Checking the weather on a standard weather app is quick and easy—but the results often differ widely. Forecasts from different sources may show big variations, leaving those responsible for winter operations uncertain. And while an air temperature reading might seem like the key indicator, it is rarely enough to plan safe and efficient winter service. In fact, relying on it alone can be misleading.

Slightly above-freezing temperatures and dry conditions do not automatically guarantee safe roads and sidewalks. Rain at positive temperatures can still create dangerous black ice. At the same time, not every snowfall results in slippery surfaces, since ice develops directly on the ground—not in the air.

Air and weather provide the “ingredients.” The actual formation of ice happens at the surface—on roads, sidewalks, and bridges. That is why winter service needs forecasts that show how surface temperatures will evolve and which factors—such as residual moisture, rain, snow, sleet, or hail—are likely to create slippery conditions.

Why Air and Surface Temperatures Differ

Official air temperature is measured at two meters above the ground, with sensors shaded and ventilated to avoid distortions from sunlight. Surface temperatures, however, often tell a different story.

During the day, asphalt and stone can heat up far more than the surrounding air. At night, these same surfaces release heat quickly, cooling faster than the air above. That is why car windows can freeze even when the weather app still shows plus degrees.

Surface materials also make a difference. Asphalt, concrete, grass, or marble all store and release heat in different ways. Air temperature alone can only provide rough guidance. To understand the risk of slipperiness, surface temperature must be measured and forecast precisely.

Surface temperature is influenced not only by the air and solar radiation but also by the properties of the material itself. Pavement types differ in how they conduct and store heat, and in how much sunlight they reflect (albedo). Past weather plays a role too: stored summer heat, prolonged thawing, or extended cold periods all leave their mark on surface conditions.

For reliable winter service, knowing the actual surface temperature is essential. Only then can the road condition be assessed correctly. This requires specialized road sensors and forecasting systems—such as the Weather Solutions METIS system. Concrete measurement data significantly improve forecast accuracy, creating both safety and planning reliability.

Smarter Winter Service with Surface and Road Condition Forecasts

With precise data on surface temperature and weather factors relevant to ice formation, winter service can be planned more effectively. Patrols and salting runs can be better targeted, and resources used efficiently. While sensors and forecasting systems require an initial investment, they save money, time, and effort in the long run.

Road Weather Forecasts: The Key Takeaways

  • Ice forms on the surface—not in the air. Surface temperature is the deciding factor.

  • Weather data alone are not sufficient. Road conditions become predictable only when combined with pavement properties.

  • Forecasts make winter service operations targeted, efficient, and plannable.

  • They help reduce the use of de-icing materials and cut workload—saving costs and protecting the environment.

  • They create a clear basis for internal decisions and external communication.

When ice, frost, or snow affect air traffic in winter, there’s no room for improvisation. Decisions must be made quickly and reliably – in planning, in technology, and in timing. At Leipzig/Halle and Dresden airports, PortGround GmbH is responsible for aircraft deicing.

With a well-designed system, modern equipment, and precise meteorological support, the company ensures that aircraft can take off safely even under winter conditions. And location-specific weather forecasts play a decisive role in making that possible.

Structured Processes for Critical Minutes

With 1.4 million tonnes of air freight each year, Leipzig/Halle Airport is Germany’s second-largest cargo airport and home to DHL’s biggest global hub. The airport runs around the clock – especially at night when express cargo flights dominate. In winter, rapid action is crucial whenever ice or slippery conditions may occur.

Unlike many airports, deicing at Leipzig/Halle doesn’t take place at the gates but exclusively on dedicated deicing pads located directly next to the runway. This avoids additional taxiing, speeds up departures, and increases operational safety.

“Our aircraft are ready for take-off immediately after deicing. No pushback, no detours – it’s efficient and reduces risks.”

— Jürgen Lange, Coordinator Deicing Operations, PortGround GmbH

PortGround’s team works in a three-shift system, supported by seasonal staff from other departments who undergo both theoretical and practical training before winter begins. Depending on the weather, deicing is done in one or two steps: first with heated type 1 fluid to clear snow, ice, and frost, and if needed, with thicker, cold-resistant type 4 fluid to stop re-freezing during taxiing.

Weather Forecasts as the Basis for Planning

To ensure that every deicing operation is safe, efficient, and traceable, PortGround has been working with Weather Solutions since the 2019 winter season. The decision was straightforward: the airport’s winter service department was already a customer, and their positive experience made the choice easy.

Through Weather Solutions’ MeteoFocus weather portal, Jürgen Lange’s team receives location-specific forecasts in high time resolution – including temperature, dew point, wind, precipitation type, and a specially configured deicing index. For PortGround, this index is a central planning tool. Every day at 5 p.m., the Duty Manager Deicing and the traffic control center meet to decide what measures to implement for the coming night.

