The US department of state has cautioned its citizens to “reconsider travel to Nigeria because violent crime, such as armed robbery, assault, carjacking, terrorism, civil unrest, kidnapping, rape and piracy, is common throughout the country.”

In a travel advisory recently released on its website, which contains information on the safety and security of US travellers, Nigeria was listed among 35 countries with a “K” indicator that indicates where its citizens could be at risk of getting kidnapped or taken hostage.

“The new “K” indicator is part of our ongoing commitment to provide clear and comprehensive travel safety information to U.S. citizens so they can make informed travel decisions,” the department said.



“The Travel Advisories for 35 countries have been updated to include a “K” indicator for the risk of kidnapping and/or hostage taking: Afghanistan, Algeria, Angola, Bangladesh, Burkina Faso, Cameroon, Central African Republic, Colombia, Democratic Republic of the Congo, Ethiopia, Haiti, Iran, Iraq, Kenya, Lebanon, Libya, Malaysia, Mali, Mexico, Niger, Nigeria, Pakistan, Papua New Guinea, Philippines, Russian Federation, Somalia, South Sudan, Sudan, Syria, Trinidad and Tobago, Turkey, Uganda, Ukraine (in Russian-controlled eastern Ukraine), Venezuela, and Yemen.”

While Nigeria was placed on level 3, the US department of state issued a level 4 travel alert for Borno, Yobe and Adamawa states.

“The security situation in northeast Nigeria is fluid and unpredictable, particularly in Borno and Yobe States and northern Adamawa State,” the department said.

“Terrorist groups based in the Northeast target churches, schools, mosques, government installations, educational institutions, and entertainment venues. Approximately two million of Nigerians have been displaced as a result of the violence in northeast Nigeria.”

The 35 countries were placed in four levels of travel with respect to their safety and security risk.

They have a different aesthetic, their beauty regimen is also different, so when I got to meet Naho Oue this morning, I had a lot of questions to ask.


She’s a successful businesswoman in Japan. She’s in the country initially to put up a center for stem cell treatments and regenerative medicine. She’s planning to do that in the next few months, but in hindsight, she saw the opportunity to do what she’s passionate about. She wants to have a path of career much like Ryan Bang who even if she’s not a Filipino national, she wants to entertain, be part of the very colorful world of Philippine show business. She’s doing the legwork now and started to learn Filipino first, which she hopes she could master in a few years. She candidly tells us how she fell in love with the Philippines. (Interview was in Japanese but her interpreter helped out conducting the small chat)

Ms. Naho Oue says “When I first came here, I went to the slums of Tondo and Smokey Mountain area, I instantly fell in love with the kids there. I do feeding programs about twice a month if I’m not busy. I am just a conduit of people who wanted to help (from Japan).


She adds “I do have plans of putting up a restaurant as I already have one in Japan. Maybe in Malate or Trinoma if it happens. Maybe for now while I am waiting for spaces to be available I’ll go put up before Christmas season. Same with the Stem Cell and the regenerative center which I hope will happen soon.


With twinkle in her eyes she exclaimed “I love Daniel Padilla and Kathryn Bernardo! I have been long wanting to enter showbusiness in the Philippines. Daniel is so pogi! I love him! If I get to be known here I would be better off getting funds from partners because I really want to help kids in Manila. The celebrity status would really help too. I want to learn Tagalog, currently I am doing 1 hour classes everyday to do it. I learn a lot on the internet too. I really love to enter showbusiness and perhaps replicate Ryan Bang’s fortune. I am 26, in Japan I have also modeled a little and I see the opportunity to do that and more is very nice here. I plan to also put up the stem scell clinic here in Quezon City and perhaps one in Makati. Stem cell injections are just some of the usual things we do in Japan. It will be named Dia Lumina here in the Philippines. Stem cell treatments have been very popular in your country but the one we are offering will be very different. Actually, some of the stem cell procedures being done here is banned in Japan; but the one I am bringing in is better. It will be based on human stem cell. Right now as a beauty regimen, I only use stem cell oil. With stem cell, you have to be 18 and up but if you are younger and have skin problems, it can be a cure. It is expensive but in the US it could be even double the price. I don’t know if that accounts on why even if I eat everything I don’t get fat. I love nilaga, adobo and lechon.”

About the difference between pinays and Japanese women, she shares her observations that “Filipinas are very hard working, Japanese women tend to stay at home when they get married, they rarely use make up too.


About the center, she adds “I will be bringing in Japanese doctors who will do training for the local doctors and staff here. They will need to stay a while and do it so the local ones will be at par or even hopefully even better than them in Japan.


Speaking of skills, I also plan to put up a skills school and perhaps try to also find them jobs in Japan. From carpentry, beauty, things like that. I brought my Mom here too so if I do have commitments she can personally take care of him (her cute son). Hopefully he’ll be studying in an international school here in the Philippines.”

Description
1.The Municipality of Consolacion, through the DILG and LGU Funds intends to apply the sum of Two Million Seven Hundred Forty Thousand Four Hundred Pesos and 05/100 (P 2,740,400.05) being the Approved Budget for the Contract (ABC) to payments under the contract for Supply and Delivery of Labor, Materials and Equipment for the Construction of Potable Water System Level-II (18 cu.m. cap) at Cabangahan, Consolacion, Cebu. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2.The Municipality of Consolacion now invites bids for Supply and Delivery of Labor, Materials and Equipment for the Construction of Potable Water System Level-II (18 cu.m. cap) at Cabangahan, Consolacion, Cebu.

Completion of the Works is required 90CD. Bidders should have completed, within five (5) years from the date of submission and receipt of bid, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3.Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the Government Procurement Reform Act.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

4.Interested bidders may obtain further information from the Municipality of Consolacion and inspect the Bidding Documents at the address given below from Monday to Friday at 8:00 A.M. to 5:00 P.M.

5.A complete set of Bidding Documents may be acquired by interested bidders on April 15, 2019 to May 6, 2019 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (P 5,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6.The Municipality of Consolacion will hold a Pre-Bid Conference on April 22, 2019 at 9:00 oclock in the morning at the BAC Office located at the 2nd Floor, Consolacion Government Center, Poblacion Oriental, Consolacion, Cebu which shall be open to prospective bidders.

7.Bids must be duly received by the BAC Secretariat at the address below on or before 9:00 oclock in the morning of May 6, 2019. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bid opening shall be on May 6, 2019 at 9:00 oclock in the morning at the BAC Office located at the 2nd Floor, Consolacion Government Center, Poblacion Oriental, Consolacion, Cebu. Bids will be opened in the presence of the bidders representatives who choose to attend at the address below. Late bids shall not be accepted.

8.The Municipality of Consolacion reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.

Two Japanese generals, both executed for war crimes, both because of events which occurred in the Philippines during World War II. Gen Yamashita, also known as the "Tiger of Malaya," was executed by hanging. Lt Gen Honma*, also known as "The Beast of Bataan," was executed by firing squad. In both cases, an argument can be made that they were prosecuted for defeating Allied generals, not for war crimes.

There are many things which happen in war which can have the appearance, to someone unfamiliar with war, of a crime. Let's say for instance that a machine gun crew has kept an enemy platoon pinned down for what may seem like hours, but in reality may only be minutes. While keeping that enemy unit in place the machine gun crew has inflicted a number of casualties, both killed and wounded, upon that unit.

The machine gun crew notices that they are running low on ammunition, they also know that they have nowhere to run. So when the ammunition is gone, they surrender. Rather I should say that they attempt to surrender. Tentatively they stand up at their position, hands in the air. The enemy unit, frustrated, tired, and understandably angry, open fire on the machine gun crew, killing them all.**

War crime?

