Who We Are

The Wisconsin Wildlife Federation (WWF) is the state’s only statewide organization dedicated to protecting fish and wildlife habitat, fishing, hunting, and other outdoor sporting and recreational opportunities. They develop and advance policies that protect fish and wildlife habitat, and that promote public access to lands and water for outdoor recreation.

WWF has a dual mission to engage in conservation education and to advocate for sound conservation policy. As the state affiliate of the National Wildlife Federation, they promote the protection and conservation of our natural resources on a national level with the U.S. Congress and federal agencies.

What We Do

To promote strong conservation policy, WWF:

    Works with decision-makers at all levels of government, including members of Wisconsin’s Legislature and the state’s congressional delegation.
  • Participates in state and federal rule-making processes to ensure that laws are meaningfully implemented at the administrative level.
  • Works in coalition with other organizations to develop and advance policies important to our members.

In addition to promoting conservation policy, the Wisconsin Wildlife Federation is committed to education about conservation and outdoor issues. To help WWF achieve that goal, the organization created the Conservation Leadership Corps (CLC), bringing together young leaders from across the Great Lakes Region for conservation leadership training and mentorship by the state’s leading conservationists.

WWF is also one of the sponsors of the Wisconsin Green School Network (WGSN), which is a network of educators and other professionals committed to helping teachers to develop students’ environmental literacy while increasing academic achievement. WWF provides field biologists to work with schools to enhance hands-on conservation learning. WWF also provides educational trunks on wildlife for K-12 education, and funds scholarships to future resource professionals.

Making a National Impact

The Wisconsin Wildlife Federation is undertaking its third year of leadership training for high school and college students. Attracting students from around the Great Lakes region, the four-weekend fully-paid program involves professional instructors in conservation leadership, policy communication and advocacy, and conservation policy analysis and development. The program culminates as students develop conservation resolutions presented at the federation’s annual meeting.

To date, a total of 38 students have either graduated or are currently enrolled in the program. The program’s alumni have created a formal organization called the Wisconsin Conservation Leadership Corps to continue their involvement in the development of sound conservation policies on a state and national level. This has been an extremely successful program and has been transformative for the Wisconsin Wildlife Federation, bringing new and engaging leaders into the state’s conservation movement.

Only in its third year, WWF is already aware of the positive impact the program is having within the region’s conservation community. Successful applicants to the Conservation Leadership Corps have gone on to complete degrees in Wildlife and Fisheries biology, beginning their careers as wildlife advocates and managers. After completing the program, graduates are taking the mantle as the next generation of conservation voices within WWF and other conservation groups around the region, helping fellow affiliates such as Minnesota Conservation Federation start mentoring programs of their own.

It has been said that the most important job for any leader is to aid in the development of their own replacement. With the creation of the Conservation Leadership Corps, WWF seeks to meet this responsibility head on. As the voice of conservation within Wisconsin, WWF will ensure that the next generation’s leadership will have the necessary tools to effective speak for wildlife and the rich outdoor heritage that depends on it.

It’s that time of year again when farmers’ hearts begin to beat a little faster in anticipation of the spring planting rush. Across rural America, farmers excitedly prepare tractors and planters, finalize seed purchases and lock in crop insurance. The anticipation and hopefulness represent the eternal optimism farmers must possess. It is also quite ironic simply because of history and reality.

For years, farmers have held onto optimism in spite of the often recurring realities of planting season. Yes, there are those years in which planting goes just as we hope. More often though, farmers experience delays, often related to weather. Delayed planting, planting in poor field conditions, or outright prevention of planting can quickly stress out even the most optimistic farmer. I, for one, have heard stressed farmers cuss a blue streak that would make a sailor blush.

While many farmers blame their stress on the weather, the truth is that for many, their stress is born of their own doing. Conventional practice of heavy and repeated tillage and removal of all residue have degraded soils of their structure and soil organic matter, the two most important factors for creating soil resilient to weather. To some extent, one cannot blame them.

