New Fuel Efficiency Rules a Win for Wildlife, Consumers, Economy

July 28 – President Obama has unveiled a framework for new car and light truck fuel efficiency standards. The new standards would raise fuel efficiency standards to a 54.5 miles per gallon equivalent by 2025, resulting in a dramatic reduction in America’s oil dependence and carbon pollution.

“Whether you’re a commuter in a compact car or a sportsman who needs a pickup truck, every American deserves to access to the most fuel-efficient, technologically-advanced vehicles that save them money, cut pollution, and deliver great performance,” said Larry Schweiger, president and CEO of the National Wildlife Federation.

Great Lakes Compact Undergoes Its First Major Test

July 27 – When the Great Lakes-St. Lawrence River Basin Water Resources Compact was signed into law in 2008, it was heralded as a historic agreement, protecting wildlife and habitat from water diversions out of the Great Lakes basin and promoting sound water management within the basin.

Five years later, implementation of the Compact has varied from good to bad to ugly. Now, for the first time, the Compact is being tested on one of its most important provisions: protecting the Great Lakes from diversions.

NWF’s Southeast Regional Center is awarding grants to Atlanta schools for creating gardens on campus

July 27 – The National Wildlife Federation’s Southeast Regional Center is awarding $500 grants to Atlanta schools who are willing to start or refurbish pollinator gardens on their campuses. The grants will provide educators and school communities the funds and materials necessary to start a pollinator garden. Pollinator gardens are made up of many types of flowers varying in color that attract pollinators throughout the season such as birds, hummingbirds, bees, and butterflies etc.

A Past Sustainability Leader, Butte College is First to Go Grid Positive

July 26 – Butte College (see photo right) counts two superstar NFL players among its former students, but that’s not why National Wildlife Federation and other conservation groups have taken a special interest in the in Oroville, CA, community college.

Located on a 928-acre wildlife refuge, Butte recently became the first college in the U.S. to go completely “grid positive,” meaning it generates more electricity (from its on-campus solar array) than it uses, a stated goal since at least early 2004.

U.S. House Vote Ratchets Up Keystone XL Pipeline Controversy

July 26 – The U.S. House of Representatives approved legislation, H.R. 1938 that would force the Obama administration to make a decision on the controversial Keystone XL tar sands pipeline by November. Sen. Mike Johanns (R-NE), whose state is among those on the proposed pipeline’s path, has predicted it will not move in the Senate and the White House recently said it does not support the bill.

The bill itself is legally unworkable says an NWF senior attorney, since it would attempt to bypass existing provisions of cornerstone environmental laws.

Butte College’s 3rd annual sustainability conference opened with a welcome from the school’s president, Dr. Diana Van Der Ploeg. Her speech exhorted attendees to remember that sustainability is as much a national security issue as an environmental one, and that the shift is necessary for society.

Speaking to the 250 conference attendees here in Oroville, California, Dr. Ploeg described her work at Butte, managing a 928-acre campus (80 acres is reserved for farm use, and there is also a wildlife refuge) and serving approximately 20,000 students a year. The college, located on a wildlife refuge, is committed to sustainability – it uses LEED metrics in all building projects, is powered by 50 percent renewable energy, and incorporates sustainable practices into many other areas of the campus. Dr. Ploeg drives a Prius to the office every day.

Dr. Ken Meier, Butte’s Vice President of Student Learning and Economic Development, also presented, and touched on Butte’s culture of change that focuses on three primary aspects: social equity, environmental stewardship, and economic development. He says a fourth needs to be added – community. He says the role of the American community college is to work with and engage the community, and to serve as an example. “Sustainability it not possible without community involvement,” he said.

The first day of the conference featured speakers from Ohlone College, the Los Angeles Community College District, San Mateo Community College, Bakersfield College, and Co-recipient of the Nobel Peace Price Dr. Woodrow W. Clark II was the afternoon keynote speaker, presenting “On Climate Change and the Future.”

