Host Dr. Joel Berg speaks with Dr. Chelsea Fosse, Vice President of the AAPD Research & Policy Center (RPC) on the current hot topics in public health and how the RPC is working to make an impact. Dr. Fosse delves into the impacts of federal updates on pediatric dentistry and the organizations advocating for the health of children. Guest Bio:

Chelsea Fosse, DMD, MPH is the Vice President, Research & Policy Center at the American Academy of Pediatric Dentistry (AAPD). She is boarded in dental public health. Before shifting her career to work in oral health policy research, she worked as a general dentist treating adults with disabilities.

At AAPD, Chelsea leads a team focused on Medicaid policy and program administration, evidence-based dental care, access to high quality and safe dental care, the pediatric dental workforce, and other contemporary issues in oral health, public health, and health policy. She was previously at the American Dental Association (ADA) Health Policy Institute (HPI) where she led policy analysis for issues related to Medicaid and studied the oral health workforce and the industry's response to the COVID-19 pandemic. Before dental school, she worked in the Division of Children with Special Needs at the American Academy of Pediatrics. She currently serves as President of the Board of Directors at Well Child Center, a community-based organization offering WIC, dental, and other social and health services in Elgin, IL.

Chelsea received her bachelor's from The University of Texas in 2009, DMD from Rutgers in 2017, and MPH from Columbia University in 2019. She completed a general practice residency at Helen Hayes Hospital in 2018 and a dental public health residency at Jacobi Medical Center in 2020.

Guest Bio:

Dr. Jessica Y. Lee is Chief Executive Officer of the American Academy of Pediatric Dentist. Prior to taking on this role in June 2026, she was the Demeritt Distinguished Professor of Pediatric Dentistry and Senior Associate Dean for Faculty Affairs and Leadership Development at the University of North Carolina, as well as a professor in the Department of Health Policy and Management in the UNC Gillings School of Global Public Health.

Dr Lee received her MPH and DDS degrees from Columbia University and her Certificate in Pediatric Dentistry and PhD in Health Policy and Management from the University of North Carolina at Chapel Hill where she was also a NIDCR National Research Service Award recipient. She is a board-certified pediatric dentist and an active member of the medical staff at UNC Hospitals and practices in the Dental Faculty Practice in the School of Dentistry. She has authored over 150 peer-reviewed manuscripts and is a renowned expert in health literacy and health disparities. She is dedicated to bridging the gap between medical knowledge and patient understanding and reducing health disparities. She has led projects funded by the NIH and HRSA. Dr Lee is involved in teaching, clinical practice, and research.

In addition to her academic pursuits, Dr. Lee is actively involved in leadership, community outreach and education initiatives. She collaborates with healthcare providers, government agencies, and non-profit organizations. She served as the President for the American Academy of Pediatric Dentistry (AAPD) from 2020-2021. She is the recipient of numerous teaching and research awards including the 2008 AAPD Jerome Miller “For the Kids” Award. In 2010, she received the Presidential Early Career Award for Scientist and Engineers from President Barack Obama. In 2011, Dr Lee was named the ‘Pediatric Dentist of the Year” by the American Academy of Pediatric Dentistry and in 2021 she received the AAPD Merle C Hunter Leadership Award.

Dr. Rutkauskas shares his personal highlights from his career, many of which made a profound impact on the profession – from elevating advocacy and education to strengthening the voice of pediatric dentists nationwide. He also reflects on the vision, dedication, and transformative leadership that helped shape the AAPD into the organization it is today, positioned to continue its mission of optimal oral health for all children.

Guest Bio:

John S. Rutkauskas, M.S., D.D.S., M.B.A., CAE, is the Chief Executive Officer of the American Academy of Pediatric Dentistry (AAPD), a position he has held since July 1999. He is also the Chief Executive Officer of American Academy of Pediatric Dentistry Foundation. Prior to joining the AAPD, Dr. Rutkauskas served for eight years as Executive Director of the Federation of Special Care Organizations in Dentistry, which represents organizations focused on hospital dentistry, geriatric dentistry, and dentistry for persons with disabilities. He has a wealth of experience and interest in public policy related to issues of medical necessity, federally funded dental programs, residency training, and clinical care guidelines, best practices, and policies. His clinical interests include treating patients with medically compromising conditions. 