Entering my fifth year of no till and cover crops, I have learned that these soil health practices are providing an added bonus of mental health for me. My healthy soil has improving structure and biology. It quickly drains away excess moisture while fields degraded by tillage and residue removal lack any drainage capacity. In healthy soils, water percolates down into the subsoil. In degraded soils, water ponds at the surface and soil takes longer to dry out and warm up. With poor drainage and soil structure, farmers must wait longer for good weather and have shorter windows of opportunity to accomplish fieldwork.

Yes, crop insurance has alleviated some of the risk and worry with weather, but taking a prevent plant payment is far inferior to successfully planting a crop. After all, establishing a crop while maintaining your sanity provides the foundation for the excitement experienced this time of year.

Recently, agronomists at North Dakota State University released new fertilization recommendations for corn. Normally, this isn’t news. Land grant universities have been providing fertilizer recommendations for years and also periodically update them based on new research. So what is the big deal this time? For the first time, a land grant university has recognized the benefits of a conservation practice to productivity and is changing recommended fertilizer rates accordingly.

Historically, fertilizer recommendations have made a couple of big assumptions. First, that everyone tills the soil (and doesn’t use no till). And second, that soil does not change in response to how it is managed. Under these assumptions, the guidelines could be simple and straightforward (provide fertilizer recommendations in a tillage system), albeit failing to recognize significant errors.

With the updated NDSU fertilizer guidelines, researchers have begun to correct those assumptions. Not only did researchers develop fertilizer rates for producers using no till, the rates indicate that soils do in fact respond differently to different practices. How else does one explain the fact that NDSU gives long term no till a 60lb. nitrogen fertilizer credit on corn and 50 lb. nitrogen fertilizer credit going into small grains?

The credit reflects not only the higher soil organic matter in no till soils, after all, it doesn’t get lost due to tillage, it also reflects higher levels of microorganisms vital to aiding soil in storing nutrients, but also converting them to make them available to crops. Producers gain more productive soil while reducing their operating costs (in both fuel, equipment time, and now fertilizer). These new fertilizer rates will save producers over $35 per acre, just for using long term no till.

This is great news for producers, but just as importantly, everyone gains right along with these innovative farmers. When farmers can trim their fertilizer use while maintaining or improving yields, and at the same time reduce fertilizer loss to our lakes, rivers, and streams, we enjoy benefits across the board. The resulting improvement in water quality means better drinking water for millions of Americans. It also means better wildlife habitat leading to more opportunities to enjoy wildlife for millions of Americans while also stimulating a multi-billion dollar outdoor recreation economy.

This is a great step in the right direction. I encourage other land grant universities to follow NDSU’s lead and update their fertilizer guidelines to recognize for the improved nutrient holding and delivery capacity of soils under long term no till. In fact, don’t stop there. Other practices, not just no till, improve the soil’s productivity. Cover crops and diverse crop rotations also boost soil organic matter and soil microbe populations vital to a healthy and productive soil. And like adding no till, cover crops and crop rotations provide numerous benefits from wildlife habitat to carbon sequestration to water quality.

We’ve all probably heard the old fact that cover crops result in colder, wetter soils. It seems this myth has been around amazingly longer than cover crops themselves. It is likely an extension of another long-held “truism” that no till (see also: zero till, direct seeding, never till) results in colder and wetter soils. Ask just about any farmer, or at least those who till, and they will recite that truism like it was Gospel. To be fair, there is some older scientific literature suggesting cover crops reduce soil temperature.[1]

Being relatively new to no till and cover crops, I have the advantage of not holding onto prior assumptions.

And, being human, I tend to put more credibility in conclusions from those who speak with experience. Too often the only ones saying that no till and covers make soil wet and cold are the people who have never tried either.

To get to the bottom of this I began taking soil temperature readings starting in April. Using a protocol established by Dave Robison and Dan Perkins (Jasper County, IN SWCD, Youtube 2014 cover crops videos) every week I took soil temperature readings at random locations at 4 inch depth in my no till field with a winter-killed cover (radish), my neighbor’s fall tilled field across the fence row, and my lawn to provide a baseline. Here is a table with the results through early July.

