Waziri wa Fedha na Mipango, Mhe. Dkt. Philip Isdory Mpango (Mb) amesema katika Mapendekezo ya Kiwango na Ukomo wa Bajeti ya Serikali kwa mwaka 2019/20, Shilingi bilioni 33,105.4 zitatumika kwa matumizi ya kawaida na maendeleo.

UTANGULIZI


1.           Mheshimiwa Mwenyekiti, awali ya yote napenda kuchukua fursa hii kumshukuru Mwenyezi Mungu kwa kuendelea kutujalia uhai na afya njema na kutuwezesha wabunge wote kukutana tena hapa Jijini Dodoma, kupokea mapendekezo ya Serikali ya Mpango wa Maendeleo wa Taifa na ya Kiwango na Ukomo wa Bajeti ya Serikali kwa mwaka 2019/20, kwa mujibu wa Kanuni ya 97 fasili ya (1) na (2) ya Kanuni za Kudumu za Bunge Toleo la Januari 2016. Aidha, tunamshukuru Mwenyezi Mungu kwa kuendelea kuijalia nchi yetu umoja na amani.

2.           Mheshimiwa Mwenyekiti, naomba kutumia fursa hii kuwapongeza Mheshimiwa Angellah Jasmine Kairuki (Mb), Mheshimiwa Dkt. Augustine Philip Mahiga (Mb), Mheshimiwa Prof. Palamagamba Aidan Kabudi (Mb), Mheshimiwa Doto Mashaka Biteko (Mb), Mheshimiwa Joseph George Kakunda (Mb) na Mheshimiwa Japhet Ngailonga Hasunga (Mb) kwa kuteuliwa na Mheshimiwa Rais wa Jamhuri ya Muungano wa Tanzania kuwa Mawaziri ili kuongoza wizara mbalimbali. Ni matumaini yangu  kuwa Waheshimiwa Mawaziri mlioteuliwa na Waheshimiwa Wabunge wote mtaendelea kunipatia ushirikiano katika kuijenga nchi yetu kwa manufaa ya Watanzania wote.

3.           Mheshimiwa Mwenyekiti, taarifa hii inawasilisha Mapendekezo ya Serikali ya Mpango wa Maendeleo wa Taifa na ya kiwango na ukomo wa bajeti ya Serikali kwa mwaka ujao wa fedha 2019/20 ambayo imegawanyika katika sehemu kuu tatu. Sehemu ya kwanza ni tathmini ya mwenendo wa hali ya uchumi. Sehemu ya pili ni Mapitio ya Utekelezaji wa Mpango wa Maendeleo wa mwaka 2018/19 na Mapendekezo ya Serikali ya Mpango wa Maendeleo wa Taifa kwa mwaka 2019/20. Sehemu ya tatu ni tathmini ya utekelezaji wa bajeti kwa mwaka 2018/19 na mapendekezo ya kiwango na ukomo wa bajeti ya Serikali kwa mwaka 2019/20.







SEHEMU YA KWANZA

TATHMINI YA MWENENDO WA HALI UCHUMI

4.           Mheshimiwa Mwenyekiti, kutokana na juhudi za Serikali ya Awamu ya Tano inayoongozwa na Mheshimiwa Dkt. John Pombe Joseph Magufuli katika kuiandaa nchi kuelekea uchumi wa kipato cha kati, uchumi umeendelea kuimarika. Pato la Taifa  kwa kutumia mwaka wa kizio 2015 linaonesha kuwa katika robo ya tatu (Julai hadi Septemba) ya mwaka 2018, Pato la Taifa lilikua kwa wastani wa asilimia 6.8 ikilinganishwa na asilimia 5.0 kipindi kama hicho mwaka 2017. Shughuli za kiuchumi zilizokuwa kwa kasi kubwa ya ukuaji ni afya (asilimia 13.2), usafirishaji na uhifadhi mizigo (asilimia 12.4); Maji (asilimia 10.7); Ujenzi (asilimia 7.4); Habari na Mawasiliano (asilimia 7.3); viwanda (asilimia 7.3); na Biashara na Matengenezo (asilimia 7.3).

5.           Mheshimiwa Mwenyekiti, katika mwaka 2018, mwenendo wa mfumuko wa bei nchini uliendelea kuwa tulivu katika wigo wa tarakimu moja kutokana na kuimarika kwa hali ya upatikanaji wa chakula nchini na nchi jirani pamoja na usimamizi madhubuti wa sera za fedha na bajeti za Serikali. Mfumuko wa bei ulipungua kutoka wastani wa asilimia 4.0 Januari 2018, hadi kufikia asilimia 3.4 Juni 2018 na kuendelea kupungua zaidi hadi asilimia 3.0 Januari 2019.

6.           Mheshimiwa Mwenyekiti, katika kipindi cha mwaka unaoishia Januari 2019 thamani ya mauzo ya bidhaa na huduma nchi za nje ilikuwa dola za Marekani milioni 8,300.0 na thamani ya bidhaa na huduma zilizonunuliwa kutoka nje ilikuwa dola za Marekani milioni 10,462.6. Kwa upande wa nakisi ya urari wa biashara ya bidhaa, huduma na uhamisho wa mali nchi za nje ilikuwa dola za Marekani milioni 2,982.2 kutokana na kuongezeka kwa thamani ya bidhaa za mitaji zilizoagizwa kutoka nje ya nchi kwa ajili ya miradi mikubwa ya maendeleo. Kwa matokeo hayo akiba ya fedha za kigeni ni Dola za Marekani milioni 4,884.4 Januari 2019, kiasi kinachotosheleza kuagiza bidhaa na huduma kutoka nje ya nchi kwa kipindi cha takribani miezi 4.8. Kiwango hiki ni zaidi ya lengo la nchi wanachama wa Jumuiya ya Afrika Mashariki la miezi 4.5.

7.           Mheshimiwa Mwenyekiti, Ujazi wa fedha kwa tafsiri pana zaidi (M3) uliongezeka kwa wastani wa asilimia 6.6 katika mwaka 2018 ikilinganishwa na ongezeko la wastani wa asilimia 5.5 katika kipindi cha mwaka 2017. Mwenendo huo ulichangiwa na kuimarika kwa ukuaji wa mikopo kwa sekta binafsi kulikotokana na jitihada za Serikali kupitia Benki Kuu katika kuchochea ongezeko la mikopo kwa sekta binafsi. Riba za dhamana za muda mfupi za Serikali zilipungua hadi wastani wa asilimia 6.4 ikilinganishwa na wastani wa asilimia 11.1 mwaka 2017. Vile vile, riba za mikopo ya benki za biashara kwa sekta binafsi zimeendelea kupungua kutoka wastani wa asilimia 17.8 mwaka 2017 hadi wastani wa asilimia 17.4 mwaka 2018.

8.           Mheshimiwa Mwenyekiti, Mikopo kwa sekta binafsi iliendelea kuimarika kufuatia utekelezaji wa sera ya kuongeza ukwasi kwenye uchumi pamoja na jitihada zilizochukuliwa na Serikali kupitia Benki Kuu katika kuchochea ongezeko la mikopo kwa sekta binafsi. Kasi ya ukuaji wa mikopo kwa sekta binafsi imeendelea kuongezeka ambapo Januari 2019 ilikuwa asilimia 7.3 ikilinganishwa na asilimia 2.1 Januari 2018. Sehemu kubwa ya mikopo kwa sekta binafsi imeendelea kuelekezwa katika shughuli binafsi (asilimia 27.9 ya mikopo yote) ikifuatiwa na shughuli za biashara zilizopata asilimia 18.4, uzalishaji viwandani (asilimia 11.6) na kilimo (asilimia 7.8).

9.           Mheshimiwa Mwenyekiti, mwenendo wa thamani ya Shilingi dhidi ya Dola ya Marekani umeendelea kuwa tulivu ambapo katika mwaka 2018, Dola moja ya Marekani ilinunuliwa kwa wastani wa Shilingi 2,263.8. Hii ni kutokana na utekelezaji madhubuti wa sera za fedha, usimamizi thabiti wa mapato na matumizi ya Serikali, matumizi ya gesi asilia na umeme wa maji badala ya mafuta katika kuzalisha umeme na baadhi ya viwanda nchini kuzalisha bidhaa ambazo awali zilikua zikiagizwa kwa wingi kutoka nje.

10.       Mheshimiwa Mwenyekiti, Serikali ya Awamu ya Tano, itaendelea kutekeleza sera madhubuti za fedha na bajeti ili kuhakikisha uchumi wa nchi yetu unaendelea kuimarika.

SEHEMU YA PILI

TATHMINI YA UTEKELEZAJI WA MPANGO WA MWAKA 2018/19 NA MAPENDEKEZO YA MPANGO WA MAENDELEO WA MWAKA 2019/20

A.           TATHMINI YA UTEKELEZAJI WA MPANGO WA MWAKA 2018/19

11.       Mheshimiwa Mwenyekiti, katika mwaka 2018/19, Serikali ilitenga Shilingi bilioni 12,007.3 kwa ajili ya miradi ya maendeleo, zikijumuisha Shilingi bilioni 9,876.4 fedha za ndani na Shilingi bilioni 2,130.9 fedha za nje. Hadi Januari 2019, jumla ya Shilingi bilioni 2,788.5 zilitolewa kwa ajili ya kugharamia miradi ya maendeleo. Aidha, Shilingi bilioni 144 zilipokelewa kutoka kwa Washirika wa Maendeleo na kupelekwa moja kwa moja kwenye miradi ya maendeleo inayotekelezwa kwenye Wizara, Taasisi na Wakala za Serikali, Sekretaieti za Mikoa na Mamlaka za Serikali za Mitaa. Vile vile, Shilingi bilioni 3,803.4 zimetumika kulipa mikopo iliyotumika kutekeleza miradi mbalimbali ya maendeleo. Serikali imeshatenga na inatarajia kutoa kiasi cha Shilingi bilioni 1,433.8 kwa ajili ya kugharamia miradi mbalimbali ya maendeleo, ukiwemo mradi wa kufua umeme kwa kutumia nguvu ya maji Mto Rufiji (MW 2,115).

12.       Mheshimiwa Mwenyekiti, hatua zilizofikiwa katika utekelezaji wa baadhi ya miradi ya maendeleo katika mwaka 2018/19 ni kama ifuatavyo:

(i)           Ujenzi wa Reli ya Kati kwa kiwango cha Standard GaugeUjenzi wa kipande cha Dar es Salaam – Morogoro (km 300) unaendelea vizuri kama ilivyopangwa, ambapo shughuli zinazoendelea ni ujenzi wa madaraja, makalavati, daraja lenye urefu wa km 2.54 katikati ya jiji la Dar es Salaam, ukataji wa miinuko, ujazaji wa mabonde na utandikaji wa reli. Katika kipande cha Morogoro – Makutupora (km 422), kazi zinazoendelea ni pamoja na ukataji wa miinuko na ujazaji wa mabonde, usanifu wa njia na ujenzi wa kambi za Kilosa na Ihumwa. Kwa upande wa kipande cha Isaka – Rusumo (km 371), hatua iliyofikiwa ni kukamilika kwa mapitio ya upembuzi yakinifu na usanifu wa awali wa njia ya reli. Aidha, taratibu za ununuzi wa mabehewa, injini na mitambo itakayotumika kutoa huduma ya usafiri kwenye reli ya Standard Gauge zipo katika hatua za mwisho.

Katika miradi inayogharamiwa na mfuko wa reli, shughuli zilizofanyika ni: kununua vichwa 11 vya treni kwa ajili reli ya kati; kuendelea na ukarabati wa reli ya Tanga - Arusha (km 439) ambapo kipande cha Tanga – Mombo (km 129) kimeanza kufanya kazi ya kusafirisha mizigo na ukarabati wa vipande vya Mombo – Same (km124) na Same – Arusha (km 186) unaendelea. Aidha, kazi ya ukarabati wa mabehewa inaendelea ambapo hatua iliyofikiwa ni kukamilika kwa ukarabati wa mabehewa 15.

(ii)         Mradi wa Kufua Umeme wa Maji Rufiji - MW 2,115: Hatua iliyofikiwa ni: kupatikana kwa mkandarasi wa mradi wa kufua umeme utokanao na nguvu ya maji katika Mto Rufiji ambaye ni Kampuni ya Ubia kati ya Arab Contractors naElsewedy Electric S.A.E kutoka Misri ambapo mkataba wa ujenzi umesainiwa na mkandarasi alikabidhiwa eneo la mradi mwezi Februari 2019. Mafanikio yaliyopatikana ni pamoja na ukamilishaji wa ujenzi wa miundombinu wezeshi ikijumuisha njia ya umeme wa msongo wa kV 33 kutoka Msamvu hadi eneo la mradi; mifumo ya huduma ya maji na ya mawasiliano ya simu; kukamilika kwa ujenzi wa nyumba 10 na kuendelea na ukarabati wa nyumba 28 za iliyokuwa kambi ya RUBADA; ujenzi wa barabara za Kibiti - Mloka – Mtemere – MatambweJunction – Mto Rufiji (km 210) na Ubena Zomozi – Mvuha – Kisaki – MtemereJunction (km 178.39) zimekamilika.

(iii)       Kuboresha Shirika la Ndege TanzaniaHatua iliyofikiwa ni: kuwasili kwa ndege nyingine tatu, moja ikiwa ni aina ya Boeing 787-8 Dreamliner na mbili zikiwa ni Airbus A220-300, na hivyo kufanya idadi ya ndege zilizonunuliwa kuwa sita; kulipa sehemu ya gharama za ununuzi wa ndege moja aina ya Boeing 787-8 Dreamliner na Bombadier Q400 zinazotarajiwa kuwasili nchini mwishoni mwa mwaka 2019. Kufuatia hatua hiyo, ATCL itaanzisha safari za ndege kwenda nchini China na India ambazo kimkakati ndizo masoko mapya ya utalii.

