          The United City-States Of America, Mapped - An Experiment In Redividing The Country      Cache   Translate Page

From ancient Greece to Renaissance Italy to the Four Asian Tigers, city-states have always punched above their weight. They’ve driven culture forward, facilitated global commerce, and charged ahead of their nation-bound peers.

Indeed, cities  - and the metropolitan regions that orbit around them  -  make sense as a political and economic unit. The key services we depend on government to do, from building infrastructure to ensuring public safety, are mostly handled by cities. And contrary to earlier predictions, the forces of globalization and the rise of the information economy have only made cities more important as economic engines and innovation hubs. It’s no surprise, then, that cities — and their mayors — are increasingly finding their voices in a world previously dominated by nations and international entities.

Unfortunately, the way the United States is structured today undermines this trend by privileging states as the key political entity. State boundaries in these modern times are typically arbitrary and often no longer reflect any meaningful political, cultural, or economic reality. Some U.S. cities, both big and small, manage to straddle state borders (think Texarkana or Bristol) while others run right up to the state edge but sharply hug the border (think Cincinnati or St. Louis). And a number of states are inexplicably fragmented because their seat of government is very different from their most populous town (think New York City/Albany and Chicago/Springfield). This often results in excessive fragmentationunproductive competition, and a near total lack of regional land-use and transportation planning. We all suffer as a result.

Both to satisfy my own curiosity and set out a vision for what a city-oriented United States might look like, I decided to make a map that dispensed with the continental 48 states and instead divvied up the land into 100 city-states.

As a process-obsessed city planner, I started by listing the top 150 metropolitan statistical areas in the continental United States. This seemed like the natural base for any potential city-states as MSAs reflect economic integration. Next, I mixed in combined statistical areas, which factor together adjacent metro- and micropolitan areas. I cut the list to the top 100 units by population. (Congratulations to Lancaster, Pennsylvania — the smallest unit to make the cut!)

Then came the mapping. I used shapefiles provided by the Census to make “city-state cores” on a single map using GIS, a tool used for map making and spatial analysis. By using more data and selecting certain attributes, I assigned each county to a city-state core. To finish it up, I cleaned up awkward and nonsensical boundaries with some manual adjustment.

The final product was this map, and it led me to several takeaways:

The eastern United States is like medieval Europe.

As of 2010, the population center of the United States is somewhere in the middle of Missouri. It’s been moving westward, needless to say, but also south over time. This mostly jives with this map: The United States east of the Kansas-Missouri line is a dynamic hodgepodge of small, densely populated city-states. The economies and cultures of places like New York and Philadelphia, Charlotte and Greensboro, and Fort Wayne and South Bend will likely always be intimately intermingled. West of this line, excluding California and Texas, the United States is largely underpopulated, with cities like Denver, Omaha, and Boise playing an outsized role — economically and culturally — in their respective regions.

My home state of Kentucky is shattered.

Let’s face it: Kentucky is incoherent as a cultural-political entity. The Louisville metropolitan area and the northern Kentucky suburbs of Cincinnati are essentially southern reaches of the Rust Belt. The state’s east and southeast have more in common with West Virginia, including a shared Appalachian heritage. Western and southwestern Kentucky feel much more conventionally Southern. All of this is largely captured by how the state is divided up. Not accidentally, the only purely Kentucky city-state produced — Lexington — captures most of what Kentucky is best known for: University of Kentucky basketball, the first Kentucky Fried Chicken, most of the major bourbon distilleries, the Daniel Boone National Forest, and the state’s famous Bluegrass horse farm region.

Maine and Minnesota are basically already city-states.

Only two city-states capture the entirety of a current U.S. state: Portland, which captures Maine and parts of New Hampshire, and Minneapolis-St. Paul, which captures Minnesota and parts of Wisconsin, South Dakota, and three-quarters of North Dakota. Portland barely made the cut; in an actual fragmentation scenario, I could see most of Massachusetts, Vermont, New Hampshire, and Maine falling under a Boston city-state. Minneapolis-St. Paul, however, makes sense. Its influence sweeps across the northern Midwest, as evidenced in films like Fargo. Some western metro areas in New Mexico and Utah nearly made the cut, but their southern regions were nipped by El Paso and Las Vegas, respectively.

Some states would disappear entirely.

A handful of states in this new map are completely covered by the city-states of their former neighboring states. Delaware, Montana, New Hampshire, North Dakota, Rhode Island, South Dakota, and Vermont would all basically be gone. Delaware and Rhode Island both have great cities — Wilmington and Providence — but both would be unambiguously absorbed by their monolithic neighbors — Philadelphia and Boston, respectively. The upper Mountain West as well as New Hampshire and Vermont simply lack large cities.

City-states of tomorrow may boom at any time.

As states like Montana, North Dakota, and South Dakota continue to experience explosive population growth, they will inevitably give rise to their own great cities. For all we know, Billings, Fargo, and Sioux Falls could emerge as urban powerhouses in the 21st century, not unlike nearby Minneapolis, Denver, and Salt Lake City did in the 20th century.

An odd oversight in our federal system is that it’s basically impossible for states to split, join, or shift around their borders. Outside of a few weird cases — such as West Virginia — basically all new states have come from newly settled land. As new city-states emerge in places like the Mountain West, how would they be incorporated into this system? Would the arrangement be capped at 100 city-states? Alternatively, could states combine as their economies and development slowly blends, as could very well happen with small city-states like Lancaster, Toledo, and Fresno? It’s a fun thought experiment.

In a time when we aren’t often drawing up new borders for established countries like the U.S., it’s interesting to think “what if.” What might be the political implications of a system like this? At the outset, a system of city-states could help to achieve economies of scale in providing local services like libraries and parks, saving taxpayers money while improving service quality.

But they could also overcome some of the prisoner’s dilemma problems associated with policies like housing, schools, and subsidies. In our current system of municipal fragmentation, it’s easy for NIMBYs (“Not in My Back Yard” campaigns) to block the construction of new housing in prospering areas and keep low- and moderate-income students out of high-quality schools districts. A unified city-state could overcome some of these issues, taking the broader perspective and equitably distributing the burdens and benefits of growth.

A city-state restructuring could also have deep implications for national politics. One of the key takeaways of the 2016 presidential election is the mounting urban-rural political divide, with voters in cities and the countryside growing increasingly disconnected and antagonistic toward one another. (At the bottom of this piece is a map of how the city-states likely would have voted.) Insomuch as a city-state scenario would bundle Americans based on broadly similar economic, social, cultural backgrounds, it could encourage both sides to seriously contend with with the needs and preferences of their neighbors.

Of course, at this stage, it’s all speculation. How would you have drawn city-state boundaries differently? What do you think would be the political implications?

Uma base de cerveja mexicana escrita em alemão. Nada de estranho num mundo onde cada vez mais as distâncias se esbatem. Mas será esta uma relação circunstancial entre a Sol e a Alemanha?

