties with different growing cycles, together with weather forecasts they can consider alongside their own experience.
Touré says he began to see the effect of the broadcasts in farmers’ fields. “Some farmers quietly grew upland rice simply by following the agrometeorological advisories broadcast on the radio. When I went to see their fields, I saw the results for myself: the rice had produced a good harvest,” he recalls.
Touré later heard about Koné Pétai Félix, a farmer from the neighbouring village of Kofissioka who had acted on the radio advisories. Koné had made several failed attempts to grow upland rice since 2005. In 2024, he lost almost his entire harvest when the rain stopped while his rice was still at the stem elongation stage.
After hearing Touré explain the recommended sowing windows for three- and four-month upland rice varieties on the radio, Koné decided to try again. To limit his risk, he planted three hectares, compared with 16 the previous year, and followed the recommended sowing window.
Three to four months later, the results exceeded his expectations. “I’ve already harvested 25 bags, each weighing 50 kg, from two hectares, and I haven’t even finished harvesting the rest of my field yet.”

Beyond higher yields, the impact is tangible in the daily lives of farming households.
According to Koné, this is the first time he has harvested enough rice to meet his family’s needs and reduce the household’s spending on rice. The harvest also generates enough income to help cover his children’s school expenses.
Other farmers have followed Koné’s example. Touré points to Ouattara Jean, who he says reportedly harvested nearly 30 bags from one hectare after following the same sowing recommendations.
Touré says these harvests are encouraging farmers in Toumbokaha and Kofissioka, who had given up on upland rice to reconsider the crop. “Upland rice hasn’t changed. What has changed are the conditions for its success,” he says.
PADFA, with technical support from Landscape Alliance, provides agrometeorological advisories that farmers can use when planning their sowing.
“With climate change, no farmer can succeed alone. It is only through climate information that we can overcome these challenges,” Touré concludes.

]]>Produced from 1,000 hectares of sustainably managed acacia plantations in Tshopo Province, Democratic Republic of the Congo (DRC), the charcoal offers an alternative to fuel traditionally sourced from natural forests, helping reduce pressure on the Congo Basin while creating new income opportunities for rural communities.
Unlike traditional charcoal, which is typically made from indigenous trees harvested in natural forests, the new product comes from dedicated agroforestry plantations that are replanted after harvest, creating a renewable source of woodfuel.

The charcoal is the result of community agroforestry efforts in the Yangambi Engagement landscape, supported by Landscape Alliance through its Yangambi Engagement Landscape initiative since 2020, helping communities establish acacia plantations for sustainable wood fuel production.
Funded by the European Union, with complementary support from the UK Foreign, Commonwealth & Development Office (FCDO) and several other development partners, the initiative has helped establish a sustainable source of wood fuel while reducing dependence on charcoal produced from natural forests.
Following the first harvest in April 2026, producers supplied 5.6 tonnes of charcoal to urban markets in Kisangani, the capital of Tshopo Province, marking the beginning of a sustainable wood fuel value chain in the region.
The first market sales were officially celebrated during a launch ceremony in Kisangani, where Tshopo Provincial Minister of Environment, Sustainable Development and New Climate Economy Bijou Koy described the initiative as an important step towards meeting household energy needs while protecting forests.
“Today’s launch of the first production of renewable charcoal from acacia agroforestry plantations represents a major step forward for the Tshopo Province,” Koy said during the 19 June launch ceremony. “This initiative demonstrates that it is possible to meet part of the energy needs of our populations while reducing pressure on natural forests and creating economic opportunities for local communities.”


In Tshopo Province, an estimated 81 percent of households depend on charcoal as their primary cooking fuel, making woodfuel one of the leading drivers of forest degradation around Kisangani and the surrounding Yangambi landscape. As the city’s population grows, demand for charcoal is also rising, placing greater pressure on nearby forests.
“The arrival of renewable charcoal on the market demonstrates that restoring degraded landscapes can also create sustainable economic opportunities for rural communities. By planting useful trees and investing in agroforestry, farmers are showing that it is possible to contribute to the local woodfuel demand while protecting the Congo Basin’s natural forests,” notes Jolien Schure, coordinator of the Sustainable Wood-Energy team in the Yangambi Engagement landscape.
Community agroforestry has already transformed more than 1,000 hectares of degraded land in the Yangambi landscape into productive plantations managed on a rotational basis. This includes 850 hectares of acacia and 150 hectares of indigenous tree species, creating a sustainable source of woodfuel while contributing to landscape restoration.
Today, the producers are organized into ten sustainable woodfuel associations operating across 25 villages in the sectors of Turumbu, Yalikadja Yanonge, Yaokadja in Isangi Territory and Bengamisa sector in Banalia Territory, as well as the respective chiefdoms of Kombe and Yalihila. The associations have helped farmers coordinate production, share technical knowledge, and collectively develop a sustainable woodfuel value chain.
The programme has also improved the efficiency of charcoal production. Through training in improved carbonization techniques over several years, producers now use improved earth kilns and properly dried wood to maximize charcoal yields. As a result, charcoal recovery has doubled from about 11 percent with traditional kilns to 22–24 percent, meaning less wood is needed to produce the same amount of charcoal while reducing biomass losses and increasing producers’ returns.

Today, the first bags of renewable charcoal reaching Kisangani’s markets demonstrate how community agroforestry can generate both income and a sustainable source of cooking energy.
“This milestone reflects years of work supporting communities to establish plantations, improve charcoal production techniques and organize themselves into producer associations. The fact that farmers are now selling charcoal from trees they planted themselves shows that sustainable woodfuel production is no longer a concept but a functioning value chain that can continue to grow,” said Maxwell Kubi, agroforestry coordinator of the Yangambi Engagement Landscape initiative.
That transformation is also reflected in the experiences of farmers who once doubted the initiative.
“When we were first encouraged to plant acacias in the Yangambi landscape, many of us thought it was a strategy to take our forests. Now we are fully convinced of the benefits these trees bring to our daily lives,” said one landowner who attended the launch in Kisangani.
The commercialization of renewable charcoal is expected to strengthen rural livelihoods by creating a new source of income for farmers who established the plantations. Alongside crop production, managed tree production offers communities a more diversified and sustainable source of revenue while reducing dependence on wood harvested from natural forests.
Renewable charcoal is only one part of a broader effort to make household energy more sustainable in Tshopo Province. Reducing pressure on forests also means reducing demand for woodfuel and charcoal itself. To support that goal, the programme has promoted improved cookstoves that consume significantly less charcoal than traditional stoves.
According to Landscape Alliance data, improved cookstoves reduce charcoal consumption by about 45 percent, helping households lower cooking costs while reducing pressure on forests.

The promotion of improved cookstoves has also created new economic opportunities. Local artisans have manufactured and sold more than 80,000 improved cookstoves since 2022, while awareness campaigns across Kisangani have reached more than 80,000 households, encouraging families to adopt cleaner and more efficient cooking technologies.
Together, renewable charcoal and improved cookstoves address both sides of the challenge by creating a more sustainable supply of woodfuel while reducing demand for it.
Provincial authorities have also expressed support for expanding the approach. During the launch, Koy praised the vision of Tshopo Governor Paulin Lendongolia Lebabonga and reaffirmed the provincial government’s commitment to promoting renewable charcoal as an alternative to wood harvested from natural forests.

To encourage consumer uptake, Landscape Alliance, together with the Provincial Ministry of Environment, organized public awareness activities across Kisangani, including market demonstrations, community outreach and a fitness walk promoting renewable acacia charcoal and improved cookstoves. The campaign introduced residents to the new product while highlighting the environmental and economic benefits of sourcing charcoal from agroforestry plantations rather than natural forests.
For the communities that planted the first acacia seedlings six years ago, the arrival of renewable charcoal in Kisangani’s markets marks more than the launch of a new product. It demonstrates that agroforestry can help meet growing urban energy demand while restoring degraded landscapes, supporting rural livelihoods and reducing pressure on one of the world’s largest tropical forest ecosystems.