Building on this, the close cooperation between the PortGround’s deicing management and Weather Solutions meteorologists ensures that planning can be carried out quickly and efficiently whenever winter weather strikes. Because of its unique geographical location, the airport also experiences weather patterns that broad regional forecasts don’t capture – which makes local expertise even more important.

Live Data Straight from the Wing

At Leipzig/Halle, an in-house weather station with sensors monitors wing surface temperature. PortGround was the first Weather Solutions customer to use this technology in live operations. The data flows straight into the assessments and is included in the deicing index.

This gives the team an extra layer of support in daily decision-making and strengthens documentation. If airlines have questions, PortGround can provide precise evidence of the conditions during deicing and explain why a specific method was chosen.

“We don’t rely on gut feeling. Real-time sensor data gives us a clear advantage and provides the basis for choosing the right deicing procedure to keep flights safe.”

 – Jürgen Lange, Coordinator Deicing Operations, PortGround GmbH

Extreme Weather: Forecast, Preparation, Execution

The partnership between PortGround and Weather Solutions has also proven its value during extreme weather. In February 2021, forecasts signaled a major snowstorm. MeteoFocus data picked up the situation early, giving PortGround time to increase staffing, prepare vehicles, and adjust processes. When over 30 centimeters of snow arrived, operations carried on smoothly – well prepared and reliably executed.

“We increased staffing in time because we knew what was coming. That made all the difference. Without reliable forecasts, handling such weather would have been extremely difficult.”

 — Jürgen Lange, Referent Flugzeugenteisung, PortGround GmbH

In moments like these, direct contact with the Weather Solutions meteorology team is especially valuable. For complex scenarios, coordination is quick, expert, and to the point.

Reliable Planning – Even in Harsh Conditions

Whether in day-to-day operations or in exceptional cases, the value of accurate forecasts is clear. For common situations such as frost, high humidity, or freezing fog, MeteoFocus provides a reliable foundation for decision-making.

All measurement data is recorded, archived, and available on demand – a key part of PortGround’s quality standards. This not only improves traceability but also drives continuous improvement.

Conclusion: Weather as a Core Part of the System

PortGround demonstrates what professional aircraft deicing requires: smart infrastructure, skilled staff, and precise weather support. MeteoFocus is more than a forecasting tool – it is built into daily decision-making, supports planning, and provides data for complete documentation.

By combining live weather data, local expertise, technical know-how, and meteorological guidance, PortGround has created a system that doesn’t just react – it takes the lead. For airports, winter services, and other safety-critical infrastructures, this isn’t optional – it’s essential.

Winter poses special challenges for airports, especially when it comes to avoiding ice and freezing moisture. At Cologne Bonn Airport, the winter service team relies on innovative strategies to guarantee safe and smooth flight operations even under extreme weather conditions. Precise weather forecasts and modern technologies are therefore indispensable.

Winter Service in 24/7 Flight Operations

As one of Germany’s largest airports and an important hub for international freight traffic, more than 845,000 tons of air freight were handled in Cologne/Bonn in 2024. This makes it the third largest airport in Germany in terms of cargo handling. In addition, the airport has an average of over 10 million passengers per year. The total area of 1,000 hectares encompasses runways, taxiways, parking positions for aircraft and various logistics facilities.

24/7 operation is a particular challenge. ” We operate on a fast-paced schedule, especially at night when the main operation is running,” explains Enrico Stolp, supervisor in the winter service. Especially between 11 p.m. and 1 a.m., up to 120 aircraft take off and land here. “The runways must be usable at all times to avoid alternative landings to other airports.” To successfully master this challenge, accurate weather forecasts and a large team of trained employees who can work flexibly in shifts are required.

A Strong Team: 170 Employees Dedicated to Winter Road Maintenance

Behind the smooth running of the winter service at the airport, around 170 dedicated employees from various departments are available, who have applied for the winter service in addition to their regular work and actively support the airport here. These experts are not only responsible for clearing the runways, but also ensure continuous monitoring of weather conditions and efficient deployment planning. Regular training and further education on vehicles, de-icing materials and weather conditions are an essential part of the training to become a winter service employee in order to ensure the safety of airport operations at all times.

Our 170 winter service employees come from a wide variety of areas of the airport – from technology to administration. This versatility makes our team particularly powerful. Around the clock, we work in direct coordination with the meteorologists from Weather Solutions. Thanks to their precise forecasts, we can optimally plan our operations and maintain flight operations even under extreme weather conditions.

