The Wisconsin Wildlife Federation (WWF) is the state’s only statewide organization dedicated to protecting fish and wildlife habitat, fishing, hunting, and other outdoor sporting and recreational opportunities. They develop and advance policies that protect fish and wildlife habitat, and that promote public access to lands and water for outdoor recreation.
WWF has a dual mission to engage in conservation education and to advocate for sound conservation policy. As the state affiliate of the National Wildlife Federation, they promote the protection and conservation of our natural resources on a national level with the U.S. Congress and federal agencies.

In addition to promoting conservation policy, the Wisconsin Wildlife Federation is committed to education about conservation and outdoor issues. To help WWF achieve that goal, the organization created the Conservation Leadership Corps (CLC), bringing together young leaders from across the Great Lakes Region for conservation leadership training and mentorship by the state’s leading conservationists.
WWF is also one of the sponsors of the Wisconsin Green School Network (WGSN), which is a network of educators and other professionals committed to helping teachers to develop students’ environmental literacy while increasing academic achievement. WWF provides field biologists to work with schools to enhance hands-on conservation learning. WWF also provides educational trunks on wildlife for K-12 education, and funds scholarships to future resource professionals.
To date, a total of 38 students have either graduated or are currently enrolled in the program. The program’s alumni have created a formal organization called the Wisconsin Conservation Leadership Corps to continue their involvement in the development of sound conservation policies on a state and national level. This has been an extremely successful program and has been transformative for the Wisconsin Wildlife Federation, bringing new and engaging leaders into the state’s conservation movement.
Only in its third year, WWF is already aware of the positive impact the program is having within the region’s conservation community. Successful applicants to the Conservation Leadership Corps have gone on to complete degrees in Wildlife and Fisheries biology, beginning their careers as wildlife advocates and managers. After completing the program, graduates are taking the mantle as the next generation of conservation voices within WWF and other conservation groups around the region, helping fellow affiliates such as Minnesota Conservation Federation start mentoring programs of their own.
It has been said that the most important job for any leader is to aid in the development of their own replacement. With the creation of the Conservation Leadership Corps, WWF seeks to meet this responsibility head on. As the voice of conservation within Wisconsin, WWF will ensure that the next generation’s leadership will have the necessary tools to effective speak for wildlife and the rich outdoor heritage that depends on it.

While many farmers blame their stress on the weather, the truth is that for many, their stress is born of their own doing. Conventional practice of heavy and repeated tillage and removal of all residue have degraded soils of their structure and soil organic matter, the two most important factors for creating soil resilient to weather. To some extent, one cannot blame them.
Yes, crop insurance has alleviated some of the risk and worry with weather, but taking a prevent plant payment is far inferior to successfully planting a crop. After all, establishing a crop while maintaining your sanity provides the foundation for the excitement experienced this time of year.

With the updated NDSU fertilizer guidelines, researchers have begun to correct those assumptions. Not only did researchers develop fertilizer rates for producers using no till, the rates indicate that soils do in fact respond differently to different practices. How else does one explain the fact that NDSU gives long term no till a 60lb. nitrogen fertilizer credit on corn and 50 lb. nitrogen fertilizer credit going into small grains?
The credit reflects not only the higher soil organic matter in no till soils, after all, it doesn’t get lost due to tillage, it also reflects higher levels of microorganisms vital to aiding soil in storing nutrients, but also converting them to make them available to crops. Producers gain more productive soil while reducing their operating costs (in both fuel, equipment time, and now fertilizer). These new fertilizer rates will save producers over $35 per acre, just for using long term no till.
This is a great step in the right direction. I encourage other land grant universities to follow NDSU’s lead and update their fertilizer guidelines to recognize for the improved nutrient holding and delivery capacity of soils under long term no till. In fact, don’t stop there. Other practices, not just no till, improve the soil’s productivity. Cover crops and diverse crop rotations also boost soil organic matter and soil microbe populations vital to a healthy and productive soil. And like adding no till, cover crops and crop rotations provide numerous benefits from wildlife habitat to carbon sequestration to water quality.