Healthy soil isn’t just dirt. It’s a living ecosystem, and one that’s central to food security, ecosystem restoration, climate action and biodiversity. It filters and purifies the water we drink, grows the food we eat, and makes landscapes more resilient to climate shocks. Degraded soil can’t do any of that.
So what does it take to restore it? And why does soil health matter so much more than we give it credit for?

]]>New research based on interviews with stakeholders – from the private-sector to government to Indigenous Peoples organizations – finds broad agreement that jurisdictional REDD+ (JREDD+) initiatives should incorporate social criteria alongside environmental requirements.
But concerns about what it actually means in practice, compared with the rhetoric, remain widespread. In part, that’s because JREDD+ has only begun to gain momentum.
“It’s new and hasn’t been widely discussed as yet,” said Vania Martínez, senior research associate in Rights and Environmental Justice with Landscape Alliance and one of three co-authors of the research brief.
Peru began work on projects under REDD+ in 2008 under the leadership of the Ministry of the Environment (MINAM).

Since then, concerns about the credibility of REDD+ have grown worldwide, while demand for voluntary carbon credits from project-based REDD+ has fallen significantly. That collapse is now driving greater interest in high-integrity carbon, with a focus not only on the validity of carbon credits but also on governance, transparency and respect for the rights of Indigenous Peoples and local communities (IP&LCs).
At the same time, donors and governments have been moving toward jurisdictional models of REDD+ that are seen as more credible and integrated than individual projects.
Based on 18 interviews conducted between June and August 2025 with private-sector representatives, Indigenous organizations, non-governmental organizations (NGOs), experts and government officials, the research finds broad agreement that high-integrity carbon has moved beyond a narrow “do no harm” standard to incorporate social criteria.
But beneath that consensus lie numerous questions and concerns among local communities and stakeholders about what JREDD+ and high social integrity mean in practice.
REDD+ efforts initially centred on forestry-sector measurements, with limited attention to social safeguards, fueling tensions with IP&LCs in whose territories projects were sited. Pressure from donors and rights advocates later pushed social criteria into the definition of credit integrity, initially with the 2010 Cancún safeguards (agreed during COP 16), which established a more limited “do no harm” framework, and more recently toward a concept that weighs carbon and social impacts together more rigorously.
“A jurisdictional approach from a governance perspective is a way to address investment, drivers of deforestation, including all of the underlying causes, and come up with another – sustainable – way of supporting development in your jurisdiction,” said Anne Larson, a principal scientist with Landscape Alliance and co-author of the brief, as well as a newly published review of three JREDD+ landscapes: Brazil, Indonesia and Peru.
High-integrity carbon with a strong social element is necessary for success, but proponents also need clear tools and objectives, said co-author Gabriela Gonzales Malca, a senior research Associate in Environmental Governance with Landscape Alliance.


“People talk about it, but when it comes to putting it into practice, it tends to crash,” added Gonzales Malca. Several NGO representatives interviewed during the research voiced similar scepticism. One Indigenous expert warned that if not fully and properly implemented, a JREDD+ initiative could be reduced to a profit-driven market with no benefit to local communities.
Asked by researchers to rank priority aspects of high integrity, stakeholder groups diverged.
NGOs emphasized financial accountability and equitable benefit sharing, noting that 70 percent of credit value is meant to reach forest stewards. Indigenous organizations prioritized inclusive governance and financial sustainability. Experts treated clearly defined rights and benefit sharing as a prerequisite for everything else. The private sector prioritized land rights and formal titling, citing the cost and legal certainty operators need.
Nearly all groups converged on “inclusive governance” as a touchstone, but Martínez said the concept is understood so broadly that it is hard to translate into practice and difficult to measure on the ground. As a result, verification too often defaults to well-known carbon metrics or document compliance.
The sharpest divide involved sociocultural priorities – Indigenous governance recognition, an intercultural approach and territorial flexibility – championed almost exclusively by Indigenous leaders.
Asked which stakeholders already promote high social integrity, survey respondents described a fragmented landscape: NGOs cited PROFONANPE (the Peruvian Trust Fund for National Parks and Protected Areas); officials pointed to the Peru Carbon Forum; and Indigenous organizations and experts most often named Grupo Perú, and its incipient and ambitious Indigenous-led jurisdictional REDD+ programme.
Most recently, Peru’s innovative JREDD+ approach has been jointly led by MINAM and Grupo Perú – a coalition of the Interethnic Association for the Development of the Peruvian Rainforest (AIDESEP), the Confederation of Amazonian Nationalities of Peru (CONAP) and the National Association of Executors of Contracts for the Administration of Communal Reserves of Peru (ANECAP).
It has been described as the world’s first jurisdictional REDD+ programme on Indigenous lands, in which Indigenous organizations act as strategic decision-making partners rather than simply beneficiaries. It builds on the Amazon Indigenous REDD+ (RIA) approach, promoted by AIDESEP, that set the recognition of collective land tenure, effective participation in decision-making, and equitable access to benefits as minimum conditions in early discussions of REDD+.

Most Indigenous participants interviewed agreed Grupo Perú’s approach represents a meaningful step toward high integrity because it integrates community decision-making, benefit sharing and consultation across all territorial communities, Gonzales Malca said, calling it “an important approximation for high integrity.”
But Larson cautioned that Grupo Perú alone does not constitute a full jurisdictional approach, since deforestation drivers largely originate outside Indigenous lands.
“This means Grupo Perú not only needs to continue to work well with the Ministry of the Environment, but also that other government ministries need to be deeply involved, which seems unlikely,” she said.
Without policy coherence – aligning REDD+ with land titling, investment and enforcement against illegal activity – external pressures could undermine climate outcomes even where communities manage territories well, the authors write.
Martínez said she was struck, in an interview with a Ministry of the Environment official, by how much faster Grupo Perú was moving on JREDD+ than the state itself, which has other priorities.
A former MINAM official agreed it is premature to call JREDD+ high integrity while roadmap consultations are just beginning, instead proposing a concrete test: whether free, prior and informed consent includes – and genuinely benefits – every community.
Those, the authors conclude, are key indicators of whether high (social) integrity amounts to more than rhetoric.

]]>At first glance, the animal might be mistaken for a possum, and the two do share the same lineage. But the fluffy creature belongs to a family more usually associated with the Australian desert, red sand, big jumps and powerful kicks. It’s a kind of kangaroo.
In fact, the ancestors of all kangaroos lived in trees. When Australia started to dry out around 15 million years ago and forest cover shrank, these animals adapted to life on arid ground — hopping included. Millions of years later, the region’s forests expanded again, and some kangaroos returned to the trees: biologists believe they occupied the niche that monkeys now fill in other tropical forests.
Today, there are 14 described species of tree kangaroo — mostly on the island of New Guinea, with two species in northeastern Australia. These elusive, arboreal marsupials spend most of their lives in rainforest canopies and inhabit some of the most inaccessible and under-researched forests on Earth. As a result, there’s a lot we don’t know about them, including the size of their populations and how endangered they might be. One species, the Wondiwoi (Dendrolagus mayri), is an extreme example: the animal has been confirmed just twice, with a 90-year gap in between.
Since 2023, these cryptic animals have been celebrated through a dedicated International Day— 21 May. It remains to be seen if this increased visibility will help to preserve their populations and the forests they call home.

The animals’ cuteness could definitely weigh in their favour. Zoologist Lisa Dabek, who first encountered tree kangaroos in Seattle’s Woodland Park Zoo over 35 years ago, remembers being captivated by them. “Once you learn about them, there’s no going back,” she said.
She wasn’t exaggerating. Researching and protecting the species has become her life’s work. After writing her doctoral dissertation on tree kangaroos’ reproductive biology and behaviour, she travelled to the Huon Peninsula in northeastern Papua New Guinea (PNG) to research the conservation status of a species endemic to the area, the Matschie’s tree kangaroo (Dendrolagus matschiei), a difficult-to-spot species known locally as the “ghost of the forest”.


