Εχει πληθυσμό 1.395.380.000 κατοίκους - τον μεγαλύτερο παγκοσμίως - και όμως η Κίνα φαίνεται πως αντιμετωπίζει πρόβλημα υπογεννητικότητας, σε σημείο τέτοιο που οι κινεζικές Αρχές κάνουν σκέψεις για τη λήψη άμεσων μέτρων αντιμετώπισης του ανησυχητικού φαινομένου.

Στο πλαίσιο αυτό, πληθαίνουν οι φωνές αντιπροσώπων του κοινοβουλίου της χώρας που ζητούν την άρση των αμφιλεγόμενων κανόνων οικογενειακού προγραμματισμού για την «ελευθέρωση της γονιμότητας», σύμφωνα με το Reuters. Πολλοί εξ αυτών, μάλιστα, ζητούν την κατάργηση του περιορισμού γέννησης παιδιών. Στην Κίνα, από το 1978 μέχρι και το 2016 απαγορευόταν στα ζευγάρια να αποκτήσουν δεύτερο παιδί, λόγω του υπερπληθυσμού.

Ωστόσο, με την γήρανση του υπάρχοντος πληθυσμού, λόγω της αύξησης του προσδόκιμου ζωής και της ταυτόχρονης μείωσης των γεννήσεων για δεύτερη συνεχόμενη χρονιά, υπάρχει έντονος προβληματισμός αλλά και φόβοι για μακροχρόνιες επιπτώσεις στους τομείς της Οικονομίας, της Υγείας και των κοινωνικών υπηρεσιών.

Κάποια μέλη του Κογκρέσου εκφράζουν την άποψη ότι ότι η Κίνα πρέπει να ξεχάσει τους σχετικούς περιορισμούς στις γεννήσεις και ακόμη να αφαιρέσει όλες τις αναφορές για τον οικογενειακό προγραμματισμό από το Σύνταγμα.

Ο αριθμός των ζώντων γεννήσεων ανά 1.000 άτομα μειώθηκε σε 10.94 το 2018, σύμφωνα με επίσημα στοιχεία, λιγότερο από το ένα τρίτο του επιπέδου του 1949.

Ο εκτιμώμενος αριθμός παιδιών που θα έχει κατά τη διάρκεια της ζωής της μια μητέρα στην Κίνα έχει πέσει στο 1,6, από 5,18 που ήταν το 1970, ενώ ο παγκόσμιος μέσος όρος είναι 2.45.

Δεξαμενές σκέψεων αναμένουν ότι ο πληθυσμός της Κίνας θα πιάσει κορυφή στα 1,4 δισεκατομμύρια το 2029 και στη συνέχεια θα ξεκινήσει μια «ασταμάτητη» πτώση που θα μπορούσε να μειώσει το εργατικό δυναμικό κατά 200 εκατομμύρια μέχρι το 2050.

Προβλέπουν, επίσης, ότι οι ηλικίες άνω των 60 θα αντιπροσωπεύουν το 25% του πληθυσμού μέχρι το 2035, από 17,3% το 2017. Περισσότερο από το ένα τρίτο του πληθυσμού της Κίνας θα μπορούσε να είναι πάνω από 60 έως τα μέσα του αιώνα.

Σύμφωνα με τον Steven Mosher, πρόεδρο του αμερικανικού Ινστιτούτου Ερευνας Πληθυσμού, το οποίο αντιτίθεται στις κυβερνητικές προσπάθειες ελέγχου του πληθυσμού, η Κίνα εισέρχεται σε μια «ύφεση χαμηλής γεννήσεως».

          Ο προϋπολογισμός του Τραμπ απειλεί τις ΗΠΑ με νέο μεγαλύτερο shutdown      Cache   Translate Page      

Με μια νέα ακόμη μεγαλύτερη «παράλυση» απειλείται το αμερικανικό δημόσιο από τον νέο προϋπολογισμό που παρουσίασε ο Αμερικανός πρόεδρος, Ντόναλντ Τραμπ, την Δευτέρα στο Κογκρέσο, εκτιμά το Politico.

 Σύμφωνα με την ανάλυση στην ηλεκτρονική του έκδοση, το σχέδιο αυτό του προϋπολογισμού των δαπανών καλλιεργεί τις συνθήκες για ένα ακόμη πιο καταστροφικό shutdown των υπηρεσιών της ομοσπονδιακής κυβέρνησης, όταν τα χρήματα που έχουν προϋπολογιστεί θα τελειώσουν αργότερα μέσα στο 2019.

Το προεδρικό σχέδιο προβλέπει, μεταξύ άλλων, σημαντικές μειώσεις δαπανών από υπουργεία και υπηρεσίες, όπως, το υπουργείο Υγείας, η Αρχή Προστασίας Περιβάλλοντος αλλά και το αμερικανικό υπουργείο Εξωτερικών.

Την ίδια στιγμή προβλέπεται δαπάνη 8,6 δισεκατομμυρίων δολαρίων για την κατασκευή του συνοριακού τείχους ασφάλειας με το Μεξικό αλλά και αύξηση των αμυντικών δαπανών στα 750 δισεκατομμύρια δολάρια, κάτι που έχει προκαλέσει την αντίδραση των Δημοκρατικών.

Το συνολικό ποσό μείωσης των δαπανών που προβλέπεται για χρονικό διάστημα μιας δεκαετίας φτάνει στα 2,7 τρισεκατομμύρια δολάρια, με την αμερικανική κυβέρνηση να περικόπτει δαπάνες από την εφαρμογή προγραμμάτων στον πυρήνα της λεγόμενης κοινωνικής ασφάλειας, όπως το πρόγραμμα πρόσβασης στις υπηρεσίες υγείας (Medicare).

Παράλληλα, δρομολογούνται περικοπές στα προγράμματα επιδότησης της αγοράς τροφίμων (μέσω κουπονιών), παροχής στεγαστικής βοήθειας, αλλά και της παροχής βοήθειας προς οικογένειες που δεν μπορούν να συντηρήσουν τα παιδιά τους.

Το σχέδιο του προϋπολογισμού του Τραμπ εκτιμάται επίσης, ότι θα επιβάλλει υποχρεωτικές ώρες εργασίας σε εκατομμύρια πολιτών στις ΗΠΑ που λαμβάνουν κοινωνική βοήθεια, μέσω των προγραμμάτων για την σίτιση τους, την πρόσβασή τους στις υπηρεσίες υγείας, αλλά και της υλοποίησης στεγαστικών προγραμμάτων. Πιο συγκεκριμένα, προβλέπεται η περικοπή κονδυλίων 220 δισεκατομμυρίων δολαρίων μέσα σε μία δεκαετία, από το πρόγραμμα επιδότησης για την δωρεάν αγορά τροφίμων μέσω κουπονιών.

Το ίδιο σχέδιο του προβλέπει ανάπτυξη 3% για την επόμενη δεκαετία μέσω της δραστικής αλλαγής του φορολογικού συστήματος που προώθησαν οι Ρεπουμπλικάνοι το 2017. Ωστόσο, η πρόβλεψη αυτή χαρακτηρίζεται ως υπερβολικά αισιόδοξη, σε σύγκριση με την εφαρμογή του νέου πλαισίου φορολογίας αλλά και τις προβλέψεις του αρμόδιου για τον προϋπολογισμό γραφείου στο Κογκρέσο νωρίτερα μέσα στο 2019.

Κατά την ίδια χρονική περίοδο, το σχέδιο προϋπολογισμού δαπανών του προέδρου Τραμπ αναμένεται να αυξήσει το ομοσπονδιακό έλλειμμα κατά περίπου 1,1 τρισεκατομμύρια δολάρια μέσα στο επόμενο οικονομικό έτος, ενώ προβλέπει ελλείμματα της τάξεως των τρισεκατομμυρίων δολαρίων για τα τρία επόμενα οικονομικά έτη που θα το ακολουθήσουν.

Παρά το γεγονός ότι το προεδρικό σχέδιο δαπανών δεν είναι τίποτα περισσότερο από μια ανοιχτή προσφορά προτάσεων για στην πορεία προς την τελική διαμόρφωση του προϋπολογισμού, η στάση που τηρεί ο Λευκός Οίκος στις δύο βασικές πηγές χρηματοδότησης των υπηρεσιών της ομοσπονδιακής κυβέρνησης (αμυντικές δαπάνες και δαπάνες που δεν σχετίζονται για την άμυνα) προδιαθέτει για μία σκληρή πολιτική αντιπαράθεση, κατά το επόμενο χρονικό διάστημα στο Κογκρέσο.

