Fairhope, Ala. – Baldwin Alliance and its partners have earned three prestigious recognitions from the International Economic Development Council (IEDC) as part of the 2026 Excellence in Economic Development Awards, highlighting Baldwin County’s nationally recognized approach to collaboration, economic growth, innovation, and workforce development.

Baldwin Alliance received an Excellence in Economic Development Award in the Multi-Year Collaborative Economic Development category for its work developing the South Alabama Mega Site and securing Novelis’ transformational investment in Bay Minette. BaldwinAlliance.com was recognized in the General Purpose Website category for its innovative approach to economic development marketing and stakeholder engagement. And Baldwin Preparatory Academy’s partnership with Coastal Alabama Community College received an award in the Postsecondary Education Partnership category for its dual enrollment programming and innovative workforce development model.

“These awards reflect what is possible when a community takes a long-term approach to economic development and works together toward a shared vision, helping create an economy where businesses can grow, people can build careers, and Baldwin County can remain competitive for generations to come,” said Lee Lawson, President & CEO of Baldwin Alliance.

The Multi-Year Collaborative Economic Development Award recognizes more than 15 years of collaboration among Baldwin Alliance, the Baldwin County Commission, state and local partners, and private industry to position Baldwin County for transformational investment.

The effort began in 2009 and led to the 2012 purchase of more than 3,000 acres in Bay Minette for the publicly owned South Alabama Mega Site. Partners subsequently invested more than $13 million in site readiness and infrastructure, ultimately helping attract Novelis in 2022 for its new integrated aluminum mill, which is scheduled to open in the first quarter of 2027. The more than $5 billion project is projected to create approximately 1,000 direct jobs and generate approximately 5,400 construction jobs, 900 additional indirect permanent jobs, and more than $6.5 billion in total economic output.

“The South Alabama Mega Site represents more than 15 years of vision, persistence, and collaboration between the Baldwin County Commission, Baldwin Alliance, utility providers, municipalities, and countless local and state partners who believed in the future of Baldwin County,” said James E. (Jeb) Ball, Commissioner, Baldwin County Commission.  “From the beginning, the goal was always to create long-term economic opportunity for the North Baldwin community. Novelis’ investment has already created meaningful impact through jobs, workforce development, infrastructure, and community engagement, and their commitment to this region will shape Baldwin County for generations to come.”

Baldwin Alliance’s second IEDC award recognizes BaldwinAlliance.com, developed in partnership with HatchMark Studio to bring a more modern, technology-forward approach to economic development marketing. The interactive platform combines economic data, business recruitment tools, workforce information, investor resources, and community storytelling in one central hub. Since its launch, the site has earned positive feedback for its modern design, transparency, and functionality.

The third recognition honors the partnership between Baldwin Preparatory Academy and Coastal Alabama Community College, which received an award in the Postsecondary Education Partnership category for an innovative curriculum that gives high school students access to college coursework, industry-recognized credentials, career-technical education, and hands-on workforce experiences. The program helps students graduate with college credit, valuable skills, real-world experience, and a pathway to high-demand careers.

“While these awards recognize three distinct initiatives, they ultimately tell one story,” Lawson said. “Baldwin County is investing in the infrastructure, people, partnerships, and innovation necessary to build a strong economic future. We are proud to share this recognition with the many partners who have helped make that progress possible.”

The IEDC Excellence in Economic Development Awards recognize organizations, government entities, initiatives, and programs demonstrating excellence and leadership in economic development. “Baldwin Alliance is leading the field of excellence in economic development with these projects. These awards shine a spotlight on their commitment to the community and showcase the significant impact of economic development,” said Nathan Ohle, IEDC President and CEO. The organization will be recognized at the IEDC 2026 Annual Conference in New Orleans, Louisiana, this October.

Bay Minette, Ala. – RTF Project Services, an Alabama-based electrical services company with extensive experience serving the energy and industrial sectors, is developing a new operational facility at Bay Minette Industrial Park, representing a $2.2 million investment in one of Alabama’s fastest-growing industrial regions and bringing approximately 140 jobs to the area.