Being relatively new to no till and cover crops, I have the advantage of not holding onto prior assumptions.
To get to the bottom of this I began taking soil temperature readings starting in April. Using a protocol established by Dave Robison and Dan Perkins (Jasper County, IN SWCD, Youtube 2014 cover crops videos) every week I took soil temperature readings at random locations at 4 inch depth in my no till field with a winter-killed cover (radish), my neighbor’s fall tilled field across the fence row, and my lawn to provide a baseline. Here is a table with the results through early July.

It turns out, the soil surface is only half of the equation (or less). Until now, we have ignored what goes on in the soil; the science we cannot easily observe. In simple terms, scientists are now beginning to account for many other factors such as drainage, structure, and biology. Thanks to no till and cover crop roots, I am slowly breaking through the plow pan located about 16 inches below the surface. That plow pan, intensely present in my neighbor’s soil, prevents excess moisture from draining away. Thus, if one chooses to not address plow pan, one must rely on tillage as a means of aerating the soil. However, repeated tillage breaks down soil structure, further decaying the soil’s ability to move excess water. The end result is not only a tillage treadmill, but that no tilled soils shed excess water much easier, and dry soils warm up much faster and easier than wet soils. Soil biology may also be a factor. With no till and covers, the micro-organisms that normally do not survive tillage and long periods lacking plant roots have a chance to grow. That growing population and the process of digesting and converting minerals and nutrients may actually warm the soil. Note again from the data the fact that the no till and lawn (technically also no till) both typically had higher soil temperatures than the tilled field.
Unfortunately for conservation, water quality, wildlife, and the climate, myths like these have inhibited and delayed adoption of no till and cover crops. But it isn’t just wildlife or water quality that suffers. Misconceptions and assumptions have led farmers to continue soil abuse, costing them time and money now while degrading the long term health and productivity of their soil.

Why was this? Well, simply put, a number of management decisions related to no till and cover crops provided benefits not only to me as a farmer in terms of stable yields in the midst of weird weather and to my downstream neighbors in terms of less fertilizer running off my land causing water quality problems, but also to wildlife.
Previous posts have explored the stable yields and water quality benefits of no till and cover crops, and the wildlife activity I observed this fall provides a great opportunity to delve further into the details of this third benefit. As it turns out, the residue which I maintain on the soil surface, rather than tilling it under, not only protects the soil from erosion (which can degrade water quality in waterways), it also provides some habitat to migratory waterfowl.
When I harvested winter wheat earlier this year, I was sure to maintain as much stubble height as possible, minimizing the amount of residue lying down. (When it comes to no till planting, standing residue is easy to manage, it is the stuff lying on the ground that can sometimes cause problems). Having this tall residue provided enough cover for ducks and geese to hunker down. They could hide when they wanted yet also stand up to view their surroundings. Additionally, by not burying that residue into the ground with multiple tillage passes, it remained on the surface, available for the waterfowl to nibble and eat as needed.
For almost a full month, during the peak migration season, a small 10 acre field housed an average of 150 birds per day, with some days over 250 waterfowl nesting and feeding. Some gaggle of geese stayed for five or six days, resting and feeding in preparation for the long flight south.

In addition to the wheat residue, the cover crops maintained a habitat for the bugs and insects the waterfowl feed upon. I can only imagine the excitement these geese and ducks had when they laid eyes on this field amidst a sea of heavy tillage providing as much wildlife value as the cratered surface of the moon. These simple practices, no till with cover crops, not only provide stable farming and clean water, but also provide helpful habitat and forage for wildlife, providing an oasis on their long journey.

Most farmers hold the belief that no till cover crop fields are wetter and colder than conventionally tilled fields. Soil temperature readings showed my neighbor’s heavily tilled soil at 54 degrees and my no till cover cropped field at 63 degrees. My thoughts quickly centered on the many barriers and obstacles to making this transition, but I also considered alternatives and found that while difficult, going to no till and cover crops has created some great opportunities.
Going through this process is much easier when networking with other farmers going through similar transitions, especially if they are in your area. In my first year, there were no other farmers in my area using no till and cover crops. Just recently I learned of another farmer choosing to go to no till with cover crops. The conversations since have been quite valuable for the education and information exchanged. Just 10 minutes on the phone, comparing notes with this nearby farmer provided me with insights that would help me improve my system. This type of information exchange is all the more valuable when farmers convert to less well-known systems.

