Vice Admiral Abbas gave the commendation on Monday, October 26, 2026, during the commissioning of the College’s improved internal roads, resurfaced parade ground, reconstructed swimming pool and 10 one-bedroom transit accommodation units for junior officers.

Represented by the Flag Officer Commanding, Naval Training Command, Rear Admiral Ebiobowei Zipele, the Chief of the Naval Staff also commended security agencies for their collaboration in maintaining peace in Abia State, noting that the proposed Azumini Seaport could create opportunities for trade, investment and employment.
He stressed the importance of adequate security arrangements to protect the proposed project and its supporting infrastructure, while explaining that the establishment of a Naval Base in the area would require careful consideration of operational requirements, logistics and funding.

He urged the College management to maintain the facilities and charged personnel to uphold discipline, accountability and integrity, adding that resources entrusted to the Navy belong to the Nigerian people and must be managed responsibly.
Commissioning the projects, Governor Alex Otti appreciated the Nigerian Navy for its contributions to education, healthcare and community development in Abia State, and expressed hope that the Navy would expand its educational activities in the State to include secondary and vocational institutions.

Gov. Otti noted that education and security are closely linked, adding that, “We are as interested in education as we are in security because, in truth, both are intricately connected.” The Governor added that investment in human capital development would equip young people with useful skills and reduce their vulnerability to crime.
The State Chief Executive also commended the College for its medical outreach to residents of the host community and neighbouring communities, as well as its partnership with the Abia State Leadership Academy during the 2026 Leadership Training Boot Camp.
Gov. Otti urged the Navy to sustain its community service initiatives and strengthen collaboration with other security agencies, assuring that his administration would continue to support security institutions and public establishments serving the people of Abia, irrespective of where their personnel draw their salaries.
On the proposed Azumini Seaport, Governor Otti welcomed the Nigerian Navy’s willingness to collaborate with the State Government, expressing interest in establishing a Naval Base in the area as part of preparations for the project. He disclosed that feasibility studies are ongoing and expressed confidence in its eventual realisation.
“We want to work with you closely to have a Naval Base in Azumini as a preparatory step for the seaport. I can assure you that the seaport will be a reality,” Governor Otti stated.
Earlier, the Commandant of the Nigerian Navy College of Accounts and Finance, Owerrinta, Commodore Babatunde Quadri, expressed appreciation to Governor Otti and the Chief of the Naval Staff for their contributions to the College’s infrastructural development.
He said the projects demonstrate the value of institutional cooperation and responsible resource management, noting that the improved roads, parade ground, swimming pool and transit accommodation would create a more conducive environment for training, professional development and personnel welfare.
Commodore Quadri reaffirmed the College’s commitment to producing disciplined, competent and ethically grounded personnel while supporting internal security operations in collaboration with other agencies.
Providing details of the projects, the Training Commander of NNCAF, Navy Captain Mohammed Umar, explained that the approximately 1-kilometre stretch of previously unpaved internal roads was approved by Governor Otti in April 2025. Construction commenced in April 2026 and was completed in September 2026.
He further disclosed that the Abia State Government provided asphalt paving equipment, heavy-duty machinery and technical personnel for the resurfacing of the parade ground, which was completed in the first week of October 2026, following approval and funding by the Chief of the Naval Staff.
The commissioning was attended by the Chief of Staff to the Governor, Pastor Caleb Ajagba; the Special Adviser to the Governor on Security Matters, Navy Commander Macdonald Uba (Rtd.); among other senior officials of the Government.

The Governor noted that all he has achieved within three years and a few months in office is just the beginning of greater things to come. The State Chief Executive added that he is paying greater attention to Aba and Umuahia because of their capacity to generate revenue to drive the development of other parts of the State.
Gov. Otti assured the people of Nvosi of more democratic dividends, particularly in road infrastructure and the establishment of an industry. He also disclosed that the ongoing Abia Airport project would be completed in 2028, noting that airline operators are already showing interest in the Airport.

They urged him not to be distracted by the antics of the opposition, whom they accused of never having the State’s best interest at heart. They also said that the libations poured against their son, Governor Otti, by some opposition members would backfire, encouraging the Governor not to be afraid of what they described as worthless libations.
The Archbishop of the Aba Ecclesiastical Province of the Anglican Church, Most Rev. Isaac Nwobia, who led the Nvosi Ministers’ Forum in prayers for the Governor at the meeting, commended his people-centered service and transformational leadership in Abia State and assured him of their support for his re-election.

They added that it was a natural expression of the people’s appreciation for the Governor’s good works.
Engr. Ikechukwu Monday noted:
“This endorsement cuts across the entire community, the four clans in the area, and all stakeholders, including the clergy, traditional rulers, village heads, women leaders, youths, and other members of the community. We believe that our son has performed well, and we are proud of his achievements. Today’s gathering is an opportunity for us to recognise and appreciate the good work our son is doing across Abia State. That is the essence of this endorsement.”
For Dr. Obioma Nwogbe:
“All the stakeholders from over 50 villages gathered here today to show support for Dr. Alex Otti. He has made all Nvosi people proud in all sectors, starting from education, to transport, road infrastructure, health, communication, and digital economy. Flagging off the projects on Wednesday, October 21, 2026, at Port Harcourt Road by Uratta Junction, Aba, Governor Otti declared that the infrastructural nightmare that plagued Aba for over two decades is coming to an end.