(iv)        Miradi ya Umeme: Hatua iliyofikiwa ni: kukamilika kwa njia ya kusafirisha umeme yenye urefu wa km 250 ya msongo wa kV 220 Makambako – Songeapamoja na vituo vitatu vya kupoza umeme vya Makambako, Madaba na Songea, hivyo kuwezesha mikoa ya Njombe na Ruvuma kuunganishwa katika Gridi ya Taifa; kuendelea na mradi wa kusafirisha umeme wa msongo wa kV 400 wa Singida – Arusha – Namanga wenye urefu wa km 414; kuendelea na miradi ya kusafirisha umeme ya Geita – Nyakanazi (kV 220), Rusumo – Nyakanazi (kV 220) na Bulyankulu – Geita (kV 220); kuendelea na utekelezaji wa mradi waKusambaza Umeme Vijijini na Makao Makuu ya Wilaya ambapo vijiji 1,782 na wateja 96,832 wameunganishiwa umeme hivyo kufikia jumla ya vijiji 1,039 vilivyounganishwa na umeme; kukamilisha utengenezaji wa mitambo minne ya kufua umeme na kupelekwa mitambo miwili ya kufua umeme katika eneo la mradi wa Kinyerezi I Extension – MW 185; Mradi wa Kufua Umeme wa Rusumo MW 80: Hatua iliyofikiwa ni: kukamilika kwa ujenzi wa barabara za kuingia eneo la mradi; kukamilika kwa ujenzi wa kikinga maji; kuanza kazi ya kuchimba handaki la kupitisha maji; kuendelea na uchimbaji wa eneo itakapofungwa mitambo; na kukamilika kwa ujenzi wa nyumba mbili kati ya tano za wafanyakazi.

(v)         Huduma za Maji Mijini na Vijijini: miradi 65 imekamilika na kufanya jumla ya miradi yote iliyokamilika kufikia 1,659 na vituo vya kuchotea maji kuongezeka hadi 131,370 na kuhudumia wananchi 25,359,290. Upatikanaji wa huduma za maji Jijini Dar es Salaam umefikia asilimia 85, katika mikoa mingine asilimia 80, miji midogo asilimia 64 na vijijini asilimia 64.8. Aidha, utekelezaji wa miradi ya maji katika maeneo mengine unaendelea katika hatua mbalimbali ikiwa ni pamoja na mradi wa maji wa Ziwa Victoria – Igunga - Nzega na Tabora, mradi wa maji katika jiji la Arusha na Same – Mwanga - Korogwe. Vile vile, utekelezaji wa mradi wa maji katika miji 28 wenye thamani ya Dola za Kimarekani Milioni 465 upo katika hatua za kumpata Mtaalamu Mwelekezi na Mkandarasi wa mradi.


(vi)        Miradi ya Afya: Serikali imeendelea kuimarisha huduma za afya kwa kuongeza upatikanaji wa dawa muhimu katika vituo vya kutolea huduma za afya kwa asilimia 96. Hatua nyingine zilizofikiwa ni pamoja na: kukamilika kwa ujenzi wa jengo la vifaa vya uchunguzi (X–Ray Building)  na kununua vifaa vya tiba ya mionzi katika Hospitali ya Rufaa ya Mbeya; na kuongeza utoaji wa chanjo kufikia asilimia 97. Aidha, Serikali imeendelea kuboresha miundombinu ya afya katika ngazi zote ikijumuisha ujenzi na ukarabati wa hospitali za rufaa za mikoa, kanda na kitaifa; ujenzi wa hospitali za halmashauri 67; ujenzi wa vituo vya kutolea huduma za afya 352; kuajiriwa kwa watumishi wa sekta ya afya 7,680; ujenzi wa nyumba 310 za watumishi wa afya; ununuzi wa vifaa na vifaa tiba kwa Hospitali za Rufaa za Mikoa, Hospitali za halmashauri, Vituo vya Afya na Zahanati. Serikali imeendelea kuimarisha huduma za matibabu ya kibingwa kwa kuboresha miundombinu ya kutolea huduma, ununuzi wa vifaa tiba vya kisasa na hivyo kupunguza rufaa za wagonjwa nje ya nchi katika hospitali za Muhimbili, Taasisi ya Moyo ya Jakaya Kikwete (JKCI), Taasisi ya Saratani ya Ocean Road (ORCI), Taasisi ya Mifupa (MOI),  hospitali ya Benjamin Mkapa na Hospitali ya Taaluma na Tiba ya Chuo Kikuu cha Afya na Sayansi Shirikishi – Mloganzila.

(vii)      Miradi ya Elimu: Serikali imeendelea kugharamia elimumsingi bila ada ambapo kila mwezi kiasi cha shilingi bilioni 24.4 kinatumika. Hatua nyingine zilizofikiwa ni: ujenzi na ukarabati wa miundombinu ya kufundishia na kujifunzia ikijumuisha madarasa 870, matundu ya vyoo 1,958, mabweni 210, mabwalo 79; ukarabati wa shule kongwe; ujenzi na ukarabati wa miundombinu katika vyuo vya ualimu Ndala, Shinyanga, Patandi, Mpuguso na Murutunguru; kukamilisha maboma ya madarasa, mabweni na nyumba za walimu 39; ukarabati wa vyuo vya kati 20 kati ya 54 vya Maendeleo ya Wananchi (FDCs), nyumba za walimu 39; kukamilika na kuzinduliwa kwa Maktaba ya Kimataifa yenye uwezo wa kuhudumia wanafunzi 2,600 kwa wakati mmoja katika Chuo Kikuu cha Dar es Salaam; ujenzi wa mabweni katika Chuo Kikuu cha Mzumbe yenye uwezo wa kuchukua wanafunzi 1,000; ujenzi na ukarabati wa miundombinu katika vyuo vikuu vya Sokoine na Dar es Saaalm; na mikopo kwa wanafunzi wa Elimu ya Juu 119,214; uimarishaji wa vyuo 10 vipya vya VETA na kukuza ujuzi kwa vijana; na ujenzi wa shule kwa ajili ya wanafunzi wenye mahitaji maalum katika chuo cha Ualimu Patandi.




(viii)    Kilimo: Utoshelevu wa Chakula kwa mwaka 2018/19 umefikia asilimia 124. Aidha, Serikali imeanza utekelezaji wa Programu ya Kuendeleza Sekta ya Kilimo awamu ya pili (ASDP II) na mkazo umewekwa katika kuendeleza mazao ya kimkakati yakiwemo Kahawa, Pamba, Chai, Korosho, Tumbaku, Alizeti, Michikichi, Mpunga na Mahindi. Ili kuongeza ukuaji wa sekta ya kilimo, Serikali inaendelea kuimarisha shughuli za ushirika, ujenzi wa maghala na vihenge vya kisasa vyenye uwezo wa kuhifadhi tani 250,000 katika kanda saba, kuongeza uzalishaji wa mbegu za mafuta hususan alizeti na michikichi, kuimarisha shughuli za utafiti wa mazao, kuongeza thamani ya mazao ya kilimo kwa kufufua vinu vya kusindika mazao ya nafaka na mafuta, kudhibiti visumbufu vya mazao, kuimarisha mifumo ya upatikanaji wa pembejeo za kilimo na kuimarisha mifumo ya masoko ya mazao. Vile vile, Serikali imeanza kuboresha mifumo ya takwimu za kilimo kwa kuanza usajili wa Wakulima.

(ix)        Mifugo: Hatua iliyofikiwa ni kuendelea kuimarisha vituo 3 vya kuzalisha vifaranga vya samaki vya Kingolwira (Morogoro), Mwampuli (Igunga) na Ruhila (Songea) kwa kuzalisha na kusambaza vifaranga vya samaki kwa wafugaji wa  samaki wakiwemo vijana. Aidha, Serikali kwa kushirikiana na sekta Binafsi imeweza kuzalisha jumla ya vifaranga 17,301,076 kama ifuatavyo: kambamiti 11,080,000, sato 5,072,800 na kambale 1,148,276. Vile vile, jumla ya wananchi 6,995 wamepatiwa elimu ya ugani katika ukuzaji wa viumbe maji.

(x)         Mradi wa Bomba la Kusafirisha Mafuta Ghafi kutoka Hoima (Uganda) hadi Tanga (Tanzania): Hatua iliyofikiwa ni: kukamilika kwa tathmini ya athari za mazingira na jamii kwa upande wa Tanzania; kukamilika kwa tafiti za kijiolojia katika eneo la Chongoleani; kukamilika kwa tathmini za Kijiolojia na Kijiofizikia katika eneo la mkuza wa bomba; na kutwaa ardhi eneo la Bandari – Tanga (Chongoleani) kutakapojengwa miundombinu ya kuhifadhi mafuta.

(xi)        Miradi ya Viwanda: Kiwanda cha Kuunganisha Matrekta (TAMCO, Kibaha): Hatua iliyofikiwa ni: kuingiza matrekta 822 aina ya URSUS (semi knocked down) ambapo matrekta 571 yameunganishwa na matrekta 339 yameuzwa; Kituo cha Zana za Kilimo na Ufundi Vijijini – CAMARTEC: kutengeneza zana zikijumuisha mashine 64 za kupandia mbegu za pamba, kusaga karanga, kukausha mbogamboga na kukata majani pamoja na  ujenzi wa mitambo 55 ya biogasSIDO: kuendelea na ujenzi wa majengo ya viwanda 11 katika Mikoa ya Dodoma, Geita, Kagera, Katavi, Manyara, Mtwara na Simiyu na ujenzi wa ofisi za SIDO katika mikoa mipya ya Geita na Katavi.
(xii)      Miundombinu ya Biashara ya Madini: Kazi zilizotekelezwa ni pamoja na ujenzi wa miundombinu ya kuboresha mazingira ya biashara kwenye sekta ya madini ikihusisha: vituo vya umahiri katika mikoa saba, vituo vitatu vya mfano, jengo la taaluma la madini katika chuo cha madini, One Stop centre Mirerani,Brokers house Mirerani, uanzishwaji wa masoko ya madini mikoani, na uwekaji wa mfumo wa ulinzi wa kidigitali Mirerani, ununuzi wa mtambo wa uchorongaji miamba kwa ajili ya kusaidia wachimbaji wadogo kupitia STAMICO.

A pesar de las sanciones y los escándalos nucleares consecutivos, Pyongyang es uno de los productores y suministradores de armas más grandes del mundo. El columnista Andréi Stanavov en su artículo para Sputnik desvela el oscuro secreto del 'reino juche'.

Como resultado de las sanciones impuestas contra Pyongyang, Corea del Norte no ha tenido otra opción, sino ir al mercado negro para poder vender sus armas.

Las medidas económicas impuestas contra Pyongyang no han influido sobre la determinación del país juche de seguir con su presencia en este mercado.

Las armas norcoreanas se destacan por su bajo precio, simplicidad y fiabilidad. Estas características son la mejor publicidad para el armamento de producción norcoreana.

Economía clandestina

Los armamentos, junto al carbón y los mariscos, son una de las fuentes principales de dinero para el presupuesto nacional de Corea del Norte. Si bien Pyongyang no tiene permiso para exportar sus armas a otros países, existen vías ilegales de hacerlo y el país asiático se aprovecha de ellas.

El columnista señala que las armas de producción norcoreana cuentan con una demanda enorme en los países del llamado 'tercer mundo', en particular, en los que también se encuentran sancionados y no tienen posibilidad de comprar armas de otros suministradores.

Stanavov sostiene que Estados Unidos de hecho ayuda a Pyongyang a ampliar la lista de sus clientes, cuando convierte a otro país en 'paria'. Según el autor de la nota, lo mismo le pasa a Pyongyang: el país se encuentra en una situación crítica tras privarlo de sus fuentes legales de ingresos.


Por ejemplo, Corea del Norte ya no puede vender su carbón a China, por lo tanto el Gobierno de 'Kim III' ha entrado en una batalla para conquistar el mercado negro, incluso el de las armas.

Aunque los expertos consideran que en un año Corea del Norte exporta armas por un valor de más de 100 millones de dólares, nadie conoce la magnitud real de estas ventas. Todos los acuerdos se firman en secreto entre Corea del Norte y una parte interesada.

Clones de los clones

"Corea del Norte vende casi todo lo que fabrica: de fusiles automáticos a lanzacohetes múltiples. La mayor parte de los armas largas son clones de los fusiles Kalashnikov soviéticos, o son clones de los clones chinos, que por su parte fueron copiados de las armas de la URSS", apuntó el vicedirector del Centro de Análisis de Estrategias y Tecnologías de Rusia, Konstantín Makienko, citado por Stanavov.

"Pyongyang produce una amplia gama de armas de infantería, entre ellos lanzacohetes múltiples, artillería pesada, sistemas de misiles antitanque, fusiles de asalto, lanzagranadas y municiones para todas las armas que acabo de mencionar", agregó.

Stanavov recuerda que Siria presuntamente compró municiones norcoreanas de calibre 130mm para su artillería.

Asimismo, el columnista enfatiza que los especialistas norcoreanos lograron hacer una copia del sistema de misil balístico táctico R-17 Elbrús —Scud-B, según la designación de la OTAN— ya en los años 1980. Pyongyang compró los prototipos de Egipto, elaboró uno propio y lo puso en venta. Según Stanavov, se dieron casos en los que el país juche vendió líneas enteras de ensamble para este tipo de misiles.

Las copias norcoreanos de los Scud fueron comprados por países como Irán, Siria y Yemen. El alcance de las primeras versiones no superaba los 300 kilómetros, pero luego los expertos en armas del país juche modernizaron sus copias para aumentar su alcance hasta 600 kilómetros.

Como consecuencia de las numerosas modernizaciones de su copia del misil soviético Scud, los norcoreanos crearon su propio misil, Rodong, capaz de transportar una ojiva a una distancia de hasta 1.300 kilómetros. Estas armas pueden ser equipadas con una ojiva convencional, nuclear o química.

