Bruxelas avisa Centeno.

I had some people sleeping in there van in front of my home a week ago. It's truly glorious that we're now reaping what's been sowed for so many years with the permissive attitude toward vagrancy at the beach. It's probably only a matter of time before a homeowner confronts someone camping in front of their home and the situation will escalate with an unfortunate ending.

How Rent Control Harms Those It Hopes To Help      Cache   Translate Page

Authored by Hal Snarr via The Mises Institute,

The State of Oregon is on the precipice of “solving” its housing shortage with state-wide rent control . It would be the first state to do so. The policy is being sold as a way to make housing more affordable in a state where three of its cities, Eugene, Portland, and Salem, are ranked among the forty most expensive housing markets on the planet.

To understand how Oregon’s housing solution will harm those it hopes to help, consider the rental market modeled below. The State is not interfering in the voluntary transactions between landlords and tenants. Supply and demand efficiently allocate 100 rental units at $1500 per month.

The red line represents the demand for rentals. The height of point 1 gives the rent the richest renter is willing to pay ($2500). The height of point 2 gives the rent the poorest renter is willing to pay (under $500). The height of the equilibrium (black point) gives the rent a person of average income is willing to pay ($1500).

The blue line represents the supply of rentals. Since some landlords have mortgages and some do not, some units are in large complexes and some are single units, and some complexes have lots of amenities and some have few, this line represents a queue that sorts rentals from least to most expensive to finance and maintain. The rental at point 1 costs its landlord $500 to maintain and finance, while the unit at point 2 costs its landlord over $2500 to finance and maintain.

Regarding the first rental, its landlord and tenant both benefit from the transaction. The tenant thinks he got the better end of the deal because he is willing to pay $2500 but only pays $1500. The landlord thinks she got the better end of the deal because she is was willing to accept $500 but gets paid $1500. Both sign the lease because both parties are winners in trade.

All 100 rented units represent win-win transactions. The tenants were willing to pay rents in decreasing order from $2500 to $1500 but each only pays $1500 per month. Relative to the landlords, they all feel like they got the better end of these deals. The pink triangle measures this great feeling. On the other hand, landlords collect $1500 from each tenant but were willing to accept rents in increasing order from $500 to $1500. Relative to their tenants, they feel like they got the better end of these deals. The blue triangle measures this great feeling. Thus, all parties in these trades are winners.

Some renters have been priced out of the market. They populate the faded section of demand. During high school, I was one of them. I wanted to fly the coop but could not afford to do so. Others included in this group are perhaps older workers with low job skills or singles just out of college and looking for first jobs. These folks, if subletting is illegal, find apartments in nearby low-rent markets. Their exit from this market is why the lower section of demand is faded.

Housing laws can adversely impact rents and apartments. An Oregon zoning law shrinks the areas where apartment complexes can be constructed. This decreases supply, raises rents, and reduces the number of available units. NYC restricts subletting. That reduces supply and raises rents. Since renters would have had a room in the absence of subletting restrictions, the restrictions result in higher demand as more people search for rooms. That pushes rents up too. In the absence of all restrictions, markets will find creative ways to solve housing shortages. For example, prior to zoning laws, early Americans turned their homes into boarding houses or residential hotels, which are not unlike the no-frills rooms listed on Airbnb.

When rents get too high, rent control becomes popular among politicians who are either wanting to do the right thing or are shopping for votes. The figure below shows what happens when government sets rental rates (the green line). At the imposed rent, the people who populate the demand line between points 3 and 4 reenter this market to look for apartments. This is why that section of demand is no longer faded. Since the financing and maintenance expenses of the rental units on supply between the blue point and point 3 exceeds the legislated rent, the landlords take these units off the market (e.g., they get listed on Airbnb instead). Thus, the rent ceiling reduces the number of units to 50 but increases the number of people in the market to 150. If subletting is illegal, unsuccessful apartment seekers live in cars or on streets as they wait for tenants to vacate.

