With regard to the United Kingdom’s Prime Minister Boris Johnson’s statement on Monday, regarding possible changes to the current regulations with regard to the COVID-19.
Today I am writing stating the British & Irish Boxing Authority position with regard to these possible changes, especially those relating to sporting events.
We urge everyone who can work from home to continue to do so, only those whose jobs are deemed essential or working within the manufacturing sector etc should be traveling to work.
According to Government guidelines Gyms are NOT deemed essential at this point, though state that gyms may be able to reopen in July, so I urge people to be responsible and maintain the current rules regarding exercise.
The same applies to travel, if you can avoid public transport please do – Drive, Bike or Walk if you need to go out, and those that have no option but travel on public transport please cover your face and nose and wear surgical gloves – and most importantly WASH YOUR HANDS properly for a minimum of twenty seconds regularly and carry/use hand sanitiser.
The Government plan with regard to ‘Behind Closed Doors’ events is currently stating possibly from June 1st 2020, subject to infection and death levels continuing to be on the downward curve.
We already have the venue sorted for the first event, which is a hotel so all in attendance will be contained within a single location.
We have doctors, paramedics and specialist medics arranged as well as private ambulances and even an Air Ambulance in case we are unable to use the local NHS hospital and we need to transfer any head trauma cases to a private neurology facility within 40 minutes flight time.
All ‘behind closed doors’ events will be limited to a maximum of FIVE (5) contests per event and limited to a maximum of SIX (6) rounds.
The only officials in attendance at an event will be the Referee, Supervisor and Time Keeper.
Officials level may be reduced further when possible to just Referee and Supervisor, in the cases where the Supervisor is also a qualified Time Keeper.
PPE will be worn throughout the event by the ringside officials and others in attendance and the Referee must wear a mask and surgical gloves when officiating a contest.
It should also be noted that we will be limiting the level of corner men to TWO (2) maximum per Boxer, Cornermen will be required to wear full PPE throughout the contest.
Also please note: That standard spit buckets will not be allowed, instead we recommend two enclosed containers along with funnel and tube. Once a contest is concluded and prior to next contest the container will be sealed and the tube and funnel disinfected before reuse.
Each competing boxer will be required to wear a surgical-mask which may only be removed once he or she has entered the ring.
There will be FULL Personal Protection Equipment as well as hand sanitiser available for all in attendance at the events and we will be undertaking testing ahead of the events for all people taking part as well as regular taking of temperatures of those in attendance at the venue.
Rapid result testing will be undertaken at the venue, Professor Graham provides information regarding testing below.
HOWEVER whilst the plan is in place for ‘behind closed doors’ events for TV for when the restrictions are lifted, provisionally from 1st June, we cannot see these taking place, even with the precautionary practices we have applied during the COVID-19 pandemic, before mid to late June 2020 and possibly later as the BIBA policy for ‘getting back to business’ is that until the infection and death rates are drastically reduced the British & Irish Boxing Authority will NOT even consider giving permission for these events to go ahead, in order to protect the NHS as well as those participating at the events.
Our reasoning for this is whilst infection and death rates are lower than those even just one week ago, both the infection and death rates in the past week are still too high to safely consider returning to business as normal.
Myself personally will be continuing to observe the long standing ‘Stay at Home’ and ‘Social Distancing’ advice and urge all BIBA members to do the same wherever possible.

Testing will be mandatory for everyone in attendance at an event.
BIBA are fully qualified to provide the Corona Virus tests to determine immune status and infection status at the next available contest on all Boxers and associated coaching and training staff and attendees.
BIBA has accredited Forensic Scientists, to conduct SARS-Co V-2, (COVID-19) Antibody Tests, using the BioMedomics COVID-19 IgM/IgG Rapid Test Kits.
The testing kits are manufactured by BioMedomics and distributed by Oxford Biosystems and are MHRA, EU and FDA accredited testing kits available in the UK.
The tests can be conducted at any residence or venue.

