A 19-year-old central Washington man has been charged with first-degree murder in connection with the death of his father.

Benjamin Rodriguez of Outlook on Saturday was being held in the Yakima County Jail on a $250,000 bond.

Authorities arrested Rodriguez on Wednesday after responding to a report of an accidental shooting at a home and finding 43-year-old Jose Rodriguez.

He was transported to a hospital where he died. An autopsy found he had been shot in the head.

Benjamin Rodriguez told authorities they were staying at his grandparents' house and that Jose Rodriguez tried to break into a safe to get drugs.

When that failed, Benjamin Rodriguez said, his father went into a rage, shooting a gun from the porch, and told Benjamin to call police so there could be a shootout.

Benjamin Rodriguez said that instead he retrieved a .22-caliber rifle to deter his father, but shot him when his father pointed a gun at him.

There are three principal phases of a bull market: the first is represented by reviving confidence in the future of business; the second is the response of stock prices to the known improvement in corporate earnings, and the third is the period when speculation is rampant – a period when stocks are advanced on hopes and expectations.

There are three principal phases of a bear market: the first represents the abandonment of the hopes upon which stocks were purchased at inflated prices; the second reflects selling due to decreased business and earnings, and the third is caused by distress selling of sound securities, regardless of their value, by those who must find a cash market for at least a portion of their assets.

Charles Dow once wrote, “To know values is to know the meaning of the market.” That quote may surprise trend-followers and adherents of technical analysis, because Dow’s work is often squeezed into a caricature focusing on nothing more than confirmation and divergence across the Dow Jones Industrial and Transportation averages. But Dow’s actual views, best elaborated by writers like Robert Rhea and William Peter Hamilton, were actually about something much more fundamental: identifying the position of the market in its complete bull-bear cycle. That’s a concept that investors have forgotten, encouraged by the illusion that the Federal Reserve’s buying of Treasury bonds is capable of saving the world from any form of discomfort. That illusion is likely to prove costly.

Probably the most useful exercise we can do at present is to examine where the markets and the U.S. economy are in their respective cycles – with 19 charts and detailed analysis.

The recent bull market clocked in as the longest in history. Even if the September 20, 2018 peak in the S&P 500 was the final high, the preceding advance outlived the 1990-2000 bull market by nearly 8 weeks. Likewise, the current economic expansion is just 3 months shy of the record 10-year expansion that ended in early 2001, the unemployment rate is down to just 3.8%, the entire post-crisis gap between actual real GDP and the CBO estimate of potential real GDP has been eliminated, and the expansion has already outlived the previous runner-up, which ran from 1961 to the end of 1969.

Meanwhile, based on the valuation measures we find best-correlated with actual subsequent market returns across history, the current market extreme already matches or exceeds those of the 1929 and 2000 peaks. There’s little question that the market is long into what Rhea described as the final phase of the bull market; “the period when speculation is rampant – a period when stocks are advanced on hopes and expectations.”

As I’ll detail below, the economic expansion we’ve observed since the 2009 economic low has been a rather standard mean-reverting recovery, with a trajectory no different than could have been projected on the basis of wholly non-monetary variables. The primary effect of extraordinary monetary policy wasn’t to drive real economic gains, but instead to amplify speculation and contribute to wealth and income disparities. Wages and salaries as a share of GDP are clawing higher from the historic low set in 2011, but have only begun to erode the elevated profit margins on which Wall Street is basing its permanent hopes and expectations.

Aside from historic extremes in the valuation measures best correlated with actual subsequent market returns, one measure of these hopes and expectations is that in 2018, according to the Financial Times, 81% of U.S. companies that went public reported losses in the 12 months before their initial public offerings, matching the high-water mark set at the height of the dotcom bubble (h/t Hadi Taheri). It’s the same kind of spectacle that Rhea described nearly a century ago, when he wrote:

“Worthless equities were being sky-rocketed without regard for intrinsic worth or earning power. The whole country appeared insane on the subject of stock speculation. Veteran traders look back at those months and wonder how they could have become so inoculated with the ‘new era’ views as to have been caught in the inevitable crash. Bankers whose good sense might have saved the situation, had speculators listened to them, were shouted down as deconstructionists, while other bankers, whose names will go down in history as ‘racketeers,’ were praised as supermen.”

Still, while it was important to Dow, Rhea, and Hamilton to understand valuations, and to recognize the position of the market in the cycle, they were also carefully focused on the behavior of prices, particularly the uniformity of behavior between their primary indices of interest – the Dow Industrials and Transports. While our own measures of market internals focus on the uniformity of a much broader set of securities, it’s enormously instructive to consider several critical features of market behavior that they understood even a century ago.

  • First, market fluctuations exhibit cycles that move between periods of extreme optimism and periods of profound despair.

  • Second, the extremes of each cycle are characterized by unusually elevated or depressed valuations, and these valuations comprise the true “meaning” of the market for investors.

  • Third, the speculative pressure toward higher prices, and the downward pressure toward lower prices, can be largely gauged by the “uniformity” of behavior across various groups of securities.

  • Fourth, it is enough to identify prevailing conditions and respond to them as they change, without any need to predict the extent or duration of a subsequent market movement.

Consider the situation in mid-1929, when, as the market pushed to obscenely rich valuations, Hamilton acknowledged the uniform behavior of the Dow averages, while also carefully placing the advance in a full-cycle context. That uniformity suggested that investors had taken the speculative bit in their teeth, despite the fact that the bull market, in hindsight, would reach its peak only a few weeks later.

“It goes without saying that the stock market, which has advanced with merely secondary reactions for five years and eight months, is almost necessarily in the third or last stage of such a movement, where stocks do not carry themselves on the dividend return, for the most part, and where sanguine expectations of the future exercise a greater influence than immediate results. All that the averages say when they give such a bull point as that of June 29 [when the Dow averages breached their previous May highs] is that stocks are due for a further advance. They do not predict the extent of that advance.”

The 1929 peak occurred on September 3rd of that year, followed immediately by a steep, waterfall decline. Hamilton’s confirmation of a “turn in the tide” was published the next month, on October 25, 1929, the Friday before Black Monday. By then, the Dow was already 20% off its high (that’s what safety nets and tail-risk hedges are for). The Dow would lose an additional 86% before setting its final low in 1932.

We presently have a financially disfigured economic expansion that’s three months shy of the longest in history, where the unemployment rate is down to 3.8%, and the most reliable measures of stock market valuation again rival the hypervalued extremes of 1929 and 2000. In this context, to call for an immediate 50 basis point rate cut and a resumption of quantitative easing from the Fed seems a frantic strategy to keep a hypervalued market and two-tiered economic “prosperity” in suspended animation.

In a hypervalued market, we do not need to embrace market risk as a result of speculative pressures, but we have to defer an overtly bearish investment outlook on immediate market direction. All of this effort to jam the speculative bit back into the horse’s teeth requires us to adopt a rather neutral outlook here, until we observe fresh deterioration in market internals. Given the late-stage condition of the financial markets and the economy, my sense is that, as in 1929, they may just run this poor horse straight up and over the cliff.

We’ll respond to shifts in valuations and market action as they emerge, so forecasts aren’t actually necessary. Still, full-cycle risks have a way of emerging in ways that investors wholly rule out at market peaks. Glorious half-cycle market advances leave investors vulnerable to catastrophe, because investors hold contempt for anyone who suggests there may be a cliff on the other side of the mountain.

