The New Orleans Summit offered an opportunity to hear directly from community and business leaders about workforce needs in the region. The U.S.-Japan relationship depends on state and local institutions whose work turns the partnership into investment, jobs, and opportunity in American communities. In Louisiana, Japanese companies maintain a substantial presence in energy and liquefied natural gas, chemicals and advanced manufacturing, and agricultural exports along the lower Mississippi. These are long-term investments that depend on a steady supply of skilled, technically trained American workers. At the same time, Americans with Japanese language abilities and cross-cultural experience are seeking opportunities to apply their talents.

Workforce development was a recurring theme throughout the day’s discussions. Employers from Japan-affiliated companies described demand for workers who bring both technical skills and cross-cultural understanding, recognizing such talent is developed through Japanese language instruction; study abroad and exchange; higher education; as well as internships and apprenticeships matched to real employer need. Participants agreed that language learning and exchange are workforce investments with measurable economic return for communities across the United States. They also discussed the role of regional networks such as Japan Societies and Japan-America Societies, honorary consuls, world trade centers, and national-level coordinating organizations in sustaining the relationships on which investment and educational partnerships depend. We learned much about the dynamic U.S.-Japan interest and activity in New Orleans and Louisiana and look forward to continued connection and collaboration.

The Government of Japan has announced that Dr. Sheila A. Smith, former U.S. Chair of the U.S.-Japan Conference on Cultural and Educational Interchange (CULCON) and the Japan-U.S. Friendship Commission (JUSFC) will receive The Order of the Rising Sun, Gold and Silver Star in recognition of her contributions promoting people-to-people exchange and mutual understanding between the United States and Japan. Dr. Smith is an expert on Japanese politics and foreign policy is the John E. Merow senior fellow for Asia-Pacific Studes at the Council of Foreign Relations in Washington, D.C.

President Carter will be remembered with admiration for his lifelong commitment to principles of peace and mutual understanding. This includes his work in strengthening people-to-people connections between the US and Japan, resulting amongst other binational collaborations a Sister State/Prefecture relationship between his home-state Georgia and Kagoshima. In October 2023, the U.S. and Japan CULCON Panels met at The Carter Center and The Jimmy Carter Presidential Library and Museum in Atlanta, and celebrated the enduring legacy of President Carter, his efforts in diplomacy, human rights advocacy, and environmental stewardship—efforts that extended far beyond his time in office. CULCON panelists had the honor of ringing the Peace Bell located on the Carter Center property, a symbol of peace gifted to President Carter from the Japanese community, in acknowledgement of the value of subnational connections for the resilience of the bilateral relationship.

Washington, D.C. May 10, 2024: The Japan-U.S. Friendship Commission (JUSFC) and the U.S. CULCON Panel are pleased to announce the appointment of new Chair, Mr. Charles D. Lake II. His term is effective May 15, 2024.

Mr. Lake is Representative Director and Chairman of the Board of Directors of Aflac Life Insurance Japan Ltd. and President of Aflac International. He currently serves as an independent outside director on the board of Sumitomo Mitsui Financial Group, Inc. and as a director on the board of the Peterson Institute for International Economics. In addition, among other roles, he previously served as the chairman of the board of the U.S.-Japan Business Council and as an outside director on the board of the Tokyo Stock Exchange, Japan Post Holdings Co., Ltd., and Tokyo Electron, Ltd. Before joining Aflac in 1999, Mr. Lake practiced law in Washington, D.C. and served as director of Japan affairs and special counsel at the office of the U.S. Trade Representative in the Executive Office of the President.

“I am thrilled to serve as Chair of the Commission and CULCON during this critical time in world affairs and look forward to working with my fellow commissioners and building upon the excellent work done under Chair Sheila Smith’s leadership. In my long experience working with Japan, I learned the vital importance of people-to-people interactions and personal ties that go beyond organizations. To develop long lasting friendships, we must first seek a strong understanding of each other’s culture, history, and language, which can help foster a robust and healthy U.S.-Japan relationship. It has been a privilege to work with so many on the Commission and on the Japanese panel of CULCON who are similarly dedicated to this goal. The Japan-U.S. Friendship Commission is a federal grantmaking agency. Annually, the agency awards institutional grants to support Japan Studies, public policy programs and educational and cultural exchange. CULCON is a binational advisory panel that meets biannually in alternating years between Japan and the United States, serves to elevate and strengthen the vital cultural and educational foundations of the U.S.-Japan relationship, and to strengthen connections between U.S. and Japan leadership in those fields.

Dr. Tsutsui is Chancellor and Professor of History at Ottawa University. He is former president and professor of history at Hendrix College. An award-winning classroom teacher, Dr. Tsutsui is the author or editor of eight books, as well as numerous articles on modern Japanese history. See Dr. Tsutsui’s full bio here.

Of his appointment, Dr. Tsutsui remarked, “Through my service to CULCON and JUSFC, I am thrilled to contribute to the vibrant cultural and educational exchange that is critical to the strong US-Japan relationship.  These organizations play a vital role in building enduring bridges of understanding and friendship between the people of our two nations.”