The commander of a large unit cannot know every single detail of what the units under his command are doing. If the unit is well-trained and well-led, there is still a remote possibility of those troops committing war crimes. But what is a war crime?

One of the better definitions I've seen is:
A war crime is a violation of the laws of war. The legal understanding of war crimes has been codified in several multilateral treaties, most notably the Geneva Conventions. More recently, the most comprehensive legal statement on war crimes was the Rome Statute of the International Criminal Court. (Source)
A commander is, by law and by practice, responsible for the conduct and actions of the forces under his/her command. But how high does that responsibility go? Who gets to decide what is criminal and what is not?

Of the many war crimes committed by the Germans in the European Theater of Operations, many Germans were tried, convicted, executed or imprisoned. Many were not. Albert Speer lived to write his memoirs, Werner von Braun lived to assist the United States in putting men on the moon. Josef "Sepp" Dietrich, commander of the Sixth Panzer Army in the Ardennes, a number of units of which committed atrocities against American POWs and Belgian civilians, did do time in prison. Joachim Peiper, commander of a Kampfgruppe in the Sixth Panzer Army, whose unit perpetrated the Malmedy Massacre, also did time in prison.

Some were executed for their crimes, some were not.

Units under the command of Generals Yamashita and Honma did indeed commit appalling crimes against Allied POWs and Filipino civilians. Both men were tried, convicted, and sentenced to death. Why them and not certain Nazi officers?

Why was Surgeon General Ishii Shirō, a Japanese army medical officer, microbiologist and director of Unit 731, a biological warfare unit of the Imperial Japanese Army involved in forced and frequently lethal human experimentation during the Second Sino-Japanese War not prosecuted and executed?
Arrested by the US occupation authorities at the end of World War II, Ishii and other Unit 731 leaders were to be thoroughly interrogated by the Soviet authorities. Instead, Ishii and his team managed to negotiate and receive immunity in 1946 from war-crimes prosecution before the Tokyo tribunal in exchange for their full disclosure of germ warfare data based on human experimentation. Although the Soviet authorities wished the prosecutions to take place, the United States objected after the reports of the investigating US microbiologists. Among these was Dr. Edwin Hill (Chief of Fort Detrick), whose report stated that the information was "absolutely invaluable", it "could never have been obtained in the United States because of scruples attached to experiments on humans", and "the information was obtained fairly cheaply". On 6 May 1947, Douglas MacArthur wrote to Washington that "additional data, possibly some statements from Ishii probably can be obtained by informing Japanese involved that information will be retained in intelligence channels and will not be employed as 'War Crimes' evidence." The deal was concluded in 1948. In this way Ishii was never prosecuted for any war crimes. (Source)
A war crime is a crime, regardless of the war criminal's usefulness to the victors. Otherwise, prosecution for war crimes is simply a vindictive exercise by the victorious power meant to punish the defeated. Consistency is important, otherwise the wrong message is sent.
Tomoyuki Yamashita (sic) was a Japanese general of the Imperial Japanese Army during World War II. Yamashita led Japanese forces during the invasion of Malaya and Battle of Singapore, with his accomplishment of conquering Malaya and Singapore in 70 days earning him the sobriquet The Tiger of Malaya and led to the British Prime Minister, Winston Churchill, calling the ignominious fall of Singapore to Japan the "worst disaster" and "largest capitulation" in British military history. Yamashita was assigned to defend the Philippines from the advancing Allied forces later in the war, and while unable to stop the Allied advance, he was able to hold on to part of Luzon until after the formal Surrender of Japan in August 1945.

After the war, Yamashita was tried for war crimes committed by troops under his command during the Japanese defense of the occupied Philippines in 1944. In a controversial trial, Yamashita was found guilty of his troops' atrocities even though there was no evidence that he approved or even knew of them, and indeed many of the atrocities were committed by troops not actually under his command. Yamashita was sentenced to death and executed by hanging in 1946. The ruling against Yamashita – holding the commander responsible for subordinates' war crimes as long as the commander did not attempt to discover and stop them from occurring – came to be known as the Yamashita standard. Masaharu Homma (sic) was a lieutenant general in the Imperial Japanese Army during World War II. Homma commanded the Japanese 14th Army, which invaded the Philippines and perpetrated the Bataan Death March. After the war, Homma was convicted of war crimes relating to the actions of troops under his direct command and executed by firing squad on April 3, 1946.

Historian Kevin C Murphy argues that while it is not clear whether Homma ordered the atrocities that occurred during the march, Homma's lack of administrative expertise and his inability to adequately delegate authority and control his men helped to enable the atrocities. After American–Filipino forces surrendered the Bataan Peninsula, Homma turned the logistics of handling the estimated 25,000 prisoners to Major-General Yoshitake Kawane (sic). Homma publicly stated that the POWs would be treated fairly. A plan was formulated, approved by Homma, to transport and march the prisoners to Camp O'Donnell. However, the plan was severely flawed, as the American and Filipino POWs were starving, were weak with malaria, and numbered not 25,000 but 76,000 men, far more than any Japanese plan had anticipated. Prospective eligible bidders must have completed within the last three (3) years Single Largest Completed Contract (SLCC) that is similar to the contract to be bid equivalent to at least at least twenty five percent (25%) of the Approved Budget for the Contract (ABC).

Delivery of the Goods is required within 30 calendar days from receipt of Purchase Order and Notice to Proceed to the site which is at the Bohol Island State University Main Campus, Tagbilaran City. Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3.Bidding will be conducted through open competitive bidding procedures using a non-discretionary pass/fail criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the Government Procurement Reform Act.

JEDDAH: Measles, one of the most infectious diseases known to man, is on the march again despite the efforts of health agencies that only a decade ago believed they were close to conquering the illness.

Outbreaks of the disease, which is easily preventable by a single dose of measles, mumps and rubella (MMR) vaccine, have risen sharply in the past two years, with children bearing the brunt of the illness, often with fatal results.

The surge in measles cases has brought warnings from health experts, who say that gaps in vaccination are finally taking their toll.

Urgent efforts are needed to increase vaccination coverage or the results could be devastating, they warn.

Under a World Health Organization (WHO) global vaccine action plan, measles and rubella are targeted for elimination in five regions, including the Middle East, by 2020.

The organization’s key public health strategies to reduce deaths from measles include routine measles vaccination for children, combined with mass immunization campaigns in countries with low routine coverage. 

Measles is transmitted by direct contact with infected droplets or by airborne spread. The disease killed millions throughout history before the introduction of the MMR vaccine in the 1960s. 

Despite the efforts of the WHO and other health agencies, there has been a global uptick due to gaps in vaccination coverage.

A growing “anti-vax” movement around the world has also been blamed for the rise.

The measles vaccine in Saudi Arabia is mandatory, and no child is allowed to enter the education system without proof of stamped vaccination cards.

However, some parents have become caught up in concerns spread by the anti-vaccine movement, which grew out of a now-discredited 1998 study published in The Lancet medical journal. The study, which has since been retracted, claimed to establish a link between the MMR vaccine and autism. 

 “There is a growing group of parents or caregivers who wilfully ignore or deny the benefits of vaccinations to children and selfishly reject all possible resulting threats to public health,” said Dr. Haya Zedan, an assistant professor of public health at the College of Health Sciences in the Saudi Electronic University in Riyadh.

Arab News asked a number of “anti-vaxxers” in Saudi Arabia’s school community to comment, but they declined to go on
the record.

