The ASAIPA Smart Health Summit 2026, the fourth annual edition of this flagship healthcare technology convention, once again brought together healthcare leaders, innovators, clinicians, policymakers and technology experts from across South Africa and beyond to explore one of the most significant developments shaping modern healthcare—Artificial Intelligence (AI).

Convened by ASAIPA CEO, Dr Unben Pillay, together with Rebel Element, this year’s summit was hosted under the inspiring theme: “Purpose in Practice”.

The central objective of the summit was clear—to move beyond the overwhelming noise surrounding Artificial Intelligence and instead focus on practical discussions around its meaningful application in everyday healthcare delivery.

With more than 500 delegates representing every sector of healthcare attending the event at the Vodacom World Events Centre in Midrand, the summit demonstrated why Smart Health Africa continues to be one of the continent’s leading platforms for healthcare innovation and collaboration.

What is Smart Health Africa?
Smart Health Africa is where innovation meets impact, driving the future of sustainable healthcare across the African continent. As the global healthcare community works towards achieving the 2030 Sustainable Development Goals (SDGs), sustainability remains at the forefront of healthcare transformation. Smart Health Africa creates a platform where visionary leaders, healthcare professionals, digital health experts, innovators and strategists come together to develop practical solutions that redefine healthcare delivery throughout Africa.

Rather than focusing solely on emerging technologies, the summit challenges delegates to explore how innovation can create measurable improvements in healthcare access, patient outcomes, efficiency and sustainability.

Purpose in Practice
In keeping with this year’s theme, the overriding message delivered throughout the summit was simple yet powerful: the true measure of technological innovation lies not in its design—but in its delivery.

Artificial Intelligence should not exist simply because it is innovative. Instead, it should solve real clinical problems, improve healthcare delivery and support healthcare professionals while maintaining the human connection that remains at the heart of patient care.

Throughout the conference, speakers repeatedly reinforced that technology must support clinicians—not replace them.

The questions that matter
Many of the presentations centred around several critical questions facing healthcare today:

• How do we embed innovation into real healthcare systems?
• How do we integrate innovation into policy and everyday clinical behaviour?
• How do we ensure the technologies we develop are not only adopted, but successfully adapted, scaled and sustained?
• How do we ensure healthcare practitioners remain central to the development of digital health solutions?

These discussions formed the foundation of meaningful conversations around responsible AI implementation within healthcare systems.

Opening fireside chat
The summit opened with an engaging Fireside Chat and internationally recognised health technology innovator Dr Simon Kos from Heidi Health. Dr Kos challenged delegates to consider how healthcare capacity across the world could potentially be doubled without dehumanising healthcare.

One of the strongest messages from this discussion was the importance of understanding clinical workflows before introducing technological solutions.

The panel stressed that healthcare professionals must play an active role in designing and implementing AI technologies. Successful innovation can only occur when clinicians are directly involved in shaping tools that genuinely improve patient care.

The consensus was clear: use Artificial Intelligence to advance strategic healthcare objectives—not simply for the sake of innovation.

Improving healthcare access through AI
Later in the programme, Dr Unben Pillay led an insightful discussion on the role of AI in improving healthcare access. A fundamental question was posed: “Have we been guided by healthcare practitioners?” This simple question underscored one of the summit’s recurring themes—that technology should always be driven by clinical need.

Key considerations discussed included:

• Building trust across the healthcare ecosystem
• Transparency in AI decision-making
• Appropriate governance and accountability
• Security and patient privacy
• Regulatory compliance
• Continuous learning and improvement
• Ensuring high-impact clinical decisions remain safe and evidence-based

Speakers also highlighted the importance of balancing sophisticated technological capabilities with practical functionality. As several presenters noted, healthcare does not always require ultra-intelligent systems—it often simply requires solutions that work effectively and safely.

Governance remains essential
Across multiple sessions, delegates agreed that robust governance remains fundamental to successful AI implementation. Healthcare regulators, policymakers, technology developers and industry leaders must continue working together to establish a mature regulatory framework that supports innovation while protecting patients.

One of the most memorable messages echoed throughout the summit reflected the enduring ethical principle that underpins healthcare: “In the meantime, do no harm.”

International keynote speaker Ming Tang shared valuable lessons from the United Kingdom’s National Health Service (NHS), highlighting the importance of leadership, governance, collaboration and strategic implementation when scaling digital transformation across complex healthcare systems.