Under his leadership during the past 26 years, the AAPD has significantly increased membership and focused the association’s efforts on public policy. He was instrumental in establishing the association’s first political action committee which has increased visibility in Washington of the 11,000-member organization. He oversaw the AAPD Foundation’s first successful fundraising capital campaign and coordinated the successful merger of an affiliated association. He was instrumental in creating two leadership development tracks in association with Northwestern University’s Kellogg School of Management and the University of Pennsylvania’s Wharton School to meet the growing needs of the AAPD membership. 

Raised in Illinois, Dr. Rutkauskas received his undergraduate degree as well as a Master of Science degree from the University of Chicago. He received his dental degree from the University of Illinois at Chicago, his residency training in general practice at the University of Chicago, and a Master of Business Administration from the Kellogg School of Management at Northwestern University. He is a fellow of the American College of Dentists, International College of Dentists, the Academy of Dentistry for Persons with Disabilities, and the American Society for Geriatric Dentistry. In June 2002, he was inducted as a fellow in the prestigious Royal College of Surgeons of Edinburgh. He received the designation of CAE (Certified Association Executive) from the American Society of Association Executives (ASAE) in June 2002. In 2012, he received the Outstanding Public Advocacy Award on behalf of the Friends of the National Institute of Dental & Craniofacial Research (FNIDCR) for being a champion for oral health care for special patient populations. The Royal College of Surgeons of Ireland bestowed fellowship on him in 2018. He is Senior International Dental Ambassador of the Royal College of Surgeons of Edinburgh.

Juan F. Yepes DDS, MD, MPH, MS, DrPH is a full professor in the Department of Pediatric Dentistry and the associate dean for graduate education at Indiana University School of Dentistry and an attending at Riley Children Hospital in Indianapolis, Indiana. Juan F. is a dentist (DDS) and a physician (MD) from Javeriana University at Bogotá, Colombia. In 1999, Juan F. moved to the USA and attended the University of Iowa and the University of Pennsylvania where he completed a fellowship and residency in Radiology and Oral Medicine respectively in 2002 and 2004. In 2006, Juan F. completed a Master in Public Health (MPH), and in 2011 a Doctoral Degree in Public Health (DrPH) both with emphasis in Epidemiology at the University of Kentucky College of Public Health. In 2008, Juan F. completed a residency program in Dental Public Health at University of Texas, Baylor College of Dentistry. Finally, Juan F. completed a residency program and a master in pediatric dentistry at the University of Kentucky in 2012. Juan F. is board-certified by the American Boards of Pediatric Dentistry, Oral Medicine, and Dental Public Health. He is an active member of the American Academy of Pediatric Dentistry, American Academy of Oral Medicine, American Academy of Oral and Maxillofacial Radiology, Indiana Dental Association, and American Dental Association. He graduated from Nova Southeastern University College of Dental Medicine in 2002 and completed his certificate in pediatric dentistry at Indiana University in 2004. He is a proud father of two teenage daughters, practices clinical dentistry four days a week in Issaquah, WA, and is also the CEO of PIP Pediatric Dentistry and Orthodontics, a large, privately owned group practice consisting of 15 locations throughout Wash. and Ore.

He earned a Master of Dental Sciences in Pediatric Dentistry from the University of Connecticut, a Master of Science in Dentistry in Orthodontics from the University of Washington, and a PhD from the Peruvian University Cayetano Heredia.

Dr. Castillo is a Professor in the Department of Stomatology for Children and Adolescents at the Peruvian University Cayetano Heredia and serves as an Affiliate Assistant Professor in the Department of Oral Health Sciences at the University of Washington. He is a Diplomate of both the American Board of Pediatric Dentistry and the American Board of Orthodontics.

A past President of the International Association of Pediatric Dentistry (2013–2015; 2021–2023), Dr. Castillo currently serves on the Executive Committee of the World Federation of Orthodontists (2025–2030). Dr. Rosato is a native New Englander. He was born in Revere, MA, and raised in Danvers, MA. He moved to NH in 1986 to attend Saint Anselm College. After college, he attended Tufts University School of Dental Medicine and graduated in 1994. Then he was off to Chicago to the University of Illinois Medical Center, Cook County Hospital, Michael Reese Hospital, Mercy Hospital, and the West Side VA for his residency in oral and maxillofacial surgery which was completed in 1998. He then moved back to New England and practiced initially in Rhode Island before finding a home back in NH in 2000. He quickly enjoyed being a part of shaping the profession of dentistry and advocating for patients through leadership. Initially, he served the NH Dental Society as the Council on Government Affairs Chair for 5 years before ascending through the leadership ladder from 2006-10 culminating with becoming president of the NH Dental Society in 2010.

