Every 90 minutes, the office phones of all five FCC Commissioners rings and John Oliver's voice comes out of it, demanding that they take action on robocalls, reversing FCC Chairman (and former Verizon exec) Ajit Pai's policy of relying on carriers to self-police their anti-robocall measures, and heading off his plan to gut the existing, weak protections.

When it came to robocalling the FCC, Oliver didn't need viewers' help. "This time, unlike our past encounters [with the FCC], I don't need to ask hordes of real people to bombard [the FCC] with messages, because with the miracle of robocalling, I can now do it all by myself," Oliver said.

"It turns out robocalling is so easy, it only took our tech guy literally 15 minutes to work out how to do it," Oliver also said. He noted that "phone calls are now so cheap and the technology so widely available that just about everyone has the ability to place a massive number of calls." (We discussed that problem, with a focus on spoofed Caller ID, in this 2017 feature.)

Under US law, political robocalls to landline telephones are allowed without prior consent from the recipient. Such calls to cell phones require the called party's prior express consent, but Oliver presumably directed his robocalls to the commissioners' office phones.

一年一度的 RSAC 2019 已经尘埃落定,今年我们任务是代表瀚思科技携全场景安全 HanSight Unified Security Platform新版本亮相大会,颇受关注。RSAC也是个很好的平台,站台同时也和国内外智能安全分析领域(SIEM/UEBA/XDR/NTA/EDR)知名厂商的产品经理,以及分析师、全球客户、合作伙伴进行深度交流,畅谈这一领域的现状和未来,一些心得分享给大家。

金樽清酒斗十千 – 大厂横空杀入

微软在大会前发布了SIEM产品Microsoft Azure Sentinel,预示着本届大会Azure Sentinel 注定成为焦点。 等到会场发觉Sentinel 的备受关注,以及和一线大厂的产品经理聊下来感受到的挑战,大家还是被微软“搅局”威慑到了。跟 Azure Sentinel 产品经理 Miss L聊了一下,了解到目前这个Cloud SIEM 版本是90个工程师花了7个月“搭”出来的。“对我们来说这款产品需要的所有功能模块的组建代码我们都有,甚至有好几套。就是要想清楚要不要做这个事情,以及第一阶段要做多少的问题。” L 对她的得意之作津津乐道。微软Sentinel 就是要把他们在云企业产品的经验,以及在终端、应用、安全产品的优势发挥到极致。跟 Azure Sentinel 产品经理 Miss L聊了一下,了解到目前这个Cloud SIEM 版本是90个工程师花了7个月“搭”出来的。“对我们来说这款产品需要的所有功能模块的组建代码我们都有,甚至有好几套。就是要想清楚要不要做这个事情,以及第一阶段要做多少的问题。” L 对她的得意之作津津乐道。微软Sentinel 就是要把他们在云企业产品的经验,以及在终端、应用、安全产品的优势发挥到极致。作为一款Cloud-native SIEM 的产品,Sentinel数据接入层面除了对接微软自家的云、终端、安全产品,对其生态下的广大的一线/二线安全厂商的日志也能很好的解读,分析方面直接继承微软 AI 在信息安全领域的积累。可视化分析方面传承了Security Graph Framework。其他的如威胁猎捕,SOAR相关的能力都是既有产品的能力”迁徙”+ “改造”。Azure Sentinel作为刚Preview 的产品倒也一板一眼, 功能全没有短板。 最大的杀手锏还不是在其功能,Native Cloud 的弹性架构让客户做到无缝扩容,客户再也不用为数据接入/存储/分析量的增加而考虑硬件扩容。另外,当各类数据存储到 Microsoft Cloud 以后,对持续优化AI分析引擎所能达到的分析的效果,想象空间非常巨大。也跟部分分析师和客户聊过,大家普遍相信安全分析最终是个数据者为王的游戏。但微软在这个方面出言谨慎。“我们不会主动挖掘客户数据以获得竞争上的优势。”云厂商对客户数据的使用向来谨慎。Sentinel 的定价策略还未最终出炉,估计会狠狠的利用自家Azure Cloud在成本上的优势打破现有SIEM厂商的定价结构,这也是其他一线 SIEM 厂商比较担心的。至于Sentinel 下一步的动作,PM 的思路简单而直接,“对标目前的市场领导者,迅速追赶缺失的功能,同时将已有的产品的功能做的更好。”

Google Alphabet 旗下的 Chronicle 也推出了 Security Telemetry Service Backstory – 安全遥测服务 Backstory。从身着无领短袖的工程师范的PM Mr .C 演示的过程来看,Backstory是一个 Cloud Based Threat Hunting and Investigation Platform。在核心Google基础架构上构建了新的一层,可以在其中上传各类安全数据,包括DNS流量、网络流量、端点日志、代理日志等高容量数据,并保持了数据私密性 。

分析方法上主要是威胁情报(Virus Total, Proofpoint, Carbon Black, Avast)以及机器学习,跟历史数据以及同组数据进行比较。UI可视化方面,主界面仍然是搜索为王的 Google范儿, 输入资产信息并执行搜索后,以时间轴的方式显示了资产所有的可疑行为,并辅以威胁情报提供上下文信息。Backstory 不是基于数据量的license model, 而是基于用户的数量。这对公司规模小,但是分析数据量大的公司是个利好。

由于 Google 目前在企业应用市场尚不算成功,Backstory 的震撼效应不如Azure Sentinel。Mr.C 说 他们下一步会注重整个企业安全生态建设,目前Backstory支撑接入的数据源的种类和数量还很有限, 这是Chronicle 急需要突破的。

而其他 SIEM/UEBA 厂商,Splunk、LogRhythm、Securonix总体没有特别大的新闻。Splunk PM Mr.G 说他们上季全球有600+ 新企业级的客户 on board ,保持了高成长,接下来会考虑如何把现在的产品做裁剪,以合适的功能、产品形态、服务定价体系来“吃”相对低端的市场。Securonix PM Mr. N在强调:对比较高端的客户,除了产品外也更注重服务,一些安全咨询类服务会率先在医疗行业发布。LogRhythm PM Mr. M强调他们的平台也是个 Unified Security Platform for compliance, threat detection and incident response(跟瀚思全场景好像)。相比较于其他厂商,他们的优势是研发的产品/模块都是来自内部团队,而不是通过公司并购。这很大程度上做到了产品设计风格的一致性。谈到未来,Mr. M 表示他们会持续优化workflow,提升威胁全生命周期管理的效率。

玉盘珍羞值万钱 – 从创新沙箱中成长出来的 NDR 玩家

很多厂商都说自己是 XDR (Everything Detection & Response)这个市场术语的初创者,不过就展会本身而言 ,XDR 宣传力度最大的是PA Cortex XDR。可惜的是没约上Cortex XDR PM,没机会听他自己角度评价自己的“baby”。 不过倒是特别关注了两个从创新沙箱中走出来的 NDR (Network Detection and Response) 厂商。感觉这个领域还不完全被大厂垄断,初创公司的成长值得借鉴。和ProtectWise booth 上的SE Manager Mr. T聊起了产品, 这是一款 SaaS 部署的 NDR,采用轻量级的网络探针对所有网络活动进行记录,并存储在低成本的云端,再利用机器学习检测威胁,然后进行数据索引,为客户提供强大的搜索以及检查的取证工具。一旦检测到存在网络攻击,受害公司能够“倒带”,并查看黑客是何时以及以什么方式侵入的,响应层面可以联动上百个安全产品。威胁可视化不仅酷炫,而且一目了然,展示了实时情境分析、报警管理、攻击链路图、网络连接图、事件时间表等更深层次的可视化分析功能。取证功能方面能够管理传感器策略,重放流量和用户行为,以及手工创建警报通知。(跟瀚思的安全事件管理有些许相似 )不过个人觉得最大的亮点还是云端方案,可利用低成本的云端存储,保留长时间的网络活动记录。这也是 Verizon 收购其的核心因素。T 在聊的过程中全程都很兴奋,估计刚被收购心情很好。谈到未来,他憧憬ProtectWise会在Verizon 的安全服务体系占有重要的角色, 产品也会持续在 SaaS 应用 和 IOT 监控上加大力度,这些都能和即将到来的5G潮密切相关。Awake 在去年创新沙箱入围后产品也有了长足的进步。 CTO G 全职当班booth, 手舞足蹈的介绍起了他们的全新的、基于Cloud AI 的高级分析引擎 “Ava”。Ava从数据接入起就把安全事件分为“全局的”和“特定行业的”,结合使用基于云平台的联合机器学习、开源智能和专家系统,Ava最大限度地减少了安全团队必须处置的事件和告警数量。通过Ava,客户还可以按需访问Awake服务专家,以获取最新的威胁研究、调查和猎捕的支持。同时客户可以开启反馈机制,将告警/安全事件处置的结果反馈Ava。Ava 的机器学习模型会根据反馈数据调整特征工程的比重,持续调优算法检测模型。(跟瀚思NTA 中的异常流量监测设计神似 )在 Incident Response 方面主要还是借助第三方SIEM, EDR and Incident Response平台,但会将响应所需的关键信息如告警、安全事件、相关上下文信息、威胁情报信息重新组织以支撑响应决策。

