Executive Board Members in hot water again. The OPFFA School of Labour Law may be finally challenged. OPFFA Board Members have followed their leader Carmen Santoro for many years, continuing the harassment and bullying behaviours he set with no repercussions. Rumour has it that an employer has finally had enough. Tired of ignoring the OPFFA harassment and bullying tactics members and employers endured for so many years….they are making a stand against the OPFFA bullies and harassers….will OPFFA leaders be able to utilize Liberal political and police connections to assist in evading and conceal their harrassment/bully tactics like so many times before?…Stay tuned….
In May of 2023 a harassment, hazing took place in the City of Burlington at Central Fire Station. which involved a recruit class of 10 Firefighters in their 1st month of Probation.
2 Training officers, Captain Steve Jones and Captain Jason Laporte had purchased thongs (minimal clothing worn by stripteasers; a narrow strip of fabric that covers the pubic area, passes between the thighs, and is supported by waistband) for the recruits to wear throughout the day.
During the shift Captain Jones and Captain Laporte would do physical checks on the recruits to ensure they complied and kept their thongs on.
Later on, supervisors Captain Jones and Captain Laporte had the recruits dance for them in their thongs. The supervisors instructed the recruits to each perform a “lap dance” (a very erotic form of entertainment, where a naked or nearly-nude performer straddles a customer and moves in a rhythmic, sexual manner on his or her lap) for on duty Captain Scott Collins to celebrate his upcoming birthday.
After the Captains “lap dances” the recruits were lined up and instructed to “drop your pants”, then to dance for another On-duty shift Supervisor.
Following “Thong Day” an officer who was in charge of training new recruits had a conversation with them inquiring about what had happened. As this officer was not present or involved during the hazing harassment, he then passed his notes and findings to supervisor Chief of Training. Because of seriousness of this type of hazing it was also made aware to Shift Supervisor Dan Vanderlilie (also local union president and a District Director for the Ontario Professional Fire Fighter Association (O.P.F.F.A). Supervisor Dan Vanderlilie did not document or make his supervisors aware of the harassment.
At the time of this incident the recruits were 3 weeks on the probation.
A complaint was made to the Corporation of the City of Burlington (Human Resource Department) about this harassment incident.
This complaint prompted an investigation with a 3rd party lawyer. With harassment/hazing incidents, usually all parties involved would be interviewed. But for this specific case, only 2 of the new recruits were interviewed.
There are videos and still photos which were uploaded to Whats App for their group to see. Once the harassment was leaked, the video and pictures were deleted.
To help aid for the “Union Cover-Up Phase”- the Union executive members are making an offer to the new recruits… Union executive are soliciting recruits to make false statements and to state that it was in fact “the new recruits” idea to purchase and wear thongs for their supervisors. Imposing them to start their firefighting careers with a lie. A lie to their family, friends and coworkers. In exchange if the recruits accept the union’s offer, they are offering immunity protection within the union for the duration of their careers. As well possible Pensionable positions in the future with O.P.F.F.A and /or I.A.F.F Committees.
The victims of the hazing/harassment are concerned and fear retribution and bullying if they tell the truth of what happened.
Captain Steve Jones works with the Health Commission of Canada dealing with Workplace Harassment as well as in a Leadership Program. He recently received an award for Education in Anti-Bullying and Harassment.
Supervisor Dan Vanderlilie, Captain Paul Cunningham and Captain Jason Laporte literally wear pins identifying them as part of Workplace Harassment and Bullying program for the City of Burlington.
The Firefighter Supervisors and Fire personal who did the harassing and hazing had been demoted while the other 2 were terminated as harassment is not to be tolerated in the Workplace.
*UPDATE*
Fire Management and employer have established that harassment and hazing will be acceptable within the workplace by reinstating the harasser’s in their positions and rehiring back the guilty personal.
Fire Chief Karen Roche has put in for retirement, some suspect as a precautionary measure to avoid any potential legal prosecution for aiding in the cover up and denial of the “Lap Dance” hazing incident in the workplace.
Rumour is the employer are offering Dan Vanderlillie a management position in exchange for his silence in the ongoing skirmish Lap Dance harassment situation.

Stan Double received backlash and ridicule for the actions he has taken. Local members not agreeing with the path Double has taken. With the help of the I.A.F.F. and O.P.F.F.A union leaders,
Talk amongst fire service include amalgamation the 3 existing unions into 1, with hopes of saving on over saturated union dues. Why pay into 3 unions when most professions can obtain results with one union?
Although Stan Double has received harsh criticism for his decisions, some are saying he did not want to sell out Hamilton fire department and its members. However he realized if he tried to do what’s best for the city he would be succumbing to harassment and bullying from the OPFFA and IAFF union as evident by past history. Although his actions cost him his Presidency position within his local, Double decided to give in join 2 other unions and reap the benefits and receive no harrassment.