Looking ahead
The Smart Health Summit 2026 reaffirmed that Artificial Intelligence is no longer a future concept—it is becoming an integral part of modern healthcare.

However, the summit also reinforced that technology alone cannot transform healthcare. Real transformation occurs when innovation is guided by clinicians, supported by sound governance, aligned with patient-centred care and implemented with purpose.

For healthcare practitioners, the message was both encouraging and reassuring: Artificial Intelligence should enhance clinical excellence, strengthen decision-making and improve patient outcomes—while preserving the compassion, trust and professionalism that remain the foundation of quality healthcare.

The ASAIPA leadership has expressed both satisfaction and relief that the Constitutional Court has finally confirmed the “constitutional invalidity” of the proposed Certificate of Need (CoN) sections of the National Health Act to end the path of the controversial proposed legislation – to force health practitioners obtain a Certificate of Need from the Department of Health to be able to set up a practice and to provide health care in a specific area.

In late 2021, Solidarity Trade Union, with the support of ASAIPA*, SAPPF and some individual doctors, brought an application to the High Court in Pretoria to have sections of the National Health Act that relate to the CoN, declared unconstitutional. This was granted on 23 June 2022 when the High Court ruled that Sections 36 to 40 of the Health Act 61 of 2003 were “unconstitutional and invalid in their entirety and are consequently severed from the Act”. Respondents were the Minister of Health, President of the Republic of SA, and the Director General: National Department of Health.

ConCourt rules
The matter was subsequently referred to the Constitutional Court for final judgement and on 18 May the highest court in the land handed down a unanimous judgement confirming the 2023 order of the constitutional invalidity of the CoN made by the High Court in Pretoria. In the High Court case it was noted that “ASAIPA has standing to bring the application as an association in its own interests, an association acting in the interests of its members and in the public interest”.

From the outset ASAIPA’s main argument has been that the scheme (CoN) was unconstitutional because, as proposed, it violated the separation of powers, was irrational, prescribed “impermissibly vague criteria”, and “unjustifiably limits constitutional rights” such as freedom of movement, choice of residence, choice of trade, occupation or profession, and everyone’s right to have access to health care.

In short, based on the freedom of rights reflected in Section 22 of the Constitution, the ConCourt found that the scheme proposed threatened choice in the provision of health services while attempting to regulate the practice of a profession. In essence, it would have prohibited people from entering or remaining in the profession without a valid certificate and empowered the Director-General to override practitioners’ choices regarding location, nature, specialty, and financial sustainability.

These limitations, the court felt, were restrictive and not justifiable in terms of the constitution.

*The ASAIPA Exco and board members are very satisfied that sanity prevailed and that the ConCourt ruled in their favour in this matter. This is just another example of the invaluable service that ASAIPA provides to their members, and the medical profession as a whole, on an ongoing basis.

In keeping with its continued support through the years in terms of assisting members and their practice staffers to remain POPIA compliant, the ASAIPA legal department has acquired this year’s Information Regulator’s Annual Report Submission Guide – a step-by-step manual to assist with submissions, to share with members.

Feature of the guide is an eServices portal to enable navigation of the full submission process as well as
submission options.

Of note in the guide’s introduction, each organisation – or practice in this instance – and its information officer must be registered and be responsible for submitting the report. A practice manager, ASAIPA has advised, would be most suitable to assume this role if possible.

To assist directly with the overall submission process, ASAIPA has devised evening online webinar training sessions providing members and relevant staffers with details on how to register – if not already registered with POPIA – and how to complete the simple nine-question submission requirements.

Each webinar training session has been accredited with one ethical CPD point. The next online POPIA Act training session will be presented on the Zoom platform on Thursday evening, 28 May, from 18h00 to 19h00. Registration link:

Details on the next webinars following this before the 30 June* deadline will be “news flashed” directly to ASAIPA members with a covering message stressing once again the importance of reports being submitted accurately and within the required timeframe.

The Information Regulator has made it quite clear that no extensions will be granted, indicating that there will be penalties before year end for those who do not comply.

ASAIPA has therefore given the assurance of support for members on all POPIA matters and will deal with all compliance enquiries from members without exception.

The partnership agreement reached between ASAIPA and the UK’s award-winning primary care Modality Partnership organisation towards the end of last year has provided ASAIPA members access to the renowned Modality Grand Rounds continuing education programme comprising monthly one-hour virtual lectures covering a broad range of primary care themes including clinical updates, prescribing optimisation and governance.