Dabek interviewed locals who hunted the animals for food and fur, and they reported that the populations seemed to be declining, with the animals found much less frequently and further from villages than in the past. “Pretty immediately [the research] became about: how can the local communities create a sustainable resource?” she said. Together, they began to explore the idea of setting some land aside as a ‘wildlife bank’ where the animals could breed safely, and then the young could disperse to other areas.
For elders in the community, the idea resonated. “They said to me, ‘Lisa, this is not a new concept,’” she said. Before missionaries came to the area, there were sacred ‘tambu’ places where people weren’t allowed to go. “But when they were missionized, they were told to give up those practices,” said Dabek. “That’s when I think the over-hunting really started.”
Ten years and many discussions later, the peninsula’s communities created PNG’s first conservation area — called YUS after the Yopno, Uruwa and Som rivers that flow through it. They designated some areas as no-hunting zones, and ruled out large-scale extractive activities like industrial logging and mining. Meanwhile, the Tree Kangaroo Conservation Program (TKCP), which supports YUS, attracts funding that provides local communities with social benefits including health services and livelihood options.
“People see that it’s because of the tree kangaroos that there are people who are interested in helping them,” said Modi Pontio, TKCP’s executive director. “So they’re much less motivated to hunt them than in the past.” That’s making an impact on the population, with hunters seeing tree kangaroos closer to villages, and ecological monitoring also suggesting rebounding numbers.

Several hundred kilometres to the southwest, the communities of the Managalas Conservation Area (MCA) are yet to decide how to tend to their own tree kangaroo populations. The area is home to at least two species — the Doria’s tree kangaroo (Dendrolagus dorianus), which is classified as Vulnerable on the International Union for the Conservation of Nature (IUCN) Red List, and the Goodfellow’s tree kangaroo (Dendrolagus goodfellowi), classified as Endangered.


It’s tricky to spot them in the wild, especially as mammal populations around most of MCA’s villages are relatively small due to hunting pressure. However, the Doria’s has been captured on MCA’s new camera traps. “We often see them in villages and markets after they have been hunted,” says Will Unsworth, PNG program manager for Landscape Alliance, which is supporting MCA with funding from the European Union. Meanwhile, he says, “we have heard stories, but not yet gathered evidence that the Goodfellow’s tree kangaroo was more widespread and is now quite limited.”

Across the Managalas Plateau, a number of tambu places, where no one hunts or enters for any other purpose, remain. But hunting pressure elsewhere is strong, given the growing — and largely protein-deficient — population. That’s why conservation efforts now involve providing new protein sources and livelihoods through chicken, pig and fish farms. As Pontio pointed out: “If they’re going to stop eating tree kangaroos because they see the value in maintaining them, then we also need to try to provide alternatives.”

]]>“Seeds for Self-Reliance: Economic Empowerment of Smallholders through Certified Legume Production”, implemented by Action Against Hunger (AAH), is part of wider efforts to promote sustainable agricultural growth through partnerships between communities, the private sector and development organizations.
The initiative is funded through the financial matching grant component of the Zambia for Agroforestry, Biodiversity and Climate (Z4ABC) project, funded by the European Union and implemented by Landscape Alliance in partnership with the Government of Zambia.
Z4ABC works to strengthen climate-resilient and nature-based value chains while creating economic opportunities for rural communities across the Lower Zambezi–Luangwa–Nyika (ZLN) corridor.
The new initiative aims to improve access to certified legume seeds for smallholder farmers in Nyimba, Petauke and Katete districts. Through the EU Z4ABC Financial Matching Grant Programme, AAH received a grant of EUR 50,000 to support certified seed production, processing, quality assurance and market development.
The grant forms part of a broader investment package managed by Landscape Alliance in collaboration with Prospero Limited. Under the programme, a total of EUR 715,218 has been awarded to 13 small and medium enterprises (SMEs) operating across five nature-based value chains: certified legume seeds, bamboo, wild mushrooms, caterpillars and community-led ecotourism.

Speaking during the launch, Patricia Masikati, Z4ABC project manager and systems scientist at Landscape Alliance, emphasized the strategic importance of investing in entire value chains rather than isolated production activities.
“The grant component supports the sustainable scaling of the entire legume value chain, from certified seed production and processing to quality assurance, certification and strategic market development across three key project landscapes,” she said.
Her remarks reflected Z4ABC’s wider aim of connecting research and entrepreneurship to create sustainable livelihood opportunities while conserving biodiversity and strengthening climate resilience.
Eastern Province Permanent Secretary Paul Thole welcomed the programme as a practical contribution to Zambia’s economic transformation agenda.
He described agriculture as the “bedrock for job creation, food security and rural transformation,” noting that investments that strengthen agricultural productivity and market access are critical for improving rural livelihoods and stimulating local economies.
For Action Against Hunger, the programme offers an opportunity to address one of the key constraints facing smallholder farmers: access to quality seed.
Action Against Hunger Zambia Country Director Mary Khozi said the financial matching grant could strengthen local seed systems and create sustainable market opportunities.
“The financial matching grant directly bridges the critical gap in access to high-quality certified seed supply while unlocking sustainable market linkages for smallholders,” she said.

Improved access to certified seeds is expected to increase productivity, enhance food security and create new income-generating opportunities for farming households. Strengthening local seed production systems could also reduce dependence on external seed sources while promoting more resilient agricultural value chains.
The launch also highlighted the growing role of private sector investment in supporting sustainable development. Through the matching grant mechanism, the Z4ABC project is helping enterprises scale up operations, create green jobs and develop business models that support both environmental sustainability and economic growth.
By combining scientific research with private sector investment, Landscape Alliance aims to translate green growth policies into tangible benefits for communities living in Zambia’s biodiversity-rich landscapes.
Beyond the launch, representatives from Landscape Alliance undertook a field mission from 2 to 4 June 2026 to engage with nine other enterprises funded through the EU Z4ABC Financial Matching Grant Programme across the ZLN corridor.
The visits provided an opportunity to assess progress, strengthen partnerships and better understand how grant-funded businesses are contributing to local development and sustainable natural resource management.
Among the enterprises visited were Nutri Aid Trust, AAH, Forest Africa, Penial Agri, Kagezi Seed, Nokamu Enterprises Limited, Tience Limited, Good Nature Agro Products Limited and Sheni Agri. These organizations represent a diverse portfolio of businesses working across agriculture, forestry, biodiversity conservation and nature-based enterprises.
The field visits showed how strategic investments in sustainable value chains can contribute to improved household incomes, food security and employment opportunities while creating stronger incentives for environmental stewardship.
As Zambia pursues climate-resilient and inclusive economic growth, initiatives such as the EU Z4ABC Financial Matching Grant Programme are supporting local entrepreneurship and building thriving rural economies.
For communities participating in these value chains, the potential benefits extend beyond production and income to more resilient livelihoods across the targeted landscapes.

The Convention on Biological Diversity (CBD) COP addresses biodiversity and nature. And the United Nations Framework Convention on Climate Change (UNFCCC) COP focuses on climate change.
So, why three?
While the three conventions have different mandates, the issues they address are closely connected. What happens to forests and other landscapes can affect biodiversity, climate and the health of the land. And efforts to tackle one of these challenges can also support action on the others.
This year, all three COPs are taking place, starting with UNCCD COP17 in Ulaanbaatar, Mongolia.
So what does this mean in practice? And why do healthy landscapes matter across all three?

]]>But another question is equally important: who has access to the knowledge, resources, training and opportunities that shape those systems?
Through the Quality Tree Seed for Africa (QTS) project, researchers and practitioners have been exploring how gender equity and social inclusion (GESI) influence participation in tree seed systems — from seed collection and cooperative leadership to training opportunities and decision-making.
While the barriers experienced by different groups vary across Kenya and Rwanda, a common challenge is ensuring that access to information, training and leadership opportunities extends beyond a few individuals and networks.
The findings suggest that inclusion means more than ensuring women or young people are present. It also depends on whether they can influence decisions, express their needs and aspirations, share their knowledge, access opportunities and share in the benefits that tree seed systems create.
For many rural households, those benefits extend beyond restoration. Access to tree seed, knowledge and training can influence food security, income opportunities and the products that trees provide to households and communities. As farmer Susan Njau from Laikipia County reflected after participating in a project-supported training, integrating trees into farming systems can support both environmental restoration and household nutrition and income.

