Fisheries Stakeholder Meeting Facilitation

In 2014, the Alaska Marine Conservation Council (AMCC) celebrated the organization’s 20th anniversary. As part of this milestone, AMCC sought to prepare an updated strategic plan for their next five years, 2015-2020. Agnew::Beck was hired to assist the Alaska Marine Conservation Council through the planning process. To kick off the effort, Agnew::Beck facilitated a half-day board training and strategic planning work session with the AMCC Board of Directors. The group identified a broad range of past and current stakeholders and partners as individuals to interview. To increase their engagement in the process, a small group of current AMCC board members conducted a portion of the interviews. To build capacity and help them prepare, Agnew::Beck conducted an interview training with board members. The focus of the training was how to effectively conduct qualitative interviews, and to review a series of templates and tools Agnew::Beck developed for the interview process, including recruitment scripts, interview templates, and a tracking spreadsheet to provide additional support to the process. Agnew::Beck conducted a majority of the over 30 scheduled interviews and compiled the results into an “emerging themes” document that acted as the foundation for the revised 2015-2020 strategic plan. Later, Agnew::Beck facilitated a visioning session with AMCC current and former board members and staff, along with funders, partners and other key stakeholders. Agnew::Beck worked with AMCC to condense the results from interviews and the visioning session into a succinct strategic plan.

Saint Paul Island Comprehensive Economic Development Strategy

In 2015, the Aleut Community of St. Paul Island (ACSPI), located on St. Paul Island in the Bering Sea, initiated a Comprehensive Economic Development Strategy (CEDS) planning process. ACSPI led the project, in partnership with the City of St. Paul, the Tanadgusix Native Corporation, the Central Bering Sea Fisherman’s Association, and other community organizations and partners. The first step of the project included a community-driven economic visioning effort, community meetings, focus groups, youth engagement, and other community-based outreach. The project also included a strategic planning element for all three ACSPI tribal branches, including the environmental department, the department of business and economic development and the health and wellness department. As preliminary strategies and ideas emerged through the planning process, Agnew::Beck brought in agency experts and representatives from neighboring communities to discuss potential options and build on similar successful economic development efforts in the region. Ultimately the CEDS documented economic development strengths, challenges, and opportunities in the community and identified prioritized strategies and actions to bolster the economy on St. Paul Island. Agnew::Beck worked with the tribe’s departments to support CEDS implementation.

Tanana Chiefs Conference Comprehensive Economic Development Strategy Planning Support

Tanana Chiefs Conference (TCC) hired Agnew::Beck to assist with the development of a Comprehensive Economic Development Strategy (CEDS) for the region and its member communities. The TCC CEDS summarized economic indicators and conditions for the region and sub-regions in visually-compelling ways and offered development strategies to empower TCC member communities and residents in the region. The project team collected a preliminary list of ideas and strategies from various sub-regional governance meetings and extensive stakeholder interviews, as well as a regional survey. Project outreach included education to help residents understand economic development concepts and seek information on possible projects to address energy, housing, jobs, transportation, and other key topics. EDA approved the final CEDS in August of 2016 and subsequently awarded TCC a $60,000 implementation grant. In October of 2016, the TCC Executive Leadership Board passed the final CEDS by resolution.

Shoshone-Bannock Tribes Comprehensive Economic Development Strategy

The Shoshone-Bannock Tribes, located on the Fort Hall Indian Reservation in Idaho, alongside Agnew::Beck developed a focused and in-depth Comprehensive Economic Development Strategy (CEDS) that became the foundation for the community’s economic development efforts and position the Shoshone-Bannock Tribes and their Eastern Idaho partners for economic resiliency. Agnew::Beck kicked off the project in February of 2016 with a week-long intensive community visit to the 5,800-resident reservation. The project visit included interviews, focus groups and presentations with the Tribes’ Business Council, Fish and Game, Housing, Transportation, Tribal Enrollment, Tribal Employment Rights Ordinance and Water Resources Departments (including contractors working on current projects with the Tribes). After the initial visit, the project team returned to Fort Hall to share preliminary data, including relevant data on demographic and economic trends, market research, resources and infrastructure data for Fort Hall, the Shoshone-Bannock Tribes and the region, with the Shoshone-Bannock Tribes CEDS Committee. Agnew::Beck conducted over 30 interviews, focus groups and community conversations to solicit input from key informants and stakeholder groups on economic strategies and community priorities. Agnew::Beck co-presented on the CEDS process with the Tribal Planning Department and key CEDS Committee Members at the annual Idaho American Planning Association conference in Boise.