谈到未来, 手舞足蹈的 G 忽然冷静了下来,Ava 目前还处于发布的早期阶段,他希望Ava 能在客户处取得更多的成功。另外,内置响应平台也是他看重的方向。

闲来垂钓碧溪上 – 和朋友们畅谈全场景, Next-Gen SIEM, 下一代安全分析平台, XDR

这次瀚思的booth 确实是个很好的平台,汇聚各类朋友一起来聊产品,聊行业。Booth 的光顾者不少。除了介绍全场景安全Demo 自家产品,也在和各界安全同仁探讨其他的安全话题:和Macy’s(梅西百货)的安全团队聊漏洞管理, 与BofA(美洲银行) 的首席安全架构师谈安全体系评估,同Omada Health 的应急响应团队谈响应流程,跟所有的客户聊他们心中的NG-SIEM。 确实,世界在哪?我们在哪?大部分客户都比较认可我们全场景安全的理念,因为他们也确实体会到目前在各种割裂的系统中,使用不同产品进行威胁管理会有诸多不顺。BofA 首席安全架构师戏称你们的全场景平台就是一个 “WeChat Threat Management Platform“。此外,聊到的国外客户大都自己运维SOC,所以关注产品细节问题:平台是否提供API 供他们二次开发?告警摘要能否转成语音留言方便通知处置?告警降噪实际的效果,和漏洞管理平台集成的场景等等。当问到对下一代 SIEM 应该具有哪些能力提出一些看法时,反馈最多还是的检测响应应该是一个统一的平台。同时客户希望厂商能够简化定价体系。感谢国内外友商的产品团队来booth交流,以及中关村、友商对瀚思booth 的支持。每次的产品技术交流都深感获益匪浅,国内团队的顶层设计、高屋建瓴。国外团队的技术驱动、细节导向。大家开诚布公的表达、探讨和交流。各种思想的碰撞促进大家取长补短,共同提高。回头看本届 RSAC 安全分析类产品,如果一定要用一两个词来总结趋势的话,我们会用 Cloud-native SIEM, 云时代的规模效益给智能安全分析带来的改变。 Cloud-native SIEM 有多种解读,弹性架构带来的实施运维便利,低成本海量数据的存储可以以小成本分析长周期数据,超海量数据给AI engine 调优带来的化学反应。但Cloud能否给智能安全分析带来真正意义上的变革?我就用 Splunk PM 的话结束吧!“Let’s Wait and See!”

Thomas D. Thomas Nimbley
Mr. Nimbley has served as PBF's Chief Executive Officer since June of 2010 and was appointed to the board of directors in October of 2014. Gene Edwards has over 35 years of experience in the energy and refining sectors. Edward F. Kosnik has served as a director of PBF Energy since February 20, 2013. Mr. Kosnik serves on our audit committee. Robert J. Lavinia
Mr. Lavinia has served as a director of PBF Energy since February 2016. He brings to PBF industry-specific experience as an executive and board member of a public refining company. He began his career at the Gulf Oil Corporation and Phibro Energy Corporation. In 1985, he took over as President and Chief Executive Officer of Hill Petroleum Company, Phibro’s refining division. In 1992, he joined Tosco Corporation, where he served as a Senior Vice President and the President of Tosco Marketing with over 6,000 gas and convenience stores in 32 states with more than 20,000 employees. From 2002 to 2006, he served on the board of Transcor SA, a Belgium-based company with trading operations around the world, and from 2005-2006, he served as Chairman of Pasadena Refining, a Transcor subsidiary. In 2007, he joined Petroplus Holdings AG, the largest European independent refining and wholesale marketing company and he became the CEO in March 2008. In September 2009, he retired from Petroplus and remained a board member until 2012. Mr. Lavinia was formerly a director at Big West Oil.
 
Eija Malmivirta
Eija Malmivirta has over 40 years of experience in the energy sector. Ms. Malmivirta served in various positions at Neste Oy from 1969 to 1996, most recently as an Executive Vice President, Head of Neste International Oil Trading and Supply. She served as the Chairman and principal owner of Merei Energy Oy Ltd., an oil trading company, from 1996 to 2002. Template Tosco was founded in 1955 under the name Oil Shale Corporation. The company was incorporated under the laws of the state of Nevada, but made its headquarters in the Los Angeles area.  The project won some early support from the U.S. government, but interest from other sources was meager and the initiative soon died out.

 in 1965 when it joined West Coast oil giant Atlantic Richfield in forming the Colony Shale Oil Project..  It sold part of its interest in Colony Shale Oil to Atlantic Richfield for $8 million, staggered some observers in the investment community by leveraging itself to the hilt, and then went on a buying spree. In 1970 it acquired the Signal Oil & Gas refinery in Bakersfield, California, for $22.5 million. In 1976 it acquired $222 million of Phillips Petroleum's West Coast property, including the giant Avon Refinery in Concord, California. These moves gave the company a refining capacity of more than 200,000 barrels per day, making it the third-largest independent refiner in the United States and the largest supplier of gasoline to independent marketers on the West Coast.  Morton Winston, a lawyer who became a full-time executive with the company in 1964, was named president in 1971 . Morton Winston was an anomaly in an industry in which most top managers had backgrounds in geology, engineering, or finance. As a graduate student in the early 1950s, he aspired to become a literary scholar and chairman of a college English department. Later, after a stint in the Coast Guard, he entered Harvard Law School. After graduating from Harvard in 1958, Winston spent a year clerking for Supreme Court Justice Felix Frankfurter, then joined a New York law firm that specialized in advising small, entrepreneurial companies. He made his first contacts with Oil Shale Corporation in 1961 and joined the company shortly thereafter.

As chief executive officer of Tosco, Winston made no effort to hide his unusual background in the humanities. He composed poetry in his spare time and encouraged his executives to memorize Bartlett's Quotations. Associates said that he conducted meetings not unlike a soft-spoken college professor conducting a class. But all the points that Winston earned on style would have gone for naught if the company had not fared well during his tenure. Despite his admission that Tosco had moved into the refining business rather later than it should have, the company nonetheless showed a tenfold increase in earnings between 1975 and 1980.

In 1980 the Atlantic Richfield Company sold its 60 percent share in Colony to Exxon Corporation for $300 million. Construction began at last on a processing plant that was scheduled to be completed in 1986 or 1987. Questions about the plant, however, soon presented themselves. Rising capital costs (from 1980 to 1982, Exxon and Tosco spent $400 million between them on Colony) and a levelling off in the price of crude oil raised doubts about the economic feasibility of the project. 

For its part, Tosco received $380 million worth of compensation from Exxon for its share of Colony. The initial agreement between the two companies had stipulated that Exxon would have to buy out its stake in the venture if it ever pulled out, and Tosco exercised that clause in the contract.