Governor Otti, who noted that the projects are being executed in collaboration with the African Development Bank (AfDB) under the Abia State Integrated Infrastructure Development (ABSIID) programme and other partners, assured that the projects would be delivered on schedule, as funding is not a challenge.
“You can take it for granted that the nightmare of roads in Enyimba City, particularly Ohanku, Obo and Old Express, is now coming to an end.

“The projects will be completed and delivered on schedule, particularly because the resources required to finance every phase have long been secured. There will be no delay arising from lack of funds. The money is already in the bank,” Gov. Otti stated.
The Governor described the flag-off as a significant milestone in his administration’s efforts to restore Aba’s economic strength, improve urban infrastructure and reclaim the city’s position as a major commercial and industrial hub in the South East.
According to him, the projects are not merely about road construction, but about restoring neighbourhoods, livelihoods and commercial activities, as well as improving access to schools, healthcare facilities and other essential services.
“Today, we have gathered at the intersection of two major roads that embody the ruins of yesterday. Today’s ceremony is both symbolic and significant.
“It is symbolic because the projects we have assembled to flag off – the reconstruction of Uratta Road and Old Express Road – represent the last frontier in the first phase of the greater Aba road infrastructure restoration effort.
“When these projects are completed and commissioned in about 24 months or less, we can formally declare an end to the nightmare of the last two and a half decades, or even more,” Gov. Otti said.
He said his administration has remained committed to reversing the trend since assuming office in 2023, in line with his campaign mantra, “Help is on the way,” noting that rebuilding Abia and restoring its former glory has been central to his development agenda.
“Our journey is only just beginning, but on the strength of the testimonies shared by stakeholders who have spoken, there is clear evidence that we have crossed the Rubicon. The phoenix has risen. Aba, the beloved Enyimba City, is back!” he declared.
“As you already know, any project we flag off is as good as completed,” the Governor added, expressing confidence in the capacity of the contractor, CCECC, which has proven itself in previous road projects executed in the State.
In his remarks, the Commissioner for Works, Engr. Don Otumchere Oti, said the two projects will strengthen the internal road network and improve connectivity between major transportation corridors within the commercial city.
He disclosed that the roads will incorporate drainage infrastructure, street lighting and bus stops, stressing that modern urban road construction must go beyond smooth carriageways to address pedestrian access, drainage, road safety and other transportation needs.
The Commissioner emphasised that the contracts were not awarded arbitrarily but followed a rigorous and competitive bidding process involving qualified contractors.
Also speaking, the member representing Aba North/South Federal Constituency, Hon. Mascot Alex Ikwuechegh, the Speaker of the Abia State House of Assembly, Rt. Hon. Emmanuel Emeruwa, the member representing Aba Central, Hon. Ucheonye Stephen, and the 2027 Labour Party candidate for Aba North State Constituency, Mrs. Florence Ijeoma Ehuchie, while acknowledging the deplorable state of the roads, thanked Governor Otti for rescuing the people of Aba, their visitors and customers, and assured that the Governor’s re-election is sacrosanct.
Earlier, the Project Coordinator of ABSIID, Engr. Ndudim Ononiwu, thanked Governor Otti for the confidence reposed in the project team and appreciated the host communities for accepting the projects. He assured the Governor that the team would work diligently to ensure successful delivery in line with specifications, and urged residents to cooperate with the contractor.
Speaking on behalf of Uratta landlords, Old Express landlords and Aba La Ohazu indigenes, High Chief Isaac Emejuru commended Governor Otti for coming to their rescue, noting that previous administrations had neglected the roads. He assured the Governor of overwhelming support from the people of Uratta, Old Express and the entire Aba La Ohazu.
The ceremony attracted many dignitaries, including members of the State Executive Council, political stakeholders, Local Government Mayors, traditional rulers, community leaders, party supporters and members of various support groups.

Governor Otti disclosed this on Tuesday, October 20, 2026, while speaking as Special Guest of Honour at the 2026/2027 Legal Year Thanksgiving Service held at the Queen Elizabeth Chapel, Federal Medical Centre, Umuahia.

The Governor further announced that his administration will flag off the construction of the ultra-modern court complexes in Aba and Umuahia in November 2026. According to the Governor, each complex will feature an auditorium with a seating capacity of 1,000 persons.
He also reaffirmed his administration’s commitment to the digitisation of processes across the executive, legislature and judiciary, noting that the initiative is aimed at improving efficiency and making government services more accessible to the people.