Still, recall that I openly anticipated the 2000-2002 collapse (which wiped out the entire total return of the S&P 500 – over and above T-bill returns – all the way back to May 1996), estimated an -83% loss in tech stocks at their March 2000 peak (which rather improbably matched the actual loss of the tech-heavy Nasdaq 100), and, after a constructive shift in early 2003, projected the 2007-2009 collapse (which wiped out the entire total return of both preceding bubbles – over and above T-bill returns – all the way back to June 1995). The distressing thing is that, from a historical perspective, all of those losses were rather run-of-the-mill cycle completions.

Understanding potential downside risk at a market extreme has a way of concentrating the mind. If I were to offer a guess, I’d suggest that regardless of whether the S&P 500 registers fresh near-term highs, investors should allow for the S&P 500 to be perhaps -30% lower by the end of 2019, on the way to losing an additional -50% of its remaining value over the rest of the down-cycle. That, after all, is how a market loses -65% of its paper value. That’s not so much a forecast as a base case. A -65% loss, unfortunately, would presently represent a run-of-the-mill cycle completion from current valuation extremes. As I observed at the 2000 peak, “If you understand valuations and market history, you know we’re not joking.”

... the investors at greatest risk in the coming years will likely be those who take solace from Fed easing in environments where valuations are extreme yet investors are inclined toward risk-aversion. It will be necessary to refrain from too negative an outlook when overvaluation is joined by speculative psychology, and also to refrain from too aggressive an outlook when reasonable valuations are still joined by extreme risk-aversion. In any event, I expect that responding systematically to valuations and market action, particularly the condition of market internals, will be sufficient to navigate whatever policy makers throw at the markets.

Mentre è in corso la scrittura del post, il prezzo delle azioni Credito Valtellinese registra un rialzo dello 0,85 per cento a quota 0,0715 euro che consente alla performance su base mensile della banca di aggiornare il suo attivo all'1,56 per cento.  La tendenza del Credito Valtellinese ad andare su Borsa Italiana oggi in direzione contraria rispetto al trend prevalente tra le banche è supportata dalla decisione di Moody's di migliorare la raccomandazione sulla solidità di Creval attraverso un upgrade del rischio di controparte a lungo termine. On January 10th, the market initiated the depicted bearish channel around 1.1570.

Since then, the EURUSD pair has been moving within the depicted channel with slight bearish tendency.

On March 7th, recent bearish movement was demonstrated towards 1.1175 (channel's lower limit) where significant bullish recovery was demonstrated.

Bullish persistence above 1.1270 enhanced further bullish advancement towards 1.1290-1.1315 (the Highlighted-Zone) which failed to provide adequate bearish pressure.

On March 18, a significant bullish attempt was executed above 1.1380 (the upper limit of the Highlighted-channel) demonstrating a false/temporary bullish breakout.

On March 22, significant bearish pressure was demonstrated towards 1.1280 then 1.1220.

By the end of last week, a bullish Head and Shoulders reversal pattern was demonstrated around 1.1200.

As expected, this enhanced further bullish advancement towards 1.1300-1.1315 (supply zone) where recent bearish rejection is being demonstrated now.

Short-term outlook turns to become bearish towards 1.1280 (61.8% Fibonacci) where price action should be watched cautiously.

For Intraday traders, the price zone around 1.1280 stands as a prominent demand area to be watched for another valid BUY entry if enough bullish rejection is expressed.

On the other hand, bearish breakdown below 1.1280 opens the way for further bearish decline towards 1.1250-1.1235.

Trade recommendations :

Conservative traders were suggested to have a valid BUY entry around 1.1235. It's running in profits now.

TP levels to be located around 1.1320 and 1.1440. SL should be advanced to 1.1270 to offset the associated risk.

I installed Office 2007 on my laptop. This was for me an upgrade from Office 2003 and the upgrade went beautifully. It launches by asking you for the Office key right at the beginning and you can copy and paste the entire key in at once as it is a single textbox (which is a nice feature). You can also provide the key later and just install Office directly without this key. From there, you are provided two buttons - Upgrade and Custom. For kicks, I pressed the Custom tab to see what it was installing and you could also see how the install was going to occur. It was interesting to note that it seems it is not doing an actual upgrade of Office 2003 - but instead, does an uninstall of Office 2003 (saving your files and settings of course in the process) and then doing a new install of Office 2007.

The results? Outstanding and completely worth the upgrade! I love the Ribbon approach and I am of the opinion that all application styles will change over the next few years to incorporate this feature to be the norm. The reason I think this is that end users using Office will learn to use the Ribbon feature and will then come to expect this functionality in the other products that they use each and every day. In fact, Infragistics realizes this as well and is already providing a Ribbon control for your Windows Forms applications and the other control vendors are also jumping on the bandwagon. Really, wait till the product managers, end users, and others start using this and when those guys start designing applications and feeding requirements into development, they will be asking for a Ribbon control functionality.

The other and by far the best product of the Office 2007 suite is Outlook 2007. Really, that is the application that most people spend their entire day in and by far the first feature I have gravitated to is the To-Do Bar:

This bar, on the right, shows the calendar, your next three appointments and all the emails that you have marked for Today, Tomorrow, This Week, Next Week, and more. You can also type tasks in as you get them and have them appear in the Today section. Talk about keeping me organized! I love it. I didn't use the past Task section of Office 2003 because it wasn't in my face as the To-Do Bar is. I now can't live without it.

The strangest thing started happening. Every appointment that is tracked in Outlook to CRM record is changing time. I noticed the other day that Tracked appointments in Outlook now show in a dark blue color. Not sure if this is by design or I can change a setting, not a bad idea. But the important issue is these any appointments that were synced to CRM from Outlook as of 2 days ago keep moving forward in time. It seems that each time Outlook syncs to the Server, the time changes again. Any ideas?

Amid a rising legislative chorus demanding a halt to corporate buybacks (an activity which was illegal until 1982), with Congress realizing that most of the funds released by Trump's tax cut and offshore tax repatriation were used not for capex or hiring but merely to levitate stock prices, last week Goldman's chief equity strategist published the most "inspired" defense of buybacks, in which he said that from a portfolio strategy perspective, "the potential restriction on buybacks would likely have five implications for the US equity market: (1) slow EPS growth; (2) boost cash spending on dividends, M&A, and debt paydown; (3) widen trading ranges; (4) reduce demand for shares; and (5) lower company valuations."

Or, as we summarized it, if Congress were to ban buybacks, it would likely crash the market. Hence Goldman's increasingly vocal defense of corporate buybacks, which incidentally are the biggest source of stock demand in the past decade.

Then, just a few days later, Goldman - clearly worried that the anti-buyback push is gathering steam in Congress - published yet another research report discussing the "Buyback Realities", in which it paradoxically tried to mitigate the role buybacks have on price formation and capital misallocation just one week after it explained how banning buybacks would have disastrous consequences for stocks.

