Illinois House passes bill calling for teaching work ethics in schools      Comment   Translate Page
SPRINGFIELD – Public school students in Illinois might have to start learning about work ethics as early as the sixth grade under a bill that passed the state House on Friday.

Rep. Camille Lilly, a Chicago Democrat, sponsored the bill, which says that beginning in grade 6, “students should be introduced to the importance of developing and applying a work ethic in a variety of contexts.” That includes such concepts as professionalism, trustworthiness, integrity, initiative and respecting authority and arriving on time, according to the bill.

A number of Republicans opposed the bill, arguing that it would be an unfunded mandate on schools and teachers, and that most teachers were already providing that kind of instruction.

The legislation, House Bill 2263, passed by a vote of 69- 39. It now moves to the Senate.

Here’s a look at other bills that passed the House late this week:

HB 3462: Allows school districts to offer courses on hunting safety, based on possible guidelines developed by the State Board of Education. Vote: 114-0

HB 2847: States that employers cannot retaliate against an employee for requesting leave to donate blood, organs, or bone marrow. Vote: 114-0

HB 3302: Updates the state’s law to allow two years for someone to file complaints concerning delays and denials of special education services. Timeline contingent on the creation of the State Board of Education’s “student-specific corrective action plan.” Vote: 114-0

HB 2121: Removes the lifetime ban on becoming a school bus driver for those convicted of a cannabis misdemeanor in the past 20 years. Vote: 108-0

HB 2259: Requires the Department of Heathcare and Family Services to create a list of preferred medical drugs in collaboration with the state’s Medicaid managed care organizations. Vote: 112-0

HB 2: Creates a list of 21 rights for women in pregnancy and childbirth, for which the Department of Public Health must create rules to protect. Aimed at addressing disparate rates of infant and mother mortality and health care for minorities. Vote: 67-35

HB 190: Requires school districts to connect “at-risk” students with academic support programs, and to notify parents of such support programs, both within the school and the community. Vote: 91-22

HB 2540: Allows for the creation and regulation of blockchain companies in Illinois. Also tasks the state with producing a blockchain study and report, both for the regulation of it and for how it relates to the banking sector. Vote: 113-0

HB 2766: Requires one mental health specialist for every 1,000 people employed by sheriff offices, police departments, and firefighter stations. Creates the First Responders Suicide Prevention Act. Vote: 113-0

HB 1690: Defines rules for when a court may expunge or seal someone’s record for a DUI. Provides five conditions under which it could happen, among them a first offense causing no death or injury to others. Vote: 69-36

HB 331: Paves the way for more cameras to be placed along Cook County expressways. Allows use of images for investigations and roadway hazards, but not for the enforcement of petty offenses. Money for the cameras to come out of the Road Fund. Vote: 109-0

HB 3503: Requires insurers to offer coverage of hearing instruments for people 65 or over. Vote: 111-0

HB 3424: Creates the Veterans’ Disability Compensation Task Force to improve the rate that veterans’ disability claims are approved by the federal government, and to align Illinois’ veterans compensation with those of other states. Vote: 114-0

HB 471: Says the state’s Department of Insurance must approve the rates of individual and small group accident and health policies written in compliance with the Affordable Care Act. If the rate increases are found to be “unreasonable,” they will be disapproved. Vote: 73-41

HB 1613: Requires the Illinois Criminal Justice Information Authority provide a report every three years based on traffic stop data in the state. Estimated cost of $504,000 over next three years for a consultant to assist the study. The Illinois Department of Transportation will no longer be the office to contract out the study and data analysis, as it has in the past. Vote: 75-30

HB 2165: In order to get a high school diploma, at least one year of a student’s required three years of mathematics must be Algebra I, and one year must include geometry content. Vote: 115-0

Vote: 61-48

HB 938: Allows non-home rule municipalities to use the proceeds of the non-home rule municipal retailers’ occupation tax for municipal operations, expenditures on public infrastructure, or property tax relief. Vote: 98-13

Características do Business 4.0: principais revelações

  • Maior lucratividade (60%);
  • Maior valor (59%) e volume (58%) das transações;
  • Menor rotatividade de clientes (32%);

  • Capacidade de atingir uma gama maior de clientes potenciais (64%);
  • Um mercado geográfico expandido (62%);
  • Maior lucratividade (54%) e maior receita (50%);

ePrint Report: Lelantus: Towards Confidentiality and Anonymity of Blockchain Transactions from Standard Assumptions       Comment   Translate Page

ePrint Report: Lelantus: Towards Confidentiality and Anonymity of Blockchain Transactions from Standard Assumptions
Aram Jivanyan

We propose Lelantus, a new anonymous payment system which ensures both transaction confidentiality and anonymity with small proof sizes, short verification times and without requiring a trusted setup.