Governor Otti described the theme of this Legal Year, “The Bar, the Bench and the Administration of Justice: Strengthening the Courts that Bind,” as timely and significant, stressing the importance of cooperation among the three arms of government.
The State Chief Executive emphasised, however, that while the executive, legislature and judiciary must collaborate to achieve good governance, their constitutional boundaries must be respected.
“The judiciary is a very important arm of government. There is no way the Executive or the legislature can work without the judiciary. But then, the lines are also very clear. And one thing you can be sure of with us is that we will always maintain those lines,” Governor Otti stated.

Gov. Otti congratulated members of the Bar and the Bench on the commencement of the new Legal Year, commending them for their commitment to due process and the rule of law, and thanked them for their cooperation and support to his administration.
In her address, the Chief Judge of Abia State, Hon. Justice Lilian Abai, commended Governor Otti for the excellent cooperation existing between the executive and the judiciary, describing it as “a cord worth strengthening.”
Justice Abai disclosed that the Abia State Government has installed solar power systems at the High Courts in Umuahia and Aba, and revealed that in his quest to ensure smooth administration of justice, Governor Otti, on October 19, 2026, signed three critical laws: the Abia State Administration of Criminal Justice Law, 2026; the Abia State Restorative Justice Law No. 8 of 2026; and the Abia State Criminal Law No. 7 of 2026.
She urged members of the Bar to see the judiciary as a shared institution whose integrity must be protected, and called on them to continue to uphold its integrity and work in harmony with the Bench.
Earlier in his sermon, the Anglican Bishop of Umuahia Diocese, Rt. Rev. Geoffrey Ibeabuchi, charged the legal practitioners to discharge their duties with sincerity, knowing that they will give account to God.
“As you carry out these legal responsibilities, I encourage you to render your service unto the Lord, because you are chosen by God to carry out this responsibility,” the priest said.
The cleric urged them to emulate King Solomon, who asked God for wisdom and understanding to do what is right, noting that the common man looks up to them for defence against oppression.
The ceremony attracted many dignitaries.

Governor Otti performed the ceremony on Monday, October 19, 2026, at the Michael Okpara Auditorium, Government House, Umuahia.
Receiving the Torch, the Governor charged participating institutions to play according to the rules, while assuring that his administration would continue to support sports development in the State.

Governor Otti noted that the Fiesta would bring together students from public and private tertiary institutions, including federal and state-owned institutions, to promote unity, healthy competition, sportsmanship and youth development.
The Torch of Unity will travel across the participating institutions, spreading the message of togetherness and encouraging greater participation in sports.

Presenting the Torch, the Commissioner for Tertiary Education, Prof. Uche Eme Uche, expressed excitement that the fiesta has become a reality after months of planning, noting that preparations began in January. She recalled that the inaugural edition held last year recorded significant success and described Abia as a pioneer in organising a tertiary education sports fiesta of this nature.
Prof. Uche disclosed that the initiative has attracted the attention of the Commissioners’ forum, where colleagues from other States expressed interest in understanding how the programme was conceived and funded.
She attributed the success of the initiative to Governor Otti’s commitment to education and sports development.
The Commissioner explained that the fiesta represents a shift from the traditional treatment of sports as merely a matter of curricular activity to a deliberate approach that recognises its potential to promote discipline, talent discovery, social interaction and institutional cooperation.
She particularly commended Governor Otti for ensuring that private institutions were included alongside public institutions and for providing grants to support their participation.
According to her, the inclusive approach has encouraged institutions that previously had limited opportunities for organised sporting competitions to participate on equal terms.
Prof. Uche assured the Governor that participating institutions would remain committed to the objectives of the initiative and expressed confidence that the fiesta would provide opportunities for students to discover and develop their sporting abilities.
Also speaking, the Commissioner for Youth and Sports Development, Sir Nwaobilor Ananaba, thanked Governor Otti for his leadership and support for sports development in the State.
He described the Torch of Unity as a powerful symbol of unity, strength, togetherness and youth empowerment, adding that the fiesta would provide opportunities for talented athletes to emerge and represent Abia State at state and national competitions.
Sir Ananaba expressed confidence that the championship would help identify promising athletes capable of representing the State at higher levels, while strengthening relationships among students from different institutions and encouraging young people to embrace sports as a platform for personal development and positive engagement.
In his remarks, the Special Adviser to the Governor on Tertiary Education, Dr. Emeka Enyeazu, appreciated Governor Otti for approving the fiesta, describing it as an impactful initiative that has attracted attention beyond Abia State, with other States seeking to emulate the programme.
Dr. Enyeazu disclosed that many institutions have registered for the fiesta and expressed optimism that the event would generate wider publicity for Abia State and further establish it as a leader in innovative educational and sporting initiatives.
The 2026 Abia State Tertiary Education Sports Fiesta is part of the State’s broader efforts to promote youth engagement, encourage sporting excellence and strengthen unity among students across tertiary institutions.
Top government officials were present at the event.
