          Chevron to acquire Anadarko Petroleum for $33 billion      Comment   Translate Page      

Chevron positioned itself to become the dominant oil producer in the field that is driving the U.S. shale revolution when it said Friday that it was buying Anadarko Petroleum for $33 billion.

The acquisition is the largest takeover in the global oil industry in three years and signals that shale drilling, which was once dominated by small and nimble independent companies, has now become a battleground for oil giants. It also demonstrates that the largest oil companies believe that they can profitably drill in shale fields even when crude oil prices are much lower than they were a decade ago.

In buying Anadarko, San Ramon’s Chevron is picking up major oil and natural gas projects in the Gulf of Mexico, Colorado, Mozambique, Algeria and Ghana. But most of all, it is building on its position in the Permian Basin of West Texas and New Mexico, which recently passed Saudi Arabia’s Ghawar field as the world’s most productive oil field.

More than a dozen oil and gas pipelines serving the Permian are expected to be completed by the middle of 2020, potentially increasing exports from the Gulf of Mexico region to 8 million from 2 million barrels a day.

Anadarko and Chevron have a 75-mile stretch of contiguous acreage in the Permian, which should help the companies reduce production and transportation costs. About a third of total U.S. oil production comes from the basin, which is largely responsible for the production and export boom of recent years.

“This is a compelling transaction,” Chevron CEO Michael Wirth told analysts. “We intend to accelerate activity in Anadarko’s Permian acreage.”

Chevron is the world’s 10th largest company producing oil and gas, and Anadarko ranks 41st, according to Rystad Energy, a consulting firm. Once the merger is completed by the end of the year, Chevron will climb to seventh...

The African Music Ensemble has flourished since its first year in 1972-73 under the direction of master Ghanian musician C.K. Ladzekpo. Recruited by Professor Olly Wilson (composer and specialist in African American music), Ladzekpo took leave from his position at the Institute of African Studies at the University of Ghana to join the Berkeley faculty for one year. A music ensemble course was begun in the Department of Music, and an African dance course in the Department of African American Studies; the two student groups joined for concerts. In l974, lured by the community activity of the non-profit East Bay Center for the Performing Arts in offering free music lessons for “kids who couldn’t pay,” Ladzekpo began teaching there as well. As his ties in the Bay Area strengthened, one year led to another and the University has benefited from his presence for over three decades. When asked why he chose to remain in the United States, C.K. responds that he enjoys the new challenges of representing West African music to American students and audiences. Deeply interested in developing teaching methods to effectively communicate his music to foreign students, he has mapped out a process that involves lots of transcriptions of traditional repertoire from which new pieces for presentation can be created. For a number of years the African Music Ensemble in the Department of Music has encompassed both musical and dance instruction and all students do both. Periodo electoral en España y Europa. Se habla de Cataluña, salario mínimo y alquileres, pero de momento la inmigración no ha entrado en campaña como el pasado verano con la crisis del navío Aquarius. Durante su visita a Melilla a finales de marzo, el líder de los populares españoles, Pablo Casado, propuso un plan Marshall para África, con el que retener a los inmigrantes y alejarlos de nuestras costas. Mientras, la izquierda ha alertado sobre los efectos del cambio climático en la inmigración y un mensaje que gira en torno a que la «inmigración es buena».

Según el profesor de Estudios Africanos de la Universidad de Duke Stephen Smith, la idea de que al ayudar a África a «desarrollarse» puede contener la marea de inmigrantes es una ilusión, porque la ayuda sirve esencialmente como un subsidio para la emigración; «no son los más pobres quienes se van de África a Europa, sino aquellos que han alcanzado un cierto nivel económico», sostiene en entrevista con ABC para presentar su libro «La huida hacia Europa» (Arpa). De los 2.200 millones de ciudadanos que se sumarán a la población mundial para 2050, 1.300 millones serán africanos, aproximadamente la población actual de China. Smith alerta sobre los dos extremos del debate: «Euroáfrica, por la que todos somos hermanos y deben venir, con lo que se resentirá los Estados del bienestar europeos; y que todo se solucione cerrándonos a cal y canto para mantener nuestra prosperidad».

En el libro sostiene que la inmigración masiva de África a Europa es inevitable. ¿Por qué?