Ο Δημοκρατικός Γερουσιαστής Πάτρικ Λίχι από το Βερμόντ που κατέχει ηγετική θέση στην Επιτροπή Αποζημιώσεων της Γερουσίας, δήλωσε χαρακτηριστικά ότι ο προϋπολογισμός του προέδρου Τραμπ “έχει λάβει διαζύγιο από την πραγματικότητα.” “Δεν αξίζει ούτε το χαρτί στο οποίο είναι γραμμένος και θα απορριφτεί από το Κογκρέσο,” συμπλήρωσε ο ίδιος.

“Είναι απογοητευτικό να βλέπουμε έναν προϋπολογισμό που θα καταργήσει τόσα προγράμματα, στα οποία οι άνθρωποι βασίζονται καθημερινά,” δήλωσε, στο ίδιο μήκος κύματος, το μέλος της Βουλής των Αντιπροσώπων, Ρόζα ΝτεΛάουρο, που προεδρεύει στην Υποεπιτροπή Αποζημιώσεων για Θέματα Υγείας, Εργασίας κι Εκπαίδευσης.

I have worked for the past 11 years,in close proximity to this so called “pollution”, I suffer from zero health problems. So do the thousands of people in this Industry. You talk about explosions, and insinuate lots of people died. Should we ban cars? They cause so many more deaths, and are heavily regulated also. Accidents happen and tragically People die. Do you know the actual facts of the house explosion in Frederick? Democrats used those tragic deaths as a political tool. Fracking is an old proven way to safely extract oil and gas from deep within the ground. What depth is our ground water? The average oil and gas wells go to a depth of over 6’,500 ft, and use multiple layers of protection. These layers of protection allow the oil and gas to be brought to the surface safely. The “chemicals” are no more harmful than ordinary household items like dishsoap. The Fact is a majority of Coloradans voted to defeat Prop 112, because it was an over regulating attempt by certain people to shut down the Industry. The same goal of the “radical Governor, Speaker of the House(from Boulder), want to shutdown the Industry. They do this in the “fake name” of safety, citing the tragic deaths in one house explosion in Frederick. Cristen you stated you opinion, not facts, where are you facts? The fact is this Industry is heavily regulated, safe, and no more harmful than you driving your car, or turning on your heat/ac. Btw, without oil and gas we all would live in the dark ages. The president’s plan seeks deep cuts from agencies like the Department of Health and Human Services, the Environmental Protection Agency and the State Department. At the same time it would spend $8.6 billion on a border wall with Mexico and boost defense spending to $750 billion, both items sure to raise intense opposition from Democrats.

Calling for a total of $2.7 trillion in reductions over 10 years, the Trump administration is also taking aim at safety net programs, including hundreds of billions in cuts to Medicare and a request to drum up savings by imposing new restrictions on food stamps, housing assistance and aid to families that don’t make enough money to provide for their children.

          Italy's Eni starts work on Pakistan, Tunisia solar plants      Cache   Translate Page      

Rome, March 13 (IANS/AKI) Italian oil and gas giant Eni has begun building new solar energy plants in Tunisia and Pakistan in as part of its commitment to switching from fossil fuels to renewables and to promoting global sustainable development, the company said in a statement on Tuesday.

The Tunisia plant will be built at the ADAM oil concession in the southern Tataouine governorate, which is operated by Eni and in which Eni has a 25 per cent stake, through its subsidiary Eni Tunisia BV, said the statement.

The ADAM photovoltaic project has a peak capacity of 5MW. The energy produced will be used on-site, reducing gas consumption and saving around 6,500 tonnes/year of CO2 equivalent emissions, the statement added.

The solar plant is expected to be completed by the end of 2019 and is part of the cooperation agreement with the State Company Entreprise Tunisienne d'Activites Pétrolieres (ETAP), which is active in the advancement of renewable energy projects in Tunisia.

The Pakistan plant will be built close to the Bhit gas field in southern Sindh province, which Eni operates and holds a 40 per cent stake in through its subsidiary Eni New Energy Pakistan, the statement continued.

The Bhit plant is due to be completed by October, will have a 10MW peak capacity and is expected to generate around 20GWh (Gigawatt hours) annually. The energy produced will be used on site, reducing gas consumption and saving some 140,000 tonnes of CO2 equivalent emissions in the next 10 years, the statement underlined.

Eni aims to integrate the new solar plant with an existing power generating facility, allowing the shutdown of one the existing gas turbines and cutting running costs once the solar plant is operational, the statement went on.

The new plants in Tunisia and Pakistan will support Eni's upstream operations by providing green energy with an offgrid set up, the statement said.

Eni operates in the upstream sector in Tunisia, mainly in the Southern Desert areas and in the Mediterranean offshore. It also has a presence in the gas, liquefied natural gas and marketing sectors though its management of the Transmed gas pipeline linking Algeria to Italy via Tunisia, and in refining and marketing. It has been present in Tunisia since 1961.

Eni has been present in Pakistan since 2000, where it also operates in the Upstream sector, where the main permits in the country are Bhit/Bhadra (Eni operator with a 40 per cent interest), Kadanwari (Eni operator with 18.42 per cent interest), Latif (Eni 33.3 per cent), Sawan (Eni 23.68 per cent) and Zamzama (Eni 17.75 per cent) and Miano (Eni 15.16 per cent).

Eni is currently operating in the Pakistani offshore and the midstream sector, the statement said.

Rep. Alexandria Ocasio Cortez and Rep. Ilhan Omar both graduated from college in 2011.  In less than a decade, campus anti-Semitism had made the great leap from campus to Congress.

2011 was a banner year for campus anti-Semitism in alliance with its progressive leftist allies.

Last year, the Trump administration reopened an investigation into campus anti-Semitism at Rutgers University in 2011 that had been shut down by Obama officials back in 2014. The shutdown of the investigation, like the similar shutdowns of terrorism investigations, were part of a pattern.  

The investigation was reopened by Kenneth Marcus, the new Assistant Education Secretary for Civil Rights, a Jewish civil rights leader whose appointment Senate Democrats had stalled for 8 months, and whose confirmation every single Senate Democrat voted against.  

“We don't care about anti-Semitism in this office." The Marcus confirmation battle had become infamous for a senior aide to Senator Patty Murray declaring. "We care about transgenders, we care about blacks, we care about Hispanics, we care about gays, we care about lesbians.”

The intersectional values of campus politics were being used to block the fight against anti-Semitism.

Murray and Senator Elizabeth Warren took the lead in attacking Marcus. Warren would make her own headlines, defending Rep. Ilhan Omar’s anti-Semitism by accusing Jews of faking anti-Semitism.

"Branding criticism of Israel as automatically anti-Semitic has a chilling effect on our public discourse," Warren ranted.

Even as the Democrats tried to change the topic, Marcus’ nomination was a referendum on campus anti-Semitism. Reopening the Rutgers investigation was exactly what Senate Dems had tried to block.

The years in which Rep. Alexandria Ocasio Cortez and Rep. Ilhan Omar were on campus saw the mass normalization of campus anti-Semitism led by hate groups like the Muslim Students Association.

Omar served as MSA president at North Dakota State University.

Boston University, Cortez’s alma mater, had become notorious for its anti-Israel campus activism.

Omar’s congressional anti-Semitism mirrors traditional MSA and other campus hate group tactics of provoking Jewish students with anti-Semitic harassment and then riding the backlash by claiming to be “people of color” who have fallen victim to a pro-Israel lobby trying to silence criticism of Israel.

Omar’s anti-Semitism brought campus politics to congress.

The House debate mirrored previous campus debates about anti-Semitism with a coalition of leftist and identity politics groups, the Congressional Black Caucus and the Progressive Caucus, defending anti-Semitism, and leaving Speaker Pelosi cast in the role of the hapless college administrator. Like so many college administrators, Pelosi inevitably dismissed Jewish complaints and bowed to the radicals.

The precedent for these tactics had been set on college campuses. Cortez and Omar just exported campus pressure tactics to congress. And, from her very first protest against Pelosi, a sit-in at the Speaker’s office, Rep. Alexandria Ocasio Cortez made it abundantly clear that her playbook came from the college campus, not the adult world of politics. And Pelosi had the same vulnerability as college administrators, a fear that radical protests would cut her off from her billionaire leftist backers.

Speaker Pelosi, like college administrators, has chosen to pick her battles with the socialist selfie club. That means defending her priorities, her office and the agendas of her special interests, not Jews. The average college administrator won’t pick a fight that might force him out of his cushy job over anti-Semitism. Neither will Speaker Pelosi who wants to move on to the big issues. Not anti-Semitism.