CDC Early Childhood Obesity Prevention

Recognizing the impact of obesity on Alaskans, the state’s Obesity Prevention and Control Program (OPCP) sought to align the efforts of the program and its partner organizations by convening a community-based coalition focused on improving children’s health. OPCP contracted with Agnew::Beck to design a strategic planning process for the coalition. Agnew::Beck led the nascent coalition through a data-driven, Results-based Accountability (RBA) method to develop priorities and strategies to change the trend of increasing numbers of obese children. In addition to developing the strategic planning process and plan, Agnew::Beck led the coalition through a branding and naming effort; built a website for the coalition; and organized an inaugural childhood obesity prevention and child health summit.

Small Lodge Planning Assistance

Agnew::Beck was hired by the City of Aspen to provide technical assistance related to the development of the Small Lodge Incentive program. To ensure that Aspen’s bed base is diverse and accommodates tourists at a range of income levels, the City began implementing a Small Lodge Incentive program that provides a range of services including planning assistance, expedited land use and building permit review, reduced building permit fees, and a small lodge building code assessment, as well as access to other programs including the small lodge energy efficiency program. In order to roll out the program in the most effective way possible, the City contracted with Agnew::Beck to conduct interviews with 10 out of 13 small lodges in Aspen. The purpose of the interviews was to better understand the market dynamics that impact their business and identify key components of the incentive program that will be most beneficial to the lodge owners and operators. Based on this research, three lodges were identified as potential clients for the City’s new Small Lodge Incentive program, which could lead to the expansion of the small lodge bed base in Aspen.

Alaska Partnership Project Implementation Support

The two-fold goal of the Alaska Partnership Project was to implement evidenced-based substance use and co-occurring disorder treatment for youth age 14-24 to support the successful transition to independent adulthood and develop the infrastructure and partnerships needed to increase the positive outcomes for these youth and reduce the cost of services. Agnew::Beck provided technical assistance to both the Division of Behavioral Health (DBH) and implementation sites throughout this project. In addition to providing administrative support for ongoing communication and information sharing among the committees, stakeholders and grantees, Agnew::Beck coordinated and facilitated meetings, provided technical support to the sub-grantees, developed and implemented processes to support the associated training hub, conducted surveys and was a key player in the development and implementation of plans and strategies. Starting in December 2017, Agnew::Beck worked with DBH and the Office of Substance Misuse and Addiction Prevention (OSMAP) to catalog roles and responsibilities of both offices on substance abuse, misuse, and prevention efforts; highlight where work is overlapping; and identify opportunities for current and future collaboration and support.

Immunization Improvement Campaign

The Alaska Department of Health and Social Services, Division of Public Health hired Agnew::Beck to facilitate a series of focus groups aimed at understanding how parents and caregivers make decisions to vaccinate or not vaccinate their children. Agnew::Beck worked closely with the state’s Immunization Improvement Workgroup to develop the focus group recruitment methodology and focus group questions. The project team worked hard to involve people from a variety of socio-economic backgrounds and to remove participation barriers by providing food, financial incentives, and childcare to focus group participants. Agnew::Beck held three focus groups in Southcentral Alaska. Audience response technology was used at each focus group to help understand participant views and to provide a foundation for subsequent discussion and conversations. Feedback from the focus groups was supplemented by a series of interviews with Fairbanks residents. Agnew::Beck condensed the results from the focus groups and interviews into a report that provided a detailed summary of the project background, methodology, and key findings from the focus group/interview process, as well as a set of recommendations for how the state can use the results to enhance the state’s immunization-related informational offerings and programs.