Na realidade, a Sol deve o seu nome a um cervejeiro alemão. Corria o ano de 1899 e o jovem mestre da Fábrica de Cerveza El Salto del Agua observava a preparação de uma sua nova criação quando o Astro-Rei se reflectiu de uma forma particular no tanque de brassagem trazendo consigo a inspiração para o nome da nova cerveja: El Sol. Se trata-se de uma lenda ou não, o que é certo é que a El Salto del Agua foi comprada pela Cervecería Moctezuma em 1912. A El Sol, passados 12 anos sobre a aquisição, deixou cair o artigo do nome, ficando a cerveja do mestre alemão conhecida, até hoje, simplesmente por Sol.

Desde então, a Sol não passou de uma cerveja com distribuição restrita à sua região de origem. As coisas iriam, no entanto, dar uma reviravolta. O mercado da cerveja no México concentrava-se e a Cervecería Cuauhtémoc foi uma das forças por detrás de uma bipolarização que ainda hoje por lá se sente. Para isso contribuíram as aquisições da Cervecería de Tecate em 1954 e da Cervecería Moctezuma em 1985. Com o alargamento do portfólio de marcas, a Sol foi então relançada, em 1993, desta feita a nível nacional. O sucesso, sobretudo junto dos estrangeiros nas zonas mais turísticas, foi tal que a cerveja começou a ser distribuída a nível mundial, tornando-se hoje, para o bem e para o mal, juntamente com a arqui-rival Corona, sinónimo de cerveja mexicana.

A questão é: existe uma cerveja mexicana? Um estilo tão marcado que obriga a meter uma lima no gargalo e a beber pela garrafa? Claro que não. Tal como tive oportunidade de aqui comentar, hoje em dia não existem limitações para fazer qualquer estilo em qualquer local. A Sol não passa de uma cerveja que graças a uma grande capacidade de promoção e marketing é um sucesso, mas não deixa de ser igual a tantas outras que, sem sabor, são produzidas por esse mundo fora, no México ou em Portugal.

Não deixa de ser curiosa esta reflexão já que é completamente contrastante com aquilo que acontece noutra bebida fermentada bem conhecida de todos, o vinho. Aqui, independentemente de se usarem castas de uva iguais em várias partes do mundo, o terroir, é rei e senhor. O solo, a chuva, o Sol, a topografia, definem um vinho. Um Cabernet Sauvignon, feito pelo mesmo enólogo em Portugal, França, Austrália, Chile ou Califórnia, nunca será o mesmo vinho. Já com uma cerveja não há diferenças entre fazer uma cerveja com malte da Weyermann, lúpulo da Charles Faram e levedura da Wyeast, em Lisboa, Madrid ou no Rio de Janeiro.

Há no entanto um ponto em que podemos encontrar alguma semelhança entre os dois mundos, as produções monovarietais. Nalguns casos já existiam há muitos anos por força da tradição, mas nos últimos tempos temos vindo a verificar um aumento significativo de rótulos de vinhos produzidos com uma única casta. Como consumidor acho-os vinhos interessantes dado permitirem dar a conhecer melhor o perfil de cada casta e perceber as diferenças entre cada casta no mesmo terroir.

Na cerveja, a febre do monovarietal é relativamente nova mas já tem inúmeros adeptos. Tendo em conta os vários ingredientes que são utilizados no seu fabrico há espaço para vários tipos de abordagem em relação ao que é monovarietal, mas a escolha recai invariavelmente no lúpulo, elemento com grande capacidade de aroma e sabor e bastante acarinhado pelos cervejeiros artesanais. O princípio é sempre o mesmo. Pega-se numa cerveja base e altera-se apenas o lúpulo a ser usado na ebulição e no dry-hopping. Alguns exemplos célebres são as séries:

Good day, and thank you for inviting me.

This is a conference on deterrence, and I am glad to see so many bright people coming together in order to explore its challenges. Deterring large-scale aggression against the United States and its allies has always been the core function of our armed services, and this is no less true for our nuclear forces. But in this nuclear age, doing deterrence right presents special risks and challenges.

It is critical to ensure that a potential adversary sees no viable path to getting his way by force, certainly. At the same time, however, the potential costs of getting things wrong could be so catastrophically high that it is also very important to be continually aware of the sometimes-overlooked stability dynamics of nuclear posture choices.

But let me back up a bit, and offer some background about why I am myself so focused upon such questions. One of our areas of specialization in the Bureau of International Security and Nonproliferation at the State Department is regional security. This includes working with other countries not just to help them be better partners in preventing the further proliferation of weapons of mass destruction, but also to help them develop better — that is, safer and more stable — relationships with each other.

Such diplomatic efforts involve encouraging approaches to regional security that minimize incentives for proliferation, but — where past nonproliferation efforts have been unsuccessful and countries unfortunately have come to possess nuclear weapons — it can also involve working with partners to encourage wiser choices and practices in managing their nuclear status. Let me be clear, this is not to condone proliferation once it occurs; nor am I referring to stability-focused engagements with irresponsible states that have a track record of illegal nuclear weapons work that it is our objective to roll back, such as North Korea or Iran. I mean only to make the point that, in some cases, if proliferation does occur and cannot be reversed, we want states to exercise restraint and make choices regarding nuclear technology, doctrine, and posture that maximize regional — and global — security and stability. This is nuclear risk reduction in the highest sense.

This means, for instance, that while others in the Department handle diplomatic engagements related to America’s own nuclear forces and posture, we in ISN work to encourage other possessor states to make prudent, stabilizing choices in order to avoid catastrophic outcomes. So let’s take a brief trip together down the strategic posture theory rabbit hole.

I. Diplomatic Engagement for Crisis and Arms Race Stability

I should preface these comments, I suppose, by making clear that I make no claim that we are bearers and purveyors of infallible wisdom in these regards; deterrence and escalation theory remain, as they have always been, controversial and contested in many ways. It is also true that every deterrent relationship and every arms competition has its own idiosyncrasies, and that for this reason, it may not necessarily be the case that lessons learned in one arena make sense mutatis mutandis in nuclear weapons relationships that emerge in different contexts.

However, given what is at stake, i.e., the preservation of geopolitical stability and the prevention of nuclear war, we should not shrink from using diplomatic levers to encourage constructive learning wherever possible. One side effect of our long and anxious national history of living in a strategic nuclear dyad of our own — striving to deter aggression, prevent a breakdown in deterrence, extend deterrence to allies, defuse proliferation pressures, limit proliferation opportunities, and preserve crisis stability and unwanted escalation, all at the same time — is that these challenges contributed to the development of a rich ecosystem of strategic thinking about how to walk the deterrence tight rope entailed by trying to do all of these things at at the same time.

