එහි පියවරක් වශයෙන් දුම්රිය රියදුරන්ගේ අවධානය සඳහා අලිඇතුන්ගේ ඡායාරූප සහිත සංඥා පුවරු දුම්රිය මාර්ග දෙපස සවි කිරීමට ද යෝජනා විය. ඒ අනුව පරිසර අමාත්යංශයේ ඉල්ලීම පරිදි අලි ඇතුන්ගේ ඡායාරූප සහිත සංඥා පුවරු 147 ක ප්රමාණයක් Elephant Rescue Foundation ආයතනය විසින් නිර්මාණය කරන ලදුව එම පුවරු අද (9) දින පස්වරුවේ දුම්රිය දෙපාර්තමේන්තුව වෙත නිළ වශයෙන් ලබා දෙන ලදී.
මෙම අවස්ථාව සඳහා ගරු පරිසර නියෝජ්ය අමාත්ය ඇන්ටන් ජයකොඩි මහතා සහ සිවිල් ගුවන් සේවා හා මහාමාර්ග නියෝජ්ය අමාත්ය වෛද්ය ප්රසන්න ගුණසේන මහතා මෙන් ම දුම්රිය දෙපාර්තමේන්තුව නියෝජනය කරමින් නිළධාරීහු ද සහභාගී වූහ. පාර්ලිමේන්තු කමිටුවෙන් ලබා දෙන ලද නිර්දේශ මත පරිසර සහ සොබාදහම් අධ්යයන මධ්යස්ථානයේ සිදු කරන ලද නියමු පර්යේෂණවල (Pilot Research) විද්යාත්මක දත්ත වාර්තා පදනම්ව අලි ඇතුන් වැඩි වශයෙන් ගැවසෙන දුම්රිය මාර්ග හඳුනාගනිමින් සිවිල් ගුවන් සේවා හා මහාමාර්ග අමාත්යංශය සහ ශ්රී ලංකා දුම්රිය දෙපාර්තමේන්තුව හා එක්ව පුවරු සවි කිරීමේ කටයුතු ඉදිරි දින කිහිපයේ දී සිදුකිරීමට නියමිත ය.
A special parliamentary committee was appointed to implement practical and urgent solutions to prevent elephants from being hit by trains. Based on the committee’s recommendations, the Ministry of Environment and its affiliated institutions have begun implementing these practical solutions.
As a step in this process, it was proposed to install signboards with elephant images along both sides of the railway tracks to alert train drivers. Following a request from the Ministry of Environment, the Elephant Rescue Foundation designed 147 of these signboards, which were officially handed over to the Department of Railways this afternoon (9th).

‘‘යෝජිත ගාලු වරාය සංවර්ධන ව්යාපෘතිය ගාලු බොක්ක හෙක්ටයාර් 45 ක් ගොඩ කර, මීටර් 850 ක් සහ මීටර් 150 ක් දිගැති දිය කඩන දෙකක්, විශාල ප්රමාණයේ යාත්රා නැවැත්වීමට මීටර් 150 ක් දිග සහ මීටර් 12.5 ක් ගැඹුරකින් යුතු ජැටියක් ද නිර්මාණය කිරීමට යෝජිතය.
පසුගිය රජය සමයේ, දීර්ඝ කාලීන බොහෝ විරෝධතා මැද නතරව තිබූ මෙම ව්යාපෘතිය නැවත ආරම්භ කිරිමට අදාල කටයුතු සිදු කල අතර මේවන විට පිටු 500 ක EIA වාර්තාවක් මහජන අදහස් විමසීම සඳහා විවෘත කර ඇත. ශ්රි ලංකා වරාය අධිකාරියේ යෝජනාවක් මත වෙරළ සංරක්ෂණ සහ වෙරළ සම්පත් කළමනාකරණ දෙපාර්තමේන්තුව විසින් මෙම ව්යාපෘතිය අනුමත කිරීමට කටයුතු කරමින් ඇත.
මෙම ව්යාපෘතිය හරහා දැවැන්ත පරිසර හානියක් සිදුවීමට නියමිතව ඇති අතර ලංකාවේ ඉහලම ජෛව විවිධත්වයක් සහිත කොරල් පරය ලෙස සැලකෙන බොනවිස්ටා කොරල් පරයට විශාල හානියක් මින් සිදු වේ. මෙම කොරල් පරයෙන් මත්ස්ය විශේෂ 491 ක් සොයාගෙන ඇත. එය මෙරට කොරල් පරයකින් හමු වූ වැඩිම මත්ස්යා විශේෂ සංඛ්යාව වේ. ලෝක සංරක්ෂණ සංගමය 1993 දී ප්රකාශයට පත්කළ ජාතික සත්ව වාර්තාවට අනුව වඳවීමේ තර්ජනයට ලක්ව ඇති මත්ස්ය විශේෂ 72 න් 36 ක්ම රූමස්සල කොරල් පරයේ ජීවත් වේ. ඒ අනුව යෝජිත ව්යාපෘතිය හරහා කොරල් පර වෙත බලපෑම ඉහළ සහ දිගුකාලීන බලපෑම්ය. ඉන් කොරල් මිය යෑම, වර්ධනය අඩුවීම, අළුතින් ඇතිවීම අඩුවීම, කොරල් සහ මත්ස්ය විවිධත්වයට අධික බලපෑමක් සිදු වේ.
එසේම, කැනීම් කටයුතු හේතුවෙන් මුහුදු පතුලට සිදුවන හානිය ද විශාලය. විශේෂයෙන් ලංකාවට වටිනාම සම්පතක් වන කැස්බෑවුන් ප්රභේද ගණනාවක්ම මෙම ප්රදේශයේ ජීවත් වේ. යන්ත්ර මගින් නිකුත් කරන ශබ්ද දූෂණය, තෙල් සහ රසායනික ද්රව්ය ඉසිරීම මගින් මුහුදු ක්ෂීරපායින් සහ කැස්බෑවුන් ආදි සත්ව සහ ශාඛ විශේෂ මිය යෑම සිදු විය හැක.
ගාලු වරය ආශ්රිතව ධීවර කර්මාන්තය ජීවනෝපාය කරගත් ජනතාවට ද අධික බපෑමක් සිදු වීමට නියමිතය. මත්ස්ය ගහණයේ සහ ගැවසීමේ වෙනස්කම්, බෝවීමේ ස්ථාන වෙත ඇතිවන බලපෑම් අධිකය. නොගැඹුරු මුහුදේ අඟුල් ඔරු මගින්, මාදැල් මගින් ධීවර කටයුතු කරන ජනතාවගේ ජීවනෝපාය මුළුමනින් ම අහිමි විම සිදු වේ.
සංචාරක කර්මාන්තයට ද විශාල බලපෑමක් සිදු වේ. හොටෙල් සදහා දෘෂ්ටි පරිසරය විනාශ වීම, දියමත ලිස්සා යෑමේ ක්රිඩාවන්හි නිතරවන හිමිකරුවන්, සේවා සපයන්නන්ගේ ජීවනෝපායන් ද අහිමි වීමට නියමිතය. ඒ අනුව ජෛව පරිසර පද්ධතීන්, ජන ජීවිත, ඇතුළු බොහෝ ක්ෂේත්රයන්ට දැඩි බලපෑමක්, විනාශයක් ඇති කරමින් යෝජිත ගාලු වරය සංවර්ධන ව්යාපෘතිය වහාම නතර කරන ලෙස වත්මන් ආණ්ඩුවට බල කර සිටිමු.‘‘