This attempt to recover from the Colony disaster was insufficient to forestall a major reorganization. With Tosco reeling from a first quarter loss of nearly $77 million and still saddled with more than $700 million in bank debt, Morton Winston stepped down as CEO in June 1983 and was replaced by Matthew Talbot. One of Talbot's first acts was to announce the layoffs of 15 top executives and the consolidation of Tosco's seven divisions into two.
The reorganization did little to ease Tosco's difficulties. Sagging crude oil and gasoline prices made things difficult for a company that suddenly found refining to be its sole source of support. Tosco lost over $677 million between 1983 and 1986, and, after buying out dissident shareholders inspired by Good, found itself so deeply in debt that its creditors decreed that it should hire investment banker Bear Stearns to help arrange a takeover. There were, however, no takers. The company's stock fell to $2.75 per share, down from its high of $45 in 1980. Feeling that a change of leadership was necessary, Tosco's directors forced Talbot to resign in June of 1986 and replaced him two months later with company chairman Clarence Frame. In the meantime, Tosco sold its Bakersfield refinery to Texaco for $22 million.
The next year 1988, Argus Energy, a Connecticut-based investment partnership, announced that it had acquired a 40-percent interest in Tosco. In 1989 the company acquired Seminole Fertilizer, but this did not stop the widespread takeover speculation and uncertainty over Tosco's status. Later that year, Argus Energy head man Thomas O'Malley, by now a Tosco director, succeeded Clarence Frame as chief executive officer.
One of the company's first actions under O'Malley was to announce that it was entertaining takeover bids. Tosco claimed that at least three multinational corporations made offers, but refused to announce the identity of the suitors. Informed speculation had it that one suitor was British Petroleum, which was said to be interested in establishing a presence on the West Coast through Tosco's Avon refinery. Neither party ever confirmed that this was so, however.
Tosco declared in 1991 that none of the offers it had received were satisfactory, and that it would remain independent. The company then declared that it would consolidate operations and cut administrative costs by closing down its headquarters in Santa Monica, California. Initially, Tosco declared that it would find a headquarters site in northern California, closer to the Avon refinery. But it ultimately wound up moving to Stamford, Connecticut, the home of Argus Energy.
Indeed, the move may have signalled that Tosco intended to shift geographical direction and develop a presence on the East Coast as significant as its presence on the West Coast. In December 1992 the company acquired Exxon's Bayway refinery[BUILT IN 1909], located in Linden, New Jersey, for $175 million. The acquisition made it the second-largest independent refiner in the United States.

COLONY OIL SHALE PROJECT
Over time the project was developed by a consortium of different companies until it was terminated by Exxon on 2 May 1982 a day which is known amongst locals as "Black Sunday".[1]

In 1969 Atlantic Richfield Company joined the project acquiring part of Tosco's stake.[5]

In 1974 Ashland Oil and Shell Oil Company joined the project.[7][9] In the late 1970s Standard Oil of Ohio, Cleveland Cliffs Iron Company, Shell and Ashaland Oil sold their shares to Atlantic Richfield Company.[7][10][11] As a result of these transactions Tosco owned 40% of shares and Atlantic Richfield Company owned 60% of shares in the project.
In 1980 Atlantic Richfield Company sold its share to Exxon for $300 million.[6] In 1981 the Colony Development started a construction of the commercial scale shale oil plant.[3] On 2 May 1982 Exxon announced the termination of the project because of low oil-prices and increased expenses laying off more than 2,000 workers resulting in the date becoming known among locals as "Black Sunday".[1][2][3] According to the shareholders agreement in a case of project termination Exxon had an obligation to buy out Tosco's shares. It paid $380 million worth of compensation.[6]


During its existence the project produced 270 thousand barrels (43×103 m3) of shale oil.[4][ WORTH ABOUT 5.4 MILLION AT $20 barrel]
At the moment of cancellation the estimated costs would exceed $5.5 billion in then-year dollars or about $10 billion in 2005 dollars.[3]

1999 refinery accident[edit]
On February 23, 1999, four workers at the Avon Refinery in Concord were burned to death after they tried to replace a leaky oil pipe. The San Francisco Chronicle reported [6] that one Tosco employee, Anthony Creggett, claimed shortly after the fire that plant managers had refused a request by four workers to shut down the high-temperature distillation tower during the repairs on the pipe.

Tosco, already the No. 3 refiner with eight facilities, has two gasoline refineries in California--one in Wilmington, the other east of San Francisco--that turn out an average of 240,000 barrels a day, or about 21% of the state's output. Tosco is based in Stamford, Conn.

In February of 1999, Tosco's Martinez refinery was the site of an explosion in which four workers died. In November of that year, Tosco's Wilmington refinery was the site of a fire in a holding tank. No injuries were reported, and the blaze was contained.
Tiny particles of asbestos enter into the atmosphere, however, as asbestos-containing transite ages and becomes prone to crumbling. Asbestos when it is in this state is called friable, which is defined as easy to pulverize. In addition, industrial kilns often contained friable asbestos in insulation linings.
The Problem with Friable Asbestos
Asbestos fibers, when friable, can be readily dispersed into the environment. Medical conditions like asbestosis and cancer can result from the inhalation of asbestos. Another uncommon, and generally fatal, disease linked to asbestos is mesothelioma. The pleural variety of mesothelioma, one which affects the tissue that lies between the lungs and the pleural cavity, is the most common. When the airborne particles settle on food or drinks and are subsequently swallowed, pericardial or peritoneal mesothelioma can result, although they are less common than pleural mesothelioma.
Increased pressure from the press, medical scientists and citizen groups forced the creation of rules controlling how to use asbestos. The use of asbestos was more prevalent, however, when places like Tosco Corporation were built. Any asbestos that remains from then may still pose a health hazard if care is not taken during remodeling projects.
The Lurking Hazard of Asbestos
Asbestos-related diseases, unlike most work-related injuries, which are readily observed and known about soon after the incident, can take many, many years to develop. When a former employee starts showing symptoms such as breathlessness, pain in the chest or abdomen and chronic coughing, his or her physician might not immediately recognize asbestos exposure as a cause, leading to a delay in diagnosis. Men and women who were employed by or lived near oil refineries like Tosco Corporation's California facilities therefore should ask their doctors for mesothelioma information. Furthermore, spouses of these people are also in danger, as unless strict decontamination protocols, including the use of workplace-only clothing and on-site showers, were enforced, it was all too common for personnel to bring particles of asbestos on their skin, in their hair, or on their clothes. Mesothelioma surgery is available to some patients and can improve the quality of life.

Federal Investigation of Tosco Refinery Fire Finds Flawed Management Supervision

(Washington, DC - March 28, 2001) A fire at Tosco's Avon refinery in Martinez, California, could have been prevented by better management supervision of safety, according to the final report of the U.S. Chemical Safety & Hazard Investigation Board (CSB). The report culminates an exhaustive two-year investigation of the 1999 petroleum fire that claimed the lives of four workers. The Avon refinery was acquired by UDS Corporation last year.
According to Board Member Irv Rosenthal, "Better management of job planning and execution could have prevented this tragedy. Our investigation uncovered two root causes of the accident. First, Avon refinery management did not have an effective process for assessing the dangers of maintenance operations and implementing needed safeguards. Second, neither the parent Tosco Corporation nor the facility management had investigated or corrected a pattern of serious unsafe practices at the Avon refinery."
The incident occurred on February 23, 1999, two years after an explosion at the refinery killed one and injured 46 others. Management deficiencies were also a significant factor in that incident, according to a federal report.
The 1999 incident occurred as workers attempted to remove and replace a leaky petroleum pipe which was attached to an operating oil distillation tower, known as a fractionator. Over a 13-day period prior to the accident, workers had repeatedly tried to isolate and drain the pipe, but leaking and corroded shut-off valves hampered their efforts. At the time of the incident, the pipe still contained a significant volume of pressurized naphtha, a highly flammable petroleum mixture similar to gasoline. While workers were in the process of replacing the pipe, the naphtha was released and burst into flame, killing the four workers. At the time of the fire, workers were p

Earlier this year a Newark, N.J.–based holding company led by longtime telecom entrepreneur Howard Jonas upped its investment in a pharmaceutical company developing drugs to treat rare and hard-to-treat forms of cancer, taking a majority stake.

Rafael Holdings' investment in Rafael Pharmaceuticals—named for the biblical angel of healing—increased to $66.7 million. And the Cranbury-based pharma company is keeping busy with a pair of Phase 3 trials of its lead drug candidate for the treatment of acute myeloid leukemia and for metastatic pancreatic cancer.

Pancreatic cancer diagnoses are among the most grim because the disease often goes undetected until a progressed stage. Last week Jeopardy host Alex Trebek revealed he has the disease.

Rafael Pharma's lead drug candidate—CPI-613—is designed to block certain enzymes that serve as an important source of energy production needed for cancer cell growth. The field of so-called cancer metabolism has garnered renewed interest in recent years in part due to technological advances.

"Our focus is orphan diseases," said Sanjeev Luther, president and CEO of Rafael Pharma, referring to conditions that affect relatively small populations of patients. 

The company is expecting interim results of its Phase 3 studies—which look at progression and survival rates, among other measures—in the second quarter of next year.

"Pancreatic cancer is the deadliest cancer worldwide, with very limited treatment options. The current data on CPI-613 in combination with [chemotherapy] in patients battling pancreatic cancer is immensely promising," said the pancreatic cancer study's principal investigator, Dr. Philip Philip of the Karmanos Cancer Institute at Wayne State University, in a statement.