Of note, one of the charts in the defensive report had the following informative summary on the history of buybacks, in which Goldman explained that "in the past buybacks were not illegal [ZH: they were illegal prior to 1982] but were typically avoided because US companies feared government charges of market manipulation." As a result, for decades US companies returned cash to shareholders almost exclusively via dividends, and from 1880 to 1980, the dividend payout ratio averaged 78% of earnings (companies also had the option to repurchase shares via tender offers, in which they would buy a certain amount of shares at a pre-determined price/time, however the price moving impact of such operations was virtually nil).

Then, everything changed in 1982 with the passage of Rule 10b-18, which provided companies a safe harbor against charges of market manipulation when repurchasing their shares.

In short, buybacks were illegal until 1982 for a reason - market manipulation - and then they gradually became mainstream, with  stock buybacks and dividends rising to 90% of the cumulative payout ratio of S&P 500 earnings in the 2002-2018 period. The cherry on top: in 2019, Goldman forecasts companies will spend a record $940 billion on buybacks (with $1.1 trillion in buyback announcements) up 16% from the prior record hit in 2018.

Some more staggering context: since the 2008 financial crisis, the S&P 500 companies have repurchased about $5 trillion of their own shares, which represents approximately 20% of the current market capitalization.

So while it remains to be seen if Congress will ban buybacks, one thing is certain: as Goldman's David Kostin cautioned last week, without company buybacks, demand for shares would fall dramatically, for one simple reason: repurchases have consistently been the largest source of US equity demand. Since 2010, corporate demand for shares has far exceeded demand from all other investor categories combined. Net buybacks for all US equities averaged $420 billion annually during the past nine years. In contrast, during this period, average annual equity demand from households, mutual funds, pension funds, and foreign investors was less than $10 billion for each category – despite the fact these categories collectively own 83% of corporate equities. Buybacks represented the largest source of equity demand in 2018. This is shown in the table below.

Then, overnight, Kostin reiterated this point, saying that "buybacks remain the largest source of net demand for US equities. Other ownership categories have been generally reducing equity exposure, including mutual funds."

What this means is the following: with buybacks having become the most important marginal buyer of stocks, the one trading desk that dominates the daily flow of buybacks - which amount to just under $3 billion in gross purchases each and every day - has more influence on the overall market than even the NY Fed. And the person who controls that trading desk will be the most powerful person on Wall Street.

Meet Neil Kearns.

Kearns, a name few have ever heard of - certainly not a name on par with Stevie Cohen, Israel Englander, Larry Fink, Lloyd Blankfein, Jamie Dimon, Bill Dudley or any other hedge fund billionaire that is part of the Wall Street folklore - is the head of Goldman Sachs’ corporate trading desk: the desk the executes hundreds of billions in corporate buyback orders for clients all around the world. And with Goldman sporting the largest buyback trading desk on Wall Street, it wouldn't be a stretch to say that - with the fate of the stock market in the hands of corporate buybacks - Neil is the most powerful man on Wall Street right now.

In its latest "Top of Mind" publication, Goldman sat down with Kearns, this "master of the buyback universe", to address the size, impact, and outlook for US share repurchases. Since Neil is the man that sees more buyback dollars executed in any year than anyone else, he is just the right man to answer all buyback related questions.

Q: How large is the corporate bid in the stock market?

A: US corporates have been the largest net buyers of US equity for the last decade, repurchasing $5tn+ since the financial crisis. Last year, roughly $1.1 trillion of repurchases were authorized, with about $900 billion actually repurchased. As a share of the overall trading footprint, that’s around 6-7% of average composite volume, which might be viewed as a slightly underwhelming number. But companies repurchase stock under rule 10b-18, a safe harbor enacted by the SEC in 1982 to provide companies an affirmative defense against accusations of stock price manipulation. This rule provides volume, timing and price limitations on how companies buy back stock. Pulling out the non-eligible volume, the trading footprint increases to about 10% on average, and into the teens during market weakness.

Q: What is the major driver of volatility in share repurchases?

A: The largest driver of share repurchase volatility is broader equity market performance. In particular, the corporate bid tends to  become more aggressive in a falling market as fundamental investors move to the sidelines. In periods of extreme dislocation, like we witnessed at the end of last year, repurchase activity can temporarily spike by multiples of average levels, as companies take advantage of attractive price points/valuations, and which may ultimately also have a secondary effect of tempering price volatility. That said, companies are cognizant of their trading footprints and generally aim to be less than 10% of trading volume.

Q: How much seasonality is there in share repurchases?

A: There is not a great deal of seasonality. Q1 tends to be the lightest quarter of activity—about 23% of total annual notional— given that companies have the least visibility on what earnings will look like that year. Q2 tends to be a little bit more active at  around 24%, while the last two quarters average around 26 to 27%, as companies feel more confident in repurchase levels given greater clarity on earnings strength/cash flow generation in the second half of the year.

Q: We are in the midst of a blackout window for share repurchases, which occurs four times a year around quarterly earnings. Does that mean companies can’t buy stock?

A: No. The other rule relevant to share repurchase programs is 10b5-1. The SEC enacted this rule in 2000 to provide senior executives, who have a desire to sell equity, an affirmative defense to any charge of insider trading, by adopting a written plan to sell at a time when they are not in possession of material non-public information (MNPI). The plan is a written contract between the individual and their broker, and contains very specific instructions on trade dates, sale parameters, etc. Though the plan may extend through a blackout window when the individual possesses MNPI, because it’s ultimately on auto-pilot, the executive is protected. Companies have applied this same safe harbor to buyback programs, enacting plans before the blackout window that will run on auto-pilot during the window. Very little public information is available on 10b5-1s, but an internal analysis of 350 companies suggests that approximately 85% of companies utilize them to continue to purchase stock during closed windows. Companies do tend to be more conservative than in the open window (when they have access to real time information); we observe a notional spend reduction of ~30% during the blackout window.

Q: How do companies judge the success of their stock repurchase programs?

A: From an execution standpoint, most companies judge the success of their program by comparing the average price at which they’ve purchased their shares on any given day, to the volume weighted average price (VWAP)—a daily benchmark that is readily available on Bloomberg. If their purchase price is below VWAP, they’ve “saved” money. Given the billions of dollars spent annually on share buybacks today, senior management and more frequently, corporate boards, have become increasingly focused on execution performance versus the daily benchmark, in some cases adjusting the structure of their program to specifically achieve this. In my view, this narrow focus on daily VWAP has the potential risk of missing more attractive valuation opportunities.

Q: How would you judge investor focus on stock buybacks today?

A: Focus from the buy side community is at an all-time high, with investors frequently questioning whether the very strong corporate bid we’ve observed over the past decade will persist, and looking at this as a potential harbinger of equity market performance. But if investors are looking to share repurchases for market direction, they are probably one or two quarters behind; corporate earnings drive share repurchases—not the other way around.

Q: Do you see any evidence that the corporate bid is diminishing, especially given increased focus in Washington, DC?

A: Not currently. Share repurchase authorizations are up approximately 13% yoy, which is remarkable given the surge in buybacks last year. And more broadly, the US economy continues to do reasonably well, the Fed appears to be on pause, and US-China trade negotiations are moving in the right direction. So we have little reason to believe that US corporates will not continue to generate strong free cash flow, which, as I mentioned, has historically been the primary driver of stock repurchases.