As the sun sets over the Kala Wawa, the silhouettes of elephants emerge against the fading light, some are quickly drawn to the water, relieves weariness, some are tasting milk from their glories big-bodied mother. Breathtaking sights! Their every action is like a performance. It is made even more exciting by the participating of deer, leopards, birds and bears. Yet, beneath this enchanting facade lies a pressing crisis that poses a significant threat to both wildlife and human communities. “Human Wildlife Conflict”
This is something that has happened since the day the society began to transform, it is a historical issue said, senior environmentalist Dr. Ravindra Kariyawasam. This has become a problem since the day when human being started to think that he is not further an animal in the forest. From there man began to clash with the environment, He added.
When consider the start of HWC in Sri Lanka, the year 1972 being special. Because, Sri Lankans who were dependent on forest until then, stopped it with the starts of open economy. In 1972 Sri Lanka imports many items than producing in the country. This led to the cessation of forest livelihoods and regularly loss the connection between human and wild. There was no proper land management plan over the past. The population increases, the demand for space has also increased. Step by step, people constructed in the habitats of animals, they used fences to cover up. Began to use the paths of animals which, they normally used to find food and water. This makes a problem to a crisis. You can see that there has been a clear injustice done to wild animals. This leads to the extinction of some organisms without any signs. And somebody still fights with humans for their needs.

Human- elephant conflict, Human – Leopard conflict, toque monkey terrorism, these text lines yet very familiar with Sri Lankans now. Farmers are directly facing this problem. Resolving this issue is a major task for the new government, which has prioritized the policy of eradicating rural poverty. In the other hand, their environmental manifesto highlights the ‘sustainable environment that ensures the healthy existence of biodiversity’. It is in this backdrop that subject Minister for Agriculture, Livestock, Irrigation and Lands K. D Lalkantha said that farmers can take any steps against wild animals that cause crop damage. Many environmentalists had spoken out about the serious implications of this statement. Not only animals that damage crops, but also animals that do not do so are vulnerable in this situation. Most protected wild animals are being governed by the Flora and Fauna Protection Ordinance (FFPO). Therefore, legal action can be taken against people who work against it. Therefore, it is the rural poor community that is once again helpless in this situation.
The elephant and the toque monkeys are come forward in the discussions with this regard. The main character is elephant. Elephant conservationist, Supun Lahiru Prakash described the story of wild elephants. “Elephant consider as, “keystone species” which, is an organism that helps hold the system together. Without its keystone species, ecosystems would look very different. Some ecosystems might not be able to adapt to environmental changes if their keystone species disappeared. The benefits they bring to the ecosystem are immeasurable. Elephants eat variety of foods which helps seed dispersal. Also breakdown huge branches so it’s open canopy layer and helps shade to reach earth. This incident stimulates formation of new trees. On the other hand it supply food for small herbivores. Yet, in dry season elephants dig the floor and open up water. Then, other animals use these water holes to fulfill their needs. So, elephants play crucial role in eco system.” Thus, you will now understand that, if the elephant disappears, the forest system itself will collapse. Considering all these factors National Action Plan has proposed for Human Elephant Conflict Mitigation. The committee conducted a review of all human-elephant conflict mitigation methods. For over 60 years much effort and funds have been expended in the plan called for ‘elephants to be driven along temporary corridors into permanent corridors and national reserves when development takes place’. According to the national action plan data, currently there is around 4,500 km of fencing erected by the department of wildlife conservation. However, conflict is still rising. Elephants are found in about 60% of the country and in 44% of the country elephants and people live in the same landscape. Therefore, to solve this problem, not only wildlife, but also a number of ministries need to come together. Therefore, environmentalists are requesting that a presidential task force be appointed for this purpose.

There are scientific solutions for this conflict!
Understand their range and behaviors are important for conflict mitigation. They mainly come for food. Community-based electric fencing system is one of sustainable solution. It is a temporary fencing system around the cultivation lands only for the time of cultivation. When harvested farmers should open up the farming land to elephants. Then elephants will get the opportunity to eat the remaining herbs (Ipanella) and saplings which will fulfill their food need. On the other hand, there is no loss to the farmer as there is no crop damage. This method was successfully followed in the Hambantota and Trincomalee districts. Prakash revealed that, this method successfully continue in several areas by agriculture department now and accordingly, coexistence strategies between humans and elephants have been developed and all these included in the National Action Plan.
Toque macaques issue come to the front after elephants. “The population of toque macaque has increased in Sri Lanka. This is due to the decline of natural predators and reduced food availability in forests, which has driven these animals to seek food in agricultural areas. We propose establishing a unified mechanism by merging 15 institutions to manage toque macaque populations effectively.” Dr. Kariyawasam added. There are several scientific methods to control macaques. Contraception is result driven method. This method involves the use of hormones or vaccines to control the breeding of monkeys. It can be an effective way to prevent the birth of unwanted offspring. Sterilization is a surgical procedure that permanently removes the reproductive organs of the monkeys. It is a highly effective method for controlling population growth. Also Relocation and Habitat modification can take into consideration. Monkeys can be relocated to areas with less dense populations. This method can effectively reduce a particular area’s population but can also be costly and time-consuming. As well, Habitat modification can include removing food sources or changing the environment to discourage monkeys from inhabiting a particular area.
According to the Ministry of Agriculture, a study has revealed that in 2016 in the dry zone in Sri Lanka 10% of the total crops were damaged by the wild animals. Not all animals responsible for this. Basically wild elephants, monkeys, peacocks, giant squirrels and wild boars. It’s important to note that population control techniques must be carried out humanely and ethically to protect wildlife and their habitats. It’s also important to consult with experts and local authorities to ensure that the chosen method is appropriate and effective for the specific species and environment. It’s better to reconsider these scientific methods rather than to beat and kill wild animals that come into the fields and drive them away. Environmentalists recently discussed with the Minister of Wildlife, Dr. dhammika Patabendi about possible positive solutions for this. Accordingly, attempting to resolve this issue through a common mechanism is a positive approach. On the other hand, empowering local populations with knowledge about wildlife behavior and conservation can foster coexistence rather than conflict. All our resource persons revealed that, this issue cannot be resolved immediately. It will take some time and must be done with restraint.
Senior environmentalist and lawyer Dr. Jagath Gunawardena reveals that, “This conflict can only be solved through a holistic approach where better understanding with ecosystem and all living individuals.” He further explains, “The idea that more land is needed for development is a very outdated one. Nowadays, there are many ways and means to manage land with technology and achieve higher yields.”
Conservationists warn that the survival of many species is intertwined with the livelihoods of local communities. According to the elephant researcher, Mithapala’s research data one elephant of the country contribute to earn 4million rupees per year. In the gathering seoson it increases to 10 million. This clearly demonstrates their contribution to the tourism industry on the one hand and to poverty alleviation on the other. Addressing HWC is not merely an environmental issue; it is a socio-economic challenge that requires a multifaceted approach. With creativity, collaboration, and commitment, we can turn this crisis into an opportunity for harmony, ensuring that the enchanting silhouettes on the lake continue to inspire generations to come.