Rafael Pharma's team of about 25 people is based in Cranbury and Newark and at Stony Brook University on Long Island, where its lead drug candidate was discovered.

The company is also advancing candidates for the treatment of other rare and hard-to-treat cancers—including Burkitt's lymphoma and metastatic colorectal cancer—in earlier-stage clinical trials. And it has a number of preclinical molecules.

"We continue to invest in Rafael Pharma to support the promising clinical development of its lead drug," said Jonas in a statement issued earlier this year. "As the two companies further align, we strengthen our capacity to leverage their complementary attributes for mutual benefit."

Jonas has founded companies such as IDT Corp. and Straight Path Communications, the latter of which was acquired by Verizon for $3.1 billion last year.

Luther said Rafael Pharma will soon decide whether it would commercialize drugs itself, partner with other firms or sublicense its product if it receives FDA approval.

911 call in Bronxville raises hospital security issues


An inaccurate report of a gunman at New York–Presbyterian/Lawrence Hospital in Bronxville on Sunday night sent hundreds of police to the campus before authorities determined there was no threat.

Bronxville Police Chief Christopher Satriale told reporters that the department received a call around 9 p.m. from a nurse supervisor, who said two patients had seen a man carrying a shotgun on the sixth floor.

Police ultimately determined the threat was unfounded after reviewing several hours of hospital surveillance footage.

The incident once again raised the issue of emergency response at hospitals in the case of an active shooter, with some health systems increasing the use of armed security to protect facilities. In August a man shot and killed his wife and himself at Westchester Medical Center. In 2017 a physician who had been fired from Bronx-Lebanon Hospital killed one person and himself and wounded six others.

In a statement, a hospital spokeswoman thanked staff and law enforcement and said operations continued as normal Monday.

The event underscored the importance of hospitals working closely with local law enforcement, said Jenna Mandel-Ricci, vice president of regulatory and professional affairs at the Greater New York Hospital Association, who specializes in emergency preparedness. The association advises its hospitals to keep "first-responder access kits" handy so that the first officers reporting to a scene can quickly get blueprints and keys that will make it easier to navigate the hospital.

Transition to value-based payment missing focus on children's health: report


A focus on improving children's health is missing from the continued transition to value-based payments for providers according to a new report from the United Hospital Fund.

While tying payments for children's health care to quality rather than quantity has the potential to have a "profoundly positive impact," the complex nature of payment reform is challenging and requires extremely close collaboration between children's organizations and Medicaid agencies, the fund said Monday.

Children make up more than half of enrollees in Medicaid and its associated Children's Health Insurance Program.

"It's not just Medicaid that stands to gain, however," said Chad Shearer, the fund's vice president for policy and director of its Medicaid Institute, in a statement. "Research has shown the importance of a child's first years to their life-long health. Reforming the payment system in a way that will improve maternal and child health can reduce special education needs, child neglect and mistreatment, problem behaviors and adult illnesses."

The report recommended providers and social services organizations work with states' Medicaid programs work together to identify measures that could be incorporated in value-based contracts to improve care for children —J.H.

 

High prices, high demand for metro-area health care


A new from the Health Care Cost Institute shows that metropolitan areas across the U.S. with higher health care prices tend to have lower usage of services. But the New York metro area bucks that trend with both higher prices and utilization.

Prices in this area were 22% higher than the national median, while utilization of health care was 26% higher between 2012 and 2016. The report didn't explore what is driving these trends, but future research using its database will look at price variation within a region, wasteful spending and provider competition, the institute said.

New York also ranked second in the increase of prices during the five-year period, at 22%, which behind only Tampa.

"Now that we see New York has high prices, we can compare it to other high-price areas and see what the differences are and what might be driving cost growth in a specific region," said Bill Johnson, a co-author of the report and a senior researcher at the Health Care Cost Institute.

The report also showed that use of outpatient care, such as ambulatory surgery, was 5% lower in the New York area than the national median. The metro area includes New York City, Long Island and the Hudson Valley as well as parts of New Jersey, western Connecticut and eastern Pennsylvania.

The tool, funded by the Robert Wood Johnson Foundation, uses claims data from Medicare and commercial insurers Aetna, Humana, Kaiser Permanente and UnitedHealthcare. —J.L.

          20 Recommendations on how to protect yourself from mobile phone SIM Card swap fraud      Cache   Translate Page      

What exactly is a “SIM-Swap” scam?

Here is one definition: “SIM Swap fraud (also known as Port-Out scam or SIM splitting) is a type of account takeover fraud that generally targets a weakness in two-factor authentication & two-step verification, where the second factor or step is an SMS or a call placed to a mobile telephone. The fraud exploits a mobile phone operator’s ability to seamlessly port a telephone number to a new SIM destination. This feature is normally used where a customer has lost or had their phone stolen.”

This type of fraud is not new. It has been with us for three years, but volume levels have been low. It appears that the specifics of this con game have been shared with the global community of organized crime, judging from the recent preponderance of articles in various jurisdictions about this type of crime. Victims, if they have the courage to report the crime, and 85% elect not to, based on present estimates, have witnessed their financial accounts, whether banking, trading, or crypto, suddenly drop to zero. Law enforcement officials now report a 60% increase from prior complaint levels.



How does this type of fraud work?

This process goes in several steps. The worst part of this fraud is that you may be targeted long before the actual crime takes place.

·         A fraudster obtains your bank account details and registers your mobile phone number through phishing or malware.
·         He approaches your mobile service provider with your fake identity proof and, claiming loss of handset or SIM damage, seeks a duplicate SIM card.
·          A SIM swap typically happens using the following methods: Using identity theft to convince a MNO shop assistant that they are dealing with the account holder; or by stealing passwords from employees at the mobile operators or mobile dealers. Bill pay cellular users’ SIM cards can be cloned through a helpdesk by answering personal verification questions such as a home address or work number. The situation is more complex for pre-paid customers where the personal verification questions focus on the latest recharges or last numbers called. By using a fake ID document and other fake documents a person can also do a SIM swap at a mobile dealer. If a fraudster gains access (through a stolen password) to a support agent’s account, or that of a mobile dealer assistant, the SIM swap process becomes easy.
·         The SIM swap is typically performed late at night to avoid detection by the victim. Some fraudsters are also encouraging the victim to switch off their cell phone by harassing them with multiple calls.
·         After the phone is switched off, they do the SIM swap without fear of detection. Some mobile operators send an SMS notification that a SIM swap has been requested. To avoid the SIM swap being stopped, the fraudsters either use the above method or call the victim masquerading as a mobile operator employee to tell them the SMS was sent by mistake and should be ignored.
·         Following verification, the original SIM is deactivated and a new one is issued to the fraudster.
·         He then initiates financial transactions from your bank account, details of which he had earlier stolen, and receives payment confirmation requests on the duplicate SIM. Since the original SIM has been deactivated, the real customer remains unaware of the fraudulent transactions being made on their account.



As one security professional noted: “A high proportion of banking customers now have mobile phone numbers linked with their accounts, and so this attack is becoming common in some regions where this attack was not previously so common. Unlike mobile malware, SIM fraud attacks are usually aimed at profitable victims that have been specifically targeted through successful social engineering.”

Andrew Blaich, a security researcher at Lookout, recently explained in an interview that, “Unlike mobile malware, SIM fraud attacks are usually aimed at profitable victims that have been specifically targeted through social engineering. It’s a way attackers are attempting to gain access to their target’s cell phone communications. There are many public cases of attackers social engineering their way through a cellular company’s representative to get a SIM card issued for an account the attacker doesn’t own or have access to. It appears to be easy to do as all you need is a willing and susceptible representative at any cellular phone store.”

Mr. Blaich then added: “Once they’ve gained unfettered access to a victim’s phone number, criminals target bank accounts. Many banks will send you a code to log into an account or reset a password to a mobile phone via SMS, which means an attacker committing SIM fraud can request and receive the code and access your bank. Next, SIM fraudsters mask money withdrawals using a parallel system. They create a second bank account under the victim’s name (banks where the victim is already a customer have fewer security checks).”

There have also been a rash of articles detailing how employees of local phone stores have facilitated the scams taking place. Organized crime has used this tactic in many instances around the globe to coerce staff at the low end of the payscale to pass along critical information. All manners of threats of physical harm are used to force compliance with the criminal endeavor.

Can you protect from SIM-Swap scams?

Due to the nature of this scam, it would be extremely difficult to detect it before it happened. What does happen, once the SIM is swapped, is that your phone literally dies — No messages or calls in or out. If your financial account holders have the capability, request alerts in the form of emails, if and when transfers or major withdrawals take place. Alerts to your phone will not work.

