The Convening Day for the 2025 Legislative Session, where the General Assembly meets, began on January 8 and will run for 120 days, ending in May. November is National Native American Heritage Month and Circuit Media is happy to be celebrating it. This time is significant to Circuit Media because we are an Indian Small Business Economic Enterprise (ISBEE).
We are proud to be an ISBEE as we can represent this special group. To qualify you must be recognized as a small business under the Small Business Administration (SBA), the enterprise must be at least 51% owned by one or more individuals who are members of a federally recognized Indian tribe and they must manage and control the daily business operations. Any type of business can qualify to become an ISBEE if it meets the requirements.
We are not the only ISBEE as Colorado is home to several federally recognized tribes and a diverse range of Native American-owned businesses. These enterprises operate in various industries, including construction, consulting, environmental services, and technology. Because there are multiple ISBEEs, Circuit Media must remain competitive in terms of pricing, quality, and delivery to earn the set-aside contracts offered to companies that are ISBEE. That is not the only challenge Circuit Media faces, we must ensure the federal procurement officers are aware of and advocate for the Buy Indian Act provisions, which can be challenging.
Although there are challenges to being an ISBEE, these certifications are important for various reasons. To start, it promotes economic growth and self-sufficiency within Native American communities by providing business opportunities. It encourages the employment of Native Americans, contributing to reduced unemployment rates in these communities. It addresses historical disparities by ensuring that Native American-owned businesses have fair access to federal contracting opportunities. Lastly, supporting Native American businesses helps preserve cultural heritage and traditional knowledge.

On August 21, 2024, Circuit Media (CM) had the privilege to attend and speak at the Empower through Mentoring – Strengthening the Department of Energy’s Small Business Supply Chain forum hosted by Sandia National Laboratories and the DOE Office of Small and Disadvantaged Business Utilization held in Albuquerque, NM. This forum was an incredible opportunity for small businesses such as Circuit Media to learn about the DOE’s New Mentor-Protégé Program (MPP) initiatives, connect with other small businesses, Protégés, Mentors, DOE’s National Laboratories, program offices, and prime contractors through networking opportunities.
CM also had the opportunity to engage in one-on-one matchmaking sessions with DOE program offices, attend educational breakout sessions, and learn more from DOE regarding navigating DOE requirements and the landscape.
As a protégé, this opportunity was very inspiring. CM was able to expand opportunities within the DOE and connect with other ambitious small businesses! CEO Rebecca Askew presented CM’s capabilities, commitment to excellence, and the significant benefits of our partnership with DOE laboratories.

“Often, when you are working in the business, you don’t step back to look at what [you’ve] built. This award allows us to be aware of our accomplishments,” says Askew.
As a woman-owned business, Circuit Media has faced many challenges in the competitive business landscape. Askew explains that it’s hard to get financial institutions to understand government contracting and economics; they don’t see the value in it from a financial perspective. She has developed a good relationship with her current business banker, a woman who advocates on the company’s behalf.
Circuit Media appreciates the efforts of the Small Business Administration in ensuring government entities are accountable for awarding contracts to small businesses. A particularly beneficial aspect of this is the use of set-asides. These set-asides help identify businesses owned by people who get denied certain opportunities. By designating contracts as set-asides, government agencies can limit the pool of businesses eligible to bid, thereby increasing opportunities for those small businesses.
Circuit Media is an EDWOSB, WOSB, and ISBEE company which allows us to access more of these set-asides and win the contracts. Even though Circuit Media doesn’t qualify for every opportunity due to the set-asides narrowing down what kinds of businesses may respond, Askew still believes they are beneficial in allowing small businesses to have an opportunity to flourish.
Since Circuit Media has been in business for 21 years now, Askew has known the hardships of becoming an entrepreneur and running a successful business. For all of the women out there thinking of starting a business, or may already own one, Askew has some words of wisdom for you. As a female business owner, you should be aware of the biases you may face. Be prepared for hard-hitting questions by writing out talking points/strategies. Take advantage of your status and apply for loans, grants, etc. that are aimed at women entrepreneurs. Finally, develop a support system by finding businesses, mentors, groups, or colleagues that support women lead businesses, “Creating a supportive environment around you while you grow your business will help you create a sustainable company from the start.”, says Askew.
In today’s digital age, ensuring equal access to government websites is not just a priority but a fundamental necessity. Section 508 of the Rehabilitation Act (29 U.S.C. 794d), as amended in 1998, mandates that federal agencies provide individuals with disabilities access to electronic information and data comparable to those available to others, unless doing so would impose an undue burden on the agency.
Having a disability should never impede anyone’s ability to navigate digital platforms. At Circuit Media, we are dedicated to making sure that all our internal projects comply with Section 508 to guarantee equal access for all users. In addition to our commitment to internal accessibility, we offer comprehensive accessibility services to our clients. Our team excels in creating accessible documents and websites, including PDFs, PowerPoint presentations, and web content.
Various accessibility barriers can hinder the use of digital platforms, and we address these diligently during website development. One critical aspect is the inclusion of alternative text (alt text) for images, ensuring that screen readers can effectively convey the image’s message to visually impaired users. Just like images needing alt text, all PDFs must be tagged as PDFs to ensure those who want more information can have it. Along with that it is imperative to choose a font that can be read easily no matter how small or large the text size is.
For video content, we prioritize adding pause and stop buttons as well as closed captioning. These features not only allow users to control video playback but also provide essential support to individuals who are deaf, hard of hearing, or have learning disabilities.
Our design team also implements color contrast strategies to enhance the accessibility experience for visually impaired users, ensuring that text and important visual elements stand out clearly. Accessibility may also look like adjusting website features to ensure access to those in rural areas with lower strength wifi; this adjustment may look like allowing images to be turned off. When it comes to functionality and design, it is important to provide images that serve a purpose to your website/page design.
To ensure the effectiveness of our 508 compliance measures, we utilize various tools, such as those available in WordPress, to test and verify accessibility proficiency. Among the multiple tools we use, checklists provided by HHS and WCAG are utilized to ensure nothing is missed. By prioritizing these accessibility features, we strive to make digital platforms inclusive and navigable for everyone.
Circuit Media has been a part of the Department of Energy NREL Mentor Protégé through a five-year agreement, which spans two base years and three one-year options. The Mentor Protégé program serves to forge long-term relationships between big and small businesses. To be approved into the program you have to be a small disadvantaged business, small business administration-certified 8(a) small businesses, HUBZone, woman-owned, veteran-owned, or service-disabled veteran-owned.
This program provides opportunities and resources that lead to the growth of both businesses involved. This partnership serves as an alignment between Circuit Media’s expertise in communication, creative, and staffing services while NREL’s invaluable mentorship aims at fostering development.