A strong upper level trough and surface low pressure system will move from central Texas to eastern Arkansas Saturday afternoon through Sunday morning. An accompanying cold front will race across the central Gulf Coast. Warmth, humidity, instability and wind shear are all supportive of severe thunderstorms and these ingredients are in larger supply than they were last weekend when two tornadoes touched down in the 13 Parish, 3 County WBRZ Weather forecast area. We need to be prepared for this event as the potential for nasty storms is much higher than usual.

Showers and thunderstorms will start firing during the late afternoon hours on Saturday and will quickly intensify into the evening hours. Initially, individual storm cells or clusters will develop before gelling into a squall line late.

The Storm Prediction Center outlook has placed the northwest corner of the local forecast area in an unusual and significant 4/5, &ldquo;moderate risk&rdquo; for severe thunderstorms. This means that within the outlook area widespread severe thunderstorms are likely. Statistically, there is a 45 percent chance of experiencing a severe thunderstorm within 25 miles of any given point in that outlook area. The remainder of the area is in a 3/5 &ldquo;enhanced risk&rdquo; for severe weather where numerous severe thunderstorms are possible. Statistically, there is a 30 percent chance of experiencing a severe thunderstorm within 25 miles of any given point in that outlook area.

The main threats from any severe thunderstorms will be damaging wind gusts and tornadoes. The most likely timeframe for storms to turn severe will be late Saturday afternoon and evening. More specifically, we are targeting 4p Saturday to 1a Sunday for the worst weather.

Heavy rain is not expected to be a major problem in this scenario since the storm system is a fast mover. Downpours may occur with storms, but total amounts should be manageable.

The threat for strong storms will quickly end from west to east early Sunday morning, likely before dawn. Sunshine and cooler temperatures are anticipated for Sunday afternoon. Quiet weather will persist through Tuesday.

The World Bank expects Iraq's economy to improve gradually

The World Bank Fund predicted that the economy will continue to weaken in the first half of 2019 and that growth in 2019 will slow by 0.7 percent of the global economy, while the Bank expects the Iraqi economy to gradually improve after the severe economic pressures of the last four years.

The global economic growth rate fell to 3.6 percent in 2018 and is expected to continue to decline to 3.3 percent in 2019.

The general economy has started a weak start and is expected to rise in the second half of the year as inflationary pressures ease as the outlook for trade tensions improves. Between the United States and China with the emergence of the prospects of the trade agreement and the efforts of major central banks to facilitate the economy.

At the domestic level, the bank expects the Iraqi economy to gradually improve after the severe economic pressures of the last four years. Real GDP growth is estimated at 0.6 percent in 2018, thanks to a marked improvement in security conditions and rising oil prices, reversing a 1.7 percent contraction in 2017. The non-oil economy saw rapid growth with a growth rate of 4 percent, Oil production slightly lower than in 2017 in line with the OPEC agreement.

Recently, the Iraqi economy has received a boost of confidence in the signing of several trade agreements with neighboring countries. Reconstruction efforts are proceeding at a moderate pace. Inflation remained low at 0.4 percent in 2018, but slightly higher than in 2017 due to rising domestic demand as well as rising food and transportation costs.

The economic outlook has improved due to higher oil prices and improved security, but restrictions on capital spending will hinder accelerated growth driven by recovery.

Growth is expected to rise to 8.1 percent in 2020, mainly due to higher oil production, with the OPEC agreement ending in mid-2019. Non-oil growth is expected to remain positive on the back of increased investment needed to rebuild the nation's devastated infrastructure network and consumption Private investment.

However, the recently approved 2019 budget represents a significant increase in recurrent spending. Unless there is a major reorientation in the fiscal policy of the comprehensive recovery approach, there will be limited fiscal space to support post-war recovery and long-term development. Rising spending, coupled with falling oil prices, would raise the projected budget deficit by 5.4 percent of GDP in 2019 before cutting it to around 3 percent in 2020-2021. Lower oil prices and increased imports would translate the balance of current transactions into deficits, partially financed by international reserves. link

          MailR SMTP Setup (Gmail, Outlook, Yahoo) | STARTTLS      Comment   Translate Page      
The mailR package allows you to easily send e-mails with R, but you need the right mailR SMTP settings. Getting the SMTP settings just right to establish a connection to e-mail hosts like Gmail, Outlook, or Yahoo can be challenging. This is especially true when there are some settings you need to change on the host side to make everything work. In this post, I'll show you how to connect to the major e-mail providers such as Gmail, Outlook, Yahoo, Hotmail, and AOL. For each host, you'll get the SMTP host name, ports and login requirements. In addition, I'll show you how to deal with STARTTLS, the default secure communications protocol used by many major e-mail providers for SMTP. Incidentally STARTTLS is not supported by mailR as of (v0.4.1). To get mailR to work with these services, you'll need to alter your account settings to allow communication with “less secure apps”. Objective: Review Major Webmail Hosts Generic mailR SMTP Settings (SSL and TLS) Using R-mail to connect to major Hosts (STARTTLS) Possible Fix for mailR package Context – the mobileTrigger package Major Webmail Hosts If you want to send e-mails with R, and you use a webmail provider this article should get you moving in the right direction. To start, you need to know that outgoing e-mail is handled by SMTP servers. SMTP services are typically hosted by your internet service provider, website host, or other web-based services like search engines. While I can't cover all cases, this article will cover the generic mailR setup for SSL and TLS SMTP settings. SSL and TLS are secure e-mail transfer protocols. After discussing the general SMTP setup, we'll cover how to setup mailR for the big 5 webmail providers. Generic mailR SMTP Settings (SSL and TLS) To send e-mails with the mailR package, you use the send.mail() command. Here is a generic example: require(mailR) send.mail( from="[from email address]", to = "[to email address] ", subject = "The Subject line", body = "The message you want to send", smtp = list(host.name = "some.smtp.server.com", port = [PortNumber], user.name = "[from email address]", passwd = "[YourPassword]", #ssl = T #tls = T), authenticate = T, send = T ) Looking over the code, you see that several details are needed to send an email. Most important to our discussion are the SMTP settings starting on line 6. Usually you can find the SMTP details by searching for “SMTP and [whoever is hosting your mail service….]. Here is a quick summary of the most important arguments, you need: host.name : string, the name of the server you are trying to connect to (e.g., smtp.gmail.com) port : number, generally 465 (SSL) or 587 (TLS) user.name: string (email address), most often this is the e-mail address you are sending from. passwd: string, the password you use to sign into the mail server Security arguments TLS or SSL: If you choose the incorrect security protocol, the SMTP server may deny your request. Most of the major webmail providers support TLS. In my experience, establishing communication with an SMTP server is either SSL or TLS. If you are using SSL, the port number is usually 465 and for TLS the port is usually 587. Even so, it's very easy to get hung up on the server details… Especially, when you try both and it doesn't work. This is most common with the major webmail services (e.g, Gmail, Yahoo, etc), because they use a different protocol by default, STARTTLS. STARTTLS isn't supported by mailR but there are options. More on this below. Connecting to the Major Webmail Services (Gmail, Outlook, Yahoo, etc.) So, who are the major webmail services? My determination of the big 5 e-mail services was not particularly scientific. The best piece of data I found reporting the proportion of e-mail domains used was "List of most popular email domains” from 2016. Along with some other searches, it looks like the big 5 e-mail providers were “webmail” providers. Here is the shortlist Gmail Outlook Hotmail AOL Yahoo As mentioned in the previous section, some of these providers use STARTTLS. If they do, all your SMTP settings could be correct in your send.mail() command, and your connection will still be rejected by the SMTP server. In the table below, I've summarized the connection details for the major webmail providers and indicated which use STARTTLS. Provider host.name port SSL or TSL Uses STARTTLS R Snippet gmail smtp.gmail.com 587 TLS YES Code Outlook smtp.office365.com 587 TLS NO Code Yahoo smtp.mail.yahoo.com 587 TLS YES Code Hotmail smtp.live.com 587 TLS NO Code AOL smtp.aol.com 587 TLS YES Code ionos (my webhost) smtp.ionos.com 587 TLS NO Code Now, just because Gmail uses STARTTLS doesn't mean you can't use mailR. You can. But, there is an extra step required, and we'll discuss that in the next section. Dealing with STARTTLS Great, so you've got your sever details all set but the connection isn't working. The issue is likely that your host is using a STARTTLS security protocol. As of mailR (v0.4.1) STARTTLS isn't supported. One way to overcome the issue is to use your e-mail host's “less secure apps” option. Warning: using the “less secure apps” option will lessen your account security. So, change this setting with caution. Below is a quick summary of the types of errors I've encountered with Gmail, Yahoo, and AOL due to STARTTLS. Also, I've provided you with a direct link to the page where you can enable the “less secure apps” option, and some visuals describing where to make the necessary change. Gmail mailR(javamail) ERRORS: [1] org.apache.commons.mail.EmailException: Sending the email to the following server failed : smtp.Gmail.com:587 [2] Caused by: javax.mail.AuthenticationFailedException: 535-5.7.8 Username and Password not accepted. So, there is definitely an opportunity for improvement. Hotmail During the preparation of this article, I setup a Hotmail account and tried to send an e-mail using the mailR package. I got an error on the first attempt that wasn't STARTTLS related. Summary In this article, we learned how to get the mailR package to work with some of the major webmail providers including, Gmail, Outlook, and Yahoo. For each of these providers, the critical SMTP parameters in mailR's send.mail() command was given. You also learned that while all your SMTP settings may be correct, communications with the SMTP server can still be revoked if the provider uses the STARTTLS protocol. Examples of webmail providers that use STARTTLS included Gmail, Yahoo, and AOL. We wrapped up by showing how to get around this issue by changing the host-side settings concerning “less secure apps”. The caution is justified, even though in some respects the outlook is less gloomy than the Fund suggests. For a start, there are some tentative signs that activity has bottomed out. The removal of the threat of higher interest rates from central banks has provided a boost to confidence. A substantial package of tax cuts and spending increases has arrested the growth deceleration in China. Two of the threats highlighted by the IMF in its world economic outlook – a full-blown trade war between China and the US, and a disruptive Brexit – look less serious than they did a month ago.