 “This group may also be well educated and be of high socioeconomic status,” Zedan said. “I believe the key to resolving this may be a more proactive and visible stance being taken by the authorities, using solid evidence to refute claims being promoted by the anti-vax group.

“Vigorous community health promotion, education campaigns and social media could be used to dispel the growing mistrust in vaccines,” she said.

 The dangers of avoiding vaccination were made all too clear last week in New York, where Mayor Bill de Blasio declared a public health emergency to combat a measles outbreak, mandating vaccinations in the Brooklyn neighborhood.

“We have a situation now where children are in danger. We have to take this seriously,” de Blasio said.

Zedan said there were several reasons for the return of the disease, including media sensationalism surrounding rare reactions to measles vaccines.

Conspiracy theories and fake news items on vaccines are rampant online, Zedan warned.

“Another reason is the high cost of vaccinations in the private sector, which is for many prohibitive and can result in undue delays in vaccinations,” she said.

According to UNICEF, measles cases rose by about 50 percent from 2017 to 2018, with 300,000 reported cases and 136,000 deaths last year. 

 “The measles vaccine has been marketed since the 1960s and (the disease) killed millions of children every year before its development,” Dr. Abeer Aboud Alnajjar, a pediatric infectious disease consultant and assistant professor at King Abdulaziz University Hospital, told Arab News.

“There could be many reasons for not giving vaccines: Anti-vaxxers, negligence, misinformation. This is unfortunate since you are harming not only yourself or your child, but also the whole community. The rise of the anti-vaxxers will take medical achievements back years (to pre-1960 development of the vaccine),” Alnajjar said.

 In 2000, measles was declared eliminated in the US after a widespread vaccination program. According to the US-based Center for Disease Control and Prevention, cases were at a stable low until the number spiked in 2014 and again in 2018.

While there are no national numbers for Saudi Arabia, in the first half of 2018, Europe recorded more than 41,000 measles cases, with 37 deaths. As of March 2019, 30,500 cases in Ukraine were reported, with 11 deaths; 21,396 cases were reported in the Philippines, with 315 deaths; and 10,334 cases were reported in Brazil, causing 12 deaths. 

“If we can promote, we can prevent,” said Dr. Nabeela Al-Abdullah, an infection control consultant and associate professor at the clinical epidemiology and public health department at King Abdulaziz University Hospital.

“Measles outbreaks are preventable, but they keep happening. There is a lack of education with regard to the MMR vaccine. I published a report on the Burmese population in Jeddah. The number of unvaccinated individuals reached 500 cases in 14 neighborhoods. The numbers were staggering,” she said.

“Their communities are close-knit and an infection can easily be transferred. Their reason behind not vaccinating their children was due to a misconception that it would cost them. It’s expensive, especially since many have low-wage jobs. After my report, the Saudi Ministry of Health declared that all vaccines are free of charge at all health facilities.” 

Many diseases are preventable by vaccinations. “To deny or neglect the importance of vaccinations is a major step backward,” said Alnajjar. “Vaccines and antibiotics are the two most important medical discoveries.”

Some recent finds from SE Asia are adding detail to the complex story of human migration and population interaction, and putting a much needed spotlight on the varied geographies and ecology in which human evolution took place.

1) Anthropologist John Hawks writes about the significance of the newly reported Homo luzonensis from the northern island of Luzon in the Philippines. This hominin appears to be small bodied like the 'Hobbit' (Homo floresiensis), which lived about 700 km to the south on the island of Flores. The fossils are at least 50,000 years old and their presence suggests that SE Asia was colonized several times by different hominin populations. How they were related to each other is currently an open and actively debated question.

2) Denisovans were an archaic group of hominins who diverged from the Neanderthals more than half a million years ago and lived over wide swaths of Eurasia and SE Asia. They interbred with more recent humans entering these regions, beginning about 60,000 years ago. Living Eurasians and Papuan people carry small amounts of Denisovan ancestry. A recent genetic analysis suggests that at an early stage in their history the Denisovans split in to two or three distinct groups, which then genetically diverged from each other. Papuans carry evidence of intermixing with these different Denisovan lineages.

3) Some of the oldest cave art has recently (2014) been found in Indonesia from the southern part of Sulewasi Island. They are estimated to be around 35,000 to 40,000 years old. A nice summary in Smithsonian Magazine details the discovery. Art forms of this antiquity from Indonesia suggests that a simple story of a singular origin of human symbolic thinking is not tenable anymore.

Debatable art

Is art just entertainment nowadays? When professional artists are making money creating products for entertainment it is show business. What about these so-called experimental forms of art?

Modernists (experimental) art in XX-XXI centuries is “debatable” art. We have all this noise music, 4’33’’ performances, Malevich black square. It is like a question without answers. Can be noise music? What the difference between music and noise? Is silent is music? Is it Art? Modern experimental art generates these questions. All we have is endless discussions about the purpose of art. Art raises questions but does not answer. We can say that all this experimental art stands in a nihilist position.

Early art forms (an art of Pre-Modern) are not just about entertainment. Purpose of art was to capture and convey (express) the ideas, images, feelings, and knowledge as reliable as possible. Poets created ballads about past events like wars and coronations. Painters made frescoes in cathedrals as an illustration of the Bible. Musicians were inspired by religious plots, folklore, and literature.

I think it is important to save this traditionalists message in the experimental field. Instead of producing ‘experiment’ just for ‘experiment’, and ‘noise’ just for ‘noise’.

United Information Space (UIS)


The term “information space” came to sociology and philosophy from technical disciplines.

“Information space is the set of concepts and relations among them held by an information system; it describes the range of possible values or meanings an entity can have under the given rules and circumstances”. (wiki)
An information space is a type of information design in which representations of information objects are situated in a principled space. In a principled space location and direction have meaning, so that mapping and navigation become possible.

Information space surrounds us.
It is the results of the semantic activity of humanity. We can imagine it as an invisible network. It is a world of words and meanings. We are providing knowledge not just from our personal sensory experience but also via information communications. Patterns of our behaviour, our stereotypes, our thoughts are results of communication in so-called information space.

Information space can’t be viewed as an interrelated and indivisible whole. We can still see the difference between cultural levels and national characteristics of each region. But we will come to united information space in the future where all national, religious and cultural differences will disappear. (Maybe not…) Any way we can mourn the first consequences of globalization.

So “united information space” is the result of globalization, computerization and modernization. It is a futuristic idea.


 Music in information space.

Music is information. It provides the messages to attentive listeners. Will music transform into a cross-cultural form of art in upcoming united information space?

The problem of the development of rock music is blues clichés, beyond which an artist has no opportunity to go. At one time, these boundaries suspended the development of alternative rock music. Dance music (EDM) and pop music is only entertainment. And it follows the path of perfunctory development.

I think post-industrial music can be true alternative cross-cultural music, where spiritual aspects and ethnic music roots combine with high-tech innovations in sound. It is still true avant-garde modernists music – advanced guard of cross-cultural music of upcoming united information space. And we are proud to be a part of this movement.

UIS label history

The idea of UIS was born in summer 2009 and closely related with the activity of two Russian post-industrial projects [Qamat is-sa’atu] and Per Aspera.



Ixes (ex-member of [Qamat is-sa’atu], now in Per Aspera) dreamed to create brand new crossover post-industrial sound, which can be cross-cultural and based on a wide range of musical influences. He wanted to remove the stylistic limits and became free in musical expression.