El autor del artículo indicó que el 90% de los misiles de producción norcoreana lanzados por el Ejército persa durante la guerra contra Irak dio en el blanco. El porcentaje de fallos técnicos era mínimo, lo que comprueba que estas armas son de alta calidad.

Luego, Irán creó su propia copia del Rodong y la llamó Shahab-3, apunta el periodista. Gracias a la ayuda norcoreana, Teherán ahora es capaz de producir este tipo de misiles, por lo que dejó de adquirir los cohetes de Corea del Norte. Sin embargo, los países siguen cooperando a nivel tecnológico.

Según indica Stanavov, los mayores productores de los sistemas de misiles no pueden vender, de acuerdo con los tratados internacionales, armas cuyo alcance supere los 300 kilómetros. Pyongyang, por su parte, está libre de estas responsabilidades de ahí que se ha hecho con el monopolio en este campo.

El columnista afirma que los sistemas de misiles y de artillería, que supuestamente fueron producidos por Corea del Norte, han sido observados en los buques de guerra de Birmania. El autor señala que no hay ninguna información sobre los suministros de estas armas, pero su aspecto es igual a los que están instalados sobre lanchas norcoreanas.

Stanavov explica que el territorio norcoreano goza de una cantidad grande de yacimientos de carbón y de otros minerales, que son necesarios para producir aparatos electrónicos.

Esta también es la razón por la que Pyongyang puede seguir desarrollando su programa nuclear: el país juche cuenta con sus propios yacimientos de uranio, en cantidades que podrían despertar la envidia de muchos países.

La geografía de las ventas

La lista de los clientes de la 'máquina de guerra' norcoreana es larga e incluye a países de diferentes partes del mundo. Estos países a menudo prefieren realizar la compra sin mediadores y en privado.

Los compradores tradicionales de las armas norcoreanas son Irán, Siria, Cuba, Libia, Yemen, Egipto y Uganda. Asimismo, estas armas han sido vendidas a grupos armados como Hamás y Hizbulá, indica Stanavov.

El autor de la nota señala que las armas son transportadas mayormente por vía marítima. El uso de aviación no es adecuado para este tipo de suministros porque a menudo requiere recargar combustible en el territorio de un tercer país. Politico has a list of some of the winners and losers, the former being his golf buddies and Betsy DeVos, and the latter being poor people, the sick, and the elderly (thanks to massive cuts in Medicare and Medicaid previously sold as TrumpCare). WaPo notes that the administration is living in a complete fantasy believing that the economy is doing fine, counter to the analysis from every math geek who's ever used an abacus. Yesterday, OMB Director Russ Vought told reporters that it wasn't actually the Trump tax cuts (for the super rich) that ballooned the national debt, it was Obama. Earlier in the day, Vought appeared on CNBC to bitch and moan about the Mexican-Muslim taco truck invasion of the southern border, arguing that WALL was more important than sick, old, and/or poor people, and stated, "We're tired of being right." US TOO, BUDDY. Meanwhile, the GOP revolt over Trump's border wall has flipped Congress on its head as members consider measures ranging from overriding Trump's national emergency declaration, to limiting the presidential power to declare national emergencies.

In a bigass profile in WaPo, Nancy Pelosi finally said what's been hinted at for two years -- that she doesn't want to impeach Trump "unless there's something so compelling and overwhelming and bipartisan ... because it divides the country. And he's just not worth it." Some Democrats pushed back strongly on Pelosi's remarks, with Rep. Alexandria Ocasio-Cortez noting Trump met "the Lindsey Graham standard" for impeachment "multiple times." In speaking with Politico, House Oversight Chair Elijah Cummings called impeachment a "political process," and added, "You've got to have bipartisanship. Right now you've got 40 something percent of the country pleased, I guess, with what the president's doing. I think Pelosi realizes this."

Dick Cheney ripped Mike Pence a new asshole at a private meeting in Georgia over the weekend at a forum for a conservative think tank, according to a leaked transcript of the event. The war hawk criticized the Trump administration's foreign policy as being more limpwristed than Obama, complaining that Trump's idea to demand protection money from allies "sounded like a new York state real estate deal." Senators Ed Markey and Josh Hawley say they plan introduce a bill to amend the Children's Online Privacy Protection Act (COPPA).           U.S. Army captain, brothers, a law student, international aid workers among the 157 killed in an Ethiopian Airlines crash      Cache   Translate Page      

Katelyn Parra Photography(NEW YORK) --  Making the world a "better place" was how heartbroken family members remembers loved once who were among the 157 people aboard the Ethiopian Airlines flight that crashed just minutes after takeoff on Sunday morning.

No one survived the horrific crash that claimed the lives of a decorated U.S. Army captain, brothers on vacation, a law school student and dozens of international aid workers.

Thirty-five countries from all over the world lost citizens in the deadly incident — 32 Kenyans were the majority of lives lost.

At least eight U.S. citizens were among the victims. The U.S. Embassy in Ethiopia and the U.S. Department of State haven't released their identities, but ABC News has confirmed the names of four.

Antoine Lewis, 39, of Matteson, Illinois, was a U.S. Army captain stationed in Ottawa, Canada, who served in Afghanistan. He was on vacation in Ethiopia doing Christian missionary work, according to his parents. They said Lewis equally valued the country he fought for and the home of his ancestors.

"That’s what he died doing," his mother, Antoinette Lewis, told ABC Chicago station WLS-TV in a recent interview. "His passion was just to make a better world, make a better place, both here and our mother country."

Lewis leaves behind a wife and a 15-year-old son.

"I’m still in disbelief," his wife said in a statement obtained by ABC News. "I feel it's a dream [I'm still] awaiting his call to tell me he has safely touched down."

"Antoine was so loving," she added. "He was always interested in learning new things, forever on a journey becoming a better version of himself each day. He was so smart and just wanted to share his wealth of knowledge with those who’d listen."

Ike and Susan Riffel of Redding, California, lost their only children in the crash, Bennett and Melvin Riffel. The brothers were on vacation traveling to a few different countries as part of an adventure ahead of the birth of Melvin's first child, according to the family.

Melvin and his wife, Britney, were expecting a baby girl in May.

"We appreciate the outpouring of love and support from the community," a spokesperson for the Riffel family told ABC Redding affiliate KRCR in a statement. "We ask for continued prayers."

IQAir, a Switzerland-based company that specializes in improving indoor air quality, confirmed that one of its employees, Matt Vecere, was aboard the doomed flight. Vecere grew up in Sea Isle City, New Jersey, and later moved to California.

"Matt was an amazing writer, an avid surfer, and a truly selfless person," IQAir said in a statement. "He was most at home helping others, as evidenced by his dedication to the people of Haiti following the devastating earthquake in 2010."

"We will miss his laugh, his wit, his sense of humor, but most of all, the kinship and friendship that he brought to everything he did," the company added.

Ethiopian Airlines identified the pilot of the ill-fated plane as Yared Mulugeta Gatechew, who had more than 8,000 flight hours. The co-pilot was Ahmed Nur Mohammod Nur, who had over 200 flight hours.

The United Nations said at least 21 of its employees were among those killed in Sunday's crash.

The staffers hailed from around the globe and worked for various U.N. agencies, which regularly made trips to Kenya by way of Ethiopia to visit Africa's United Nations Office headquarters, located in Nairobi. Many were traveling to attend a five-day assembly of the United Nations Environment Programme.

The World Food Programme (WFP), the food-assistance branch of the United Nations, released the names of seven team members who died: Ekta Adhikari, 26, of Nepa; Maria Pilar Buzzetti, 30, of Italy; Virginia Chimenti, 26, of Italy; Harina Hafitz, 59, of Indonesia; Zhen-Zhen Huang, 46, of China; Michael Ryan, 39, of Ireland; and Djordje Vdovic, 53, of Serbia.

"As we mourn, let us reflect that each of these WFP colleagues were willing to travel and work far from their homes and loved ones to help make the world a better place to live," the WFP's Executive Director David Beasley said in a statement. "That was their calling, as it is for the rest of the WFP family."

The Office of the United Nations High Commissioner for Refugees named three colleagues who also died: Nadia Ali, 40, of Sudan; Jessica Hyba, 43, of Canada; and Jackson Musoni, 31, of Rwanda.

"We’ve been struck by sudden and terrible loss," U.N. High Commissioner for Refugees, Filippo Grandi, said in a statement. "We are doing everything we can to help Nadia’s, Jessica’s and Jackson’s families at this most difficult and painful time."

The United Nations Environment Programme (UNEP) said it lost a program officer in the gender and safeguards unit, Victor Shangai Tsang, of Hong Kong, China.

"Victor took up this position with vigor and enthusiasm, striving to make our projects fully gender-sensitive," UNEP said in a statement. "His work defined him as an individual, and he, in turn, helped define our own work."

Victor leaves behind his pregnant wife and son.

The Food and Agriculture Organization of the United Nations confirmed it lost fisheries officer Joanna Toole, who was "passionate about making the world a better place."

Another victim in Sunday's plane crash was Max Thabiso Edkins, a 35-year-old dual-national of Germany and South Africa. He worked as a communications officer for the World Bank's Connect4Climate program.

"We were devastated to learn that we lost a cherished colleague in the plane crash in Ethiopia," the World Bank Group's interim president, Kristalina Georgieva, said in a statement. "Max was deeply committed to the fight against climate change and brought tremendous creativity, energy and passion to his work. Our deepest sympathies go to his family and loved ones, and to those of the other victims of this tragedy."

Cedric Asiavugwa, a third-year law student at Georgetown University in Washington, D.C, was traveling to his native Kenya to attend the funeral of his fiance's mother, according to a press release from the school.

Born and raised in Mombasa, Kenya, Asiavugwa's work on social justice issues led him from his native country to Uganda, Tanzania and Zimbabwe, before coming to Georgetown University Law Center. The 32-year-old planned to return home to Kenya after graduating to continue serving refugees and other marginalized groups.

"With his passing, the Georgetown family has lost a stellar student, a great friend to many, and a dedicated champion for social justice across East Africa and the world," the law school said in a statement.

A sodomy law is a law that defines certain sexual acts as crimes. The precise sexual acts meant by the term sodomy are rarely spelled out in the law, but are typically understood by courts to include any sexual act deemed to be "unnatural" or immoral. Sodomy typically includes anal sex, oral sex and bestiality. In practice, sodomy laws have rarely been enforced against heterosexual couples (Wikipedia)


Sodomy arrest sparks controversy… 34 years ago

Michael Hardwick is arrested for sodomy after a police officer observes him having sex with another man in his own bedroom in Georgia. Although the district attorney eventually dropped the charges, Hardwick decided to challenge the constitutionality of Georgia’s law.

“John and Mary Doe,” who joined in Hardwick’s suit against Michael Bowers, the attorney general of Georgia, maintained that the Georgia law “chilled and deterred” them from engaging in certain types of sex in their home. But in 1986, the Supreme Court handed down its decision in Bowers v. Hardwick, ruling by a 5-4 vote that states could continue to treat certain types of consensual sex as criminal acts.

Apparently, Justice Byron White had characterized the issue not as the right to privacy in one’s own bedroom, but rather as the right to commit sodomy. Viewed in this narrow manner, it was no surprise that he was unable to find such a clause in the Constitution. Justice Lewis Powell, who also voted to uphold the law, later called his vote a mistake.

In June 2003, the U.S. Supreme Court overturned a Texas law under which two men had been arrested for having consensual sex at home. The 6-3 Lawrence v. Texas decision reversed the infamous 1986 Bowers decision and finally dealt a death blow to sodomy laws throughout the country.

In its landmark ruling Lawrence v. Texas, the Supreme Court ruled that anti-sodomy laws —sometimes referred to as “crimes against nature” laws — are unconstitutional. But 12 states continue to keep such laws on their books. Of 14 states that had anti-sodomy laws, only Montana and Virginia have repealed theirs since the Supreme Court ruling, while anti-sodomy laws remain on the books in Alabama, Florida, Idaho, Kansas, Louisiana, Michigan, Mississippi, North Carolina, Oklahoma, South Carolina, Texas and Utah.



You may believe anti-sodomy laws are not harmful because they can’t be enforced. But they are an important symbol of homophobia for those who oppose LGBT rights. What’s more, the laws create ambiguity for police officers, who may not be aware they are unconstitutional.

If a policeman looks it up, he will see that sodomy is a violation of Louisiana state law, for example, according to Marjorie Esman, executive director of the American Civil Liberties Union of Louisiana.

Sodomy Laws around the World

In the recent years, sodomy related laws have been repealed or judicially struck down in all of Europe, North America, and South America, except for Antigua and Barbuda, Barbados, Belize, Dominica, Grenada, Guyana, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, and Trinidad and Tobago.

There have never been Western-style sodomy related laws in the People's Republic of China, Taiwan, North Korea, South Korea, or Vietnam. Additionally, Vietnam, Laos and Cambodia were part of the French colony of 'Indochine'; so if there had been any laws against male homosexual acts in those countries, they would have been dismantled by French colonial authorities, since male homosexual acts have been legal in France and throughout the French Empire since the issuing of the aforementioned French Revolutionary penal code in 1791.

This trend among Western nations has not been followed in all other regions of the world (Africa, some parts of Asia, Oceania and even western countries in the Caribbean Islands), where sodomy often remains a serious crime. For example, male homosexual acts, at least in theory, can result in life imprisonment in Barbados and Guyana.

In Africa, male homosexual acts remain punishable by death in Mauritania, Sudan, and some parts of Nigeria and Somalia. Male and sometimes female homosexual acts are minor to major criminal offences in many other African countries; for example, life imprisonment is a prospective penalty in Sierra Leone, Tanzania and Uganda. A notable exception is South Africa, where same-sex marriage is legal.

In Asia, male homosexual acts remain punishable by death in Iran, Saudi Arabia, Brunei, the United Arab Emirates, and Yemen; but anti-sodomy laws have been repealed in Israel (which recognizes but does not perform same-sex marriages), Japan, Kazakhstan, the Philippines, and Thailand. Additionally, life imprisonment is the formal penalty for male homosexual acts in Bangladesh, the Maldives, Myanmar, Pakistan, and Qatar.