Faced with a coordinated assault by the Congressional Black Caucus, the Progressive Caucus, and anti-Israel leftists across the media, she did what so many administrators have done, offer a generic condemnation of bigotry without focusing on the specific anti-Semitism or naming names.

The 2020 candidates, at best split the difference, and at worst, like Warren, attacked the Jews.

In less than a decade, campus anti-Semitism had made the great leap from congress to campus. In a year, it might make the leap from campus BDS groups all the way to the White House.

Why did Senator Elizabeth Warren turn to anti-Semitism? 2020 Democrat primary demographics break down into three groups: minorities, elderly lefties, young lefties. Warren performs decently with elderly lefties, abysmally with minorities and poorly with young lefties. Her main competition is Bernie Sanders who had formerly been the most anti-Israel voice in the 2020 race. And he had quickly defended Omar.

Warren doesn’t seriously expect to make any headway with minorities. Black people don’t like either Bernie or Warren. There are already African-American candidates in the race. And the only white candidate who might make inroads with the minority vote is Joe Biden. Warren’s only play was going after the campus radicals who love Bernie. And she did it by allying with anti-Semites.

Campus politics are not only transforming the House, but they’re paving the way to the White House.

No Democrat candidate for the White House has been willing to express clear support for Israel. They, like Pelosi, have become subservient to an anti-Semitic campus lobby whose backing they want.

Conservatives and pro-Israel activists have been concerned about campus anti-Semitism, but they have spent too long thinking of it as a campus problem. The campus is the incubator for tomorrow’s leaders. And, for anyone who dismissed campus crybullies and their narcissistic safe space tantrums, Cortez and Omar are warning signs that campus politics is well on its way to defining our national politics.

 If we lose the battle for the college campus, we will be fighting the same battles in Washington D.C.

The college campus is where most of tomorrow’s elected officials get their first taste of politics. It’s where they learn what works and what doesn’t. Previous generations had leaders who were forged in the molten crucible of war. The closest thing that most of today’s Democrats have to a conflict is student politics. It sets the pattern of their views and their tactics as they climb the ranks of our political system.

Jewish Democrats who failed to confront campus anti-Semitism in the previous decade now find that they are losing to it in the Senate, the House of Representatives, and, eventually, the White House.

The same organizations that spoke out against the David Horowitz Freedom Center’s aggressive campaigns against campus anti-Semitism now wring their hands helplessly over Rep. Omar. Their statements indicate that they have absolutely failed to understand the lessons of the last decade.

The alliance of the Muslim Students Association and Students for Justice in Palestine, the coalition of Islamists and leftists that defined so much of campus life for Jewish students, is defining national politics. Jewish organizations that failed to stand up to either one are now losing out to both.

The SJP-MSA coalition had claimed that its anti-Semitic tactics, everything from disrupting Holocaust memorials to harassing Jewish students and spreading anti-Semitic materials, was just criticism of Israel. And that any effort to oppose it was really a conspiracy to muzzle any criticism of Israel.

Rep. Omar and her political allies have deployed that same argument nationally. And the Jewish Democrats did in the House exactly what they had done on campus, they offered some token protests. And then they folded, accepted a meaningless gesture from the boss, and learned their lesson.

Rep. Omar was able to get away with the anti-Semitic bullying of other House members in the same way that Jewish representatives and candidates were bullied out of student government. Rep. Alexandria Ocasio Cortez’s next target will be Rep. Elliot Engel and assorted other Jewish elected officials.

When Rep. Ilhan Omar ran for office, her donors included Hatem Bazian, the co-founder of Students for Justice in Palestine. Bazian, who has a long history of anti-Semitism, had started out allegedly harassing Jewish students at San Francisco State University: including blocking a Jewish student from a spot on the Student Judicial Council. Bazian’s hateful politics have now gone national via Omar’s anti-Semitism.

The launch of Jexodus has occasioned sneers and smears from establishment organizations. But Jewish Democrats may want to consider what their future in a party defined by BDS supporters and anti-Semites who play the identity politics card while trafficking in anti-Semitism, looks like.

I assume you know the outlines of the tragic story re: the Boeing 737 MAX 8s. But Rachel Maddow pointed to this horrific detail tonight:
Boeing wouldn’t comment Tuesday on the delayed FAA discussions, but the company did confirm the upcoming changes to its MAX aircraft. They are expected to come sometime in April. 
According to the WSJ, US officials have also blamed part of the delay on this year’s government shutdown — saying it halted work for at least five weeks.
And once again, just as it does whenever I hear about those thousands of children in cages, nausea and disgust with the Trump administration reaches projectile levels.

Nancy, impeachment may not be on your table, but every day, Trump is giving the rest of us more and more reasons to demand impeachment immediately.

A January 4, 2017 tweet from Sen. Bernie Sanders about the incoming Donald Trump administration resurfaced on Monday. Sanders reminded Trump voters he promised not to cut their Social Security, Medicare and Medicaid.

And voilà:
The Trump administration’s annual budget proposal on Monday envisioned a series of cuts that contrasted with the president’s own words of support for both programs and people — including some groups that make up his political base. To help make way for more military and border spending, it would slash programs large and small, from Medicaid and Medicare — which President Trump as a candidate promised to protect — to safety nets for farmers.
Trump's proposal cuts $845 billion in “waste, fraud and abuse” from Medicare for older Americans, cuts the sitting president deems necessary to offset the climbing deficits generated by two years of his tax cut for wealthier ones. Sanders responded with a series of tweets condemning "Trump’s budget cuts $1.5 trillion from Medicaid, $845 billion from Medicare and $25 billion from Social Security."

With Democrats now in control of the House, Trump's proposal is going nowhere. (Not that his budgets were less dead on arrival when the GOP held the majority.)

Naturally, the proposal includes another $8.6 billion for the president’s border wall/fence/barrier.

Slate's Jim Newell wonders if the White House is not in on the joke. Presidents' budget proposals are typical “statements of priorities” rather than direct guidance to Congress. Trump's cuts to safety net programs to pay for increases in defense spending could be setting up the next government shutdown:
The White House’s only priority, though, is boosting military spending—and it would be more than pleased to see non-defense spending fall off of a cliff. In its new budget, defense spending would increase from $716 billion to $750 billion next year, while non-defense spending would fall from $620 billion to $567 billion. The cuts would come from food stamps, health care, the Environmental Protection Agency, and education, to name just a few.
The Senate’s 60-vote threshold has meant, even with Mitch McConnell as the Republicans' majority leader, to pass budgets Republicans have had to balance boosts to defense spending against Democrats' demand for safety net program increases. With Nancy Pelosi as speaker, Newell suggests, Republicans will have to engage again in bipartisan wrangling of the sort that sets Trump's dentures on edge.

"If Trump proclaims that he won’t sign such a deal," Newell concludes, "he’ll have cornered himself, and the country will again careen toward a government shutdown. In other words, it sounds exactly like the move that would appeal to him most."

Trump loves sowing chaos to keep allies and opponents off balance. In question is whether he has the bandwidth to put energy behind it in the middle of a whirlwind of ongoing special counsel and House investigations into his campaign and his family business, plus just-announced investigations by the New York attorney general's office into Trump Organization projects. Trump could be close to reacting like the Enterprise computer when asked to compute "to the last digit the value of pi."

In the meantime, Democrats sick of years of Republican hectoring about Hillary Clinton's email may have the chance to fire back with But his Medicare cuts.

Donald Trump’s shutdown over his racist campaign chant also shut down immigration courts for most immigrants, resulting in anywhere from 50,000 to 95,000 cases getting canceled. Many of these people, attorneys tell CBS News, are seeking asylum and are depending on the court for this life-saving protection. They now have no idea when they’ll see their case back on the calendar:

For the immigrants with cancelled hearings, getting back in front of a judge could take years. At the Newark, New Jersey immigration court, some cancelled hearings have been penciled in as far back as August 2021, said Alan Pollack, an immigration attorney in New Jersey, in an interview with CBS News. In Houston, the immigration court begun issuing dates in 2022, said Ruby Powers, an immigration attorney.

Unable to go in front of a judge, one man facing a deportation order in a case that had already been closed went into sanctuary rather than risk being arrested by Immigration and Customs Enforcement (notice they continued their jobs uninterrupted, eyeroll). “There are no judges to decide that motion to reopen,” Miguel Ramirez Valiente’s attorney said at the time. “There is no office of chief council to speak with about the case. We are basically in legal limbo, waiting for the government to reopen.”

