Illinois Senate Republicans last week unveiled a legislative package aimed at strengthening protections for children and cracking down on trafficking, grooming, sexual exploitation, and predatory offenders.

Republican lawmakers said the package is designed to close dangerous gaps in Illinois law, increase penalties for serious crimes involving minors, and ensure offenders who exploit children face stronger consequences.

The legislative package includes:

  • Senate Bill 284, also known as Andrew’s Law, would eliminate plea deals for individuals charged with involuntary sexual servitude of a minor, trafficking in persons involving a minor, or grooming, preventing those charges from being reduced to lesser offenses. The bill would also make it a Class 4 felony for a child sex offender to work at, volunteer at, or be present at a facility that exclusively provides entertainment for minors.
  • Senate Bill 1572 would increase penalties for human trafficking and related crimes by raising each offense by one felony class. For the most serious Class X offenses, the bill would set a prison sentence of 9 to 45 years.
  • Senate Bill 2381 would require sex offender registration for individuals convicted of unauthorized video recording of minors in private spaces if the offense was found to be sexually motivated. The measure responds to a gap in current Illinois law that has allowed some offenders to avoid registration even in cases involving the secret recording of children in bathrooms, locker rooms, or other private areas.

Senator Tracy said protecting children must remain a top priority and that Illinois laws should reflect the seriousness and lasting harm caused by trafficking, grooming, and sexual exploitation.

Republican gubernatorial candidate Darren Bailey, joined by his running mate Aaron Del Mar, unveiled a comprehensive policy agenda Thursday aimed at tackling Illinois’ high cost of living, government inefficiency, and what they describe as wasteful spending under Democratic leadership.

Key Elements of the Blueprint

  • Illinois DOGE (Department of Government Efficiency) A central feature, modeled after the Trump-era federal DOGE initiative (led by Elon Musk), but with a more measured approach. Bailey and Del Mar describe it as using a “scalpel” or “X-Acto knife” rather than a “chainsaw” — focusing on targeted audits, transparency, identifying waste, fraud, duplication in state boards/commissions, and consolidating services without mass layoffs or partisan cuts. Del Mar would lead it as “DOGE Czar” if elected.
  • Affordability and Cost-of-Living Measures
    • Cap annual property tax increases (not to exceed a person’s mortgage rate) and shift more education funding to the state to reduce reliance on local property taxes.

On Sunday, December 7, Darren Bailey made his first public campaign appearance since the tragic October helicopter crash that claimed the lives of his son, daughter-in-law, and two young grandchildren.

Speaking to a packed house of Adams County Republican supporters at The Armory, Bailey thanked the crowd for their prayers and shared that he and his wife Cindy had spent the past weeks caring for their surviving grandson. After much prayer and family discussion, they decided to press forward with his campaign for governor in the March 17, 2026 Republican primary.

The event featured Bailey alongside other GOP candidates, including his running mate for lieutenant governor, Cook County Republican Chair Aaron Del Mar. He outlined a renewed focus on kitchen-table issues that unite Illinoisans across party lines: lowering the cost of living, improving public safety, and restoring fiscal responsibility in Springfield.

The Adams County Republican Party will be participating in the Veterans Parade on Saturday, November 8. We will do the downtown parade in the morning and the afternoon parade at the Illinois Veterans Home. Any Republican that wants to walk with us is welcome.

Our parade entry number is 55We ask that you please place your parade entry number on right side of the windshield of your vehicle.  If you have more than one vehicle, please place the number on the lead vehicle.

Please enter from 24th and Maine heading west.  At 20th and Maine there will be Parade Marshals to guide you to your assigned place in the parade.  We will start lining up at 8:15 AM and the Parade will start at 10:00 AM. Please be in your spot and ready to start at 9:15 AM if at all possible.

We will have two staging areas for those with trailers and buses.  They will be at the Jr. High School parking lot at 12th and Maine and the lot behind the school board office at 14th and Maine.

**CANDY may ONLY be handed out by WALKERS! Absolutely NO throwing candy from any moving vehicles or trailers! Please only hand out candy between 12th & 5th Street.