At least in the West, where we prized and preserved freedom of thought and expression, there developed over time competing schools of public discourse on strategic issues, a rich academic literature, a diverse infrastructure of competing faculties, think tanks, and academic programs, and a bestiary of inside-the-bureaucracy governmental elements devoted to managing a nuclear relationship without catastrophe. Conferences like this one today, and associative groups such as the Deterrence and Assurance Academic Alliance, make people like you the inheritors of this tradition. This does not mean we got all the answers right, but we certainly have a long history of examining the issues very carefully from multiple perspectives.

So there is surely room for useful engagement and reciprocal learning with our diplomatic partners as they struggle with modern stability challenges. To my eye, perhaps one of the most useful things we must all vigilantly pursue is how to minimize and manage the risk of unwanted escalation – recognizing, of course, that the capability to manipulate risk to achieve political objectives can be a major reason why states acquire nuclear weapons in the first place.

II. Thinking about Stability: Less “How Many?” Than “What? And How?”

In meeting this challenge of minimizing and managing the risk of unwanted escalation, it seems to me that raw numbers may sometimes matter much less than the types of systems each rival possesses and how they are postured against each other. With respect to any other countries’ arms competitions, therefore, there is clearly much room for thoughtful engagement on the complex crisis stability dynamics created by the interplay of possessors’ choices about equipment, posture, and doctrine.

To help such engagements be as productive as they can be and enable those partners to reduce nuclear risks as much as possible for so long as they feel compelled to remain in nuclear weapons relationships, we owe ourselves and our diplomatic partners as much clear thinking and thoughtful consideration as possible about whether, and the degree to which, particular weapons systems, force postures, and doctrinal choices are stabilizing or destabilizing.

So let me give a few examples of how one might think through such stability questions from the perspective of national choices about particular weapons systems. I do not offer these as any kind of Holy Writ, of course, nor with the claim that they are absolutely the only conclusions a reasonable person could reach, nor that these suggested conclusions would necessarily follow in all imaginable arms-competitive contexts. However, I do think these examples have value as illustrations of how one might develop a stability-focused discourse to inform choices between nuclear possessor states.

III. Illustrative Examples

A. Heavy, Many-Warhead, Fixed ICBMs

First, how might one think about the stability impact of traditional, fixed intercontinental ballistic missiles (ICBMs) carrying extremely large numbers of warheads? It became clear during the late Cold War that it was possible to develop very large missiles with as many as 10 or 12 separate warheads, each capable of hitting a different target. Over time, however, people began to have some second thoughts about such monsters, informed by game-theoretical thinking about nuclear crisis stability.

Let’s explore this. If Country X has a large number of warheads co-located in individual missiles, each of which is subject to being destroyed by only one or two of Country Y’s warheads, this could, in a crisis, create a dangerous incentive for a first strike. That unfavorable exchange ratio — several of X’s warheads lost in exchange for perhaps only one of Y’s warheads expended — means that Y has some reason to err on the side of pre-emptive attack, trying to destroy X’s heavy fixed ICBMs before he can use them. If this works, Y might not only have destroyed X’s land-based force rather efficiently, but might indeed also still have plenty of warheads left over for other targets.

At the same time, and for precisely analogous reasons, X himself might have a dangerous incentive in a crisis to launch his missiles first — perhaps even preemptively, or upon the slightest hint of attack warning — not just to go after Y’s own heavy missile silos (if it has them) and thus seize a similar “exchange-ratio bonus” for himself, but also simply because the unfavorable ratio of incoming warheads to target warheads makes it especially dangerous for X to risk “riding out” a possible incoming salvo. Hence traditional, Cold War-style heavy, many-warhead fixed ICBMs are now generally thought to be destabilizing: they seem to maximize incentives for pre-emption and automatic, unthinking launch on warning.

We ourselves used to have heavy, many-warhead silo-based systems, of course, but in U.S. strategic posture across the last few administrations we have moved away from such choices. Although the U.S. Nuclear Posture Review has made clear that a portion of our ICBM force could again be uploaded if there were a need to do so, but we have successfully transitioned our own ICBMs from multi-warhead to single-warhead systems and we have long since abandoned very large, mega-MIRV’d systems such as the Peacekeeper.

If one were to take this game-theoretical insight to heart, it would presumably follow that developing heavy, mega-MIRV’d silo-based ICBMs — such as Russia’s forthcoming Sarmat ICBM — would be a poor strategic choice almost tailor-made to promote crisis instability. Sound and thoughtful diplomacy with countries having their own nuclear arsenals should thus encourage better, more stability-focused approaches.

B. Forward-deployed Battlefield Weapons

As a second example, consider the challenges potentially presented by large numbers of and diversity in small, battlefield nuclear weapons. Such things were deployed in some numbers during much of the Cold War — including some notoriously small, portable systems such as the “Davy Crockett” battlefield rocket that could be mounted on a Jeep, a nuclear artillery shell for an 8-inch Army howitzer, and a man-portable atomic demolition mine. The stability impact of such very short-range (or zero-range!) systems — and the degree to which their use could be reliably controlled in a conflict — has long been questioned, and after careful consideration we ourselves moved emphatically away from them years ago. Many observers fear that such devices deployed close to the anticipated front line in a conflict between nuclear rivals — particularly if authorization for their use is devolved to battlefield commanders, since reliable, centralized command-and-control is usually thought to be essential to crisis management — might lead to inadvertent or dangerously precipitous escalation and early nuclear use.

These dangers arise because such easily-usable weapons deployed very far forward could be targeted preemptively or quickly overrun, the imminence of which might lead to precipitous use. In that case, the result could have strategic consequences (in the form of nuclear combat) triggered by strategically unimportant minor or inconclusive fluctuations in the contours of that front line. Some observers might speculate this could strengthen deterrence, on the theory that such amazing dangers might make an invasion less attractive to an aggressor in the first place.

However, even if such worrying brinksmanship did have value, there would still be huge dangers of losing control. To the degree that control of easily-portable devices were delegated far down the chain of command, this would greatly challenge crisis management and warfighting command and control by national-level authorities. Catastrophically consequential decisions being made under stress by ill-informed junior battlefield commanders who lack the big picture does not bode well for crisis stability.

Stability considerations thus make large numbers of and diversity in small, easily-portable battlefield devices such as nuclear artillery shells or demolition mines seem highly problematic. Such reasoning contributed to decisions by both of the nuclear superpowers to pull non-strategic weapons significantly back from the control of unit commands. This is a compelling logic that other nuclear possessors might also wish to consider.

I would also urge other possessing states to follow the U.S. model of highly centralized and rigorous command and control practices, which promote stability and predictability even in times of crisis — and to avoid either devolved, uncontrollable use controls or mindlessly automated release procedures such as the Dr. Strangelove-style “Perimeter” system for automatically initiating nuclear war. Methods of dispersion in a crisis should also be scrutinized, since such small, portable devices a susceptible to threats from guerrilla or terrorist groups within one’s borders. The implications of deployment modalities and command-and-control questions are not the sort of “sexy” nuclear weapons matters that get much attention from armchair strategists, but they are critical questions for the real professionals, and we should encourage countries with nuclear weapons to think these things through carefully.