Some banks and phone companies are already attacking the issue from a number of other perspectives, too: “There are multiple organizational and technical ways to combat SIM fraud — from introducing user alerting and additional checks for SIM reissuing to sharing knowledge of SIM swap activity between banks and phone companies. Banks can also consider looking for behavioral changes through behavioral analysis technology that can indicate a compromised device. It is possible to check whether your SIM card number and your international mobile subscriber identity (IMSI) are the same. If there is a discrepancy, your bank could contact you by email or landline to check.”



What to do in the event you become a victim of a SIM swap scam?

If you suspect you are the victim of a SIM swap scam, immediately call your mobile network operator for assistance. Be sure to call the right department. They may also have a form on their website for dealing with cases of fraud, which you can fill in, and they will assist you in an investigation of the matter.

Also make sure to call the appropriate department at your bank, and suspend all activity on your bank account, essentially locking it, so that nobody is even able to log in to your online banking profile.

If you are able to, you may consider accessing your online banking account, and changing your password, as well as changing your associated email address and mobile phone number, so the notifications and confirmation SMSes would arrive at a new number and email address. So even if the criminals succeed with the SIM swap operation, the number they have is no longer linked to your bank account. But I would more readily recommend that you just suspend activity on your account, especially in a panic situation or if you are unsure on how to go about doing all of that.

If money ends up getting taken out of your account, then you need to open a case with the police for theft, preferably within 48 hours of the fraudulent transfer or withdrawal of funds having taken place. During this process you may receive documentation from your bank’s claims department, which will aid in the investigation.

You might get your money back, and you might not. The banks claim that recourse depends on the circumstances of each case. In fact, some flat out refuse to reimburse a client, often claiming that it was the client’s fault – that they did something in order to help facilitate the theft. If you are fighting an uphill battle, it may be a good idea to get legal advice on the matter.



Some recommendations

1.       Make sure to become familiar with existing scams by reading appropriate blogs, forums, or articles in the newspaper, so when you see that email or SMS arrive in your inbox, you know it’s bogus.
2.       The first warning signal can be your mobile network. If your phone is out of network continuously for a few hours, it’s an alert, and you should complain to the mobile network operator immediately.
3.       Always make sure you have suitable anti-virus software installed and that your firewall is switched on.
4.       Don’t ever reply to suspicious emails. Your bank would never ask you to enter any confidential information in to an email.
5.       Don’t ever click through on links that may lead you to phishing websites – websites engineered to appear and operate like the official website. They may download a virus on to your PC, just by visiting them, which could serve as another means of obtaining your banking account password(s).
6.       Use your common sense. If you receive an email claiming to be from your bank, ask yourself if this is the same email address associated with your online banking account.
7.       Don’t use publicly visible email addresses for banking. Use a secure, private email address that nobody but you and your bank knows.
8.       Always visit the official website of you bank by typing in the address. Bookmarking the website isn't safe because there are forms of malware that could tamper with bookmarks so that they redirect you to phishing websites.
9.       Only ever try to log in to your online banking profile via the official website. There are ways to make sure that it’s the official website – not only by looking at the URL, but by checking the security certificate, which usually appears in the form of a padlock in your browser. You could even look up the website on a database, which would confirm whether the website is safe or not.
10.   Never disclose your Internet banking password or personal identification number (PIN) to anyone. Even your bank will never ask for this.
11.   Check your banking statements regularly for strange or unusual activity.
12.   Change your online banking passwords frequently. I would suggest at least once every 3 months. And make sure it’s a strong password too.
13.   Don’t answer calls or reply to SMSes from numbers you are not familiar with.
14.   The 20 digits SIM number on the back of your SIM card is top secret, and never share it with anyone.
15.   Even though it may be tempting to put your phone on silent or switch it off when multiple calls come through, it may not be the best idea, as this is exactly what the criminal may want you to do so that you don’t notice anything strange going on with your phone.
16.   Take note of the number the call or SMS came from. You can then look up this number on Google, or even contact your mobile network operator and check with them for more information if you receive a suspicious call or SMS.
17.   Consider joining a bank that gives you better security when it comes to banking, especially with online and cellphone banking. Some banks are known for not being secure with the features they provide. The same could be said for some cellular networks.
18.   If the bank only offers 2-step verification security that relies on using a mobile phone to access your account, then check whether or not you can set a backup number, or an email address where you can at least receive notifications at.
19.   Major carriers in the U.S. offer security that can help protect against SIM card swapping. Use it to secure your account:
a.       AT&T has “extra security,” a feature that requires you provide a passcode for any online or phone interactions with an AT&T customer representative. You can turn it on by logging into AT&T’s web dashboard or the myAT&T app.
b.       Sprint asks customers to set a PIN and security questions when they establish service.
c.       T-Mobile lets subscribers create a “care password,” which it’ll require when they contact T-Mobile customer service by phone. You can set one up by visiting a T-Mobile store or by calling customer care.
d.       Verizon allows customers to set an account PIN, which they can do by editing their profile in their online account, calling customer service, or visiting a Verizon store.

Christopher Mitchell: Welcome to another episode of the Community Broadband Bits podcast. This is Chris Mitchell with the Institute for Local Self-Reliance up in Minneapolis, Minnesota, talking with Ron Placone, the comedian and YouTube personality that does Get Your News On With Ron. Welcome to the show, Ron.

Ron Placone: Thanks for having me. I've been a listener for a while now, so good to be here.

Christopher Mitchell: Yeah, well I've heard from a few people lately that that I should be hamming up the intro, so I feel like this is a part of the show that people are starting to look forward to — at least some people are. Everyone who hates it should let me know too. So let me just start by asking you a little bit about your background. You're a comedian and a YouTube personality. What is that like?

Ron Placone: Well, it's a lot of fun. You know, I love doing both things. I was a road comic for many years and then when I moved here to Los Angeles, I started getting involved with this show called the Jimmy Dore Show. And I'm, I'm still, you know, at the Jimmy Dore Show, and I do a lot of stuff with the young Turks, and then I do my own show, Get Your News On With Ron. Simultaneously, issues of net neutrality and stuff like that has always been a very important cause to me. It's something that I've always been interested in and it's something I'm always learning about, since about 2004 when all those movements kinda got started. And of course, when we finally got it on the books in 2015, that was a good thing, and then of course Trump's FCC has repealed it. I know your listeners are already fluent in a lot of this stuff, but I've always seen muni broadband, which, you know, in the past few years I've gotten more turned on to as many people have, as sort of the permanent fix. Let's take the Internet out of the hands of these corporate entities and into the hands of cities and communities. As an online content creator, I see a lot of the importance in this for many reasons, but you know, a reason that really hits home with me a lot is just the idea of a vibrant and flourishing independent media, especially as of recent with the AT&T and Time Warner merger being okayed by the courts, which I'm sure you've already talked about. But you know, with that happening — I mean, look, AT&T owns CNN. Comcast owns MSNBC. So now you have these two big cable behemoths that control your access to the Internet, don't need to follow net neutrality anymore, and they own two big media outlets. This is not a healthy scenario for independent online-based media. Because our media structure in the United States is so horrible — you don't need to agree or disagree; that's that's my opinion — but because it's so horrible, this is a pretty big issue. And I think a lot of people — it's one of those things, sometimes people are passive and then all of a sudden we lose the medium, and people think it's so hard to believe that we're going to face this situation where videos don't load on the Internet or it costs 30 bucks extra a month to access your Twitter or you know the Internet looks like Cable Television 2.0. we can't fathom that happening. Well guess what? In 1996 they couldn't fathom what happened to radio happening.

Christopher Mitchell: Right. Sure.

Ron Placone: They had no idea anything like that would happen, and then because of the Telecommunications Act in '96, they showed up one day and no one had a job anymore. So it can happen and once you lose the medium, you don't get it back.

Christopher Mitchell: And to be clear, what you're talking about with the radio is we had a lot of locally run stations and then they all got bought and turned into robot DJs over a period of 10 years or so. But there was this moment in which we saw a lot of the impact of that consolidation happening all at once.

Ron Placone: And it had to do with the Telecommunications Act of 1996. Of course, technology did play a role too. I'm not going to make it out like that had nothing to do with it, but the big gutting of radio was largely due to that piece of policy because nobody paid attention to it.

Christopher Mitchell: No, that's true. Now, I have to say, first of all, you should be much nicer to AT&T. They now own HBO, so you know, you want to get your own act on there.