Envisioned as a comprehensive strategy, the policy addresses critical ecological challenges such as biodiversity loss, climate change, and resource depletion. The contributions of scientists and activists like Dr. Ravindra Kariyawasam amplify the policy’s depth, ensuring it is rooted in scientific understanding and community-centered approaches.
Dr. Kariyawasam, a well-known environmental scientist and activist, has been pivotal in promoting ecological sustainability in Sri Lanka. ]]>In recent years, flash floods have emerged as a significant threat to agricultural productivity, causing widespread devastation to crops, livestock, and the livelihoods of farmers. As climate change intensifies weather patterns, the frequency and severity of these sudden deluges are becoming increasingly alarming.
Sri Lanka receives rain from two monsoonal seasons, South West and North east. South west monsoon is active on May to September while North East is active on November to March. According to this typical weather pattern, Sri Lanka receives continues rain in those months. Also there is an inter monsoonal period, active on August and September which receives rain time to time. Flood conditions can occur when there is an increase in the normal rainfall pattern, but Flash floods are poles apart. Even though the rainfall pattern have had alter with the climate change, traditional Sri Lankan farmers still determine the time required for their cultivation according to the monsoon rainfall.
According to the traditional agriculture, “maha season” starts in October. Which is the long and highest harvesting season. Traditional farmers reveals to the daily news that, they have been started growing rice in early this October. But by now, the flooded paddy fields have been destroyed to some extent. Every year, millions of birds leave their breeding grounds in the northern hemisphere to migrate to warmer regions. They travel thousands of miles, often navigating treacherous weather conditions and natural barriers. From September to April when the northern hemisphere experiences winter, Sri Lanka welcomes plethora of migratory species. Birds such as sanderling (Wahilinna), Eurasian curlew (Yurasia Kalikaya), Indian pitta (Avichchiy), Barn swallow (Wahilihiniya) and greater flamingos, flocks to the island wetlands, mudflats, and coastal areas. These birds undertake incredible journeys, often flying thousands of miles to reach the island, where they find sufficient food and suitable habitats.
Birds possess an innate sense of direction, relying on a combination of environmental cues such as the sun, stars, and Earth’s magnetic field to guide them. Their migratory patterns are often honed over generations, passed down through instinct and learned behavior.
Our island nation is home to 522 total bird species belonging to 23 orders, 89 families and 266 genera (Red List, 2021).Many of them migratory. According to the 2021 Red List assessment 244 species that breed on the island. It is quite good country list, we could say. Now is the time of avian travellers’ arrival. Gradually we can see them in the shorelines and wetlands.

Sri Lanka; The final destination of migratory birds in central Asian flyway!
There are eight migratory routes for avifauna in the world. Two routes of them pass by Sri Lanka which is The Central Asian Flyway (CAF) and East Asian Australasian flyway. CAF covers a large continental area of Eurasia between the Arctic and Indian Oceans and the associated island chains. Although it’s the shortest of the world’s flyways, the Central Asia flyway is used by more than 600 migratory bird species and it also covers 30 countries. The most significant thing is, Sri Lanka is the final destination of this central Asian flyway. Many birds use our island because of this unique setting. On the other hand, the East Asian-Australasian Flyway also used by some migratory birds to visits Sri Lanka.
Migratory birds use three different routes to enter the island, Sri Lanka. Some use western route via cap of comorin and enter through Colombo, Anavilundawa and Mannar. Some use eastern route and enter through Pointpedro and Jaffna region. While some use Andaman route and entering through Mulledivu, Pigeon island side.
Due to the arrival of these fascinating travellers five wetlands have been categorized as internationally protected wetlands known as RAMSAR wetlands. Where there you can see many birds at once. Anawilundawa, Vankalai and Kumana are some of them. Also, they can be seen in other wetlands too. Environmentalist, Dr. Ravindra Kariyawasm stated that, the first three hours of light are best for most bird watch, while aquatic birds normally active when the ground warms up since afternoon is best to lookout them. Many avian travellers rely on specific stopover sites to rest and refuel during their journeys. Wetlands, estuaries, and coastal areas serve as vital pit stops where birds can replenish their energy.

The role of fascinating migrants’ add value for Sri Lankan culture!
The role of migratory birds extends beyond their impressive journeys; they play a vital part in maintaining ecological balance. As pollinators and seed dispersers, they contribute to the health of various ecosystems.
They acting as natural controls, and help regulate pests by reducing populations of potentially harmful insects such as caterpillars, weevils, cutworms and beetles. Our ancestors believe that arrival of Blue tailed bee-eater ‘nilpeda biguharaya’ to the paddy fields is a sign of better-quality harvest. It is because they eat pests in the yields. These birds can be seen in flocks or singly in open areas nowadays.
The Barn Swallow, “Wahilihiniya” is one of earliest migrants to Sri Lanka (the first waves reach our shores as early as middle August). Once peak season is here, they are abundant around the rice paddies, marsh lands, lakes and open areas. This species is one of very important bird for farmers as a biological pest controller.
When farmers see the very first arrival of “Vahilihiniya” is a signal that three monsoonal seasons are coming. So, farmers scheduled their cultivation based on these signs to increase their productivity said Dr. Gunawardena.
Farmers also believe Grey wagtail, yellow wagtail and golden pitta’s arrival is a sign of upcoming rain. This is the traditional knowledge used by our ancestors for hundreds of years, Dr. Gunawardena added. Even, Sri Lanka’s weather pattern have changed due to climate change we can still use this traditional knowledge as a parameter for weather prediction. It is important to convey this traditional knowledge to the next generations to upsurge climate resilience. “Even this year some things happen out of the pattern, we believe climate change have correlation, but then need regular research data to find it. There are research gaps in climate change impact on avifaunal migration. Fortunately, we can continue research based on these subtle bird observation/ traditional knowledge of our ancestors Dr. Gunawardena says.
Migratory birds are legally protected!
Dr jagath gunawardena stated that, According to the fauna and flora protection ordinance under section 31, all birds except five species of birds. All migrants are protected once they entered to the Sri Lankan ocean. Which means even if they are not on land, as soon as they reach the Sri Lankan sea limits, they are protected by the law under this Act.
Accordingly, harming migratory birds, destroy their habitats, hunt, shoot, kill or take or destroy their eggs and any nest is a punishable offence.
The threats facing migratory birds are alarming. Discussing the challenges Dr. Gunawardana said there is no direct harm like occasional reporting of hunting but then again loss of habitats, food shortage, climate change and pollution have been increased. These conditions are not healthy for them to stay. As stewards of the Earth, it is our responsibility to take care of them.
Eco tourism turnover with migratory birds; upcoming challenges to the government
Bird migration also supports local economies through eco-tourism, attracting birdwatchers and nature enthusiasts eager to witness these avian marvels. Environmentalist, Dr. Kariyawasam sasys, bird trails can be create all around the country since wetlands are widespread in the island also the shore lines to economic turnover from migratory birds.
While migration is a remarkable feat, it is not without its challenges. During the previous governments, the massive destruction of wetlands, for example the impact on Muthurajawela and Anavilundawa wetlands caused a great threat to the lives of migratory birds, Dr. Kariyawasm added. However pollution seems major challenge too. Plastic and polythene polluted migrants’ breeding grounds, destroy food sources, contaminate water bodies which affect bird cycle. It is responsibility of the government as well as public for keeping the beaches clean and promote ecofriendly tourism to enhances resilience.
Dr. Gunawardena explains development projects such as Mannar wind farm also harms significant number of migrants where Mannar is one of the main entrances. It’s substantial to reconsider the island’s coast moreover for the wellbeing of migratory species.