C. Context Matters

Third, nuclear powers might also bear in mind that what makes sense in one nuclear context may not make sense in another. I have noted how the risks associated with large numbers of or diversity in small, forward-deployed weapons increase tremendously if they are deployed where guerrillas or terrorists might seize them in the field – which is, if you ask me, a pretty important context-specific factor – but difficulties can also arise with other systems.

If you are a nuclear power engaged in a nuclear weapons relationship with an adversary many thousands of miles away, there’s obviously some logic in acquiring delivery systems with intercontinental range. Participants in a regional dyad, however, should carefully consider limiting the range of their systems to avoid having too much range, which could end up drawing them into deeply problematic provocation dynamics with nuclear powers outside the core deterrence dyad. Such a dynamic would carry with it potentially catastrophic risks of inadvertent escalation, miscalculation, or unlooked-for intervention or pre-emption.

These various challenges are difficult and problematic enough when a relationship remains dyadic, so stumbling into escalatory problems with extra-regional players could be notably unwise, especially if those additional players are very powerful and one does not actually have any particular antecedent strategic-level problem with them in the first place. Nuclear possessors need to think through such dynamics, for it matters whether, and how, one’s own regional nuclear dynamics are connected to, or entangled with, broader ones.

D. Unlimited-range Cruise Missiles

Fourth, I would suggest that exotic new technologies and methods need careful attention as well — because what might initially seem to be an attractive “feature” of a new weapons system could turn out to be, from a stability perspective, very much a dangerous “bug.” As an example, take something as seemingly simple as a weapon system’s range. More range seems like it would always be better, right? Well, not always.

It is at least theoretically possible to develop a nuclear-powered cruise missile that could have an essentially unlimited range. In the late 1950s, for example, U.S. and Soviet researchers both worked on designs for a nuclear-powered airplane, the advantage of which was thought to be its ability to remain “continuously airborne.” The U.S. program was rather sensibly terminated in 1961, and the Soviet concept apparently never even got off the drawing board, but one could at least imagine a cruise missile loosely based upon such technology today. To say that such a thing might be possible, however, is not to say that it would be in any way wise.

For one thing, there might be alarming technical, safety, and humanitarian issues associated with a nuclear reactor flying through the air across intercontinental distances — especially a reactor running hot enough to superheat ingested atmospheric gases for propulsion and probably of necessity lacking much by way of radiation shielding. What would the implications be if it were to crash or be shot down, moreover, especially if its flight route took it for thousands of miles through the airspace of any number of countries? Yet even leaving those obvious concerns aside, it is far from clear that such a system would make any sense whatsoever from a stability perspective. Quite the contrary.

Some strategists might perhaps value such a missile as a strategic delivery system because of its potential ability to arrive over enemy territory at low level and from an unexpected or even unwatched point of the compass after a long and craftily circuitous transit. The extreme range that could make this possible might indeed make defending against such a missile difficult, but that’s hardly the end of the story, and such an apparent advantage would likely be offset by other problems. The possibility of an “infinite-range” cruise device might well be quite destabilizing, and could create a major risk of inadvertent nuclear war — not least because of the weird, but hardly hypothetical, possibility that such a missile could be launched into indefinite-duration “holding pattern” flight paths that might be intended to maximize perceptions of imminent threat in order to facilitate an aggressor’s coercive diplomacy, but that in fact would likely elicit unpredictably escalatory responses and escalation dynamics.

I would think that the moral of this story about the stability externalities of unlimited range is simple: it is foolish to plunge forward in nuclear weapons and delivery system development rashly. Considerations of stability cannot be ignored, and the fact that one can build something does not always mean that one should. Some choices are just bad ones.

E. Transparency and Clarity

Sixth, and finally, I believe there is intrinsic value in offering the kind of transparency that helps provide one’s potential clarity about how one thinks about nuclear weapons. I don’t mean the kind of “transparency” that relates to exactly how many one has, specific details about exactly when one would (or would not) actually use a nuclear weapon, or sensitive details about their deployment. Instead, I’m referring to insight into the basic concepts that underlie one’s nuclear posture and doctrine. Providing reasonable clarity about posture and doctrine can serve the interests both of deterrence and of crisis stability and escalation management, by helping increase predictability and reducing the kinds of uncertainty that may fuel dangerously mistaken assumptions.

This is a kind of transparency that we in the United States provide very publicly with every edition of our Nuclear Posture Review, as well as in periodic public statements, reports, and documents of various varieties. We are, in fact, by far the most transparent of any nuclear weapons possessor in this respect. We make such information public, we explain it to adversaries and onlookers alike, and we defend it in public so that we are as clear as we can be about the role that nuclear weapons play in our defense planning and the reasons for the posture choices we have made.

Nobody else does it like this, but I would argue that they should: the more transparency of this sort, the better. As I noted last year in an event at the Preparatory Committee meeting for the Nuclear Nonproliferation Treaty in Geneva — at which two of us from the U.S. State Department joined representatives from the Office of the Secretary of Defense and the Joint Chiefs of Staff in explaining the latest Nuclear Posture Review — we Americans are deeply transparent about these fundamental conceptual and doctrinal issues, and we challenge other possessors to follow our lead in being that way too.

IV. Conclusion

As I said earlier, I hope no one takes the arguments I have suggested as entirely conclusive. I offer them not as hard and fast conclusions, but as illustrations of a stability-focused thought process. We in the United States engaged in a good deal of such thinking for decades, and we must not forget how to do it. Such ways of thinking may also be worth fostering with and among nuclear powers engaged in their own nuclear weapons relationships.

 

At any rate, I hope this gets you thinking. To that end, I hope the scholarly and think tank communities can work with us to encourage the development of stability-mindful strategic thinking — and hence real nuclear risk reduction — wherever national leaders find themselves in enduring nuclear weapons relationships. We must all endeavor to prevent our relationships from collapsing into conflict during the presumably still lengthy era still ahead of humanity until – in the phrasing of Article VI of the Nuclear Nonproliferation Treaty – we can ease international tension and strengthen trust between states enough to permit the stable and sustainable elimination of all such weapons.

An article I published close to five years ago, “Putin to Western elites: Play-time is over”, turned out to be the most popular thing I’ve written so far, having garnered over 200,000 reads over the intervening years. In it I wrote about Putin’s speech at the 2014 Valdai Club conference. In that speech he defined the new rules by which Russia conducts its foreign policy: out in the open, in full public view, as a sovereign nation among other sovereign nations, asserting its national interests and demanding to be treated as an equal. Yet again, Western elites failed to listen to him.

Instead of mutually beneficial cooperation they continued to speak the language of empty accusations and counterproductive yet toothless sanctions.