We are currently seeking a **Project Coordinator Trainee** to join our Asplundh Construction, LLC team in the Street Light and Traffic Signal Construction and Maintenance Department. **Essential Functions:** + Primary Function is to assist with coordinating work flow on multiple state and city projects. + Initiate and manage utility locate requests. + Collect, audit and input completed job quantities from the field forepersons. + Create and distribute customer invoices. + Manage the material submittal process. + Process subcontractor and material invoices. + Provide daily communication with the client’s representatives. + Receives and interprets orders by the General Foreperson and coordinator of utilities. + Participates in company training of all regional safety guidelines and is required to perform all work by the regional safety policies. + Enforces safety practices and obtains permission from property owners to perform work. + Responsible for the maintenance and accuracy of records. + Assists with accident reports and incident investigations. + Responsible for job cost control. + Confers with customers, property owners, general public, other contractors and representatives of utilities and governmental agencies. + Meets with General Foreperson, Supervisor, Safety Representatives and others. + Employee will be exposed to hot and cold environments, poisonous plants or reptiles, and stinging insects. + Working hours are typically 10 hours per day. + Will have contact with public and private property owners to communicate work to be performed. + Works around hazardous equipment. + All other duties as required or requested by Supervisors. **Minimum Requirements:** + Must have average experience with Microsoft programs (Word, Outlook and Excel) + Must be able to safely enter and exit excavations when necessary + Must be able to identify the hazards on the job. + Must have cognition to solve problems. + Must be able to read & follow prints. + Must be able to visualize the job build + Must wear Personal Protective Equipment such as a Hard Hat, work gloves, eye protection, and FR clothing at a minimum when working on the ground. + Must be able to follow directions, work safely & productively + Must have a valid Driver’s license. + Must pass a background check and pass a motor vehicle records check. + Must be able to pass a DOT physical in order to obtain a DOT medical card. + Must be able to withstand exposure to all kinds of weather while completing work assignments, i.e., rain, heat, sun, cold. + Must be able to traverse various terrains. + Must be able to communicate with others. + Must have sufficient eyesight to judge distances and coordination to get and use the appropriate equipment and tools. + Must have transportation to and from the show up location. + Must be able to pass a pre-employment drug screen. + Must be able to pass a background check. **Physical Requirements:** **R** arely = less than 10% **O** ccasionally = up to 33% **F** requently = up to 66% **C** ontinuously = 67% to 100% Individuals must be able to perform the essential functions of the position with or without a reasonable accommodation. Как передаёт РИА Новости со ссылкой на специализированные компьютерные издания, в распоряжении взломщиков оказались названия папок, оглавления сообщений и электронные адреса пользователей, которые вели переписку. При этом к содержанию писем хакер доступ получить не смогли.

При этом в компании пояснили, что точно пока не знают, с какой целью могут быть использованы полученные хакерами данные. В этой связи в Microsoft предлагают пользователям Outlook срочно сменить пароли, так как утечка данных может привести к рассылке фишинговых писем и спама.

Mumbai: Trade tension between the US and China, uncertainty around Brexit and slowdown concerns have prompted investors globally to look for safe investments, one of which has traditionally been gold.

In this backdrop, experts say that gold prices in India are set to gain further, ahead of the upcoming wedding season.

"The recent revision of the global growth forecast to 3.5 per cent, from 3.7 per cent, by IMF further made investors watch out for the yellow metal and other risk investment assets. With the wedding season coming into the picture, physical demand for the metal shall keep the prices up," said Vinod Jayakumar of Karvy Commodities.

For consumers in India, gold as an asset class is normally from a consumption perspective rather than from returns, Prathamesh Mallya of Angel Broking told IANS.

While election may be a cause of uncertainty, Mallya said that neither gold consumption in India, nor the outlook towards gold from a prices perspective, is impacted by any change in government.

Other major factors that have pushed the prices higher in the past are global slowdown concerns and the dollar-rupee equation.

Economic indicators are already signaling a slowdown, which may worsen due to the uncertainty around Brexit.

"Gold prices are already gaining momentum with these kinds of issues and have seen a very strong start in 2019, so far," said Vandana Bharti of SMC Global Securities.

"Recently, the rally in gold was majorly fueled by the investment demand though we saw the trend has changed and the traditional physical buying has again come in demand."

Moreover, inflows into global gold exchange-traded funds ( ETFs) are picking up gradually and may give further boost to the prices, Bharti added.

