Environmental, Indigenous and landowner groups have raised concerns with CIMI, citing the “GoA’s history of allowing damaging mining practices to take place”. Led by Minister Brian Jean, CIMI has taken the points raised by a diverse group of Albertans in 2021, and created a policy that provides false comfort to our concerns. As such, the AMA is opposed to the development of open pit coal mining without due and detailed consideration of such adverse health effects, planning for an increased need for physical and mental health resources and a detailed health assessment analysis.</p><p>Recommendations:</p><p>"We urge a full, detailed, independent review of the potential for increased open pit coal mining to cause adverse health consequences with a public release prior to any further approval of open pit coal mining. The review should include sensitivity analyses for mining disasters and worst-case scenarios which occur in mining with some frequency including mine bankruptcies with failure to clean up mining sites. Sensitivity analyses should include potential adverse health scenarios observed in other mining communities (e.g., Southeastern United States) where mining causality to the adverse health issues have not yet been ruled out (the benefit of doubt should be in favor of the communities’ health) as well as for adverse health effects where causality is firmly established (e.g. selenium toxicity). This Policy is supported by grassroots Indigenous groups, municipalities, hunters, anglers, ranchers, rural landowners, artists.</p><p>Since revocation of the 1976 A Coal Development Policy for Alberta (1976 Coal Policy) in 2020, Albertans have banded together to protect our water, fish, wildlife, sustainable livelihoods, and way of life from new coal developments. This Policy was written by Albertans, for Albertans, reflecting extensive public input to the Coal Policy Committee and the Committee’s two reports.</p><p>While this Policy reflects some of the recommendations in the Committee’s Final Report, Recommendations for the Management of Coal Resources in Alberta, it draws more heavily on the Committee’s report entitled, Engaging Albertans About Coal Report which reflects the input received from Albertans. This Policy considers the current global, national, and provincial policy contexts.