Recall that demand represents a queue with the richest renter on the left and the poorest on the right. With the rich owning homes, the upper middle class populates the line between points 1 and 2, the lower middle class populates the line between 2 and 3, and the poor populates the line between 3 and 4. Since the upper middle class are willing and able to pay more than the lower middle and poor classes, they have the most impressive applications or can afford the largest bribes. Thus, the renters with the 50 highest incomes get the 50 apartments that are offered in the market. Those in the lower middle class, who had apartments prior to rent control, are now without homes. The poor were not homeless prior to rent control, as they had low-rent units in nearby neighborhoods. But now they are homeless.

Though rent control is sold as a policy that is intended to help the poor, it induced homelessness among the poor and lower middle classes. It also increased the spoils of trade accruing to renters with the highest incomes. Their spoils increased from what it was prior to rent control (the light pink area) to what is after rent control (the light and dark pink areas).

The consequences of rent control are well understood by economists, from one end of the political spectrum to the other. Given this rare consensus in economics, it is surprising that states like Oregon are on the verge of voluntarily wrecking their housing markets.

Prosecutors charged Bill McGlashan, a founder and managing partner at TPG Growth — which has made landmark investments in companies like Uber and Airbnb — on fraud allegations for trying to engineer the admission of his son to the University of Southern California. In addition to overseeing TPG’s late-stage growth investing arm, McGlashan has partnered with other conscious leaders like Bono and Laurene Powell Jobs at The Rise Fund, a TPG investing arm that tries to make the world a better place through investments in things like dairy farms in India.

Black History Month is over. What about the other 11?      Cache   Translate Page

Every Black History Month we spend February engaged in a national dialogue around racial equality. But now that it's over, another familiar reality has set in: The repercussions of entrenched inequality continue to be deeply felt.

The truth is that many of the issues faced by the black community require sustained attention and long-term solutions, from addressing segregation in our schools to expanding job opportunities to underserved communities. Our work here does not and cannot end with Black History Month.

Year-round, we must continue to raise awareness for the gaps that exist within our city and within the investments taking place in Brooklyn, where my organization is based. Companies keep moving into the trending borough, yet this has not necessarily translated into more opportunities for communities of color, where they are most sorely needed. Brownsville, for example, has one of the highest poverty rates in New York—nearly double the citywide average—and Brooklyn's highest number of disconnected youth (16- to 24-year-olds who aren’t working).

And year-round, we must continue to fight to break open our fastest-growing industries. There is no doubt that tech has become a major economic engine in New York City and an important source of high-paying jobs for residents, with the average worker taking home more than $150,000. But while tech continues to open doors and grow in the Empire State, its workforce has yet to mirror the diversity of our city. Recent reports shows that African-Americans account for less than 10% of the tech workforce nationwide, indicating that an entire high-growth sector—and access to good jobs with a true living wage—has been effectively closed off to communities of color.

Nonprofits, businesses and community activists need to take the long view and continue efforts past February, advocating for investment and change year-round, and focusing on empowering young people of color with the tools they need to compete in the STEAM field of their choice. Mentorship programs, for example, can vitally help equip young people with important skills in science, technology, math, art and design. And by building a strong foundation early on with the the right training and direction, these young people can have a better shot at entering the innovation economy, and level the playing field for years to come.

But that’s just the first step. The next is actually helping guide young residents into nearby, stable and high-paying jobs, where they can work on projects that inspire them and feed their passions.

In fact, that’s where the tech sector can come in—and is already doing their part to now right historic wrongs. Airbnb is one company forging a model mentorship program in which its New York-based employees will provide career advice and teach technical skills with our students. The result is a win-win: Airbnb staff is able to share valuable insight into its industry while getting young people—the tech workers of tomorrow—excited about the company.

By building connections between firms like Airbnb and the Brownsville community, we can boost diversity and representation in fields like tech, while also disrupting the cycle of poverty.

Now it’s time for other companies to follow suit.

In Brownsville we have a growing talent pool of smart, dedicated New Yorkers getting ready to enter the workforce, and other communities like ours across the city have long been overlooked. These residents bring with them a fresh and much-needed perspective to foster innovation at a time when it’s desperately needed. If we are serious about truly effecting change across our industries and our cities, both our public and private sectors must commit to investing in our future—and in places like Brownsville.

Black History Month may have come and gone, but we can’t afford to lose momentum.