Following his year as president he was appointed to the American Dental Society Council on Ethics, Bylaws, and Judicial Affairs and served as chair in his final and fourth year on the Council in 2015. During his national leadership time, he also continued to serve the NH Dental Society as Long Term Delegate for 8 years 2011-2019. He was then appointed to serve from 2015 to 2019 as caucus chair of the ADA First District representing all 6 New England States. Following this he ran and was elected to the ADA board of trustees to serve from 2019-2023. While on the ADA BOT, he also served as compensation chair, ADA Business Enterprise Inc. as a board member, and a board member of the Innovation Advisory Committee. He has a tremendous calling to be at the tip of the profession fighting for oral healthcare so that everyone can have a dental home.

He resides in Concord with his wife, Dr. Laurie Rosato, and three children, Richard Jr, Colin, and Madison. He cherishes family time and enjoys golf, the Boston Bruins, and car rides with his labradoodle Roma.

Protecting the Waterline for Infection Control

David Carsten, DDS, is a dentist anesthesiologist. He has a BS in Biochemistry from Washington State University, with a background in Medical Bacteriology and virology. His DDS is from the University of Washington. He has 5 publications in the scientific literature. He received the Award of Distinction in Continuing Education from the Academy of Dentistry International in 2005.

He lectures often, internally and externally, on many topics. For example, Dave did more than 30 lectures regarding the COVID-19 pandemic from 10 January 2020 to the present and has consulted dentists and entities regarding mitigation.

He is an Assistant Professor in Hospital Dentistry at Oregon Health Sciences University, General Practice Residency program. That program focuses on patients that fall within the broad definition of special needs and are thirteen years old or older. He was on the ADA Steering Committee for the DLOSCE. He mentors the interdisciplinary lecture group at OHSU, the Tilikum Crossing Seminar Series. He is a Chair for the Department of Health, Washington State Dental Commission, also chairing the Infection Control Committee. Dave lives in Vancouver with his wife, Sharon, his son, Davin, and their dog, Kiki. He has been a member of the Spiritual Care Team at Salmon Creek Legacy Hospital since 2012.

Dr. Jeanette MacLean has been in private practice as an Owner for 20 years. As an appointee to the American Academy of Pediatric Dentistry’s Speakers Bureau and has provided lectures across the United States, Canada, and Mexico, as well as webinars viewed in over 40 countries.

Dr. MacLean graduated summa cum laude with a Bachelor of Science in Chemistry from Northern Arizona University in 1999. She received her dental degree, with honors, from the University of Southern California in 2003 and completed her specialty training in pediatric dentistry in 2005 at the Sunrise Children’s Hospital through the University of Nevada School of Medicine.

Dr. MacLean is a Fellow of the American Academy of Pediatric Dentistry, Fellow of the American College of Dentists, Fellow of the Pierre Fauchard Academy, and Diplomate of the American Board of Pediatric Dentistry. Her research has been published in the journals Pediatric Dentistry, the Journal of Clinical Pediatric Dentistry, the British Dental Journal, and Compendium. She has been featured twice in the New York Times:

She is also an active member of the Central Arizona Dental Society, the Arizona Dental Association, the American Dental Association, the Arizona Academy of Pediatric Dentistry and the American Academy of Pediatric Dentistry.

She is married to Timothy Budd, an attorney, and they have a son, Charlie, and a daughter, Sabrina. She has donated her time to underprivileged children both locally and in Mexico, Belize, and Costa Rica, and has been honored for her volunteer work and humanitarian achievements. She speaks conversational Spanish, and her interests include party planning, crafts, Jazzercise and all things Disney. She is also active in Local First Arizona, the Arizona Dental Associations’ AHCCCS Subcommittee and Women in Dentistry group.