Inspired by the Zerocoin protocol, Lelantus extends the original Zerocoin functionality to support confidential transactions while also significantly improving on the protocol performance. Lelantus proof sizes are almost 17 times smaller compared to the original Zerocoin proof sizes. Moreover, we show how to support efficient aggregation of the transaction proofs, so that the proof verification, while asymptotically linear, is very efficient in practice.

Lelantus builds on the techniques of Confidential Transactions, Zerocoin and One-out-of-Many proofs and its efficiency is particularly well-suited for enabling private blockchain transactions with minimal trust required while employing well-studied cryptographic assumptions.

Vote: 114-0

Vote: 98-13

Meet the most powerful Goldman Sachs banker you've never heard of; Silicon Valley has made top data-science talent too expensive for many hedge funds      Comment   Translate Page

Dear Readers,

It was "millennial money week" here at BI, where we got the results back from an INSIDER and Morning Consult survey that polled 4,400 young Americans on their spending habits.

We published a number of stories based on the results. Here are some of the key findings.

If you're new to the Wall Street Insider newsletter, you can sign up here.

Finances

1) Twenty-eight percent of millennials think they're worse off financially than they thought they'd be a decade ago.

2) A variety of economic factors have played a role in delaying some millennials' wealth-building process. The Great Recession, student-loan debt, and a higher cost of living have made it difficult for millennials to save.

College

1) Nearly half of millennials who have or have had student-loan debt think college wasn't worthwhile.

2) The divide between people who do think college was worth it and those who don't is clear: Millennials who are still paying off their student-loan debt feel worse about having gone to college than millennials who have already paid off their debt.

Retirement

1) Many Americans expect to buy a house or retire one day but aren't saving for it.

2) One-quarter of millennials who expect to retire between ages 66 and 75 have no retirement savings account.

3) Nearly half of Gen Xers have no retirement account, despite most expecting to retire between 56 and 75.

But, despite all of these money worries, our survey shows that millennials aren't curbing their spending. In fact, if given an extra $1,000 in a month, millennials and baby boomers would spend similarly. And while millennials are delaying major life events such as buying a house and having kids (due in large part to massive student loan debt), they aren't abandoning these things entirely.

Bottom line: millennials have been accused of killing razors, mayo, golf, weddings, beer, and cereal. The rationale for this (at least according to the Fed) has been that it's because younger Americans don't have as much money to spend than previous generations. But the truth is a lot more complicated.

Thanks for reading and have a great weekend!
Olivia

Rich Friedman goldman sachs merchant banking

'It's good to be Rich': Meet the Goldman Sachs banker who has built a private investing empire that goes head-to-head with Blackstone — and you've probably never heard of him

The Champagne was flowing in February 2018 when the Goldman Sachs executive Rich Friedman welcomed a couple hundred guests to the Rainbow Room. The Manhattan landmark, opened in 1934, offers a menu with beef Wellington and baked Alaska and serves a $162 brunch. Overlooking Manhattan from the 65th floor of Rockefeller Center, guests danced and chatted as Stevie Wonder played piano.

On the surface, the event was a celebration of Friedman's 60th birthday. But it could have easily been a celebration of a Goldman Sachs career entering its golden years. Therecent retirement of CEO Lloyd Blankfein made Friedman the longest-tenured partner at Goldman.

Since 1991, Friedman has built the bank's private-investing activities into a sprawling collection of funds that have invested more than $180 billion in real estate and infrastructure, private equity, and credit markets that often competes with flashier investment firms like Blackstone, Carlyle, and KKR.

Though advocates put him in the pantheon of buyout greats, Friedman hasn't enjoyed the same name recognition as men with names like Schwarzman, Kravis, and Rubenstein. That's by design, according to interviews with about a dozen current and former colleagues, clients, and competitors.

Tim Throsby sent an email to Barclays' CEO with the title 'irreconcilable.' He warned that a plan to gut compensation by 20% and boost profitability was unrealistic.

Tim Throsby, a former JPMorgan banker hired by Barclays to much fanfare to run its investment bank, drafted an email over the weekend of March 23 to 24. By the time he got around to sending it to CEO Jes Staley, he was already out.

The subject line of the email, according to someone who had seen it, was "irreconcilable."

The email was sent to Staley and a number of other senior leaders on March 28, a day after Throsby's shock departure from Barclays was announced, and rehashed the concerns he held over his boss' strategy. The email said Staley planned for cost reductions and job cuts — including a 20% cut to total compensation — for Barclays International, as well as a reduction in reserves held in case of credit losses, according to the person.