Después de unas semanas casi ausente, aquí me tenéis con una nueva entrada dedicada a la marca de cosmética Kiehl's.

 A principios de verano salió una promoción de la marca Kiehl's en la que te regalaban tres muestras y un estuchito; me apunté a la promo y pasé por la tienda a recoger las muestras


Para las que no conozcáis la marca (yo antes de la promo solo conocía la tienda de vista y listos) Kiehl's es una marca de cosméticos estadounidense que se especializa en productos para el cuidado de piel, cuerpo y cabello. Fue fundada como farmacia en New York en 1851 y adquirida por el grupo L'Oréal en el año 2000. Kiehl's se distingue por su publicidad poco convencional, su clientela masculina excepcionalmente grande (el día que fui a recoger las muestras entraron a comprar más hombres que mujeres) y los sencillos embalajes de sus productos (tampoco testa con animales).

Pues bien, aunque había pasado 1000 veces por delante de la tienda, nunca entré, hasta que con la promo me decidí a probar y conocer la marca.
La estética de las tiendas es muy chula (seguramente en El Corte Inglés de vuestras ciudades podáis encontrar un stand de la marca) y ciertamente sus envases se distinguen por su sencillez.

Si os acercáis a unas de sus tiendas, podéis pedir que os hagan un estudio de la piel, para que os indiquen que tipo de piel tenéis y cuales son los productos más beneficiosos para nosotr@s (de todos los productos que os interesen ofrecen muestras, para que antes de comprar podáis probarlos). La chica que me atendió fue super amable y se nota que conocen muy bien los productos que venden.

Las 3 muestras que me dieron son las siguientes:

Primera impresión: Pues aunque tiene muy buena pinta (lo utilicé solo una semana) ahora en verano no es para mi piel el mejor producto.  El calor, la humedad y la textura aceitosa (que a decir verdad se absorbe super rápido) no me dejan acabar de ver sus efectos.

Precio: 40€, 30ml. Es el producto más vendido de la marca.

  • Loción hidratante de vainilla y cedro

Descripción: Esta loción hidratante de cuerpo, infunde una seductora mezcla de vainilla, que se cultiva en granjas pequeñas y sostenibles en Uganda, y lleno de aroma de madera de cedro, que recuerdan a las explotaciones de tabaco en el sur de Estados Unidos.

Primera impresión: Me encanta el aroma. La llevo como crema en el bolso para aplicarmela en las manos y rozaduras. Como veis, la muestra fue bastante generosa (65ml)

  • Gel de ducha de vainilla y cedro 

DescripciónEste limpiador de cuerpo suntuoso, infunde una seductora mezcla de vainilla, que se cultiva en granjas pequeñas y sostenibles en Uganda, y lleno de aroma de madera de cedro, que recuerdan a las explotaciones de tabaco en el sur de Estados Unidos. Acondiciona la piel con una mezcla de aceite botánico y vitamina E. Esta fórmula proporciona 24 horas de suavidad, dejando la piel limpia y suave.

Primera impresión: De momento no lo he probado porque lo he dejado para cuando tenga algún viaje. La muestra también fue generosa (65ml) lo que me viene muy bien para llevar en avión.

La verdad es que me gustaría probar productos de esta marca, porque todo lo que leo es bueno, pero a día de hoy me conformaré con las muestras, ya que se me sale un pelín de presupuesto ;-)

          Performance and inheritance of yield and maize streak virus disease resistance in white maize and yellow conversions      Cache   Translate Page      

In sub Saharan Africa, past effort has registered success in developing high yielding and foliar disease resistant maize (Zea mays L.) varieties, which are deficient in pro-vitamin A. A new initiative is to develop maize varieties, tolerant to foliar diseases and rich in pro-vitamin A carotenoids. To achieve this, yellow conversions of white testers and other elite maize varieties have been developed by the International Center for Maize and Wheat Development (CIMMYT). Unlike the white lines, limited information on agronomic performance and disease resistance is available for yellow maize conversions. This study was conducted to evaluate the performance of white maize and their corresponding yellow maize conversions for yield and tolerance to Maize streak virus (MSV) disease; and determine the inheritance patterns of these traits. Fourty seven three-way hybrids generated in a Line by tester mating design (North Carolina 2), 12 inbred lines (used as male parents), 4 single crosses (used as female parents) and 3 commercials checks were screened for resistance to Maize streak virus (MSV) disease at the National Crop Resources Research Institute (NaCRRI) in Uganda. The same genotypes were evaluated in a 9x5 alpha lattice design in three locations of Uganda (National Crop Resources Research Institute (NACRRI), National Semi Arid Resources Research Institute (NaSARRI) and Bulambuli) for agronomic performance. Results confirmed tolerance to MSV in testers CML202, CML395, CML444, CML445 and CML312-SR (white). Genotypes performed significantly differently for yield, anthesis days, plant height, ear height, husk cover, grain texture, reaction to Gray leaf spot (GLS) (P<0.001) and ear aspect (P<0.01). However, pairwise comparison of white and yellow conversions indicated no significant difference (P>0.05) in agronomic performance and tolerance to diseases. General combining ability (GCA) was more important than specific combining ability (SCA) for most traits, except for anthesis days, Turcicum leaf blight (TLB), GLS and yield. GCA effects for yield were not significant in both lines (male parents) and single cross testers (female parents) of white and yellow conversions. However, two unique cases were observed for diseases; yellow conversion of line CML444 significantly combined for susceptibility to TLB; while tester CML312/CML442 combined for resistance to GLS. Additionally, there was low heritably estimates for tolerance to MSV and yield. Generally, there was no significant difference between white and corresponding yellow maize conversion, implying that there is no significant loss in MSV resistance and yield performance while converting white into yellow maize.

Pobreza e riqueza na África


No decorrer dos últimos anos, a África vem sofrendo com a pobreza e com a miséria, um problema que esta afetando a todos que moram nesse continente. As profundas desigualdades na distribuição da riqueza no mundo atingem atualmente proporções verdadeiramente chocantes e o número de pobres não para de crescer, principalmente nos países africanos. Com o aumento da pobreza, nos últimos 30 anos, as grandes quantidades de pessoas que se sustentam com apenas 1,00 dólar acabam se duplicando, fazendo com que a pobreza aumente cada vez mais. A maior riqueza da África são os recursos minerais, explorados na República da África do Sul (ouro, diamantes, urânio, vanádio, níquel etc.) e no planalto de Katanga, no Zaire (cobre, zinco, chumbo, estanho), o que favoreceu um importante desenvolvimento industrial nessas regiões. Outros abundantes recursos do subsolo africano são o ferro, a bauxita, o manganês e o cobalto. O Saara possui grandes reservas de fosfatos, petróleo e gás natural. O continente é pobre em jazidas de carvão, mas o enorme potencial hidrelétrico de seus rios e lagos constituem importante fonte de energia, capaz de impulsionar o desenvolvimento industrial. As principais represas são as de Assuã, no rio Nilo (Egito), Owen Falls, na cabeceira do mesmo rio (Uganda), Akosomba, no Volta (Gana), e Kariba, no Zambeze (Zâmbia-Zimbábue).

I can so relate to Amber. We are an expat family (French and British nationals) living in Kazakhstan who can't think of living anywhere else than overseas. Although our now 6 year old daughter was born in Uganda, all she has known is Kazakhstan, claims she is from Kazakhstan and is trilingual (more fluent in Russian than her mother tongue French). The idea of taking her away from here breaks my heart. Being a TKC has many challenges, but so it is for adults. I identify myself as a Third Culture Adult and would struggle to settle back ''home'' after spending half my life overseas. I can also relate to you Amber about loving the local craft. I always bring back a suitcase full of fabric and baskets from my trips in Asia, the latest being India. Philippines is next on my list of places to visit. Thank you!

It seems this site is pretty well-dominated with information regarding gay life in W. Africa. Perhaps, we can start more dialogue on similar topics in E. Africa. I lived in Tanzania when I was young and returned there for work just after university. Now, I am back in the US after completing my graduate degrees, but continue to work in E. Africa. I know Uganda is a very bleak scene nowadays for gays and lesbians. But, there is a growing advocacy for gay and lesbians especially in the capital. There are opportunities to meet gay men in some locales (ie. Matteo's after 10pm on Fri/Sat) in Kampala now especially near Makerere University (ie. T Cozy bar on Sunday nights). I will be happy to share a few experiences with others interested and who hopefully can share some as well.

Awali, akizungumza kwenye mkutano huo leo Jumatano Machi 13, 2019 Profesa Lipumba alisema kwa sababu ni miongoni mwa wagombea wa nafasi ya uenyekiti hawezi kuwa mwenyekiti wa kikao hicho.

Alisema kwa mujibu wa katiba, kanuni na taratibu za chama hicho kikao kipendekeze mwenyekiti wa muda.

Aliwauliza wanachama kwa ujumla wao wanamtaka nani awe mwenyekiti wa muda wakajibu. ‘Milambo Yusuph Kamili’ hivyo akamtangaza kuwa ndiyo mwenyekiti wa muda wa kikao hicho.
 
Lipumba alitoa ufafanuzi wa uchaguzi utakavyofanyika kuwa wataanza na kumchagua mwenyekiti wa taifa, akifuatia makamu mwenyekiti Zanzibar na kumalizia na makamu mwenyekiti Tanzania Bara.

Pamoja na Profesa Lipumba wengine kwenye kinyang’anyiro hicho ni Diana Daudi Simba na Zuberi Mwinyi Hamisi. Mkutano huo umehudhuriwa na wajumbe 798.

Maelezo Ya Waziri Wa Fedha Na Mipango,  Dkt. Philip I. Mpango  Akiwasilisha Mapendekezo YaSerikali Ya Mpango Wa Maendeleo Wa Taifa Na Ya Kiwango Na Ukomo Wa Bajeti Ya Serikali Kwa Mwaka 2019/20

 

UTANGULIZI


1.           Mheshimiwa Mwenyekiti, awali ya yote napenda kuchukua fursa hii kumshukuru Mwenyezi Mungu kwa kuendelea kutujalia uhai na afya njema na kutuwezesha wabunge wote kukutana tena hapa Jijini Dodoma, kupokea mapendekezo ya Serikali ya Mpango wa Maendeleo wa Taifa na ya Kiwango na Ukomo wa Bajeti ya Serikali kwa mwaka 2019/20, kwa mujibu wa Kanuni ya 97 fasili ya (1) na (2) ya Kanuni za Kudumu za Bunge Toleo la Januari 2016. Aidha, tunamshukuru Mwenyezi Mungu kwa kuendelea kuijalia nchi yetu umoja na amani.

2.           Mheshimiwa Mwenyekiti,naomba kutumia fursa hii kuwapongeza Mheshimiwa Angellah Jasmine Kairuki (Mb), Mheshimiwa Dkt. Augustine Philip Mahiga (Mb), Mheshimiwa Prof. Palamagamba Aidan Kabudi (Mb), Mheshimiwa Doto Mashaka Biteko (Mb), Mheshimiwa Joseph George Kakunda (Mb) na Mheshimiwa Japhet Ngailonga Hasunga (Mb) kwa kuteuliwa na Mheshimiwa Rais wa Jamhuri ya Muungano wa Tanzania kuwa Mawaziri ili kuongoza wizara mbalimbali. Ni matumaini yangu  kuwa Waheshimiwa Mawaziri mlioteuliwa na Waheshimiwa Wabunge wote mtaendelea kunipatia ushirikiano katika kuijenga nchi yetu kwa manufaa ya Watanzania wote.

3.           Mheshimiwa Mwenyekiti, taarifa hii inawasilisha Mapendekezo ya Serikali ya Mpango wa Maendeleo wa Taifa na ya kiwango na ukomo wa bajeti ya Serikali kwa mwaka ujao wa fedha 2019/20 ambayo imegawanyika katika sehemu kuu tatu. Sehemu ya kwanza ni tathmini ya mwenendo wa hali ya uchumi. Sehemu ya pili ni Mapitio ya Utekelezaji wa Mpango wa Maendeleo wa mwaka 2018/19 na Mapendekezo ya Serikali ya Mpango wa Maendeleo wa Taifa kwa mwaka 2019/20. Sehemu ya tatu ni tathmini ya utekelezaji wa bajeti kwa mwaka 2018/19 na mapendekezo ya kiwango na ukomo wa bajeti ya Serikali kwa mwaka 2019/20.

SEHEMU YA KWANZA

TATHMINI YA MWENENDO WA HALI UCHUMI

4.           Mheshimiwa Mwenyekiti, kutokana na juhudi za Serikali ya Awamu ya Tano inayoongozwa na Mheshimiwa Dkt. John Pombe Joseph Magufuli katika kuiandaa nchi kuelekea uchumi wa kipato cha kati, uchumi umeendelea kuimarika. Pato la Taifa  kwa kutumia mwaka wa kizio 2015 linaonesha kuwa katika robo ya tatu (Julai hadi Septemba) ya mwaka 2018, Pato la Taifa lilikua kwa wastani wa asilimia 6.8 ikilinganishwa na asilimia 5.0 kipindi kama hicho mwaka 2017. Shughuli za kiuchumi zilizokuwa kwa kasi kubwa ya ukuaji ni afya (asilimia 13.2), usafirishaji na uhifadhi mizigo (asilimia 12.4); Maji (asilimia 10.7); Ujenzi (asilimia 7.4); Habari na Mawasiliano (asilimia 7.3); viwanda (asilimia 7.3); na Biashara na Matengenezo (asilimia 7.3).

5.           Mheshimiwa Mwenyekiti, katika mwaka 2018, mwenendo wa mfumuko wa bei nchini uliendelea kuwa tulivu katika wigo wa tarakimu moja kutokana na kuimarika kwa hali ya upatikanaji wa chakula nchini na nchi jirani pamoja na usimamizi madhubuti wa sera za fedha na bajeti za Serikali. Mfumuko wa bei ulipungua kutoka wastani wa asilimia 4.0 Januari 2018, hadi kufikia asilimia 3.4 Juni 2018 na kuendelea kupungua zaidi hadi asilimia 3.0 Januari 2019.