His post-industrial project Per Aspera has its roots in so-called "schwarze szene" and rhythmic noise, but in fact, his music is a mix of different cultural influences. It is noted for high attention to rhythm, formalism, absurd and genre eclecticism that he calls UIS (United Information Space). His interpretation of the concept of "industrial music" is, first of all, freedom of choice for the realization of ideas. And this is the basic principle by which tracks were created.
The term UIS, which can be interpreted as United Information Space, means stylistic eclecticism and complete rejection of any genre limitations. Later, during the work with the project [Qamat is-sa atu], the term UIS acquired its second value is a non-commercial distribution of music in the different countries of the world.

Me (Al-Maytatu L-Habithu) and Ixes found UIS label in 2010. We start to produce compilations in cooperation with like-minded bands to express our ideas in information space.


/2010/ First release Geomatika [UIS-01] was a non-profit compilation which was attended by five post-industrial projects from Russia. The edition was a few numbers of CD-R. It was spread out in public places of Manila and Panglao island, Philippines.

/2013/ Abramacabra [UIS-02] was a non-profit tape release with single demo track. Per Aspera with the participation of [Qamat is-sa’atu] produced track dedicated to one of the most influential horror writer H.P.Lovecraft.

Unfortunately, we didn't finish the track in view of some problems, but anyway we published a number of demo tapes (about 15 cassettes) which were spread out in the streets of Providence, Rhode Island where Lovecraft lived and created his occult stories.

/2014/ Jamia [UIS-04] became our first concept compilation. We made it spread out in Jamaica. Jamaica is best known for every music lover as the origin of reggae and dub. The compilation was created in reggae/dub tradition where original tracks were on A side of the tapes and their psychedelic (dub) mixes on side B. Edition was 50 audiocassettes C60 and about 10 copies CD-R. The part of the issue was spread out on the streets of Kingston, Montego Bay and in other cities of Jamaica.

/2014/ North Air [UIS-05] became the most integral in content and hard for distribution among all releases of UIS-community. Some part of the edition was left on islands of Polynesian state Samoa, where the famous writer Robert Louis Stevenson lived and worked. Surveys are showing that senatorial candidate Bong Go is ramping up as a force to reckon with in the race for a seat in the Philippine Senate in this year’s elections. Widely-derided as epal (grandstanding) and “well-funded” in Opposition circles, Go is delivering the goods as far as gaining traction in the collective consciousness of the electorate. An analysis of Google search data points to an apparent consistency between conventional survey outcomes and personal interest in Go as evident in what Filipinos search for on Google in private.

Historical search trends across a sample of several of the more, shall we say, controversial candidates over the last twelve months show that Go has consistently attracted the most interest relative to candidates Imee Marcos, Mar Roxas, and Grace Poe. Go seems to be validation of the old public relations truism that any sort of publicity, whether bad or good, is good.

Perhaps, Go can thank not just the support he’s been getting from his supporters but also the derision he’s been copping from “influencers” from the Opposition camp who have been making names for themselves on social media drawing attention to — and derision against — Go’s campaign methods. Goes to show that Opposition “influencers” aren’t exactly the brightest bulbs of the lot.

More importantly, interest in Bong Go is evenly-distributed geographically across the Philippines compared, say, to the strongest Opposition candidate (Mar Roxas) who seems to attract interest primarily skewed towards his traditional electoral stronghold in the Visayas region.

It seems Go is well-poised to ace these elections if he continues this current trajectory and if he doesn’t somehow fuck something up. The important lesson here is that whilst social media chatter may tell us something about what Netizens are outwardly saying or expressing emotionally about a candidate, the story told by data captured from more private interactions with the Net — like these Google search data we’ve done a quick-and-dirty analysis on above — is often vastly different and more revealing than what social media lets on.

The call-to-action is clear to both Filipino voters and the partisan groups that are pitching one candidate or another. People need to work smarter, be more data-driven, and desist from the traditional shrillness of obsolete approaches to “activism”.

COME to think of it, the Yellows most probably used the misnamed Philippine Center for Investigative Journalism (PCIJ) as its template for Rappler, and improved on it by having daily new reportage and by spending millions of pesos for technology to expand its internet reach.

While both viewed themselves as God’s gift to Philippine journalism, with PCIJ indeed producing to its credit about two dozen good investigative reports in its 29 years of existence, it has since degenerated into a tool of the Yellow forces and, recently, of US foreign policy.

This is not my opinion but the indisputable conclusion from facts, which anyone can verify by simply going to the PCIJ website and poring over its articles since 1999.

There is no PCIJ article critical of the second Yellow regime of Fidel Ramos posted in its website.

But it produced dozens of articles against Ramos’ successor Joseph Estrada, especially on his wealth, so that its executive editor then boasted that it was PCIJ that brought that presidency down just as the Washington Post’s Wood-Bernstein duo toppled the Nixon administration. (In our case though, I was told, ‘Deep Throat’ was the top intelligence man of Fidel Ramos, who allegedly went all out to topple Estrada who was then going to prosecute him for the corrupt Amari deal.)

Vociferousness
Right after the Yellows broke away from President Gloria Arroyo’s administration, PCIJ, with the same intensity as the Philippine Daily Inquirer, posted scores of articles vehemently critical of her, her family and her administration. The articles’ vociferousness was such that it was as if it expected to repeat its alleged feat with Estrada.

Many of the articles bordered on tabloid sensationalism. An article titled “Shame and Scandal in the Family,” simply listed the allegations raised by the Yellows against the Arroyo family, all of which — despite the Benigno Aquino administration’s efforts in six years to pin them down on these accusations — have been proven false.

Balanced investigations?

The anti-Arroyo articles were a mockery of investigative journalism. These simply cited some data and spun them as conclusive of Arroyo’s corruption such as the articles titled “Arroyo’s mysterious millions,”“Obscure firms bag DPWH deals,” and “Mike Arroyo claim stalls land reform in Negros.”

But not only that. PCIJ ran puff-pieces on anti-Arroyo personalities, such as Jim Paredes (titled “We should awaken memory”), or had them write articles in its site, such as those by Vicente Romano and Chito Gascon. Even communist demagogue Jose Maria Sison wrote a lengthy article in its defunct magazine, titled “A Stronger Revolution.”

PCIJ together with the Philippine Daily Inquirer during the Arroyo administration was the tandem that was the Yellow’s propaganda weapon. Even months after Arroyo stepped down from power, the PCIJ was still producing articles hounding not just Arroyo but even her children.

And during President Aquino 3rd”s regime, how many articles were there that were critical of him?

Not a single one.

P-Noy
There was a seemingly critical article titled “The Wealth of P-Noy,” which reported that his wealth had grown nearly three times, or from only P15 million as of December 2009 to P55 million as of December 2010. But the article turned out to only preempt criticism on the astonishing increase in Aquino’s wealth after a year in power. It claimed that the increase was “likely” due to inheritance from his mother’s estate.

The PCIJ in fact did not conceal its admiration for Aquino, as in its September 2016 article titled “P-NOY’S POVERTY CHALLENGE: Bold blows vs corruption, cautious steps vs poverty” (caps in original):

“Aquino 3rd became the Philippines’ 15th president on June 30, 2010, triggering a contagion of hopefulness among Filipinos. He wooed and won votes with a slogan that was simple, yet catchy — ”Kung walang corrupt, walang mahirap.” Without corruption, there’d be no poverty.

The second Aquino presidency has spread a virus of hope that finds sole parallel in the tide of goodwill that Filipinos bestowed on his late mother and democracy icon Corazon ‘Cory’ C. Aquino after the 1986 EDSA People Power revolt.”