RTF currently operates in Bay Minette, Alabama, Butler, Alabama, and Alexandria, Louisiana, and serves customers throughout the nation. The new Bay Minette facility will provide a new home base and additional operational capacity as the company grows. More details about the future operational facility are expected to be announced later this year.

A worker in orange coveralls and a white helmet uses tools and electronic instruments to inspect industrial equipment at a worksite with yellow safety barriers, exemplifying the commitment of an Alabama electrical services company serving energy and industrial industries in Baldwin County, Bay Minette, AL.

“RTF has a proven track record in the industries that drive Alabama’s economy, and we’re excited that they have chosen Bay Minette as the location to expand their operations,” said Karmen Still, Chair of the Bay Minette Industrial Development Board and Vice President of Finance at Fulcrum Construction. “This is more than a new address for an established company. It represents meaningful, skilled employment opportunities and another strong addition to Bay Minette’s growing industrial base.”

RTF Project Services brings extensive experience in Instrumentation and Controls, Electrical Services, and Project Management, with expertise spanning a broad range of industries, including fossil fuel power generation, onshore oil and gas, refining, chemical, LNG, manufacturing, pulp and paper, and infrastructure.

“Being from the Bay Minette area, I’ve seen firsthand the growth and opportunity throughout Baldwin County and surrounding areas, and I’m proud to be part of an organization that is investing in the community we call home,” said Patrick Hicks, RTF Coastal Division Manager. “Over the past two years with RTF Project Services, I’ve had the opportunity to build relationships with local partners and see the positive impact that quality project work can have on our communities. We’re excited about what this next chapter brings and look forward to continuing to serve Baldwin County and the surrounding areas.”

The new Bay Minette facility represents a strategic investment in a region experiencing significant industrial growth and expanding demand for skilled electrical and industrial services. The company’s presence will add to the area’s growing base of businesses supporting Alabama’s energy, manufacturing, and infrastructure sectors.

“RTF’s decision to establish its main operations in Bay Minette is another example of the momentum we’re seeing across Baldwin County,” said Lee Lawson of Baldwin Alliance. “Companies like RTF bring not only jobs, but specialized expertise and long-term economic activity. Loxley, Ala. – Kaishan USA unveiled Terravanta Power Systems, its new geothermal power generation company, on July 9 during a groundbreaking ceremony for a manufacturing facility in Loxley, Alabama. The project establishes a new U.S. manufacturing platform dedicated to supporting the growing geothermal energy sector.

Nine people in business attire and hard hats stand in a row, each holding a shovel and posing behind a mound of dirt at a groundbreaking ceremony for geothermal power generation equipment manufacturing in the USA on a sunny day.

As demand for reliable electricity continues to increase, geothermal energy is gaining momentum as a dependable, around-the-clock power source. Expanding geothermal development requires manufacturing capacity, specialized equipment and industrial expertise to support projects across the United States.

Terravanta was created to meet that need.

Terravanta is a wholly owned subsidiary of Kaishan Compressor USA and is supported by the broader Kaishan Group, a global industrial organization with more than 70 years of experience in manufacturing, power generation and geothermal development. The company plans to invest $74.5 million in a 200,000-square-foot manufacturing and assembly facility and draws upon extensive geothermal experience developed through projects across multiple continents.

Since 2017, Kaishan Compressor USA has maintained a manufacturing and operations presence in Loxley, Alabama, creating jobs, investing locally and establishing deep roots in Baldwin County. That foundation provides Terravanta with engineering expertise, manufacturing capabilities and operational experience rarely available to emerging energy companies.

At the new facility, Terravanta will manufacture advanced screw and turbine expander systems that serve as critical components for geothermal projects across the United States. Terravanta’s modular wellhead designs, powered by efficient expanders, provide a competitive advantage in the marketplace. Local manufacturing capabilities, short lead times and strategic partnerships delivering advanced geothermal exploration technologies will help accelerate geothermal deployment nationwide.