Silicon Valley has made top data-science talent too expensive for many hedge funds, so they're getting creative to compete

On one side, there are billions of dollars from the world's biggest investors ready to be run by your algorithm. On the other, there's a chance to work at the most talked-about companies on the planet —right as they promise to turn their employees into millionaires overnight.

The battle for top tech talent between Wall Street and Silicon Valley is nothing new, but it's reaching a fever pitch in the hedge fund industry, industry participants and consultants said, as both sides eye billions of dollars up for grabs thanks to a host of buzzy tech unicorns expected to go public, like Uber, Slack, and Pinterest.

This Silicon Valley gold rush has forced hedge funds to grapple with a problem they hardly ever run into: The industry is being outbid for the top talent.

YieldStreet, a fintech company offering exotic investments in things like art, but experts are warning about the risk

Wealthy individuals who want to reap the financial benefits of investing in a Monet without actually owning an $80 million painting will soon have a new option.

YieldStreet, a financial platform that offers exotic investment products like marine finance and loans to law firms to the mass affluent, is buying an company called Athena Art Finance from private equity firm Carlyle in a deal valued at $170 million. YieldStreet's 100,000 investors will be able to invest in art financing as a result of the deal.

The deal comes as more financial technology players are trying to open up access to investments previously reserved for institutional or ultra-wealthy investors, such as private equity. Earlier this week, Nasdaq and iCapital, a BlackRock-backed alternative investment company, said they're working to create a platform that will launch later this year to allow private fund investors to sell their stakes before the end of a fund's life.

BlackRock-backed iCapital is teaming up with Nasdaq to create a private equity fund selling platform for wealthy investors

As wealthy individuals get into private equity and other illiquid investments in greater numbers than ever, they're increasingly looking for ways to get out, too.

Institutional investors, who long dominated strategies like venture capital, private equity real estate, and private credit, have worked with advisers to sell their fund stakes on the secondaries market. That option hasn't been available to individual investors, who may not be able to keep their capital locked up for the decade or longer that a private fund requires.

Nasdaq and iCapital, a BlackRock-backed alternative investment company, are now seeking to give investors that option by creating a platform that will launch later this year, executives told Business Insider.

An inside look at Digital Asset, the blockchain company that's shifting strategies as Wall Street loses interest in the technology

A blockchain company that no longer deals solely with blockchains.

Digital Asset made a name for itself as a leader in how distributed-ledger technology would be implemented on Wall Street when it burst onto the scene in 2014. Big-name backers, large funding rounds, and a former high-profile bank executive caused it to turn heads.

Five years later the industry is still considering how best to implement distributed-ledger technology. While nearly every Wall Street firm has invested resources into investigating blockchains, real-world applications of the technology beyond pilot programs have been largely nonexistent.

Me personally, I’m getting back into tulips instead of crypto. It has been a few centuries of a lull, but I really feel like the tulip bulls are back and have seen prices going up a couple cents here and there so there is definitely some movement. In fact, I saw a neighbor plant some fresh bulbs just yesterday which is more than enough of a cue to get back in.

I have found tulips to be a bad investment. They bloom for one year and don’t come up the next year. Chipmunks (I think) dig up the bulbs and eat them.

Ah, you haven’t been keeping up on the technology! There is a new bioengineered tulip that uses a technology called tulipchain, which guarantees that the tulip bulb will clone and come up year after year so that you will never lose the initial value of your tulip purchase. In addition, each year the flower modifies its coloring to become even more complex and beautiful. I suggest buying in now before the market really skyrockets. With these new tulips, the seeds take longer and longer to grow over each tulip generation which makes the next tulip batch harder to acquire, so I feel like tulip mining will be really profitable in the beginning and those that get in early have the most to gain.

Who needs this, other than drug dealers, pedophiles, and other criminals? There are very few legitimate use cases. Even if you find one, cash is probably a better fit anyway, as bitcoin and other cryptocurrencies are only really anonymous if you don't transfer in and out of fiat money.

You don't need to be a criminal to want to privacy. For most transactions, the amount of privacy that bitcoin offers is enough.

Commenting because I want to reconcile a few things after doing fairly extensive research on bitcoin. Whatever the merits of bitcoin are, it's not a tulip, but it's no investment either--and it's not a currency in any traditional sense of the word. A cryptocurrency is really the definition of something new. Trying to pigeon-hole it into Tulip, Investment, or Currency is like trying to fit a round peg into a square hole. There's no need for it. We can accept it for what it is.