]]>The W.S.I.B lawsuit against Colin Grieve settled, resulting in financial loss for both OPFFA members as well as Colin Grieve.
OPFFA had stated they were” going to bleed Grieves dry”. In fact, they did, by filing a claim against Colin Grieve’s wife. OPFFA stated Mrs. Grieves was involved in “the conspiracy” involving $4.5 million. Despite how preposterous the claims may be, OPFFA is able to continue to file claims against them. The continued demented claims still need to be defended and are costly. Although the OPFFA did in fact bleed Colin Grieves dry financially by making even more ridiculous accusations by going after his spouse, they showed desperation and the decision put OPFFA further deeper into financial distress. Even more OPFFA members are displaying distaste in the direction union is heading by now “going after family”. OPFFA stated even if Grieves were successful in the lawsuit, the OPFFA would file an appeal to the courts’ decision which would drag the lawsuit on even longer. Time = $. This would continue to deplete Mr. Grieve’s funds and continue to utilize the WSIB Award money as well as firefighters member’s dues.
OPFFA promised union members they had obtained insurance that covers financial protection in regard to lawsuits. There was insurance obtained by OPFFA; however, it protects solely OPFFA Executive Board Members (President, Secretary, Treasurer). Not firefighters.
Over 11,000 firefighters are responsible for the financial cost of all lawsuits, not OPFFA executive board members. This includes previous lawsuits as well existing lawsuit against the OPFFA executive board members.
After the OPFFA depleted the Occupational Disease Fund (Widows fund) and the member’s union monies on the WSIB lawsuit against Atkinson, Grieve, Shapiro, and Furmonav of approx. 2 million dollars. OPFFA was financially incapable and opposed lobbying to support its OPFFA members for Human Rights in relation to COVID mandatory shots. More members continue to show frustration still not being able to vote for their rights. OPFFA supported the Deindexing of Firefighters members’ OMERS pension in exchange for Fire Toronto President Frank Ramaganano to be employed by OMERS. Firefighters are questioning the reasoning behind belonging to 3 unions (local, OPFFA, and IAFF), with union leadership responsibilities overlapping and still unable to voice their individual input. Everything OPFFA offers is offered under IAFF as well.
While still some members are awaiting a retro pay in the sum of $4.5 million dollars with hopeless wishes of members receiving ($5000-$10 000 individually). As the realization of the losses, the union has taken over the years. Members owned property in Burlington (undersold by 1.2 million dollars, to an associate of union executive board member) plus legal fees of approx.2 million climbing, increases in dues, and loans from IAFF have added up and OPFFA is struggling financially.
Why continue? More allegations include the president receiving comps and cash kickbacks to continue with countless lawsuits.
With the decline in funds, rumors arise that OPFFA is hoping to recruit Hamilton Fire
Department Local 288. Increasing members’ dues will help pay for all lawsuits, previous and current.
Allegedly OPFFA is hoping to seduce Hamilton Fire President Stan Double to re-affiliate with the OPFFA and help with their financial crisis. OPFFA set precedence when they were gifted the Health and Safety Award named after firefighter Pat DeFazio. Pat DeFazio had aspired to divide and create a separate union detaching from the OPFFA and becoming its president. To entice DeFazio to not disassociate and divide members, they titled the Health and Safety award to Defazio and granted him president emeritus status.
Pat DeFazio and others were adamant to not allowing any assistance to Retired firefighters or Volunteer firefighters (reasoning that they were non $ paying members). Against this struggle, Colin Grieve displayed resistance and stood up to advocate for and help firefighter Retired and Volunteer firefighters alike. Despite their dues-paying status.
Colin Grieve has aided over 3000 families, firefighters, teachers, labor contractors, volunteer firefighters, and retirees regardless of any payment to himself. To date OPFFA is still utilizing the WSIB template Colin Grieve helped to create. Although now, the OPFFA requires payment from family and there is no choice. No voluntary donations, you don’t pay, OPFFA will not assist.
The lawsuit was to “make widows whole”, to date no families have received any money from the union in regards to this. If any families were “unsatisfied” with Colin Grieve’s work presently, no so-called unhappy families returned their “award” money Colin fought vigorously to obtain for them.
Many fire members and families are honored that their loved ones are recognized for their service. And are grateful for the comfort and countless hours of work Colin Grieve provided for them.
There are no 4.5 million dollars, there is no “retro pay” for 11 000 members. No “widows made whole”. Just inflation, increase in dues, and more lawsuits to pay for.

