1. Government have issued comprehensive orders for the Revision of Pay Scales, 2022 of the retired employees (Pensioners/Family Pensioners) of Government of Andhra Pradesh.

2. Government have issued orders for release of Dearness Relief (DR) for the period from 01-07-2019 to 31-12-2021 for pensioners/family pensioners.

3. Government have issued orders for release of Dearness Relief in respect of Pensioners/Family Pensioners drawing pension in the Revised UGC Pay Scales, 2006.

4. Government have issued orders for release of Dearness Relief from 20.02% to 37.31% with effect from 01-01-2022 to 01-01-2024 respectively.

5. Government hereby orders revision of DR from 37.31% to 40.04% of Basic Pension with effect from 01-07-2024 in respect of:

  • Those who retired from service after 01-07-2018 and are drawing pension in Revised Pay Scales, 2022.
  • Those who retired prior to 01-07-2018 and whose pension was consolidated under the relevant Government orders.

Arrears Payment Schedule – G.O.Ms.No.121

  • DR arrears period: 01-07-2024 to 31-08-2026 (26 months).
  • 10% of arrears: April 2027.
  • Remaining 90%: Three equal instalments in June 2027, August 2027 and October 2027.
  • Enhanced DR shall be paid in cash with September 2026 pension payable in October 2026.

Treasury Officers / Pension Payment Officers shall calculate and make payment of Dearness Relief without waiting for further authorization from the Accountant General.

The expenditure shall be regulated under the applicable pension accounting provisions. In respect of eligible institutions not covered through Treasuries, expenditure shall be debited to the relevant Pension Funds / Block Grants.

The CEO, APCFSS shall make necessary provision in CFMS software to calculate DR arrears and generate due-drawn statements to facilitate generation of DR arrears bills by Drawing & Disbursing Officers.

ORDER

In the reference 1st read above, Government have issued comprehensive orders, for Revision of Pay Scales, 2022 for the employees of Government of Andhra Pradesh.

2. In the reference 2nd read above, Government have issued orders for release of Dearness Allowance (DA) for the period from 01-07-2019 to 31-12-2021 for the Employees of Government of Andhra Pradesh.

3. In the reference 3rd read above, Government have issued orders for release of Dearness Allowance (DA) in respect of Employees of the Government of Andhra Pradesh, who are drawing their pay in the Revised UGC Pay Scales, 2006.

4. In the references 4th to 10th read above, Government have issued orders for release of Dearness Allowance (DA) from 20.02% to 40.04% with effect from 01-01-2022 to 01-07-2024 respectively to the Employees of Government of Andhra Pradesh.

5. Government, hereby orders the revision of Dearness Allowance (DA) for the employees of Government of Andhra Pradesh, from 40.04% to 41.86% of the Basic Pay with effect from 01-01-2025, with an enhancement of 1.82%.

6. The Dearness Allowance sanctioned in the para 5 above shall also be payable to:

The employees of Zilla Parishads, Mandal Parishads, Gram Panchayats, Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla Grandhalaya Samsthas, work charged Establishment, who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2022.

Teaching & Non-Teaching staff of Aided Institutions including Aided Polytechnics who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2022.

Teaching & Non-Teaching staff of all Universities including Acharya N G Ranga Agricultural University, Jawaharlal Nehru Technological University &Dr. YSR Horticultural University who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2022.

7. Government also hereby order the revision of Dearness Allowance (DA) rates in respect of State Government employees drawing the Revised UGC Pay Scales, 2006, from 246% to 252% of the Basic Pay with effect from 01-01-2025.

8. The rates of Dearness Allowance (DA) mentioned at Para 7 above are also applicable to:

Teaching staff of Government & Aided Affiliated Degree Colleges who are drawing pay in the Revised U.G.C. Pay Scales, 2006.

Teaching staff of the Universities including the A.P. Agricultural University, Jawaharlal Nehru Technological University and Dr. YSR Horticultural University and the Teaching staff of Govt. Polytechnics who are drawing pay in the Revised UGC/AICTE Pay Scales, 2006.