Enrico Stolp, Supervisor Winter Service, Aviation Division at Flughafen Köln Bonn GmbH

Close cooperation between the airport’s winter service management and the meteorologists from Weather Solutions ensures that operational planning is both fast and efficient whenever winter sets in. This is due to the airport’s unique geographical location, which leads to meteorological peculiarities that large-scale regional forecasts often overlook.

Special Topographic Challenges - Why Precise Weather Data Is Crucial

Cologne Bonn Airport is located in a low-lying area that is surrounded by higher terrain, which creates unique local weather conditions. Snow is often forecast for the broader Rhineland region, but it can remain dry at the airport while surrounding areas see snowfall,” explains Marcel Eßer, Operations Manager Flight Operations & Winter Service, Aviation Division at Flughafen Köln Bonn GmbH.

The unique topography around Cologne Bonn Airport creates specific challenges — temperature variations, shifting wind patterns, and microclimates all have a direct impact on the runways. The specific forecasts from Weather Solutions, tailored specifically to our airport grounds, allow us to plan with greater precision and make winter maintenance more efficient.”

 – Marcel Eßer, Operations Manager Flight Operations & Winter Service, Aviation Division at Flughafen Köln Bonn GmbH

Even small temperature differences can have a significant impact. For example, the main runway 13L/31R has a height difference of around 20 meters. “We can have dry conditions on one end while it’s snowing at the other,” explains Stolp. To detect such variations, 27 sensors have been installed to monitor surface conditions in real time. This data is essential for runway condition reports, which are conducted in compliance with strict EASA requirements. As a result, the winter service team can act proactively, applying targeted gritting measures to prevent ice formation and ensure runway safety. With this modern sensor technology and hyperlocal forecasts from Weather Solutions, the emergency team receives highly accurate, location-specific forecasts.

Meteorological Experts for Winter Weather – Essential for Operational Planning

Tailored Weather Forecasts for the Airport's Winter Maintenance

It’s not just about the general weather in Cologne, but how it develops specifically at the airport,” explains Stolp. Weather Solutions offers not only general forecasts, but also precise, location-specific predictions tailored to the airport’s unique conditions. The weather data in the MeteoFocus portal incorporates local sensor values and accounts for the distinct meteorological challenges of the region.

Exact Surface Forecasts for Optimized Spreading Measures

A decisive advantage of the Weather Solutions weather portal is the prediction of the ground temperature. “The surface temperature is one of the most important values for us,” emphasizes Marcel Eßer. If it is above zero degrees in combination with a lowered freezing temperature, ice formation is unlikely and snow tends not to remain on the ground – even if snowfall is expected. This avoids unnecessary gritting operations.

Precise Surface Forecasts for Optimized Gritting Measures

One of the key advantages of the Weather  Solutions weather portal is its ability to predict ground temperatures. “The surface temperature is one of the most important factors for us,” emphasizes Marcel Eßer. When the surface temperature is above zero but with a lowered freezing point, ice formation is unlikely, and snow typically doesn’t accumulate — even when snowfall is expected. This helps avoid unnecessary gritting operations.

MeteoFocus not only provides us with weather data, but also offers a solid foundation for decision-making. By closely collaborating with the meteorologists, we can take more precise action, optimize the use of gritting agents, and improve the overall efficiency of the entire winter service.

 – Enrico Stolp, Supervisor Winter Service, Aviation Division at Flughafen Köln Bonn GmbH

This is very important, because the airport relies on a preventive gritting system: special de-icing agents are applied even before an expected slippery surface formation to prevent ice formation. Thanks to MeteoFocus‘ highly accurate forecasts, the winter service can calculate exact quantities and apply them in a targeted manner, which could drastically reduce the overall amount of material and labor used, all while reducing the environmental impact.

Human Expertise as a Key Factor

“The meteorologists’ personal assessment often plays a more crucial role for us than the raw data in the reports,” explains Stolp. While many weather services rely on automated forecasts, Weather Solutions provides direct access to experienced meteorologists, available around the clock throughout the winter season. These meteorologists interpret forecasts tailored to each customer’s needs, offer personalized assessments, and support the winter service in making urgent decisions. This close collaboration is particularly valuable in dynamic weather situations where quick action is essential.

Flexible Access to Weather Data

MeteoFocus provides a user-friendly platform that can be accessed both on desktop and through a mobile app. “The iOS and Android app is perfect for quickly checking the weather when you’re not on-site at work,” says Stolp. On the other hand, Eßer prefers using the desktop version of MeteoFocus for detailed analyses and long-term deployment planning.

The real-time warnings are particularly advantageous for Stolp, the winter service operations manager. Not only are warnings and forecasts displayed on the MeteoFocus dashboard, but they are also sent via email, push notifications, and, if needed, SMS. This ensures quick response times, even during the night shift.