Homer Recreation and Culture Needs Assessment

The Parks, Art, Recreation, and Culture (PARC) Needs Assessment determined the resources and prioritized the identified needs for the Greater Homer community (including the City of Homer and four neighboring census tracts: Anchor Point, Fritz Creek, Diamond Ridge, and Kachemak City) concerning PARC facilities and programs. To accomplish this, the project involved assessing community values, wants, and needs related to PARC resources; identifying gaps between identified needs and existing facilities and programs; and investigating strategies for meeting priority needs while recognizing the realities of finite resources. Agnew::Beck engaged stakeholders at three levels: PARC providers, PARC users, and the general public. A core advisory team, community workshop, community survey of almost 1,000 participants, and a statistically valid survey about public financing options helped inform the final report. Strategies included better use of existing facilities, improving efficiency and coordination of providing PARC resources and information sharing, and investigating options for new resources to support future recreation and culture improvements.

Soldotna Downtown Improvement Plan

The City of Soldotna hired Agnew::Beck to lead a consultant team to develop a downtown improvement plan that fosters a stronger downtown identity and more walkable and attractive commercial area. The Soldotna Downtown Improvement Plan implements the high priority economic development goal articulated in the community’s comprehensive plan, Envision Soldotna 2030 “To promote development of a downtown area that attracts both visitors and residents.” The plan served as both a high-level roadmap outlining a vision for Soldotna’s downtown as well as a clear, implementable list of enhancements to its current appearance. Agnew::Beck, along with Casey Planning & Design, Kittleson Associates, and Merje developed the Soldotna Downtown Improvement Plan with a focus on near-term projects to enhance the visual appearance of the community. The plan created a stronger, more distinctive visual image and brand for downtown Soldotna. The projects presented a design language for the community and provided visual continuity with gateway, landscaping, and wayfinding improvements. Agnew::Beck worked closely with a community-based project planning team that had broad representation from Soldotna’s thriving small business community. The planning team provided input at key points along the way and acted as a liaison group representing community views. The plan recommendations received a strong endorsement by the Soldotna Planning and Zoning Commission.

Collective Impact for Healthy Families Program Design

Agnew::Beck assisted the Mat-Su Health Foundation (MSHF) with facilitation and program design of a robust, effective community-wide initiative that addresses the overarching goals of reducing child maltreatment and increasing family resilience in Mat-Su Borough communities. Together, the team designed the initiative using the Collective Impact approach. The design team was comprised of community experts and residents who share a strong interest in and commitment to improving family well-being in their communities. The group met regularly to design the initiative, learn from other communities, and gather community input and support. The initiative became known as R.O.C.K. Mat-Su: Raising Our Children with Kindness. Agnew::Beck supported the steering committee as it implemented priority strategies in Mat-Su communities. In response to violence amongst youth in the Mat-Su that occurred in 2017, Agnew::Beck conducted seven focus groups that brought Mat-Su youth together to discuss the issues they confront related to drug and alcohol use, school, community, and home safety, social media and violence. The results from those focus groups prompted the steering committee and staff to create a youth advisory board to help Mat-Su youth gain leadership skills and serve in an advisor capacity for the initiative.

Conflict-free Case Management System Design

Agnew::Beck and Home and Community Based Strategies (HCBS) developed a system redesign to comply with new Centers for Medicare & Medicaid Services (CMS) regulations for conflict-free case management. Alaska was funding its Medicaid-funded Home and Community-Based Services (HCBS) Waivers under the 1915(c) waiver authority. CMS published final rules that became effective in March 2014 that affected these waivers. In order to make recommendations for implementation, this project was on an accelerated two-month timeframe. Over ten stakeholder interviews were conducted in preparation for a two-day workshop with over 40 provider and state organizations attending. Our team presented factual information on the new CMS regulations and insight into how other states are meeting the requirements for conflict-free case management. We facilitated small and large group discussions to identify the most effective way to redesign case management to meet the new requirements. The new CMS regulations fundamentally changed the way providers serve recipients resulting in many stakeholders having strong and emotional opinions about the outcome of the process. Through the two-day work session and a follow-up half-day meeting, we developed consensus where possible and documented areas of continued disagreement. Realistic options for meeting the CMS requirements, that make sense for Alaska, were developed into a clear and concise final report that contained background information, options for compliance, and short and long-term activities with estimated timelines.