9. Government also hereby order the revision of Dearness Allowance rates in respect of State Government employees drawing the Revised U.G.C. Pay Scales, 2016 from 53% to 55% of the Basic Pay with effect from 01-01-2025.

10. The rates of Dearness Allowance mentioned at Para 9 above, are also applicable to

Teaching staff of Government & Aided Affiliated Degree Colleges who are drawing pay in the Revised U.G.C Pay Scales, 2016.

11. The Dearness Allowance sanctioned in the above paras, shall be paid in cash with salary of September, 2026 payable in October, 2026.

12. The arrears on account of payment of Dearness Allowance for the period from 01-01-2025 to 31-08-2026 (20 months) shall be payable to the employees as detailed below:

A. 10% of the arrears to be paid in January-2028.

For the OPS employees, arrears will be credited to General Provident Fund (GPF) account.

For the CPS employees, including PTD employees who have opted CPS and governed by the CPS, the arrears will be paid duly crediting the 10% of the arrear amount to the PRAN accounts of the individuals along with the Government share as per G.O.Ms.No.250, Finance (Pen. I) Department, dated 06-09-2012.

For EPS-95 employees, the arrears of DA shall be calculated as per the rules governed by the EPS-95 and paid accordingly.

B. The remaining 90% to be paid in three equal instalments in the months of March-2028, May-2028 and July-2028, as detailed below:

For the OPS employees, amount will be credited to General Provident Fund (GPF) account.

For the CPS employees including PTD employees who have opted CPS and governed by the CPS, the amount will be paid in cash.

For EPS-95 employees, the arrears of DA shall be calculated as per the rules governed by the EPS-95 and paid accordingly.

13. The employees who are retired/due to retire from service between 01-01-2025 & 31-12-2027 (inclusive of date) the arrears of Dearness Allowance shall be drawn and paid in cash as the employee due for retirement on superannuation is exempted from making any subscription to the General Provident Fund during the last four months of service.

14. In the event of death of any employee before the issue of these orders, the legal heir(s) shall be entitled to the arrears of Dearness allowance.

15. The term ‘Pay’ for this purpose shall be as defined in FR 9(21)(a)(i).

16. The expenditure on the Dearness Allowance to the employees of Agricultural Market Committees shall be met from their own funds.

17. All Heads of the Departments and Departments of Secretariat are requested to issue suitable instructions to the Drawing and Disbursing Officers under their control and to see that these instructions are followed scrupulously. The Director of Treasuries and Accounts/ Director of State Audit/ Pay & Accounts Officer/ Director of Works and Accounts, Andhra Pradesh, Mangalagiri, Guntur are requested to issue suitable instructions to their subordinate Audit Officers so that these instructions are carefully followed by them.

18. The CEO, APCFSS is directed to incorporate necessary functionalities in the payroll system to calculate the DA arrears and generate due drawn statement to facilitate generation of DA arrears bills by the Drawing & Disbursing Officers.

ORDER

In the reference 1st read above, Government have issued comprehensive orders, for Revision of Pay Scales, 2022 for the employees of Government of Andhra Pradesh.

2. In the reference 2nd read above, Government have issued orders for release of Dearness Allowance (DA) for the period from 01-07-2019 to 31-12-2021 for the Employees of Government of Andhra Pradesh.

3. In the reference 3rd read above, Government have issued orders for release of Dearness Allowance (DA) in respect of Employees of the Government of Andhra Pradesh, who are drawing their pay in the Revised UGC Pay Scales, 2006.

4. In the references 4th to 9th read above, Government have issued orders for release of Dearness Allowance (DA) from 20.02% to 37.31% with effect from 01-01-2022 to 01-01-2024 respectively to the Employees of Government of Andhra Pradesh.

5. Government, hereby orders the revision of Dearness Allowance (DA) for the employees of Government of Andhra Pradesh, from 37.31% to 40.04% of the Basic Pay with effect from 01-07-2024, with an enhancement of 2.73%.

6. The Dearness Allowance sanctioned in the para 5 above shall also be payable to:

The employees of Zilla Parishads, Mandal Parishads, Gram Panchayats, Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla Grandhalaya Samsthas, work charged Establishment, who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2022.