Did the PCIJ investigate how Aquino’s Transportation department made daily commute a hell for Filipinos because of its corrupt handling of the MRT 3? No. That department’s corruption in handing over its maintenance to Yellow cronies? No. The Interior department’s overpriced purchase of 300 Indian-made utility vehicles that broke down after three months, with no parts available? No.

Incompetence
Did it report Aquino’s total incompetence in preparing the Eastern Visayas region for the Yolanda super-typhoon that led to the horrific drowning of thousands, and the area’s rehabilitation after the disaster? Not a word.

The loss of Scarborough Shoal because of Aquino and his Foreign Affairs secretary Albert del Rosario’s bungling? The massacre of 47 elite police troops in Mamasapano in Mindanao? The Aquino administration’s “midnight” purchase of P3 billion worth of the Dengvaxia anti-dengue vaccine that turned out to be defective that it has led to the deaths of about 150 children? How Aquino funneled billions of pesos to his home province and to other Liberal Party bastions in the scheme called the Disbursement Acceleration Program?

The absence of any article on these crimes of the Aquino administration is enough proof that the PCIJ had become a tool, an effective one, of the Yellow Cult.

Not only that, the PCIJ was even a part of the propaganda against Ombudsman Merceditas Gutierrez and Chief Justice Renato Corona, whom Aquino strived — successfully — to remove in his agenda to control all branches of government. Toward the May 2016 elections, the PCIJ focused on that other Aquino target: Jejomar Binay.

Hibernation
From its six-years hibernation in “investigating” government corruption during the Aquino regime, the PCIJ energetically devoted its resources in portraying Duterte’s as the “presidency bathed in blood,” as its former executive director titled her article.

Its propaganda thrusts in its 50 or so articles are exactly those of the Yellows’: that Duterte’s anti-drug war killed thousands of innocents; that Marawi City hasn’t been rehabilitated; and that administration’s cases filed against Rappler’s CEO for tax evasion are all about suppression of the press.

Its most notorious, or hilarious, “investigation” was its “exclusive” publication of former Davao City police Arthur Lascañas’ alleged diary relating the “bloody exploits of Duterte’s Davao Death Squad.” The diary was so obviously fake, with its terms like political Waterloo and “The Divine Trap” (the title of a 2014 novel by a Belgian banker) so beyond the police sergeant’s bank of knowledge. PCIJ was simply used by Antonio Trillanes 4th in his project then to get the International Court of Justice to try Duterte for human rights violations.

PCIJ shares with Rappler another feature: It has relied on foreign funding, mostly from US entities. In Rappler’ case, the Securities and Exchange Commission ruled this as in violation of the Constitution’s ban on any foreign participation in media.

It was the Asia Foundation that funded PCIJ in its early years. For the years 2015 to 2016, the Washington-based National Endowment for Democracy, an entity said to be a conduit for the Central Intelligence Agency’s propaganda activities, gave it $106,000. (NED has also been funding two media entities critical of Duterte: Vera Files, $70,000, and the Center for Media Freedom and Responsibility, $278,000. )

I have asked PCIJ’s executive director, citing my right to Freedom of Information, to furnish me with a report on how much funding from foreign entities it has received so far, including details. I hope it adheres to the same transparency principles it has been demanding of government officials.

In less than a month’s time, Filipinos will vote in Congressional/Senatorial elections whose process is needlessly complicated, lacking in transparency and that under the worst possible scenario will result in the perpetuation of a political system that is not fit for purpose in the 21st century.

Some Filipinos still do not realise that when compared to straightforward parliamentary elections, their voting process is something of a minefield. Countries with parliamentary systems tend to have much simpler electoral processes than those in presidential systems, let alone a presidential system as needlessly convoluted as that in The Philippines.

Whilst a Philippine ballot often looks like a university level statistical examination, in parliamentary systems, one generally simply puts a check mark next to the party name (and or logo) that one supports. The entire process takes less than a minute. Easier voting processes encourage democratic engagement and guarantee that votes are conducted in a straightforward and transparent manner, rather than in a strategic or even devious manner.

In many ways though, the needlessly complicated voting process in The Philippines is somewhat appropriate considering that once elected (on idiotically staggered terms), Congressional representatives, Senators, a President and a Vice President can all openly conflict with each other, thus resulting in hardly anything getting done for the nation’s people.

If a nation can only produce one majoritarian democratic mandate at any given time, it is absurd to elect rivalling legislative bodies and rivalling chief and vice executives who can in theory and often times in practice have several conflicting sub-mandates that serve only to obscure the collective opinion of the country as a whole.

Inversely, in a parliamentary system, a straight forward election in which all men and women get to vote for the party of their choice will determine which faction controls the legislature and gets to form an executive drawn from that same legislature. Such a system not only accurately reflects the majoritarian mandate of the people, but it does so in a manner that is simpler, more cost effective and because parliamentary systems do not produce deadlock between competing branches of government, the government can produce results for the people in a more rapid and efficient fashion.

Because of this, Filipinos most vote carefully in forthcoming elections as a fundamental issue of governance is at stake. This is ultimately far more important than which group of policy makers is elected to govern within a system that is objectively poor at delivering the results that people desire.

As such, beyond all else, one must consider the position of parties, candidates and mangled party lists when it comes to the all important issues of fundamental reform. The simple questions that must be asked are:

1. Do you or your party support a shift from a presidential to a parliamentary system? 

2. Do you or your party support a shift from a unitary to a federal model of governance? 

3. Do you support or oppose constitutional reforms to remove restrictions on prosperity creating foreign direct investment (FDI)?

These questions, over and above all other considerations ought to be the crux on which this election is fought. In an ideal world, the 2019 election in The Philippines will be the final one ever contested on the basis of the current broken system. In order to make this a reality, one must strive to locate, endorse and support men and women who are up to the task of pushing for the reforms that The Philippines has required for decades.

     Following is the speech by the Chief Executive, Mrs Carrie Lam, at the Asian Universities Alliance Summit 2019 Presidents Forum this morning (April 14):
 
     Professor Qiu (President of Tsinghua University, Professor Qiu Yong), Mr Liao (Chairman of Council of Hong Kong University of Science and Technology (HKUST), Mr Andrew Liao), Professor Shyy (President of HKUST, Professor Shyy Wei), consul-generals, university presidents, distinguished guests, ladies and gentlemen,

     Good morning. I'm delighted to welcome the Asian Universities Alliance (AUA) and its third annual summit to Hong Kong. Thank you for inviting me to join today's Presidents Forum, where great minds like yours come together to consider issues of concern to us, and issues of importance to Asia and the world.
 
     Hong Kong prides itself on connectivity, and we promote our city as Asia's World City, a perfect location in Asia for people to connect and excel. The focus of such connectivity ranges from finance to trade, from technology to culture, etc. This is why throughout the year, the Hong Kong Special Administrative Region Government hosts or supports international and regional gatherings like the Asian Financial Forum, the Belt and Road Summit, the Internet Economy Summit (which by the way will take place tomorrow at the Hong Kong Convention and Exhibition Centre) and the Asia Cultural Co-operation Forum. I am therefore delighted that the AUA has chosen Hong Kong as the place to hold its third annual summit. Obviously the AUA also believes in the power of connectivity, which explains why since the Tsinghua University first proposed to establish the AUA in April 2016, it had only taken a year for all the preparatory work to be completed and for the AUA to be formally launched in 2017. Through the AUA, the 15 founding universities seek to jointly address regional and global challenges, specifically related to higher education and economic, scientific and technological development, by strengthening collaboration. In Professor Qiu's words, the founding of AUA marks a significant milestone in Asian higher education. It is a product of the common needs and shared expectation of the 15 founding universities.   
 
