It is against this backdrop that the Commission on Human Rights and Administrative Justice (CHRAJ) in partnership with the Office of the Bawku Municipal Assembly held the 2021 anti-corruption and transparency week and International Human Rights Day under the theme “Building a culture of integrity transparency and accountability for generations”. In his address to the conference, the Municipal Chief Executive in the person of Hon. Amadu Hamza stated that corruption had been identified as a major cause of poverty, deprivation and under development in Ghana. He added that the high prevalence of corruption had given rise to poor service delivery and inadequate access to basic social amenities thereby threatening Ghana’s developmental aspirations.

 He also touched on the National Anti-Corruption Action Plan (NACAP) stating that it was a coordinated anti-corruption policy of Ghana adopted by the Parliament of Ghana in line with the Directive principle of State Policy. The vision of NACAP, he said, was to create a sustainable democratic Ghanaian society founded on good governance and instilled with high ethics and resources of stakeholders to prevent and fight corruption through the promotion of high ethics and integrity and vigorous enforcement of applicable laws. He added that the 2021 Anti-Corruption and transparency week was expected to make critical contributions to national effort at tackling one of the fundamental issues of corruption i.e integrity. In addition, he said, the week would provide the country another opportunity for the implementation of the national culture review program as well as consolidate the gains made in reducing inequality and advancing human rights.

In his address to the gathering, the Hon. Municipal Chief Executive, Hon. Amadu Hamza stated that Agriculture remained the dominant occupation in the Municipality and as such it was imperative to make it attractive and lucrative to attract the youth. He mentioned the theme for the year’s celebration as “Planting for food and jobs; Consolidating Food systems in Ghana” stating that it was appropriate to reflect the strides achieved through Government’s policies and programs under the Agriculture sector. He stated that a total number of 284,880(25kg/bags) of various types of NPK, Urea and Granular subsidized fertilizers had been received and had been successfully distributed to a total of 19,821 Farmers made up of 13,312 males and 6,509 females under the ‘Planting for Food and Jobs’.

He added that the Department of Agriculture had received over 170,000 quantities of leguminous, cereal and other leafy vegetable seeds which have also been distributed to beneficiaries of 2,739 farmers.  Hon. Amadu Hamza also touched on the Rearing for Food and Jobs stating that 40 farmers had been supplied with 400 cockerels while 7000 cashew seedlings had been received and distributed to 150 beneficiaries. He urged the Municipality to remain calm and cooperative in its quest to ensure sustainable peace in the municipality.

Prior to the address of the Municipal Chief Executive, the Head of Agriculture Department, Mr. Dennis Asampambila in his address touched on technological dissemination to farmers stating his outfit had been disseminating improved agricultural technologies to farmers across the length and breadth of the Municipality. He added that some of the technologies available to farmers included good agronomic practices in various crops, use of improved seed, early planting, soil and water management practices, use of chemical fertilizers, compost preparation and use, animal feed preparation, kraal sanitation, dynamic kraaling, routine prophylactic treatment of animals and handling of guinea keets.

Touching on food security, Mr. Dennis Asampambila stated that training programs on prevention and control of the Fall Armyworm had been organized to build the capacity of farmers and agricultural extension agents as fall army worm was a threat to food security. He also touched on livestock disease control and prevention stating that vaccination exercises were being carried out against anthrax, PPR, CBPP and Blackleg by veterinary officers in the Municipality.

 Mr. Eric Batuu Baseryi, on behalf of the Municipal Chief Executive, presented the 2022 Composite Budget of Bawku Municipal Assembly. He touched on the Municipal Profile and economy in terms of Commerce, Roads & transport, Manufacturing industry, Health, Education etc. He also touched on key issues and challenges, the financial performance for revenue and expenditure from 2019-2021. He also talked about key achievements, programs and projects. The outlook for 2022 was not left out as Mr. Eric Baseyi touched on the adopted policy objectives, policy outcome indicators and targets, expenditure, key performance information, Government flagship programs, revenue projections, expenditure projections, compensation of employees as well as 2022 projects and corresponding cost and justification.