Teaching & Non-Teaching staff of Aided Institutions including Aided Polytechnics who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2022.

Teaching & Non-Teaching staff of all Universities including Acharya N G Ranga Agricultural University, Jawaharlal Nehru Technological University & Dr. YSR Horticultural University who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2022.

7. Government also hereby order the revision of Dearness Allowance (DA) rates in respect of State Government employees drawing the Revised UGC Pay Scales, 2006, from 239 % to 246% of the Basic Pay with effect from 01-07-2024.

8. The rates of Dearness Allowance (DA) mentioned at Para 7 above are also applicable to:

Teaching staff of Government & Aided Affiliated Degree Colleges who are drawing pay in the Revised U.G.C. Pay Scales, 2006.

Teaching staff of the Universities including the A.P. Agricultural University, Jawaharlal Nehru Technological University and Dr. YSR Horticultural University and the Teaching staff of Govt. Polytechnics who are drawing pay in the Revised UGC/AICTE Pay Scales, 2006.

9. Government also hereby order the revision of Dearness Allowance rates in respect of State Government employees drawing the Revised U.G.C. Pay Scales, 2016 from 50% to 53% of the Basic Pay with effect from 01-07-2024.

10. The rates of Dearness Allowance mentioned at Para 9 above, are also applicable to:

Teaching staff of Government & Aided Affiliated Degree Colleges who are drawing pay in the Revised U.G.C Pay Scales, 2016.

Teaching staff of the Universities including the A.P. Agricultural University, the Jawaharlal Nehru Technological University & the Dr.YSR Horticulture University and the Teaching staff of Govt. Polytechnics who are drawing pay in the Revised UGC / AICTE Pay Scales, 2016.

11. The Dearness Allowance sanctioned in the above paras, shall be paid in cash with salary of September, 2026 payable in October, 2026.

12. The arrears on account of payment of Dearness Allowance for the period from 01-07-2024 to 31-08-2026 (26 months) shall be payable to the employees as detailed below:

A. 10% of the arrears to be paid in April-2027.

For the OPS employees, arrears will be credited to General Provident Fund (GPF) account.

For the CPS employees, including PTD employees who have opted CPS and governed by the CPS, the arrears will be paid duly crediting the 10% of the arrear amount to the PRAN accounts of the individuals along with the Government share as per G.O.Ms.No.250, Finance (Pen. I) Department, dated 06-09-2012.

For EPS-95 employees, the arrears of DA shall be calculated as per the rules governed by the EPS-95 and paid accordingly.

B. The remaining 90% to be paid in three equal instalments in the months of June-2027, August-2027 and October-2027, as detailed below:

For the OPS employees, amount will be credited to General Provident Fund (GPF) account.

For the CPS employees including PTD employees who have opted CPS and governed by the CPS, the amount will be paid in cash.

For EPS-95 employees, the arrears of DA shall be calculated as per the rules governed by the EPS-95 and paid accordingly.

13. The employees who are retired/due to retire from service between 01-07-2024 & 30-04-2027 (inclusive of date) the arrears of Dearness Allowance shall be drawn and paid in cash as the employee due for retirement on superannuation is exempted from making any subscription to the General Provident Fund during the last four months of service.

14. In the event of death of any employee before the issue of these orders, the legal heir(s) shall be entitled to the arrears of Dearness allowance.

15. The term ‘Pay’ for this purpose shall be as defined in FR 9(21)(a)(i).

16. The expenditure on the Dearness Allowance to the employees of Agricultural Market Committees shall be met from their own funds.

17. All Heads of the Departments and Departments of Secretariat are requested to issue suitable instructions to the Drawing and Disbursing Officers under their control and to see that these instructions are followed scrupulously. The Director of Treasuries and Accounts/ Director of State Audit/ Pay & Accounts Officer/ Director of Works and Accounts, Andhra Pradesh, Mangalagiri, Guntur are requested to issue suitable instructions to their subordinate Audit Officers so that these instructions are carefully followed by them.

18. The CEO, APCFSS is directed to incorporate necessary functionalities in the payroll system to calculate the DA arrears and generate due drawn statement to facilitate generation of DA arrears bills by the Drawing & Disbursing Officers.