Ron Placone: Good point. I face this conundrum every day.

Christopher Mitchell: Most of the people that I know, even talking about net neutrality, wouldn't necessarily know to draw the radio issues back to the '96 telecom act. Were you a technical person? Are you someone who just — I mean, what is your background that you know about the '96 act, you know, something a lot of people just have no idea what year that would have passed.

Ron Placone: I'm a big media policy guy. I mean, when I was in college there was actually a media reform group, and I was in it. I was really involved with community radio, and I actually got into stand up because I wanted to be on the radio. Like I was like, I want to do talk radio, and then I read some article that said stand up comedy is a good way to get into that, which is still to this day true. And so, I started doing standup, and then I got bit by that bug and became a touring comedian for years and years. Now I guess it has come full circle cause the Jimmy Dore Show is syndicated via radio, so I guess technically it did come full circle. So yeah, and I went to graduate school for communication and I studied media policy. Like, that was my area of focus. So I read a lot of Dr Bob McChesney. I read a lot of Chomsky. I read a lot of, you know, Saul Alinsky and stuff like that. So the media reform movement has always been part of my life too. I mean, I used to go to those conferences. I was just sort of, you know, I had in my own little YouTube channel that was not very big at all. I wasn't, you know, doing anything on a bigger platform at that point, but I was still showing up there and I was learning. So I think that what happened with net neutrality or what is still happening with net neutrality — we're still fighting — that was kind of the telecommunications act of our generation. You know, this time, fortunately we were paying attention and we're fighting back. They didn't fight back until it was too little, too late because, you know, I think everybody — we had the school president that played the saxophone, everyone's sort of sleeping, and he just kind of pushed through this horrible act.

Christopher Mitchell: Some of my listeners — and I would say that I would have to give this deeper thought — I think would say that the act actually in many ways was quite good. It was the lack of enforcement and the way the courts then later interpreted aspects of it that really, when it comes to broadband, allowed, the idea of having one network that had multiple, shared ISPs on it. That was kind of envisioned by the act. And then later was ruled back both by Clinton and by the George W. Bush administration.

Ron Placone: Are you referring to the telecom act?

Christopher Mitchell: Yeah, the '96 act. I mean, the idea was that the telephone wires would be shared and would have multiple ISPs, and they'd have to lease out their infrastructure. You know, so I would say that parts of the '96 act were bad, parts of it I think were conceived well but then implemented poorly and the courts took it apart unfortunately.

Ron Placone: Well, yeah, a lot of the verbiage in it sounds great. I mean, if you actually read the thing, you're like, oh, this is alright. But then you kind of read between the lines and you see what it really does and now we see the effects of it, you know. And whether it was completely intentional or not — I tend to think it was —

Christopher Mitchell: But that's led you to your solution, I think, right? So I mean, you're here identifying very real problems and you're looking to local solutions, I think in part — and this is maybe reading into you my analysis, which is that we can't trust the federal government to get it right anyway, so let's figure out how to do it locally.

Ron Placone: Well I think — and a lot of that kind of stems from, you know, I produce a lot of political comedy content, so I pay a lot of attention to the news. My show is called Get Your News On With Ron, where people literally send me news and we talk about it together. I let the viewers decide what we talk about. So I do spend a lot of time, you know, diving into electoral politics and trying to make it funny. And sometimes that can be incredibly discouraging just in general because it's not a very happy landscape, Chris, as I'm sure you're aware. So, the idea of community is a very uplifting one because that's where you can really, I think, make some positive change. You know, change doesn't happen from the top to the bottom. It happens from the bottom up. And I always tell listeners, I'm like, now is the time to kind of pick a lane and get started, you know, cause that's what we gotta do.

Christopher Mitchell: So what are you doing?

Ron Placone: So my lane's municipal broadband. You know, I decided this is an issue I've been passionate about for years and years. I am not a tech person at all, but I do know a thing or two about the policies behind it. I have been studying the cases, not to the extent that that you have, but I learned a lot from you guys and then I try to share it. I started a playlist on my YouTube channel just dedicated to municipal broadband and net neutrality. Our interview's in there when you did my show. And that's helped people start kind of informal task forces in their community. I get emails on the regular of people saying, "Hey Ron, I got my local DSA chapter on board with municipal broadband. It's one of our missions now," "Hey Ron, my mayor is really into municipal broadband and I made my mayor watch your entire playlist."

Christopher Mitchell: That's great.

Ron Placone: Well, it's kind of ironic because some of my listeners have had more success than I've had.

Christopher Mitchell: Sure.

Ron Placone: And I'm like, man, soon you're going to be teaching me.

Christopher Mitchell: Right, well it must be frustrating because Pasadena already has fiber. And I mean in the southern California area, you've got a few places that are going full municipal Fiber-to-the-Home, but you've got a bunch of them that are at least doing something in terms of connecting businesses. But you know, if I remember correctly, Pasadena is only doing dark fiber, right?

Ron Placone: So what's going on with Pasadena: I showed up at a city hall — and this is all documented on my playlist — I showed up to a city hall, spoke on behalf of the cause for municipal broadband. I brought a nice chunk of people with me and they all did too. So it got put on a city agenda, so we were like, that's great. They did this study that I think their intentions were good, but it was not a very thorough study. And they used one case study, the case study of Beverly Hills, which is, you know, one of the wealthiest towns in the country and what Beverly Hills is doing is straight up Fiber-to-the-Home for residents because they can afford it. They're Beverly Hills. So that's what they're doing. So they were like, "This is what Beverly Hills is doing. This is how much it's costing them. Here is that multiplied by the mileage of Pasadena. We can't afford this. I guess we're just going to count on the corporations." So they gave us this presentation. The word net neutrality wasn't even in it, so I went up and responded. There was like a response period for citizens. I responded, which that is also on my playlist, where I said, "Hey guys, I appreciate you doing this and taking the time to put this together, but you looked at literally one case study and you didn't look at any others. I find it hard to believe that Chattanooga, Tennessee, has some gold token Pasadena can't have, or Sandy Oregon or Monticello, Minnesota or, you know, Longmont, Colorado or Fort Collins, Colorado. I find it hard to believe all those places can do something. Or Charlemont, Massachusetts. They're a town of 7,000. Or Oberlin, Ohio. Do I need to go on?" I was like, "I don't think all these places have some gold token that Pasadena can't have. I find it hard to believe."

Christopher Mitchell: That is literally one of my most frustrating pet peeves is that idea of we either have to do nothing or we have to find the most expensive possible way of doing something, and those are the alternatives.

Ron Placone: And you guys are providing a resource for people. You guys provide that service to figure out the best method, and I'm working really hard to get you guys out here. I really want that to happen. I know, like, the hesitation isn't on your guys's end. It's on my city's end, and that's what I'm fighting for. So, I recently sent the city, a letter, just a nice letter, and I urged them to join Next Century.

Christopher Mitchell: Next Century Cities.

Ron Placone: Yes. I urged them to join that organization, and one thing I could use as leverage is I was just like, hey you guys mentioned all of our towns. Because they were like, "Hey, Burbank's not going to try to do municipal broadband, so we're not either." I said, "Hey, guess what? Burbank's a member of Next Century Cities. Beverly Hills is a member. Santa Monica is a member. Los Angeles proper is a member." So I said, "Hey guys, it costs nothing to join. We have nothing to lose, everything to gain. We just need basically the signature of a city official." By the way, this is something I feel is necessary to point out, when we started showing up to city hall, all of a sudden they made city hall an hour earlier. If someone wants to say it's a coincidence, they can. I'm going to say it's because we kept showing up, but . . .

Christopher Mitchell: So is that more difficult for you then? Is that what you're saying?

Ron Placone: Yeah, because it's at 5:00 p.m. now. It used to be at, like, 6:30, and then all of a sudden they were like, it's 5:00 now. And it's like, gee, what happened? And it wasn't just us. I mean, there's been some issues of police brutality in Pasadena. I don't know if you've seen it in the news, so a lot of people were protesting and stuff like that, which probably more of the reason, but so they made city hall and hour earlier. So it'ss part of the reason why I haven't been going much. Now it's really hard to get there.

Christopher Mitchell: How did you have a group of people at your back when you started going to city hall? Because I think this is one of the first questions we get from folks is, I feel like I'm alone in my community — what can I do?

Ron Placone: We announced it on the Jimmy Dore Show.

Christopher Mitchell: Yeah, so that's nice if you have that available.