Experts also said the prime factor behind the surge in gold prices was the dovish outlook of the US Federal Reserve.

The first quarter of the year saw one of the strongest starts for the equity market since the financial crisis. The MSCI World index gained 12.7 per cent in the first quarter of 2019, the best return posted by the index since the crisis.   • Stocks are almost back at a new record high, and investors may think they dodged a bullet following the late-December market meltdown.
  • John Hussman — the outspoken investor and former professor who's been predicting a stock collapse — says overconfident traders are being lulled into a false sense of confidence.

With the S&P 500 back within 1% of an all-time high, you may be thinking stocks are headed for another lengthy period of strong gains.

After all, the ongoing 10-year equity expansion stared a bear market in the face on Dec. 24 and rebounded with aplomb. What doesn't kill you makes you stronger, right?

Wrong, says John Hussman, the former economics professor who is now president of the Hussman Investment Trust.

For months, even years, he's been telling anyone that will listen that stocks are just as overvalued now as they were ahead of the 1929 and 2000 market crashes. And he views the post-December rebound as the latest in a long series of bullish head fakes built on irrationally exuberant sentiment.

Hussman says it's that overconfidence that will ultimately be the market's demise. In his mind, the recovery since the Dec. 24 bottom is exactly the type of development that makes investors put their blinders up.

"Full-cycle risks have a way of emerging in ways that investors wholly rule out at market peaks," he wrote in a recent blog post. "Glorious half-cycle market advances leave investors vulnerable to catastrophe, because investors hold contempt for anyone who suggests there may be a cliff on the other side of the mountain."

What kind of catastrophe is Hussman expecting? His expectation for a two-thirds loss in total market value is well-documented at this point. But he has an updated forecast that calls for stocks to drop 30% by the end of 2019.

To make matters more ominous, Hussman says the market's ability to reach a new record high is irrelevant in the grand scheme of things. And that's just the first half of his bearish call.

The S&P 500 will lose "an additional 50% of its remaining value over the rest of the down-cycle," Hussman said. "That, after all, is how a market loses 65% of its paper value."

He continued: "That's not so much a forecast as a based case. A 65% loss, unfortunately, would presently represent a run-of-the-mill cycle completion from current valuation extremes."

But what about the following decade? That's where Hussman's forecast gets even more dire. He says that the S&P 500 will see total returns averaging roughly zero over the next 12 years.

The scatter plot below offers a look at how Hussman is thinking about the matter. It shows the relationship between the ratio of market cap to corporate gross-value added, relative to subsequent 12-year returns. As you can see, that ratio is currently close to the lowest on record.

When faced with all of that evidence, a more bullishly inclined investor might argue that valuations can normalize on the fly as fundamental growth catches up to prices.

Hussman isn't buying it.

"The main reason it’s unlikely is that it would require the absence of even a single period of severe risk-aversion among investors, for at least a decade or more," he said. "Another reason is that the question vastly underestimates the length of time that would be required for fundamentals to 'catch up' with current valuations.

So there you have it. Hussman is staunchly refusing to give up his bearish stance. He does, however, acknowledge that investor speculation can be an uncontrollable runaway train of sorts — something that can defy market signals for uncomfortably long, frustrating bulls like himself. That's why he's taking his foot off the brake somewhat.

"All of this effort to jam the speculative bit back into the horse’s teeth requires us to adopt a rather neutral outlook here, until we observe fresh deterioration in market internals," Hussman said.

He continued: "Given the late-stage condition of the financial markets and the economy, my sense is that, as in 1929, they may just run this poor horse straight up and over the cliff."

Hussman's track record

For the uninitiated, Hussman has repeatedly made headlines by predicting a stock-market decline exceeding 60% and forecasting a full decade of negative equity returns. And as the stock market has continued to grind mostly higher, he's persisted with his calls, undeterred.

But before you dismiss Hussman as a wonky permabear, consider his track record, which he breaks down in his latest blog post. Here are the arguments he lays out:

  • Predicted in March 2000 that tech stocks would plunge 83%, then the tech-heavy Nasdaq 100 index lost an "improbably precise" 83% during a period from 2000 to 2002
  • Predicted in 2000 that the S&P 500 would likely see negative total returns over the following decade, which it did
  • Predicted in April 2007 that the S&P 500 could lose 40%, then it lost 55% in the subsequent collapse from 2007 to 2009

In the end, the more evidence Hussman unearths around the stock market's unsustainable conditions, the more worried investors should get. Sure, there may still be returns to be realized in this market cycle, but at what point does the mounting risk of a crash become too unbearable?

That's a question investors will have to answer themselves. And one that Hussman will clearly keep exploring in the interim.

How to Survive a Zombie Attack, According to Science

When the undead start walking the earth, Melbourne scientist (and inadvertent zombie expert) Greg Foliente will know what to do.

Patient Zero was two days ago, and the infection is spreading.

The news doesn’t know what’s going on. People are raiding supermarkets, grabbing tinned soup, crossbows, paracetamol and whatever you’re meant to stockpile in these situations. There’s traffic clogging the freeways. And all you can think is, “Oh, god… Zombies are coming. What the hell should I do?

It sounds like a scenario designed to entertain overenthusiastic horror fans. But it turns out some well-credentialled scientists have also been wondering how humanity might react to a shambling, implacable, brain-eating zombie horde. Can science devise an optimal Zombie Survival Plan? Or should we all just go to the Winchester, have a cold pint, and wait for all this to blow over? 

“It’s an interesting challenge, isn’t it?” asks Professor Greg Foliente, manager of The University of Melbourne’s Centre for Disaster Management and Public Safety (CDMPS). He pauses to readjust his frameless glasses before cutting to the chase. “From what we can see, there are really two options: run away and isolate the zombies, or put a ring around the infected area.” 

You might have guessed, but modelling undead plagues is not the professor’s day job. The centre Foliente manages typically uses spatial simulations to analyse bushfires, disease outbreaks, hurricanes and other non-supernatural disasters. But earlier this year, when a software developer wanted to promote the Australian release of its latest zombie video game, State Of Decay 2, they gave the Melbourne academic a call. “They said, ‘Can you do some modelling of potential zombie infection rates in Australia and New Zealand?’” Foliente wasn’t sure: fiction enquiries were usually handled by the Arts Faculty a few buildings over. “But the CDMPS is interested in the potential outbreak and spread of epidemics,” he reasoned. And what is a zombie apocalypse if not an epidemic?

Foliente agreed to help, and assigned staff to plot out how an outbreak might go down. Surprisingly, they didn’t have to start from scratch. After a little digging, the team turned up a 2014 Cornell study titled Perturbations in Epidemiological Models: When Zombies Attack, We Can Survive! It proved a useful starting point, and led them to the field’s most influential work: When Zombies Attack!: Mathematical Modelling of an Outbreak of Zombie Infection, written by a Canadian professor named Phillip Muntz in 2008. Based on this research, the outlook seemed bleak. “An outbreak of zombies infecting humans is likely to be disastrous unless extremely aggressive tactics are employed,” Muntz wrote. “The most effective way to contain the rise of the undead is to hit hard and hit often.”