Reference: Mail dated 04.08.2026 received from Leadership for Equity AP.

Purpose of the TNA Survey

Under the AP-SALT Project and in line with the National Education Policy 2020, the Training Needs Analysis (TNA) survey is intended to identify teachers’ professional development needs and interests. Based on the survey findings, relevant courses are to be prioritised, developed and rolled out for teachers.

The initiative focuses on improving need-based teacher training by aligning professional development courses with teachers’ competencies, interests and classroom needs.

TNA 2025-26 (Year 4) – Phase 1

The first phase of TNA 2025-26 was completed in the third week of July 2026.

  1. Complex HMs identified 10 teachers from their respective complexes with representation from both Primary and Secondary levels.
  2. Primary: SGT (English/Telugu), SGT (Mathematics) and SGT (EVS) – one teacher from each subject.
  3. Secondary: SA (Telugu), SA (Hindi), SA (English), SA (Mathematics), SA (Physical Science), SA (Biological Science) and SA (Social Studies).
  4. Complex HMs shared the survey link and facilitated participation.
  5. Survey findings were analysed along with available Classroom-Based Assessment (CBA) evidence to identify priority areas for teacher professional development.

TNA 2025-26 (Year 4) – Phase 2

  1. The survey will be rolled out to all teachers in the state.
  2. Teachers will be shown proposed professional development course options and will indicate their interests and preferences.
  3. The course options have been identified based on findings from Phase 1 and available CBA evidence across the state.
  4. Complex HMs are expected to orient teachers and support them in completing the survey.

Implementation of TNA Year 5 (2026-27)

The Year 5 survey will cover the implementation and use of:

  • New textbooks
  • Teacher Handbooks
  • Assessments
  • Value Education

The survey aims to understand teachers’ experiences, challenges and support needs in these areas.

Important: TNA Year 4 Phase 2 and TNA Year 5 surveys will be administered together for ease of access and participation.

Survey Period: 10th September 2026 to 30th September 2026.
Last Date: All responses must be submitted by 30th September 2026.
Language: The Survey CTO form must be filled out in English.

  1. Submission of basic details.

  3. Submission of teachers’ experiences, challenges and support needs regarding the implementation and use of new textbooks, Teacher Handbooks, assessments and Value Education resources.

Roles & Responsibilities of Cluster Complex HMs

  1. Ensure that all Primary and Secondary teachers within the cluster fill the survey before 30th September 2026.
  2. Non-language teachers and Primary teachers will attend the Cluster Complex Meeting on 19th September 2026.
  3. Language teachers and Primary teachers will attend the Cluster Complex Meeting on 26th September 2026.
  4. HMs are entrusted with ensuring and facilitating completion of the survey by all teachers.

Instructions to District / State Officials

All Regional Joint Directors of School Education, District Educational Officers and Additional Project Coordinators of Samagra Shiksha are requested to ensure that all teachers in their districts submit the Training Needs Analysis (TNA) through Survey CTO during the notified period.

The State Level National Means-cum-Merit Scholarship Scheme Examination for Class VIII students will be conducted on 15 November 2026 in Telugu, English and Urdu media at Revenue Divisional Head Quarters in all 28 districts of Andhra Pradesh.

Eligibility

  1. OC/BC candidates should have secured at least 55% marks in Class VII during 2025-26.
  2. SC/ST candidates, or equivalent categories, should have secured at least 50% marks in Class VII.
  3. The candidate should be studying in Government, Local Body (ZP/Municipal), Government Aided, AP Model (day scholars only) or MPUP schools running Class VIII.
  4. Parental annual income from all sources should be below Rs.3,50,000. An original/attested Annual Income Certificate issued by the MRO must be produced.
  5. Original/attested caste certificate and income certificate must be submitted to the Headmaster. SC candidates should also submit a certificate indicating the applicable SC group.

OC & BC Students: Rs.100/-
SC & ST Students: Rs.50/-

The examination fee must be paid through SBI Collect. Demand Drafts will not be accepted.

Part A: Download and Access the PRASHAST Mobile App

Download the Mobile App

Download the PRASHAST Mobile App. Search for “PRASHAST” in the app store search bar or use the QR code provided in the official user manual. After installation, open the application.