එල්ලංගා පද්ධතියේ වැදගත්කම
ශ්රී ලංකාවේ භූගෝලීය පිහිටීමට අනුව ප්රධාන වැව් එල්ලංගා පද්ධති කලාප තුනක් හඳුනාගත හැකි වේ. එනම් උතුරු උතුරුමැද කලාපය , වයඹ කලාපය සහ රුහුණු කලාපයයි. එල්ලංගා පද්ධතිවලින් සියයට 90 ක්ම මෙම කලාප ත්රිත්වයට අයත්වනු ඇත. වියළි කලාපයේ හඳුනාගත හැකි මෙම ජලාපවහාන පද්ධතිය කිසිසේත්ම හුදකලා වූ පද්ධතියක් නොව. මෙය කුළු වැව්, ග්රාමීය වැව්, විශාල වැව් සහ ඇළ මාර්ග ආදියෙන් සමන්විතව ඇත. එල්ලංගා වැව් පද්ධතියක ඉහළින්ම පවතින වැවට ජලය ලැබෙන ඇළ මාර්ගය මූලික ජල ප්රභවය ලෙස හඳුන්වනු ඇත. එමෙන්ම එක් වැවක් පෝෂණය වන ප්රදේශය ක්ෂුදු ජල පෝෂක ප්රදේශය ලෙස හැඳින්වේ. එක් වැවක සිට ඇළ මාර්ග ඔස්සේ තවත් වැවකට ජලය සැපයෙන අතර එම ඇළ මාර්ග අතර වැවෙන් පහළ ජලය ලබාගත හැකි කොටසේ කුඹරු අස්වැද්දීම සිදු වේ. ඒ අනුව සරලව ගත් කළ මේ තුළින් සිදුවන්නේ එක් වැවකින් ඉවත්වන අතිරික්ත ජලය සහ කෘෂිකර්මාන්තය සඳහා භාවිත කරන ලද ජලය නැවත පරිභෝජනය කිරීමකි.

ගස්ගොම්මන ජල පෙරණයක් ලෙස ක්රියාත්මක වේ. වැවක ජලය පිටාර මට්ටමට පැමිණි විට පමණක් ජලය රදා සිටින වැවේ ඉහළ කොටසේ ස්වාභාවිකව නිර්මාණය වී ඇති වෘක්ෂලතා සහිත ප්රදේශය ගස්ගොම්මන ලෙස හදුනාගනී. විශේෂයෙන්ම මෙම කලාපයේ හඳුනාගත හැකි ශාකයන් ජලයේ පාවී ආ බීජයන්ගෙන් රෝපණය වූ ශාකයන් ය. මෙම කලාපය තුළ බහුළ වශයෙන් කුඹුක් , නාඹඩ ,දඹ ,මයිල ,බොකල වැල් ,එලිපත්ත , කළවැල් වැනි වෘක්ෂයන් සහ වැල් වර්ග දැකගත හැක. මෙම ස්වාභාවික වෘක්ෂලතා කලාපය ප්රයෝජන රැසක් ලබාදෙන්නා වූ කලාපයකි. වැවේ ජලය සඳහා සුළං බාධකයක් ලෙස මෙම කලාපය ක්රියාකරයි. වියළි කලයේ දී වැවේ ජලය සෞම්ය මට්ටමේ පවත්වා ගනිමින් වාෂ්පීකරණය අවම කිරීමට ගස්ගොම්මන උපකාරී වේ. මෙම කලාපයේ බහුලව වර්ධනය වන කුඹුක් ශාකයන්ගේ මුල් වැව් ජලයේ ජීවත්වන මත්ස්ය පරම්පරාවට මනා වාසස්ථානයකි. ජල පෙරණයක් ලෙස ක්රියාත්මක වීමේ දී ඉහළින් ගලා එන ජලය සමඟ එන රොන්මඩ ආදිය තැන්පත් වීම සිදුවේ. මෙම කලාපය සත්ත්ව ජනාවාස සහ මානව ජනාවස වෙන් කරන මායිමක් ලෙස ද ක්රියාත්මක වීම සත්ත්ව ප්රජාවට මිනිසුන්ගෙන් ඇතිවන බලපෑම අවම කිරීමට ද හේතු වී ඇත.

ඉහළ ප්රදේශවල සිට වැවට එන ජලයේ අවසාදිත රදවා ගැනීම සදහා මෙම අංගයන් උපකාර වේ. මෙම ප්රදේශය තුළ වැවේ ජලය උපරිම කාලයන් හි දී ජලය රදවා ගනිමින් වියළි කාලයේ දී ක්රමයෙන් වැවට එම රදවාගත් ජලය ලබා දේ. මෙම කලාපය රොන්මඩ සහිත කලාපයක් වන අතර මෙය අර්ධ ජලජ ශාක සහ සත්ත්ව ප්රජාවට හොඳ වාසස්ථානයකි.