     This growing connectivity within Asia is, in my view, both necessary and meaningful. The region already plays a pivotal role in the global economy and is destined to continue to provide the impetus for growth. In my former capacity as the Chief Secretary for Administration, I was invited to contribute a piece to a publication by the UK's Asia House released in 2016 entitled Asia 2025. In the book's Foreword, the Chairman of Asia House remarked that "it is not the abundance of opportunity that will fully confirm Asia's significance", but we will be seeing "a new phase of global development and underlining the value of educational links and shared scientific research". With its foresight, AUA and its founding universities are clearly embracing that shared value.  
 
     At the government level, especially with the strong tradition of an open economy, Hong Kong embraces the importance of enhanced connectivity with other Asian economies. To name just a few of our specific initiatives, we have entered into a Hong Kong – ASEAN Free Trade Agreement and related Investment Agreement in late 2017, which subject to the necessary ratification should come into effect this year. We have opened a new Hong Kong Economic and Trade Office in Bangkok in February 2019, our third office in ASEAN after Singapore and Jakarta. We have plans for opening similar offices in Dubai, Mumbai and Seoul. Since taking office in July 2017, I and my colleague, the Secretary for Commerce and Economic Development have visited Singapore, Thailand, Indonesia, Vietnam, Myanmar, Cambodia and the Philippines. We have introduced Belt and Road scholarships for students from Thailand, Indonesia, Malaysia and Myanmar to study in our local universities. I should add that for over 20 years, the Hong Kong-based Asian Youth Orchestra has helped nurture music and friendship amongst young musicians in the region. The education links represented by the AUA are therefore a much-valued partner in this enhanced network that we are building.
 
     Let me now turn to the Presidents Forum today. Your forum agenda, with sustainable development and technological entrepreneurship as central themes, is as ambitious and welcome as the AUA itself. The central question at hand is this: what can our post-secondary institutions bring to these complex challenges, these compelling opportunities? The answers will go a long way towards realising a flourishing and inclusive future for our universities, our economies and the Asian region as a whole.
 
     Innovation and technology is a policy priority for my Government and an area of progressive growth and boundless promise for our universities. Hong Kong has what it takes to be successful in this field. To start with, we have world-class research capabilities. Four Hong Kong universities rank among the world's top 100. That includes the Hong Kong University of Science and Technology, a founding member of the AUA. Let me add that this prestigious university is among the top young universities in the world, leading the way in science and engineering-related subjects. 
 
     Hong Kong's technology research strengths include biotechnology, artificial intelligence and robotics. To expand on these and other areas of excellence, we have in recent years put in place numerous policies and programmes to promote R&D at our universities. Our Innovation and Technology Fund, for example, supports both applied and forward-looking R&D projects undertaken by our universities. We also have the Technology Start-up Support Scheme for Universities under the Fund, which enables university professors and students to start technology companies and commercialise their R&D results.
 
     In January this year, we launched the Partnership Research Programme under the Fund. It sponsors R&D projects undertaken by private companies in collaboration with local universities.  There is also a dedicated programme which funds universities engaged in midstream research.
 
     On top of the above, our Innovation and Technology Fund assists universities in their technology transfer. And, I'm pleased to note, R&D results among our universities are encouraging. A start-up linked with Hong Kong Polytechnic University, for example, developed soft contact lenses and spectacle lenses that can retard the progression of myopia in children.  Its related defocus-incorporated-multiple-segments technology won the Grand Prize at last year's International Exhibition of Inventions of Geneva. The research behind this breakthrough was funded by our Technology Start-up Support Scheme for Universities that I mentioned just now. By the way, I am thrilled to learn from yesterday's news and this morning's newspapers that this year's Geneva Exhibition of Inventions' Grand Prize also goes to a Hong Kong company, a start-up at Science Park, with a water-based manufacturing process to recycle and reuse lithium battery as its winning entry.
 
     Excellent work is also being done by the 16 State Key Labs and six local branches of Chinese National Engineering Research Centres here, which are funded in full or in part by the Innovation and Technology Fund. Hosted by Hong Kong universities, their achievements include the new stress-tolerant soybean cultivar, and the world's first scientific model for predicting metal toxicity in marine environments and bodies of water. Let me add that Professor Dennis Lo, Director of the State Key Lab of Translational Oncology, was named among the "Top 20 Translational Researchers" for two consecutive years by the world-renowned journal Nature Biotechnology. Professor Lo developed a noninvasive prenatal diagnostic technology that has benefited millions of pregnant women around the world. And SenseTime, a home-grown technology company in the Hong Kong Science Park founded by Professor Tang Xiaoou has developed into the world's most valuable AI start-up in just a little over three years.
 
     It's all very encouraging, which is why we continue to expand our support – through facilitating policies and considerable investment at some US$12.5 billion in the past two years.  This fiscal year, my Government doubled annual funding under our Technology Start-up Support Scheme for Universities. Each university now gets more than US$1 million a year. We've done the same for the technology transfer office of each university, which means a doubling of funding to more than US$1 million a year. As for our State Key Labs and the Hong Kong Branches of Chinese National Engineering Research Centres, their annual funding has also been doubled to US$1.3 million.
 
     And to boost our impressive talent base, my Government launched the Postdoctoral Hub last August under the Innovation and Technology Fund. It funds universities and other organisations in their recruitment of post-doctoral talent for R&D work. The Researcher Programme also supports them in the hiring of local graduates to assist in R&D projects. Since February, the maximum time period for these two programmes has been extended to three years. Response is overwhelming with the Researcher Programme having sponsored over 3 800 local graduates to join the innovation and technology industry and the Postdoctoral Hub Programme having sponsored 360 postdoctoral talents to pursue a career in R&D. 
 
     We are, in short, committed to helping our universities realise their full R&D potential. Our more ambitious goal, however, is to help build an international innovation and technology hub here in Hong Kong. That includes the establishment of two world-class research clusters at our Science Park – one targeting healthcare technologies, the other artificial intelligence and robotics. In each case, we are inviting renowned universities, research institutions and companies from all over the world to look to Hong Kong for their future.
 
     The response has been encouraging, and from such prestigious universities as Harvard, Stanford and Johns Hopkins in the United States, Imperial College and University College London in the United Kingdom, the Fraunhofer Institute in Germany and the Institut Pasteur in France. From the Mainland of China, the Chinese Academy of Sciences and the Tsinghua University are amongst the active project proponents. In all, we've received nearly 50 proposals to date, and the first research institutions will be setting up their laboratories in two brand new buildings at the Science Park before the end of this year.
 
     We are also building unprecedented connections and opportunity through the Guangdong-Hong Kong-Macao Greater Bay Area. The city cluster comprises the two Special Administrative Regions of Hong Kong and Macao and nine major cities in Guangdong, and each of the 11 cities will contribute their respective strengths. The Outline Development Plan for the Greater Bay Area was promulgated by the Central Government in February this year, and the goal of creating an international innovation and technology hub for the Greater Bay Area occupies a very prominent part of the Plan.
 
     To that end, we are strengthening our collaboration with the Mainland on the innovation and technology front under the "One Country, Two Systems" principle. With the support of the Central Government, our local universities and research institutions are now eligible to apply for state funding on science and technology and the approved funds will be remitted to Hong Kong.  Also in last year, we signed a co-operation arrangement with the Mainland's Ministry of Science and Technology, which serves as an action guide and framework for us to enhance co-operation in scientific research, nurturing of talents, transfer of results, etc. We also entered into a memorandum of understanding with the Chinese Academy of Sciences, which will set up an affiliated institution here in Hong Kong to facilitate its research institutes to participate in the research clusters I mentioned earlier. And we've established a Bay Area academician alliance to promote co-operation among academicians from the Chinese Academy of Sciences and the Chinese Academy of Engineering. They will help advise on the Greater Bay Area's technological development.
 