Select Login Segment

When the app opens, different user segments are displayed. Select PRASHAST Screening to continue.

Select Your Role

Select Headmaster as your role and tap Proceed. You will be redirected to the Headmaster Login screen.

Part B: PRASHAST Headmaster Signup 2026

Start the Signup Process

On the Headmaster Login screen, tap Signup as Headmaster.

Verify School Identity

Enter the required details:

  • 11-digit UDISE+ Code
  • Registered Mobile Number
  • Captcha

Then tap Send OTP.

OTP Verification

Enter the 6-digit OTP received on the registered mobile number and tap Submit. You will be taken to the School Details Verification page.

Verify School Details

Review all school information displayed in the app. If the details are correct, tap Verify & Set Password.

Create Your Password

Enter a password, re-enter it in the Confirm Password field and tap Set Password. After the message “Account Created Successfully” appears, tap Login.

Part C: Headmaster Login

Login to the PRASHAST App

Enter your UDISE+ Code, Password and Captcha, then tap Login.

Alternative You may also use the Login with OTP option.

Part D: School Information Verification

Open School Verification

After successful login, tap Verify Your School and complete the school verification process.

Verify School Data

Verify the following cards in the app:

  • Total Number of Classes – review and confirm the total classes available.
  • Total Number of Students – verify enrolled students; class-wise verification can also be reviewed if required.
  • Total Number of Teachers – review and confirm the total teachers in the school.

Verification Completed

After all three cards are reviewed and verified, the school information verification process is complete.

Important: If any displayed information is incorrect or outdated, update it in UDISE+ on or before 17 September 2026. Updated information will be available in PRASHAST from 18 September 2026 onwards.
Next Step: From 18 September 2026, Headmasters can assign teachers and begin Part 1 of the PRASHAST Screening process.

Important Dates & Instructions

  • If school information is incorrect or not displayed properly in PRASHAST, update it in the UDISE+ Portal on or before 17 September 2026.
  • Updates made in UDISE+ by this date will be reflected in PRASHAST and available from 18 September 2026.
  • After school information is verified and updated data is synchronized, the Headmaster can begin assigning PRASHAST Part-1 Screening to school teachers.

Order – Key Points

The School Education Department is implementing a comprehensive Spell Bee Programme across Government, Zilla Parishad, Municipal, Tribal Welfare, Social Welfare, BC Welfare, Minority Welfare, KGBV and APREIS schools during the Academic Year 2026–27.

The programme aims to improve students’ vocabulary, spelling accuracy, pronunciation, reading fluency, communication skills and overall English language proficiency through structured classroom activities, language enrichment programmes and multi-level competitions.

For effective planning, implementation, capacity building, monitoring and academic support, a pool of competent teachers is identified to serve as Spell Bee Resource Persons.

1. Constitution of Spell Bee Resource Team

  • Each Academic Monitoring Officer identified two (2) teachers from every district.
  • One (01) Secondary Grade Teacher (SGT).
  • One (01) School Assistant (English).

2. Eligibility Criteria

  1. Good command over English language with sound vocabulary and pronunciation.
  2. Demonstrated interest in innovative and activity-based English language teaching.
  3. Experience in conducting language development programmes, competitions or academic activities.
  4. Good communication, coordination and mentoring skills.
  5. Willingness to participate in State, District and Mandal level academic programmes.

3. Roles and Responsibilities

  1. Function as Spell Bee Resource Persons.
  2. Serve as district-level resource persons for Spell Bee implementation.
  3. Assist SCERT, District Educational Officers and Academic Monitoring Officers in planning and implementation.
  4. Facilitate Spell Bee activities at School, Cluster, Mandal, District, Zonal and State levels.
  5. Support orientation programmes, teacher training sessions and capacity-building activities.
  6. Conduct demonstration sessions, mentoring and academic monitoring.
  7. Assist in preparation, validation, translation (where required) and dissemination of Spell Bee learning resources, question banks and activity modules.
  8. Promote classroom-based vocabulary enrichment and language development activities throughout the academic year.