As you see from the data, there is little scientific basis for the myth of colder, wetter soils in no till and/or cover crops. You may also note that, in fact, the data indicates more times in which the no till/cover cropped soils had higher temperatures. And it wasn’t, as I initially thought, a sampling error by sampling only in the morning or afternoon. Regardless of time of day, no till with covers enjoyed similar or slightly higher soil temperatures. Myth busted. Beyond that simple conclusion though, are a few interesting details to point out. First, tilled soils had a temperature advantage in 3 out of 12 measurements (weeks 1, 6 and 8). Those measurements followed a fresh tillage pass that had not yet received a rain event. As soon as the soils received a rain (which is quite frequent during spring and summer in Wisconsin), the temperature advantage swung back in favor of no till and covers. Second, soil temps from the no till/covers were quite similar to the lawn soil temps. Average temps for lawn and no till/covers came in at 59.46 and 59.41 degrees, respectively, while the tilled field came in .74 degrees cooler at 58.67.

 

Now, just how do we explain the myth and the reality?

Understanding old ways of viewing soil helps explain the propagation of the myth. Until recently, the overwhelming approach to soil was to recognize only that which we could observe with our own eyes. Thus, most people only recognized the soil surface. Through this perspective, the only way soil dried out or warmed up was through the sun’s radiant energy striking the soil surface. Black soil warmed up faster than light-colored soil. Residue shading the soil would result in less radiant energy hitting the soil. That all makes sense so far. So why didn’t my neighbor’s tilled soil (6 tillage passes) have a soil temperature advantage over my no tilled soil with cover crop residue?

It turns out, the soil surface is only half of the equation (or less). Until now, we have ignored what goes on in the soil; the science we cannot easily observe. In simple terms, scientists are now beginning to account for many other factors such as drainage, structure, and biology. Thanks to no till and cover crop roots, I am slowly breaking through the plow pan located about 16 inches below the surface. That plow pan, intensely present in my neighbor’s soil, prevents excess moisture from draining away. Thus, if one chooses to not address plow pan, one must rely on tillage as a means of aerating the soil. However, repeated tillage breaks down soil structure, further decaying the soil’s ability to move excess water. The end result is not only a tillage treadmill, but that no tilled soils shed excess water much easier, and dry soils warm up much faster and easier than wet soils. Soil biology may also be a factor. With no till and covers, the micro-organisms that normally do not survive tillage and long periods lacking plant roots have a chance to grow. That growing population and the process of digesting and converting minerals and nutrients may actually warm the soil. Note again from the data the fact that the no till and lawn (technically also no till) both typically had higher soil temperatures than the tilled field.

Unfortunately for conservation, water quality, wildlife, and the climate, myths like these have inhibited and delayed adoption of no till and cover crops. But it isn’t just wildlife or water quality that suffers. Misconceptions and assumptions have led farmers to continue soil abuse, costing them time and money now while degrading the long term health and productivity of their soil.

This past weekend, 19 coal cars derailed in Caledonia, Wisconsin.  The 135-car train was carrying coal from the Powder River Basin in Wyoming to a power plant facility in Sheboygan, Wisconsin when it crashed, most likely due to cold temperatures. Fortunately this time there were no direct injuries, but tons of coal were spilled in the surrounding area and in order to start the clean up 40 trees had to be cleared to make room for the equipment.

When accidents like this occur, the surrounding communities are disrupted and the wildlife that live in the area are put at risk. Just last week, a coal train accident in British Columbia left coal spilling into local streams and threatening endangered species like the western painted turtle. Wisconsin is home to some awesome wildlife species such as the red fox, bald eagle and the state animal, the badger. Loons’ distinct calls are an iconic piece of lakes across Wisconsin.  Loons are already threatened by climate change and changes to water quality in Wisconsin lakes. A coal spill in theses water ways would be threatening to species like the loon that rely on clean water for survival.

After harvest of winter wheat earlier this year, an interesting thing happened: my field, with the wheat residue remaining and cover crops growing, became migratory waterfowl Mecca.