     We would like to see more world-renowned universities and research institutions joining us, both for the research clusters being set up in Hong Kong and for the Greater Bay Area development. That is why university visits are now almost a "must-see" on my official itinerary overseas. Last week, during my trip to Japan, I visited the University of Tokyo, a member of the AUA, and had a very fruitful meeting with President Gonokami.
 
     While we are all excited about science and technological innovation, we must not forget about sustainable development, or the broader humanity issues, without which there will be little social and ecological harmony. I am glad to note that sustainable development is also a main theme to be discussed at this Presidents Forum.
 
     Hong Kong definitely realises the importance of sustainable development. And the Government has rolled out various environmental blueprints and measures to tackle environmental degradation. I should add that there is also a dedicated chapter in the Guangdong-Hong Kong-Macao Greater Bay Area Outline Development Plan entitled "Taking Forward Ecological Conservation". But time will not allow me to go into details this morning.
 
     Finally, I wish the AUA, and each of its member universities, continuing success, and all of you a rewarding Presidents Forum and Summit here in Hong Kong. Thank you very much.

Hi Trisha, I am so grateful I found your blog a few years ago. There are so many topics in here that I can relate to talaga. Though this one is probably the closest to what I feel. Been away from home for 9 years now and I have to say - reading this article made me reaffirm my decision to leave. I love my family, but I honestly feel I already outgrew living there a long time ago. There was just too much social pressure and too much judgement being passed! The first question they ask you, instead of "Kamusta ka na?" (How are you?) is "Kelan ka mag-aasawa, hindi na ka bata" (When are you planning to get married, you're not young anymore). That really gets to me - I mean, I am my own person and I will decide if I want that for me or not. Also, all the hypocrisy got to me too. I really feel that when I left home, it was when I was able to start finding my true self (I'm still a work-in-progress, but hey, I'd rather have this now). I want to let you know that there are so many individuals out here who are feeling/experiencing what you are going through. I really am grateful to you for being our voice... I look forward to your next articles!

The first EVER picture of a Black Hole has been captured by a network of telescopes, known as the Event Horizon Telescope (EHT). The picture shows a bright ring of fire surrounding a circular dark hole. The Black Hole has been described as a “monster” and is located in the M87 galaxy, 500 million trillion miles from Earth. A team from the National Natural History Museum in Paris and the University of the Philippines have discovered bone fragments which are thought to belong to a new species of hominid, which they have called the Homo Luzonensis. These fossils provide sufficient evidence of a new species of hominin, who lived on the island of Luzon in the Philippines prior to 50,000 years ago. Wandering interstellar worlds like Oumuamua may help form planets. Some of these huge objects, which can be as large as skyscrapers and even cities, drift through every cubic parsec of space between the stars. Once these emerging systems become part of new stellar systems, interstellar objects could accelerate the growth of new planets. Of course, our individual tastes are all different, and culture plays a huge part too - but why are we so struck by whatever it is we find beautiful? (Reuters) - Facebook Inc's social networking site was inaccessible to some users across the world on Sunday, according to Downdetector.com, a website which monitors outages. Whatsapp and Instagram, which are both owned by Facebook, were also the subject of reports from users that they were unavailable.

The outage tracking website showed that there are more than 9,000 incidents of people reporting issues with Facebook. 

By 8.30 am EDT the site still showed more than 4,700 reports from users unable to use the app. A heatmap of complaints showed the Philippines was heavily affected. Central and Eastern Europe were also affected, as was the Eastern Seaboard of the US.

The company told the BBC: "We're sorry for any inconvenience," but gave few other details.

Users took to Twitter to vent their frustration about it.

 

Separately, Downdetector.com also showed that there were issues with WhatsApp and Instagram, but with relatively lower count of outage reports.

Facebook had experienced one of its longest outages in March, when some users around the globe faced trouble accessing Facebook, Instagram and WhatsApp for over 24 hours.

The problem for China is that countries in the region like the Philippines have legitimate claims to the area as parts of it fall within their 200 mile off shore economic zone as per international law. The Chinese have no such claims being thousands of miles away. So they're basically bullying the countries in the region and staking illegitimate claims of their own.

Delfin Lorenzana, defence secretary in the Phillipines has confirmed the death of “Abu Dar”  the leader of the Maute group, an ISIS affiliated group terrorist camp in the Philippines. Abu Dar, whose real name is Benito Marohombsar was announced to have met his waterloo in a clash with Phillipine military in the town of Tuburan near Marawi.

The secretary said the death "means that the self-proclaimed Isis leader is dead. His group is leaderless in the meantime and also they are scattered after that successful operation by the army".

Also confirming the news is the Marawi commander Colonel Romeo Brawner, who said there were doubts about the death of Abu Dar, but recent DNA results have confirmed that he is dead and gone.

Abu Dar with the now dead Isis emir Isnilon Hapilon and Maute Group leaders Omar and Abdullah Maute started the siege in 2017 in Marawi that was bloody. The group was looking to take control of the city, and they were in the city for 5 months, flattening the city, even till today, the city is yet to be rehabilitated.

Abu Dar seeing he might lose the war, fled to the mountains, but continues to recruit and train fighters. The army did not stop the hunt of Abu Dar, and continue to launch large military operations to put him down. After years of trying to end his reign of terror, the military overran his camp in the town of Sultan Dumalundong, his remains were later found near the trash as he was attempting to flee from the zone of the military clash. A shot to his back was fatal, killing him.

To hide his identity, his face was also burnt. The death of Abu Dar, an effective recruiting machine, with ties to influential families and deep knowledge of the Quran had weakened the threat of the group in Marawi and Lanao Del Sur province.

The Officer-In-Charge of the Maritime Industry Authority (MARINA) has inspected at random a Batangas and Calapan Roll-on / Roll-off (RoRo) vessel at the Batangas Port to strenghen maritime safety measures and look for areas to further upgrade the domestic shipping industry in the Philippines, as part of its eight priority programs under the 10-year maritime industry development plan (MIDP) of MARINA.

MARINA OIC Vice Admiral Narciso Vingson Jr, together with Deputy Administrator for Operations Engr. Nanette Villamor-Dinopol; Capt. Rommel John Mendoza of the MARINA - Enforcement Service (ES); and Atty. Sharon Aledo of the MARINA Region IV, rode a RoRo vessel from Batangas City bound to Calapan, Oriental Mindoro to assess the maritime operations in these areas at the onset of the Lenten Season.

Vice Admiral Vingson and his team inspected the basic condition of the passengers and observed compliances to cargo securing procedures of vehicles and trucks.







The MARINA OIC noted that the inspected RoRo vessel was generally clean with its engine room and emergency generator to be well-maintained and ventilated. Significantly, its sewage tank area was found safely secured and located in a separate compartment aboard ship that was also free from foul odor.

Persons with Disabilities (PWD) elevator was also installed and accessible in the RoRo vessel, while the comfort rooms were well-managed and sanitized.

However, there was a minor deficiency noted by the MARINA, wherein two drivers were seen inside their vehicles while the vessel was underway.

Nonetheless, the deficiency was immediately rectified by the vessel’s crew, and requested the drivers to vacate their vehicles and stay at the passengers area for their safety.