Pese a que las personas que emigran no son las más pobres, esto nunca ha estado en la opinión pública. No me lo he inventado, es un hecho. Es una pregunta difícil. Muchos políticos dicen que cuanta más ayuda brindemos, mejor será la vida en África, por lo que preferirán quedarse allí. Nos cuesta entenderlo y no lo hacemos con mala intención. Si nunca ha salido de la aldea ni siquiera para conocer la capital del país, por mucha visión del mundo que se tenga a través de internet y los 'smartphones', se necesitan miles de euros para empezar el camino. Si observa de dónde provienen los migrantes, no los refugiados, estos proceden generalmente de Senegal, Kenia, Costa de Marfil, Ghana y Nigeria, entre otros; precisamente los mismos países donde encontramos una parte importante de la población que empieza a beneficiarse del progreso y van escapando de la pobreza extrema. Ojo, con esto no estoy diciendo que debamos renunciar a la ayuda para el desarrollo si esta realmente desarrolla a los pueblos. Me refiero a que en la primera etapa, esto es contraproducente porque aumenta la presión migratoria, pero a largo plazo no hay alternativa. Para ser sincero con usted, muy a menudo he visto que la ayuda para el desarrollo no ayuda realmente a desarrollar los países. En un contexto de guerra fría, la ayuda al desarrollo fue una prima geopolítica para los aliados y hoy se convierte en una prima para los países que detienen a los migrantes. De modo que los políticos no están totalmente equivocados: les pagan dinero a los gobiernos para pedirles que hagan el trabajo de retener a los migrantes. A largo plazo no es deseable que sea una forma de subcontratar nuestra responsabilidad.

Viendo el ejemplo de México con EE.UU., ¿hay que ir a más tratados de libre comercio con países africanos?

En principio, sí, favorece. Ya hay muchos acuerdos de libre comercio en la UE, pero África no tiene aún capacidad exportadora. Muchas de las exportaciones a veces son productos agrícolas, incluso cuando se analiza el comercio con China, que exporta un 12% a África, pero recoge solo un 4%, y principalmente materias primas: petróleo, cacao, café... Desarrollar África (no toda África es igual) es muy difícil cuando apenas la conocemos.

Recientemente, los picos de migración a España se han relacionado con un gran aumento de las llegadas de marroquíes. ¿Es muestra de que no es solo un factor del boom demográfico sino que este tiene que ir de la mano de un crecimiento económico lento y un alto desempleo?

Escribí mi libro antes de la subida de Vox. Pero he de decir que la gestión de los flujos migratorios de España ha sido excelente, muy pragmática. No hay un gran diseño donde pueda encontrar la solución. África tiene un gran excedente de población. Si usted fuera africano, le gustaría ir a Europa y tener a los niños mejor educados que en tu país de origen. Hay millones que querrían venir a Europa, y Europa no podría tomarlos todos. Necesitamos tener una conversación abierta sobre cómo vamos a lidiar con esto más allá de las dos posiciones extremas. La solución no está en que todos somos hermanos y hermanas, y que estaremos bien. Y no lo digo porque esto provoque subidas como las de Vox, sino también por el mantenimiento del Estado del bienestar. La posición de España es clara: «Tengo un vecino. No elijo a mis vecinos. No necesariamente los amo, pero no los odio». Con Mauritania, Senegal y Marruecos, España tiene un diálogo bastante bueno, mejor que los franceses. Marruecos tiene una política sobre cómo integrar a los migrantes en la sociedad marroquí y al mismo tiempo tratan de estar económicamente presentes en el África subsahariana. Con México, vemos que, por mucho que diga Trump, el flujo de migrantes para EE.UU. ha pasado a ser negativo desde 2014. Con África pasará algún día, pero llevará décadas. Necesitamos tener seguridad, necesitamos integrarlos, no demasiados, de lo contrario tendremos una reacción política. El problema comienza cuando las personas que vienen a Europa con toda la forma tradicional de África, no tienen la misma idea del papel de las mujeres en la sociedad, quién es la autoridad... y luego está el islam político. Si los residentes se sienten traicionados y sus vecindarios cambian tan drásticamente, muchos empresarios políticos tratarán de instrumentalizar este miedo e inseguridad para obtener votos como ha hecho en Italia.

¿Ve posible a corto plazo una respuesta coordinada a la cuestión migratoria?