The government is now back open, but the already overloaded immigration court system is  struggling to catch up. "It is ironic that this administration's obsession with building a wall only increased the number of immigrants in limbo, aggravating an already serious crisis," said New York Rep. Jose Serrano, who chaired a recent hearing on the issue. "There needs to be a serious effort to reschedule these hearings quickly.”

  • New York Rep. Alexandria Ocasio-Cortez is better-known than most of the highest-ranking lawmakers and most powerful cabinet secretaries in Washington, according to a new INSIDER poll. 
  • After just over two months in office, Ocasio-Cortez is more than 15 times as well-known as the longest-serving congressional Republican, Rep. Don Young. 
  • Among top lawmakers in Washington polled by INSIDER, just three — House Speaker Nancy Pelosi, Senate Minority Leader Chuck Schumer, and Senate Majority Leader Mitch McConnell — are more well-known than Ocasio-Cortez. 

New York Rep. Alexandria Ocasio-Cortez is better-known than some of the highest-ranking lawmakers and most powerful cabinet secretaries in Washington, according to a new INSIDER poll conducted on SurveyMonkey audience this past weekend.

Nearly 53% of Americans said they're familiar with the 29-year-old democratic socialist — more than twice the number who are familiar with House Minority Leader Kevin McCarthy, the top-ranking House Republican. 

After just over two months in office, Ocasio-Cortez is also more than twice as well-known as Vermont Sen. Patrick Leahy, the longest-serving Democrat in Congress, and more than 15 times as well-known as the longest-serving Republican in Congress, Alaska Rep. Don Young. 

Meanwhile, the Bronx native is better known than four of the most powerful cabinet secretaries. 

About 47% of Americans are familiar with Secretary of State Mike Pompeo, about 26% are aware of Treasury Secretary Steven Mnuchin, about 10% are familiar with acting Defense Secretary Patrick Shanahan, and just under 5% are familiar with Secretary of Health and Human Services Alex Azar. Overall, those four individuals oversee some of the largest bureaucracies in the US government.

Of the people included on the survey, just three top lawmakers in Washington — House Speaker Nancy Pelosi, Senate Majority Leader Mitch McConnell, and Senate Minority Leader Chuck Schumer  — are better known than Ocasio-Cortez.

Pelosi is best known — around three-quarters of Americans are familiar with her, while about 58% know who McConnell is and 56% are familiar with Schumer.

13% of Americans said they did not recognize any of the names on INSIDER's list.

Ocasio-Cortez became an overnight celebrity when she stunned the political world last June by beating veteran Rep. Joe Crowley in the Democratic primary. The millennial political newcomer continued to build her fame with her active social media presence. Her Twitter following has ballooned from 60,000 on the day of her June 26 primary to 3.5 million by early March.

The freshman lawmaker's name recognition is likely also a result of the outsize attention she's received from the media. In particular, Ocasio-Cortez has quickly caught up to Pelosi as one of the main subjects of articles from conservative media outlets, including Fox News and the Daily Caller. 

Other polling this year found similar results concerning Ocasio-Cortez's name recognition. 

An early February CNN poll found that nearly 60% of Americans had an opinion about Ocasio-Cortez — 27% viewed her positively while 32% viewed her negatively.

And a January Morning Consult/Politico survey found that Ocasio-Cortez was better known than several likely 2020 presidential candidates, including Sens. Cory Booker, Kamala Harris, and Amy Klobuchar, and former Texas Rep. Beto O'Rourke. The poll found that conservatives formed opinions about Ocasio-Cortez more quickly than Democrats and independents did. 

In order to get a sense of Ocasio-Cortez's relative popularity, INSIDER asked Americans whether they had heard of a handful of high-ranking politicians and cabinet members. The list included the House and Senate leaderships for both parties, the longest-serving member in each chamber, and four of President Donald Trump's cabinet members who oversee large parts of the federal bureaucracy.

For comparison, we also included Rep. Jim Jordan, an outspoken Republican who helps lead the ultra-conservative House Freedom Caucus and recently drew headlines during former Trump lawyer Michael Cohen's hearing. 15% of those surveyed said they were familiar with Jordan.

SurveyMonkey Audience polls from a national sample balanced by census data of age and gender. Respondents are incentivized to complete surveys through charitable contributions. Generally speaking, digital polling tends to skew toward people with access to the internet. SurveyMonkey Audience doesn't try to weight its sample based on race or income. Total 1,082 respondents collected March 10, 2019, a margin of error plus or minus 3.12 percentage points with a 95% confidence level.

          Members of Congress Take Bold Step Towards Ending Discriminatory Bans on Abortion Coverage      Cache   Translate Page      
A new bill would end the Hyde Amendment and other related bans on insurance coverage of abortion.

Members of Congress on Tuesday took a bold step toward making the right to abortion a reality for everyone. The EACH Woman Act was reintroduced in the House — and introduced in the Senate for the first time ever. 

This trailblazing legislation would end the Hyde Amendment and related bans on insurance coverage of abortion, which for over four decades have pushed abortion care out of reach for those enrolled in Medicaid and other government health insurance plans and programs. 

As a result of these bans, poor women, and particularly poor women of color, have far too often been forced to choose between paying for the care they need and paying for rent, bills, food, and other necessities. And one in four Medicaid-eligible women who seek an abortion have been denied care altogether, forcing them to carry an unwanted pregnancy to term and leaving their families in poverty as a result. 

The devastating impact of these bans is no accident: Cutting off access to safe, legal abortion care is exactly what anti-abortion politicians intend to do. Congressman Henry Hyde said so himself when he first introduced his amendment in 1976: “I certainly would like to prevent, if I could legally, anybody having an abortion, a rich woman, a middle-class woman, or a poor woman. Unfortunately, the only vehicle available is the…Medicaid bill.” 

In the decades since, a patchwork of state laws dictating abortion coverage have cropped up around the country, so that today your ability to afford an abortion varies dramatically depending on where you live and what type of insurance you have. In many places, the right to an abortion is a reality only for those privileged enough to afford out-of-pocket care. 

But with today’s bill introduction, members of Congress, led by Reps. Lee (D-Calif.), Schakowsky (D-Ill.), and DeGette (D-Colo.), and Sen. Duckworth (D-Ill.), are saying  that’s it time to put an end to this injustice. 

Not only would the EACH Woman Act lift bans on abortion coverage in government insurance programs, it would also put an end to severe political interference in private insurance markets by prohibiting federal, state, and local politicians from meddling with insurance companies that choose to cover abortion. This is especially important given the Trump administration’s recent actions aimed at eliminating abortion coverage in the Affordable Care Act’s health insurance marketplace through burdensome and unnecessary requirements.  

It’s just one of the many ways that access to abortion is under attack at the federal level — from a president who has called for punishing women who have abortions to a Senate that has already voted twice on bills that would restrict abortion access to a Supreme Court newly tipped against abortion rights. 

That’s why the EACH Woman Act is so critical and so remarkable in this moment. Even as the right to safe, legal abortion recognized in Roe v. Wade is under relentless attack, the sponsors of EACH are advancing a clear, bold vision for not just protecting but expanding access. If they’re successful, they will make the promise of Roe a reality for all.    

Voters are with them — a majority agree that it is time to lift the Hyde amendment and stop politicians from interfering in personal medical decision making. And as Congress debates ways to improve and reform the health care system and presidential candidates begin to present their own health care plans, EACH is a powerful reminder that abortion care is health care and that abortion coverage must be a central part of any conversation about health care reform.

The EACH Woman Act presents a hopeful vision for the future, and it’s also cause to celebrate today.

I found If Smart IT and DWP are on the SAME server Smart IT 18.08, Smart IT 1902 stops working after upgrading DWP to 19.02  which seems similar (haven't found the java.lang.NoClassDefFoundError: io/jsonwebtoken/ExpiredJwtException in logs though), but the solution to replace the rsso .jar files (tried with 18.08 versions and 19.02 versions) did not solve the issue.

 

I tried to disable the SSODecisionFilter in web.xml but still the context failed to deploy.

I assume the problem is the Authentication Filter however I do not have any idea how to continue troubleshooting.

Anyone experienced the same or has an idea how to troubleshoot the problem with filter in more detail?

"Yesterday, President Trump finally released his third presidential budget request, after a month-long delay due to the government shutdown. And... it’s a doozy.