In many restoration and development projects, participation is often measured by numbers. How many men and women attended a training? How many young people or people with disabilities participated?
While these indicators matter, they do not always reveal who is actively involved in decision-making or who gains access to new opportunities.
The project therefore worked with cooperatives and partner organizations to think differently about participation — moving from unequal levels of participation, where some voices dominate while others are silenced, towards more egalitarian, interactive participation. This involved broadening access to training and encouraging influence and voice beyond a small group of representatives.
The goal was not simply to increase attendance, but to ensure that more people could benefit from learning opportunities and contribute their perspectives.
A gender analysis conducted through the project explored how social norms, roles and responsibilities influence participation in tree seed systems. Across the sector, in both countries, actors called for stakeholders to come together to discuss gender equity and social inclusion and build related capacity. As a result, the project held a number of contextual dialogues and locally rooted workshops to increase the focus on GESI within the tree seed sector.
Training sessions encouraged participants to reflect on the difference between biological sex and socially constructed gender roles, and how these can shape access to information, mobility, income opportunities, leadership opportunities and decision-making.
Participants also reflected on how experiences can differ across households, communities, and regions. While many described positive changes from rigidly divided gender roles to more equal roles and opportunities compared to previous generations, they also discussed the challenges that can still limit participation.
A central theme of dialogue during the workshops was Men Engage: Journeys of transformation, which examined how gender norms also affect men and how men, in all their diversity, can be part of dismantling gender inequalities and create more egalitarian communities and societies.

Discussions during project activities highlighted the importance of understanding different priorities within communities. During a World Environment Day training in Kenya, participants reflected that women and men may value different tree products and benefits because of gender roles and different levels of access to trees and land, reinforcing the importance of including diverse perspectives in restoration planning.
Importantly, conversations during workshops unearthed how gender is not the only aspect of social identity associated with disparities in access to resources and opportunities. Ethnicity, educational level, sexuality, dis/ability, marital status, nationality and age can also shape a person’s or group’s experience of privilege and discrimination.
Augustin Kimonyo, an East African expert on Men Engage programmes, and Katrine Gro Friborg, Kenya country lead for the Quality Tree Seed for Africa project at Landscape Alliance, led the GESI workshops. Both said that open debate about gender norms and cultural roles is necessary to create space for change. Positive gender-equitable transformation does not happen overnight, but requires continuous dialogues, contextual attention and actions.
Cooperatives and local NGOs have been important entry points for the project.
Rather than treating gender and social inclusion as a compliance requirement, the project sought to build the capacity of partner organizations to reflect on their own approaches to community engagement.

During the workshops, the NGOs analysed their own community engagement strategies. Many noted that their current outreach often targets male heads of households and male community leaders, thereby missing the needs, perspectives and knowledge(s) of most community members. The NGOs further acknowledged that project schedules often conflict with women’s domestic responsibilities. They agreed that “business as usual” in restoration often inadvertently increases women’s labour without increasing their control over the benefits.
The goal was not simply to increase participation, but to support organizations to reflect on whether opportunities and information were reaching a broad range of people within their communities.
“We encourage reflections and dialogues on how to move away from participation — for example ‘women’ or ‘youth’— being a box-ticking exercise,” said Friborg. “The focus was on understanding who is being reached, who is not, and how organizations can adapt their approaches, rooted in local agency, so that more people have a meaningful voice and can progress from passive to interactive participation in restoration and tree seed systems.”
Through workshops and discussions, partner organizations explored ways to strengthen participation by women, Indigenous Peoples, and other community members with limited voice, while reflecting on how their own engagement approaches could become more inclusive.

One component of the training process focused on learning from each other and from other grassroots-led initiatives about how to move from reflection to action.
Using a Vision Journey approach, participants analysed and explored how gender norms can influence tree seed activities and cooperative governance before identifying practical actions they could implement within their organizations.
For some, this meant encouraging and supporting more women to take on leadership roles, while working to change male-dominated decision-making norms and create more egalitarian and inclusive structures. Others discussed improving how training opportunities are shared, creating more opportunities for youth participation, or strengthening the way knowledge is communicated within cooperatives.
A recurring theme was that building more inclusive tree seed systems requires both women and men to be involved. Participants also said that recognizing and working with traditional and Indigenous ecological knowledge of trees and seed was essential to improving inclusion in the tree seed sector. Knowledge of native tree species, in particular, may be lost if it is not passed from older to younger generations, while exotic species and monoculture landscapes are continuously prioritized for income and export markets. Participants said that the involvement and rights of Indigenous Peoples and elders with ecological knowledge are key to a sustainable tree seed sector.
Participants developed action plans that could be implemented within their own organizations and communities, helping to translate discussions into practical steps.

One of the strongest messages emerging from the workshops was the demand for practical resources that participants could take back to their communities.
Both women and men expressed interest in simple materials explaining key concepts, terminology and approaches discussed during the training sessions. Participants said they wanted resources they could use during cooperative meetings, church gatherings and community discussions to continue conversations about inclusion and participation.
That feedback directly informed the development of a GESI booklet through the project, helping to translate workshop discussions into practical resources that participants could share with others in their church groups and community gathering settings.
“The training challenged us to think differently about how we engage communities,” reflected one participating practitioner. “Inclusion is not only about inviting people to meetings. It is about creating space for people to contribute and influence decisions.”
The importance of sharing information beyond workshop participants was echoed during project activities in Kenya. Catherine Wachira, a member of GROOTS Kenya, said that “often, inaction stems not from lack of resources but from lack of information and awareness.” Ensuring that knowledge reaches beyond a small group of representatives remains central to building more inclusive tree seed systems.
Several participants also emphasized that the knowledge gained should not remain with those who attended the workshops. Instead, they saw a responsibility to bring those discussions back to cooperatives, churches and community groups so that more people could take part.

Tree seed systems depend on people: seed collectors, forest and seed custodians, nursery operators, cooperative members, extension agents, and farmers.
The experience of the Quality Tree Seed for Africa project shows that strengthening inclusion goes beyond who attends a training. It depends on how knowledge is shared, whose perspectives are heard and whether opportunities to learn and contribute reach a broad range of people.
For cooperatives, NGOs and restoration practitioners, these reflections are a reminder that stronger tree seed systems require technical knowledge and broad access to opportunities to participate, contribute and learn.

]]>This August, the country will host COP17 of the UN Convention to Combat Desertification (UNCCD), putting land restoration, drought, rangelands and pastoralism at the centre of two weeks of global negotiations in Ulaanbaatar.
Mongolia is a pointed choice of host. It is the first country in East and Central Asia to hold a UNCCD COP and put restoration at the centre of national policy while contending with degradation across most of its territory. Its vast rangelands underpin herder livelihoods and food security but are increasingly squeezed by climate change, overgrazing, drought and thinning pasture. COP17 doubles as a stage for the UN International Year of Rangelands and Pastoralists (IYRP 2026), a Mongolian-championed campaign that puts the roughly 500 million people dependent on rangelands squarely on the agenda.
It’s against this backdrop that The World Wildlife Fund (WWF), in partnership with Landscape Alliance, the Coalition of Action for Soil Health (CA4SH) and several other partners, is hosting a field trip that will take participants out of Ulaanbaatar— a capital that holds nearly half of Mongolia’s population — and into Gorkhi-Terelj National Park. There, they will connect with community representatives, herders, local governments and youth groups, learn about community-led initiatives and practical examples of combating desertification, and stay overnight in traditional gers (yurts).
“It’s a great way to get people out into the landscape and up close with some of the issues that the conference is trying to address,” said Leigh Winowiecki, co-lead of CA4SH and Soil and Land Health research theme lead for Landscape Alliance.
This isn’t entirely new ground for Landscape Alliance. In 2025, the organization was in Gorkhi-Terelj for FAO’s Fourth Session of the Committee on Forestry Working Group on Drylands and Agrosilvopastoral Systems and the Third Drylands School.