Why was this?  Well, simply put, a number of management decisions related to no till and cover crops provided benefits not only to me as a farmer in terms of stable yields in the midst of weird weather and to my downstream neighbors in terms of less fertilizer running off my land causing water quality problems, but also to wildlife.

A Boon for Wildlife

Previous posts have explored the stable yields and water quality benefits of no till and cover crops, and the wildlife activity I observed this fall provides a great opportunity to delve further into the details of this third benefit. As it turns out, the residue which I maintain on the soil surface, rather than tilling it under, not only protects the soil from erosion (which can degrade water quality in waterways), it also provides some habitat to migratory waterfowl.

When I harvested winter wheat earlier this year, I was sure to maintain as much stubble height as possible, minimizing the amount of residue lying down.  (When it comes to no till planting, standing residue is easy to manage, it is the stuff lying on the ground that can sometimes cause problems).  Having this tall residue provided enough cover for ducks and geese to hunker down.  They could hide when they wanted yet also stand up to view their surroundings.  Additionally, by not burying that residue into the ground with multiple tillage passes, it remained on the surface, available for the waterfowl to nibble and eat as needed.

For almost a full month, during the peak migration season, a small 10 acre field housed an average of 150 birds per day, with some days over 250 waterfowl nesting and feeding.  Some gaggle of geese stayed for five or six days, resting and feeding in preparation for the long flight south.

In addition to the wheat residue, the cover crops maintained a habitat for the bugs and insects the waterfowl feed upon.  I can only imagine the excitement these geese and ducks had when they laid eyes on this field amidst a sea of heavy tillage providing as much wildlife value as the cratered surface of the moon.  These simple practices, no till with cover crops, not only provide stable farming and clean water, but also provide helpful habitat and forage for wildlife, providing an oasis on their long journey.

Spring has finally sprung in central Wisconsin.  After a Mother’s Day dusting of snow temps have finally climbed to the seasonal average, but precipitation continues to inundate fields with moisture.  Planting is delayed across the region for corn and bean acres.  Further complicating the spring weather is widespread winter kill of some alfalfa and winter wheat fields.  In light of all of this I have noticed some important changes to my no till cover cropped acres; from soil biology to weed populations to field accessibility.

But first, a busted myth on soil temperatures

Out of curiosity, I took a couple of soil temperature measurements; one in my no-till cover cropped field that currently has winter wheat, and one from my neighbor’s conventionally tilled field across the fence row.  All other things the same (precipitation, drainage/slope, soil type) there was a considerable and surprising difference in soil moisture, quality and temperature.  My soil was moist, but didn’t have excess moisture and had good tilth; like chocolate cake.  My neighbor’s field could best be described as holding excess moisture and poor tilth, falling apart into a thousand pieces.  But the biggest surprise was the difference in soil temperature.

What’s more, the improved soil tilth and drainage have improved the accessibility of my land.  With rain every other day for the past three weeks, few farmers in this area have been able to accomplish much field work.  Under conventional till, soil tilth and health are compromised, requiring more time for soil to dry out and requiring drier conditions to allow field work.  When other farmers could not even get a tractor into their fields, I was able to have the co-op fertilizer truck broadcast fertilizer without leaving so much as an indentation or track.  Improved soil health through no till and cover crops has reduced weather related delays to implementing good farming practices.  Had I decided to use my winter wheat as a cover crop, I could have easily terminated it and had time to plant corn or soybeans.  In the meantime, conventional farmers are still waiting on the weather to begin spring tillage and will likely experience reduced yields due to delayed planting.

Finally, while walking through that same winter wheat field, now in the third year of transition to no till, I noticed two other significant developments: considerably reduced weed pressure and significant growth in biological activity.  With surface residue from previous crops, weed seeds are having less success germinating.  Additionally, the biological activity continues to increase.  Signs of life abound; from surface insects to tremendous worm populations.  In a single garden trowel scoop of soil I have found upwards of 10 or 12 worms.  All of this activity not only benefits my soil health, but wildlife and the natural world as well.

As I wrap up year number two of converting my farmland to no till and cover crops, I thought it would be a good opportunity to reflect. No better time than while on the tractor planting winter wheat to think about the land and how I am striving to farm it successfully now while ensuring my sons (and future generations) have productive farmland in the future.