Trump’s FY 2020 priorities go even further than last year’s request in bloating the already enormous military budget, requesting $750 billion for the military - an increase of 5%, or $34 billion, from the 2019 enacted budget.

That would put 57% of the $1.3 trillion discretionary budget into the Pentagon and nuclear weapons. Meanwhile, total funding for all other agencies, from the Department of Education to Veterans Affairs and NASA, is only $543 billion, down from $597 billion budgeted in 2019 - a 9% decrease.

Here are some of the lowlights of what the Trump budget would do:

• More than doubles funding for the Pentagon's slush fund, to $165 billion, up from $81 billion enacted last year, enabling a sleight of hand that then lets the administration claim to adhere to legally mandated budget caps set by Congress.
• Establishes the "United States Space Force (USSF)" proposed as a sixth branch of the Armed Forces.
• Touts the ramp-up of nuclear funds to begin a planned $1 trillion-plus renewed commitment to U.S. nuclear weapons capacity, with an 8.9% boost to $16.5 billion for even more nuclear weapons proliferation.
• Cuts the State Department by 23%, making war the leading option to deal with conflicts.
• Slashes departments that actually meet human needs, like Education (down 12%), Housing and Urban Development (down 16.4%), and the Environmental Protection Agency, which would see a 31% cut.

Reply: Unknown, if you'd read more here than the daily "How it Really Is" cartoon you'd know that accusation is totally false, and is so non-specifically descriptive as to be worthless. I don't tolerate or allow these troll-like snipings, either. More knowledgable readers understand that the legitimate source site for the budget information was properly attributed, and can decide for themselves if any political overtones there are relevant. If you feel your own political beliefs, however shallow and uninformed they may be, are under attack then stop hiding behind an empty profile, reveal yourself and defend your principles.           Understanding the President’s Budget Proposal      Cache   Translate Page      

     On Monday, March 11, President Trump released his proposal for the last meaningful budget of his first term.  It will cover the period from October 1, 2019, until five weeks before the 2020 presidential election.  To avoid either a pre-election government shutdown or embarrassing pre-election concessions, the President and Congress will almost certainly agree to a continuing resolution to cover the pre-election period, with the final 2021 budget’s contours determined by the election’s victors.  This is, therefore, President Trump’s final opportunity to insert his priorities into law during this term.

     The popular media has done a fair job of capturing the broad themes:  large increases in defense spending, making upper-income 2017 tax cuts permanent, and a partial offset of those costs with dramatic cuts in programs assisting low- and moderate-income people.  President Trump also manages, in one document, to breach all three parts of his campaign promisenot to support cuts in Social Security, Medicare, and Medicaid.  The purpose of this post is to provide a few specifics and to discuss what comes next, procedurally and politically. 

     The Congressional Budget Act makes the President’s submission of a budget proposal the de facto start of the annual budgeting process.  It was due in early February, but the partial federal government shutdown made that impossible as budget proposals build on the current year’s budget, which was still unresolved.  Historically, presidents’ budget proposals have been a mix of serious proposals for the more mundane “housekeeping” parts of the federal budget and aspirational proposals that the President knows Congress is unlikely to accept as-is.  The mix between practical and ideological proposals has shifted over the years. 

     A few customary ground rules have applied to presidential budget proposals, although some of these norms are becoming quite frayed.  The president’s budget proposal is typically the high water mark for his party’s initiatives:  the opposing party cites the president’s budget much as trial lawyers cite party admissions to reject out of hand any proposals going farther.  This practice has discouraged realistic presidential budget proposals.  Thus, during the Clinton and Obama Administrations, congressional Democrats could expect no traction for social initiatives not in that year’s presidential budget proposal.  President Trump has not felt bound by this tradition:  his proposals for a border wall, for example, evolved repeatedly from last year’s budget proposal. 

     Presidents also express their aspirations for overall fiscal effects – the size of deficits or surpluses and the division of funds between defense and non-defense programs – in their budget.  The seriousness of these aspirations can be assessed by the degree to which the budget depends on accounting gimmicks or proposals that obviously lack congressional support. 

     Since the Budget Control Act of 2011, presidential budgets also have had to take a position on whether they will adhere to the draconian caps on annual appropriations (“discretionary spending”) that that law and its subsequent sequestration imposed.  No president or Congress since then has found a palatable way to operate the federal government within those funding constraints.  As a result, Congress has passed and presidents have signed a series of bipartisan deals increasing those caps for two years at a time, offsetting part of the cost with cuts in domestic entitlement programs.  The most recent such deal, signed by President Trump, expires at the end of the current fiscal year. 

     Even by the standards of recent presidential budgets, President Trump’s proposal is quite extreme.  He does not propose new legislation raising the caps on discretionary spending, which would force Congress to write appropriations bills to fit within the “sequestration” limits.  This would meanan 11% average cut in non-defense discretionary (NDD) spending in 2020 below the current year’s levels after adjusting for inflation.  Because he proposes large increases for the Department of Homeland Security, which falls within the NDD category, the actual cut he would require from other programs would be even greater.  The President’s budget assumes further reductions in NDD spending in future years:  by 2021, it would be the smallest share of the economy since the Hoover Administration and over ten years it would drop 40% after adjusting for inflation.  Apparently recognizing that these cuts are politically untenable, the Administration is claimingthat they are much smaller than they are. 

     Although President Trump’s budget purports also to apply the comparably severe caps on defense spending, it evades the effect of those caps with a giant accounting gimmick.  It transfers substantial amounts of regular Pentagon spending into a special category, Overseas Contingency Operations (OCO), that is exempt from the caps.  OCO was intended to pay the special costs of the wars in Afghanistan and Iraq on an emergency basis.  The Pentagon has long reclassified parts of its regular operating budget as OCO, but President Trump’s converts this stream of extra Pentagon funding into a raging torrent:  defense spending designated as OCO would jump from $69 billion to $165 billion in a single year.  This obliterates the Budget Control Act’s commitment to have defense and non-defense spending subject to parallel constraints.  Both Mick Mulvaney, the President’s Chief of Staff and former budget director, and former House Speaker Paul Ryan harshlycriticizedmuch more moderate abuses of the OCO device when they were in Congress. 

     Even the President’s proposals for non-defense discretionary spending do not appear designed to be taken seriously.  For example, he would cut$5 billion from the National Instituted of Health, which enjoy broad bipartisan support.  He would terminate low-income energy assistance and the Community Services Block Grant, which funds the remnants of War on Poverty service programs.  Even Republican Congresses have ignored deep cuts proposed for these programs in the past.  He would slashthe Job Corps and dislocated worker programs serving the very people for whom he claims his trade war is being fought.  Few in Congress will want to be associated with those cuts.

     Most of the President’s supposed domestic initiatives in the budget also are gimmicks.  He boasts of a new fund of money for infrastructure but appears to cut transportation and housing funds by even more, resulting in a net reduction in federal infrastructure spending.  He claims to be launching major efforts against the opioid epidemic and HIV, but he would deeply cut Medicaid – the primary source of treatment funding for many fighting addition and HIV infection – with the result that fewer total resources would be available. 

     Critics are no doubt correct that this budget proposal will be “dead on arrival” in Congress:  almost all presidential budget proposals are.  It nonetheless remains significant for several reasons.  First, it provides a comprehensive statement of this Administration’s values and priorities.  It makes the 2017 upper-income tax cuts permanent – at a costof $275 billion in 2028 alone – at the same time it would impose30% reductions in food stamps as well as deep cuts in Social Security Disability Insurance, Supplemental Security Income for the elderly and disabled, Medicaid, and family income support. 

     Second, the President’s proposal to replace the Affordable Care Act with an inadequately funded block grant – along with his proposed Medicare cuts – confirms that the Act has now become firmly entrenched.  Republicans will continue to condemn the Act, but few will want to run on this proposal in the 2020 elections.  Even if Republicans win, they will have no mandate to launch another effort to repeal the Act.  The Act’s entrenchment has important broader implications for U.S. public law.

     Finally, the budget proposal’s insistence on adhering to the sequestration spending caps, however disingenuous, suggests that the Administration will resist negotiating a new bipartisan agreement to raise those caps.  Neither party’s appropriators are likely to want to vote for bills containing such draconian cuts.  The House likely will pass a “deeming resolution” waiving points of order against considering bills over the caps.  Senator McConnell likely will be reluctant to do the same so the Senate may be unable to bring appropriations bills to the floor.  In any event, neither chamber probably can pass appropriations bills at the sequestration levels, and without such legislation appropriations above that will result in new automatic across-the-board budget cuts. 