ශ්රී ලංකාවේ එල්ලංගා පද්ධති පිළිබඳව පර්යේෂණ සිදුකළ , පරිසර හා සොබාදහම් අධ්යයන මධස්ථානයේ ජාතික සම්බන්ධිකාරක පරිසරවේදී ආචාරය රවීන්ද්ර කාරියවසම් මහතා එල්ලංගා පරිසර පද්ධතිය සහ එල්ලංගා පරිසර පද්ධතිය විනාශ වීමට බලපාන හේතු සාධක පිළිබඳව ‘සිළුමිණ‘ ට මෙසේ අදහස් දැක්වීය.
‘‘එල්ලංගා පරිසර පද්ධතිය යනු ලෝකයේ තිබෙන සුවිශේෂි පරිසර පද්ධතියක්. පලුගස්වැව එල්ලංගා පද්ධතිය ලෝක උරුමයක් ලෙස යුනෙස්කො ආයතනය නම් කරලා තිබෙනවා. ලංකාවේ වැව් පද්ධතිය පිහිටා තිබෙන්නේ හුදකලාව නෙවෙයි. ගම් වැව් , මහ වැව් , දන වැව් , ඔලගම් වැව් ලෙස ලංකාවේ වැව් පද්ධතිය අපිට වර්ගිකරණයක් කළ හැකියි. උදාහරණයක් ලෙස අනුරාධපුරයේ තිබෙන වැව් සියල්ල එක පද්ධතියක්. රජරට පිහිටා තිබෙන වැව් පද්ධතිය ඇලෙන් ඇලට වැවෙන් වැවට එකිනෙකට සම්බන්ධ වෙලා තමයි තිබෙන්නේ. ජලය මුහුදට ගලාගෙන යන තුරු එකම පද්ධතියක් විදිහට තමයි වැව් පද්ධතිය ක්රියාත්මක වෙන්නේ. ඒ වගේම පොලොන්නරුවේ තිබෙන වැව් පද්ධතියත් එකිනෙකට බද්ධ වෙලා තමයි තිබෙන්නේ.
උදාහරණයක් විදිහට අඹන් ගග ආරම්භ වෙන්නේ නකල්ස් කදුවලින් ගලාගෙන එන ජල ධාරාවලින්. අඹන් ගග හරස් කරලා වසඹ රජතුමා අමුණක් නිර්මාණය කරනවා. ඒ අමුණ තමයි ඇලහැර අමුණ. ඇලහැරදි අඹන් ගග හරස් කරලා වසඹ රජු රජරටට ජලය ගෙන යනවා. ඇලහැර අමුණෙන් ගලාගෙන යන ජල පහර ඇලහැර මින්නේරිය යෝධ ඇල දිගේ කිලෝමීටර 32.5 ක දුරක් දියබෙදුම කියන ස්ථානය දක්වා ගලාගෙන යනවා. දියබෙදුමෙන් ගිරිතලේ වැවට සහ මින්නේරිය වැවට වතුර බෙදෙනවා. මින්නේරිය වැවෙන් කවුඩුල්ල ජලාශයට , කන්තලේ ජලාශයට , වෙන්ඩ්රාසකුලම් ජලාශය දක්වා ජලය ගෙන ගොස් ඒ ජල පාර ඇලමාර්ග ඔස්සේ මහ මුහුදට එකතු වෙනවා. එ් විතරක් නෙවෙයි ඇලහැර සිට කන්තලේ දක්වා ගමන් කරන අඹන් ගගේ ජලයෙන් ඉහකුළු වැව , රොට වැව , මටළු වැව , කෝදුරු වැව , වැනි කුඩා වැව්වලට ද ජලය සපයනවා. මේ ආකාරයට තමයි අඹන් ගඟ ආශ්රිතව එල්ලංගා පද්ධතිය නිර්මාණය වෙලා තිබෙන්නේ. වැව් කියන්නේ හුදකලා වුණ දෙයක් නොවන බව ඒ අනුව පෙනී යනවා.
ඒ වගේම අනුරාධපුර තිබෙන ලංකාවේ පළමු වැව වන අභය වැව පණ්ඩුකාභය රජු නිර්මාණය කරන්නේ තවත් අවුරුදු 400 කින් සෑදිය යුතු වැව ගැන අදහසක් සහිතවයි. වැව් පද්ධතියේ පලමු වැව විදිහට තමයි අභය වැව නිර්මාණය කරන්නේ. පණ්ඩුකාභය රජතුමාට අදහස් තිබිලා තියෙනවා වැව් පද්ධතිය අවසන් වෙන්නේ කොහෙන්ද කියලා. ඒ අනුව වාරි එල්ලංගා පද්ධතිය කියන්නේ පරිසර විද්යාත්මකව සහ සංස්කෘතිමය ආකාරයෙන් වැදගත් අංගයක්. ඒ වගේම ලංකාවේ වියළි කලාපයේ තිබෙන සුවිශේෂිම පරිසර පද්ධතියක් ලෙසත් මේ වාරි එල්ලංගා පද්ධතිය හදුන්වා දෙන්න පුලුවන්. වාරි එල්ලංගා පද්ධතිය පක්ෂින්ට අභියභුමියක් , සංරක්ෂණයට වෙන් නොකළ නමුත් පරිසරය වෙනුවෙන් අගනා කාර්යයක් ඉටු කරන පද්ධතියක් තමයි වාරි එල්ලංගා පරිසර පද්ධතිය. ඒ නිසා ලංකාවේ තිබෙන වාරි එල්ලංගා පරිසර පද්ධතිය වෙනුවෙන් අපි විශේෂ අවධානයක් යොමු කළ යුතුයි.
එල්ලංගා වාරි පද්ධතිය අතීතයේ සිදුකළ සංවර්ධන ක්රියාවලියක්. නමුත් ඒ සංවර්ධන ක්රියාවලිය සොබාදහම භාර ගෙන තිබෙනවා. ඒ වගේම වර්තමානයේ සිදුකරන සංවර්ධන ක්රියා සොබාදහම භාර ගෙන නැහැ. ඒ වගේම මේ වනවිට එල්ලංගා පද්ධතිවල ජලය ගලාගෙන යන ඇල මාර්ග සංවර්ධන කටයුතු හේතුවෙන් අවහිර වෙලා තිබෙනවා. මේ නිසා පොඩි වර්ෂාවක් පැවතියත් වියළි කලාපයට ගං වතුර අවදානමක් ඇති වෙනවා. ඒ වගේම පොඩි වියළි කාලගුණයක් පැවතියත් එයින් විශාල හානියක් සිදුවෙනවා. අද වනවිට මේ එල්ලංගා පරිසර පද්ධතිය නිසියාකාරව සක්රීය තත්ත්වයේ පවතින්නේ නෑ. වගකිව යුතු බලධාරින් නිසි අධ්යනයක් සිදුකර අවහිර වෙලා තිබෙන ඇල මාර්ග එල්ලංගා පරිසර පද්ධතියට හානි නොවන ආකාරයට පිලිසකර කිරීම සිදුකළ යුතුයි. ඒ වගේම අපි කතා කළ ආගන්තුක ආක්රමණශිලි මත්ස්යයින් , ආගන්තුක ආක්රමණශිලි ශාක එල්ලංගා පරිසර පද්ධතියට ඇතුළු වෙලා තිබෙනවා. ඒවා මෙම පරිසර පද්ධතියෙන් ඉවත් කරන්නේ කෙසේද කියලා සොයා බැලිමක් අදාල බලධාරින් සිදුකළ යුතුයි. උදාහරණයක් විදිහට ජපන් ජබර කියන ආක්රමණශිලි ශාකය එල්ලංගා පරිසර පද්ධතියට විශාල බලපෑමක් එල්ල කරනවා. එවැනි ශාක තිරසර ආකාරයට ඉවත් කරන්නේ කෙසේද කියලා සොයා බැලිය යුතුයි.‘‘