6.           Mheshimiwa Mwenyekiti, katika kipindi cha mwaka unaoishia Januari 2019 thamani ya mauzo ya bidhaa na huduma nchi za nje ilikuwa dola za Marekani milioni 8,300.0 na thamani ya bidhaa na huduma zilizonunuliwa kutoka nje ilikuwa dola za Marekani milioni 10,462.6. Kwa upande wa nakisi ya urari wa biashara ya bidhaa, huduma na uhamisho wa mali nchi za nje ilikuwa dola za Marekani milioni 2,982.2 kutokana na kuongezeka kwa thamani ya bidhaa za mitaji zilizoagizwa kutoka nje ya nchi kwa ajili ya miradi mikubwa ya maendeleo. Kwa matokeo hayo akiba ya fedha za kigeni ni Dola za Marekani milioni 4,884.4 Januari 2019, kiasi kinachotosheleza kuagiza bidhaa na huduma kutoka nje ya nchi kwa kipindi cha takribani miezi 4.8. Kiwango hiki ni zaidi ya lengo la nchi wanachama wa Jumuiya ya Afrika Mashariki la miezi 4.5.

7.           Mheshimiwa Mwenyekiti, Ujazi wa fedha kwa tafsiri pana zaidi (M3) uliongezeka kwa wastani wa asilimia 6.6 katika mwaka 2018 ikilinganishwa na ongezeko la wastani wa asilimia 5.5 katika kipindi cha mwaka 2017. Mwenendo huo ulichangiwa na kuimarika kwa ukuaji wa mikopo kwa sekta binafsi kulikotokana na jitihada za Serikali kupitia Benki Kuu katika kuchochea ongezeko la mikopo kwa sekta binafsi. Riba za dhamana za muda mfupi za Serikali zilipungua hadi wastani wa asilimia 6.4 ikilinganishwa na wastani wa asilimia 11.1 mwaka 2017. Vile vile, riba za mikopo ya benki za biashara kwa sekta binafsi zimeendelea kupungua kutoka wastani wa asilimia 17.8 mwaka 2017 hadi wastani wa asilimia 17.4 mwaka 2018.

8.           Mheshimiwa Mwenyekiti, Mikopo kwa sekta binafsi iliendelea kuimarika kufuatia utekelezaji wa sera ya kuongeza ukwasi kwenye uchumi pamoja na jitihada zilizochukuliwa na Serikali kupitia Benki Kuu katika kuchochea ongezeko la mikopo kwa sekta binafsi. Kasi ya ukuaji wa mikopo kwa sekta binafsi imeendelea kuongezeka ambapo Januari 2019 ilikuwa asilimia 7.3 ikilinganishwa na asilimia 2.1 Januari 2018. Sehemu kubwa ya mikopo kwa sekta binafsi imeendelea kuelekezwa katika shughuli binafsi (asilimia 27.9 ya mikopo yote) ikifuatiwa na shughuli za biashara zilizopata asilimia 18.4, uzalishaji viwandani (asilimia 11.6) na kilimo (asilimia 7.8).

9.           Mheshimiwa Mwenyekiti, mwenendo wa thamani ya Shilingi dhidi ya Dola ya Marekani umeendelea kuwa tulivu ambapo katika mwaka 2018, Dola moja ya Marekani ilinunuliwa kwa wastani wa Shilingi 2,263.8. Hii ni kutokana na utekelezaji madhubuti wa sera za fedha, usimamizi thabiti wa mapato na matumizi ya Serikali, matumizi ya gesi asilia na umeme wa maji badala ya mafuta katika kuzalisha umeme na baadhi ya viwanda nchini kuzalisha bidhaa ambazo awali zilikua zikiagizwa kwa wingi kutoka nje.

10.       Mheshimiwa Mwenyekiti, Serikali ya Awamu ya Tano, itaendelea kutekeleza sera madhubuti za fedha na bajeti ili kuhakikisha uchumi wa nchi yetu unaendelea kuimarika.

SEHEMU YA PILI

TATHMINI YA UTEKELEZAJI WA MPANGO WA MWAKA 2018/19 NA MAPENDEKEZO YA MPANGO WA MAENDELEO WA MWAKA 2019/20

A.           TATHMINI YA UTEKELEZAJI WA MPANGO WA MWAKA 2018/19

11.       Mheshimiwa Mwenyekiti, katika mwaka 2018/19, Serikali ilitenga Shilingi bilioni 12,007.3 kwa ajili ya miradi ya maendeleo, zikijumuisha Shilingi bilioni 9,876.4 fedha za ndani na Shilingi bilioni 2,130.9 fedha za nje. Hadi Januari 2019, jumla ya Shilingi bilioni 2,788.5 zilitolewa kwa ajili ya kugharamia miradi ya maendeleo. Aidha, Shilingi bilioni 144 zilipokelewa kutoka kwa Washirika wa Maendeleo na kupelekwa moja kwa moja kwenye miradi ya maendeleo inayotekelezwa kwenye Wizara, Taasisi na Wakala za Serikali, Sekretaieti za Mikoa na Mamlaka za Serikali za Mitaa. Vile vile, Shilingi bilioni 3,803.4 zimetumika kulipa mikopo iliyotumika kutekeleza miradi mbalimbali ya maendeleo. Serikali imeshatenga na inatarajia kutoa kiasi cha Shilingi bilioni 1,433.8 kwa ajili ya kugharamia miradi mbalimbali ya maendeleo, ukiwemo mradi wa kufua umeme kwa kutumia nguvu ya maji Mto Rufiji (MW 2,115).

12.       Mheshimiwa Mwenyekiti, hatua zilizofikiwa katika utekelezaji wa baadhi ya miradi ya maendeleo katika mwaka 2018/19 ni kama ifuatavyo:

(i)           Ujenzi wa Reli ya Kati kwa kiwango cha Standard Gauge: Ujenzi wa kipande cha Dar es Salaam – Morogoro (km 300) unaendelea vizuri kama ilivyopangwa, ambapo shughuli zinazoendelea ni ujenzi wa madaraja, makalavati, daraja lenye urefu wa km 2.54 katikati ya jiji la Dar es Salaam, ukataji wa miinuko, ujazaji wa mabonde na utandikaji wa reli. Katika kipande cha Morogoro – Makutupora (km 422), kazi zinazoendelea ni pamoja na ukataji wa miinuko na ujazaji wa mabonde, usanifu wa njia na ujenzi wa kambi za Kilosa na Ihumwa. Kwa upande wa kipande cha Isaka – Rusumo (km 371), hatua iliyofikiwa ni kukamilika kwa mapitio ya upembuzi yakinifu na usanifu wa awali wa njia ya reli. Aidha, taratibu za ununuzi wa mabehewa, injini na mitambo itakayotumika kutoa huduma ya usafiri kwenye reli ya Standard Gauge zipo katika hatua za mwisho.

Katika miradi inayogharamiwa na mfuko wa reli, shughuli zilizofanyika ni: kununua vichwa 11 vya treni kwa ajili reli ya kati; kuendelea na ukarabati wa reli ya Tanga - Arusha (km 439) ambapo kipande cha Tanga – Mombo (km 129) kimeanza kufanya kazi ya kusafirisha mizigo na ukarabati wa vipande vya Mombo – Same (km124) na Same – Arusha (km 186) unaendelea. Aidha, kazi ya ukarabati wa mabehewa inaendelea ambapo hatua iliyofikiwa ni kukamilika kwa ukarabati wa mabehewa 15.

(ii)         Mradi wa Kufua Umeme wa Maji Rufiji - MW 2,115: Hatua iliyofikiwa ni: kupatikana kwa mkandarasi wa mradi wa kufua umeme utokanao na nguvu ya maji katika Mto Rufiji ambaye ni Kampuni ya Ubia kati ya Arab Contractors na Elsewedy Electric S.A.E kutoka Misri ambapo mkataba wa ujenzi umesainiwa na mkandarasi alikabidhiwa eneo la mradi mwezi Februari 2019. Mafanikio yaliyopatikana ni pamoja na ukamilishaji wa ujenzi wa miundombinu wezeshi ikijumuisha njia ya umeme wa msongo wa kV 33 kutoka Msamvu hadi eneo la mradi; mifumo ya huduma ya maji na ya mawasiliano ya simu; kukamilika kwa ujenzi wa nyumba 10 na kuendelea na ukarabati wa nyumba 28 za iliyokuwa kambi ya RUBADA; ujenzi wa barabara za Kibiti - Mloka – Mtemere – Matambwe Junction – Mto Rufiji (km 210) na Ubena Zomozi – Mvuha – Kisaki – Mtemere Junction (km 178.39) zimekamilika.

(iii)       Kuboresha Shirika la Ndege Tanzania: Hatua iliyofikiwa ni: kuwasili kwa ndege nyingine tatu, moja ikiwa ni aina ya Boeing 787-8 Dreamliner na mbili zikiwa ni Airbus A220-300, na hivyo kufanya idadi ya ndege zilizonunuliwa kuwa sita; kulipa sehemu ya gharama za ununuzi wa ndege moja aina ya Boeing 787-8 Dreamliner na Bombadier Q400 zinazotarajiwa kuwasili nchini mwishoni mwa mwaka 2019. Kufuatia hatua hiyo, ATCL itaanzisha safari za ndege kwenda nchini China na India ambazo kimkakati ndizo masoko mapya ya utalii.

(iv)        Miradi ya Umeme: Hatua iliyofikiwa ni: kukamilika kwa njia ya kusafirisha umeme yenye urefu wa km 250 ya msongo wa kV 220 Makambako – Songea pamoja na vituo vitatu vya kupoza umeme vya Makambako, Madaba na Songea, hivyo kuwezesha mikoa ya Njombe na Ruvuma kuunganishwa katika Gridi ya Taifa; kuendelea na mradi wa kusafirisha umeme wa msongo wa kV 400 wa Singida – Arusha – Namanga wenye urefu wa km 414; kuendelea na miradi ya kusafirisha umeme ya Geita – Nyakanazi (kV 220), Rusumo – Nyakanazi (kV 220) na Bulyankulu – Geita (kV 220); kuendelea na utekelezaji wa mradi wa Kusambaza Umeme Vijijini na Makao Makuu ya Wilaya ambapo vijiji 1,782 na wateja 96,832 wameunganishiwa umeme hivyo kufikia jumla ya vijiji 1,039 vilivyounganishwa na umeme; kukamilisha utengenezaji wa mitambo minne ya kufua umeme na kupelekwa mitambo miwili ya kufua umeme katika eneo la mradi wa Kinyerezi I Extension – MW 185; Mradi wa Kufua Umeme wa Rusumo MW 80: Hatua iliyofikiwa ni: kukamilika kwa ujenzi wa barabara za kuingia eneo la mradi; kukamilika kwa ujenzi wa kikinga maji; kuanza kazi ya kuchimba handaki la kupitisha maji; kuendelea na uchimbaji wa eneo itakapofungwa mitambo; na kukamilika kwa ujenzi wa nyumba mbili kati ya tano za wafanyakazi.

(v)         Huduma za Maji Mijini na Vijijini: miradi 65 imekamilika na kufanya jumla ya miradi yote iliyokamilika kufikia 1,659 na vituo vya kuchotea maji kuongezeka hadi 131,370 na kuhudumia wananchi 25,359,290. Upatikanaji wa huduma za maji Jijini Dar es Salaam umefikia asilimia 85, katika mikoa mingine asilimia 80, miji midogo asilimia 64 na vijijini asilimia 64.8. Aidha, utekelezaji wa miradi ya maji katika maeneo mengine unaendelea katika hatua mbalimbali ikiwa ni pamoja na mradi wa maji wa Ziwa Victoria – Igunga - Nzega na Tabora, mradi wa maji katika jiji la Arusha na Same – Mwanga - Korogwe. Vile vile, utekelezaji wa mradi wa maji katika miji 28 wenye thamani ya Dola za Kimarekani Milioni 465 upo katika hatua za kumpata Mtaalamu Mwelekezi na Mkandarasi wa mradi.


(vi)        Miradi ya Afya: Serikali imeendelea kuimarisha huduma za afya kwa kuongeza upatikanaji wa dawa muhimu katika vituo vya kutolea huduma za afya kwa asilimia 96. Hatua nyingine zilizofikiwa ni pamoja na: kukamilika kwa ujenzi wa jengo la vifaa vya uchunguzi (X–Ray Building)  na kununua vifaa vya tiba ya mionzi katika Hospitali ya Rufaa ya Mbeya; na kuongeza utoaji wa chanjo kufikia asilimia 97. Aidha, Serikali imeendelea kuboresha miundombinu ya afya katika ngazi zote ikijumuisha ujenzi na ukarabati wa hospitali za rufaa za mikoa, kanda na kitaifa; ujenzi wa hospitali za halmashauri 67; ujenzi wa vituo vya kutolea huduma za afya 352; kuajiriwa kwa watumishi wa sekta ya afya 7,680; ujenzi wa nyumba 310 za watumishi wa afya; ununuzi wa vifaa na vifaa tiba kwa Hospitali za Rufaa za Mikoa, Hospitali za halmashauri, Vituo vya Afya na Zahanati. Serikali imeendelea kuimarisha huduma za matibabu ya kibingwa kwa kuboresha miundombinu ya kutolea huduma, ununuzi wa vifaa tiba vya kisasa na hivyo kupunguza rufaa za wagonjwa nje ya nchi katika hospitali za Muhimbili, Taasisi ya Moyo ya Jakaya Kikwete (JKCI), Taasisi ya Saratani ya Ocean Road (ORCI), Taasisi ya Mifupa (MOI),  hospitali ya Benjamin Mkapa na Hospitali ya Taaluma na Tiba ya Chuo Kikuu cha Afya na Sayansi Shirikishi – Mloganzila.