     Postponing all the complex, contentious decisions that appropriations entail to the last minute will greatly increase the chance that a snag will trigger another federal government shutdown.  That is already a significantlikelihoodbecause Democrats and some Republicans will want to insulate appropriations accounts from “emergency” transfers to build the President’s proposed border wall.

It's just about that time of year when we all start to think about what the Opening Day lineup for your Toronto Blue Jays will look like. Well, it should be that time of year. The 7th annual 25 Man Roster Challenge is a go once again. It's ridiculously easy to play and you can win cool Blue Jays stuff.

If you do decide to play, you have 3 options on how to get your ballot in:

All ballots should have a team name and a tiebreaker.

In the event of a tie, and it's pretty much a given at this point there will be a tie, we ask that you also give us a prediction on what you think the spring training record will be. From what we can see, it appears as though the boys of summer will attempt to play 30 spring training games this year. That total includes the 2 exhibition games against the Red Sox in the Big O, but not the split-squad game against the Canadian Junior National Team on March 17th.

Try not to forget that sometimes it rains in Florida and the games don`t generally get made up if they are cancelled. There is also a chance that if one of those games goes to extra innings and one team runs out of pitchers, both teams agree the game ends in tie.

It is not a requirement that you select a tie breaker, and all ballots containing 25 names will be considered valid, but it is a really good idea that you choose one. Three years ago we had a stupid close finish and we actually had to break it right down to winning percentage.

It should be noted that no one has ever gone 25 for 25 in all the years we have been running this challenge; it would be really swell if that streak was broken.

Some Things To Consider:

Your Toronto Blue Jays currently have 11 players who are out of options on the 40-man roster and would therefore have to make the team or be sent through waivers before they could be demoted to the Minor Leagues. A few of these players are not in jeopardy at all, but there will be some spring training battles to keep your eyes on here for sure.

The old regime certainly took the position that if there was a tie between two players and one of them had options, that guy lost and was headed to the minor leagues. That would give the edge to a guy like Chad Jenkins for the last bullpen spot on this club. Not sure how the new guys view this situation and frankly that might be an interesting thing to monitor going forward. The upper minor leagues clearly needs some depth guys around and we doubt, at least for this year, that they let the Delabar/Jenkins types walk but you never know. Apparently we did pretty good last year and have a returning core group of players that are expected to compete for the pennant once again. Maybe it's time to trim some roster fat.

The wild card in this year's roster challenge has to be RHP Aaron Sanchez. He wants to start and there is an open spot in the rotation. He's really good at relieving and there's always a need in the back of the bullpen for shutdown guys. Depending on what happens in spring training with respect to his role on the team could determine the eventual winner. Heck, there's even talk of him starting the year in AAA.

This is a very strong MLB roster and there are not that many position battles, which is a good thing. That should in theory make it easier to select a solid ballot for the purposes of this exercise. At the end of the day, to be the champion all you have to do is put forth a ballot with 25 names on it. Who wins what job is irrelevant in this game, but it can't be played without taking it into consideration.

          People are demanding that Sephora cut ties with Lori Loughlin's Instagram-famous daughter Olivia Jade after she was connected to an explosive college-admissions bribery scandal      Cache   Translate Page

People are threatening to boycott Sephora unless it cuts ties with YouTuber and Instagram influencer Olivia Jade Giannulli.

The daughter of the "Full House" star Lori Loughlin and Mossimo Giannulli — known for founding the Mossimo fashion brand — acted as a paid influencer for the beauty brand while attending the University of Southern California.  She collaborated with Sephora to release a powder palette in December.

On Tuesday, the FBI accused Loughlin and Mossimo Giannulli of agreeing to pay $500,000 in bribes in exchange for having Olivia Jade and her sister, Isabella Rose, designated as recruits to the USC crew team to facilitate their admission to USC; neither girl participates in crew.

An affidavit released by the Justice Department claims that in order to perpetuate the falsehood that Olivia Jade was an accomplished rower, Mossimo Giannulli photographed her on an indoor rowing machine and sent the photo to William "Rick" Singer, the accused ringleader of the scheme identified in filings as CW-1. An employee of Singer's allegedly submitted Olivia Jade's college applications for her, as she was "confused on how to do so," the affidavit says.  

As news has spread of the FBI's charges against Loughlin and Mossimo Giannulli, Olivia Jade — who has more than one million Instagram followers and close to two million YouTube subscribers — is facing some backlash. 

The influencer highlighted her status as a USC student in sponsored Instagram posts paid for by Amazon Prime Student and Direct Smile Club. Comment sections on these Instagram posts have been flooded with criticisms of Olivia Jade.

Olivia Jade has worked with Sephora for months, posting sponsored Instagrams as well as collaborating on an exclusive product. Now, critics are calling for Sephora to cut ties. 

The page for Olivia Jade's collaboration with Sephora has been flooded with negative reviews, with 36 one-star reviews posted in the last 24 hours.

"This palette has such an intense highlight I thought it would blind others to my privilege and toxicity," reads one. "Unfortunately, it did not work and instead left me dusty AF."

"As a VIB rouge member who unnecessarily spends her hard earned money in Sephora is disgusted that this product is still being sold," reads another. "I'm tired of the beauty industry slapping on some 19 year old entitled rich kids names on products. I never buy these products and never would."

"I was a long time Sephora customer and will never buy anything from them again if they endorse this terrible unethical selfish lying brand," reads a third. 

Sephora is also seeing backlash on social media.

Sephora and Olivia Jade did not reply to Business Insider's request for comment.

THE PROBLEM TOURNAMENT
1.Both Tournament Director (lets call him Mr O) and Chief Arbiter (lets call him Mr B) have been working together for a long time...yes, occasionally there are problem but they could resolve it for the benefits of the chess participants.

2.But now TD and Chief Arbiter have a dispute on last round pairing...and worst, both have a valid argument to support their points.

3.The dispute went on unresolved...and now it has passed the schedule last round...Chief Arbiter then decided not to issue last round pairing...all players are angry and restless now.

4.But both TD and Chief Arbiter just don’t care. Both are in fact not talking to each other! It is what we chess player call it, ‘Stalemate’.

5.Stalemate has been going on for 6 hours...and now the time for prize giving ceremony is about to start. Prize winners are very worried since they have a flight to catch and maybe they will not get back their hard earned money. 

6. Tik Tok Tik Tok...will this be a worst tournament ever?

3.The dispute went on unresolved...and now it has passed the deadline and leads to Government standstill...everybody is restless now.

4.But both Obama and Boehner are not talking to each other! It is what press call it ‘Government Shutdown’.

5.Shutdown has been going on for 6 days...and now the deadline for US Government to pay their debtors are looming ahead.  Markets are now very worried because should US Government default, the effect will be worse than subprime crisis few years back.

Implementation of the 2018 Farm Bill, passed in December, is now underway. The $867 billion package funds many programs, from producer subsidies to food stamps, including $5 billion for conservation incentives on private lands. Key Farm Bill conservation programs include the Conservation Reserve Program and the Environmental Quality Incentives Program. The new bill increased the enrollment cap for CRP, and EQIP will now dedicate 10 percent of funds distributed though the program to wildlife conservation, providing about $200 million a year. Last week, Agriculture Secretary Sonny Perdue testified in front of both the House and Senate agriculture committees. During the Senate hearing, staffing vacancies currently faced by the USDA that may slow Farm Bill implementation were brought up by lawmakers. Perdue agreed with lawmaker concerns, noting that federal government hiring is not done quickly. Southwest Airlines is waiving fees for passengers who want to avoid flying on the Boeing 737 Max 8 aircraft through Monday.

An American Airlines representative told Business Insider the airline is not removing fees for customers who switch away from Boeing 737 Max aircraft.

"We will continue to comply with all FAA guidelines, and believe the Boeing 737 Max aircraft is safe and that our pilots are well-trained and well-equipped to operate it," the representative said.

United Airlines did not immediately respond to a request for comment. The airline does not use the 737 Max 8, but does use a slightly larger version of the aircraft.

Southwest's fee waiver follows an Ethiopian Airlines crash on Sunday that killed all 157 people onboard. The crash was the second in the last five months involving a Boeing 737 Max 8 aircraft, following the October crash of a Lion Air flight that killed 189 people.

Tensions Simmer in Restive Togo

Governance is a family business but a new generation of protesters is trying to disrupt the old order

Lomé — It seems like everyone living in Togo’s capital, Lomé, rises with the sun on weekends to go jogging. Its palm-lined beaches, sprawling along the Gulf of Guinea, teem with runners young and old, shouting encouragement to each other in French and Ewe. It looks like a happy place.
But appearances can deceive.