Because of this and seeing how much money Local 288 has saved by being financially responsible and accountable. By paying into 3 unions realizing the redundancy, I.A.F.F. offers the same resources as O.P.F.F.A.
Carmen has supposedly approached Hamilton Local 288 President Stan Double with hopes to lure President Double into temptation and entice Hamilton Local to re-affiliate with the financially strained O.P.F.F.A. History is repeating itself the same way Pat Defazio was bought and convinced. When P.Defazio wanted to become a president and split the union (P.F.O.F.). The O.P.F.F.A enticed him to continue with O.P.F.F.A and reward him with the Health and Safety Award name recognition for him to stay. The same way Toronto Fire President was offered a board member position with OMERS. For his and president Carmen Santoro’s vote to support the De-Indexing of the member’s OMERS pension.
Will Santoro’s offer entice Hamilton President Double to sell out his members for personal gain like so many others before him? Will he stay true to the firefighter code of ethics. Some say Double has morals and values and would never. Others aren’t so sure. Only time will tell…

]]>O.P.F.F.A, Rahool Agrawal, and President Santoro had an Agreement with Paul Atkinson after meeting in Mediation.
Now rumours have emerged that O.P.F.F.A Santoro and his lawyer Agrawal breached their Agreement made with Paul, they have solicited Atkinson’s Employer in hopes to have Atkinson terminated.
Santoro had previously supported and voting for the depreciation of OMERS Pension by supporting Frank Ramiangno and gave union endorsement for Ramiagno’s salaried position on the OMERS board. Now that has been obtained, Frank is helping Santoro in hopes of terminating Paul’s employment.

Stating she felt humiliated and unsettled for how the “executive board ran renegade”, for “gross misappropriation of funds” and used “unethical, illegal, and morally unsound actions”. Their concerns were taken on by President Santoro and the Fire Union illustrating what they do to get a secure resolution for firefighters.

]]>“Disappointed after contributing to my pension plan for 35 years,” Giroux writes in a news release. “OMERS Sponsors Corporation Board (SC) will vote on June 24 2020 to remove the Guaranteed 100 per cent inflation indexing from OMERS pension plan recipients.”
Giroux says plan members recently received communication from OMERS informing members that OMERS is fully focussed on delivering pension services to members and ensuring the long-term health of the plan “in this unprecedented financial time.”
He says he expects that of a major pension plan like OMERS during these difficult times.
“I was disappointed to find out that there are plans for some changes, which would eliminate Guaranteed Indexation after December 31, 2022. As a plan member, I am urging all plan members to discuss this with your Union or Association and speak to your OMERS representative and ask that they notify the OMERS Sponsors Corporation Board to reconsider and not vote to support the suspension of guaranteed indexing.”
Ontario OMERS plan members are on the frontline of the fight to keep Ontarians safe during COVID-19 crisis.
“We are the Public health workers, Paramedics, Long term care workers, Custodians, Maintenance Workers, Child Protections Workers, Police Officers, Firefighters, and other public professions,” says Giroux.
According to the OMERS website, “With the OMERS defined benefit pension plan, you can confidently retire knowing that you will have income for life. The money you set aside from every paycheque is matched by your employer, and we carefully invest it in high-quality assets, diversified around the world, to meet the pension promise of a secure retirement.”
But the union says “OMERS plan members deserve to know that plan changes, which could eliminate future pension benefits, will not be pushed through during an unprecedented public health crisis when our attention is rightfully focused on ensuring the safety of all Ontarians.”

]]>Frank Ramagnano obtained that position from the support of O.P.F.F.A President Carmen Santoro. Santoro supported Ramagnano and the Deindexing of pensions in order to move the O.P.F.F.A executive into T.P.F.F.A offices. Leaving the O.P.F.F.A member’s condo in Toronto vacant.
Frank needed the support of the O.P.F.F.A executive to vote in favor of deindexing Fire Fighters future pensions. Provincial and Toronto executives endorsed Frank’s vote to eliminate future pension earnings. As a member of the OMERS sponsor board Frank Ramagnano was appointed to represent O.P.F.F.A/T.P.F.F.A members in protecting and improving pension benefits. Not give them away. The pension deindexing won’t affect Frank Ramagnano’s pension as he has over 30 years, is a Acting District Chief earning over $130,000, over $70,000 as President of T.P.F.F.A Local 3888. In addition to being paid $150,000 as the Chair of the OMERS Sponsor Board.
In August 2020 Frank Ramagnano was given the positon of Chair after he deindexed Fire fighters pensions. The OPFFA did not do a press release on his current promotion because he has not been representing the members basic employment packages. What else is he willing to give away to advance his personal and career goals? What will the O.P.F.F.A executive obtain for supporting Ramagnano and supporting the deindexing of pensions.
This is only the beginning. It has been well documented on numerous occasions O.P.F.F.A President Carmen Santoro slamming his fist down and stating “we never give up anything”, yet here they are…giving up anything.