And so, in last month’s address to Russia’s National Assembly Putin sounded note of complete and utter disdain and contempt for his “Western partners,” as he has usually called them. This time he called them “swine.”

The president’s annual address to the National Assembly is a rather big deal. Russia’s National Assembly is quite unlike that of, say, Venezuela, which really just consists of some obscure nonentity named Juan recording Youtube videos in his apartment. In Russia, the gathering is a who’s-who of Russian politics, including cabinet ministers, Kremlin staffers, the parliament (State Duma), regional governors, business leaders and political experts, along with a huge crowd of journalists. One thing that stood out at this year’s address was the very high level of tension in the hall: the atmosphere seemed charged with electricity.

It quickly became obvious why the upper echelon of Russia’s state bureaucracy was nervous: Putin’s speech was part marching orders part harangue. His plans for the next couple of years are extremely ambitious, as he himself admitted. The plank is set very high, he said, and those who are not up to the challenge have no business going near it. Very hard work lies ahead for almost everyone who was gathered in that hall, and those of them who fail at their tasks are unlikely to be in attendance the next time around because their careers will have ended in disgrace.

The address contained almost no bad news and quite a lot of very good news. Russia’s financial reserves are more than sufficient to cover its entire external debt, both public and private. Non-energy-resource exports are booming to such an extent that Russia no longer needs oil and gas exports to maintain a positive balance of trade. It has become largely immune to Western sanctions. Eurasian integration projects are going extremely well. Russian government’s investments in industry are paying dividends.

The government has amassed vast amounts of capital which it will now spend on domestic programs designed to benefit the people, to help Russians live longer, healthier lives and have more children. “More children—lower taxes” was one of the catchier slogans.

This was what most of the address was about: eradication of remaining poverty; low, subsidized mortgage rates for families with two or more children; pensions indexed to inflation above and beyond the official minimal income levels (corrected and paid out retroactively); high-speed internet for each and every school; universal access to health care through a network of rural clinics; several new world-class oncology clinics; support for tech start-ups; a “social contract” program that helps people start small businesses; another program called “ticket to the future” that allows sixth-graders to choose a career path that includes directed study programs, mentorships and apprenticeships; lots of new infrastructure projects such as the soon-to-be-opened Autobahn between Moscow and St. Petersburg, revamped trash collection and recycling and major air pollution reductions in a dozen major cities; the list goes on and on.

No opposition to these proposals worth mentioning was voiced in any of the commentary that followed on news programs and talk shows; after all, who could possibly be against spending amassed capital on projects that help the population?

Perhaps the most ambitious goal set by Putin was to redo the entire system of Russia’s government regulations, both federal and regional, in every sphere of public life and commerce. Over the next two years every bit of regulation will be examined in order to determine whether it is necessary and whether it responds to contemporary needs and if it isn’t or doesn’t it will be eliminated. This will significantly ease the burden of regulatory compliance, lowering the cost of doing business.

Another goal was to continue growing the already booming agricultural export sector. Last year Russia achieved self-sufficiency in wheat seed stock, but the overall goal is to achieve complete self-sufficiency in food and to become the world’s provider of ecologically clean foodstuffs. (As Putin pointed out, Russia remains the only major agricultural producer in the world that hasn’t been contaminated by American-made GMO poisons.) Yet another goal is to further grow Russia’s tourism industry, which is already booming, by introducing electronic tourist visas that will be much easier to obtain.

Last year’s address surprised the world with its second part, in which Putin unveiled a whole set of new Russian weapons systems that effectively negate every last bit of US military superiority. This year, he added just one new system: a supersonic cruise missile called “Zirkon” with a 1000 km range that flies at Mach 9. But he also provided a progress report on all the others: everything is going according to plan; some new armaments have already been delivered, others are going into mass production, the rest are being tested. He spoke in favor of normalized relations with the EU, but accused the US of “hostility,” adding that Russia does not threaten anyone and is not interested in confrontation.

Putin’s sharpest words were reserved for the US decision to abandon the INF treaty. He said that the US acted in bad faith, accusing Russia of violating the treaty while they themselves violated it, specifically articles 5 and 6, by deploying dual-use launch systems in Romania and Poland which can be used for both air defense and for offensive nuclear weapons which the treaty specifically prohibits. Nuclear-tipped Tomahawk cruise missiles, which the US could deploy in Poland and Romania, would of course pose a risk, but would not provide the US with anything like a first-strike advantage, since these cruise missiles are obsolete to the point where even Syria’s Soviet-era air defenses were able to shoot down most of the ones the US lobbed at them as punishment for the fake chemical weapons attack in Douma.

Speaking of the American dream of a global air defense system, Putin called on the US to “abandon these illusions.” The Americans can think whatever they want, he said, but the question is, “can they do math?” This needs unfolding.

First, the Americans can think whatever they want because... they are Americans. Russians do not allow themselves the luxury of thinking complete and utter nonsense. Those who are not grounded in fact and logic tend to get the Russian term “likbez” thrown in their faces rather promptly. It literally decodes as “liquidation of illiteracy” and is generally used to shut down ignoramuses. But in the US shocking displays of ignorance are quite acceptable. For an example, you need to look no further than the astonishingly idiotic “Green New Deal” being touted by the freshman congresstwit (how’s that for a gender-neutral appellation?) Alexandria Ocasio-Cortez. If she were Russian she’d have been laughed right out of town by now.

“But can they do math?” Apparently not! There is another Russian term—“matchast”—which literally decodes as “material part” but stands for the understanding that can only be achieved through the knowledge of mathematics, the hard sciences and engineering. In Russia, ignoramuses like Ocasio-Cortez, who think that transportation needs can be provided by electric vehicles powered by wind and solar, get shut down by being told to go and study “matchast” while in the US they are allowed to run wild in the halls of congress.

In this case, if Americans could “do math,” they would quickly figure out that there is no conceivable defensive system that would be effective against the new Russian weapons, that there are no conceivable offensive weapons that would prevent Russia from launching an unstoppable retaliatory strike, and that therefore the “new arms race” (which some Americans have been daft enough to announce) is effectively over and Russia has won. See above: Russia is not spending its money on weapons; it is spending it on helping its people. The US can squander arbitrary amounts of money on weapons but this won’t make an iota of difference: an attack on Russia will be the last thing it ever does.

Russia does not plan to be the first to violate the ABM treaty, but if the US deploys intermediate-range nuclear weapons against Russia, then Russia will respond in kind, by targeting not just the territories from which it is threatened but the locations where the decisions to threaten it are taken. Washington, Brussels and other NATO capitals would, clearly, be on that list. This shouldn’t be news; Russia has already announced that in the next war, should there be one, will not be fought on Russian soil. Russia plans to take the fight to the enemy immediately. Of course, there won’t be a war—provided the Americans are sane enough to realize that attacking Russia is functionally equivalent to blowing themselves up with nuclear weapons. Are they sane enough? That is the question that is holding the world hostage.