(vii)      Miradi ya Elimu: Serikali imeendelea kugharamia elimumsingi bila ada ambapo kila mwezi kiasi cha shilingi bilioni 24.4 kinatumika. Hatua nyingine zilizofikiwa ni: ujenzi na ukarabati wa miundombinu ya kufundishia na kujifunzia ikijumuisha madarasa 870, matundu ya vyoo 1,958, mabweni 210, mabwalo 79; ukarabati wa shule kongwe; ujenzi na ukarabati wa miundombinu katika vyuo vya ualimu Ndala, Shinyanga, Patandi, Mpuguso na Murutunguru; kukamilisha maboma ya madarasa, mabweni na nyumba za walimu 39; ukarabati wa vyuo vya kati 20 kati ya 54 vya Maendeleo ya Wananchi (FDCs), nyumba za walimu 39; kukamilika na kuzinduliwa kwa Maktaba ya Kimataifa yenye uwezo wa kuhudumia wanafunzi 2,600 kwa wakati mmoja katika Chuo Kikuu cha Dar es Salaam; ujenzi wa mabweni katika Chuo Kikuu cha Mzumbe yenye uwezo wa kuchukua wanafunzi 1,000; ujenzi na ukarabati wa miundombinu katika vyuo vikuu vya Sokoine na Dar es Saaalm; na mikopo kwa wanafunzi wa Elimu ya Juu 119,214; uimarishaji wa vyuo 10 vipya vya VETA na kukuza ujuzi kwa vijana; na ujenzi wa shule kwa ajili ya wanafunzi wenye mahitaji maalum katika chuo cha Ualimu Patandi.

(viii)    Kilimo: Utoshelevu wa Chakula kwa mwaka 2018/19 umefikia asilimia 124. Aidha, Serikali imeanza utekelezaji wa Programu ya Kuendeleza Sekta ya Kilimo awamu ya pili (ASDP II) na mkazo umewekwa katika kuendeleza mazao ya kimkakati yakiwemo Kahawa, Pamba, Chai, Korosho, Tumbaku, Alizeti, Michikichi, Mpunga na Mahindi. Ili kuongeza ukuaji wa sekta ya kilimo, Serikali inaendelea kuimarisha shughuli za ushirika, ujenzi wa maghala na vihenge vya kisasa vyenye uwezo wa kuhifadhi tani 250,000 katika kanda saba, kuongeza uzalishaji wa mbegu za mafuta hususan alizeti na michikichi, kuimarisha shughuli za utafiti wa mazao, kuongeza thamani ya mazao ya kilimo kwa kufufua vinu vya kusindika mazao ya nafaka na mafuta, kudhibiti visumbufu vya mazao, kuimarisha mifumo ya upatikanaji wa pembejeo za kilimo na kuimarisha mifumo ya masoko ya mazao. Vile vile, Serikali imeanza kuboresha mifumo ya takwimu za kilimo kwa kuanza usajili wa Wakulima.

(ix)        Mifugo: Hatua iliyofikiwa ni kuendelea kuimarisha vituo 3 vya kuzalisha vifaranga vya samaki vya Kingolwira (Morogoro), Mwampuli (Igunga) na Ruhila (Songea) kwa kuzalisha na kusambaza vifaranga vya samaki kwa wafugaji wa  samaki wakiwemo vijana. Aidha, Serikali kwa kushirikiana na sekta Binafsi imeweza kuzalisha jumla ya vifaranga 17,301,076 kama ifuatavyo: kambamiti 11,080,000, sato 5,072,800 na kambale 1,148,276. Vile vile, jumla ya wananchi 6,995 wamepatiwa elimu ya ugani katika ukuzaji wa viumbe maji.

(x)         Mradi wa Bomba la Kusafirisha Mafuta Ghafi kutoka Hoima (Uganda) hadi Tanga (Tanzania): Hatua iliyofikiwa ni: kukamilika kwa tathmini ya athari za mazingira na jamii kwa upande wa Tanzania; kukamilika kwa tafiti za kijiolojia katika eneo la Chongoleani; kukamilika kwa tathmini za Kijiolojia na Kijiofizikia katika eneo la mkuza wa bomba; na kutwaa ardhi eneo la Bandari – Tanga (Chongoleani) kutakapojengwa miundombinu ya kuhifadhi mafuta.

(xi)        Miradi ya Viwanda: Kiwanda cha Kuunganisha Matrekta (TAMCO, Kibaha): Hatua iliyofikiwa ni: kuingiza matrekta 822 aina ya URSUS (semi knocked down) ambapo matrekta 571 yameunganishwa na matrekta 339 yameuzwa; Kituo cha Zana za Kilimo na Ufundi Vijijini – CAMARTEC: kutengeneza zana zikijumuisha mashine 64 za kupandia mbegu za pamba, kusaga karanga, kukausha mbogamboga na kukata majani pamoja na  ujenzi wa mitambo 55 ya biogas; SIDO: kuendelea na ujenzi wa majengo ya viwanda 11 katika Mikoa ya Dodoma, Geita, Kagera, Katavi, Manyara, Mtwara na Simiyu na ujenzi wa ofisi za SIDO katika mikoa mipya ya Geita na Katavi.

Concluding a five-day trip to Uganda, UNHCR, the UN Refugee Agency’s Deputy High Commissioner Kelly T. Clements expressed appreciation to Uganda for its open door policy for refugees, and urged more global solidarity for the Ugandan people currently hosting more than 1.2 million refugees.

“I’ve been extremely impressed at how Uganda’s inclusive policies have improved the lives of refugees and the communities hosting them,” said Clements of her visit. “Uganda represents the Global Compact in action, but the country can’t do it alone. More global support is needed, particularly in the areas of education, economic opportunities and the environment.”

She visited refugee settlements in Adjumani, Moyo and Yumbe districts and met with refugee groups, district authorities, high level government officials and ministers including the Hon. Dr. Joyce Moriku Kaducu, Minister of State for Primary Health Care. She also met with Uganda’s First Lady and Minister for Education and Sports, Mrs. Janet K. Museveni, where she praised the national Education Response Plan, which fully integrates refugees into national and district planning in refugee-hosting areas.

Education is a major priority in the Uganda refugee response for 2019 and beyond. More than half of refugee children, and over one third of Ugandan children in refugee hosting areas, are out of school.

In Palorinya refugee settlement in Moyo district, Clements met with teachers, students and their parents and noted the myriad of challenges they face. She was moved by the story of a 22 year-old refugee woman, who committed suicide after learning she would not be able to pay school fees to complete her last year of secondary education

“We all want to prevent a generation of young people from being lost because they feel the future holds so little for them,” said the Deputy High Commissioner. “It is in places like Palorinya that more global solidarity with countries and people hosting refugees must be demonstrated.”

As part of a focus on education, Clements announced that UNHCR would re-allocate of 100,000 USD to ensure young students can continue studying in secondary school in the Palorinya refugee settlement.

The funds will cover school fees for more than 500 refugee and Ugandan youth who cannot afford to stay in school otherwise. This new support will also help to improve conditions in secondary schools and provide small, but critical supplies that can affect school attendance, like sanitary pads for female students.

In Adjumani, Clements visited a market with businesses owned by women entrepreneurs and heard from refugee and host community representatives. Education, health and environmental issues were the primary concerns raised during her interaction with the refugees and district authorities.

The Deputy High Commissioner’s visit highlights UNHCR’s priorities and needs for Uganda’s nearly 1.2 million refugees coming from South Sudan, Democratic Republic of Congo, Burundi, Somalia and Rwanda living across 30 settlements and Kampala.

President Uhuru Kenyatta on Monday visited Rwanda and Uganda and held private talks with Presidents Paul Kagame and Yoweri Museveni.

The President began with Rwanda and then briefly stopped at State House in Entebbe, Uganda, on his way back to Nairobi.

The talks were on the backdrop of a diplomatic row between Rwanda and Uganda, over claims that Mr Museveni's country has supported rebels opposed to the government in Kigali, a claim firmly rebutted by Kampala.

The row pushed Rwanda to close one of its busiest borders with Uganda and Dicksons Kateshumbwa, the Commissioner for Customs at the Uganda Revenue Authority, said Kenya was one of the parties affected.

In President Kagame's country, Mr Kenyatta said Kenya's relationship with Rwanda "is probably the best" and urged more mutually beneficial engagements.

He said this good relationship can become better and more beneficial through people-to-people interactions.

The President also noted that the two nations have achieved much together in recent years and challenged the people to engage more.

"The more we meet, the more we interact, the better we integrate as a people," he said at the Rwanda Defence Forces (RDF) Combat Training Centre in Gabiro, where he addressed more than 500 top government and private sector officials.

"We have made it easier for our people and goods to move across our borders. We have created linkages in ICTs and in other areas."

MODEL ECONOMY

President Kenyatta further said he was impressed by the national leadership retreat concept and promised to consider replicating it in Kenya.

The annual event brings together leaders from all sectors of the Rwandan economy for discussions on development programmes.

While citing Rwanda's top rank in the World Bank's ease of doing business index, Mr Kenyatta noted that the country rose from the devastation of war into a robust economy and a model of progress in Africa.

"I am proud of how Rwanda has emerged from the challenges of its past into a model economy. Rwanda is one of Africa's shining stars," he said.

INTEGRATION

On regional integration, President Kenyatta acknowledged challenges and called on leaders to work together on solutions.

"It is true that we are faced with some challenges as neighbours and as a region. Through goodwill and good intentions, we will be able to resolve these challenges," he said.

He added: "We need to connect more. Rwanda alone ... Kenya alone will not make it but together we have tremendous potential to succeed."

President Kagame thanked President Kenyatta for agreeing to speak at the retreat, saying the Kenyan leader was a true friend of Rwanda.

"You know you can have a brother who is not your friend. In President Kenyatta, I have a brother who is also a friend," he said.

Rwandan President Paul Kagame was in Tanzania this past week on a two-day visit, seen as a quest to firm up relations with Dar in the wake of escalating tensions with Uganda, Burundi and the Democratic Republic of Congo.

President Kagame, who arrived in Dar es Salaam on Thursday, held private talks with President John Magufuli, in what is perceived as a quest to have the Tanzanian leader mediate in the security and commercial dispute between Kampala and Kigali.

The souring of relations between the two neighbours has been simmering for years now, and worsened last week when Rwanda closed the Gatuna border post.

In recent weeks, Kigali has complained that Uganda has been subjecting its citizens to illegal arrests and torture. Kampala had earlier accused Rwanda of transporting goods through the common transport corridor in breach of the provisions of the East African Community Common Market Protocol, and held tens of Rwandan trucks for weeks before releasing them.

Rwanda, a small landlocked country, is served by two major transport corridors — the Central Corridor that runs from Dar es Salaam through Tanzania’s heartland, and the Northern Corridor that runs from Mombasa through Kenya and Uganda.

About 80 per cent of Rwanda’s import cargo is handled through the Dar port, but its major exports — minerals, tea and coffee — go through Uganda to the port of Mombasa.

Oil and capital goods to Rwanda come in mainly through Dar es Salaam. It is this route that President Kagame is seen to be moving to secure, as prospects of undertaking joint infrastructure projects with Kenya and Uganda grow dimmer as relations with Kampala get icier.

Rail network

The planned SGR line linking Mombasa to landlocked Uganda and Rwanda has lagged behind schedule, largely due to financing constraints, doubts over its economic viability, and the high cost of construction and indecisiveness of some partner states.

The planned 1,500km railway line from Mombasa to Kigali was expected to be completed by 2018, but only Kenya has completed the initial Mombasa-Nairobi phase of the project.

Rwanda is part of this rail network, but it has more recently turned its focus to the Isaka-Kigali project, which is estimated to be cheaper than the Kenyan-Uganda route by about $200 million.

Rwanda consumes more than 200 million litres of fuel annually, averaging 20 million litres a month. In the third quarter of 2018, Rwanda’s imports from EAC partner states totalled $154 million, representing 20.8 per cent of all its imports.

Tanzania’s share of those imports was 24 per cent or third after Uganda and Kenya, who accounted for 43 per cent and 32 per cent of the imports respectively.

Ismael Buchanan, an international relations expert and senior lecturer at the University of Rwanda, said President Magufuli had maintained close ties with both President Kagame and President Museveni, making him a worthy mediator.

President Kagame was in Tanzania on the invitation of President Magufuli. He was accompanied by Foreign Affairs Minister Richard Sezibera, his Infrastructure counterpart Claver Gatete, State Minister for East African Community Affairs Olivier Nduhungirehe and Intelligence Chief Gen Joseph Nzabamwita.

“The presidents had a tête-à-tête and spoke mainly about bilateral relations and promotion of trade between the two countries,” Mr Nduhungirehe told The EastAfrican, without further details.

Intervention

Rwandan officials met their Tanzanian counterparts for discussions on reinforcing trade and collaboration between the two countries. The EastAfrican learned that no agreements were signed.

Talks between the two presidents are said to have also featured Rwanda’s frosty ties with Burundi.

Analysts said President Kagame is being tactful in seeking President Magufuli’s intervention in Rwanda’s developing crises in the region.

“As the chairperson of the EAC, Kagame understands that dialogue is important. So I believe he sees this as the right time to solve this problem, and Magufuli may be the right person to advise him on the way forward,” Prof Buchanan said.

President Kagame’s last state visit to Tanzania was in January 2018, when he went for a review of the joint standard gauge railway plan that is to run from Isaka to Kigali. Construction of the 571km railway line at a cost of $2.5 billion was set to begin last December.

In view of the recent developments, President Kagame would be anxious to get this project done soon to clear the logistical nightmare that would arise were Uganda to block goods destined for Rwanda from passing through its territory. In January, both presidents asked the technical teams to fast-track the project, which has been held back by the absence of a contractor.

Tanzania is expected to pay $1.3 billion and Rwanda $1.2 billion in project financing.