Coastal Resiliency Planning

Three of Alaska’s Landscape Conservation Cooperatives (LCCs) – the Arctic, Western Alaska, and Aleutian and Bering Sea LCCs – initiated a collaborative effort to develop tools, information and strategies to help resource managers, local decision-makers and communities better respond to the changes and challenges facing coastal Alaska communities in the face of climate change. Agnew::Beck was hired to facilitate and help coordinate this effort. The project included four regional workshops in Nome (Bering Strait), Kotzebue (Northwest Arctic), King Salmon (Bristol Bay), and Unalaska (Aleutian and Pribilof Islands) that brought a mix of resource managers, local decision-makers, researchers and agency representatives to discuss the changes that are currently happening in each region and strategies for adapting to those changes. An adaptation toolbox was created with curated information about climate change relevant to Alaska as well as response strategies, tools, and resources identified through the project. This effort grew into Adapt Alaska, which began with a two-day work session in which a group of tribal, state, and federal agency representatives gathered to determine ways to continue the momentum built during the four workshops. The initial work-session led to working groups that explored topics such as streamlined adaptation planning and communication standards for maintaining a greater balance between indigenous and scientific knowledge. Agnew:Beck visits prototype in-home water and sewer system in Tok, Alaska

Agnew::Beck traveled with community members from Kivalina and Kongiganak to Summit Consulting Services’ headquarters outside Tok, Alaska as part of the Alaska Water and Sewer Challenge. As part of the current Phase III, Summit is building and testing a prototype in-home water and sanitation system in a model village home. A key feature of the system is water reuse for washing purposes. Agnew::Beck is supporting Summit to engage end users in the design of the system. The purpose of the site visit was for end users to check out the system in first person for the first time and weigh in on what they thought would work and not work. Alaska Behavioral Health Systems Assessment

The goal of the Alaska Behavioral Health Systems Assessment was to assess the need among Alaskans for publicly funded behavioral health services and to assess the current capacity of the State of Alaska’s behavioral health system to meet that need. Agnew::Beck and subcontractor Hornby Zeller Associates teamed up to conduct the quantitative and qualitative components of the assessment. The quantitative analysis included analyzing client level Medicaid, AKAIMS, and Tribal data to understand utilization trends while the qualitative analysis includes key informant surveys with Tribal and non-Tribal providers throughout Alaska to assess unused capacity and identify policy and regulatory barriers. Together, the data analysis and report of findings provided an improved understanding of the behavioral health system, a methodology and framework for regular monitoring, and recommendations for system improvements.

Alaska Medicaid Redesign and Expansion Technical Assistance

Agnew::Beck led a multi-disciplinary consulting team to guide and inform the Alaska Department of Health and Social Services (DHSS) to develop a set of recommendations for redesigning the Medicaid program to achieve the Department’s goals. Agnew::Beck worked with two national firms: Health Management Associates (HMA), a health research and consulting firm, and Milliman, an actuarial firm who specializes in healthcare analysis.

Agnew::Beck worked closely with staff from DHSS, the Alaska Mental Health Trust Authority and a broad range of Alaska stakeholders to explore a variety of reform options and expansion scenarios, engage in a deliberative dialogue to refine the options most likely to work in Alaska, and to analyze and consider the options to develop a set of recommendations. The team published its report on January 22, 2016 and Governor Bill Walker issued a bill the following week that included most of the team’s recommendations. SB 74 passed the Alaska Senate unanimously with 13 co-sponsors, and the House of Representatives is currently deliberating on the bill. The recommendations included in the bill address the areas of primary care case management, behavioral health access, emergency care, health information exchange and data analytics, payment reform including a pilot project to test Accountable Care Organizations, recommendations for serving Medicaid Expansion enrollees, and ways to increase use of telemedicine and improve business processes in the Medicaid program.