Stuffy academics were one thing. But Foliente’s team even managed to find some military scholarship on the subject. It turns out the Pentagon has an official plan for combating zombie apocalypses: CONPLAN 8888, which rates the threats of everything from “pathogenic” (virus-like) zombies to “vegetarian” ghouls that only consume plants. (The latter were unsurprisingly placed pretty low down on the Pentagon’s hierarchy of threats.) CONPLAN 8888 also outlines a contingency plan for dealing with zombie chickens – the only known zombies to actually exist in real life. (So-called ‘CZs’ occur when old hens that can no longer lay eggs are euthanised, buried, then claw their way back to the surface. The paper notes, perhaps unnecessarily, that “CZs are simply terrifying to behold.”)

Foliente’s next task was to take this existing research (minus the chicken stuff) and devise a specific mathematical model for an Australian and New Zealand outbreak, detailing how fast a plague might spread and which cities would be most at risk. “Our model is based on what’s known as a stochastic process,” Foliente explains. “Which means there’s an element of randomness. When there’s an interaction between a zombie and a human, if the human kills the zombie, the zombie is taken out of the zombie population. But if the zombie wins, the human obviously becomes a zombie.”

As with any proper scientific study, some solid definitions were in order. ‘Zombie’, in this case, referred to the classic, brain-dead, shuffling corpse. Likes: brains, human flesh, other zombies. Dislikes: head wounds, shotguns, flaming torches. These guys first drooled into the zeitgeist courtesy of George A. Romero’s 1968 film, Night of the Living Dead, but their origins date back to the Afro-Caribbean belief system known as Vodou. Depending on which horror film or Haitian myth you ascribe to, a zombie might have different characteristics and abilities. For the sake of consistency, the CDMPS model assumed a few basic rules:

  1. A zombie bite is enough to infect a human.
  2. In a one-on-one encounter, a zombie is likely to bite a human.
  3. Zombies can only walk and run. They can’t fly planes or ride mopeds.
  4. The humans will stay in their home cities rather than flee to the outback.

The Melbourne team let the model run, and were surprised by the results: high-density centres were actually better equipped to fight a zombie outbreak than low-density ones. “In Melbourne and Sydney, more people get infected because of population density,” Foliente says. “But the actual rate of spread is slower, because people can team up and help each other.” In smaller towns like Darwin or Queenstown, the rate of spread is also slow – there are simply not that many people to eat. Interestingly, it’s the medium-sized cities like Geelong, Perth and Auckland that are at the greatest risk of being overwhelmed: there are enough brains to go around in these places, but too few to organise and fight back efficiently. According to Foliente’s model, zombies would engulf these populations in a matter of days.

The team knew that geographical factors would also determine how the outbreak would spread. However, as most serious zombie studies had been conducted in North America, research on how the undead would behave in a sparsely populated island nation like Australia was scant. The CDMPS crew rolled out their maps and began crunching the data. “The U.S. has a lot of smaller towns connected to one another,” Foliente concluded, “while in Australia we have more isolated cities and towns, with great distances between them. This slows the spread of infection, where in the U.S. the virus just keeps going and going.” The team also reasoned that as Australia and New Zealand are islands, any infection would probably arrive through an airport. In the case of flying zombies, Sydney airport apparently has the best chance of containing the outbreak, due to the large surrounding population. If the zombies land at Tullamarine in Melbourne, the locals won’t stand a chance.  

These new findings raise some interesting – and slightly uncomfortable – Darwinian conundrums. Statistically, humanity’s chances of surviving a zombie attack increase if everyone stays and fights together. Unfortunately, so do your own personal chances of being dragged down and eaten alive. “It’s a classic case of community needs versus those of the individual,” Foliente says. “From society’s perspective, it’s better for everyone to fight the zombies to the death. But that requires a lot of people to sacrifice themselves.

All this is very interesting, but you might ask: what’s the point? Apart from a hypothetical plague of creepy chickens, why would scientists waste time modelling something that will never actually happen? The simple answer is that it’s not the zombies that matter – it’s the science. “I didn’t realise it would be such a useful exercise,” Foliente admits. “But by doing the simulation, we found that medium-density cities are actually more at risk, which is counterintuitive.” This gave CDMPS valuable insight into how very real catastrophes, like viral epidemics, might play out. Zombie spatial modelling could also help predict the spread of less obvious pathogens, like ideas. “Clearly the dead coming back to life is an unlikely scenario,” Muntz wrote in his seminal paper back in 2008. “But possible real-life applications may include allegiance to political parties, or diseases with a dormant infection.”

In the Pentagon’s case, using zombies to model disasters was quite useful: the undead are a good, non-specific enemy. For obvious political reasons, you can’t have an unclassified, highly detailed defence strategy titled What to Do When Russia Invades; that sort of thing leads to rather pointed diplomatic questions. Meanwhile, America’s Centers for Disease Control and Prevention has even used zombies as a way to engage citizens and prepare them for natural disasters. There’s an entire section of the CDC’s website dedicated to “Zombie Preparedness”. For what it’s worth, the agency recommends keeping an emergency kit in your house, stocked with water (“one gallon per person per day”), a utility knife, duct tape, bleach, soap and towels, non-perishable food, and medication. However, the authors note: “If a zombie bites you, you’re a goner.”

The only remaining mystery is why we’re so fascinated by zombies in the first place. Of all known apocalypses, zombie outbreak is probably the most gruesome, and least likely. Foliente says that’s one question he can’t answer. “I have no idea,” he says. “One day someone invented the concept of zombies, and now they just won’t die.”

I want to follow this article, but what I want to accomplish is even more complicated. <strong>Please see</strong> my thread in the Forums at https://forums.slipstick.com/threads/96719-how-set-up-new-imap-on-outlook-office-365-and-merge-in-pst-from-outlook-2003-for-same-two-email-accounts/ I want to set up Outlook in Office 365 for the first time and connect to two existing email accounts as IMAP. But I also want to Import a large .pst file from Outlook 2003 in XP for the <u>same two email accounts</u>, but my connection there has always been POP3 (with Leave copies of messages on the server checked). Ideally, when I'm done, my new Outlook in Office 365 will show the same folders as before, with all my POP3 email there, but going forward as IMAP, and ideally with only ONE Inbox and ONE Sent folder (as is the case now in Outlook 2003). After my Outlook was fully working, I went back and temporarily turned off Compatibility Mode and everything seemed to still work, but since you didn't say to turn it off, I left it on. Could leaving it on cause other problems in the future?

A warm front will lift through the area through midday. A strong
area of low pressure will move into the Great Lakes late today
into this evening and a strong cold front associated with this
system will pass through our area tonight into early Monday.
High pressure will gradually build overhead later Monday and
Tuesday. A weak backdoor cold front may move into the area
Wednesday before lifting north as a warm front Thursday.
Potentially strong low pressure and its cold front may impact
the area late in the week.

.NEAR TERM /THROUGH TONIGHT/...
...Potential for severe weather late today and tonight. Stay
tuned to the latest forecasts for updates...

A weak boundary remains over the region early this morning. It
is difficult to make out since most areas decoupled, but it
appears to be near the I-95 corridor into central Virginia. This
boundary will continue to lift north and west as a warm front
later this morning into early this afternoon. Plenty of warm and
moist air overrunning the boundary will cause clouds to
increase. Low clouds will continue to move into the area as
moisture gets trapped underneath the subsidence inversion. Areas
of fog and drizzle along with scattered showers are expected
this morning into the midday hours due to the moisture and the
boundary lifting through the area.