Also in 2025, Landscape Alliance partnered with the Sustainable Fibre Alliance to run Mongolia’s first Land Degradation Surveillance Framework (LDSF) training. The LDSF is a monitoring tool that Landscape Alliance scientists first developed in 2005 and have since applied in more than 40 countries across the tropics to give researchers, communities and policymakers a consistent way to track soil and land health over time.
That’s a particularly critical task in Mongolia. Grasslands cover about 70 percent of the country’s landmass and directly support the livestock-based livelihoods of much of the population. According to the UNCCD, nearly 77 percent of the country’s land is already degraded, a figure that puts it at almost double the global average. “Droughts are hitting harder and more often, and the annual number of days with sand and dust storms has more than tripled since the 1960s,” said Battsetseg Batmunkh, UNCCD COP17 president-designate and Mongolia’s minister for foreign affairs.


The country is not the only one feeling the impacts of land degradation first-hand. Across the planet, land degradation affects up to 40 percent of land, with severe impacts on the building blocks of human life and society, including food production, water availability, livelihoods and economic stability. That’s the critical context in which UNCCD COP17 enters. Its theme ‘Restoring Land, Restoring Hope’ emphasizes that the convention represents “not only an environmental agenda, but a development and resilience priority,” according to UNCCD Executive Secretary Yasmine Fouad.
“As drought intensifies and land degradation accelerates, the conference must drive practical, investable solutions — from restoring degraded land and soils to strengthening the land–water nexus — so that communities can thrive,” she said.

Mongolia is just one front in a much broader restoration push that Landscape Alliance scientists are bringing to COP17. Signed with the European Union in December 2025, Thrivelands is a EUR 20 million initiative designed to accelerate sustainable land management across the world’s drylands. At COP17, the initiative will be unveiled to a global audience through the Ministerial Segment and the Business 4 Land Forum, bringing its ambitions directly into conversations with governments, investors and other partners.
That builds on other EU-backed work already underway. Since 2020, Landscape Alliance has provided technical guidance and cross-project learning to Landscapes For Our Future, a European Commission program supporting more than 20 integrated land management projects across the Global South, from Bolivia to Cambodia.
And in West and East Africa, the second phase of Regreening Africa, which restored more than 217,000 hectares of degraded land and supported over 156,000 households in its first phase, is now under way across seven countries, several of them along the Great Green Wall. Data from that Great Green Wall work — which will be displayed in a pavilion devoted to the topic at UNCCD — now feeds into the Knowledge for Great Green Wall Action (K4GGWA) project.

Rangelands like Mongolia’s steppe cover roughly 54 percent of the Earth’s terrestrial surface, hold some 30 percent of global soil carbon and support the traditions and livelihoods of more than 500 million pastoralists worldwide. Yet despite that scale, the ecosystem remains chronically understudied. In a review of more than 6,000 publications on landscape restoration, Landscape Alliance’s soils team found that forests accounted for 78 percent of the research attention, while grasslands drew just 6 percent.
That data gap is part of what field-based monitoring work, like that done under the LDSF, seeks to close. In Kenya, Landscape Alliance has applied the framework across the Laikipia Conservancies and the Amboseli Ecosystem, working with the Nature Conservancy and the Amboseli Ecosystem Trust to track vegetation change, soil carbon and rangeland condition over time.
This work has fed into STELARR (Sustainable Investments for Large-Scale Rangeland Restoration), a Global Environment Facility-funded project to channel private-sector profits from rangeland-dependent supply chains, including Mongolia’s cashmere trade, one of the value chains it targets, back into restoration.

For Winowiecki, who has been advocating on the importance of soil health for decades, the space and attention devoted to the topic at this year’s conference is gratifying. Until COP16 in Riyadh, Saudi Arabia in 2024, soil health wasn’t mentioned specifically in the convention. It was considered to come under the banner of land health, but tended to be neglected.
Then, a specific decision on restoration of soils on agricultural lands (Decision 19) made it into the agreement. Rangelands and pastoralism, another historically neglected area, also featured (Decision 29). “This is a landmark decision that recognizes the critical role of healthy soil in advancing the global restoration agenda,” said Winowiecki.
This year, it’s all systems go. For the first time, UNCCD is celebrating Food Systems and Soil Health day — scheduled for Thursday, 27 August — for which Landscape Alliance and CA4SH form part of the steering committee. They’re also hosting a soil health leadership dinner. “We have a real agenda,” said Winowiecki.
Elsewhere at COP17, Landscape Alliance scientists are contributing to more than 25 side events, highlighting how landscape restoration can deliver for nature and people. These include the official Food Systems and Soil Health Day, the UNCCD’s Business 4 Land initiative and a training session on sustainable landscape management.
Meanwhile, the Global Landscapes Forum (GLF) comes ready to build on momentum from the recent GLF Africa 2026 conference ‘Stewarding Our Rangelands’, as well as regional dialogues, digital campaigns and work with communities around the world. “UNCCD COP17 comes at a critical moment to move from global commitments to action that is visible in landscapes and meaningful to the people who depend on them,” said GLF’s Director, Kamaluddin Prawiranegara.
“We want to help bring together science, policy and finance with the lived experience of local communities, Indigenous Peoples, youth and restoration practitioners. We see COP17 as an important opportunity to bring locally led solutions to the forefront, strengthen investment in healthy and resilient landscapes, and ensure that the people stewarding the world’s lands are not simply part of the conversation, but are shaping the decisions, solutions and benefit-sharing that follow.”

Given that slant, one of the most exciting things planned for Food Systems and Soil Health Day, says Winowiecki, is its close: youth-led programming including the launch of an implementation plan for the Youth4Soil Manifesto, launched on World Soil Day (December 5) in 2025. “It’s the perfect way to end the day: on the youth voices and how they can carry it forward,” Winowiecki said.
For Landscape Alliance CEO Éliane Ubalijoro, the Mongolia trip and the wider COP17 push reflect the organization’s broader strategy. “Soil health is where restoration begins,” she said. “It is reflected in the land’s ability to nourish crops, sustain biodiversity and support the farmers, pastoralists and communities whose lives depend on it. At Landscape Alliance, we are bringing together cutting-edge research, advanced landscape monitoring and community knowledge to understand how landscapes are changing, guide investment to where it is needed most and ensure restoration delivers lasting results.”

]]>Namba was too young to remember the eruption, but 75 years later, its imprints remain in the rich volcanic soil that surrounds his village of Kawowoki, on Oro Province’s Managalas Plateau — soil that’s turned out to be ideal for growing Theobroma cacao, the shrubby plant that yields the raw ingredients of chocolate.
So alongside his pastoral duties, Namba grows cocoa, tending seedlings in bamboo tubes until they’re strong enough to plant out in the bush. He also buys wet beans from other cocoa farmers and sun-dries them on sheets of corrugated iron, to sell to buyers beyond the Plateau.
“Right now, I’m trying to make a fermenter so I can dry them faster and improve the quality, because sometimes the ones I dry get rejected,” he tells me across a spread of reddish-brown beans.
Namba’s story is Papua New Guinea (PNG) cocoa in a nutshell: volcanic soil, generations of knowledge, world-class beans… and a lot of effort to get them out of the bush, properly processed, and into a market that will pay for them.