I think the more charitable use case for what a crypto is --not what it aspires to be--but what it actually is right now at this moment, is a method of transacting, inefficiently, through a medium that is private. How private? So private that in theory, the transaction can be 100% untrackable. (you must use something other than bitcoin overtly to do this)

If you follow the online forums, just like the bogleheads have a particular psychology, so too do crypto adherents have their own psychology. I'm sure some of them deal in illicit activity, but there are many many of them that have an anti-government, anti-establishment, conspiracy theory minded slant. Just watch some of their youtube channels. Obviously I'm not here to comment on that. What I am here to comment on is where the value of crypto-currencies derives from. Wheres the faith?

The faith interestingly comes from a lack of faith, in the system, a lack of faith in government and institutions. On bogleheads, we've seen this mania already many times. Why do people consistently believe the sky is about to fall in the stock markets, why do people push gold, why do people constantly push ideas of recession, etc. It's a kind of anti-faith. Faith in the failure of the system--faith because the belief exceeds evidence the system/market is about to collapse.

The value of cryptocurrencies, illicit purposes aside, derives from a faith in the failing of the system. Nisiprius pointed out one of the central ideas of the early uses cases was that transaction friction would be so great, that transacting with bitcoin would be cheaper.

It makes sense too. If you think the banks are out to get you so that they'll impose all kinds of intermediate surchases, if you think government laws are inefficient making movement of money across borders inefficient, therein lies the value for cryptos, at the additional cost of ridiculous amounts of volatility and risk, and at the additional cost of total loss due to fraud. The value of crypto-currencies, even at this moment, is derived from costs imposed by governments and institutions, including the lack of faith by those governments and institutions.

In extreme cases like Venezuela, where the hyperinflation is in fact significantly higher than even the ridiculous volatility of bitcoin, there is some value to be had. see this article from the New York Times "Bitcoin Has Saved My Family"

https://www.nytimes.com/2019/02/23/opin ... ncies.html

For these reasons, I don't think cryptos will ever die. But I'm not sure they will or can ever take off.

Let's look at a legitimate use case. I want to buy a cup of coffee from starbucks.

There is nothing complex about that transaction technologically. Debit the cost of the coffee from me, Credit Starbucks. It can be done with a simple database. One computer. Yes you can increase the number of computers for redundancy, and atomicity of the transactions.

But compare it with bitcoin. Instead of using one database, you literally have to propagate the transaction through every node on the bitcoin network. That cannot possibly scale. Bitcoin uses a distributed blockchain ledger, established through consensus. How can it be that every time I buy a coffee, you need to update every single ledger on the network? What's more, every node needs a copy of the entire ledger---every single transaction that ever took place. In my prior comment I wrote that in trying to get a basic ethereum wallet to work, I found I could not because at this point the ethereum ledger has grown to exceed a terabyte.

It would be like if Visa decided that every single computer in the Visa financial network has to have the entire copy of the entire ledger of transactions that have ever taken place, and that with each new subsequent transaction, the update has to be propagated to every node. That's not hyperbole. That is in fact the technology.

Every node on the ethereum network needs a copy of a file that is already over a terabyte in size.

From a technological perspective, what this means is that idea that bitcoin has a use case in everyday transactions is for all intents and purposes impossible. It is significantly more inefficient than existing methods, and will forever be significantly more inefficient. There's just no two ways about this. Whether you want to use a tangle, a DAG, a lightning network, or some form of reconciled segregated witness, you're always going to be far more inefficient than an ordinary centralized network.

Which goes back to what I said before. The value of crypto derives not from trust, but a lack of trust. In a world where truly (and I mean truly truly) you can't trust anyone, it has value. But in a world where trust is reasonable, its value is minimal.

That is about as charitable as an interpretation I can give to the crypto cause at this time.

Características do Business 4.0: principais revelações

  • Maior lucratividade (60%);
  • Maior valor (59%) e volume (58%) das transações;
  • Menor rotatividade de clientes (32%);

  • Capacidade de atingir uma gama maior de clientes potenciais (64%);
  • Um mercado geográfico expandido (62%);
  • Maior lucratividade (54%) e maior receita (50%);

Wikipedia: American football field The rectangular field of play of American football games measures 100 yards (91.44 m) long between the goal lines, and 160 feet (48.8 m) (53 1⁄3 yards) wide. In addition, there are end zones extending another 10 yards (9.144 m) past the goal lines to the “end lines”, for a total length of 120 yards (109.7 m). When the “football field” is used as unit of measurement, it is usually understood to mean 100 yards (91.44 m), although technically the full length of the official field, including the end zones, is 120 yards (109.7 m). White markings on the field identify the distance from the end zone. Inbound lines, or hash marks, are short parallel lines that mark off 1 yard (0.91 m) increments.