නීති උල්ලංඝනය කරමින් පළමුවෙන්ම මෙරටට ගෙනැවිත් ඇත්තේ “පැසිෆික් සුදු ඉස්සා” (Litopenaeu svannamei) නම් ඉස්සන් වර්ගයයි. උන් මෙරටට ගෙනැවිත් ඇත්තේ 2018 වසරේදීය. පැසිෆික් සුදු ඉස්සන් (Litopenaeusvannamei) ජෝඩු 500ක් ශ්රී ලංකාවට ගෙනැවිත් ඇති බව වාර්තා වෙයි. නීත්යනුකූල නොවන මාර්ගවලින් මෙරටට ගෙනැවිත් ඇති ඒ මත්ස්ය විශේෂ පිළිබඳ මේ වන විට පරිසරවේදීහු, සතුන් පිළිබඳ පර්යේෂණ පවත්වන විද්යාර්ථීන් සහ සංරක්ෂණවේදීහු දත්ත රැස් කිරීමෙහි නිරතව සිටිති.
දේදුණු ට්රවුට් Rainbow trout (Oncorhynchus Mykiss)
දේදුනු ට්රවුට් මත්ස්යයාගේ දිගු, තරමක් සංකුචිත සිරුර සහ දත් සහිත හනුව නිසා අනෙකුත් මත්ස්යයන්ගෙන් වෙන් කොට හඳුනාගත හැකිය. ඔහුගේ පෘෂ්ඨීය වර්ණය අළු පැහැ වන අතර දෙපස රිදී පැහැතිය. ළා රෝස පැහැති ඉරි ශරීරයේ දෙපස පිහිටා ඇත. හිස සහ වරල ඇතුළු සම්පූර්ණ ශරීරයම තිත් සහිතය. සෙ. මී. 45-60 දක්වා වන නමුත් උපරිම වශයෙන් සෙ.මී. 120 දක්වා වැඩීමේ හැකියාව ඇත.
1889 දී ලංකාවේ මධ්යම කඳුකරයේ පිහිටි ඇළ දොළවලට දේදුනු ට්රවුට් හඳුන්වා දී ඇත්තේ විනෝදයට මසුන් බිලීබෑමේ ක්රීඩාව සඳහාය. යටත්විජිත පාලකයන් පිටව යාමෙන් පසු විනෝදයට මසුන් මැරීමේ ක්රීඩාව අභාවයට ගිය අතර නුවරඑළියේ පිහිටි මසුන් බෝකරන මධ්යස්ථානයකින් ඔවුන් මුදාහැර ඇත. උදාහරණ ලෙස හෝටන් තැන්න සහ පට්ටිපොල පිහිටි බෙලිහුල් ඔය ආදී ස්ථානවල මේ මත්ස්යයා දැකිය හැකිය.

පුල්ලි මගුරා / රට මගුරා, Marble catfish (Clarias Batrachus)
සාමාන්යයෙන් සෙ.මී. 26 පමණ දිග වන නමුත් සෙ.මී. 47 ක් දක්වා දිගට වැඩීමේ හැකියාව ඇති රට මගුරා ඒකදේශික මගුරු මත්ස්ය විශේෂයට සමානය. මෙරට බස්නාහිර සහ වයඹ පළාත්වල ඇළ දොළවල ස්ථායී වී ඇත. ලංකාවේ හෝ වෙනත් ප්රදේශයක දේශීය විශේෂයන් කෙරෙහි ඇතිවන බලපෑම් වාර්තා වී නැතද පාරිසරික සමානකම් නිසා රට මගුරා ට දේශීය මගුරු වර්ග සමඟ තරගකාරීත්වයක් ඇතිවිය හැකිය.

ටැංකි සුද්දා – Tank Cleaner (Pterygoplichthys)
සුරතල් මසුන් බෝකරන ස්ථානවලින් හෝ මින් මැදුරුවලින් මෙම මත්ස්යයා අහම්බෙන් මුදාහැර ඇත. පැළෑටි සහිත මඩ පිරුණු පතුල සහිත ස්ථානවල ජීවත්වේ. ශ්රී ලංකාවේ වයඹ සහ බටහිර පළාත්වල මිරිදිය ජලාශ සහ ගංමෝයවල දක්නට ලැබේ. බෙල්ලන්විල – අත්තිඩිය, නැදිමාල, බොල්ගොඩ, පොල්ගොල්ල අවට මහනුවර ප්රදේශය, මාවිල් ආරු, රඹකැන්ඔය, මහඔය සහ මින්නේරිය වැව යන ස්ථානවලින් මෙම මත්ස්යයින් වාර්තා වී ඇත. කුඩා මත්ස්යයන්ගේ බිත්තර ආහාරයට ගන්නා මෙම මත්ස්යයා දේශීය මත්ස්යයන්ගේ වාසස්ථාන ද ආක්රමණය කරයි.
මන්නයා – Clown knife fish / Knife fish (Chitala ornata)
මින්මැදුරුවල සිට අහම්බෙන් ස්වාභාවික වාසස්ථාවලට හඳුන්වා දී ඇති මේ මත්ස්යයා 1992 ජූනි මාසයේ දී ඇතිවූ දරුණු ගංවතුරෙන් පසු කොළඹ අවට ජලාශවලින් වාර්තා විය. මොවුන්ගේ නිජබිම් කලාපය වන්නේ නිවර්තන ආසියාවේ ඉන්දු චීනයයි. ශ්රී ලංකාවේ විශේෂයෙන් ශ්රී ජයවර්ධන පුර දියවන්නා ඔය, බණ්ඩාරගම බොල්ගොඩ ජලාශය, සහ දොඩංගොඩ මතුගම ප්රදේශයේ විශාල ගංගා, ජලාශ සහ වගුරු බිම් මෙම මත්ස්යයාගේ වාසභූමි වී ඇත. මන්නයා දේශීය විශේෂයන්ගේ ගහණය අඩු කිරීම කෙරෙහි සම්බන්ධ බව අධ්යයනයන් මඟින් පෙන්වා දී ඇත.

මාබල් කැට්ෆිෂ් – Marbled catfish – Leiariusmarmoratus
බොහෝ දෙනෙක් “මාබල් කැට්ෆිෂ්” යන නමින් හඳුන්වන නමුත් මෙම මසුන්ගේ නිවැරදි නම “මාබල් වෝකිං කැට්ෆිෂ්” ය. මේ මසුන්ගේ විශේෂත්වය ඔවුන්ට ගොඩබිම මත ඇවිදීමට හැකියාවක් තිබීමය. Clariasbatrachusයන විද්යාත්මක නමින් හඳුන්වන මෙම මසුන් ඉන්දියාව, ශ්රී ලංකාව, පකිස්ථානය, නේපාලය, මැලේසියාව, තායිලන්තය හා ඉන්දුනීසියාව ඇතුළු ආසියාතික රටවල් නිජබිම කරගෙන ව්යාප්තවී ඇත. ලංකාවේ මිරිදිය ජලාශවල දක්නට ලැබෙන ‘මගුරා’ ගේ පෙනුමට මොවුන් බෙහෙවින් සමානය.