One of the favorite presentations came from an Ohlone graduate, currently a student at UC Berkeley, on eco-behavior, hoping to answer the question – what does it take to change people’s behavior? Maria Javier surveyed several groups of students, finding that:

The environment in which a person grows up seems to have a huge impact on how a person lives as an adult. For example, a student surveyed that grew up in Ohio, in a community that had a strong conservation ethic, was a better steward of the environment as an adult than other students surveyed that grew up in communities without a strong conservation ethic.

  • Laziness or perceived threats to “luxury of life” are common reasons why people don’t behave in sustainable ways.
  • If behavior is going to change, education is vital, we need government policies that enforce sustainable practices, and economic incentives or disincentives need to be instituted.
  • Maria also highlighted a site on eco-behavior, Fostering Sustainable Behavior – Community-based Social Marketing, which consists of five resources for those working to foster sustainable behaviors in conservation, energy efficiency, transportation, waste reduction, and water efficiency.

    After a day packed full of presentations, attendees had the opportunity to tour the sustainable fields at Lundberg Family Farms.

    In May of 2007, Illinois State University’s Board of Trustees approved a new bachelor’s degree program in renewable energy. ISU is not the first school  to bring this sort of program into its academic catalog; Canton College of Technology in New York launched a similar program in fall of 2006, as did the Oregon Institute of Technology in 2005. Other schools such as Butte College in California, winner of NWF’s 2008 Chill Out competition, offer associate degrees and certification programs in alternative energy.

    However, most of the programs already in place focus solely on the scientific side of renewable and alternative energy studies. By contrast, Illinois State’s new degree program, implemented to combat the many faces of climate change, offers courses that address social, economic, and technical issues of the renewable energy industry, offering a choice between a technology track or one focusing on public policy.

    Most renewable and alternative energy programs at institutions of higher learning have traditionally been run out of the chemistry or engineering departments, but a multi-disciplinary approach is increasingly common. ISU’s renewable energy program is based in the university’s technology department, but includes a broad range of courses such as Principles of Economics, Renewable Energy and Agriculture, Politics and Public Policy, and Social Psychology.

    One of the great challenges of the rising renewable energy industry has been to find qualified workers to fill increasing gaps in technical training. White-collar workers able to grasp sustainability politics are also needed. Demand is already surpassing supply and a serious shortage of qualified professionals is expected in the near future.

    According to the Bureau of Labor Statistics, in 2006 12 percent of jobs in the utilities and energy industries were managerial, business, or financially oriented, requiring little technical training, and 41 percent were in production or installation, maintenance, and repair occupations. It also reports that about half of the industry’s current workforce is expected to retire in the next ten years. Those that come to fill their shoes must be trained to deal with current environmental realities.

    Research done by by Roger Bezdek for the American Solar Energy Society claims the renewable energy and energy efficiency industries created a total of 8.5 million jobs in 2006 alone; about 450,000 and 8 million, respectively.  By contrast, only a few dozen colleges and universities offer a degree or certification program in renewable and alternative energy, and even fewer take an interdisciplinary approach. 

    “These growing industries will demand qualified personnel who simply cannot come from within the existing industry workforces – they are simply too small,” claims one of the many resource sites on green job creation, GreenJobs.com. “The training and education of a new cadre of clean energy specialists is essential to underpin the projected growth.”

    Rick Boser, chairman of the ISU Technology Department, says the renewable energy major is up to the challenge. “This program helps get the technology on the ground that we can use,” he explains, “which means engineers and technicians and scientists, as well as policy people.”

     Funding for the program came from a $1 million grant from the U.S. Department of Energy, which was awarded by an interdisciplinary committee with members in fields ranging from agriculture to solar and wind technology. Boser says, “This grant helped set up a center for renewable studies based at the university and start the major program with an interdisciplinary focus.” 

    Until recently, a student’s best option for obtaining a specified “green” degree was to attend institutions outside of the U.S., typically studying with international leaders in environmental studies in countries such as Denmark and Germany. It is for this reason that ISU’s new multi-disciplinary program attracts attention.

    “To our knowledge,” Boser enthuses, “we are the only school to try this combined technological, economic and political route.”