Quardean Lewis-Allen is the founder and CEO of Made in Brownsville.

a

Boete woonfraude straks vier keer zo hoog      Cache   Translate Page

"Prosecutors charged Bill McGlashan, a founder and managing partner at TPG Growth — which has made landmark investments in companies like Uber and Airbnb — on fraud allegations for trying to engineer the admission of his son to the University of Southern California.

What is particularly damaging for TPG is that McGlashan has positioned himself as a leading voice in Silicon Valley for social responsibility. In addition to overseeing TPG’s late-stage growth investing arm, McGlashan has partnered with other conscious leaders like Bono and Laurene Powell Jobs at The Rise Fund, a TPG investing arm that tries to make the world a better place through investments in things like dairy farms in India.

TPG said Tuesday that it had placed McGlashan on “indefinite administrative leave effective immediately” and that his roles at TPG Growth and The Rise Fund would be filled for now by Jim Coulter, TPG’s co-CEO. That’s a major shake-up at one of the most influential investing firms in Silicon Valley."

Add Animations to React Apps with React-Lottie      Cache   Translate Page
So your designer just came up with an amazing new animation on Adobe After Effects for your web application, fantastic! Just one problem, how do you convert this to a format usable within your web app? No worries, the awesome folks at Airbnb Design have your back. Introducing, Lottie , a fantastic new technology that allows you to use these animations in real time in a lightweight and flexible format just as easily as static images. How does this work you ask? Well, here's the explanation from Airbnb Design: Lottie uses animation data exported as JSON files from an open-source After Effects extension called Bodymovin. The extension is bundled with a JavaScript player that can render the animations on the web. Lottie is amazing for 3 main reasons: It makes use of Adobe Effects flexible features to come up with high quality animations It allows you to manipulate your animation in whatever way you would like The animations have a small file size as they are they are in vector format In this article, we'll be looking at how we can leverage the power of Lottie to add more life to our React Applications. To do this, we'll be using an npm package called react-lottie to generate viewable animations from JSON files exported by Bodymovin. Since we'll be focusing on the app side of things, we won't look into how these animations are created in After Effects but rather use animations created and open sourced by designers on Lottiefiles. If you have animations on After effects that you would like to use, you can export them to JSON using the Bodymovin plugin for After Effects. What we'll be building For this tutorial, we'll build this application which consists of two types of Lotties, one regular one and another with controlled animations depending on certain values in state. https://codesandbox.io/embed/github/austinroy/lottie-demo/tree/master/ Let's get started. Creating our application We'll be using create-react-app to create our app. If you don't have it installed yet run the following command to do so: npm install --g create-react-app Now let's create our application: create-react-app lottie-demo This will create some boilerplate code for our app and configure our react development environment. Open up the lottie-demo directory and let's get coding. Yarn is create-react-app's default package manager and it's what we'll use to handle our dependencies(or rather dependency since there's only one for this project) so it's worth looking into as well. Now let's install our one and only dependency, react-lottie , to do this run this command in the terminal: yarn add react-lottie Great, we are all set to go, now let's add our animations. Getting our Sample Lotties We'll bve getting our sample animations from LottieFiles, so head over there and create a free account. LottieFiles gives you access to a curated library of awesome animations from designers all over the globe, it also provides a platform to test, upload and share your own animations and is a great resource in general. Simply browse through the animations, tweak the settings if necessary and when you are happy with what you have click Download JSON to get the animation. Now inside the src directory of our application create two more directories, components and lotties . These will hold or React components and Lottie animation data respectively. Place the downloaded JSON files inside the lotties directory. Awesome, now we are ready to create components that display these animations. Uncontrolled Lotties Animations can be allowed to run freely or be manipulated by data in state. First, let's look at the first case and create an animation that simply imports and renders a lottie. Create a file called UncontrolledLottie.jsx inside the components directory and place the following code inside it. // UncontrolledLottie.jsx import React, { Component } from 'react' import Lottie from 'react-lottie' import animationData from '../lotties/4203-take-a-selfie.json' class UncontrolledLottie extends Component { render(){ const defaultOptions = { loop: true, autoplay: