The temple is relatively new and has many colorful decorations. Founded in 1996, Kio Thian Keng is a relatively new addition to Saphan Hin. The temple has grown over the years with new interiors of golden dragons, vibrant red lanterns and beautiful statues of Taoist deities.

Located on land once used as a port, the shrine is a serene setting just steps away from a small beach and a picturesque viewpoint. On clear days, visitors can enjoy stunning views of the Phi Phi Islands across the bay.

The shrine’s architecture features peaked roofs and is covered with dragons and red lanterns that create a magical atmosphere at night.

Inside, two golden dragon statues guard the entrance, leading worshippers to the central altar where they can pay homage to the shrine’s many deities.

A particularly striking feature of the shrine is a tall white jade statue of the Goddess Guan Yin, located in a nearby gazebo. 

At the edge of the temple grounds, a row Taoist statues stands facing the sea, adding to the shrine’s spiritual ambiance.

Once a bustling tin mining port, the area now offers a serene waterfront setting perfect for relaxation and recreation. Enjoy leisurely walks, jogging, cycling along the park’s paths or simply unwind on the grassy areas. The park is also a popular spot for picnics and family outings.

Even on a rainy day, visitors can take a walk along a hidden path surrounded by wild mangroves. The path leads to a view overlooking the ocean with some islands in the distance. Oftentimes there will be locals exercising or relaxing near the waters in the afternoon.

A couple cafes and restaurants have opened in the area too, such as PikGo Cafe. PikGo Cafe is a charming spot known for its friendly atmosphere. Treat yourself to some delicious treats while being greeted by the cafe owner’s Great Danes. It’s the perfect way to end a relaxing day exploring Saphan Hin!

Takua Pa is about a 30-minute drive from Khao Lak. While Khao Lak caters to a wider range of tourists, Takua Pa appeals to travelers looking for a more immersive experience.

Takua Pa offers a slower pace of life and a unique opportunity to experience authentic Thai culture. It’s a great choice for those seeking a more off-the-beaten-path adventure.

Takua Pa’s old town has lots of Sino-Portuguese inspired architecture, which is reminiscent of the town’s vibrant past as a trading hub.

Housed within a historic building, there was a cafe with a modern interior design and a menu made of cakes and coffee. Their chocolate cheesecake and honey-lemon iced teas were delicious!

Escape the crowds and enjoy a peaceful getaway in Takua Pa. With its laid-back atmosphere and stunning natural surroundings, it’s the perfect place to stop by and relax if you’re in the area.

While the COVID-19 pandemic undoubtedly played a role in Thailand’s sluggish economic recovery, experts point to a deeper issue: the country’s overreliance on Bangkok as its sole economic powerhouse. This overdependence leaves Thailand vulnerable to shocks, as seen in the devastating 2011 floods that paralyzed key industries concentrated in the capital.

To achieve robust and sustainable growth, Thailand must look beyond Bangkok and embrace a “portfolio of places” approach to economic development, according to a new country report from The World Bank.

The World Bank’s Thailand Urban Infrastructure Financing (TUIF) assessment revealed that while Andaman cities are generally creditworthy, they lack experience and authority in utilizing financing tools like borrowing and public-private partnerships (PPPs). This dependence on national government funding for infrastructure limits their ability to respond to local demands and seize growth opportunities.

A New Paradigm for Local Infrastructure Finance

Experts advocate for a paradigm shift towards greater local autonomy, enabling secondary cities to become self-financing entities capable of driving their own infrastructure development.

This would involve granting LAOs:

• Control over local taxes: Enabling cities to generate revenue through robust and reliable local revenue instruments like property taxes and user fees.
• Access to financing mechanisms: Empowering cities to utilize municipal bonds and PPPs to leverage local revenue streams for infrastructure investments.
• Greater planning authority: Decentralizing infrastructure planning to LAOs, allowing them to make decisions best suited to local priorities and market demands.

Lessons from Global Experience

The success of decentralized infrastructure financing models in countries like Poland and South Africa offers valuable insights for Thailand. Both countries underwent significant transformations, devolving power and resources to local governments, with positive results for economic growth and development. However, implementing a similar model in Thailand would require careful consideration of the country’s unique context, including its political and institutional landscape.

The Path Forward: Collaboration, Capacity Building, and Visionary Leadership

Transitioning to a system where secondary cities are empowered to self-finance their infrastructure will require:

• Collaboration: Between national and local governments, the private sector, and civil society to ensure smooth implementation and effective resource allocation.
• Capacity building: To equip LAOs with the skills and knowledge necessary for long-term financial planning, project management, and engaging in PPPs.
• Visionary leadership: To champion this paradigm shift, build consensus, and navigate potential resistance from entrenched interests.

This wasn’t my first visit to Wat Tha Sai. The first time was under bright December skies, this time, things were a bit cloudy. Despite this, the temple itself was just as beautiful – all wooden with a teak chapel. It’s right on the beach, which was completely empty. Alongside the beach there were also these little meditation salas (sheds) scattered around, perfect for some quiet reflection if you’re feeling zen. The whole place was very clean and well-maintained – a very peaceful atmosphere.

After visiting Wat Tha Sai, we popped into the nearby Sea Light Cafe and Restaurant. Opened at the beginning of this year, the Sea Light Cafe is very photogenic. My favorite area of the cafe was the cute outdoor patio overlooking the beach. Inside boasted a similar aesthetic, decorated with wood and traditional Thai carvings. With both indoor and outdoor seating, we opted for the fresh air and the beach view. Since we arrived in the afternoon, we enjoyed coffee and some sweet treats. But I saw that the menu offered a wider selection of Thai food, salads and seafood. I ordered an iced cappuccino and red velvet cake!

We decided to sit in the outdoor area of the cafe where you could sit on these big comfy sofas and hammocks, all overlooking the beach and ocean. The beach is not suitable for swimming but it was nice to walk around and enjoy the atmosphere.

The golf course is framed by towering, jungle-clad hills that wouldn’t have been out of place in Jurassic Park. A large pond sits in the center of the golf course with gentle waterfalls and fountains on the sides. Basically one side of the resort is made up of large windows that give you a panoramic vista of the entire golf course. The sheer beauty of the surroundings, both meticulously manicured and wild and untamed, was simply breathtaking.

With dishes made of fresh, local ingredients, the Blue Sapphire Restaurant’s menu offered a wide selection of meals. Fried chicken with a spicy shrimp curry provided a perfect balance of sweet and savory flavors, while a refreshing mango shake concluded the meal.