ඇලිගේටර් ගාර් – Alligator Gar (Atractosteus spatula)
ඉතා පැරණි මත්ස්ය පවුලක් වන ගාර් පවුලේ ප්රමාණයෙන් විශාලතම සාමාජිකයා ඇලිගේටර් ගාර් වේ. Lepisosteidaeකුලයට අයත් වේ. මොවුන් ජලජ පරිසර පද්ධති තුළ ඉහළ මට්ටමේ විලෝපිකයන් ලෙස පරිසර සමතුලිතතාවට දායක වන අතර මොවුන්ගේ පැටවුන් හා බිත්තර වෙනත් මසුන්ගේ ගොදුරු බවට පත්වේ.
සීමාව ඉක්මවා මසුන් ඇල්ලීම මොවුන්ගේ පැවැත්මට තර්ජනයක් වී ඇත. වර්තමානයේ වන විට ලාංකික මසුන් ඇතිකරන්නන් අතර ද ප්රචලිත ඇලිගේටර් ගාර් මුලින්ම ශ්රී ලංකාවට 2000 වසරේ දී ආනයනය කර ඇති අතර ඔවුන් ස්වාභාවික පරිසරයෙන් අල්ලා ගත් මසුන්ය. නමුත් මේ වන විට ගෙන්වනු ලබන්නේ ඉන්දුනීසියාවේ අභිජනනය කළ පැටවුන්ය.

මොසැම්බික් – රතු තිලාපියා
Mozambique Tilapia (Oreochromism ossambicus)
ශ්රී ලංකාවේ ජලජීවී වගාවට හඳුන්වා දුන් මුල්ම මත්ස්යයාය. අප්රිකාව නිජ බිම වන මොවුන්ට කිවුල්දිය වතුරේ හා මිරිදිය ජලයේ අපහසුවකින් තොරව ජීවත් විය හැකිය. මොසම්බික් මත්ස්යයන් වර්ග දෙකක් වන අතර, මොවුන් අවුරුදු එකොළහක් පමණ ජීවත් වේ. ශක්තිමත් සෞඛ්ය මට්ටමක් ඇති මෙම මත්ස්යයන්ට හොඳින් ආහාර ලබා දෙන විට ශීඝ්රයෙන් වර්ධනය වේ. මෙම මසුන් තමන්ගේ වාස භූමි වෙන්කර ගන්නා අතර, ඔවුන්ගේ දේශසීමාවට වෙනත් මත්ස්යයකු පැමිණියහොත් දරුණු ලෙස පහර දීමට පෙලඹේ. ඔවුන් හොඳ මදුරු කීට භක්ෂක මත්ස්ය විශේෂයකි.
ටින්ෆොයිල් බාබ් මසුන් (Barbusschwanefeldi)
අග්නිදිග ආසියාව නිජබිම කරගත් මෙම මත්ස්යයාට ශක්තිමත් මෙන්ම කලහකාරී නොවන මත්ස්යෙයකි. කුඩා මසුන් ආහාරයට ගන්නා නිසා මසුන් තෝරා ගැනීමේ දී ඒ ගැන සැලකිලිමත් විය යුතුය. උපරිම වශයනේ අඟල් 14ක් පමණ විශාල වන නිසා අවම වශයෙන් ජලය ගැලුම් 70කවත් ධාරිතාවක් ඇති ටැංකියක් අවශ්ය වේ. සර්ව භක්ෂක බැවින් ටැංකියේ ඇති ජලජ ශාක කා දැමීමටත් ඉඩ ඇත. බිත්තර මඟින් වර්ගයා බෝ කරන මොවුන්ට වසර 8ක පමණ උපරිම ආයු කාලයක් හිමිය.

ආක්රමණශීලී, ආගන්තුක ජීවීන් මෙරටට රැගෙන ඒම පිළිබඳව පරිසරවේ දී ආචාර්ය රවීන්ද්ර කාරියවසම් පැවැසුවේ මෙවැනි අදහසකි.