For decades, Togo has been ruled by a single family: first the father, Gnassingbé Eyadéma, from 1967-2005; and then the son, Faure Gnassingbé, from 2005 until ... well, no one is quite sure how long he will remain in power. The timing might not be up to him.

Last year witnessed the first rumblings of a revolution that could shake this small West African nation to its very core. Discontent with Gnassingbé’s government, particularly over the shortage of jobs and the oppressive political climate, sparked waves of protest in Togo and abroad. Led by a coalition of 14 opposition parties, the C14, and civil movement leaders, thousands poured into the streets of Lomé and Sokodé, an opposition stronghold in the north. On social media, and despite internet shutdowns, #TogoDebout (Togo Stand Up) was used to garner support.

Protesters demanded that Gnassingbé step down. They also demanded the return to the 1992 Constitution, which limits presidential terms, to prevent Faure Gnassingbé from running in the 2020 elections.

Chabine Samoudou, who is unemployed, was at an antigovernment demonstration in December. He marched alongside supporters of the opposition Pan-African National Party, with banners proclaiming “Faure Must Go”.

“As I dey here like this, I be student for Togo,” Samoudou said. “I suppose to get work but I no get anything,” the 25-year-old vented.

Vicious crackdown

The government’s response to the protests has been typically brutal, with both military and police used to crush the demonstrations. In October 2017, eight people, including a 10-year-old, were killed. A hundred people were injured and dozens more were detained. In December last year, four demonstrators were killed, according to Amnesty International. Protests were banned in the week leading up to parliamentary elections on December 20.

The government has also arrested hundreds of opposition protesters, and sentenced at least 60 to prison terms of up to 60 months. Among the detained is student leader Satchivi Folly, who is in prison in Lomé. His crime was to hold a press conference that security forces said was an act of rebellion against the rule of the president.

Folly’s mother, Deborah Sossou, a koko (mealie meal) seller, lives in fear about what further brutality the government may mete out. “We have done everything we can but nothing will happen as long as this government is in power,” she says.

Last year, her home was ransacked by members of the feared Research and Intelligence Service (RIS) — the secret police. They seized her son’s documents and said they found a gun in his room. It was all the justification they needed to give him a two-year sentence.

Prisoners are whipped with cables by the RIS and forced to neigh like horses, according to firsthand reports. A United States state department report described living conditions in the prisons as “life-threatening”.

The December parliamentary elections did not alter the status quo. C14 boycotted the elections on grounds that the vote was rigged against the opposition. Unsurprisingly Gnassingbé’s ruling Union for the Republic won a clear majority: 59 out of 91 National Assembly seats. The support of its main ally, the Union of Change Forces, led by former opposition leader Gilchrist Olympio, will boost the president’s chances of forcing through a constitutional change to allow him to stay in power, possibly till 2030.

Olympio is a scion of another political dynasty: he is the son of Togo’s first president, Sylvanus Olympio, who was assassinated in 1963. It is widely accepted that the assassin was none other than Gnassingbé Eyadéma, then a lowly sergeant.

‘We work in fear’

“This president wants to die in power,” declares Shalom Ameetekpo, a journalist and activist with Lomé’s Liberté Togo, a small privately owned newspaper that operates from an old, colonial-style building in downtown Lomé. The paper has faced threats from government officials for publishing incriminating content, such as a documentary exposing the inhumane state of the Lomé prison. “He considers the country his kingdom, just like his father.”

Ameetekpo (24) has been actively involved in the demonstrations. Here, journalists do not have the luxury of being mere observers, he says. Journalists and outspoken activists alike are targeted.

“We work in fear because you write something and people call to threaten you,” he says.

Three of his friends — all members, like Ameetekpo, of civil society group Nubueke — are in detention. Nubueke means “a new dawn” in Ewe.

Farida Nabourema, the co-founder of the Faure Must Go movement, lives in exile, and shuttles frequently to avoid arrest. She’s one of many political exiles.

“The past two years, I move around [countries] every two to three weeks and sometimes even less,” she told CNN.

Nabourema had pinned her hopes of returning home on the Economic Community of West African States (Ecowas), the regional body with a reputation for taking on dictators. It was the Ecowas intervention in the Gambia, for example, which forced out President Yahya Jammeh in early 2017 after he tried to stay in office despite losing an election.

But in Togo, Ecowas has been “toothless”, says Nabourema. Its attempts, along with the African Union, to mediate between the government and opposition groups have failed, and its calls to release political prisoners have mostly been ignored. Although 44 people were released in January, the opposition claims that hundreds more remain behind bars.

The state’s uncompromising response has taken its toll on protesters. Hope is waning: fewer protests are being staged and even fewer people are turning out. An uneasy quiet has settled over the country since the beginning of the year, although this could mean that the opposition is re-strategising ahead of the 2020 presidential election, Ameetekpo suggests.

The opposition’s principal candidate for 2020 is the Pan-African National Party’s Tikpi Atchadam, an eloquent, energetic politician from the north — just like Gnassingbé Eyadéma and Faure Gnassingbé. But Tikpi, as he is known, has been lying low for more than a year, communicating with his supporters mainly through WhatsApp video messages.

Some speculate that he is in exile in neighbouring Ghana but no one is quite sure. Others say he is biding his time until he can return with a bang.

In his absence, however, the opposition is struggling to maintain its cohesion. “C14 is falling apart”, said Wolali Ahlijah, of co-founder of activist movement Faure Must Go, pointing to squabbles within the coalition itself. Besides, the few notable contenders like Tikpi Atchadam would only make “headway depending on the extent to which the (C14) can rally around a single candidate, and if electoral reforms are put in place.”

Still, Togolese remain desperate for change that will see Gnassingbé gone. “It will require strong pressure on the political parties to find a single candidate,” says Ahlijah. “But I have hope that it can be done.”

The United States on Wednesday joined Canada, Europe, and nearly fifty other countries in banning the Boeing 737 Max aircraft from its airspace following Sunday’s Ethiopian Airlines crash that killed 157 people.

President Donald Trump announced on Wednesday that he is issuing an order to ground all 737 Max aircraft effective immediately. 

"We're going to be ordering an emergency order to ground all 737 Max 8 and the 737 Max 9 and planes associated with that line," the President said. "Any plane currently in the air will go to its destination and thereafter be grounded until further notice."

The move to ban the plane follows calls by a number of US lawmakers to ground the plane on Tuesday. 

In a statement, Boeing said it recommended to the Federal Aviation Administration that the 737 Max be grounded "out of an abundance of caution and in order to reassure the flying public of the aircraft's safety."

Wednesday's decision marks a stunning about-face for the FAA. The agency said as late as Tuesday evening that it saw no reason to ground the 737 Max aircraft operating in the US. 

Boeing 737 MAXThe US is the last major operator of the Boeing 737 Max to ground the aircraft type. China, the country with the largest number of Max aircraft, grounded its fleet on Sunday. The Europe Union banned the plane from its airspace on Tuesday.

The 737 MAX's major US customers include Southwest, American, and United. Southwest Airlines is the 737 Max 8's largest customer with 34 planes in its fleet. American operates 24 of the aircraft while United flies 14 of the larger 737 Max 9 variant. 

"Earlier today the Federal Aviation Administration (FAA) informed us that based on new information, they are grounding the United States Boeing 737 MAX fleet out of an abundance of caution," American Airlines said in a statement to Business Insider. "Our teams will be working to rebook customers as quickly as possible, and we apologize for any inconvenience."

United Airlines Boeing 737 MAX 9Southwest and United Airlines were not immediately available for comment.

There are 371 Boeing 737 Max aircraft in operation around the world.

On Sunday, Ethiopian Airlines Flight ET302 crashed shortly after taking off from Addis Ababa Bole International Airport. The crashed killed all 157 passengers and crew on board the four-month-old plane.

It's the second nearly-brand new Boeing 737 MAX 8 airliner in recent months to be involved in a fatal crash. In October, Lion Air Flight JT610 crashed in the Java Sea shortly after taking off from Jakarta, Indonesia, killing all 189 people on board.

On Tuesday, Boeing announced that it will roll out an updated version of the 737 Max's control software in the coming weeks. According to Boeing, the update has been in the works since the Lion Air crash. However, the implementation of the software was reportedly delayed by the 35-day government shutdown that lasted from late December to early February.