It is in speaking of them that Putin used the most withering word in his entire address. Speaking of Americans’ dishonesty and bad faith in accusing Russia of violating the ABM treaty while it was they themselves who were violating it, he added: “…and the American satellites oink along with them.” It is rather difficult to come up with an adequate translation for the Russian verb “подхрюкивать”; “oink along with” is as close as I am able to get. The mental image is of a chorus of little pigs accompanying a big swine. The implication is obvious: Putin thinks that the Americans are swine, and that their NATO satellites are swine too.

Therefore, they shouldn’t expect Putin to scatter any pearls before them and, in any case, he’ll be too busy helping Russians live better lives to pay any attention to them.

Shopping for life insurance can be a complicated process, especially when you need a medical exam to qualify. Not everyone qualifies for traditional life insurance policies. But you still have options with no exams and quick underwriting.

Keep reading to see if no medical exam life insurance is the right choice to protect you and your family.

What is no medical exam life insurance?

Most insurance companies require a medical exam. This involves meeting with a medical professional who will:

  • Ask In-Depth Health Questions
  • Measure Your Height and Weight
  • Get a Blood Pressure Reading and Pulse/Resting Heart Rate
  • Take Blood and Urine Samples

If the results indicate a health condition or chronic illness, you could be denied a policy or have to pay a higher premium.

Depending on the company, you may have the option to skip the medical exam, particularly if you know you have a chronic condition or special circumstance. (Being a smoker or having a dangerous job or hobby are two examples.)

Skipping the exam typically means underwriting decisions are quicker. But these policies typically cost more AND provide less coverage than a medically underwritten policy.

Why? Because the insurance company has less knowledge about the risk they're taking to insure you.

TIP: Opt for the exam if you are young and healthy. It may be worth the extra time and effort to get a cheaper policy that leaves more dollars in your pocket.

What are the different types of no medical exam insurance?

There are generally two types of no medical exam insurance:

Guaranteed Issue
With this policy, you avoid the medical exam and underwriters do not even get to see your medical records. This generally is considered a last resort for coverage.

When you apply, the insurance company will ask you a variety of generic, yes/no questions like:

  • Do you smoke or use tobacco?
  • Are you currently residing in a hospital?
  • Do you have HIV or AIDS?
  • Have you been declared terminally ill?

Based on those answers, the company will decide whether to insure you or not. This will usually take place within 24-48 hours.

If you are approved, your policy will likely come with a graded death benefit.

This means if you were to pass away within 2-3 years of buying the policy, your beneficiary would only get a refund on the premiums you paid (and interest), NOT the full payout.

If you live beyond three years and continue to pay the premium on the policy, your beneficiary would then qualify for the full death benefit amount.

You Should Know: The graded death benefit is meant to ensure you don't lie on your application. It protects the insurance company from significant financial loss on your policy.

Simplified Issue
Also called "final expense insurance," this type of policy also doesn't involve a medical exam. But underwriters will ask more thorough questions and have access to your medical records.

These questions are meant to be more in-depth and telling of your health and medical conditions. They include:

  • Are you currently employed and have you actively and continuously participated in the duties of your regular occupation on a full-time basis for the past 6 months?

  • Within the past 24 months, have you used or are you using narcotics, amphetamines or any controlled substance, other than on the advice of a physician?

  • Are you now receiving, or in the past 12 months have you received, chemo or radiation therapy for cancer?

  • Do you require any assistance with bathing, dressing, toileting, indoor or outdoor mobility, or eating, or do you use oxygen?

Depending on your answers and your medical records, you may not be approved for coverage. This policy is typically less expensive but still costs more than medically underwritten policies.

Pros of No Exam Life Insurance

There are many benefits to a no exam policy depending on the coverage and policy type you are looking for.

  • Avoid Getting Denied Unnecessarily: With a policy requiring a medical exam, you could be denied due to an undiagnosed health condition. Or your approved rate may be significantly higher each month than your original quote.

  • It's Faster: You don't need to schedule an exam, go to a facility, get the exam, and wait for the results to reach the insurer. As such, a no medical exam policy approval process goes much faster. It's also less likely you will procrastinate scheduling and getting the exam. So you'll get the coverage you need when you need it.

  • The Application is Shorter and Simpler: You can often just answer questions online. The questions usually involve simple yes/no answers.

    With a medical exam policy, the applications are much longer, thorough and detailed. So they typically are more time consuming to complete.

    In some cases, you may also have to talk on the phone to an insurer. But typically these questions are still simpler than if you had to take a medical exam.

  • Faster Approval Times: You will be approved faster than if you did take an exam. However, the speed depends on if you are applying for a Guaranteed Issue or Simplified Issue policy.

    Because the underwriter will likely ask for your medical records with a Simplified Issue policy, approval could take a little longer.

  • Easier to Qualify: By only having to answer questions online (or over the phone, in some cases), you are much more likely to qualify than you are if you took a medical exam.

  • Some Carriers Allow Direct Online Sign-Up: Some insurance companies now allow you to complete your application by yourself online.

    This gives you the opportunity to fill out and submit the application, and receive an answer—all without talking to a real person.

While there are clear benefits, no medical exam insurance does have some drawbacks. We cover those below.

Cons of No Exam Life Insurance

Before you apply, know the downsides to this type of policy.

  • More Expensive: The underwriter doesn't have in-depth, or in some cases any, knowledge of your health history.

    This mean they are taking a much greater risk by insuring you, so they are going to charge you a higher monthly premium. This covers them in case you die before paying off the policy.

  • Fewer Coverage Options: Coverage amounts tend to be lower for no exam insurance (more on that below).

  • Underwriting May Be Unavoidable: Even without a medical exam, an underwriter may do research on you.

      Underwriters may look at several reports, including:

      • Medical Information Bureau (MIB) Report: Your MIB Report can show previous or existing medical records, prescription medication history, adverse driving records, and other information that could raise a red flag with your insurance company.

      • Prescription Drug Report: This report reviews claims data. It shares the kind of prescriptions you've taken in the past (or are taking), how often you refill, and if you take them as directed by your physician.

      • Medical Records: You may be asked to provide permission to the underwriter to contact your current physician for access to your medical records. This will give additional support to the MIB Report they pulled on you.

      • Motor Vehicle Report: This provides information in addition to the MIB report. It will give the insurer information as to whether you have speeding tickets or a DUI in the past.

    Why opt for a no medical exam policy?

    A no medical exam life insurance policy may work better for your situation than one with a medical exam requirement. Consider:

    Is a Life Insurance Policy Being Mandated in a Divorce Decree?
    In many settlements, alimony payments are owed to the other spouse, which would cease upon his or her death.