Traditionally presented on a Wednesday between 14h00 and 15h00 (SA time), one CPD point has been allocated for each meeting for which members, in turn, will receive a Certificate of Attendance. Members will be able to register free of charge via a link to be provided by ASAIPA*.

Primary care ‘super-partnership’
As a representative group of 400 GPs, the Modality super-partnership operates primary health care and community services across the United Kingdom. ASAIPA and Modality representatives spent some time recently identifying and discussing common beneficial and achievable programmes of mutual benefit, ultimately deciding on three pillars going forward, namely Education, Research and Wider Strategic Opportunities.

The Modality Grand Rounds series of virtual lectures are key education components while the upcoming ASAIPA-convened Smart Health Africa Summit in June and Modality’s Pathfinder Digital Transformation Summit in the UK shortly thereafter represent collaborative examples across all three pillars.

Acknowledged real world primary and secondary care authorities are hand-picked to present the Grand Round lectures, while the topics are of a universal nature usually selected by delegates with particular relevance to primary care.

Local contributions
ASAIPA will in future also provide topics and speakers to be included in a rolling timetable set up six months in advance.

The first virtual presentation to have a South African audience took place on 15 April and attracted 100 local practitioners. Until now audiences have been made up of resident doctors in the UK and all Modality clinical staff, namely doctors, nurses, pharmacists and allied staff.

Among the features of the Modality Grand Rounds virtual lectures are comprehensive question and answer (Q&A) sessions at the end of each presentation. There is no supply industry involvement and as such, no advertisements, i.e. “Completely doctor given and doctor driven!”

As part of an ongoing commitment to support and protect members’ interests, ASAIPA once again takes this opportunity to stress the critical importance of members and their supporting staff regularly reviewing updated billing codes and ensuring continuing education on correct billing procedures.

In the current healthcare funding environment, medical schemes are applying increasingly stringent audit and compliance measures in terms of Section 59 of the Medical Schemes Act 131 of 1998. These reviews focus on Fraud, Waste and Abuse (FWA) investigations, and it is important to point out here that even unintentional billing errors may result in practices being flagged for inspection.

Why ongoing Code Review is essential

1. New and Updated Codes

Billing codes are regularly amended, withdrawn, or replaced. Failure to implement updated codes correctly may result in:

• Rejected claims
• Delayed reimbursements
• Clawbacks
• Scheme audits

2. Scheme-Specific Rules and Funding Protocols

Medical schemes may apply scheme-specific reimbursement policies, bundling rules, or authorisation requirements. Incorrect application of any one of these increases the risk of claims being classified as irregular.

3. Alignment with Clinical Documentation

Submitted codes must always align with the clinical notes on the patient and associated procedural records. Inconsistencies between documentation and billing are among the primary triggers for FWA reviews.

Importance of Staff Education

Administrative and billing staff play a pivotal role in protecting a practice from unnecessary scrutiny. Regular internal training sessions, therefore, are strongly advised and should cover:

• Understanding current procedural and consultation codes
• Proper use of modifiers
• Authorisation verification processes
• Accurate capturing of ICD-10 codes
• Documentation requirements for higher-level procedures
• Awareness of common billing pitfalls

Section 59: Prevention Is Better Than Investigation

When a medical scheme initiates a Section 59 review under the Medical Schemes Act 131 of 1998, it may
involve:

• Retrospective claim audits
• Request for clinical records
• Withholding of payments
• Clawbacks of previously reimbursed amounts
• Potential reputational impact

Many investigations arise not from intentional misconduct, but from administrative errors, outdated coding, or insufficient internal controls.

Practical Preventative Measures for a Practice

ASAIPA encourages members to implement the following:

• Conduct quarterly internal billing audits
• Review newly published coding updates promptly
• Maintain written billing protocols within the practice
• Ensure accurate and contemporaneous clinical documentation
• Provide structured onboarding and refresher training for billing staff
• Seek clarification from ASAIPA when uncertain about code application*

Always remember: proactive compliance is significantly less disruptive — and less costly — than reactive defense during an audit process. ASAIPA’s Ongoing Support ASAIPA continues to engage with medical schemes and relevant stakeholders to advocate for and promote fair processes and transparency in reimbursement and compliance reviews. Members are also encouraged to report threatening billing challenges to ASAIPA* so that concerns can be addressed collectively and escalated where necessary.

Correct billing is not merely an administrative function. It is a compliance responsibility that protects a member’s practice, reputation, and financial sustainability.
