Drayton Parish Council currently has only 5 councillors out of a potential 11 and needs new Councillors. We could achieve so much more with more of you on board. Councillors are volunteers, supported by a Clerk, Deputy Clerk, Caretaker and Programme Manager. We are responsible for the allocation and management of the PC element of your Council Tax. The PC supports the maintenance and development of the allotments, the burial ground, Parish Council land, play areas, designated public open spaces and footpaths. We support many village activities and local charities. We also represent you in holding developers to account so that we get what has been promised for the village. We are responsible for the delivery of the new sports facilities at Walnut Meadows. If you are curious about what is going on in the village and want to participate in shaping future services, please consider joining us. You are very welcome to attend one of the monthly meetings to see what goes on, alternatively please contact any of the councillors or council staff to have a chat about the work. In terms of commitment, you would be expected to attend council meetings, but other than that you can do as much or as little as fits into your life.

Form Oxfordshire County Council

Dear Resident,
A4130 Steventon Lights Integrated Transport scheme – update letter
Following on from our residents’ drop-in information event in July, we are writing to provide you with
a further update in relation to the construction of the A4130 Steventon Lights Integrated Transport
scheme.
Work is currently underway to diverting utilities, such as gas, electricity and telecoms to facilitate
the scheme. There may be some minor traffic disruption and temporary traffic lights in the coming
weeks. The work will be complete by mid-December 2024.
Work will commence to set up the temporary site compound off Trenchard Avenue in November,
for approximately six weeks. There may be some minor traffic disruption and temporary traffic
lights.
To account for the festive period, the main construction for the scheme will then start in early
January 2025. It is currently anticipated that the scheme will take 12 months to complete.
To enable the scheme to be built safely, it will be necessary to undertake works during a number
of different phases.
Phase 1 – A4130 Milton Interchange to west of Trenchard Avenue and Steventon High Street
junction
Traffic management arrangements during this phase will include narrow lane working sections
along the A4130 from Milton Interchange, two-way traffic signals along the A4130 (operating
Monday to Friday 9:30am – 3:30pm) and three-way traffic signals at the junction between
Steventon High Street and A4130 (operating Monday to Friday 7:30am – 6pm).
There will also be a temporary road closure of a section of Trenchard Avenue and a diversion
route in place via Milton Hill.
Please refer to the enclosed traffic management map for further details.
These dates and plans are subject to weather conditions and other factors that are beyond the
council’s control.
The traffic management measures will be continually monitored throughout each day of
construction, so that we can respond quickly to traffic conditions as they happen. We advise
residents and commuters to plan their travel routes accordingly and to anticipate potential delays.

Residents and commuters are kindly requested to exercise caution while passing through the road
works. In the event of an incident on the A34, traffic management will be reduced to a minimum
where possible (subject to safety) to ease congestion.
Further details about future construction phases will be provided in due course.
Please visit our website for more information about the scheme at:

roadworks or incidents that could affect your journey around Oxfordshire, visit https://one.network

The GARD local group have produced a comprehensive and professionally accredited
resume of the issues regarding this, and Drayton Parish Council agrees with their concerns .
In particular we support their view on the following:

  1. Proof of the Need: The need and functional case for the reservoir are not
adequately proven. The Water Resource Management Plans (WRMP) have still not
been approved by Government, and the EA and Ofwat have expressed concerns.
  2. Viable Alternatives: As the need appears to have been volumetrically over stated
we feel that alternatives providing adequate supply at lower cost/lower environmental
impact, and earlier completion, have not been given sufficient consideration. Perhaps
    the Severn Thames transfer?
  3. Design Strategy: The civil engineering design principles for the reservoir wall
have been widely called into question as flawed and unproven. Similar projects have
shown problems of inadequacy even during construction and not under final loading.
  4. Competence: A real concern is Thames Water’s historic inability to address
mains supply leakage and sewage containment. This does not inspire confidence for
the community, and neither does their widely and often reported financial situation as
a viable business. A particular concern since large infrastructure projects of this type
routinely suffer from flawed briefing and end up over time and over budget.
  5. Environmental impact/Biodiversity: Thames Water fact sheet on the
‘Environmental Impact Assessment’ provides no confidence that the environment will
be enriched by the reservoir. The glossy pictures provided bear no resemblance to
the actual landscape. The current environment is one of flat pastureland, with arable
fields divided by ancient hedgerows, streams and brooks, all rich in diversity of
vegetation, insect, bird and animal life. Vegetation is characterised by very old Willow
trees and streams with steep banks which are rich habitats for wildlife. The area often
floods in winter, providing a habitat for birds.
Currently the area is well used by the local population for walking, running and riding
on the bridleways that cross the landscape. It provides a significant green space for
    animals and people.
Given the lack of an environmental assessment by Thames Water, plus the lack of
any relevant detail about the current biodiversity of the area, there is no evidence at
all that the proposed design of a bund contained reservoir would improve on the
    current level of environmental diversity.

Drayton Parish Council is not convinced by this flawed project, and supports a Public
Enquiry, as demanded by GARD and many local MPs, Councils, and campaign
groups.