    To combat that, you should have a life insurance policy to protect those payments if the ex-spouse passes away. If it's a legal obligation, you may need coverage quickly.

    Were You Declined for Life Insurance in the Past?
    If you've previously applied for an exam policy and were denied, you may have a better chance of being accepted with a no exam policy.

    Even though you still have to answer questions about your health, these underwriters are often more lenient with requirements. You may also be able to get covered under higher premiums for a condition you were denied for with another carrier.

    Do You Need to Secure a Business Loan?
    Many bank lenders require a life insurance policy on the person applying for the loan. This covers the bank if the person passes away before paying off the full cost of the loan.

    If you are already going through the loan process and didn't realize you needed a life insurance policy, you may have to get one quickly to avoid stalling the loan process.

    Do You Have a Dangerous Job or Hobby?
    Often, you'll be denied coverage with a traditional company. They simply don't want to take on the risk of you dying before paying off the full policy.

    However, without the medical exam and more lenient questions, this may not be an issue for a no exam policy.

    Have You Seen a Doctor Recently?
    If you haven't been to your doctor in several years, you don't know what your blood work or other medical tests may show.

    If something does come up, you could easily be denied coverage. You may want to play it safe by applying for a policy with no medical exam.

    How Do You Plan to Use the Policy?
    Do you want life insurance coverage as protection for your family to pay off final costs? Or to help raise your family if you die prematurely?

    Then a policy with an exam may be a better option for you. The coverage amounts are typically higher and you likely will pay significantly less money in premiums.

    How Fast Do You Need It?
    Most traditional underwriting takes 4-8 weeks or longer. But with a no exam policy, you could get coverage in as little as 24 hours (or less if they offer online policy purchase).

    If you have a lapse in coverage, your policy is expired, or you need immediate coverage for another reason, this might be a good choice for you.

    Do You Have a Fear of Needles?
    Most people don't enjoy getting stuck with a needle. But for some, this can be a deal breaker.

    During a medical exam for a policy, you'll be required to get blood drawn. If you can't even fathom the thought, a no exam policy might be the route for you.

    What Should I Look for When Deciding on a Type of Policy?

    When it comes to no medical exam insurance, you have several options. But how do you know what to look for when deciding on the right policy for you?

    You should make the best decision based on your needs. Here are some common application mistakes to avoid:

    • Not Comparing Companies
    • Paying Too Much
    • Settling for the First Company You Find
    • Assuming You Only Have 1 or 2 Options

    When comparing policies, make sure you pay particular attention to these features:

    Death Benefits: Understand what percentage of the death benefit will be paid to your beneficiary. And make sure you know when it will be paid out.

    For example, some companies take two or three years to reach 100% payout.

    Premium Amount: You should know how much your monthly premium will be and when it is due. Think about the affordability of the premium, especially if something were to happen and you didn't have a steady income for a few months.

    Typically these no exam policies cost more. If you can't afford the premium, you may want to take the time to complete a medical exam for a lower premium policy.

    If an exam policy is not an option, make sure you compare different company quotes to get the most affordable premium.

    Insurance Carrier: After getting quotes, you'll want to research the companies before making a final decision. Remember: price isn't everything.

    Look at star ratings and reviews on the company, both professional (like Standard & Poor's, A.M. Best, Fitch, and/or Moody's) and peer (current or past customers). And pay attention to their financial strength and claim paying reputation, as well as customer service.

    Type of Policy: There are two different types of life insurance policies: term and whole. While not all insurers offer both types of policies, you should check to make sure the company you are considering offers what you need.

  • Convenience: No exam policy is meant to be easier and quicker to purchase compared to a traditional exam policy. When you are quoting and applying for one of these policies, you want to make sure that's actually true.

How do you get life insurance without a medical exam?

Once you've done your research, you can get a no exam life insurance policy the same way as a traditional one.

  1. Get Several Quotes
  2. Submit an Application
  3. Wait for Approval

Get Several Quotes: You can request quotes in person, over the phone or online. Select the policy quote that's best for you.

Submit an Application: The application will consist of a variety of simple questions about your general health.

When you apply for coverage, underwriters (who work for the insurance company) will determine the risk your life insurance policy would create for the insurance company.

Healthier people have less risk, as opposed to unhealthier people (with a chronic or unmanaged condition) whose policy presents a greater risk. The greater your risk, the less likely you are to be approved.

Wait for Approval: Once you submit your application, the underwriter determines your risk. They may also seek more information, like requesting medical records from your doctor.

If this is not necessary, you are typically approved for the coverage and the policy goes into effect. When records are requested, it may take longer for approval. The underwriter will analyze the risk and determine the coverage amount they will offer you.

Insurance Fraud: Two-Year Contestability Period

Because there is no documented health exam, it's much easier for people to commit insurance fraud with Guaranteed or Simple Issue policies. They do this by lying to the underwriter about their health to influence the company into approving them.

Remember: Lying to underwriters during your application or in the survey is insurance fraud.

Also, most insurance companies have something called a two-year contestability period. This means they can deny a claim for life insurance within the first two years after it is issued.

If you die within those first two years (perhaps because you weren't honest about a terminal illness), the company will likely reopen your case. They will attempt to uncover documentation of any false answers.

If they find that you weren't honest in your original application, they can withhold payment from the beneficiaries. In other words, your beneficiaries won't get the death benefit payout.

Companies can even deny your claim, meaning you aren't covered by the insurance policy at all.

TIP: ALWAYS be truthful on your life insurance application and when answering questions related to your eligibility and health. It's illegal to do otherwise.

Plus, it can hurt you in the long term when your beneficiaries don't get the payout they were expecting.

The Ave and Pater beads of this seven-decade Franciscan Crown rosary are carved from betel nuts. They are beige, with dark brown veining. The Ave beads are 6mm bicones and the Pater beads are 15x10mm ovals. Two sizes of opaque brown seed beads accent the Pater beads and provide spacing.

The center and cross are both silver tone. The center has an image of Saint Francis in prayer on one side and Saint Anthony holding the Christ Child on the other. Garnet is the birthstone for January, and 7mm smooth rounds of genuine garnet form the Hail Mary beads of this five-decade Catholic rosary. 12mm faceted rounds of Czech glass in opaque jet are the Our Father beads. Two sizes of opaque black seed beads provide spacing and accent the Our Father beads. I like these garnet beads for their natural appearance. Unlike some that are dyed a uniform color, these have swirls with a variation in hue, although the beads all keep the basic dark maroon of garnet.

The center and crucifix are both silver tone and both were made in Italy. The center is a traditional oval Miraculous Medal. The crucifix is in what I'd call a transitional style - not too traditional and not too modern - with a textured border and angels at the ends of the crossbeam; it is plain silver tone on the reverse.