Efficiency Despite ongoing Flight Operations

A typical winter deployment scenario often begins with a weather analysis the evening before. “We assess what’s coming our way and plan our resources accordingly,” explains Eßer. If snow or ice is forecasted, emergency teams are ready to go early in the morning. Thanks to MeteoFocus‘ precise forecasts, the airport can respond in a targeted manner, ensuring optimal use of resources.

Thanks to MeteoFocus‘ high-precision forecasts, specialized in winter road maintenance, we can respond more quickly and specifically to ice events at Cologne/Bonn Airport. The combination of state-of-the-art technology and direct advice from experienced meteorologists makes all the difference in operational planning.”

Marcel Eßer, Operations Manager Flight Operations & Winter Service, Aviation Division at Flughafen Köln Bonn GmbH

The combination of technological innovation, site-specific weather forecasts, and a flexible, well-organized winter maintenance strategy ensures that Cologne Bonn Airport remains operational, even in extreme weather conditions. Close cooperation with the meteorologists from Weather Solutions has proven to be a decisive factor in minimizing flight cancellations and ensuring safe operations.

Efficiently planned winter services are essential for cities, towns, and municipalities to ensure safe roads and pathways while optimizing resources.

Thermal mapping provides a significant advantage by delivering data-driven insights to improve operations and address areas especially vulnerable to slippery conditions.

  What Is Thermal Mapping?

Thermal mapping uses specialized infrared sensors to measure road surface temperatures with precision, highlighting critical zones at risk of icing. This technology enables winter service operations to be optimized, reduces unnecessary material use, and enhances road safety.

Benefits of Thermal Mapping

  • Improved Winter Service Planning: Critical areas particularly prone to freezing are accurately identified, allowing more targeted inspections.
  • Optimized Use of De-icing Materials: Material is applied only where necessary, saving both environmental resources and budget. Here you can find more info about efficient gritting in winter.
  • Enhanced Route Efficiency: Measurement data allows for reclassification of priority levels and optimization of service loops.

Conditions for Accurate Measurements

Thermal mapping requires specific meteorological conditions for precise results:

  • Clear Nights: Without cloud cover, energy transfer from the ground to the atmosphere occurs uninterrupted, creating pronounced temperature variations on road surfaces.
  • Dry Road Conditions: Moisture on the surface can distort measurement results.
  • Cold Weather: Frosty ground temperatures improve the accuracy of readings.
Thermische Vermessung Wettermanufaktur GmbH
Thermal Mapping Weather Solutions

Typically conducted in the early hours of the morning, measurements benefit from the strongest temperature differentials. Low wind speeds and ideally a sunny day preceding the measurements further enhance accuracy.

Results and Applications

The data collected through thermal mapping not only identifies high-risk areas for freezing but also aids in the optimal placement of road weather stations. This ensures that weather conditions are reliably monitored across all elevations and terrain types.

Example: Using thermal mapping data, the coldest areas of a road network can be pinpointed. Road weather stations can then be strategically installed at these locations to provide accurate forecasts for icy conditions, significantly contributing to safety and efficiency in winter services.

Conclusion

Thermal mapping is a cornerstone of modern winter service planning. It helps municipalities optimize operations, reduce costs, and enhance safety on public roads and pathways.

Winter storms don’t recognize municipal boundaries—nor should your strategies. Collaboration with neighboring municipalities can be crucial for efficient resource utilization. Shared spreading vehicles or measurement technology save not only money but also planning effort.

Another approach is to collaborate with external partners: subcontractors or seasonal workers employed on a temporary or part-time basis can help fill staffing gaps with flexibility. Early coordination is key here. The better external workers are integrated into your processes, the smoother operations will run.

Sustainability as a Competitive Advantage

Climate protection is no longer a niche issue. It’s gaining importance in winter service too, not least because sustainable strategies can increase the attractiveness of the industry.

Less Salt, More Efficiency

One example is reducing salt usage through precise weather forecasts. Technologies like the spreading index not only cut material costs but also lower environmental impact. And that resonates: younger employees, in particular, value sustainability when choosing jobs.

Additionally, testing alternative materials like brine solutions or using solar-powered measurement devices showcases forward-thinking and enhances your image as a modern, environmentally conscious employer.

Communication: Make Your Successes Visible

Many citizens are unaware of the effort it takes to maintain a ready winter service. Why not change that? Use social media or local media outlets to share information about planned operations or successes. This not only boosts public understanding but can also attract new employees.

Showcasing Winter Service: Your Contribution to Safety

Winter service ensures road safety and functionality of public infrastructure. Highlighting this sense of purpose can be motivating.