Prior to the various presentations on the Composite Budget, the Hon. Regional Minister, Hon. Stephen Yakubu in his opening remarks stated that Government was implementing various initiatives such as the Ghana CARES to deal with impact of fiscal impact of COVID-19 pandemic as seen in revenue shortfalls, increased expenditure, worsened fiscal balances and debt sustainability. He urged MMDAs to strategically allocate resources to critical programs and projects in the Medium Term Development plans. He also urged MMDAs to pursue revenue enhancement measures with a focus on deepening the digitization agenda on revenue collection systems to broaden the revenue base particularly property valuation and collection. He expressed as worrying the continual practice of implementing the approved budget without recourse to the Ghana Integrated Financial Management Information System (GIFMIS) urging MMDAs to use the GIFMIS in budget implementation.

Prior to the elections, the Upper East Regional Minister in the person of Stephen Yakubu in his remarks said that the stage was set for Assembly Members to take the development of the area to the next level. He admonished Hon. Members to do the needful to consider the nominee for work to begin as he had been found suitable by the President of Ghana as well as key stakeholders within the Municipality. He urged Members to lay partisan politics aside and consider the interest of the communities, Region and the Country as a whole.

The Municipal Chief Executive-Elect in his victory speech thanked God, the President of Ghana and everyone who supported him through the process. He added that this victory was for the youth of Bawku as well as to ensure the socio-economic development of the people of Bawku.

The workshop which took place in the Bawku Municipal Conference Hall, drew various stakeholders from the office of the Bawku Municipal Assembly, the Department of Agriculture, the Municipal Education Office, Private Sector Actors, Bawku Inter-ethnic Peace Committee, the Department of Social Welfare and Community Development and the Traditional Authority.  The lead facilitator, Ben Kasimu Wumbla, a conflict Mitigation Coordinator gave a brief overview of AGREE activity stating that, it was a successor of the Northern Ghana Governance Project.  He added that, it was funded by USAID through the Feed the Future Initiative.  AGREE activity goal is to ensure responsive governance for improved agricultural development in Ghana.  Its scope had been extended to cover three initiatives namely Governance Initiative, Women in Share Initiative (WISH) and Covid-19 response.

Mr. Ben Kasimu Wumbla in his presentation touched on the meaning of conflict, its causes and tools for conflict analysis.  He also talked about the importance of conflict analysis, the types of conflicts and the stages of conflicts.  He also explained the strategies and approaches for conflicts preventions as well as its guiding principles.  The co-facilitator, Charlotte Atinee, an early warning analyst touched on early warnings and response, explaining what it was and its elements.  She also touched on the sources of early warning information and what to avoid in early warning.

She added that Internally Generated Funds collections was GH₵ 617, 650.01 as at the end of July 2021 representing 46.2% of the annual budget of GH₵ 1,331,004.38. Touching on the ceding of some revenue heads to the Green Concept African Limited, Hon Hawa Ninchema informed the House that all formalities had been completed and the contract signed for a period of one year at 12% monthly commission subject to renewal.  The Municipal Chief Executive enumerated a number of projects which had been awarded by the Assembly as follows;

1. 1No. CHPS compound with office and furniture at Missiga.

2. Construction of 1No. 3-unit classroom with office, store, 4-seater KVIP toilet, 1No. 2-unit urinal and teachers’ furniture at Lalsa.

      3. Construction of 1No. 3 bedroom nurses’ accommodation and mechanized borehole and submersible pump and overhead tank at Missiga.

4. Construction of 3No.  Market stores at Daduri.

 She added that, the Municipality had received one thousand dual metal desk from the Northern Development Authority and had been distributed to 21 Primary and Junior High Schools.  She also stated that, construction of 5No. refuse containers had begun to augment the already exiting ones in order to improve the sanitation of the Municipality.

Speaking on the general security situation of the Municipality, the MCE informed the house that, the stability of security in the Municipality had been threatened with two separate incident of shooting leading to the death of two people.  However, she assured the house that the situation was under control as the Municipal Security Council was working tirelessly with the Bawku Inter ethnic Peace Committee to get to the root of the issue.  She emphasized the need for all to earnestly guide the peace that we are all enjoying.