To fit the Max's larger, more fuel-efficient engines, Boeing had to redesign the way it mounts engines on the 737. This change disrupted the plane's center of gravity and caused the Max to have a tendency to tip its nose upward during flight, increasing the likelihood of a stall. MCAS is designed to automatically counteract that tendency and point the nose of the plane downward.

Initial reports from the Lion Air investigation, however, indicate that a faulty sensor reading may have triggered MCAS shortly after the flight took off. Observers fear that a similar thing may have happened in Sunday's Ethiopian Airlines flight.

The Boeing 737 is the best selling airliner of all time. Since 1965, the American aviation giant has taken orders for a whopping 15,000 737s. Over the years, Boeing has introduced four distinct generations of the 737. The latest is the 737 Max that entered service in 2017. Thus far, Boeing has orders for roughly 5,000 737 Max jets, making it the fastest selling plane in company history.

Boeing 737 MAX cockpitBoeing lists the 737 Max 8 at $121.6 million. However, according to industry research from Teal Group, buyers usually receive a 50% to 55% discount on the planes.

The 737 Max is currently built alongside the previous generation 737NG (Boeing 737-600,700,800, and 900) at Boeing's Renton, Washington factory.

By the end of 2018, Boeing ramped up production of the 737 to 52 aircraft a month. This year, it plans to produce 57 a month.

Last year, Boeing delivered 256 Max aircraft to customers, representing nearly half of all 737 deliveries.

Boeing Commercial Airplanes, the company's airliner division, has a backlog 5,870 planes valued at more than $400 billion. As it currently stands, the 4,699 yet-to-be-delivered 737s represent 80% of that backlog.

          12 Statistics That Prove The US Is Facing A Consumer Debt Apocalypse      Cache   Translate Page

In the entire history of the United States, consumers have never been in so much debt.  And that would not be a crisis as long as the vast majority of us were regularly making our debt payments, but as you will see below delinquency levels are starting to rise to extremely alarming levels.  In fact, some of the numbers that are coming in are even worse than we witnessed at any point during the last recession.  If things are this bad already, what are they going to look like once the economy really gets bad? 

Because even though it appears that we are heading into a new recession, according to the Federal Reserve it has not officially begun yet.  That means that much worse is yet to come.  Just like last time, millions of Americans will likely lose their jobs, and without an income most of those that suddenly find themselves unemployed will not be able to pay their bills.  The stage is set for the largest tsunami of consumer debt defaults that this country has ever seen, and that will absolutely devastate major financial institutions all across America.

If you think that I am exaggerating even a little bit, please read over the following list very carefully.  The following are 12 statistics that prove that the U.S. is facing a consumer debt apocalypse…

#1 Total consumer debt in the United States just surpassed the 4 trillion dollar mark.  That has never happened before in all of U.S. history.

#2 When you throw in mortgages and all other kinds of individual debt, U.S. consumers are now 13.5 trillion dollars in debt.

#3 A whopping 480 million credit cards are in circulation in this country.  That number has shot up by nearly 13 percent since 2015.

#4 U.S. consumers are carrying 870 billion dollars worth of balances on their credit cards right now.

#5 56 percent of Americans that currently have credit card balances have been carrying them for more than a year.

#6 The number of “seriously delinquent”credit card accounts in the U.S. has shot up to 37 million.

#7 Americans now owe a total of 1.3 trillion dollars on their auto loans.

#8 At this moment, more than 7 million Americans are delinquent on their auto loan payments.  The figure has already surpassed what we witnessed during the peak of the last recession by about a million.

#9 The total amount of student loan debt in the United States has reached the 1.5 trillion dollar mark.  Over the last 10 years, that number has more than doubled.

#10 Right now, more than 166 billion dollars in student loan debt is considered to be “seriously delinquent”.

#11 Millennials are now more than a trillion dollars in debt.  No generation of Americans has ever been deeper in debt at this stage in life.

#12 One recent survey found that 78 percent of Americans “are living paycheck to paycheck”.  Suffocating debt levels are a big reason why that figure is so incredibly high.

Since so many Americans are living paycheck to paycheck, that means that there is very little room for error.  During the last recession, large numbers of Americans immediately began getting behind on their bills once they were laid off, and we saw mortgage defaults rise to unprecedented levels.  Sadly, we haven’t learned from our past mistakes, and millions upon millions of Americans will find themselves drowning in an ocean of red ink once again during this next recession.

But even if you are not living paycheck to paycheck, carrying credit card balances is a very unwise thing to do.

Most Americans don’t realize that if you only make the minimum payment on a credit card every month, you can end up paying more in interest than you did for the original purchases.  The following comes from USA Today

If a credit-card borrower only made the minimum payments on $5,000 of debt, for example, they’d be in debt for more than 18 years and would end up paying $6,372 in interest based on national average interest rates, according to Ted Rossman, industry analyst for CreditCards.com.

If you keep playing this game, I promise you that you will never get rich.  Instead, the only people that will be getting wealthy will be the people that are receiving your debt payments.

Credit card debt is one of my pet peeves.  One of the best financial moves that anyone can make is to get out of credit card debt and never look back.

And that is particularly important at this juncture because the economy is really starting to slow down.  Compared to last year, U.S. job cut announcements were up 117 percent in February.

We haven’t seen anything like that since the last financial crisis.

At this point, even mainstream economists are openly admitting what is coming.  Mark Zandi, the chief economist at Moody’s Analytics, sounded downright gloomy in his most recent article…

The economy is throttling back. Way back. That’s the message in the near stall out of job growth last month. Job creation probably isn’t as bad as February’s disappointing numbers suggest — unusually poor weather played a role in limiting job growth to just 20,000 — but it is weaker than just a few months ago. Businesses are nervous, and sentiment is at risk of breaking if anything goes wrong.

And plenty could go wrong. A recession could materialize swiftly if businesses lose faith, and there is a good chance they will.

And when the next recession strikes, things are going to get very, very rough for U.S. consumers.

A consumer debt apocalypse is coming, and it is going to be incredibly painful.

Boeing reportedly thought it would have a software fix for its 737 MAX by January.

But the repair didn't arrive until Monday, after a Boeing 737 MAX 8 airplane had crashed and killed all 157 people onboard. That's because Boeing's disagreements with the Federal Aviation Administration kept delaying the repair — and its discussions with the FAA stopped altogether during the five-week government shutdown, The Wall Street Journal reports.

One of Boeing's new 737 MAX aircrafts crashed after takeoff in October, killing all 189 people onboard. After Sunday's takeoff crash, reports surfaced showing that pilots had major safety concerns about the aircraft model's autopilot system, specifically during takeoff sequences. The FAA issued a warning about the issue and, as it explained in a Monday press release, spent "several months" working on a "flight control software enhancement for the 737 MAX."

But as the Journal details, the only reason that fix took so long was that "differences of opinion about technical and engineering issues" between FAA and Boeing officials "dragged on." Boeing also stopped working on the software for five weeks during the government shutdown, U.S. officials said. Both FAA and Boeing experts didn't push it because they concluded "there was no imminent safety threat," the Journal continues.

Both the FAA and Boeing defended the model's safety until agreeing with President Trump on Wednesday to ground all 737 MAX 8 and 9's in the U.S. The FAA still has no official administrator, with Dan Elwell serving as its acting head for more than a year.

b) Open the database in read only mode. - alter database open read only;
c) start the below listener on CTL DR. - LISTENER_DD_RESTORE (Create one for this)




2) Step 2  :

a) connect BTLP database and do the below (This database has to be recreated again)


shutdown immediate;
startup nomount;
alter database mount exclusive;
alter system enable restricted session;
drop database;



b) startup nomount pfile='/orahome/app/oracle/product/11204/BTLP/dbs/initBTL.ora' ( Please check db_file_name_convert and log_file_name_convert are perfectly edited)

c) Create and Start the listener - LISTENER_BTLP_CLONE

MAX_STRING_SIZE Parameter In Oracle 12c

This parameter was introduced in Oracle 12c. MAX_STRING_SIZE controls the maximum size of string size in Oracle database.Either we can set it to STANDARD or.EXTENDED The default value is STANDARD

MAX_STRING_SIZE = STANDARD means the maximum size of strings is 4000 bytes for VARCHAR2 and NVARCHAR2

MAX_STRING_SIZE = EXTENDED means maximum size can be upto 32767 byte .

We can change the value of MAX_STRING_SIZE from STANDARD to EXTENDED. But not from EXTENDED to STANDARD.

With MAX_STRING_SIZE set to STANDARD , if we try to set the length of column more than 4000, then it will throw ORA-00910 error.