No till and cover crops have allowed me and other beginning farmers an easier entry into agriculture. For those just entering the business, acquiring assets (land, cattle, equipment etc.) is often the most expensive and difficult step. The costs of some of this equipment can be truly astounding. Systems with reduced equipment requirements (such as no till or rotational grazing) lower that initial barrier to entry. By not having to purchase tillage equipment (chisel plow, disk, field cultivator and stalk shredder) and a larger tractor to power that equipment, I am able to keep costs low.
Despite the benefits to farmers, the environment and taxpayers (see my previous post), conservation programs which help farmers transition to these conservation practices face budget cuts in the next Farm Bill. Few programs provide as many benefits to so many, yet all of the Farm Bill proposals include some drastic cuts to conservation programs. More immediately, because of the current impasse on the Farm Bill leading to its expiration on September 30, some conservation programs cannot take new enrollments.
With the Farm Bill debate set to begin again right after the election, speak out for wildlife and let Congress know you value Farm Bill conservation programs for the clean water and wildlife they protect. The many farmers who rely on these programs to implement good conservation practices will certainly thank you.

No till and cover crops increase carbon sequestration, provide more benefits to wildlife, and reduce erosion. It was specifically that last point why I went out in the rain a few weeks back. As I made my way down the road I noticed the water running off of my field was still clear. The soil and nutrients stayed in the field. But as I crossed the road it was a rather different story which became immediately apparent. Runoff from my neighbor’s field (using conventional tillage practices) was a thick brown color, indicating considerable soil and nutrient loss—contributing to water quality issues for wildlife and downstream residents.
If I can farm profitably and also protect habitat and water quality, it seems to me a rather easy decision. Yet, not all farmers use these techniques for a multitude of reasons. There are transition barriers, but conservation programs help. I have an Environmental Quality Incentives Program (EQIP) contract through the Natural Resources Conservation Service that helps defray some of the costs of implementing nutrient management and no till practices. Most farmers would agree conservation programs provide the biggest impact in protecting resources and are well worth it for farmer and taxpayer alike.
We need a farm bill that supports programs that help farmers transition to practices that conserve resources and provide multiple benefits. We also need provisions that ensure basic conservation is implemented in exchange for all farm subsidies and that subsidies do not encourage the destruction of valuable wildlife habitat. For many years, I have been concerned with the increase in sedentary and nature deficient lifestyles among Americans, especially among our youth. Kids today spend less time outdoors than any other generation in history. As a result, more kids are overweight and obese and suffer from stress, anxiety, and depression than ever before.
But it’s not too late to reverse these trends. I recently joined with my colleague and friend, Senator Mark Udall, in introducing the Healthy Kids Outdoors Act. Increasing our time outdoors has countless physical and mental benefits. This bill will provide federal assistance and support to state and local entities to enact strategies to connect people—especially young people—with nature, ensuring access and opportunities to garner the benefits of an active lifestyle outdoors.

As we consider these costs and the health of our children, we should also take a look at recent research that shows that kids who spend time outside are not only more physically active, but better behaved and more intellectually engaged.
Outdoor recreation is estimated to contribute over $9.7 billion annually to Wisconsin’s economy and support 129,000 jobs. According to the most recent USFWS-sponsored survey, 2.9 million people fished, hunted or participated in other wildlife recreation in Wisconsin in 2006, spending some $3.9 billion. On a national level, outdoor recreation contributes $730 billion annually to the economy (including $289 billion in retail sales and services), supports 6.5 million jobs, and provides sustainable growth in many rural communities—one more reason to encourage it and make it accessible.
With increased sedentary lifestyles comes a lack of a connection to nature, threatening the future of conservation in this country. A 2006 study from Cornell researchers found that participating in outdoor activities like hiking, hunting or camping as a kid positively impacts a person’s attitudes toward nature and environmentally conscious behavior as an adult. It also found that the most direct route to caring about environmental stewardship as an adult is participating in “wild nature activities” before the age of 11. That means that future generations of potential conservationists are here now, waiting for us to provide opportunities and access to get active outdoors.
Empowering state, local and federal agencies to develop plans to get people outside provides numerous benefits. It helps get our kids more active, stimulates the economy, and ensures the future of our natural resources. If we work together, I know we can make this a reality.