She ended her address by thanking members for their support towards the development of the Municipality.

Key stakeholders that attended included staff of the Central Administration and Agric Departments of the Office of the Bawku Municipal Assembly, the Regional office of Agriculture Department and the Ministry of food and Agric.  The objective of the workshop was to strengthen the capacity of staff of the Department of Agriculture to provide reliable data that will support Government in decision making process and service delivery to Agricultural value chain actors.  It was also to build the capacity of staff of the Department of Agriculture to improve the quality of data generated on strategic stocks to feed into national and international database systems. 

Godsway Banini, the lead facilitator took participants through the scope of study stating that data would be collected from 1,700 respondents ( i.e. 10 respondents will be selected from 10 communities from 17 Municipal/ District Assemblies).  He added that trade along the key boarder areas of the country would be monitored in terms of inflows and outflows of food commodities. He also stated that the market price data will be collected from at least three traders for different food commodities.  The food commodities include cereals, roots and tubes, legumes, fruits, vegetables, livestock and fish.  He expected that the study would improve planning, coordination, implementation, monitoring and evaluation of Agricultural programs as well as enhance the food security situations in Ghana. 

Godsway Banini also informed participants that data on commodity prices, crop and livestock production will be analyzed using statistical packages such SPSS and stata on weekly and monthly basis.  He added that bulletins, reports, emails etc will be shared periodically with Regional and District Departments of Agriculture and other key stakeholders in the Agricultural sector.  An end of project workshop to disseminate results of the study would be carried out.

It is against this backdrop that Officials of QGMI and consultants for the RAP census socio-economic and livelihood survey met management of the Office of the Bawku Municipal Assembly to discuss the RAP census of affected properties and the RAP socio-economic survey. Officials of QGMI indicated that pegging of the bypass had been done. They added that the bypass, which was a distance of 14.4km and was about 15m wide would affect some farms and few houses as well as three boreholes. The bypass would be constructed through the communities of Sapeliga, Norigu, Kpalwega, Nayoko, Gozesi, Songure and Missiga. Management responded to various questions raised by the Officials and consultants for the RAP census socio-eonomic and livelihood survey. Management advised that affected households could be equipped with vocational skills such as soap making, dawadawa processing, smock weaving, batik tie and dye etc as alternate livelihood

She also informed the House of the expression of interest by Green Concept Africa Ltd to partner with the Municipal Assembly through a Public-Private Partnership arrangement to collect revenue from a number of sources. These revenue sources were property rate, lorry park, Timber, private schools, Bill   boards, Guest Houses and Corn Mills. These revenue sources, she said, had poor collections in past years.

The Municipal Chief Executive also touched the completion of a number of projects undertaken by the Assembly. They are

1. 3-unit classroom block with office, store, KVIP and urinal at Kekasegu and Zuli Primary respectively.
2. Special ward at Presbyterian Hospital
3. 3-bedroom Nurses’ accommodation at Tampizua
4. Rehabilitation of small earth dam at Yakin
5. Construction of a 4-seater WC toilet for the conference Hall

The remaining 50 chairs out of the 100 chairs procured for use at the hall had also been supplied and four new air conditioners had been installed as well.

Hon. Hawa Ninchema informed the meeting that the Office of the Bawku Municipal Assembly had begun processes leading to the preparation of the 2022-2025 District Medium Term Development Plan (DMTDP). The DMTDP is a key strategic guide and reference book of all Assemblies, she said, which the Assembly cannot do without.  She added that the Plan Preparation Team had been inaugurated and the Performance Review Meeting held as part of the preliminary processes and was currently at the stage of compiling and or updating the Municipal profile.  

The COVID-19 pandemic was not left out. She informed the House that the municipality has so far received about 1,480 dozes of COVID-19 vaccines while 1, 378 people had been vaccinated.

To this end, she commended the relentless role and support of the Municipal Health Directorate, Municipal Public Health Emergency Committee, Municipal Security Council, Traditional Authorities and Religious bodies as well as Assembly Members towards the fight against the novel disease in the municipality. In conclusion, she acknowledged with gratitude the immeasurable contributions of the House towards the development of the Municipality.