]]>The Judge outlines particulars from Discovery and the Pre-Trial court dates which revealed numerous things that included; Halton Police did not do an investigation.
O.P.F.F.A/O.F.F.A first went to Ontario Provincial Police, with whom informed the Firefighter Union that there was no fraud committed by Atkinson and Grieves.
O.P.F.F.A witness statements were hearsay and were not directly involved with family members’ arrangements with Grieves and Atkinson, whom they both helped and represented.
Prosecution witnesses Fred Leblanc (13th District Rep for International Assoc Firefighter, O.P.F.F.A. President Emeritus); Ann Bryant (O.P.F.F.A District Rep,Local 461 Kingston President), and Phil King (London Fire department Local 142) all contravened their own and other witness statements.
The charges have been stayed.
It has been 4 years + and defense in the civil matter is currently still awaiting evidence from the Ontario Firefighters union. The O.p.f.f.a/O.f.f.a union under the direction of Rahool Agrawal has denied information that entails financial banking, transactions from 2004 to the present day. During Examination, Chief Financial Officer Kelly King revealed that there was a multitude of cheques from Shapiro Lawyers Professional Corporation to O.P.F.F.A and that she was unable to locate and find the cheques. Imprecise, disheveled, and unthorough accounting records were affirmed by Kelly King.
O.P.F.F.A/O.F.F.A has not divulged the Occupation Disease database which was set in place to keep track of WSIB claims for active firefighters, retired or deceased non-dues paying members. O.p.f.f.a needs to justify their position on the so-called Loss Claim Revenue when in point of fact over 50 % of those claims have been denied by WSIB.
Could these be the errors where the Opffa were unable to track? Instead, accusing of Paul Atkinson, Colin Grieve, Shapiro Lawyers Professional Corp, and Furmanov Paralegal Services of fraud?

]]>OMERS By-Law Changes Update
In October, CUPE Ontario was made aware of a series of proposed by-law amendments being considered by the OMERS Sponsors Corporation (SC) Board. These changes, which included dramatic changes to the governance of OMERS, were voted only a few weeks later, on November 14th. These By-Law changes all required a simple majority to pass.
Working with allies, CUPE Ontario launched a campaign to protect members’ rights in the governance of their pension plan. In a few short weeks, OMERS plan members were able to successfully push back several of the changes. Unfortunately, many other changes were adopted. Some of those changes were not officially communicated to Sponsors – like CUPE Ontario – in the limited documents provided by OMERS. Despite repeated requests, CUPE Ontario, was never provided a formal copy of the proposed, tracked, By-law changes by OMERS.
Our Analysis and Your Right to Know
As a result of OMERS refusal to formally provide CUPE Ontario and plan members with the actual text of the By-Law changes, the only way to do a full analysis of what the OMERS SC Board voted to change on November 14th was through a side by side reading of the “old” and new By-laws. CUPE has now completed that process which is summarized below.

]]>There are many fraud types, including new ones invented daily.
Taxpayers should be weary when they receive, either by telephone, mail, text message or email, a fraudulent communication that claims to be from the Canada Revenue Agency (CRA) requesting personal information such as a social insurance number, credit card number, bank account number, or passport number.
These scams may insist that this personal information is needed so that the taxpayer can receive a refund or a benefit payment. Cases of fraudulent communication could also involve threatening or coercive language to scare individuals into paying fictitious debt to the CRA. Other communications urge taxpayers to visit a fake CRA website where the taxpayer is then asked to verify their identity by entering personal information. These are scams and taxpayers should never respond to these fraudulent communications or click on any of the links provided.
To identify legitimate communications from the CRA, be aware of these guidelines and know what to expect when the CRA contacts you.
By phone
The CRA may verify your identity by asking for personal information such as your full name, date of birth, address and account, or social insurance number ask for details about your account, in the case of a business inquiry call you to begin an audit process
The CRA will never
ask for information about your passport, health card, or driver’s license
demand immediate payment by Interac e-transfer, bitcoin, prepaid credit cards or gift cards from retailers such as iTunes, Amazon, or others
use aggressive language or threaten you with arrest or sending the police
leave voicemails that are threatening or give personal or financial information
By email
The CRA may
notify you by email when a new message or a document, such as a notice of assessment or reassessment, is available for you to view in secure CRA portals such as My Account, My Business Account, or Represent a Client
email you a link to a CRA webpage, form, or publication that you ask for during a telephone call or a meeting with an agent (this is the only case where the CRA will send an email containing links)
The CRA will never
give or ask for personal or financial information by email and ask you to click on a link
email you a link asking you to fill in an online form with personal or financial details
send you an email with a link to your refund
demand immediate payment by Interac e-transfer, bitcoin, prepaid credit cards or gift cards from retailers such as iTunes, Amazon, or others