Across the Managalas Plateau, the evidence of cocoa’s complicated past is visible from the road: leggy, lichen-covered trees, planted decades ago and then abandoned. The Plateau is isolated; getting beans to market is expensive and unreliable, and fluctuating international prices left many farmers feeling that the crop just wasn’t worth their time.
But inspired by rising global cocoa prices, driven by production shortfalls in West Africa, some Managalas landowners have started tending to those old trees and planting new ones. This time, they have support. Local NGO Managalas Conservation Foundation (MCF), backed by Landscape Alliance and the European Union (EU), has been mapping cocoa presence and volume across the Plateau.
Clan groups are now planning a network of warehouses to store cocoa alongside other commodities, such as coffee, okari nuts, vanilla, eggs and vegetables. This will make it easier to pool transport costs, maintain quality standards, and meet the traceability requirements that new legislation such as the EU Deforestation Regulation demands of exporters.
Cocoa makes sense for PNG. Theobroma cacao thrives in tropical climates, rich volcanic soils and dappled shade: an easy fit with local agroforestry practices and a strong incentive to keep rainforest canopies intact. The country’s mountainous terrain also offers a degree of climate resilience, since growers can shift to higher elevations as temperatures rise. And around 97% of PNG’s territory is customarily owned, meaning most rural families have land on which to farm.
People have grown cocoa here since 1884, when Samoan businesswoman Emma Coe — now the namesake of PNG’s largest local chocolate retailer — planted the first Theobroma tree in Kokopo, East New Britain. Today, Indigenous smallholders produce more than 95% of the country’s cocoa, with around two million of the archipelago’s 11 million people depending on it as their primary income source.
When they’re processed properly, PNG’s beans are prized. The country’s diverse climatic conditions and soil types produce a range of distinct flavour profiles that single-origin chocolate makers and connoisseurs actively seek out. Last year, PNG Prime Minister James Marape urged the country’s millions of smallholders to capitalise on that interest. “The world wants what we grow,” he said, “and they are willing to pay top prices for it. Our gold is not only in the ground. It is in our gardens.”


But the gap between PNG’s potential and its smallholders’reality is wide.
“Historically, farmers in PNG called cocoa the ATM: it was just something you went to when you needed a bit of cash,” says University of Sydney cocoa research fellow Tom Swan. That changed from 2006, when the cocoa pod borer Conopomorpha cramerella spread through the country, damaging developing pods and slashing yields. Intensive pest and disease management became necessary: a considerable ask for subsistence farmers with little support.
In Managalas, there are no certified nurseries or budwood gardens in the province, which limits farmers’ access to quality planting material. “This means that many new cocoa farmers are using the old, long-abandoned cocoa trees for seeds,” says Will Unsworth, Landscape Alliance’s PNG Program Manager. “These older varieties are less tolerant to pests and disease, and ultimately produce lower volumes than newer varieties can.”
Soil depletion is another constraint. “Many people in PNG rely on the inherent soil capacity, because many cocoa-growing soils are volcanic, alluvial, or raised coral reef soils — all very rich in minerals and nutrients,” Swan says. “But that depletes over time, and if farmers don’t replenish the nutrients, crop yields will decline dramatically.” Simple interventions like trenching discarded pods or composting around trees can help; fertilizer is usually too costly.
Then there’s the matter of processing. After harvest, beans need to be fermented and dried properly to develop flavour and prevent spoilage. Some Managalas growers handle this themselves, as Samuel does with his corrugated iron sheets and improvised fermenter. Others sell wet beans to processors locally or in Popondetta. But the quality of those processors varies, and inconsistent output limits access to higher-value markets.
“Smoke tainting has haunted PNG beans in the global marketplace,” says Howard-Yana Shapiro, a global cocoa expert and distinguished senior fellow at Landscape Alliance. Around 20 years ago, the country’s reputation for smoke taint — caused by leaks in wood-fired dryers — “halved the purchasing of their beans.” Mould from poor post-harvest storage has compounded the problem.
Alongside these farm-level and processing challenges, “the process of getting a licence to grow, ferment, buy, sell and export cocoa is difficult and opaque,” Unsworth says. “This represents another limit to access for many farming communities.”

The warehouse network that Managalas’ communities and their conservation partners are building is designed to address several of these constraints at once: secure, collective storage; shared transport; consistent processing; and the documentation trail that export markets increasingly require.
This sort of systemic support has already made a difference elsewhere. In the Autonomous Region of Bougainville, communities that committed to cocoa and straightened out their value chains are now reaping rewards from rising prices. The model they used — the One Health Initiative led by University of Sydney’s David Guest — “includes much more than production; it is a systematic plan for the communities’ health and welfare,” says Shapiro. “It has now been adopted widely.”
That’s the kind of model Managalas is aiming for. It’s slow going: the infrastructure is still being developed and trust is being re-established with buyers across the value chain. But across the Plateau, farmers like Samuel Namba are showing that cocoa’s future will not come from the beans alone. Instead, it will depend on the systems built around them: from seed stocks and fermentation to roads, warehouses and markets.

]]>Through the Quality Tree Seed for Africa (QTS) project, Landscape Alliance has combined technical analysis with broad stakeholder engagement to support national policy processes in Kenya and Rwanda. By bringing together government agencies, researchers and other key actors across the tree seed sector, the project has helped identify practical opportunities to strengthen the policy and institutional environment supporting tree seed systems.
Although each country has followed a different pathway, both show how combining technical evidence with sustained dialogue across the tree seed sector can help governments identify priorities, refine policy and support implementation over time.

Kenya has committed to planting 15 billion trees by 2032. Achieving this ambition depends on producing more seedlings and on policies that support access to diverse, high-quality planting material and enable the many organizations and communities that contribute to restoration.
Through technical analyses of Kenya’s tree seed sector and policy environment, combined with broad stakeholder engagement, the project identified practical opportunities to improve the enabling environment for Kenya’s tree seed system. These included stronger recognition of native tree species, clearer institutional roles, better coordination across the sector and improved information flows between seed collectors, nurseries and tree growers.
A key insight emerged during the first national Policy Dialogue Platform in June 2025. The platform brought together government agencies, research institutions, county representatives, community organizations, NGOs, restoration practitioners and private sector actors. Participants agreed that the Draft Seeds and Plant Varieties (Forest Tree Seed) Regulations represented the most immediate opportunity for strengthening Kenya’s tree seed sector.
Many participants also remarked that it was the first time such a broad cross-section of organizations had come together to discuss the tree seed sector, creating an opportunity to share technical knowledge alongside practical experience. To continue the engagement, the project established four thematic technical working groups comprising representatives from around 15 organisations across the tree seed sector. Between October 2025 and May 2026, the groups met regularly to examine priority themes identified during the dialogue, including genetic quality, seed source custodianship, regulations and tree seed value chains. They developed practical recommendations for strengthening the draft regulations.


The working group findings were presented during a second Policy Dialogue Platform in April 2026, where stakeholders also validated the project’s Tree Seed Sector Assessment and Policy Review and agreed priorities for moving forward. This created a structured pathway for translating technical evidence and stakeholder experience into practical policy recommendations.
In June 2026, the Government of Kenya convened a national workshop on the Draft Seeds and Plant Varieties (Forest Tree Seed) Regulations. Drawing on months of collaborative discussion, Landscape Alliance and its partners presented a consolidated set of recommendations developed through the technical working groups and wider stakeholder engagement. Government-led working groups, with participation from Landscape Alliance, are now discussing how agreed recommendations can be reflected in the implementation of the regulations.

Rather than producing recommendations in isolation, the project established an ongoing process through which technical evidence, stakeholder experience and government leadership continue to inform Kenya’s evolving policy environment for tree seed systems. The dialogue has continued well beyond the initial workshop, creating a platform for shared learning and collective problem-solving as implementation moves forward.

Rwanda’s policy context was different. With the country’s second edition of the tree reproductive material strategy (2026–2035) nearing publication, the project’s focus was on supporting implementation rather than strategy development.
Working closely with the Rwanda Forestry Authority (RFA) and national partners, the project undertook a tree seed sector assessment and policy review to identify opportunities for strengthening the policy and institutional environment supporting Rwanda’s tree seed system. The findings were presented during a national validation workshop in April 2026, where government institutions, researchers, development partners and restoration practitioners came together to validate the recommendations and identify priorities for implementation.
Workshop participants validated the findings of the tree seed sector assessment and policy review while identifying practical priorities for implementation. These included improving seed source identification and documentation, strengthening quality standards, recognizing and supporting seed source custodians, improving institutional coordination and building the capacity of tree seed sector actors. Following the workshop, the Rwanda Forestry Authority and Landscape Alliance agreed that, rather than substantially revising the tree seed sector assessment, the next step would be to jointly develop practical implementation guidelines for selected priority pathways within the forthcoming tree reproductive material strategy.
The implementation guidelines will support priority actions, including seed source development and stronger engagement by private sector actors in Rwanda’s tree seed system. In this way, the project has built on policy dialogue by helping put national priorities into practice.