President Magufuli, who rarely travels out of the country, made his first foreign visit to Rwanda in April 2016, five months after assuming office, to inaugurate the Rusumo One-Stop-Border Post and an international bridge on the border between Rwanda and Tanzania.

WASHINGTON — The American military has escalated a battle against the Shabab, an extremist group affiliated with Al Qaeda, in Somalia even as President Trump seeks to scale back operations against similar Islamist insurgencies elsewhere in the world, from Syria and Afghanistan to West Africa.

A surge in American airstrikes over the last four months of 2018 pushed the annual death toll of suspected Shabab fighters in Somalia to the third record high in three years. Last year, the strikes killed 326 people in 47 disclosed attacks, Defense Department data show.

And so far this year, the intensity is on a pace to eclipse the 2018 record. During January and February, the United States Africa Command reported killing 225 people in 24 strikes in Somalia. Double-digit death tolls are becoming routine, including a bloody five-day stretch in late February in which the military disclosed that it had killed 35, 20 and 26 people in three separate attacks.

Africa Command maintains that its death toll includes only Shabab militants, even though the extremist group claims regularly that civilians are also killed. The Times could not independently verify the number of civilians killed. The rise in airstrikes has also exacerbated a humanitarian crisis in the country, according to United Nations agencies and nongovernmental organizations working in the region, as civilians are displaced by conflict and extreme weather.

“People need to pay attention to the fact that there is this massive war going on,” said Brittany Brown, who worked on Somalia policy at the National Security Council in the Obama and Trump administrations and is now the chief of staff of the International Crisis Group, a nonprofit organization focused on deadly conflicts.

The war in Somalia appears to be “on autopilot,” she added, and one that is drawing the United States significantly deeper into an armed conflict without much public debate.

U.S. Airstrikes on the Rise in Somalia

The United States has escalated its airstrike campaign against Qaeda-backed Shabab militants in Somalia during the Trump administration.

Somalia, a country that occupies a key strategic location in the Horn of Africa, has faced civil war, droughts and an influx of Islamist extremists over the years. The growing United States military engagement stands in stark contrast to the near-abandonment not long after the “Black Hawk Down” battle in 1993, which left 18 Americans and hundreds of militia fighters dead.

The intensifying bombing campaign undercuts the Trump administration’s intended pivot to confront threats from great powers like China and Russia, and away from long counterinsurgency and counterterrorism campaigns that have been the Pentagon’s focus since 2001.

Analysts suggested that the increase in American strikes may also reflect an unspoken effort by American commanders to inflict as much punishment on the Shabab while they can.

“Many of our commanders probably see a renewed urgency to degrade the enemy quickly and forcefully,” said Luke Hartig, a former senior director for counterterrorism at the National Security Council during the Obama administration.

Gen. Thomas D. Waldhauser, the head of Africa Command, said planned cutbacks elsewhere would not affect what the military is doing in Somalia.

“We’ll maintain our capability and capacity there,” General Waldhauser told the House Armed Services Committee last Thursday. Africa Command is scaling back American forces nearly everywhere else on the continent in a move that poses a particular threat for West Africa, which is grappling with a range of extremist groups.

The Shabab formally pledged its allegiance to Al Qaeda in 2012. But long before that, it fought Western-backed governments in Mogadishu as the group sought to impose its extremist interpretation of Islam across Somalia. In defending the fragile government, the United States has largely relied on proxy forces, including about 20,000 African Union peacekeepers from Uganda, Kenya and other East African nations.

The United States estimates that the Shabab has about 5,000 to 7,000 fighters in Somalia, but the group’s ranks are fluid. A State Department official, citing interviews from Shabab deserters, said that the number of hard-core ideologues may be as few as 500.

There are also now roughly 500 American troops in Somalia. Most are Special Operations forces stationed at a small number of bases spread across the country. Their missions include training and advising Somali army and counterterrorism troops and conducting kill-or-capture raids of their own.

The Shabab has proved resilient against the American airstrikes, and continues to carry out regular bombings in East Africa.

A range of current and former American officials said no seismic strategic shift explains the increased airstrikes and higher body count; the mission remains providing security so the fledgling Somali government will have time and space to develop its own effective military and security services.

But they noted a range of contributing factors for the rise in tempo and lethality of the military campaign.

Taking a page from counterinsurgency tactics developed in Afghanistan, American forces have helped Somali soldiers build several outposts across Somalia, about 20 percent of which is still controlled by the Shabab. One is named for Staff Sgt. Alexander W. Conrad, of Chandler, Ariz., who was killed in a mortar attack last year while he helped to build it.

The Shabab views the outposts “as an irritant, and masses to go after it,” Maj. Gen. Gregg Olson, the Africa Command’s director of operations, said in an interview.

In turn, that has put attacking Shabab fighters in the cross hairs of American airstrikes to defend the Somali forces.

Several officials said intelligence operations — including aerial surveillance, electronic intercepts and informant networks — have improved over the past year.

American troops with the secretive Joint Special Operations Command have built up informant networks that lead to raids and strikes, after which they collect cellphones, laptops and documents to generate information for more.

The drawdown of American military operations elsewhere in the world — including in Syria and, to a lesser immediate extent, Afghanistan — also has most likely freed up more drones and other gunships for use over Somalia, several former United States officials said.

“We were geared up for counterterrorism efforts in Somalia, and now there are more resources to do it, so we’re doing more of it,” suggested Stephen Schwartz, who served as the United States ambassador to Somalia from 2016 to 2017, although he cautioned that he had no current insider knowledge.

“It could be there is some well-thought-out strategy behind all of this,” Mr. Schwartz added, “but I really doubt it.”

The loosening of Obama-era constraints on using force in Somalia, as approved by President Trump in 2017, has also contributed.

Shortly after taking office, Mr. Trump declared Somalia to be an “area of active hostilities” subject to war-zone rules. That freed the United States military to carry out offensive operations whenever Shabab militants presented themselves — including against foot soldiers without special skills or roles.

Mr. Trump also delegated authority to commanders to carry out strikes without high-level interagency vetting. But Africa Command was initially slow to embrace it, waiting months before it carried out its first strike in 2017 under the new rules.

Now, however, it has opened the throttle, according to military data compiled by Bill Roggio, a senior fellow at the Foundation for the Defense of Democracies, who has tracked counterterrorism airstrikes for more than a decade on his Long War Journal.

Many of the recent airstrikes have targeted large groups of suspected fighters, killing more than 10 people in a single fierce swoop. Africa Command has disclosed strikes and estimated death tolls in a series of terse news releases, earning scant attention from Congress or the news media.

Along with the European Union and the United Nations, the United States also has continued to invest in so-called soft power assistance to Somalia, providing humanitarian aid such as food to drought victims, and development programs on education and training.

Officials cited signs of recent incremental progress in efforts to help the Somali government build a functional national army. And in December, the United States re-established a permanent diplomatic presence in Somalia for the first time since 1991. The current United States ambassador to Somalia, Donald Yamamoto, lives in Mogadishu, although the mission consists of a windowless bunker at the well-guarded airport.

There is good reason for caution. In 2013, Shabab militants carried out a deadly attack at the Westgate mall in the Kenyan capital of Nairobi. In January, they attacked a luxury hotel and office complex in Nairobi, killing 21 people. And in late February, the Shabab claimed a double bombing and the siege of a hotel in Mogadishu that killed at least 25 people.

General Olson said the military would continue to go after the Shabab as long as that is its mission.

“We go after the network when the network presents itself, whether a single node or a concentration,” he said. “We’ve developed intelligence and are sussing out the relationship between the leadership and those being led; between those being led and those being trained or recruited or massed for an attack.”

“We understand the network better than we have in years past,” General Olson said.

Kenya: 32 victims

— Hussein Swaleh, the former secretary general of the Football Kenya Federation, was named as being among the dead by Sofapaka Football Club.

He was due to return home on the flight after working as the match commissioner in an African Champions League game in Egypt on Friday.

— Cedric Asiavugwa, a law student at Georgetown University in Washington, D.C., was on his way to Nairobi after the death of his fiancee's mother, the university said in a statement.

Asiavugwa, who was in his third year at the law school, was born and raised in Mombasa, Kenya. Before he came to Georgetown, he worked with groups helping refugees in Zimbabwe, Kenya, Uganda and Tanzania, the university said.

At Georgetown, Asiavugwa studied international business and economic law.

The university said Asiavugwa's family and friends "remembered him as a kind, compassionate and gentle soul, known for his beautifully warm and infectious smile."

Canada: 18 victims

—Pius Adesanmi, a Nigerian professor with Carleton University in Ottawa, Canada, was on his way to a meeting of the African Union's Economic, Social and Cultural Council in Nairobi, John O. Oba, Nigeria's representative to the panel, told The Associated Press.

The author of "Naija No Dey Carry Last," a collection of satirical essays, Adesanmi had degrees from Ilorin and Ibadan universities in Nigeria, and the University of British Columbia. He was director of Carleton's Institute of African Studies, according to the university's website. He was also a former assistant professor of comparative literature at Pennsylvania State University.

"Pius was a towering figure in African and post-colonial scholarship and his sudden loss is a tragedy," said Benoit-Antoine Bacon, Carleton's president and vice chancellor.

Adesanmi was the winner of the inaugural Penguin Prize for African non-fiction writing in 2010.

Mitchell Dick, a Carleton student who is finishing up a communications honors degree, said he took a first- and second-year African literature course with Adesanmi.

Adesanmi was "extremely nice and approachable," and stood out for his passion for the subject matter, Dick said.

—Mohamed Hassan Ali confirmed that he had lost his sister and niece.

Ali said his sister, Amina Ibrahim Odowaa, and her five-year-old daughter, Safiya, were on board the jet that went down six minutes after it took off from the Addis Ababa airport on the way to Nairobi, Kenya.

"(She was) a very nice person, very outgoing, very friendly. Had a lot of friends," he said of his sister, who lived in Edmonton and was travelling to Kenya to visit with relatives.

The 33-year-old Edmonton woman and her five year-old daughter were travelling to Kenya to visit with relatives.

A family friend said Odowaa has lived in Edmonton since 2006.

— Derick Lwugi, an accountant with the City of Calgary, was also among the victims, his wife, Gladys Kivia, said. He leaves behind three children, aged 17, 19 and 20, Kivia said.

The couple had been in Calgary for 12 years, and Lwugi had been headed to Kenya to visit both of their parents.

— The aid group Save the Children said an Ethiopian colleague died in the crash.

Tamirat Mulu Demessie had been a child protection in emergencies technical adviser and "worked tirelessly to ensure that vulnerable children are safe during humanitarian crises," the group said in a statement.

—Paolo Dieci, one of the founders of the International Committee for the Development of Peoples, was among the dead, the group said on its website.

"The world of international cooperation has lost one of its most brilliant advocates and Italian civil society has lost a precious point of reference," wrote the group, which partners with UNICEF in northern Africa.

UNICEF Italia sent a tweet of condolences over Dieci's death, noting that CISP, the group's Italian acronym, was a partner in Kenya, Libya and Algeria.

—Sebastiano Tusa, the Sicilian regional assessor to the Italian Culture Ministry, was en route to Nairobi when the plane crashed, according to Sicilian regional President Nello Musemeci. In a statement reported by the ANSA news agency, Musemeci said he received confirmation from the foreign ministry, which confirmed the news to The Associated Press.

In a tweet, Italian Premier Giuseppe Conte said it was a day of pain for everyone. He said: "We are united with the relatives of the victims and offer them our heartfelt thoughts."

Tusa was also a noted underwater archaeologist.

—The World Food Program confirmed that two of the Italian victims worked for the Rome-based U.N. agency.

A WFP spokeswoman identified the victims as Virginia Chimenti and Maria Pilar Buzzetti.

—A group representing members of the African diaspora in Europe is mourning the loss of its co-chairperson and "foremost brother," Karim Saafi.

A French Tunisian, Saafi, 38, was on an official mission representing the African Diaspora Youth Forum in Europe, the group announced on its Facebook page.

"Karim's smile, his charming and generous personality, eternal positivity, and his noble contribution to Youth employment, diaspora engagement and Africa's socio-economic development will never be forgotten," the post read. "Brother Karim, we'll keep you in our prayers."

Saafi left behind a fiancée.

— Joanna Toole, a 36-year-old from Exmouth, Devon, was heading to Nairobi to attend the United Nations Environment Assembly when she was killed.

Father Adrian described her as a "very soft and loving" woman whose "work was not a job — it was her vocation".

"Everybody was very proud of her and the work she did. We're still in a state of shock. Joanna was genuinely one of those people who you never heard a bad word about," he told the DevonLive website.

He also said she used to keep homing pigeons and pet rats and travelled to the remote Faroe Islands to prevent whaling.

Manuel Barange, the director of Food and Agriculture Organization of the United Nations fisheries and aquaculture department, tweeted saying he was "profoundly sad and lost for words" over the death of the "wonderful human being".

— Joseph Waithaka, a 55-year-old who lived in Hull for a decade before moving back to his native Kenya, also died in the crash, his son told the Hull Daily Mail.

Ben Kuria, who lives in London, said his father had worked for the Probation Service, adding: "He helped so many people in Hull who had found themselves on the wrong side of the law."

Waithaka had dual Kenyan and British citizenship, the BBC reported.

Martin Hrnko was working for the Bubo travel agency. The agency said he was traveling for his vacation in Kenya.

His projects have included creating safe ground for Rohingya refugees in Bangladesh and assessing the damage to rural roads in Nepal that were blocked by landslides.

Bashu was born in Ibadan in 1951 and joined the Nigerian Foreign Service in 1976. He had served in different capacities both at Headquarters and Foreign Missions such as Vienna, Austria, Abidjan, Cote d'Ivoire and Tehran, Iran. He also served as secretary to the Conference of Parties of the United Nations Framework Convention on Climate Change.

At the time of his death, Bashu was on contract with the United Nations Economic Commission of Africa.