]]>The ACSC is a non-profit organization whose membership is open to athletic commissions around the world that regulate combative sports. The vision of the ACSC is to serve as an organization providing continual improvement and standardized processes globally for combative sports. The mission of the ACSC is to promote quality health and safety standards in combative sports while working to standardize the procedures in which combative sports commissions function worldwide through effective communication and equal representation.
The ACSC maintains its strict opposition to bare knuckle boxing for several medical reasons. There is data for bare knuckle boxing demonstrating an increased risk to the hand of the striker and an increased risk for facial injuries to the opponent. Burgeoning research suggests that bare knuckle bouts are probably not safer to the brain as argued by proponents of the sport. In fact, competing in such bouts may contribute to more insidious, cumulative damage to the brain for individuals with predisposing factors. It also should be noted that glove tampering, including the removal or displacement of padding to expose the fist, is strictly forbidden in professional boxing.
Dr. Sherry Wulkan, M.D., ACSC Medical Committee Chairperson, provided the ACSC membership with the following medical and historical information relating to bare knuckle boxing.
Bare knuckle boxing is not a new concept. The record for the longest bare knuckle bout is listed as 6 hours and 15 minutes, and was held in Australia on December 3, 1855 between James Kelly and Jonathan Smith. Current data from the United Kingdom demonstrates that, analogous to the gloved combative arts, some bare knuckle bouts have ended in knockouts in the first round while other bouts have gone the distance.
Proponents of bare knuckle boxing have argued that it is neurologically safer when compared to traditional gloved boxing because the punches, when bare knuckled, would have to be thrown with less force. To date, there is no medical data proving this concept.
The pathophysiology of neurologic damage from impact is complex. Although a great deal has been learned in the past several years, all of the intricacies involving this subject have not been unraveled. It is known that multiple factors play a role in outcome, the force of a blow being only one of these factors. In addition, strong data of concern regarding the cumulative effects of subconcussive blows (meaning repeated head trauma below the threshold and causing symptoms of concussion or traumatic brain injury/TBI) has been mounting.
This information, at the very least, raises questions about the validity of the statement that bare knuckle fighting is safer than traditional gloved combative sports.
Parenthetically, the question arises as to how one trains for this type of bout (and whether a participant wear gloves when training), since data does show that bare knuckle fighting increases the risk of lacerations, facial fractures, and hand injuries to the striker.

Graham MBChB; PhD; FRSM; BASEM; MICR; MCSFS; PCCMH; APIL Expert; FSB has been appointed as the new Chief Medical Officer for the organisation, following the retirement of long time CMO Dr Louise Eccles M.D. MBChB DRCOG FP Cert LF Hom from the role.
On the announcement of the appointment Professor Graham said;
“Following the retirement of the most respected Chief Medical Officer (CMO) of the British and Irish Boxing Authority (BIBA): Dr Louise Eccles, I have been invited by the Vice President and CEO, Mr Gianluca Di Caro to undertake the position of CMO.
This is an enormous honour and privilege and I have accepted it with pride.
My first task as CMO is to invite the most senior physiologist in the UK, Professor Bruce Davies, Emeritus Professor, from the University of South Wales, to join the BIBA Medical Advisory Board.
We are endeavouring to make BIBA sanctioned Professional Boxing as safe as a “full contact” sport can be, by researching the effects of head injuries on neurochemical parameters, with the latest screening investigations in Scientific technology.
Furthermore we are appointing academic and research doctors, who have the “mental and physical health” of our boxers as their prime interest and focus.

]]>McConville is in fine form and comes into this Championship contest off a first round stoppage win over Belfast’s Michael Kelly back in March this year, his third stoppage win in as many contests, the other stoppage victories being over Marty Kayes in December 2017 and Will Cairns in September 2017.
However McConville is in no doubt that this will be the toughest fight of his young career to date, his esteemed opponent on the 8th September is not only far more experienced but also Championship experienced, having been crowned the World Boxing Council (WBC) Asian Boxing Council Welterweight Champion following his victory over Nelson Gulpe in New Delhi back in May 2015 and successive successful defences against Ben Kite in New Delhi back in October 2016 and then against Allan Tanada in Mumbai in August 2017.
By time Goyat faces McConville he may have successfully defended his title for a third time, as he is currently in camp preparing to defend his title in Canada later this month.
His esteemed opponent’s Championship successes do not seem to have fazed McConville one iota, as he made clear when he spoke earlier.
“I’m very grateful for this opportunity it’s something we have been working and training very hard towards.
“I am very excited to fight for my first title and to put on a show against such a decorated and experienced opponent as Goyat.
I want this so bad, I am definitely ready for this.”