1:00pm IL Veterans Home Parade for Residents:

We will once again have our afternoon parade at the Illinois Veterans Home starting at 1:00 PM for those resident veterans who are unable to attend the Maine Street Parade.  We would like to invite all of you to join us there as well.  We will line up in the roadway behind Lake Illinois with the parade starting at the parking lot east of the All Wars Museum.

Lunch will be provided for the parade participants going to the Veterans Home for the second parade.  The Red Cross will serve a free bag lunch at Smith Hall (Ham & Cheese Sandwich, Chips, Dessert & Bottled Water or Coffee)

In a letter to Illinois Governor JB Pritzker on Wednesday, State Senator Jil Tracy called on the Governor to take immediate action to ease skyrocketing utility costs that are devastating families and small businesses across downstate Illinois.

In the letter, Senator Tracy highlighted the urgent need for relief, as residents throughout her district report power bills that have doubled or even tripled in recent months.

“Families in my district are being forced to make impossible choices just to keep the lights on,” Tracy said. “Energy affordability is the single biggest concern I hear from constituents, and the State must act quickly to bring meaningful relief.”

Earlier this year, Senator Tracy introduced Senate Bills 1234, 1235, and 1236, measures designed to provide cost savings and ease some of the most harmful provisions of the Climate and Equitable Jobs Act. Her office also collected more than 600 petition signatures from residents demanding immediate assistance.

Additionally, Senator Tracy is a co-sponsor of Senate Bill 2687, the Home Utility Relief Act, which would establish a rebate program through the Illinois Department of Commerce and Economic Opportunity. The program would target families whose incomes fall between 100% and 500% of the federal poverty guidelines—households often ineligible for traditional programs but still burdened by soaring utility bills.

“As Chicago lawmakers focus on priorities like the transit system, downstate legislators are demanding the same recognition for our residents’ struggles with unaffordable energy costs,” Tracy said. “We need Governor Pritzker’s partnership to deliver both immediate and long-term relief.”

Senator Tracy is urging the Governor to prioritize energy affordability during the upcoming Veto Session, emphasizing that the issue is vital for the well-being of working families and the survival of small businesses across downstate Illinois.

Deputy Governor Andy Manar confirmed that their office received Senator Tracy’s letter.

WASHINGTON, D.C. — Today, Congresswoman Mary Miller (IL-15) introduced the Empower Parents to Protect Their Kids Act. This bill prohibits K–12 schools from concealing or supporting a student’s adoption of an identity that does not align with their biological sex. The bill also grants parents the right to sue school districts that violate this Act by withholding information about their child. Senators Jim Banks (R-Ind.) and Tom Cotton (R-Ark.) introduced the bill in the Senate.

“Parents have the God-given right and duty to raise their children without being deceived by extremists in public education,” said Congresswoman Mary Miller. “We must end the radical gender ideologies being pushed on our children and give parents the power to fight back.”

“Parents should never be kept in the dark about their own kids,” said Senator Jim Banks. “This bill makes sure schools can’t push radical gender ideology behind parents’ backs and puts families back in charge where they belong.”

“Schools should never be allowed to impose radical, harmful ideologies on children – especially without their parents’ consent,” said Senator Tom Cotton. “Our bill protects students and ensures parents are in control of their children’s education. Schools should remain institutions of education, not a place for radical liberal propaganda.”

Key Provisions of the Empower Parents to Protect Their Kids Act are:

  • Prevents K-12 schools from hiding or facilitating a child’s adoption of an identity that is incongruent with their sex.
  • Empowers parents to sue school districts that violate this Act by withholding information about their child.
  • Bans school employees from providing any accommodation to affirm the purported identity unless the employees have express parental consent to do so.
  • Prevents school employees from withholding and encouraging children to withhold information from their parents about their discomfort with their sex.
  • Includes a rule of construction to ensure that school employees who contact legal authorities about an imminent threat to a student’s physical safety are protected.

Background:

Across the U.S., over 1,200 school districts have policies that tell staff to withhold information from parents if a child expresses gender discomfort, according to Defending Education. This violates long-established parental rights upheld by the Supreme Court. Parents deserve the right to take legal action when schools interfere with raising their children.

On January 29, 2025, President Trump signed Executive Order #14191 to enforce parental rights in federally funded K-12 education.