Although Kenya and Rwanda followed different policy pathways, both demonstrate that stronger policy depends on more than technical evidence alone.
In both countries, technical analyses provided the evidence base, while stakeholder dialogue enabled government agencies, researchers and tree seed sector actors to validate findings, identify shared priorities and develop practical recommendations. Together, these experiences show how sustained engagement throughout the policy process can help build stronger tree seed systems that are grounded in both scientific evidence and practical experience.



The policy processes supported through the Quality Tree Seed for Africa project continue beyond the project’s workshops and technical analyses.
In Kenya, government-led working groups are now discussing how recommendations developed through the project’s stakeholder dialogue and technical working groups can be reflected in the implementation of the new forest tree seed regulations. In Rwanda, collaboration with the Rwanda Forestry Authority continues through the joint development of practical guidelines to support implementation of the forthcoming tree reproductive material strategy.
Although the policy pathways differ, both countries demonstrate that strengthening tree seed systems takes more than a single workshop, report or policy document. It requires an ongoing process that combines technical evidence with broad stakeholder engagement, enabling governments and stakeholders to identify priorities, refine policy and support implementation over time. As restoration ambitions grow across Africa, maintaining these partnerships and opportunities for dialogue will help policies for tree seed systems to evolve alongside scientific knowledge, practical experience and national priorities.

]]>But to make sense of the biodiversity of the Plateau as a whole — as a means to make better management decisions and potentially attract future support through mechanisms like biodiversity credits — we need a broader view.
That’s why the Managalas Conservation Foundation (MCF) and its partners at Landscape Alliance are working with Managalas’ clans to get a better picture of the area’s flora and fauna.
Part of that work involves training up a group of young people from across the Plateau to be Biodiversity Team Leaders (BTLs), who will oversee species tracking efforts. It’s a diverse and demanding role, requiring physical fitness alongside technological know-how and teamwork in challenging environments.
We spoke to three BTLs to learn more about their work and what they’ve gained from the experience.

Kelly Onia (KO): Our zone managers selected us from some data-gathering work we did as part of a household survey. From the 44 people who did that, they picked ten of us to come for training and join the biodiversity team.
Alpheus Mamo (AM): I got involved through the biodiversity program in my village.
Graham Etiawa (GE): We went down to town, attended training, then came back and started running the biodiversity survey.
KO: We went to Popondetta for one week of online training where we learned how to set up the audio and camera trap devices. The training was provided by WildMon, a nonprofit conservation technology organization specializing in biodiversity monitoring.
AM: Then, we came back and started doing what they had shown us, with some of the WildMon and Landscape Alliance people assisting us. We did a lot of work learning how to configure the cameras to capture photos of the animals.

KO: We go into the bush and set up the devices [in monitoring grids across the Plateau]. The cameras stay out for one month, and sound recorders for less time, and then we go back to retrieve them.
GE: We set up camp and stay out at each grid for one night. Sometimes, when conditions are difficult, deployment takes two days instead of one, but otherwise it only takes one day. There are seven stations in a grid, 500 metres apart. We insert batteries and SD cards in the camera traps and acoustic devices and label them. Sometimes we go fishing while we’re out there.
AM: We live in the bush and work together. We eat a lot of rice!



KO: The bush is very hard. Sometimes we return late at night. We don’t have enough equipment like radios or satellite phones.
AM: The places we go can be super hilly. GPS signals can play up. Sometimes arrive late, so we set up camp and sleep.
GE: It can be very rainy and cold when we camp.
GE: Yes, some of the animals are ones that we don’t find in our area here. Usually we don’t see them — we only record them in the camera traps.
KO: Tree kangaroos, black cockatoos, possums and rats.
AM: Many bandicoots, snakes and frogs.
KO: Yes, we climb mountains and go deep into the forest, to places I hadn’t been before.
GE: On the deployment I went on, it was my first time being there.
AM: Yes, we go into areas we normally don’t visit. Because we’re going into other people’s bush, it’s a new environment for us.

KO: Some places are sacred sites. Our ancestors told us not to go there, so we respect that. If you go into that place, your body parts — like your leg or your eyes — might become paralysed. So we are not allowed to go.
GE: We go with the people who live around there. They tell us where not to go, so we move our stations to other places.
KO: I have learned many things, many new things. I have new experiences climbing mountains, seeing new animals in the cameras, sleeping in the bush and working with the rest of the team.
It’s very good for us. We have not been able to go to college or university to learn all these things because we are here in our villages. But since this biodiversity programme was introduced to Managalas, we’ve experienced new things.
GE: I really liked working alongside some of the international experts and visitors coming in and learning how to use the camera equipment together.
AM: I learned about a lot of animals that we didn’t know of before.

GE: Yes — sharing the results with communities is important so people can see what was recorded on their land.
KO: Yes, after the data is analysed, the partners will share a report and the monitoring data with the communities and return to discuss the findings.
KO: Yes. It’s new to me, and it’s very interesting. I would like to study further at a college or university somewhere.
AM: Yes, I want to keep doing this job.

Romer Quentimari still carries the memory of the 2023 fire that swept through Tsiquireni, a neighboring Asháninka community in Peru’s central Amazon. When the alarm spread, around 200 community members gathered, armed with water bottles, machetes and improvised tools, and walked into the flames.
“I always remember that fire. It was the most dangerous thing that has happened. We faced it without equipment, without protection,” he says.
The fire had started from an agricultural burn that got out of control. A dry tree, its roots still smoldering, toppled into the forest. The heat and wind did the rest.
Community members managed to contain part of the fire. The rest could not be stopped. After two weeks, the Peruvian Army arrived — and also failed. Only a month of waiting for heavy rain finally put it out. Behind it came the damage: dead animals, lost timber and medicinal plants turned to ash.


Tsiquireni was not an isolated case. Since the mid-2000s, forest fires have become more frequent across the Ene River basin, alongside temperature shifts that communities have observed themselves.
“We have seen a drastic change in temperatures. The normal range used to be 20 to 24 degrees Celsius, but now it has exceeded 38 degrees,” says Saúl Vega, vice president of the Central Asháninka del Río Ene (CARE), an organization representing 45 Native communities in Peru’s central rainforest.
Faced with that change, communities did not look toward leaving. They looked inward.
“There was concern about where we would go,” says Vega. “But we were also thinking about how we could improve our internal management of fire. We work with fire, but in a controlled way, using the knowledge we had before.”


In Asháninka culture, fire is not a threat to be extinguished. It is something closer to a shared inheritance.
For generations, families throughout the Ene basin have used fire in managed agricultural burns to clear small plots for banana, cassava, cacao and sesame. The practice followed its own logic of scale and timing.
“It was done as a family — parents, children and relatives,” Vega says. “We burned at midday. At that time, it was not as hot and the wind was not as strong as it is today.”
The word paamari — fire in the Asháninka language — appears in origin stories about cooked food. Fire is woven into daily life: in the mornings, when mothers stoke it to call the family to warm themselves, in the vaporeo practice through which women use hot stones and medicinal plants to treat ailments, and in the smoking of meat during hunting and fishing.
Romer learned to light a fire from forest materials as a child. He knows what fire is for. The problem, as communities recognized, was not fire itself but the conditions in which it now burns.
“It is an important tool, but you have to know how to use it so it does not affect the forest,” Vega says. “As Indigenous Peoples, we only clear half a cuadra (a small agricultural plot) or one cuadra.”

In 2021, CARE organized a community diagnosis involving men, women, young people and elders to address a question that traditional emergency response could not answer: how do you prevent controlled fire from becoming wildfire in a landscape of extreme heat and deepening drought without criminalizing communities that have safely managed fire for generations?
From that process, PAAMARI was born.
The initiative draws on Integrated Fire Management (IFM), an approach that combines prevention, monitoring, community preparedness and the responsible use of fire through what CARE specialist David Torres describes as “the IFM triangle: technical management, fire culture and ecology.” The goal, he says, is to “stop demonizing fire.”


