]]>The CBR Africa Network (CAN) is pleased to share an important new resource aimed at advancing equality and protecting the rights of women and girls with disabilities.
The UN Committee on the Rights of Persons with Disabilities has adopted new Guidelines on identifying and addressing intersectional discrimination against girls, adolescents, women and older women with disabilities.
The Guidelines recognise that disability can intersect with factors such as gender, age, race, Indigenous identity, migration status and poverty, creating distinct and multiple experiences of discrimination.
From adoption to implementation
The adoption of the Guidelines represents an important step towards strengthening equality and addressing discrimination. However, their impact will ultimately depend on effective implementation.
Women and girls with disabilities, in all their diversity, must have meaningful opportunities to participate in shaping the laws, policies and programmes that affect their lives.
Implementation should include measures to:
Protect autonomy and freedom from violence;
Strengthen accountability across different sectors;
Ensure meaningful participation of women and girls with disabilities in decision-making;
Provide adequate resources to organisations led by women with disabilities;
Address multiple and intersecting forms of discrimination; and Monitor and measure whether policies and programmes are creating meaningful change in people’s lives.
Practical tools for Organisations of Persons with Disabilities
To support organisations in putting the Guidelines into practice, the International Disability Alliance (IDA) has published “Inclusive equality in every aspect of life”—an analysis of the Guidelines accompanied by a practical toolkit containing 10 tools for Organisations of Persons with Disabilities (OPDs).
The toolkit can support OPDs and other stakeholders to strengthen advocacy, participation, accountability and inclusive approaches to equality.
CAN encourages its members, OPDs, partners and disability rights advocates across Africa to read, use and share this important resource.

The adoption of the Guidelines is an important milestone. Their true impact will be measured by the choices women and girls with disabilities can make, the opportunities they can access, and the power they have to shape their own lives.

]]>The CBR Africa Network (CAN) successfully concluded its two-day Country Representatives Orientation, held from 12–13 August 2026. The orientation brought together newly selected CAN Country Representatives to strengthen their understanding of CAN’s mandate, strategic direction, roles and responsibilities, and their contribution to strengthening collaboration across Africa.
The two-day sessions provided an opportunity for Country Representatives to engage in meaningful discussions, share experiences, clarify expectations and explore practical approaches to working together to advance CAN’s mission and the Community-Based Rehabilitation (CBR) and Community-Based Inclusive Development (CBID) movement.
Strengthening Regional Communication and Collaboration
One of the key outcomes of the orientation is the commitment of Country Representatives to join and actively engage in regional communication platforms across the five African regions represented by CAN’s International Advisory Board (IAB).
These platforms will serve as spaces for:
Strengthening communication and information sharing within regions;
Promoting networking, peer learning and experience sharing;
Sharing CBR/CBID practices, opportunities and resources;
Strengthening coordination and collaboration at country and regional levels; and
Supporting collective efforts to advance CAN’s mandate and strategic priorities.
Through these regional platforms, CAN seeks to build stronger connections among Country Representatives, facilitate continuous learning and communication, and foster a more coordinated, connected and responsive network across the continent.

]]>The validation workshop brought together programme partners and stakeholders to review the findings, identify critical gaps, and agree on priority actions that will guide implementation of the programme. The exercise represents an important milestone in ensuring that future interventions are informed by reliable evidence and respond to the lived experiences of persons with disabilities.
The study identified several challenges that continue to hinder the full inclusion and participation of persons with disabilities. These include limited participation in community planning and decision-making, persistent economic exclusion, barriers to employment, inadequate access to rehabilitation and health services, and significant gaps in the implementation of inclusive education.
Participants reaffirmed the importance of ensuring that persons with disabilities, particularly women and young people, are meaningfully involved in decision-making processes and that disability inclusion is integrated across all sectors of development.
The validated baseline findings will serve as a foundation for monitoring progress throughout the CADiR Programme and will guide consortium partners in designing interventions that promote equal participation, improve access to quality services, strengthen livelihoods, and advance the rights of persons with disabilities.