Dr. Heber Simmons, Jr. attended the University of Mississippi and was a member of the Sigma Chi fraternity. He received his DDS degree from the University of Tennessee College of Dentistry in 1957. Dr. Simmons served in the U.S. Army Dental Corps for three years at Fort Knox, Kentucky, attaining the rank of captain. He received his Master of Science in pedodontics degree from the University of Tennessee College of Dentistry in 1962 and subsequently was in private practice in Jackson, Mississippi for 57 years. Dr. Simmons has been a member of a host of organizations, including the American Academy of Pediatric Dentistry, the American Dental Association and its affiliates, as well various related professional organizations. He's a Fellow in the American and International College of Dentists, OKU, and the Pierre Fauchard Society. He has served as a delegate to the ADA House of Delegates, on the Council of Dental Practice of the ADA, and was the ADA's fifth district trustee representing Mississippi, Alabama, Georgia, and Florida from 1989 to 1993. Dr. Simmons is a past president of the AAPD and various other organizations. He received the AAPD Distinguished Service Award in 1997. As of 2024, that award is now known as the Dr. Heber Simmons, Jr. Distinguished Service Award. In 2017, the University of Tennessee College of Dentistry established the Heber Simmons, Jr. Endowed Professorship in Pediatric Dentistry in honor of his exceptional service to the profession. He served as a delegate in the ADA’s House of Delegates from 2008 to 2019 and was a consultant to the Council on Dental Wellbeing Advisory Committee from 2007 to 2018. He also served as the vice chair of the Council on Dental Benefit Plans. In 2010, he received the ADA’s Golden Apple Award, the highest award bestowed by the Association, for outstanding leadership in mentoring.

Dr. Kessler served as president of the Colorado Dental Association from 2014 to 2015 and was instrumental in the formulation and implementation of an adult Medicaid dental benefit in Colorado.

Dr. Kessler speaks nationally on well-being and leadership topics to help dentists live their best lives. Dr. Kessler has received fellowships from the American College of Dentists, the International College of Dentists and the Pierre Fauchard Academy. He has testified before both the U.S. Congress and Colorado state legislature in an effort to help enact laws that serve the profession and the public.

Dr. Kessler graduated from the University of Illinois at Chicago College of Dentistry in 1995. He completed his general practice residency at Northwestern Memorial Hospital in 1997. Dr. Kessler is an accomplished endurance athlete and competes in events across the country. After a short stint in private practice, Dr. Geneser took on a full-time academic role at the University of Iowa in 2011.

Dr. Geneser served as graduate program director at the University of Iowa Department of Pediatric Dentistry from 2012-2019 and currently directs the undergraduate clerkship experience for dental students. Dr. David Tesini recently retired after 45 years from the private practice of Pediatric Dentistry and Orthodontic in Natick and Sudbury, Mass. He received his D.M.D. and MS at Tufts University School of Dental Medicine and completed his Fellowship in Pediatric Dentistry at the Boston Floating Hospital for Children. He holds a Fellowship in Dental Surgery from the prestigious Royal College of Surgeons, Edinburgh, Scotland. He was a member of the Board of Trustees of the American Academy of Pediatric Dentistry and served as its Parliamentarian. Dr. Tesini was the 2016 AAPD recipient of the Merle C Hunter Leadership Award and currently serves on the Lowe Syndrome Association (LSA) Medical Advisory Board.

His entrepreneurial endeavors extend to developing ergonomically designed baby products in the soothing and feeding categories i.e. such as pacifiers, teethers and baby bottles; he holds over a dozen US patents. His most recent research endeavors involve development of smartphone applications which allow parents to biometrically size pacifiers and for pediatric dentists to non-invasively diagnose non-syndromic mandibular retrusion in infants and toddlers.

When he is not repairing cuckoo clocks, Dr. Tesini can be found with his wife Bernadette at his Prosecco Vineyard in Northern Italy.

After graduation from dental school, Dr. Papineau completed his pediatric dental residency at Cincinnati Children’s Hospital Medical Center in Cincinnati, Ohio. He currently lives in Indianapolis where he has owned and run a successful private practice for the last decade. Bio:

Dr. Michael Webb grew up in the Chicago area and attended DePaul University before obtaining his DDS from Northwestern University. He then completed a certificate in pediatric dentistry at Children’s Hospital of Pittsburgh and a certificate in dental anesthesiology at the University of Pittsburgh School of Dental Medicine. In addition to his clinical training Dr. Webb has a certificate in Health Care Administration, a Master’s in Education with a concentration in Adult Learning and recently competed a Graduate Certificate in Health Professions Education at East Carolina University.

