  • training for IDPs (Internally Displaced Persons), schoolchildren and preschoolers on the importance of waste sorting. The events took place in partnership with the financial support of the Office of the United Nations High Commissioner for Refugees (United Nations High Commissioner for Refugees).
  • partnership in the consortium project LIFE21-GIE-PL-LIFE MERCURY-FREE (“Complex Awareness Raising and Behavior Change for the Mercury-Free City Environment”).

Participants exchanged views on possible cooperation, preparation of joint projects and coordination of the Association’s next steps in the direction of environmental protection and sustainable development. In particular, Myroslav Malyovany offered to take part in the development of the Regional Waste Management Plan of the Lviv Region, Oleg Botha supported the proposal of Nazarii Demchyshak on the implementation of the ideas of the contest  winners for environmental protection startups which is held on the basis of the Science Park of the Ivan Franko National University of Lviv and together with the company “Strong Eenergy Zahid” agreed to prepare and implement a project in the field of waste management.

Business in Ukraine should be the leader of greening consciousness and economic behavior as the most active social stratum which should should be guided by the principles of environmental responsibility and sustainable development.

The report will be submitted electronically on the EcoSystem platform. Submission and posting of the report is free of charge. The report must be submitted annually, no later than March 31, following the reporting annual period. The report form can be found here.

This Order applies to business entities that received permission to emit polluting substances into the atmospheric air by stationary sources. The full text of the document is here.

The information will be freely available which is provided for by the Aarhus Convention. This will make it possible to monitor how enterprises comply with the conditions of the emission permit, whether they do not exceed the established maximum allowable emission standards of polluting substances.

What are by-products?

The waste products of some products now have a new status and will require reuse. The regulatory document was developed in accordance with Art. 5 of Directive 2008/98/EU and in compliance with the requirements of the Framework Law “On Waste Management”

By-products are substances and articles formed in the production of the main product and are suitable for use as raw materials or finished products,

Key changes:

  • clearly defined criteria according to which waste can be treated as by-products. Ukraine used the experience of Poland, Germany, the Czech Republic, Bulgaria, Serbia and Great Britain as an example when establishing such criteria.
  • the manufacturer himself will decide for itself to classify certain wastes as by-products based on research.

What kind of waste are we talking about?

For example, during the production of door and window blocks, up to 31% of wood waste is generated, and during the production of parquet – 30%, furniture – 54%. And you can’t “trash” them, but reuse them. Residues of flour, oil and sugar suitable for use  in feed production. And waste from sugar production is also used as fertilizer for agricultural land. Slag from metallurgical activity in the EU is actively used in road construction.

What steps should the company take?

  • to carry out laboratory tests of waste to meet all established criteria for by-products
  • implement and quality of waste management system which must comply with national standards and be certified;
  • enter relevant data into the information system for waste management;
  • to report on the assignment of production residues to by-products.

This took place within the framework of the COP28 international Climate Conference, which this year was held from November 30 to December 12 in the United Arab Emirates.

“Joining the Climate Club is our contribution to the important dialogue on the conservation of natural resources and decarbonization. Only together can we create an ecologically clean and sustainable future for the next generations,” said Viktoriya Kireeva, Deputy Minister of Environmental Protection and Natural Resources of Ukraine.

According to Stefan Wenzel, Parliamentary State Secretary of the Ministry of Economic Affairs and Climate Action of Germany, co-chair country of the Climate Club, only those countries in transition to zero greenhouse gas emissions will be successful in the future. And this success depends on cooperation.

COP28 is the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC), which this year took place from November 30 to December 12 in the United Arab Emirates. It is a key international platform to address the climate crisis as well as an important tool for influencing the national policy of countries. During the event on December 9 the International Environmental Declaration was presented for signature which should legally establish the status of the Global Platform for Assessing Environmental and Climate Damages Caused by War. So far 20 states have supported the declaration.

Dangerous foods are those that contain pathogenic bacteria, viruses, parasites or harmful chemicals.

Many food products can be contaminated with bacteria such as Salmonella, E. coli, Listeria, and other microorganisms. Improper handling or improper storage of food can cause these bacteria to multiply and cause food poisoning.

Food products can also be contaminated with viruses. Raw or undercooked foods create ideal conditions for the transmission of viruses such as hepatitis A or norovirus.

Some foods may contain parasites such as roundworm, toxoplasma. The source of parasitic infections is raw or undercooked fish, meat and other foods.

Improper production or uncontrolled use of chemicals can lead to contamination of food with harmful chemicals (pesticides, herbicides, heavy metals or antibiotics) and affect the health of consumers.

Consumption of substandard food poses various risks to consumer health, such as food poisoning; infections, diseases (salmonellosis, escherichia, listeriosis, hepatitis A); allergic reactions; toxicological effects and even psychological impact. The consumer of poor-quality food risks losing not only health and work capacity, but also life.

Prevention of these risks includes compliance with the rules of hygiene when preparing and consuming food, choosing high-quality products, and properly storing and preparing them. Regular product inspection and quality control are also important for food safety.