Aadland, 28, was originally from Bergen, Norway. The Red Cross said she was traveling to Nairobi for a meeting.

Aadland's Linkedin page says she had done humanitarian and environmental work. The page says her work and studies had taken her to France, Kenya, South Africa and Malawi.

"People who know me describe me as a resourceful, dedicated and kindhearted person," she wrote on Linkedin.

The Red Cross says in a news release that it "offers support to the closest family, and to employees who want it," the organization said in a news release.

Abstract
BACKGROUND: Despite the sharp decline in global under-5 deaths since 1990, uneven progress has been achieved across and within countries. In sub-Saharan Africa (SSA), the Millennium Development Goals (MDGs) for child mortality were met only by a few countries. Valid concerns exist as to whether the region would meet new Sustainable Development Goals (SDGs) for under-5 mortality. We therefore examine further sources of variation by assessing age patterns, trends, and forecasts of mortality rates.
METHODS AND FINDINGS: Data came from 106 nationally representative Demographic and Health Surveys (DHSs) with full birth histories from 31 SSA countries from 1990 to 2017 (a total of 524 country-years of data). We assessed the distribution of age at death through the following new demographic analyses. First, we used a direct method and full birth histories to estimate under-5 mortality rates (U5MRs) on a monthly basis. Second, we smoothed raw estimates of death rates by age and time by using a two-dimensional P-Spline approach. Third, a variant of the Lee-Carter (LC) model, designed for populations with limited data, was used to fit and forecast age profiles of mortality. We used mortality estimates from the United Nations Inter-agency Group for Child Mortality Estimation (UN IGME) to adjust, validate, and minimize the risk of bias in survival, truncation, and recall in mortality estimation. Our mortality model revealed substantive declines of death rates at every age in most countries but with notable differences in the age patterns over time. U5MRs declined from 3.3% (annual rate of reduction [ARR] 0.1%) in Lesotho to 76.4% (ARR 5.2%) in Malawi, and the pace of decline was faster on average (ARR 3.2%) than that observed for infant (IMRs) (ARR 2.7%) and neonatal (NMRs) (ARR 2.0%) mortality rates. We predict that 5 countries (Kenya, Rwanda, Senegal, Tanzania, and Uganda) are on track to achieve the under-5 sustainable development target by 2030 (25 deaths per 1,000 live births), but only Rwanda and Tanzania would meet both the neonatal (12 deaths per 1,000 live births) and under-5 targets simultaneously. Our predicted NMRs and U5MRs were in line with those estimated by the UN IGME by 2030 and 2050 (they overlapped in 27/31 countries for NMRs and 22 for U5MRs) and by the Institute for Health Metrics and Evaluation (IHME) by 2030 (26/31 and 23/31, respectively). This study has a number of limitations, including poor data quality issues that reflected bias in the report of births and deaths, preventing reliable estimates and predictions from a few countries.
CONCLUSIONS: To our knowledge, this study is the first to combine full birth histories and mortality estimates from external reliable sources to model age patterns of under-5 mortality across time in SSA. We demonstrate that countries with a rapid pace of mortality reduction (ARR ≥ 3.2%) across ages would be more likely to achieve the SDG mortality targets. However, the lower pace of neonatal mortality reduction would prevent most countries from achieving those targets: 2 countries would reach them by 2030, 13 between 2030 and 2050, and 13 after 2050.

Abstract
BACKGROUND: Fisherfolks (FF) and female sex workers (FSW) in Uganda could be suitable key populations for HIV vaccine efficacy trials because of the high HIV incidence and good retention in observational cohorts. However, the observed HIV incidence may differ in participants who enroll into a trial. We used simulated vaccine efficacy trials (SiVET) nested within observational cohorts in these populations to evaluate this difference.
METHODS: SiVETs were nested in two observational cohorts (Jul 2012-Apr 2014 in FF and Aug 2014-Apr 2017 in FSW). From Jan 2012 all observational cohort participants (aged 18-49 years) presenting for quarterly visits were screened for enrolment into SiVETs, until 572 were enrolled. Those not enrolled (screened-out or not screened) in SiVET continued participation in the observational cohorts. In addition to procedures in the observational cohorts (HIV testing & risk assessment), SiVET participants were given a licensed Hepatitis B vaccine mimicking a schedule of a possible HIV vaccine, and followed-up for 12 months.
FINDINGS: In total, 3989 participants were enrolled into observational cohorts (1575 FF prior to Jul 2012 and 2414 FSW prior to Aug 2014). Of these 3622 (90.8%) returned at least once, 672 (44.1%) were screened and 572 enrolled in the SiVETs. HIV incidence pre SIVETs was 4.5/100 person years-at-risk (pyar), 95%CI (3.8-5.5). HIV incidence in SiVET was 3.5/100 pyar, (2.2-5.6) and higher in those not enrolled in the SiVET, 5.9/100 pyar, (4.3-8.1). This difference was greatest among FF. In the 12 months post-SIVET period (FF, May 2014-Apr 2015 and FSW, May 2017-Apr 2018), the HIV incidence was 3.7/100 pyar, (2.5-5.8).
INTERPRETATION: HIV incidence was lower in SiVET participants compared to non-SiVET. This difference was different for the two populations. Researchers designing HIV efficacy trials using observational cohort data need to consider the potential for lower than expected HIV incidence following screening and enrolment.

The assessment will specifically answer the following; 1. Assess the business performance against the projected incomes, disaggregated by gender and age. Are the businesses achieving the projected income? 2. Assess the extent to which the businesses have increased incomes of the youth VEAs disaggregated by gender and age. 3. Document all income streams including the volume of revenue. These streams will include what was projected and any other streams not projected. 4. Document the services paid for by farmers including the price of such services. 5. Calculate the return on investment and break-even point. 6. Document the main difficulties, challenges, risks, opportunities and best practices of the businesses. 7. Document any other financing the businesses could have attracted including donor funding and bank financing. 8. Appraise the viability of the businesses by answering the following questions: a) What outcomes are expected to continue once LWR funding stops? b) What new capacities are required? c) Are there any unintended effects of the project? 9. Analyze the findings to determine why some business are more successful than others. 10. Make recommendations for future improvements and documenting best practices. **Evaluation Scope** The consultant is expected to have in-depth knowledge of business assessments, with proven experience in conducting the same. The consultant will conduct a thorough review of the project documents to complete its objectives. This will include among others: a. Review existing M&E; data stored by the project staff. b. Qualitative surveys in the form of Focus Group Discussions and Key Informant Interviews to provide a comprehensive understanding of perceptions of the different VEAs. c. Individual business assessments to capture both qualitative and quantitative business data/information on the sales and expenses. d. Data disaggregation, correlation, analysis and interpretation must be conducted e. Desk review of any relevant reports relevant to the project, or any other material which may add value to the evaluation. The consultant will be required to carry out field visit to VEAs, farmers and other project stakeholders (management and board of directors of partner organizations, community leaders and project staff among others). **Evaluation Methodology** The consultant will propose and define the appropriate data collection and analysis methods, with descriptions of any tools that will be used to collect the required information; the process for verifying findings with key stakeholders; meetings or consultations or other interactions expected with particular stakeholder groups; how various users/stakeholders in the evaluation will be involved. **Evaluation Deliverables** The successful consultant will: 1. Produce an inception report 2. Present tools and methodology to LWR team prior to beginning assessment 3. Draft and finalize the assessment report in a format that clearly illustrates the facts business viability and performance of the VEA shops. **Implementation Arrangements** The consultant will provide his/her own working space and associated resources. Close collaboration during the preparatory phases via e-mail and phone calls will be required with LWR Office. Mauzo ya moja kwa moja (maafuru kama network marketing) yanakuwa kwa kasi katika eneo la kusini mwa Jangwa la Sahara ya Afrika na hasa Afrika Mashariki, jambo ambalo kwa kiasi kikubwa limesababishwa na ongezeko la idadi ya watu katika kanda hii pamoja na vijana mahiri ambao kwa mujibu wa taarifa ya Uchambuzi wa Ongezeko la Vijana ya Taasisi ya Maendeleo ya Afrika - sasa Afrika Mashariki ina zaidi ya 45% ya vijana kati ya watu milioni 150 walioko Kenya, Tanzania, Rwanda na Uganda. Wengi wa vijana hawa wana elimu, kwa ujumla wana ufahamu wa teknolojia, wepesi kufuata mienendo mipya, wana hamasa ya kuweka juhudi na fikra za ujasiriamali - jambo ambalo ndio sifa ya awali ya mafanikio endelevu katika biashara ya uuzaji wa moja kwa moja.

Kwa wanaoanza, mauzo ya moja kwa moja ni wazo la biashara ya kimataifa na linaelezewa kama 'uuzaji wa bidhaa za matumizi au huduma, kutoka kwa mtu mmoja hadi kwa mtu mwingine, mbali na maeneo ya maduka ya kawaida'. Inatosheleza kusema, Afrika ina chukua chini ya 1% ya jumla ya mauzo ya WFDSA lakini wataalamu wanakadiria kwamba soko la Afrika Mashariki linatoa fursa ya kukua kwa wajasiriamali wanaochipukia na hata kwa wale walioajiriwa na wana kiu ya kujipatia kipato cha nyongeza kupitia mauzo ya moja kwa moja.

Katika kanda ambayo mahitaji ya ajira rasmi yanazidi kuwa na ushindani mkubwa na uhaba wa ajira rasmi, mauzo ya moja kwa moja yanatoa njia mbadala za ajira tofauti na ilivyozoeleka kwa wale wanaohitaji kipato cha ziada au mazingira haya ruhusu ajira.

QNET inatoa aina mbalimbali za bidhaa za afya, ustawi na mitindo ya maisha kupitia mifumo yake ya biashara ya mitandao (e-commerce) kwa mamilioni ya wateja katika zaidi ya nchi 100, ikiwa inasaidia watu kuishi maisha bora, na kutoa njia mbadala ya kujipatia kipato kwa yeyote anayehitaji kutumia fursa hii. Kampuni pia ina ofisi na mawakala washirika katika nchi 25 duniani kote, na zaidi ya stoo 50, shughuli za uendeshaji na maduka na wauzaji katika nchi kadhaa duniani. Changamoto

Kama ilivyo katika biashara nyingine yoyote Sekta ya Mauzo ya Moja kwa moja pia inakabiliana na changamoto. Changamoto ambayo ni kubwa zaidi miongoni mwa hizi ni kuenea kwa mifumo ya pyramid schemes inayoenda kinyume cha sheria ambayo inaonekana kama makampuni halisi ya biashara ya moja kwa moja, ikiwa inaahidi wawekezaji kuwa watajipatia faida nyingi kupita kiasi iwapo wataunganisha watu wengine. Ukweli ni kwamba hawa 'matapeli' wanatengeneza taswira potofu ya Sekta ya Mauzo ya Moja kwa Moja, jambo ambalo linatengeneza kikwazo kwa makampuni halisi kama QNET kusajili washauri wa kibiashara kuendesha biashara zao halisi na halali. Wakati inapokabiliana na hali kama hizo, QNET inasema inatatua tatizo kwa kuelimisha umma kuwa makini na 'matapeli' kama hao na kuwahimiza kuthibitisha uhalali wa kampuni yeyote kufuatana na kutii kwake kwa kanuni, taratibu na sheria zilizowekwa na bodi zinazosimamia na mamlaka zinazohusika.

Inaongeza: "Kampuni za masoko ya mtandano yana sera na taratibu sahihi, pamoja na kanuni za maadili za masoko. Kamuni yoyote halisi ya masoko ya mtandao ina lengo la kufikia ukuaji endelevu kwa kukuza utamanuni wa masoko ya kimaadili. QNET inaweka msisitizo mkubwa katika kanuni za maadili za utendaji kwa wawakilishi wake wa kujitegemea (IRs) na kuwapatia miongozo ya kina kuhusu masoko ya kitaalamu pamoja na sera na taratibu".

Kusisitiza uhalali wa mauzo ya moja kwa moja, utafiti wa hivi karibuni uliofanywa na Taasisi ya Ngazi Mbalimbali za Masoko ya India (India Multi-Level Marketing Institute) ilichunguza uendeshaji wa aina mbalimbali kama vile Avon, Mary Kay, QNET na Tupperware na kubaini kwamba 'sio mifumo ya scheme) ya aina ya piramidi au aina nyingine yoyote.

Changamoto nyingine inayoikabili sekta ya mauzo ya moja kwa moja ni ujuzi ambao haujaendelezwa hasa kwa wale ambao wamechukua fursa hii hivi karibuni. QNET inasema kwamba inatatua changamoto kwa kuweka msisitizo mkubwa sana katika mafunzo na elimu kwa IRs. Mafunzo hayo sio tu kamba yanaendeleza ujuzi wao wa kitaalamu lakini pia unalenga katika ukuaji na maendeleo binafsi.

Ni wazi kwamba, kufikisha bidhaa katika maeneo ya vijijini na maeneo ya mbali ni kikwazo kingine lakini QNET imeweza kutatua hili kwa kuajiri IRs ambao wanatengeneza mtandao ndani ya jamii zao kwaajili ya kurahisisha upatikanaji na pia kuwasaidia kuagiza mzigo mkubwa kwa punguzo kwa lengo la kutoa mzigo, hivyo kuhakikisha usambazaji endelevu wa bidhaa.

It seems this site is pretty well-dominated with information regarding gay life in W. Africa. Perhaps, we can start more dialogue on similar topics in E. Africa. I lived in Tanzania when I was young and returned there for work just after university. Now, I am back in the US after completing my graduate degrees, but continue to work in E. Africa. I know Uganda is a very bleak scene nowadays for gays and lesbians. But, there is a growing advocacy for gay and lesbians especially in the capital. There are opportunities to meet gay men in some locales (ie. Matteo's after 10pm on Fri/Sat) in Kampala now especially near Makerere University (ie. T Cozy bar on Sunday nights). I will be happy to share a few experiences with others interested and who hopefully can share some as well.