El sur de España tiene una gran cantidad de trabajadores migrantes en situación de temporalidad, mientras que desde Bruselas o París, la perspectiva es muy diferente: la gran mayoría va para quedarse y que sus hijos vayan a los colegios. Luego, en regiones donde no hay migrantes es donde triunfa un discurso más duro contra la inmigración. Existe un país como Japón (modelo de país homogéneo) y, por otro lado, el país construido por migrantes por antonomasia que son los Estados Unidos. No se puede decir que la historia de la migración sea la misma en el Reino Unido, España o Francia. En Alemania, muchos de los migrantes, italianos o turcos, no están necesariamente convencidos de que sea una buena idea traer al millón de personas de 2015; no siempre son los viejos blancos, sino también los propios migrantes que temen que eso deteriore el Estado de bienestar. El debate se ha ido a los excesos. Si tuviéramos el 5 por ciento de crecimiento, no tendríamos el mismo debate sobre la migración en Europa. Incluso la simple cuestión del asilo en el país de llegada. En Berlín, pude ver a muchas personas enviadas de vuelta a Italia. Si la gente quiere vivir en Alemania, ¿por qué las mandas a Italia? Ha habido muy poca coordinación. Espero que haya una respuesta colectiva. 2015 fue la alerta, y la única respuesta que Europa encontró fue la seguridad de la subcontratación: 3 millones de sirios -refugiados- bloqueados en Turquía, 600-800.000 subsaharianos en Libia, el acuerdo entre Italia y los señores de la guerra en Libia (no sé qué está pasando en este momento con el General Haftar). Logramos acuerdos con varios países, pero no hay una política común. En las próximas dos generaciones, vamos a tener tanta afluencia de migrantes que pagar para retener a las personas no funcionará.

¿Está preparada la UE para otro año 2015 dada la explosión demográfica que vivirá África en los próximos lustros?

No, no creo que la UE esté preparada. Europa del este todavía tiene la idea de que la ciudadanía está vinculada a la etnicidad: hoy es blanco, mañana verde, pero tiene que ser algo. No creo que deba ser el color de la piel lo que dé forma a la ciudadanía. No es el único problema al que se enfrenta Europa: ahí tenemos el Brexit. Escribí este libro para hablar con los políticos, los intereses nacionales son muy específicos y contradictorios. Las políticas están muy polarizadas, incluso Macron no puede discutir con Italia ni para encontrar un terreno común. Los políticos reaccionan en función del estado de ánimo de los ciudadanos.

Usted sostiene que la inmigración masiva de jóvenes africanos no es necesaria ni útil por una razón imperativa: su llegada no mejoraría en absoluto la proporción de trabajadores activos y dependientes en el Viejo Continente.

No creo que exista una necesidad económica o demográfica. Tenemos en Europa un 20% de desempleo juvenil, por lo que los trabajadores no calificados no son exactamente lo que necesitamos. El problema en la mayoría de los países son las segundas generaciones de migrantes; ya sea con el modelo británico o el francés, es difícil que los niños de los migrantes se sientan plenamente aceptados.

¿El promedio de 3 trabajadores activos por jubilado es una cifra que pueden asumir los Estados europeos? En España se está acercando a 2 en los últimos años.

No hay referencia como absoluta. Es obvio que cuanto mejor es la relación de dependencia, más segura es la edad de jubilación. Las tasas de fertilidad han bajado en muchos países, pero, por ejemplo, en Francia, estas han aumentado entre las personas de clase media-alta. En mi generación tener 4 hijos estaba vinculado a familias pobres. No sabemos cómo se vería la demografía en el futuro.

¿Hay alguna alternativa al Euráfrica, como el modelo de los Estados Unidos pero dañando al Estado del Bienestar, y la Fortaleza Euro más probable?

Estos son los dos extremos en los que en realidad tampoco soy favorable. No creo en “Kumbaya” Euráfrica ni tampoco en que simplemente nos cerremos a cal y canto para mantener nuestra prosperidad. El debate polariza. Estoy abogando por una buena vecindad y migración circulatoria, que vengan aquí por 2 o 3 años sin su familia para aprender nuevas habilidades, y que sirva para contribuir a reactivar a su país y que luego otros puedan venir. Que vengan, trabajemos juntos y nos conozcamos. Pueden casarse aquí pero integrándose. No es migración cero, sino limitar la circulación a Europa.

En sus viajes presidenciales a África, Macron ha sido fuertemente de racista por sus comentarios sobre la elevada natalidad en el continente.

Sé que mencionó mi libro y que le gustó, aunque no le he conocido personalmente. Decir que tener 6 o 7 hijos por mujer en Níger, por ejemplo, sea un problema para el desarrollo es solo una afirmación objetiva, no puedo ver nada racista en ella. Es una evidencia.