He previously taught at Baylor College of Dentistry where he was the Graduate Program Director and the Chief of Dental Services at Children’s Medical Center of Dallas. He then was the Graduate Program Director in Pediatric Dentistry at Virginia Commonwealth University before opening a private practice that focused on office sedation and general anesthesia. Dr. Webb returned to academics in 2014 to become the Director of the Pediatric Dentistry Residency Program at the East Carolina University School of Dental Medicine. Dr. Webb was named Chair, Department of Pediatric Dentistry and Orthodontics and Dentofacial Orthopedics at ECU in January 2018. In July 2022, Dr. Webb was named the inaugural Jasper L. Lewis, Jr. Distinguished Scholar in Pediatric Dentistry at the ECU School of Dental Medicine.

Dr. Webb is currently an advanced life support emergency medical technician/attendant in charge with Forest View Volunteer Rescue/Chesterfield Fire and EMS which is part of an urban 911 EMS system. He holds EMT certifications in Virginia and North Carolina and has served as a field training officer for both patient care and emergency driving.

She is currently co-director of Cariology courses, and cariology discipline co-coordinator at UM. As a principal investigator, she has received research grants from NIH, CMS, foundations and industry. She was the 2007-2008 President of the Cariology Group of the International Association for Dental Research (IADR), the 2010-2011 Chair of the Cariology Section of the American Dental Education Association (ADEA), and the 2016-2020 President of the American Academy of Cariology. Dr. Dunleavy joined the University of Iowa College of Dentistry faculty in May 2022 as a clinical pharmacist. In her role she is responsible for managing the in-house Dental Pharmacy and teaching pharmacology to the dental students and residents.

By day, he was a practicing pediatric dentist for over 41 years. Jed is Board certified and is on the faculty at Case Western Reserve, Columbia University, and the University of Alabama, Birmingham. His primary academic interest is light curing and restorative materials in pediatric dentistry. He has always had a keen interest in technology, glass ionomers, and resin-modified glass ionomers, in particular.

However, Dr. Best is a passionate photographer 24/7. While we was always interested in photography, the introduction of digital catapulted his passion, becoming an obsession. It is as if he has an internal need to photograph, and now always carries a camera. As a self-described techno-geek, digital allowed both his right and left brains to work together which allowed him to express himself. Jed’s vision was now only confined by his heart, head, and eyes. Digital photography allowed him to unleash his imagination of the world no longer bound by the limitations of a commercial lab.

Photography has allowed Jed to share his vision by self-publishing several books. He has traveled to Africa, Cuba, and, uniquely, to both poles. The book that displayed those images is called “My Bipolar Experience.”

Dr. Weed is a totally blind and very brittle type I diabetic three-time Yale graduate, including his Ph.D. in Genetics earned in 2004. He also has master’s degrees earned at Princeton and Harvard. During his dissertation work he was an informal adviser on international policy on embryonic stem cell and human cloning research to the Acting Director of the National Institutes of Health.

After six years of post-doctoral work in bio ethics and medical education at Yale Dr. Weed became the Interim Associate Director of The University of Wisconsin-Madison’s $150 million Wisconsin Institute for Discovery which he helped launch in 2010-2012.

Matthew co-created one of the first methods for making electronic text available to the blind in 1990. He has worked with, and mentored, hundreds of student volunteer caregivers, many of whom are now in careers in healthcare and health policy. He is working with people at a variety of institutions to find cost-effective ways to lower the barriers to millions of elderly and disabled Americans’ ability to live independently and productively.

Matthew skis, kayaks, has completed a rollerblading marathon, and has traveled around the world—twice.

Among his other projects, Dr. Weed is an accessibility consultant for colleges and corporations. He completed a contract on web accessibility with the National Institutes of Health in 2021. He is also co-developing tools and techniques to help people who aren’t comfortable with technology learn how to use smart devices so they can become full participants in our information driven society.

Bio:

Amr M. Moursi, D.D.S., Ph.D. is Professor and Chair of the Department of Pediatric Dentistry at the New York University College of Dentistry and on the Medical Staff at the New York University Langone Medical Center and the Bellevue Hospital Center in New York.

Dr. Moursi completed his D.D.S. degree at the University of Michigan School of Dentistry, a pediatric dentistry residency at Children’s Hospital of Pittsburgh and then a Ph.D. in Craniofacial Biology from the University of California at San Francisco. He is a board-certified Diplomate of the American Board of Pediatric Dentistry. Dr. Moursi is also recipient of the Children’s Hospital of Pittsburgh Distinguished Alumni Award.