The threat for severe weather will increase this afternoon and
tonight. There are two rounds for possible severe thunderstorms.

The first round is late this afternoon into early this evening.
Low pressure will pass by to our west through the Ohio Valley
before moving into the eastern Great Lakes during this time.
The cold front associated with the low will remain well to the
west, but a strengthening gradient will cause gusty southerly
winds to develop during the afternoon (around 30-40 mph). These
southerly winds will usher in plenty of moisture. PWATS and
Specific humidity are progged to be nearly maxed out relative to
climatology. At the same time, the wind field will be
strengthening at all levels of the atmosphere, causing
significant deep layer shear and low-level helicity to develop
throughout the afternoon. A band of showers and thunderstorms
are likely to race well ahead of the boundary this afternoon,
moving into our western areas this afternoon and toward the
Washington and Baltimore Metropolitan areas this evening. This
activity will be associated with shortwave energy, a mid-level
jetmax and divergent flow at the upper-levels of the
atmosphere. The main question will be how much instability
develops, because it will be somewhat limited due to extensive
mid-level cloud cover. Having that been said, it will not take
much instability for a few of these thunderstorms to be severe
late this afternoon into early this evening, and that is because
of the strengthening wind field. Confidence with the first round
of potential severe storms is low, but locally damaging wind
gusts, large and perhaps an isolated tornado cannot be ruled out
since these cells may be more discrete, causing the possibility
of supercells. The best chance for severe thunderstorms will be
near and west of the Blue Ridge Mountains with the first round,
since convection will arriving around peak heating across these
areas and moving into the metro areas after sunset. Isolated
instances of flooding are possible as well due to heavy rainfall
rates and potential of training convection.

The second round of potential severe thunderstorms are expected
later this evening and overnight. A strong cold front is
expected to move through the area during this time. The wind
field is progged to be very strong with 70-80 knots of deep
layer shear progged to be overhead tonight. The strong shear
combined with forcing from the front and strong moisture
advection should cause a QLCS type feature to develop near the
cold front late this evening across western areas and that line
will likely pass through much of the area during the overnight
hours. The main threat will be damaging winds with the line, but
an isolated tornado and isolated instances of flooding cannot
be ruled out as well.

The cold front will be near the near the I-95 corridor by Monday
morning, but the convection should be well off to our east by
that time. Gusty west to northwest winds will develop behind the
cold front along with upslope rain and snow showers near the
Allegheny Front.

.SHORT TERM /MONDAY THROUGH TUESDAY NIGHT/...
The cold front will move off to the east Monday morning and
gusty west to northwest winds are expected behind the cold
front. Frequent gusts around 35 to 45 mph are most likely, but
there may even be a few gusts around 50 mph...especially in the
mountains and for northern and central portions of the CWA
including the metro areas. An isolated shower cannot be ruled
out for most areas, but much of the time will dry and noticeably
chillier compared to recent days. For locations along and west
of the Allegheny Front, upslope rain and snow showers are
likely. Light snow accumulations are likely for elevations above
3kft.

High pressure will build overhead Monday night into early
Tuesday before settling to the south. Chilly conditions are
expected Monday night, but winds will gradually diminish. Dry
conditions are expected Tuesday with a milder afternoon.

.LONG TERM /WEDNESDAY THROUGH SATURDAY/...
High pressure will shift offshore on Wednesday, allowing southerly
flow to develop across the region. This should lead to warmer
temperatures, with highs maxing out in the 70s. A fair amount of
cloud cover is possible with a weak mid-level disturbance tracking
through. However conditions are expected to stay dry.

The mid-upper level pattern across the CONUS will amplify
significantly on Thursday as a trough digs southward into the
western Gulf of Mexico. Locally, we`ll be situated near the
downstream ridge axis, so quiet weather is expected, with
temperatures reaching well into the 70s.

The aforementioned highly amplified trough and it`s associated
area of surface low pressure will progress further eastward on
Friday, leading to potential impacts across our area. Due to
it`s expansive meridional extent, it will draw high levels of
moisture out of the deep tropics and transport that moisture
northward. Guidance has precipitable water values threatening
the April monthly precipitable water record of 1.73 inches at
IAD. In addition to the high levels of moisture (resulting in
surface based instability), the system will also have a very
strong wind field. This combination of instability and a strong
wind field will result in the potential for severe thunderstorms
on Friday (as indicated by the 15% contour over our area in
SPC`s day 7 severe weather outlook from yesterday night). With
the main mid-upper level system starting to become cut-off as it
approaches, the tendency will be for the trough to slow it`s
forward motion as it nears our area. This could potentially lend
itself to flooding concerns if the focused region of ascent
just downstream of the trough were to remain located overhead
for a prolonged period of time (while also in the presence of
highly anomalous moisture). There`s still plenty of time for
things to change, but we`ll continue to monitor the potential
for severe weather and flooding on Friday as we move closer to
the event.

Saturday`s weather will be highly dependent on the progression of
Friday`s system. It`s possible that rain chances linger into
Saturday if the trough cuts off and stalls to our west. If the
system is more progressive in nature, conditions may clear out.

.AVIATION /07Z SUNDAY THROUGH THURSDAY/...
Low clouds and patchy fog along with areas of drizzle and
scattered showers are expected this morning as a warm front
moves through. Cigs will lift this afternoon, but southerly
winds will turn gusty with gusts around 30 knots most likely.
The gusty southerly winds will continue tonight ahead of a cold
front before turning west to northwest Monday behind a cold
front with gusts around 30 to 40 knots most likely.

The southerly winds will increase the chances for showers and
thunderstorms, especially late this afternoon into early this
evening, and again overnight. Storms may produce damaging wind
gusts, large hail, and the threat for an isolated tornado.

High pressure will build overhead Monday night before settling
to the south Tuesday. VFR conditions are most likely.

VFR conditions are expected on Wednesday and Thursday.
Conditions will likely drop to sub VFR on Friday as an area of
low pressure tracks to our northwest.

Light winds this morning will turn south to southeast and
increase this afternoon into tonight. Frequent gusts around 20
to 30 knots are most likely. A few gusts around 35 knots (Gale
Warning Criteria) are possible, but confidence was too low for a
Gale Warning at this time given the relatively cooler waters
compared to the warmer air mass expected.

A cold front will pass through the waters overnight. Showers and
scattered thunderstorms are expected ahead of the cold front.
The main threat from the storms will be damaging wind gusts
tonight, with the highest confidence behind overnight just ahead

spout cannot be ruled out as well.

The cold front will move off to the east Monday morning and
gusty west to northwest winds are expected behind the boundary
later Monday morning into Monday evening. A Gale Warning is in
effect for the waters Monday and it may need to be extended into
Monday evening for portions of the waters. High pressure will
build toward the waters Monday night before settling to the
south Tuesday. A Small Craft Advisory will likely be needed for
portions of the waters during this time.

Sub SCA advisory level winds are forecast over the waters on
Wednesday and Thursday. Southerly winds may increase to SCA levels
Thursday Night into Friday in advance of an approaching area of
low pressure.