“Maritime safety is non-negotiable. The MARINA is consistently working with the Philippine Coast Guard (PCG) and the PPA to ensure that our sea passengers enjoy a safe, comfortable, and convenient travel at all times,” Vice Admiral Vingson said.

Finally, the MARINA is calling all shipping operators across the country to uphold all the fundamental elements of the maritime safety.

Filipino Arts and Cinema, International recently announced its call for entries to the 26th Annual Filipino International Cine Festival to be held in October at the Roxie Theater in San Francisco. The festival holds the distinction of being the largest and longest-running festival of its kind in North America.

FACINE 26 will select 8 to 9 full-length films that will be eligible to vie for awards in its main competition section this year. A panel of three jury members will select the winners, which will be announced in a closing ceremony after all screenings are completed. Competition entries should be San Francisco premieres. Awards to be given in this competition are Best Film, Direction, Performances by an Actor and Actress in Lead and Supporting roles, Writing, Editing, Cinematography, Visual Design and Aural Design.

A parallel competition for short films will also be held and they will vie for the Best Short Film award to be chosen by a separate panel of three jury members. A Viewer's Choice award will be decided online.

All entries by media artists of Filipino descent, regardless of number of entries, genre, subject and style, will be considered. Entries shall be no more than 120 minutes in length. Non-Filipino filmmakers may submit the works, but the subject must be on the Filipino. There is no registration fee.

1.The Capiz Provincial Government, through the GOP2019 intends to apply the total amount of One Million Seven Hundred Thirty Thousand Pesos (Php 1,730,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract of Public Bidding of 4 Lots for the Supply and Delivery of Various Hospital & Medical Equipment for Bailan District Hospital, under ITB No. 2019-007H. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2.The Capiz Provincial Government now invites bids for Hospital & Medical Equipment. Delivery of the Goods refers to Section VI. Schedule of Requirements. Bidders should have completed within the last 3 years from the date of submission and receipt of bids a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3.Bidding will be conducted through open competitive bidding procedures using a non-discretionary pass/fail criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the Government Procurement Reform Act.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

4.Interested bidders may obtain further information from Capiz Provincial Government and inspect the Bidding Documents at the address given below from 8:00am to 5:00am.

5.Complete details of the project are indicated in the bidding documents which will be available to prospective bidders on March 26 April 24, 2019 at the PPMU Office, Capiz Provincial Capitol, Roxas City, upon payment of the non-refundable fee for the sale of bidding documents in the prescribed total amount per lot:

6.The CAPIZ PROVINCIAL GOVERNMENT will hold a Pre-Bid Conference on April 3, 2019 at Capiz Provincial Capitol, Roxas City (10:00am), which shall be open to prospective bidders.

7.Bids must be duly received by the BAC Secretariat at the address below on or before April 24, 2019 at Capiz Provincial Capitol, Roxas City (10:00am). All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bid opening shall be April 24, 2019 at Capiz Provincial Capitol, Roxas City (10:00am). Bids will be opened in the presence of the bidders representatives who choose to attend at the address below. Late bids shall not be accepted.

8.The CAPIZ PROVINCIAL GOVERNMENT reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.

DNA tests have confirmed that the leader of an ISIS-affiliated terror group was killed in a military operation last month, officials in the Philippines say.

Abu Dar was among a number of militants killed in the southern town of Tubaran, according to CNN Philippines.

Defense Secretary Delfin Lorenzana said in a text message on Sunday that the DNA tests confirmed that the remains were his.

Lorenzana added that for now the radical Islamist Maute Group is "leaderless" and that authorities are "monitoring who will replace Dar."

Dar became the group's leader after two of its figureheads were killed in the southern city of Marawi during a five-month standoff, according to the Philippine News Agency (PNA). Militants and Philippines forces clashed in 2017 after parts of the Muslim-majority city had fallen under the control of the Islamist group.

The leaders killed were named as Isnilon Hapilon, who was declared the terror group's emir for Southeast Asia, and Omar Maute, a leader of a local militant group that had pledged allegiance to ISIS. According to CNN Philippines, Dar had appeared beside Hapilon and Maute in a video during a planning session, which authorities believe was for the attack on Marawi city.

More than 800 militants and 162 government security forces were killed during the five-month standoff, the Chief of Staff for the Armed Forces of the Philippines (AFP), Gen. Eduardo Ano said in 2017.

Many homes were reduced to rubble by airstrikes and militant fire during the violence, and more than 350,000 residents were forced to flee the city and surrounding area.

Following the battle, Marawi military commander Col. Romeo Brawner said Dar began recruiting and training new fighters, PNA said.

"He also recruited and trained those whose family members and relatives died during the siege ... But they will not be able to continue now because Abu Dar is dead and their remnants, followers and supporters have already surrendered to the military and they are with us now," said Brawner.

Downdetector.com, a site that monitors site outages, shows Facebook had been down since 6:30 a.m. EST in much of the world, with thousands of reported outages concentrated in the northeastern U.S., Europe and the Philippines.

It appeared to be back up and running for most users by 9 a.m. EST.

An email requesting comment about what caused the outage was sent to Facebook.

#FacebookDown, #instagramdown and #whatsappdown were all trending on Twitter globally.

Facebook acquired Instagram in 2012 and WhatsApp in 2014.

There are more than 1.52 billion daily active Facebook users, according to the social media network's website.

Procurement of Rota Vator

1.The Municipality of Bulalacao, through the General Fund 2019 intends to re-bid the sum of Two Hundred Forty Nine Thousand Pesos only (249,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement of Rota Vator. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2.The Municipality of Bulalacao now invites bids for Procurement of Rota Vator. Delivery of the Goods is required Thirty Calendar Days (30). Bidders should have completed, within Thirty Days (30) from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3.Bidding will be conducted through open competitive bidding procedures using a non-discretionary pass/fail criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the Government Procurement Reform Act.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

4.Interested bidders may obtain further information from Municipality of Bulalacao and inspect the Bidding Documents at the address given below during 9:00 am.

5.A complete set of Bidding Documents may be acquired by interested Bidders on submission of a written application to the above office, and upon payment of non-refundable fee of Php 500.00. Issuance of bid documents will be on April 15, 2019.

6.Bids must be duly received by the BAC Secretariat at the address below on or before April 22, 2019 at 9:00 am. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause

Bid opening shall be on April 22, 2019 during office hour before 9:00 am at Municipal Conference Hall, Bulalacao, Oriental Mindoro. Bids will be opened in the presence of the bidders representatives who choose to attend at the address below. Late bids shall not be accepted.

7.The Municipality of Bulalacao reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.

INVITATION TO BID FOR THE PROCUREMENT OF SIX (6) UNITS TWO (2) ROWS CORN SEEDER

The Local Government Unit of Piat, through the CY2019 20% Municipal Development Fund intends to apply the sum of Two Hundred Forty Thousand Pesos (Php 240,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement of Six (6) Units Two (2) Rows Corn Seeder. Bids received in excess of the ABC shall be automatically rejected on bid opening.
The Local Government Unit of Piat now invites bids for Procurement of Six (6) Units Two (2) Rows Corn Seeder. A complete set of Bidding Documents may be purchased by interested Bidders from April 09, 2019 until 12:30 P.M. of April 29, 2019 from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Five Hundred Pesos (Php 500.00)/set.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the fee for the Bidding Documents not later that the submission of their bids.
The Local Government Unit of Piat will hold a Pre-Bid Conference on April 16, 2019 at 1:00 P.M., at the Office of the BAC, Municipal Hall, Poblacion 02, Piat, Cagayan, which shall be open to all interested parties.