The CRA never uses text messages or instant messaging such as Facebook Messenger or WhatsApp to communicate with taxpayers under any circumstance. If a taxpayer receives text or instant messages claiming to be from the CRA, they are scams!
When in doubt, ask yourself
Why is the caller pressuring me to act immediately? Am I certain the caller is a CRA employee?
Did I file my tax return on time? Have I received a notice of assessment or reassessment saying I owe tax?
Have I received written communication from the CRA by email or mail about the subject of the call?
Does the CRA have my most recent contact information, such as my email and address?
Is the caller asking for information I would not give in my tax return or that is not related to the money I owe the CRA?
Did I recently send a request to change my business number information?
Do I have an instalment payment due soon?
Have I received a statement of account about a government program I owe money to, such as employment insurance or Canada Student Loans?
If you do have a debt with the CRA and can’t pay in full, take action right away. For more information, go to When you owe money – collections at the CRA.
How to protect yourself from identity theft
Never provide personal information through the Internet or by email. The CRA does not ask you to provide personal information by email.
Be suspicious if you are ever asked to pay taxes or fees to the CRA on lottery or sweepstakes winnings. You do not have to pay taxes or fees on these types of winnings. These requests are scams.
Keep your access codes, user ID, passwords, and PINs secret.
Keep your address current with all government departments and agencies.
Choose your tax preparer carefully! Make sure you choose someone you trust and check their references. Always review your return, agree with the content before filing, and follow up to make sure you receive your notice of assessment, since it contains important financial and personal information that belongs to you.
Before supporting any charity, use the CRA website to find out if the charity is registered and get more information on the way it does business.
Be careful before you click on links in any email you receive. Some criminals may be using a technique known as phishing to steal your personal information when you click on the link.
Caller ID is a useful function. However, the information displayed can be altered by criminals. Never use only the displayed information to confirm the identity of the caller whether it be an individual, a company or a government entity.
Protect your social insurance number. Don’t use it as a piece of ID and never reveal it to anyone unless you are certain the person asking for it is legally entitled to that information. If an organization asks for your social insurance number, ask if it is legally required to collect it, and if not, offer other forms of ID.
Pay attention to your billing cycle and ask about any missing account statements or suspicious transactions.
Shred unwanted documents or store them in a secure place. Make sure that documents with your name and SIN are secure.
Immediately report lost or stolen credit or debit cards.
Carry only the ID you need.
Do not write down any passwords or carry them with you.
Ask a trusted neighbour to pick up your mail when you are away or ask that a hold be placed on delivery.

]]>9-1-1 is a system in place for emergencies and not to be misused. 9-1-1 is not intended for dramatic complaints. Doing so can tie up the lines resulting in delays for people with true emergencies. Calling 911 to complain about Amber Alerts is untoward and a misuse of this service that authorities have provided to help the public. Options are shut down cell phone or place in an area where it won’t disturb you.
Imagine a loved one unable to obtain a call for help because of the thoughtlessness of others who abuse this crucial system.

]]>The talk and rumours amongst Ontario Fire Fighters are about leaving (disaffiliating) separating from the O.P.F.F.A. or creating another Fire-Fighting union in Ontario. During court proceedings, lawyer Agarwal and O.P.F.F.A. President Hyndman (documented in Hyndman’s testimony) stated to the courtroom that the “11,000 fire members strongly support this lawsuit”. Which many are now stating is an incorrect statement. Many members of the O.P.F.F.A. were not informed by their local executives about the launching of this lawsuit in 2016 and have just been made aware of the lawsuit against Colin Grieves and Paul Atkinson by posts on BURNING SHENANIGANS. Many members do not agree with the O.P.F.F.A. and lawyer Agarwal and do not support the lawsuit in any form. Many members are unsure how much this lawsuit has cost the O.P.F.F.A. so far. How the O.P.F.F.A. is paying for the lawsuit without continuing to use money from the Occupational Disease Committee Fund and without continuing to raise union dues.