What is the business’s responsibility for poisoning people with food and ready meals?

Feeding people is extremely responsible and responsibility for violating sanitary rules regarding food safety is appropriate and enshrined in the Criminal Code of Ukraine. In particular, Article 325 “Violation of sanitary rules and norms regarding the prevention of infectious diseases and mass poisoning” states that violation of the rules and norms established for the purpose of preventing epidemic and other infectious diseases, as well as mass non-infectious diseases (poisoning) and combating them, if such actions caused or knowingly could cause the spread of these diseases, it is punishable by a fine of up to one hundred tax-free minimum incomes of citizens (in the monetary equivalent, this is UAH 134,200) or by arrest for a term of up to six months, or by restriction of freedom for a term of up to three years. And the same actions, if they caused the death of people or other serious consequences, are punishable by imprisonment for a term of five to eight years.

The document was approved to continue the implementation of the reform, which is part of Ukraine’s obligations on the way to the EU.

The document establishes the procedure for obtaining a license by enterprises that intend to work with hazardous waste – to carry out their collection, storage, processing, disposal; organizational, personnel and technological requirements for such enterprises and their equipment.

According to official statistics alone, before the war, more than 500,000 tons of hazardous waste was generated in Ukraine every year. The places where such waste was stored mostly did not meet the requirements of environmental safety. Most of them were either filled to 90% of the design capacity or completely overcrowded. A separate problem is the disposal of such waste only on paper and price dumping on the market. This led to waste being dumped into landfills or forest strips.

What measures an enterprise should take to ensure the right to deal with hazardous waste:

  1. Pass a pre-licensing check.

Such inspections will be conducted by officials of the Ministry of Environment upon applications  of business entities. In particular, the presence and compliance of the company’s material and technical base with technological requirements, rules for the technical operation of installations and technical regulations will be established directly on the spot.

The Ministry has already approved the Procedure for carrying out relevant inspections. The document was registered with the Ministry of Justice on December 4, 2023 under No. 2099/41155. Therefore, business entities can access the Waste Management Information System on EcoSystem and submit applications for inspection. If you have a personal account, this action will take a few minutes – the system will automatically create an instruction from the available data.

  1. Provide documents for obtaining a license in accordance with the approved License Terms.

Strategic goals for decarbonization and a consistent approach to their achievement are a logical continuation of Ukraine’s European integration course. The post-war reconstruction of Ukraine should be based not only on the reconstruction of the destroyed, but also taking into account climate goals, the green transition and the transition to a sustainable economy.

Ukraine, as a candidate for EU membership, should strengthen competitiveness and energy independence, as well as contribute to the global fight against climate change and contribute to the fulfillment of climate obligations.

According to scientists, in the next 10 years, all countries of the world should lay the foundations for the transformation of various sectors of the economy in order to reduce emissions into the atmosphere. And Ukraine, as part of the world community, is also an active participant in the fight against the global challenge.

Back in July 2021, the Government of Ukraine approved the Updated National Determined Contribution of Ukraine to the Paris Agreement (NDC2). The goal of the document is to reduce greenhouse gas emissions by 35% compared to 1990 by 2030.

The volume of CO2 emissions in Ukraine over the last decade has decreased by 44.8% since 2006. In 2006, their number was 321.3 million tons of CO2, and already in 2020 – 177.4 million tons of CO2.

By the way, starting from January 1, 2022, the tax rate on carbon emissions in Ukraine increased from UAH 10 (USD 0.3)/tCO2e to UAH 30 (USD 1)/tCO2e. This rate, even after its increase, will still remain the lowest in Europe (with the exception of Poland) compared to other countries. For example, in Sweden the rate is the highest and is $137/t CO2, in Switzerland — $101/t CO2, Finland — $62/t CO2, Norway — $69/t CO2, France — $52/t CO2, the Netherlands — $35/t CO2 , Portugal — $28/t CO2, in Ukraine, respectively — $1.1/t CO2.

The reasons for the reduction in the volume of CO2 emissions in Ukraine are different: the reduction of production in energy-intensive sectors of the economy (due to russian aggression against Ukraine), the growth of capital investments in the metallurgy and energy sectors in the pre-war years.

“Further reduction of emissions remains relevant and necessary, given the challenges that Ukrainian business faces after the introduction of the Carbon Border Adjustment Mechanism (CBAM) for the import of carbon-containing products from third countries after 2026,” says Oleg Bota, director of the Company “Center LTD”.

The Carbon Border Adjustment Mechanism (CBAM) is is a European Union environmental policy instrument designed to balance the costs of carbon emissions of products imported into the EU with the costs that would be incurred by businesses operating within the EU.

The CBAM mechanism will help prevent carbon leakage outside the EU and encourage producers from non-resident countries to use technologies that are more effective in reducing greenhouse gas emissions. For this reason, CBAM is expected to effectively support the reduction of global greenhouse gas emissions.