Ron Placone: Well that is, and I tell people that I want to help any way I can and one of the ways I can is I do have access to some reasonably sizable platforms, not only — and Jimmy's been very supportive of this. He knows it's something I care about a lot. You know, a lot of the net neutrality and municipal broadband content that the show puts out are things I produce, and he's always been supportive of doing those segments. So I do stuff there and then I also do stuff on my own channel, Get Your News On With Ron, which has a lot of information on it. It's not as big, but it has a lot of information on it. And then I also do a collaboration with Mike Figueredo of the Humanist Report, another really good YouTube personality, and he's based up in Portland. The northwest has a lot going on with muni broadband, as you're aware, and so he's kind of, you know, really digging out there. So, we're doing what we can with our platforms to try to amplify this.

Christopher Mitchell: Have you tried doing any in person events? I mean, I know that you're aware of the Broadband and Beers that Fort Collins had done that worked for them and, and we'd like to make that happen nationwide. Just finding the time to try to create that sort of a movement is difficult. But have you tried doing a physical event aside from city council meeting?

Ron Placone: So I have my comedy tour, which is called the Progressive Comedy tour, and I do it with another comedian named Graham Elwood. And it's just a stand up tour. Like, we're both regulars on the Jimmy Dore Show. We both have our own shows — I have Get Your News On With Ron; he has a show called Political Vigilante — and we've been going across the country. And I will say, every single show — and I've always directed people to your website, Chris — every show, there's been at least two or three people that come up to me that said, "Hey, I'm trying to get municipal broadband here."

Christopher Mitchell: Oh that's cool.

Ron Placone: Which is really fricking cool. And so, you know, we've been doing these shows, people have been coming out, and these are people that really want to do something in their community. You know, we're all so busy these days. People are working two and three jobs. It's fricking nuts out there. But still, they're hungry for change and they're hungry to do something. And maybe they heard about Muni broadband from me, and now they're really into it. They're saying, "Yeah, I want to send you stuff," and I'm like, please do. I mean, I think part of the appeal of it is that they're watching me fight for this too in real time, and I've been documenting all of it. You know, like when the city hall happened and they told us, "Oh, we can't afford it. Sorry, here's one case study. Oops," I documented my response. Like, as soon as it was over, I streamed on my channel and I just said, "Gee, I'm glad we got this far, but man, the results were disappointing." Then I showed my response, which, you know, I wanted to show my appreciation that they took the time to do it, but also I feel like this was a little not as thorough as it should have been and I think we need to keep this conversation going. So now I'm trying to get, you know, my city turned onto these resources. So, to make a long answer longer, I think Broadband and Brews is a fantastic idea, and I've been trying to find ways to kind of incorporate the touring I'm doing with different causes. You know, we have different groups show up and table. Veterans for Peace shows up to our shows. PM Press shows up to our shows. The DSA shows up. Movement for a People's Party shows up. If we come out to your area, I would love it if you guys showed up. And we're going to be coming to Minneapolis at some point because it's one of my favorite cities in the world. I just can't come during certain times of the year, Chris, as I'm very fragile. I do not handle snow.

Christopher Mitchell: I have to tell you, my wife and I just saw Demitri Martin last week here, and he made it a part of his act. I think most of the comedians I've probably seen in the winter have some kind of riff about it that they'll do, so you know, it can be helpful.

Ron Placone: Well you guys know how to handle it. I mean, I'll say that. You know, I used to drive around 45 weeks a year, so I certainly have had my share of winter in my lifetime. But I was never worried whenever I was up in the Minnesota area because I knew they knew how to take care of it. I knew those roads were always going to be clear. Now if you get out into the rural Dakotas, which had been there, then it gets a little bit no man's land-y, but . . .

Christopher Mitchell: Well let me bring you back and ask you about — because you're very politically savvy. I mean the groups that you've named, you're involved with Democratic Socialists who have taken an idea that used to be verboten and in turned it into something that a whole movement is operating behind. When it comes to municipal broadband or more largely net neutrality, I feel like there are people and elected officials who are taking this as something that they should be championing, but I'm also seeing from a lot of elected officials a sense that people don't vote on this. You know, people will talk about it, it might motivate them to do some things, but we've not seen an impact at the ballot box. What do you think about that?

Ron Placone: There's a couple of things going on there. First of all, I think that net neutrality is not covered as much as it needs to be, and a lot of cases, it's not necessarily covered honestly. You know, I'll use MSNBC for as an example. They're owned by Comcast. You're not going to find an honest net neutrality piece from them, or at least I sure haven't. So that's part of it. I think another part of it is, people are aware of it when they shine a light on it and then they just think that the battle is over or that we don't have to worry about it anymore. You know, when John Oliver did that segment on net neutrality when we were about to lose it, they crashed the FCC's website because so many people wrote comments.

Christopher Mitchell: Yeah, millions of people.

Ron Placone: And when they actually take an honest poll of it, when it's, like, an issue that's in the blogosphere or news-sphere or whatever you want to call it, about 83+ percent of Americans favor net neutrality all across the political aisle.

Christopher Mitchell: I've seen that too.

Ron Placone: But then what happens is people go, "Well, we haven't really seen any effects yet." And I think the general person isn't necessarily aware of, well you haven't seen any effects yet because we're battling this out in court. You know, when Ajit Pai said, "Hey, the loss of net neutrality is going to bring about more jobs." The only area where he was right about that was when it comes to attorneys because they've been working plenty because they've had plenty of work, either defending net neutrality or defending Ajit Pai's FCC in court, because that's what's been going on. People have just been battling in court. So I think the general person isn't really cognizant of the entire war, metaphorical war, going on around this issue. They just kind of become aware when a battle happens. And I think that's largely the fault of the press. Plus let's be honest, it's not the sexiest issue at face value, you know.

Christopher Mitchell: Let's bring it back to Pasadena. And you're absolutely right. Although I think you going back to 2004, it's wonderful. A lot of people think I've been around since 2013, and so this is a long going issue. Just the fact that most people know what it is now is remarkable. But I wanted to ask you, those kinds of people who aren't paying as close attention, do you think you need to mobilize them to get Pasadena to move forward or is that not necessary to get Pasadena to move forward?

Ron Placone: Oh, I think you need to mobilize as many people as possible because I think this is going to be one of those things. It might take a ballot initiative. It might take an alliance, which involves some people running for office. I think it's going to take a big local push, and one of the things I've been trying to do — you know, I think messaging just really needs to be on par. An organization that I'm really excited about — I mean, I like Free Press a lot. I've been following them for years, pretty much since they started. Fight for the Future I think has really been knocking it out of the park as of recent. I really love what they're doing. And a lot of these organizations are a little more specifically net neutrality focus because they understand that we really need to hold the front lines. The way I like to see it — and I hate to use these war metaphors because I am like one of the biggest passivists I know when it comes to the literal thing. But in the metaphorical world, net neutrality is kind of the battle for the net that we have to win, but muni broadband all across the freaking country, that's the war, so to speak. And that's what we really need to do to win this thing once and for all, and to make sure that the Internet is always going to be the open platform and the medium we know it as. It's going to take city-owned Internet all across the country, and you know, the proof's in the pudding worldwide. I mean all the countries that did this in the first place, they get better speeds than we do, better access than we do, and they usually pay a much cheaper price for it. The countries that did what we did and handed it over to corporate interest and allowed organized duopolies to happen, their access kind of sucks. Look at Australia. So you know, the proof is out there that this is a very important thing and cities that were ahead of the curve, they're kind of celebrated. I mean look at Chattanooga — they're Gig City now. They sniffed this out early on. They've had their municipal service since 2014. They were ahead of the curve. I think that there needs to be some strong messaging there. I'm trying to get #BigCable to really catch on, on social media. I think it's the next important chapter. But you know, there's so much going on right now and it's such a divisive time politically on so many levels, as we know — and we could open that can of worms and be talking all day — that I think a lot of people, they sort of see this as this is kind of something we have to put on the back burner. My perspective is, look, I understand how you might come to that conclusion, but here's the deal. Without an efficient communication vehicle, any other effort we have in this country is futile. We need to have an efficient communication vehicle. Go ask the firefighters in California who got their data throttled while they were fighting a fire how important that is, and it's because of the loss of net neutrality that that was allowed to happen, that Verizon was able to get away with that nonsense.

Christopher Mitchell: Yeah, I think it's worth — I mean, I'm always a little bit touchy about that example because it's not clear that Verizon would have not been able to throttle them, but the important thing is the FCC would have been able to step in and resolve it, which is something that we lost. There's always people who are looking to try and discredit people like you and I if anything is said inelegantly, so I wanted to make sure we nailed that down. Do you have any last thoughts here as we're wrapping up the interview that we didn't get a chance to talk about?