¿Qué opinión le merece la acción en el Mediterráneo de ONGs de salvamento como Open Arms?

En primer lugar, no solo podemos elogiar las buenas y favorables intenciones; tenemos que analizar también los efectos colaterales, algunos de ellos son perversos. Los traficantes de personas pueden confiar en que las personas pueden ser recogidas en el Mar Mediterráneo. Para los migrantes africanos, en 2015 el riesgo de morir en el mar era 4 veces menor que dar a luz a un niño. Debemos dejar de hablar sobre el Mediterráneo como una especie de cementerio abierto.

Salvini quiere hacer ver que Italia puede convertirse un infierno para los inmigrantes. ¿Este tipo de mensajes causan realmente efecto?

No, y por una razón muy simple: las personas que viven en aldeas van a la ciudad a pesar de que dos tercios de las personas viven en barrios marginales. Lo que significa un infierno en Italia o España no lo es en África. Esto no es solo dinero. Queramos vivir en una sociedad moderna con posibilidades de prosperar. Los migrantes saben cómo se ve Europa gracias a sus teléfonos inteligentes.

Former president of Ghana, Jerry Rawlings, has rejected an attempt by the nation’s Ministry of Education to rename the University of Development Studies after him.

The UDS is part of four schools that the Education ministry included in a draft bill, which is aimed at renaming four tertiary institutions after notable Ghanaian personalities.

Rawlings rejected the government’s offer on his verified Facebook page. He said, “The former President has taken particular note of the plan to re-name four universities after eminent Ghanaian personalities, including the naming of the University of Development Studies (UDS) after him.

“When the proposal for the naming of the UDS was first brought to the former President’s attention by the Education Minister in 2017, he thanked the President and the government for the honour, but politely declined the offer because he had a long-standing principle not to have national monuments and facilities named after him.


“The former President has since the publication of the details of the new bill to be tabled to Parliament written to the Minister of Education to reiterate his position and kindly requested that the re-naming of UDS after him be withdrawn from the Draft Bill to be submitted to Parliament.

THE CUSTOM OF "NATION SIGNING IN" ON DISCUSSION THREADS FOR CERTAIN YOUTUBE MUSIC VIDEOS
"Nation signing in" (nsi) occurs when a person writes his or her nation's name, country code top-level domain [initials], country telephone code (iso) etc. in a discussion thread for a YouTube music video with or without any other text or emojis (small digital images or icons).

Commenters who sign in their nation's name (and/or other group identifiers) may also implicitly or explicitly expect or demand that other commenters from that nation or other affiliation follow his or her lead and also sign in and represent* that nation on that discussion thread. In addition, or separately, a commenter may ask or expect that people from other nations "rep" ("represent') their nation by writing a response to that comment. Much less often, instead of their nation, I've found comments from people representing their ethnic group (such as Luo), city/state* (such as Burbank, California), region (such as the Caribbean), or continent (such as "Europe").

I've noticed this custom in the discussion threads of a number of popular contemporary non-religious YouTube music videos from West Africa, South Africa, East Africa, and Central Africa. I'm currently testing my theory that this custom is also found in the discussion threads of popular contemporary religious YouTube videos from at least two of African regions (West Africa and South Africa). By contemporary, I mean within the last 10 years. By popular, I mean videos with viewer hits totally multiple millions.

In testing this theory, I'm somewhat randomly selecting a few YouTube contemporary religious music videos from South Africa and from Nigeria that have multiple million hits. After watching the videos, I'm "reading" (mostly scanning) the discussion threads of those videos to see if I find any nation signing comments. Based on my very limited informal research which is still ongoing, it appears to me that the custom of writing "nation signing in" may also be a common feature on large discussion threads of contemporary non-religious African (YouTube) music videos from West Africa, South Africa, East Africa, and Central Africa (as well as collaborations between singers from different regions of Africa and elsewhere.)

It also appears that nation signing in comments are also a common feature on large discussion threads for contemporary religious (YouTube) music videos in West Africa and South Africa (as well as combinations of those two regions' singers. This custom may also be found in other YouTube discussion threads of other African music from other regions and/or YouTube discussion threads for non-African music. Stay tuned. Next I'm going to check out contemporary Caribbean music to see if there are any nation signing in comments on any of those YouTube discussion threads.

It appears to me that one difference between religious and non-religious signing in comments on YouTube discussion threads for African music videos, is that some commenters include testimonies (religious statements about their experience/s with God and/or how this song blesses them) with their religious nsi comments.