“ආක්රමණශීලී ආගන්තුක ජීවීන් මෙරටට රැගෙන ආවට පසු අවදානම වළක්වා ගැනීමට කටයුතු කරනවාට වඩා එවැනි ජීවීන් මෙරටට ගෙන ඒමට පෙර අවදානම් තක්සේරුවක් සිදු කර අඩු අවදානමක් තිබෙන ජිවීන් පමණක් ගෙන ඒමට වැඩපිළිවෙළක් සකස් කළ යුතුයි. ඒ වගේම 2016 දී සකස් කළ ආක්රමණශීලි ආගන්තුක ජීවීන් පිළිබඳ ප්රමුඛතා ලැයිස්තුව කඩිනමින් යාවත්කාලීන විය යුතුයි.
අපි එතරම් තැකීමක් නොකරන විසිතුරු මත්ස්යයන් දරුණු ආක්රමණිකයන් විය හැකියි. එම ජීවින් ජලජ පරිසයේ ජීවත්වන මත්ස්ය පැටව්, බිත්තර සහ අාවේණික උභය ජීවීන්ගේ බිත්තරත් විනාශ කරන්න පුළුවන්. එම නිසා එම මත්ස්යයන් ඇති කරන අයට දැඩි නිර්ණායක ලබා දිය යුතුයි. එම මත්ස්යයන් ස්වාභාවික පරිසරයට මුදා හැරීම තහනම් කළ යුතුයි. ආක්රමණකාරී මාළුන්ගෙන් තියෙන ප්රධානම තර්ජනය තමයි ස්වාභාවික මත්ස්ය විශේෂ ආහාරයට ගැනීමයි. එයින් මිරිදිය පරිසර පද්ධතියේ සමතුලිතතාවට බාධා ඇති වෙනවා. ලංකාවට ආවේණික මත්ස්ය විශේෂ වඳ වෙලා යන්නත් මේ ආක්රමණකාරී මසුන් හේතුවක් වෙනවා. ආක්රමණික මත්ස්ය විශේෂ ලංකාවට ගෙන එන්නේ සුරතල් මසුන් ආනයනය කරන්නන්. සමහර වෙලාවට අලුත් සුරතල් මාළු ප්රභේද කියලා හඳුන්වා දෙන්නේ මේ වගේ ආක්රමණික මත්ස්යයන්. මත්ස්යයන් ඇති කරන අය මේ මත්ස්යයන් මිල දී අරගෙන ටික කාලයක් ඇති කරනවා. ඊට පස්සේ එයාලගේ මාළු ටැංකියට ඒ මාළුන්ගෙන් තර්ජනයක් ඇති වුණාම ඇළදොළ ගංගාවලට මුදා හරිනවා. එවැනි මත්ස්යයන් මෙරටට ගෙන ඒමට පෙර හඳුනා ගැනීම වැදගත් වන්නේ මෙරටට රැගෙන ආවට පසු පාලනය කිරීම දුෂ්කර කාර්යයක් වන නිසයි. ඒ වගේම සමුද්ර දූෂණ වැළැක්වීමේ පනත, වන සත්ත්ව හා වෘක්ෂලතා ආරක්ෂණ ආඥා පනත, රේගු ආඥා පනත, ධීවර හා ජලජ සම්පත් සංරක්ෂණ පනත සහ ශාක ආරක්ෂණ පනත යන පනත් පහ යටතේ මේ පිළිබඳ නීතිමය ප්රතිපාදන සලසා තිබෙනවා. නීතිමය තත්ත්වය එසේ වුවද ජෛව විවිධත්වයට හානි කරන ආක්රමණශීලි ජිවීන් මැඬලීම සම්බන්ධයෙන් මහජනතාවට ද විශාල වගකීමක් තිබෙනවා.”
රට හමුවේ ඇති අභියෝග
මේ සම්බන්ධයෙන් පරිසරවේ දී ගීත් ගුණසේකර මෙසේ පැවැසීය.
“මේ ආගන්තුක ආක්රමණශීලි මසුන් ලංකාව තුළ වැඩි වශයෙන් වර්ධනය වුණේ විසිතුරු මත්ස්යයන් ඇති කරන පුද්ගලයන්ගේ ක්රියා කලාප නිසයි. ඔවුන් මත්ස්යයන් ඇති කරන්නේ වගකීම් විරහිතව. ඔවුන්ට ඇතැම් මත්ස්යයන් පිළිබඳව නිසි අවබෝධයක් නෑ. ලංකාවේ සිටින ආගන්තුක ආක්රමණශීලි ජීවින් පිළිබඳව වැඩි වශයෙන් අධ්යයන කටයුතු සිදු කරන්නේ විද්යාර්ථින්, පරිසරවේදීන් මිසක රාජ්ය ආයතන නෙවෙයි. ඒ වගේම ආගන්තුක සත්ත්ව විශේෂයක් පිළිබඳව තොරතුරු වාර්තා වුවහොත් ඒ පිළිබඳව සොයා බලා නිසි ක්රියාමාර්ග ගැනීමක් ලංකාවේ ක්රියාත්මක වෙන්නේ නෑ. ඒ වගේම ලංකාවේ ජලාශවල විදේශීය ආගන්තුක ආක්රමණශීලී මසුන් සිටින බවට තොරතුරු වාර්තා වෙනවා. ඒ වගේම නුවර වැවෙත් එවන් මසුන් හමුවී තිබෙනවා. මේ මසුන් එම ජලාශවල බෝවනවාද, එසේත් නොමැති නම් පිටතින් ගෙනැවිත් දැමූ මසුන්ද යන්න තවම වාර්තා වෙලා නෑ. විලෝපික මත්ස්යයන් රටේ තැනින් තැන හමුවීම නිහඬව බලා සිටිය යුතු කාරණයක් නෙවෙයි. ආගන්තුක ආක්රමණශීලී මසුන් ලංකාවට ගෙන ඒම තුළ ලංකාවේ දේශීය මසුන්ට දැඩි තර්ජනයක් එල්ල වෙලා තිබෙනවා. ස්වේච්ඡා අධ්යයන කණ්ඩායම් මේ සම්බන්ධයෙන් තොරතුරු සොයා ගත්තාට අදාළ බලධාරීන් ඒ පිළිබඳ අවධානයක් දක්වන්නේ නෑ. අපි හැකි තරම් ආගන්තුක ආක්රමණශීලී මසුන් ගැන ජනතාව දැනුවත් කිරිම් සිදු කරනවා. නමුත් ඒවාට නිසි ඇගයීමක්වත් ලැබෙන්නේ නෑ. මේ කාරණය සම්බන්ධයෙන් නිසි අවධානයක් යොමු නොකිරිමෙන් දැවැන්ත පරිසර ප්රශ්නයක් නිර්මාණය වෙන්න පුළුවන්. දැනටමත් මේ මසුන් ඇතැම් පරිසර කලාපවලට ආගන්තුක ආක්රමණශීලී සතුන් බවට පත්වෙලා තිබෙන්නේ. වතුරකට එක් වූ සතකු වඳ කිරීම යනු අතිශය දුෂ්කර කාර්යයක්.
ඒ වගේම වෙනත් රටවල මෙම ආගන්තුක ආක්රමණශිලී මත්ස්යයන් මර්දනය කිරීම සඳහා එම මත්ස්යයන් සමූල ඝාතනය කරනවා. නමුත් මෙම ආගන්තුක ආක්රමණශීලි මත්ස්යයන් තුරන් කිරීම සඳහා ශ්රී ලංකාව වැනි රටක් එවැනි ක්රියාමාර්ගයක් අනුගමනය කිරීම එතරම් සුදුසු ක්රියාවක් නොවෙයි. එමෙන්ම ශ්රී ලංකාවේ තිබෙන සාමාජීය හා ආගමික පසුබිම නිසා එවැනි කාර්යයක් සිදු කිරීමට ද නොහැකිය. ඒ වගේම තවත් රටවල මෙම ආගන්තුක ආක්රමණශීලි මත්ස්යයන් සහ වෙනත් ජීවීන්ගෙන් ප්රයෝජන රැසක් ලබාගන්නවා. උදාහරණයක් ලෙස විදෙස් රටවල ආක්රමණශීලි මත්ස්යයන් කුකුල් ආහාර සෑදිමට යොදාගන්නවා. sakarmaut catfish කියන ආගන්තුක ආක්රමණශීලි මත්ස්ය විශේෂය ඒ සඳහා යොදා ගන්නවා. ශ්රී ලංකාව වැනි රටක එවැනි ව්යාපෘතියක් ක්රියාත්මක වූවා නම් මත්ස්යයන් අල්ලන පිරිසට ඒ ආගන්තුක ආක්රමණශීලි මත්ස්යයන් අල්ළලා අමතර ආදායමක් උපයාගන්න හැකියාව තිබෙනවා. මේ වගේ ව්යාපෘති සිදු කරන්න අනිවාර්යෙන් රාජ්ය මැදිහත්වීම අවශ්ය වෙනවා.”
ඉහත සඳහන් කළ ආගන්තුක ආක්රමණශීලි මත්ස්යයන් ව්යාප්ත වීම වළක්වා ගැනීමට නම් අදාළ බලයලත් ආයතන හරහා මූලික පරීක්ෂා කිරීමකින් තොරව විසිතුරු මසුන් ලෙස විදේශ රටවලින් ගෙන ඒම, ආක්රමණශීලි ආගන්තුක මත්ස්ය විශේෂ ළඟ තබා ගැනීම, ප්රවාහනය හා බෝ කිරීම ආදිය නොකළ යුතුය. ශාක හා සතුන් ආනයනය කරන නිසි ක්රමවේද හා නීතිරීතිවලට එකඟව බලපත්ර ඇතිව සිදු කළ යුතුය. මෙම කටයුතු නීත්යනුකූලව සිදු කිරීම මඟින් අනවශ්ය තර්ජනයන්ට, දුෂ්කරතාවන්ට මුහුණ දීමට සිදු නොවනු ඇත.