My thoughts quickly centered on the many barriers and obstacles to making this transition, but I also considered alternatives and found that while difficult, going to no till and cover crops has created some great opportunities.

First lesson: Other farmers are a valuable resource

Going through this process is much easier when networking with other farmers going through similar transitions, especially if they are in your area. In my first year, there were no other farmers in my area using no till and cover crops.  Just recently I learned of another farmer choosing to go to no till with cover crops. The conversations since have been quite valuable for the education and information exchanged.  Just 10 minutes on the phone, comparing notes with this nearby farmer provided me with insights that would help me improve my system. This type of information exchange is all the more valuable when farmers convert to less well-known systems.

Second lesson: No till makes it easier for beginning farmers to get into agriculture

No till and cover crops have allowed me and other beginning farmers an easier entry into agriculture.  For those just entering the business, acquiring assets (land, cattle, equipment etc.) is often the most expensive and difficult step. The costs of some of this equipment can be truly astounding. Systems with reduced equipment requirements (such as no till or rotational grazing) lower that initial barrier to entry. By not having to purchase tillage equipment (chisel plow, disk, field cultivator and stalk shredder) and a larger tractor to power that equipment, I am able to keep costs low.

Third lesson: Farm Bill conservation programs make a difference

Despite the benefits to farmers, the environment and taxpayers (see my previous post), conservation programs which help farmers transition to these conservation practices face budget cuts in the next Farm Bill. Few programs provide as many benefits to so many, yet all of the Farm Bill proposals include some drastic cuts to conservation programs. More immediately, because of the current impasse on the Farm Bill leading to its expiration on September 30, some conservation programs cannot take new enrollments.

Take Action

With the Farm Bill debate set to begin again right after the election, speak out for wildlife and let Congress know you value Farm Bill conservation programs for the clean water and wildlife they protect.  The many farmers who rely on these programs to implement good conservation practices will certainly thank you.

Driving home one evening earlier this summer, I noticed a lot of water in roadside ditches after a sizable storm rolled through the area.  I thought it would be a great opportunity to see if there were any visible differences from the farming practices I am implementing on my land.  I had expected some difference, but was truly amazed at what I saw.

Wildlife-friendly farming practices

Wildlife like these Sandhill cranes forage through crop residue in late spring. No till and cover crops not only protect water quality and improve soil health and productivity, but provide vital habitat and forage for wildlife.
Let me first backup and explain. In my spare time I farm a few acres raising corn, soybeans, and wheat in Wisconsin. Two years ago, when I first purchased this land, I implemented two practices: no till planting and cover crops. No till, besides being defined mostly by what it doesn’t do, involves different planting, nutrient management, and weed control techniques that improve soil health and greatly reduce erosion. Cover crops are typically not harvested, help protect and improve soil health, and provide nutrients for commodity crops to use also resulting in reduced erosion and improved crop production. Both help wildlife by providing habitat and forage and reducing agriculture’s impact on water quality (for more information on these practices see this report).

No till and cover crops increase carbon sequestration, provide more benefits to wildlife, and reduce erosion. It was specifically that last point why I went out in the rain a few weeks back. As I made my way down the road I noticed the water running off of my field was still clear. The soil and nutrients stayed in the field. But as I crossed the road it was a rather different story which became immediately apparent. Runoff from my neighbor’s field (using conventional tillage practices) was a thick brown color, indicating considerable soil and nutrient loss—contributing to water quality issues for wildlife and downstream residents.

If I can farm profitably and also protect habitat and water quality, it seems to me a rather easy decision. Yet, not all farmers use these techniques for a multitude of reasons. There are transition barriers, but conservation programs help. I have an Environmental Quality Incentives Program (EQIP) contract through the Natural Resources Conservation Service that helps defray some of the costs of implementing nutrient management and no till practices. Most farmers would agree conservation programs provide the biggest impact in protecting resources and are well worth it for farmer and taxpayer alike.

