Arrears Payment Schedule – G.O.Ms.No.121
Treasury Officers / Pension Payment Officers shall calculate and make payment of Dearness Relief without waiting for further authorization from the Accountant General.
The expenditure shall be regulated under the applicable pension accounting provisions. In respect of eligible institutions not covered through Treasuries, expenditure shall be debited to the relevant Pension Funds / Block Grants.
The CEO, APCFSS shall make necessary provision in CFMS software to calculate DR arrears and generate due-drawn statements to facilitate generation of DR arrears bills by Drawing & Disbursing Officers.

In the reference 1st read above, Government have issued comprehensive orders, for Revision of Pay Scales, 2022 for the employees of Government of Andhra Pradesh.
2. In the reference 2nd read above, Government have issued orders for release of Dearness Allowance (DA) for the period from 01-07-2019 to 31-12-2021 for the Employees of Government of Andhra Pradesh.
3. In the reference 3rd read above, Government have issued orders for release of Dearness Allowance (DA) in respect of Employees of the Government of Andhra Pradesh, who are drawing their pay in the Revised UGC Pay Scales, 2006.
4. In the references 4th to 10th read above, Government have issued orders for release of Dearness Allowance (DA) from 20.02% to 40.04% with effect from 01-01-2022 to 01-07-2024 respectively to the Employees of Government of Andhra Pradesh.
5. Government, hereby orders the revision of Dearness Allowance (DA) for the employees of Government of Andhra Pradesh, from 40.04% to 41.86% of the Basic Pay with effect from 01-01-2025, with an enhancement of 1.82%.
6. The Dearness Allowance sanctioned in the para 5 above shall also be payable to:
The employees of Zilla Parishads, Mandal Parishads, Gram Panchayats, Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla Grandhalaya Samsthas, work charged Establishment, who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2022.

7. Government also hereby order the revision of Dearness Allowance (DA) rates in respect of State Government employees drawing the Revised UGC Pay Scales, 2006, from 246% to 252% of the Basic Pay with effect from 01-01-2025.
8. The rates of Dearness Allowance (DA) mentioned at Para 7 above are also applicable to:
Teaching staff of Government & Aided Affiliated Degree Colleges who are drawing pay in the Revised U.G.C. Pay Scales, 2006.
Teaching staff of the Universities including the A.P. Agricultural University, Jawaharlal Nehru Technological University and Dr. YSR Horticultural University and the Teaching staff of Govt. Polytechnics who are drawing pay in the Revised UGC/AICTE Pay Scales, 2006.

12. The arrears on account of payment of Dearness Allowance for the period from 01-01-2025 to 31-08-2026 (20 months) shall be payable to the employees as detailed below:
For the OPS employees, arrears will be credited to General Provident Fund (GPF) account.
For the CPS employees, including PTD employees who have opted CPS and governed by the CPS, the arrears will be paid duly crediting the 10% of the arrear amount to the PRAN accounts of the individuals along with the Government share as per G.O.Ms.No.250, Finance (Pen. I) Department, dated 06-09-2012.
For EPS-95 employees, the arrears of DA shall be calculated as per the rules governed by the EPS-95 and paid accordingly.
For the OPS employees, amount will be credited to General Provident Fund (GPF) account.
For the CPS employees including PTD employees who have opted CPS and governed by the CPS, the amount will be paid in cash.
For EPS-95 employees, the arrears of DA shall be calculated as per the rules governed by the EPS-95 and paid accordingly.
13. The employees who are retired/due to retire from service between 01-01-2025 & 31-12-2027 (inclusive of date) the arrears of Dearness Allowance shall be drawn and paid in cash as the employee due for retirement on superannuation is exempted from making any subscription to the General Provident Fund during the last four months of service.
14. In the event of death of any employee before the issue of these orders, the legal heir(s) shall be entitled to the arrears of Dearness allowance.
15. The term ‘Pay’ for this purpose shall be as defined in FR 9(21)(a)(i).
16. The expenditure on the Dearness Allowance to the employees of Agricultural Market Committees shall be met from their own funds.
17. All Heads of the Departments and Departments of Secretariat are requested to issue suitable instructions to the Drawing and Disbursing Officers under their control and to see that these instructions are followed scrupulously. The Director of Treasuries and Accounts/ Director of State Audit/ Pay & Accounts Officer/ Director of Works and Accounts, Andhra Pradesh, Mangalagiri, Guntur are requested to issue suitable instructions to their subordinate Audit Officers so that these instructions are carefully followed by them.
18. The CEO, APCFSS is directed to incorporate necessary functionalities in the payroll system to calculate the DA arrears and generate due drawn statement to facilitate generation of DA arrears bills by the Drawing & Disbursing Officers.

School Education – SCERT, AP – Quality Initiatives – Conduct of Training Needs Analysis (TNA) survey for the year 2025-26 and 2026-27 by using Survey CTO Form – Instructions Issued.
Reference: Mail dated 04.08.2026 received from Leadership for Equity AP.
Under the AP-SALT Project and in line with the National Education Policy 2020, the Training Needs Analysis (TNA) survey is intended to identify teachers’ professional development needs and interests. Based on the survey findings, relevant courses are to be prioritised, developed and rolled out for teachers.
The initiative focuses on improving need-based teacher training by aligning professional development courses with teachers’ competencies, interests and classroom needs.
The first phase of TNA 2025-26 was completed in the third week of July 2026.
The Year 5 survey will cover the implementation and use of:
The survey aims to understand teachers’ experiences, challenges and support needs in these areas.
All responses must be entered through the official Survey CTO form.
All Regional Joint Directors of School Education, District Educational Officers and Additional Project Coordinators of Samagra Shiksha are requested to ensure that all teachers in their districts submit the Training Needs Analysis (TNA) through Survey CTO during the notified period.

When the app opens, different user segments are displayed. Select PRASHAST Screening to continue.
Select Headmaster as your role and tap Proceed. You will be redirected to the Headmaster Login screen.
On the Headmaster Login screen, tap Signup as Headmaster.

Review all school information displayed in the app. If the details are correct, tap Verify & Set Password.
Enter a password, re-enter it in the Confirm Password field and tap Set Password. After the message “Account Created Successfully” appears, tap Login.
Enter your UDISE+ Code, Password and Captcha, then tap Login.
Alternative You may also use the Login with OTP option.
After successful login, tap Verify Your School and complete the school verification process.
Verify the following cards in the app:
After all three cards are reviewed and verified, the school information verification process is complete.
Select PRASHAST Screening, choose the Headmaster role, tap Signup as Headmaster, verify the UDISE+ code and registered mobile number through OTP, verify school details and set a password.
An 11-digit UDISE+ Code, the registered mobile number, captcha verification and OTP are required during signup.
Headmasters must review the total number of classes, students and teachers shown in PRASHAST.
Update the relevant information in UDISE+ on or before 17 September 2026 so the latest data can be synchronized to PRASHAST from 18 September 2026.

The School Education Department is implementing a comprehensive Spell Bee Programme across Government, Zilla Parishad, Municipal, Tribal Welfare, Social Welfare, BC Welfare, Minority Welfare, KGBV and APREIS schools during the Academic Year 2026–27.
The programme aims to improve students’ vocabulary, spelling accuracy, pronunciation, reading fluency, communication skills and overall English language proficiency through structured classroom activities, language enrichment programmes and multi-level competitions.
For effective planning, implementation, capacity building, monitoring and academic support, a pool of competent teachers is identified to serve as Spell Bee Resource Persons.