For the American Academy of Pediatric Dentistry (AAPD), Dr. Moursi currently serves on the Executive Committee as the President-Elect, as a Fellow of the Pediatric Oral Health Research and Policy Center, Liaison to the American Academy of Pediatrics, Director of the Comprehensive Review Course, and also as a National Spokesperson. He has received the Merle S. Hunter Leadership Award, and has been selected for both the AAPD Leadership, and the Advanced Leadership Institutes.

He has previously served the AAPD as Academic Trustee-at-large on the Board of Trustees, Regional Consultant on the Medicaid and CHIP Advisory Committee, Chair of the Global Interactions Task Force, Member of the Nominations Committee and President of the Ohio Academy of Pediatric Dentistry.

In his other service activities Dr. Moursi serves as an Examiner for the Royal College of Surgeons in Ireland and as a consultant to both the New York State and New York City Departments of Health. He is a former member of the Examination Committee of the American Board of Pediatric Dentistry. He also served as a Consultant and Pediatric Dentistry Review Committee member for the Commission on Dental Accreditation. Dr. Moursi has also served as an expert witness for the New York and New Jersey Attorney Generals’ offices and for the Office of the inspector General of the US Department of Health and Human Services.

Dr. Moursi’s research focuses on early childhood oral health and the integration of oral health in primary care. He has served as Principal Investigator on a number of federally-funded projects including grants from CMMI, HRSA and NIH. Including, a current NIH-funded multi-center clinical trial evaluating caries arrest using Silver Diamine Fluoride in pre-school children. He is the author or co-author of over 100 published articles, book chapters and policy briefs. Including serving as a contributor to the 2021 NIDCR Report Oral Health in America. He is also Editor of the textbook Clinical Cases in Pediatric Dentistry (2nd Edition, Wiley). Dr. Moursi has been an invited speaker at numerous state, national and international conferences and universities with presentations on variety of topics including Behavior Guidance, Early Childhood Oral Health, and Oral Health for Patients with Special Needs.

Dr. Moursi is Host of the Dental Health Show on Doctor Radio, SiriusXM satellite radio, and he and his department have been featured on NBC’s Today Show, ABC’s Good Morning America, CNN Headline News, Inside Edition, and on local New York City television and radio news programs, as well as several New York City newspapers.

In addition, Dr. Moursi has led teams of NYU faculty and students to provide pediatric dental training, education and care to underserved areas around the world including Tanzania,
Nicaragua, Alaska, northern Maine and upstate New York. He also maintains a private practice in New York City.

Dr. Carter grew up in Short Hills NJ and graduated from Millburn High School where she was on the tennis, fencing and lacrosse teams. She earned her BS in Molecular Biology from Haverford College, on the mainline of Philadelphia. Here, she was captain of the fencing team, Rookie of the Year and qualified individually for the NCAA tournament. She returned to New Jersey for Dental School at UMDNJ-NJDS (now Rutgers School of Dental Medicine) and was honored with earning the American Academy of Dentistry for Children Award, the Pierre Fauchard Award and others. Following graduation, she moved to New York City where she completed her Pediatric Dentistry Residency and served as Chief Resident at NYU College of Dentistry. She continued her training by completing an additional residency in Orthodontics and Dentofacial Orthopedics at NYU. During this time, she loved treating patients with special needs and decided to spend another year in advanced training. She completed the fellowship in Cleft, Craniofacial and Surgical Orthodontics at the world-renowned Institute of Reconstructive Plastic Surgery- NYU Langone Medical Center. After 9 years of training post college, she is one of a handful of doctors with this comprehensive advanced training in the country.

Following training, she taught at NYU, worked with her father, Dr. Robert W. Carter an orthodontist in Staten Island, NY and with Dr. Mitchell Bayroff in Summit, NJ for over a decade. She lectures locally and internationally on treating special needs patients, especially autism spectrum disorder and Cleft Lip and Palate. She recently spoke at the American Association of Dentistry’s Special Patient Care Symposium. She is frequently a guest on Sirius Radio Channel 110 “Doctor Radio” and has appeared on Inside Edition, WPIX, NBC Nightly News and Today.com. She is Past President of the Northeastern Society of Orthodontists (NESO), the third largest region in the American Association of Orthodontists (AAO). She is one of 8 people to serve on the AAO Council on Orthodontic Health Care. This group helps bring orthodontic care to children who need and can not afford braces. She also serves as the NESO’s Delegate Chair to the AAO House of Delegates, which is similar to our US Congress.