Ron Placone: Well I just want to let people know — I know that your following are other people that are really into these issues. Acesta a apărut iniţial în tot felul de concepte neoficial, iar apoi a început să apară în brevete înregistrate de către producătorul american, iar acum avem şi primele detalii despre hardware-ul intern al telefoului, care justifică preţul semnificativ scăzut pe care îl va avea faţă de cel al dispozitivelor Samsung Galaxy Fold şi Huawei Mate X.

Dispozitivele Samsung şi Huawei ţintesc spre piaţa high-end, către utilizatori dispuşi să plătească dublu pentru cea mai nouă tehnologie disponibilă pe piaţă, însă Motorola pare să meargă spre utilizatorul de rând, care ar plăti în plus pentru telefon, însă nu chiar atât de mult. În consecinţă, specificaţiile hardware ale telefonului vor fi semnificativ mai scăzute, fiind bazat pe un procesor mid-range şi echipat cu un acumulator mai modest, cât şi cu un ecran de rezoluţie mai mică.

Conform XDA-Developers, Motorola RAZR va beneficia de un ecran pliabil cu diagonală de 6,2” cu rezoluţie 2.142 x 876 pixeli. Practic, acesta va fi un ecran foarte înalt atunci când telefonul este deschis, în timp ce la exterior va fi integrat un ecran mic cu rezoluţie 800 x 600 pixeli. La baza lui RAZR va sta un chipset Snapdragon 710, care va fi livrat în configuraţii 4 + 64 GB sau 6 + 128 GB, nicidecum 8 sau 12 GB RAM precum modelele pliabile deja anunţate.

RAZR, sau „Voyager”, este acum în stadiu de proiect în laboratoarele Motorola şi ar putea fi lansat cândva în cursul anului 2019, la un preţ de aproximativ 1.500 de dolari.           Washington Bureaucrats Should Stay Out of T-Mobile-Sprint Merger      Cache   Translate Page      

Today, the House Judiciary Committee’s Subcommittee on Antitrust, Commercial, and Administrative Law will hold a hearing on the proposed merger between T-Mobile and Sprint. The hearing will include testimony from the CEO of T-Mobile, the Executive Chairman of Sprint, and experts on communications and technology policy.

Associate Director of CEI’s Center for Technology and Innovation Jessica Melugin said:

“The proposed merger between T-Mobile and Sprint should be allowed to move forward promptly and with no conditions attached to it by the Federal Communications Commission (FCC). Following this merger, T-Mobile and Sprint will be able to combine their resources, stay competitive with Verizon and AT&T, and hopefully help the mobile communications industry in the United States win the race to build the first 5G network.

“Regulators may think they are acting with the best interests of consumers in mind, but could inadvertently derail any progress made toward securing the future of 5G, doing more harm than good for consumers in the process. The free market – with all its price signals and nuances – innovates, coordinates, and corrects better than teams of lawyers in clunky Washington bureaucracies.

“Allowing Sprint and T-Mobile to merge without harmful and arbitrary conditions would be a good first step in recognizing the wisdom of the marketplace and the folly of antitrust regulation. For the sake of American consumers and our economy’s competitiveness, Washington bureaucrats should keep their hands off the future of 5G communications.”

Actually, no it wouldn't. Paid TV, Home Phone Internet companies are as corrupt as Wireless was nearly 10 years ago. There's literally no incentive to change the profitable model. Both Verizon and AT&T lead all 4 industries... Plus, it's very unlikely that if T-Mobile or Sprint would merge with a cable company that there spectrum holdings would help with their current issues or innovation. This merger needs to happen.

The 5G Moto Mod goes up for pre-order on March 14. 5G networks are finally becoming a reality, and on April 11, Verizon will officially launch its own in Chicago and Minneapolis in the U.S. Following the launch of its 5G network in these two cities, Verizon says it'll later expand it to "more than 30 U.S. cities in 2019." We still aren't sure when Samsung's Galaxy S10 5G will be released, so if you want to be among the very first to tap into Verizon's 5G speeds, you'll need to buy the 5G Moto Mod. Announced last August, the 5G Moto Mod works with the Moto Z3 and all older Moto Z devices sold by Verizon. You'll be able to pre-order it starting on March 14 for $50, but once that promotion is over, the 5G Moto Mod will go up to its retail price of $350. Yikes. The era of 5G is upon us, whether you like it or not. Verizon's millimeter wave 5G NR network is launching in Minneapolis and Chicago on April 11. What about 5G devices? Well, the long-awaited 5G Moto Mod goes up for pre-order tomorrow (March 14).

You might be thinking that Verizon already launched its 5G service, but that was the home broadband initiative, and that wasn't "real" 5G. Those in-home modems are a 5G TF deployment, which is not the network technology we'll all use for 5G going forward (5G NR).

          If It Really Wants To Restore Debate, Facebook Should Update Its Ad Policy      Cache   Translate Page      

Last week, Facebook CEO Mark Zuckerberg announced a new “privacy-focused” direction for the company that, while sounding great in theory, also set off several alarm bells—including concerns about competition as the company moves to make its messaging properties indistinguishable from one another. As usual for Zuckerberg, it’s all frying pans and fires: just a few days later, it seemed the company had accidentally-on-purpose picked a fight with one leading competition critic — Senator and Presidential candidate Elizabeth Warren — by deleting Facebook ads, placed by her campaign, that advocated breaking up the platform.

Facebook has since restored the ads, and clarified that they were removed solely because they violated policies against the use of the company’s trademarks in advertising on the platform. The company’s advertising platform policy prohibits advertisers from  “represent[ing] the Facebook brand in a way that makes it the most distinctive or prominent feature” of the ad, and use of the logo itself is forbidden.

This policy goes well beyond what the law requires. Trademarks are intended to protect consumers by helping ensure that a person can identify a product’s source. If you prefer Coke over Pepsi, a logo helps you know which to buy. But advertisers, whether commercial or political, can normally use a trademark as part of speech criticizing conduct or to comment upon corporations and products, as long as the use doesn’t suggest endorsement. If an advertiser, especially a political campaign, is using Facebook’s trademark to identify the company in a critical comment, it’s unlikely people would think Facebook endorsed it.

There have always been two groups of people on the platform: those with the power to contest censorship and those without.

Given Facebook’s outsized influence on political discourse, the company’s choice to go beyond the law matters a lot. The ability to reference a company by name and logo in critical commentary is an extraordinarily important aspect of free speech and fair use. This is how Verizon can compare its wireless coverage to AT&T’s and Microsoft can compare its voice recognition to Apple’s—and how you can call the “Super Bowl” the Super Bowl in commentary (or criticism) despite the phrase being trademarked.

Facebook claims it restored Warren’s advertisements "in the interest of allowing robust debate,” and there’s no reason to look for more nefarious reasons for the takedown than the ads having violated the trademark policy. But trademark has often been used to limit debate, accidentally or intentionally, and if the company shuts down ads that use Facebook trademarks by default, then it is also censoring critics and silencing debate by default, as well. As Warren’s ads point out, using the platform is an important way to spread a political message—over 30% of the world’s population use the platform monthly. If it truly wants to restore debate, Facebook should stop censoring first and asking questions later.

This takedown is also a reminder that there have always been two groups of people on the platform: those with the power to contest censorship and those without. After the ads were restored, Warren wrote that “you shouldn't have to contact Facebook's publicists in order for them to decide to "allow robust debate" about Facebook,” and she’s right. If a candidate with less name recognition had their ads removed for a similar reason, it’s difficult to know if they would have been restored.

We’re just in the run-up to the 2020 Presidential campaign cycle, so this issue is only going to get more attention over the next twelve months. While no popular politician has taken a bigger swing at Facebook than Warren, criticisms of it are frequent across the political spectrum. The company is interwoven into the political process so deeply at this moment that every action it takes regarding political ads will be scrutinized closely. In a growing number of countriesFacebook requires a verification process to run such ads, which puts the company in control of whether or not an ad is “political.” Earlier this year, Facebook blocked transparency tools that inform users of how they were being targeted by advertisers. If Facebook wants to allow robust debate—and not be at the center of it—it should update its advertising policy, for political ads at least, and stop taking down uses of its trademark by default.

Verizon's "5G Ultra Wideband Network" is the real deal — it works with phones and other mobile devices just like 4G LTE — and isn't to be confused with the company's "home" 5G network, which launched last year in select cities.