PAAMARI is among the cases documented by FUTERRA (“Fire and Territory: Traditional Knowledge for Fire Management in the Amazon”), a project implemented by Landscape Alliance with support from the Global Fire Management Hub. The project examined how Indigenous and rural communities in Peru and Bolivia are combining ancestral knowledge with new tools to strengthen territorial fire governance.
Getting PAAMARI off the ground was not easy. Fire-related policies in Peru have tended to focus on prohibition and sanctions for burning, without distinguishing between wildfires and traditional practices. Nor was funding available.
“We presented our strategy to the ministries, the regional government and local governments, but they had no budget,” Vega recalls. “We came back somewhat worried because without funding, we could not move forward.”
The turning point came when CARE established a partnership with Cool Earth, an international organization whose support made it possible to launch the strategy.

The operational backbone of PAAMARI is the PAAMARI School, which has trained more than 250 community members and certified 55 of them, including Romer, as official brigade members through the self-defence committees.
The brigades work through a hybrid monitoring model. A central team reviews satellite and meteorological data; brigade members then verify conditions on the ground, cross-checking the information against what they observe directly. This two-step validation enables a faster, more accurate response and generates local records in areas where systematic monitoring has historically been absent.
Agricultural burning now follows a structured protocol developed by the communities themselves: the “PAAMARI Hand”, a collective work methodology that turns every controlled burn into a coordinated group effort.
“The owner of the field coordinates with brigade members and community members to work as a group,” Romer explains. “With the participation of men and women, the area is cleared to reduce combustible material, firebreaks are opened, and control points and escape routes are established. Then the burn begins under constant supervision, and water is kept on hand to prevent it from getting out of control.”
Beyond fire response, PAAMARI has also strengthened institutional ties. This year, 19 Asháninka brigade members were certified for the first time as instructor-facilitators by Peru’s National Fire Department, giving communities the capacity to train others. In 2025, an agreement with Peru’s National Meteorology and Hydrology Service (SENAMHI) led to the installation of the Ene River basin’s first meteorological station, a step towards making local climate data a permanent part of fire management.

The numbers speak for themselves. According to CARE, fires in the Ene basin fell from 25 in 2023 to nine in 2024, with a significant reduction in the area affected. In 2025, no large-scale fires were recorded, and the hotspots that were detected were contained in time.
“Little by little, we are achieving our goal,” says Vega. “And this year we began restoring forest areas that were affected by fires.”
Romer, who joined the first brigade partly because of what he witnessed in Tsiquireni, now helps prepare other community members for the work. The equipment has improved. The system has been built.
“We believe in this strategy,” Vega says, “because it was built within the community itself. We protect the territory and the forest — this is where we live.”

]]>The gap between the two sets of numbers is not a one-off anomaly. It runs through the entire architecture the world relies on to judge whether forest and landscape management works, from strict protected areas through logging concessions to industrial plantations. The most widely used global framework for this kind of assessment, developed by the World Commission on Protected Areas of the International Union for Conservation of Nature (IUCN), names six things a proper evaluation should track: context, planning, inputs, process, outputs and outcomes. Only the last describes what happened on the ground. The other five describe the setting, plans, resources, processes and products, and decades of accumulated evidence show that most evaluation activity stops well short of that final step. A global compilation of more than 8,000 protected area assessments published in 2010 found the strongest scores clustered around legal establishment and boundary marking, the easiest things to verify on a form, while resourcing and management effectiveness evaluation ranked among the weakest.
The scale of what gets missed becomes clear once outcomes are measured against a real counterfactual: what would have happened without the intervention. When researchers matched Costa Rica’s protected forests against comparable unprotected land to evaluate the country’s renowned park system over nearly four decades, they found that the conventional reporting methods still common in global biodiversity accounting overstated the forest actually saved by more than 65 percent. A hectare legally designated as protected is not the same evidence as a hectare still standing. The gap between the two is not a rounding error in a policy that now underpins much of the world’s conservation finance.
Closing that gap is, in a fairly direct sense, work Landscape Alliance already does. Among the clearest examples is the Land Degradation Surveillance Framework (LDSF). Rather than asking whether a management plan was written or a project completed, the LDSF measures the land itself through a standardized field protocol applied across 100-square-kilometre landscape blocks. It records vegetation structure and species diversity, soil carbon and water infiltration, degradation and recovery.
The framework has now been implemented in more than 40 countries, producing biophysical baselines for tracking the real effects of restoration and land management over time. These data can help prioritize interventions where they are likely to matter most.

“By providing consistent field measurements of soil health, land degradation and plant biodiversity, the LDSF helps identify priority areas for restoration, establish biophysical baselines, inform which interventions may be most appropriate and track changes over time in response to interventions,” said Leigh Ann Winowiecki, global research lead for soil and land health at Landscape Alliance.
Those field measurements can also support wider mapping. “Building on LDSF field data, an analytical framework has also been developed that uses remote sensing and machine-learning algorithms to generate predictive maps of soil and land health. This allows, for example, soil erosion and soil organic carbon to be assessed and tracked, informing how large-scale land restoration programmes target interventions and monitor their impact,” said Tor-Gunnar Vågen, principal scientist of the Spatial Data Science and Applied Learning Lab at Landscape Alliance.


A parallel effort runs through Landscape Alliance’s Global Comparative Study on reducing emissions from deforestation and forest degradation (GCS REDD+), now in its fourth phase after 26 years of tracking results-based forest carbon finance on the ground. The study helped Viet Nam build a monitoring and evaluation mechanism for its nationwide payments for forest environmental services scheme, giving the national programme a way to track forest condition rather than simply report activity.
Since 2018, it has also tracked jurisdictional-scale reducing emissions from deforestation and forest degradation (REDD+) progress across 39 jurisdictions in 12 tropical countries, producing evidence that informed decisions about finance at that scale. More recently, researchers working with Brazil’s Federal University of Minas Gerais built interactive deforestation and carbon emission simulators for Brazil, the Democratic Republic of Congo, Indonesia and Peru, allowing policymakers to compare what is happening on the ground against a modelled counterfactual: what forest loss and emissions would look like if national deforestation control plans were fully enforced rather than partially applied.
Carbon has, by this measure, matured furthest. In October 2024, the Green Climate Fund adopted a policy to pay REDD+ results-based payments into its regular programming, moving the system from pilot to standing policy. For the 2024-2027 programming period, the fund set the price at USD 8 per metric tonne of carbon dioxide equivalent for eligible emission reductions achieved between 2018 and 2022. But forest carbon remains the only dimension of this problem with a workable outcome metric already in place. Biodiversity, water and the well-being of the people living in these landscapes still lack equivalent measurement systems. They are still mostly reported the old way: through inputs and activities that are easy to count rather than the conditions that are hard to change.
To address these challenges, the Landscape Alliance applies the Land-Use Planning for Multiple Environmental Services (LUMENS) approach, implemented in more than seven countries. It uses spatial modelling to compare conventional growth with low-carbon, biodiversity-positive and water-positive land-use scenarios, assessing impacts on economic performance, greenhouse gas emissions and ecosystem health.
The approach supports subnational green growth planning through three principles: inclusive, by engaging stakeholders and addressing tenure and community priorities; integrative, by linking development, conservation and spatial planning; and informed, by using evidence and trade-off analysis. The resulting strategies are mainstreamed into government plans, programmes and budgets to support long-term implementation.

That gap will only matter more over the next decade. Landscape Alliance has set itself a 2035 target of restoring 15 million hectares of degraded land and supporting resilient livelihoods for 20 million people, alongside emissions reductions equivalent to 500 million tonnes of carbon dioxide. Whether those figures end up describing land that is measurably healthier, or simply land where an activity was recorded as complete, depends on whether outcome measurement of the kind the LDSF, the GCS REDD+ scenario tools and LUMENS-Green Growth Planning represent, spreads across the rest of this work or stays confined to these two examples.
Thirty years into the era of criteria, indicators and certification, the instruments needed to close this gap exist, and Landscape Alliance’s own research is proof of it. Whether the next decade of forest and landscape finance actually puts them to use, results-based, outcome-based or simply better funded, or keeps rewarding the scorecard instead of the forest, is not yet decided.