In her spare time, she loves playing with her toy poodle, Callie who is a certified therapy dog and AKC Canine Good Citizen. They volunteer through Morristown based Creature Comfort Pet Therapy to brighten lives. Callie is joining our office team on some days, too! Dr. Carter is an avid golfer and Bar Method enthusiast.

Dr. Jacob Lee earned his DDS from the University of Toronto. He completed his dental internship at the Hospital for Sick Children in Toronto, earned his diploma in pediatric dentistry at the University of Toronto Faculty of Dentistry, and was conferred fellowship by the Royal College of Dentists of Canada.

Dr. Lee was an associate professor at Loma Linda University School of Dentistry and was later the director of the graduate program in pediatric dentistry at the University of Minnesota. He also served as chairperson of pediatric dentistry at the University of the Pacific Dugoni School of Dentistry in San Francisco, the director of the USC pediatric dental residency program, and as the dental director of the Children's Dental Health Clinic at Miller Children’s Hospital, Long Beach Memorial Medical Center.

Dr. Lee is a graduate of the American Academy of Pediatric Dentistry Leadership Institute and has served the AAPD on numerous committees, including as the chair of the Graduate Students Research Awards and as coordinator of the academicians meeting at the AAPD Annual Sessions. In addition, he has organized and moderated the AAPD Practice Management Program. Dr. Lee has also served as the president of the California Society of Pediatric Dentistry, as a trustee of the Western Society of Pediatric Dentistry, and as the AAPD Western District trustee. He is a fellow of the AAPD and of the American College of Dentists.

Dr. Lee is presently clinical associate professor at USC School of Dentistry, directing the dental materials seminars for first-year pediatric dental residents. Incorporating his dental research and clinical experience, Dr. Lee has presented at numerous state, national, and international meetings. As a diplomate of the American Board of Pediatric Dentistry he recently completed afive-year commitment serving as a member of the ABPD Qualifying Examination Committee and as an examiner for the Oral Clinical Examination. He is a speaker in the AAPD Speakers Bureau, an AAPD Media spokesperson, and a member of the editorial board of Pediatric Dentistry. Currently he is serving as the co-chair of the Local Arrangements Committee of the AAPD Annual Sessions 2022, to be held in San Diego.

Dr. Brickhouse has a solid history of NIH, HRSA, Virginia Department of Health (VDH), industry and internal funding. Her NIH research funding has consisted of an R03 and K-award, in addition to multiple internal funding programs and VDH contracts. This provided the foundation of her work in children’s oral health disparities and successful achievement of promotion and tenure in 2008. In 2009, she became the Chair of the Department of Pediatric Dentistry at VCU

After a competitive submission process, the VCU Provost’s Office, she was named Director of VCU’s iCubed Transdisciplinary Oral Health Core. This core seeks to identify and remove the educational, political, psychological, social, and nutritional barriers to good oral health.

Her leadership roles have spanned multiple organizations such as President of the Virginia Academy of Pediatric Dentistry, then chairing the AAPD Council on Scientific Affairs, and serving on the AAPD Board of Trustees from 2017-2020. She currently serves on the American Board of Pediatric Dentistry’s Qualifying Exam Committee and as an OCE examiner. She also serves on the dental advisory committee to Virginia state dental Medicaid program.

In 2010, she help to initiate and build a statewide non-profit called the Virginia Oral Health Coalition. She served as the founding chair of its board until 2016. It has grown into a national recognized organization known as Virginia Health Catalyst where she currently serves as a board member and part of the Water Equity Task Force.

Jeffrey N. Brownstein, DDS, MeCSD is the senior partner at West Valley Pediatric Dentistry & Orthodontics, a multi-facility Pedo-Ortho group practice situated in the western suburbs of Phoenix, Arizona providing dental & orthodontic care for infants, toddlers, adolescents and adults with special healthcare needs. He is also a partner in Arizona Dental Anesthesia and Nebraska Dental Anesthesia, dental anesthesia groups providing mobile office-based care for pediatric and adult patients.

Dr. Brownstein completed his graduate dental training at the Medical College of Virginia/Virginia Commonwealth University and his pediatric dental specialty training at the University of Florida where he served as chief resident during his final year of training. Following his pediatric residency program, Dr. Brownstein completed an extensive Craniofacial Fellowship in the dental management of Cleft Lip & Palate in the Department of Pediatric Plastic Surgery at Washington University School of Medicine/St. Louis Children’s Hospital.