“Many companies entering the energy sector start with an idea,” said Keith Schumacher, chief executive officer of Terravanta Power Systems. “We are starting with many years of experience in engineering, operations, exploration and manufacturing. That gives us a different perspective and a different level of capability from day one.”

“The City of Loxley is proud to welcome Terravanta Power Systems to our community,” said Richard Teal, mayor of Loxley. “This $74.5 million investment and the creation of 63 new jobs represent another significant milestone in Loxley’s continued growth and economic development. We are excited that Terravanta Power Systems has chosen Loxley as the home for this innovative manufacturing operation supporting the future of geothermal energy. We look forward to building a strong partnership with the company and wish them continued success as they become an important part of our community.”

“Terravanta Power Systems is an exciting addition to Baldwin County’s growing industrial sector and a testament to the success the Kaishan Group has already found here in Loxley,” said Lee Lawson, president and CEO of Baldwin Alliance. “We are proud to support this new venture as it creates high-wage opportunities for our residents, strengthens our economy and further positions Baldwin County as a destination where innovative companies can grow and succeed.”

The ceremony brought together company leaders, partners, elected officials and community stakeholders to mark the beginning of construction. Additional information regarding the facility, production capabilities and employment opportunities will be announced as development progresses

Spanish Fort, Ala. – Infirmary Health has purchased the approximately 86,000-square-foot former Kohl’s building at Spanish Fort Town Center and plans to redevelop the property into a regional operations and support facility serving locations across its growing healthcare network in South Alabama.

The project represents a significant investment in Baldwin County and highlights the continued transformation of Spanish Fort Town Center through the adaptive reuse of existing commercial properties. The redevelopment will bring new activity to the site while supporting Infirmary Health’s long-term growth and operational needs throughout the region.

An empty parking lot in front of a large, closed Kohls store on a sunny day, with trees and blue sky in the background—future site as Buffalo Rock Company is expanding to Loxley.

“Spanish Fort Town Center continues to evolve, and we are excited to welcome Infirmary Health with this major investment that will create jobs, expand access to quality healthcare closer to home, and bring new energy to this important commercial corridor,” said Mayor Brad Bass. “Infirmary Health’s presence will increase activity within the center and help attract additional retailers, restaurants, and complementary businesses that support long-term growth and benefit residents, employees, and patients alike.”

The redevelopment is another example of how former retail properties can be successfully repositioned to meet evolving market demands while generating new economic activity and maximizing the value of existing infrastructure.

“This investment represents an important step in supporting the continued growth of Infirmary Health and enhancing our operational capabilities across the region,” said Joe Stough, Executive Vice President and Chief Operating Officer for Infirmary Health. “The facility will provide space to support a variety of systemwide functions and help strengthen our ability to serve communities throughout South Alabama as our healthcare network continues to expand.”

The addition of Infirmary Health further strengthens the emerging business district within Spanish Fort Town Center. The center is already home to D.R. Horton’s regional headquarters and office operations located in the former JCPenney building. Together, these investments are transforming a portion of the town center into a thriving business park that supports quality jobs, increased daytime population, and expanded opportunities for future development.

“This project demonstrates the strength of Baldwin County’s economy and our ability to attract continued investment from major regional employers,” said Lee Lawson, President and CEO of the Baldwin Alliance. “Infirmary Health’s decision to expand its operations in Baldwin County reflects confidence in our workforce, location, and business environment. We are proud to have partnered with Infirmary Health, the City of Spanish Fort, and the property ownership team to help make this investment a reality.”

City leaders and economic development partners believe the project will further position Spanish Fort Town Center as a destination for office, healthcare, and commercial investment, creating momentum for additional tenants and redevelopment opportunities throughout the property. As large-format retail properties continue to find new life through redevelopment, projects like this demonstrate the growing role Spanish Fort Town Center plays in supporting economic growth, job creation, and private investment in Baldwin County.