Opportunity to protect water quality and wildlife in the Farm Bill

This conventionally tilled farm field with massive erosion and nutrient runoff impacts wildlife and costs down stream residents.
Perhaps most worrisome to anyone concerned about water quality, even simple conservation practices are not required for many subsidies; in fact, crop insurance subsidies currently require no conservation whatsoever. This isn’t fair to residents downstream who provide subsidies to farmers or to wildlife dependent upon the land for their food and nesting. In many parts of the country, these subsidies encourage the destruction of valuable grassland habitats, also leading to increased erosion. These newly converted lands are more likely to suffer lower yields and be prone to crop loss, only further raising costs for taxpayers while continuing to fuel the loss of threatened habitat.

Voice your support for conservation in the Farm Bill

We need a farm bill that supports programs that help farmers transition to practices that conserve resources and provide multiple benefits. We also need provisions that ensure basic conservation is implemented in exchange for all farm subsidies and that subsidies do not encourage the destruction of valuable wildlife habitat. Please call your representative to ask them for a Farm Bill that includes conservation compliance reconnected to crop insurance premium subsidies, a national sodsaver provision, and more funding for conservation programs! Congressman Ron Kind  grew up in La Crosse, WI, and is honored to represent the people of his home district to this day. He is a longtime advocate of conserving our natural heritage  and a fierce defender of America’s National Parks and National Wildlife Refuge systems. With Sen. Mark Udall (CO), he introduced the Healthy Kids Outdoors Act to support state, local and federal strategies to connect youth and families with the natural world, improve children’s health and support future economic growth and conservation efforts. The bill has the support of the Outdoors Alliance for Kids, a broad coalition of groups with an interest in getting nature back into American childhood.

For many years, I have been concerned with the increase in sedentary and nature deficient lifestyles among Americans, especially among our youth.  Kids today spend less time outdoors than any other generation in history.  As a result, more kids are overweight and obese and suffer from stress, anxiety, and depression than ever before.

But it’s not too late to reverse these trends.  I recently joined with my colleague and friend, Senator Mark Udall, in introducing the Healthy Kids Outdoors Act. Increasing our time outdoors has countless physical and mental benefits.  This bill will provide federal assistance and support to state and local entities to enact strategies to connect people—especially young people—with nature, ensuring access and opportunities to garner the benefits of an active lifestyle outdoors.

Health Benefits

Today, kids spend an average of 7.5 hours a day in front of electronic devices and as few as four minutes each day outside.  Not only are these kids missing out on our country’s scenic wonders, but they are becoming increasingly overweight and obese.  Approximately 13 million U.S. children and adolescents are obese, a rate that has tripled since 1980.  Estimated at $14 billion annual, childhood obesity health expenses are taking a toll on our health care system.

As we consider these costs and the health of our children, we should also take a look at recent research that shows that kids who spend time outside are not only more physically active, but better behaved and more intellectually engaged.

Economic Benefits

Outdoor recreation is estimated to contribute over $9.7 billion annually to Wisconsin’s economy and support 129,000 jobs. According to the most recent USFWS-sponsored survey, 2.9 million people fished, hunted or participated in other wildlife recreation in Wisconsin in 2006, spending some $3.9 billion. On a national level, outdoor recreation contributes $730 billion annually to the economy (including $289 billion in retail sales and services), supports 6.5 million jobs, and provides sustainable growth in many rural communities—one more reason to encourage it and make it accessible.

Conservation Benefits

With increased sedentary lifestyles comes a lack of a connection to nature, threatening the future of conservation in this country.  A 2006 study from Cornell researchers found that participating in outdoor activities like hiking, hunting or camping as a kid positively impacts a person’s attitudes toward nature and environmentally conscious behavior as an adult. It also found that the most direct route to caring about environmental stewardship as an adult is participating in “wild nature activities” before the age of 11. That means that future generations of potential conservationists are here now, waiting for us to provide opportunities and access to get active outdoors.

Empowering state, local and federal agencies to develop plans to get people outside provides numerous benefits.  It helps get our kids more active, stimulates the economy, and ensures the future of our natural resources.  If we work together, I know we can make this a reality.