In 2009, after nine years of providing care in a private practice setting, Dr. Brownstein returned to the University of California at Los Angeles to further his training in the area of anesthesiology. After completing a year of medical anesthesia training at Harbor-UCLA, a major trauma center in Southwest Los Angeles, he was appointed to the position of chief resident in the Department of Dental Anesthesiology at the School of Dentistry at UCLA where he eventually attained his certificate in Dental Anesthesiology.

Dr. Brownstein is board certified and a Diplomat of the American Board of Pediatric Dentistry, American Dental Board of Anesthesiology and National Board of Dental Anesthesiology. He is an oral board examiner for the American Board of Pediatric Dentistry and is a clinical oral conscious sedation and general anesthesia permit examiner for the Arizona State Board of Dental Examiners. Dr. Brownstein was appointed by the American Academy of Pediatric Dentistry to a position on the AAPD Council on Clinical Affairs. He is a member of the Dental Patient Safety Foundation, a Surveyor for the American Association for Accreditation of Ambulatory Surgical Facilities, and a member of the Arizona State Board of Dental Examiners’ Anesthesia & Sedation Committee.

As a full-time clinician in private practice, Dr. Brownstein’s primary emphasis is in the area of pharmacologic management of special needs children and adults, while providing care in office, hospital, and surgical center settings. He is a Clinical Faculty Member at the Midwestern College of Dental Medicine and in the Department of Anesthesia/Dental Medicine at NYU-Langone Hospital. He helps to instruct oral and intravenous moderate sedation courses, provides medical emergency seminars, and is a certified Basic Life Support, Pediatric Advanced Life Support & Advanced Cardiac Life Support instructor.

Dr. Brownstein has authored and coauthored an array of published journal articles and textbook chapters on topics including craniofacial disorders, pediatric physiology and office-based general anesthesia. He also provides peer review for articles within the American Society of Dentist Anesthesiologists journal publication, Anesthesia Progress. He is actively involved in several ongoing clinical research at Midwestern College of Dental Medicine including projects focused specifically on improving the quality of pediatric sedation and general anesthesia.

Dr. Brownstein is a past president of the Arizona Academy of Pediatric Dentistry and is an active member of the American Dental Association, American Academy of Pediatric Dentistry, American Board of Pediatric Dentistry, Arizona Dental Association, Central Arizona Dental Society, Southeastern Society of Pediatric Dentistry, Western Society of Pediatric Dentistry, International Association of Pediatric Dentistry, California Association of Pediatric Dentistry, California Dental Association, California Pedodontic Research Society, Academy of Dentistry for Persons with Disabilities, American Society of Dentist Anesthesiologists, American Dental Board of Anesthesiology, Arizona Society of Dentists Anesthesiologists, American Dental Society of Anesthesiology, National Dental Board of Anesthesiology, California Society of Dentist Anesthesiologists, International Federation of Dental Anesthesiology Societies, Society for Ambulatory Anesthesia, Society for Pediatric Anesthesia, Arizona Academy of Pediatrics, Society for Pediatric Anesthesia, American Academy of Pediatrics, American Cleft Palate – Craniofacial Association, Special Care Dentistry Association, American Association of Hospital Dentists, Malignant Hyperthermia Association of the United States, and several local study clubs.

Dr. Brownstein was a past Bank Director on the Board of West Valley National Bank/Arizona Dental Bank, a community bank specifically dedicated to financing private medical and dental ventures throughout the state of Arizona. As an active member of the Arizona Special Olympics, Autism Speaks, Council for Exceptional Children, Make-A-Wish Foundation, and Federation for Children with Special Needs, Dr. Brownstein dedicates much of his free time advocating for the nearly 5 million school-aged special needs children living throughout the United States.

Dr. Brownstein is a second-generation pediatric dentist, and has spent a majority of his life, in one way or another, involved in the field of medicine & dentistry while working with special needs patients. For over thirty-years his father, Dr. Marshall Brownstein, served as Dean of Admissions & Student Affairs at both the Medical College of Virginia School of Dentistry and University of Nevada at Las Vegas School of Dental Medicine and is regarded nationally for his dedication to dental academics. While his mother, Dr. Marjorie Brownstein, obtained her doctorate in Special Education and focused her career on the education for this underserved population.

On a personal note, Dr. Brownstein’s wife, Dr. Sheri Brownstein, also a second-generation dentist, is an Associate Professor & Director of Preclinical Faculty at Midwestern University College of Dental Medicine in Glendale, Arizona.