true, animationData: animationData, rendererSettings: { preserveAspectRatio: 'xMidYMid slice' } }; return( <div> <h1>Lottie</h1> <p>Base animation free from external manipulation</p> <Lottie options={defaultOptions} height={400} width={400} /> </div> ) } } export default UncontrolledLottie In this case, 4204-take-a-selfie.json is the JSON file of the lottie I had downloaded. Feel free to replace that with whichever you had downloaded. Now let's go through the information provided in the configuration. You will notice we pass an options prop to the Lottie component, this contains the configuration data for the animation to be rendered. This consists of animationData - an Object with the exported animation data, in our case, the json file autoplay - a boolean determining if it will start playing as soon as it is ready loop - a boolean or number, this determines if the animation will repeat or how many times it should repeat rendererSettings - configuration data for the renderer These are just some of the options you can provide. We also provide the dimensions(length and width) of out animation as props to Lottie. Great, this animation is now ready for use by importing it into our App.js and will look like this: But first let's add our controlled Lottie. Controlled lotties Lotties can be manipulated in React to change some of their properties using data in state. In our case, we'll look at how we can play, stop and pause the animations in our lottie. Let's create a file in components and name it ControlledLottie.jsx . Place the following code in that file // ControlledLottie.jsx import React, { Component } from 'react' import Lottie from 'react-lottie' import animationData from '../lotties/77-im-thirsty.json' class ControlledLottie extends Component { state = {isStopped: false, isPaused: false} render(){ const buttonStyle = { display: 'inline-block', margin: '10px auto', marginRight: '10px', border: 'none', color: 'white', backgroundColor: '#647DFF', borderRadius: '2px', fontSize: '15px' }; const defaultOptions = { loop: true, autoplay: true, animationData: animationData, rendererSettings: { preserveAspectRatio: 'xMidYMid slice' } }; return( <div className="controlled"> <h1>Controlled Lottie</h1> <p>Uses state manipulation to start, stop and pause animations</p> <Lottie options={defaultOptions} height={400} width={400} isStopped={this.state.isStopped} isPaused={this.state.isPaused} /> <button style={buttonStyle} onClick={() => this.setState({isStopped: true})}>Stop</button> <button style={buttonStyle} onClick={() => this.setState({isStopped: false, isPaused: false })}>Play</button> <button style={buttonStyle} onClick={() => this.setState({isPaused: !this.state.isPaused})}>Pause</button> </div> ) } } export default ControlledLottie Let's analyse this code. At first glance it is pretty much identical to the code in ControlledLottie.jsx but there's a few key differences. We've added 3 buttons at the bottom along with their styling. These buttons are used to toggle the values of the data in state. The Lottie component also has two more props: isStopped - a boolean indicating whether the animation is active or not isPaused - a boolean that indicates if the animation is paused or not Here's whar our controlled lottie component will look like: Both our animations are ready to use now so let's import them into App.js and display them in our app. Edit the code in App.js , importing our components and adding them inside the render function. // App.js import React, { Component } from 'react'; import './App.css'; import UncontrolledLottie from './components/UncontrolledLottie'; import ControlledLottie from './components/ControlledLottie'; class App extends Component { render() { return ( <div className="App"> <h1>REACT LOTTIES</h1> <div className="lotties"> <UncontrolledLottie /> <ControlledLottie /> </div> </div> ); } } export default App; Let's style the our app to make it mobile responsive, we can do this using css grid. Add the following code to your App.css file. .lotties{ display: grid; grid-template-columns: auto auto; } @media only screen and (min-device-width : 320px) and (max-device-width: 480px){ .lotties{ display: grid; grid-template-columns: auto; } } This places our lotties in two columns that will be reduced to a single column on devices with a smaller width. Now fire up the application and watch the magic happen. yarn start Your browser will open up and you should be able to see the two animations active. Clicking Pause will have the controlled animation freeze in it's current frame, clicking it again should resume it as well as clicking Play . Clicking Stop returns the animation to it's default position and holds it there. Pretty nice, right? https://codesandbox.io/embed/github/austinroy/lottie-demo/tree/master/ Conclusion Lottie can be used to really add life to an application, be it on web or mobile. They can be used to make applications more interactive and provide visually appealing feedback, for example animations indicating the state of certain processes. Lotties are also amazingly easy to use and extremely lightweight so they shouldn't have a massive impact on the perfomance of your application.

Federated Tensor Flow Gboard

Tensor Flow Coral Board

Cursos Tensorflow Udacity Deeplearning