R.I.P. Lord Anthony Weymouth – President of the British & Irish Boxing Authority
It is with immense sadness that we announce the passing of the British & Irish Boxing Authority (BIBA) President, H.E. Count Anthony John Weymouth O.T. on Friday.
On leading the tributes to Lord Weymouth, BIBA Chief Executive Officer and Executive Vice President Gianluca Di Caro said;
“Firstly, I would like to offer my sincere condolences to Lady Margaret and all of Tony’s family and many friends worldwide.
Tony’s passing came as a huge shock to myself and all involved not just with the British & Irish Boxing Authority, but also the many Charities that he actively supported and worked tirelessly for.
His passion for helping those in need was nothing short of inspirational, he was actively involved with numerous charities and worked tirelessly for these worthwhile causes.
He really made a difference for those less well off than himself or suffering due to no fault of their own, so much so that just last year one of the Charities, the IHM World Peace Organization awarded him the World Peace Appreciation Certificate.
Tony was equally passionate about our beloved sport and he fought tirelessly for the introduction of improved Boxer Health & Safety policies and procedures, many of which were introduced under his watch, not just by ourselves, in some cases other commissions followed our lead.
Tony will be sorely missed, he was so passionate for our beloved sport and the causes he supported, he was one of a kind and totally irreplaceable.
Rest In Peace my friend.”

Since 2016 the British & Irish Boxing Authority have strived to improve all aspects of Boxer Health & Safety, including appointing a number of specialists, including renowned sports injury specialist Professor Michael Graham MBChB; PhD; FRSM; BASEM; MICR; MCSFS; PCCMH; APIL Expert; FSB to the BIBA Medical Advisory Board to develop additional Boxer Health and Safety procedures, such as Cognitive Testing both as part of their licensing procedure as well as the post event medical, as well as to head up a team of experts to undertake long term research into Combat Sports related head injuries.
In March 2017 the British & Irish Boxing Authority were the first commission to introduce Infra-Scanners, a portable infra red brain scanner that can detect signs of bleed to the brains, at events sanctioned by themselves, following a number of serious head injuries within the sport, including the death of Mike Towell in 2016.
Another recent British & Irish Boxing Authority initiative was the introduction in January 2018 of permitting Rehydration drinks in the corner for all contest of eight rounds and over, in an attempt to ensure that boxers remain hydrated in longer contests, which in itself can also reduce the risk of potential swelling or bleeds to the brain.
On announcing the new Health & Safety Executive website BIBA CEO and Executive Vice President Gianluca Di Caro stated;
“Back in February we signed up to the Mental Health Charter for Sport and Recreation and as part of our action plan we decided to create a specific website to raise Mental Health awareness within the sport.
During the discussions with the committee that overseas our Mental Health policies it dawned on me that whilst it is essential that we get the information and resources available on the very important subject of Mental Health, that we should also cover other equally important Health & Safety matters, especially those that may reduce the potential risks of bleeds to the brain as well as take a serious look at the current rules of the sport to improve the Health & Safety of those that compete.
Another factor that led us to decide to create an all encompassing HSE website was that our leading team of specialists are currently undertaking a long-term research project into head injuries within not just Boxing but all Combat Sports.
Even though we are only a few months into this research project we have already highlighted a number of areas, within the current rules, that need to be seriously looked at and changes made, we will also be highlighting these proposed changes on the new HSE website ahead of lobbying all World and Regional Championship Organisations, the Boxing and Combat Sports Industry Associations as well as other Commissions around the world to try and get these incredibly vital changes to the rules introduced.
Those of us who govern the sport need to consider making much needed changes to the rules now, as well as move with the times and embrace new technology, especially if these can prevent further tragedies, as I believe it is our, the Commissions that Govern the Sport’s responsibility to ensure that the Health & Safety of those that compete is of the highest level possible, not to do so would be dangerous and irresponsible and could even destroy our beloved sport, by basically help in making the case, by our own inaction, for those that want Professional Boxing banned.”
