Md. Abdul Wadud said, BRTA has formulated Motor Vehicle Speed ​​Limit Guidelines 2024 under the Road Transport Act that sets speed limits based on type of road and vehicle. The maximum speed limit is set at 40 km/h on national/regional highways within the city and 30 km/h on most other roads. Local government institutions such as city corporations have been given authority to set reasonable speed limits.

It is noting that at night on November 7, 2023, Ariful Islam (42) and his friend Souvik Arjun (44) were killed after being hit by a speeding truck on the road in Dhaka. Rebecca Sultana Nila, wife of the late Ariful Islam, said, “If the speed of the truck had been lower, Arif and Arjun might have survived. My child lost his father due to speeding truck.” She said, “No premature death on the road is desirable. Speed limits or traffic law violations or road mismanagement should be stopped. So that no more children lose a father, no wife loses a husband, or no mother loses a child.”

Engineer Khandaker Mahbub Alam said, from 9 pm to 8 am, In Dhaka, vehicles drive with speeding, and during the day, irritated drivers in traffic jams drive at excessive speeds when they find empty roads, which makes the roads unsafe. On Monday, 6 October 2025, experts highlighted these issues at a webinar, titled “Birth and Death Registration in Bangladesh: Progress, Challenges, and Way Forward”, organized by PROGGA (Knowledge for Progress), with support from the Global Health Advocacy Incubator (GHAI), on the occasion of National Birth and Death Registration Day 2025. 

During the webinar, it was revealed that the current birth registration rate in Bangladesh stands at only 50% and the death registration rate at 47%, compared to the global averages of 77% and 74% respectively. While other South Asian countries such as the Maldives and Sri Lanka have already achieved near-universal registration, Bangladesh continues to lag significantly behind.

Experts emphasized that amending the Birth and Death Registration Act, 2004 to legally assign hospitals and healthcare facilities the responsibility of registration would accelerate progress. Such a reform would automatically ensure the registration of nearly 67% of children born in healthcare facilities. Death registration would strengthen inheritance rights, social protection, and women’s rights. Moreover, correction fees for applications to amend errors in registration certificates within 45 days of a birth or death should be waived, and the preparation of “Vital Statistics” using registration data should be mandated through the Bangladesh Bureau of Statistics.

Muhammad Ruhul Quddus, Bangladesh Country Lead, GHAI, said, “Assigning the responsibility to healthcare facilities through legal reform will make it possible to include everyone under registration coverage by 2030. It is also instrumental in achieving SDG target 16.9 that requires providing legal identity for all, including birth registration.” 

Md. Nazrul Islam, Country Coordinator, Vital Strategies said, “In addition to law amendment, effective implementation of the existing law must be ensured through raising public awareness on registration, addressing workforce shortages, resolving technical problems, streamlining procedures, and ensuring better coordination with the relevant sectors.”

During the workshop, it was informed that the current birth registration rate in Bangladesh stands at 50%, which is much lower compared to global and regional averages. According to UNICEF, the global average rate of birth registration in 2024 stands at 77%, while the rate in South Asia is 76%. Meanwhile, Bangladesh’s death registration rate is 47%, whereas the global average is 74%. At the individual level, birth and death registration ensures access to fundamental rights such as citizenship, education, healthcare, inheritance, and voting rights. At the national level, accurate population and health data play a vital role in planning, budgeting, public health, and good governance.

During the workshop, it was highlighted that although around 67% of children in Bangladesh are born in healthcare facilities, hospitals have not been authorized to register births and deaths. Under the existing law, the responsibility of providing birth and death information to the registrar lies with the family, while the health sector’s role remains optional. Global experience shows that assigning this responsibility to institutions rather than individuals significantly increases registration rates. In many Asia-Pacific countries, entrusting hospitals with the responsibility of registering all births and deaths occurring within their facilities has enabled them to achieve 100% or near-universal registration coverage.

Speakers at the workshop further noted that in Bangladesh, lack of public awareness, complexities in the registration process, technical problems, and weak coordination with the healthcare sector pose major barriers to implementation of the law. Apart from emphasizing the importance of enforcing the existing law effectively, speakers also pointed out legal limitations hindering progress in birth and death registration. It was suggested that by amending the Birth and Death Registration Act, 2004, to legally mandate government and private hospitals, clinics, and healthcare facilities to register births and deaths, Bangladesh could accelerate progress towards global registration targets as well as the SDGs.

Muhammad Ruhul Quddus, Bangladesh Country Lead of GHAI, said, “Assigning the responsibility of birth and death registration to health facilities through law amendment will enable Bangladesh to achieve universal (100%) birth and death registration by 2030.”

At the International AIDS Society Conference in Kigali, Rwanda, MSF highlighted lenacapavir’s potential to transform the HIV prevention landscape. According to WHO, lenacapavir is a long-acting injectable that needs to be administered only twice a year. The drug has shown remarkable efficacy: 100% effectiveness in preventing HIV among cisgender women and girls, 96% risk reduction among cis and trans men and non-binary individuals, and 89% more effectiveness than daily oral HIV prevention pills.

Current HIV prevention options, including oral pre-exposure prophylaxis (PrEP), the dapivirine vaginal ring, and cabotegravir (an injection every two months), have limitations. MSF notes that oral PrEP, which requires frequent pill-taking, can be challenging to adhere to, potentially leading to reduced effectiveness.

While MSF acknowledges lenacapavir’s potential, the organization stresses that accessibility is crucial. High pricing and limited licensing make it out of reach for millions in low- and middle-income countries. Antonio Flores, Senior HIV/TB Advisor for MSF Southern Africa Medical Unit (SAMU), emphasized that lenacapavir’s impact will depend on its accessibility to communities that need it most.