Ingat Sahabat, Nikah dan menikahkan bukan urusan personal belaka tetapi merupakan kewajiban

sosial, ketika kita melihat anak kita, saudara kita, orang-orang disekitar kita sudah

waktunya menikah tetapi masih ragu bahkan takut menikah atau kesulitan mencari jodohnya,

maka kewajiban kita membantu memudahkannya sesuai kemampuan kita.

Namanya Aini. begitu saya biasa memanggilnya. Salah satu "adik" terbaik yang pernah saya

miliki, yang pernah saya temui dan alhamdulillah Allah pertemukan saya dengannya.

Seharusnya 20 Nopember nanti genap ia menginjak usia 37 tahun. Beberapa tahun bersamanya,

banyak contoh yang bisa saya ambil darinya. Kedewasaan sikap, keshabaran, keistiqomahan, dan

pengabdian yang luar biasa dalam meretas jalan dakwah . Seorang Penggerak dakwah yang

tangguh dan tak pernah menyerah. Sosok yang tidak pernah mengeluh, tidak pernah putus asa

dan memiliki prasangka baik yang teramat tinggi kepada Allah. Dan dia adalah salah satu

amanah saya terberat, ketika memang harusnya ia sudah memasuki sebuah jenjang pernikahan.

Ketika beberapa gadis lain yang lebih muda usianya melenggang dengan mudahnya menuju jenjang

pernikahan, maka Aini ,Allah taqdirkan harus terus meretas kesabaran. Beberapa kali saya

berikhtiar membantunya menemukan pemuda shalih, tetapi ketika sudah memulai setengah

perjalanan proses..Allah pun berkehendak lain. Namun begitu, tidak pernah ada protes yang

keluar dari lisannya, tidak juga ada keluh kesah, atau bahkan mempertanyakan kenapa sang

pemuda begitu " lemahnya " hingga tidak mampu menerjang berbagai penghalang ? Atau ketika

masalah fisik, suku, serta terlebih usia yang selalu menjadi kendala utama seorang pemuda

mengundurkan diri , Aini pun tidak pernah mempertanyakan atau memprotes " kenapa pemuda

sekarang seperti ini ?

Tidak ada gurat sesal, kecewa, atau sedih pada raut muka ataupun tutur katanya. Kepasrahan

dan keyakinan terhadap kehendak Allah begitu indah terlukis dalam dirinya.

Hingga, akhirnya seorang pemuda shalih yang dengan kebaikan akhlak serta ilmunya, datang dan

berkenan untuk menjadikannya seorang pendamping. Tidak ada luapan euphoria kebahagiaan yang

ia tampakkan selain ucapan singkat yang penuh makna "Alhamdulillah..jazakillah saya sudah

membantu...mohon doa agar diridhai Allah "

Alhamdulillah , Allah mudahkan proses ta’arauf serta khitbah mereka, tanpa ada kendala

apapun seperti yang pernah terjadi sebelumnya. Padahal pemuda shalih yang Allah pilihkan

tersebut berusia 8 tahun lebih muda dari usianya.

Berkomitmen pada sunnah Rasulullah untuk menyegerakan sebuah pernikahan, maka rencana akad

pun direncanakan 1 bulan kemudian, bertepatan dengan selesainya adik sang pemuda

menyelesaikan studi di negeri Mesir.

Namun , Allah lah Maha Sebaik-baik Pembuat keputusan..

2 minggu menjelang hari pernikahan, sebuah kabar duka pun datang. Usai Aini mengisi sebuah

kajian , motor yang dikendarainya terserempet sebuah mobil, dan menabrak kontainer

didepannya. Aini shalihah pun harus meregang nyawa di ruang ICU. 2 hari setelah peristiwa

itu, Rumah sakit yang menanganinya pun menyatakan menyerah. Tidak sanggup berbuat banyak

karena kondisinya yang begitu parah.

Hanya iringan dzikir disela-sela isak tangis kami yang berada disana. Semua keluarga Aini

juga sang pemuda pun sudah berkumpul. Mencoba menata hati bersama untuk pasrah dan bersiap

menerima apapun ketentuanNya. Kami hanya terus berdoa agar Allah berikan yang terbaik dan

terindah untuknya. Hingga sesaat, Allah mengijinkan Aini tersadar dan menggerakkan

jemarinya. Ya Rabb...sebait harapan pun kembali kami rajut agar Allah berkenan memberikan

kesembuhan, walau harapan itu terus menipis seiring kondisinya yang semakin melemah. Hingga

kemudian sang pemuda pun mengajukan sebuah permintaan kepada keluarga Aini.

" Ijinkan saya untuk membantunya menggenapkan setengah Agamanya ini. Jika Allah berkehendak

memanggilnya, maka ia datang menghadap Allah dalam keadaan sudah melaksanakan sunnah

Rasulullah..."

Permintaan yang membuat kami semua tertegun. Yakinkah dia dengan keputusannya ?

Dalam kedaaan demikian , akhirnya 2 keluarga besar itupun sepakat memenuhi permintaan sang

pemuda.

Sang bunda pun membisikkan rencana tersebut di telinga Aini. Dan baru kali itulah saya

melihat aliran airmata mengalir dari sepasang mata jernihnya.

Tepat pukul 16.00, dihadiri seorang penghulu,orangtua dari 2 pihak, serta beberapa sahabat

dan dokter serta perawat...pernikahan yang penuh tangis duka itupun dilaksanakan. Tidak

seperti pernikahan lazimnya yang diiringi tangis kebahagiaan, maka pernikahan tersebut penuh

dengan rasa yang sangat sulit terlukiskan. Khidmat, sepi namun penuh isakan tangis

kesedihan.

Tepat setelah ijab kabul terucap...sang pemuda pun mencium kening Aini serta membacakan doa

diatas kain perban putih yang sudah berganti warna menjadi merah penuh darah yang menutupi

hampir seluruh kepala Aini. Lirih, kami pun masih mendengar Aini berucap, " Tolong Ikhlaskan

saya....."

Hanya 5 menit. Ya..hanya 5 menit setelah ijab kabul itu. Tangisanpun memecah ruangan yang

tadinya senyap menahan sesak dan airmata. Akhirnya Allah menjemputnya dalam keadaan tenang

dan senyum indah.

Sang Pemuda telah menjemput seorang bidadari... sebuah karunia indah dan janji yang telah

Allah berikan padanya...

Dan sang pemuda pun melepas dengan penuh sukacita dengan iringan tetes airmata yang tidak

kuasa ditahannya...

" ..SAYA TELAH MENIKAHI SEORANG BIDADARI.. NIKMAT MANA LAGI YANG HARUS SAYA DUSTAKAN..."

Begitulah sang pemuda shalih mengutip ayat Ar RahmanNya...

Ya Rabb..Engkau sebaik-baik pembuat skenario kehidupan hambaMu..Maka jadikanlah kami

senantiasa dapat memngambil hikmah dari setiap episode kehidupan yang Engkau berikan...

Selamat jalan adikku sayang ...engkau memang bidadari surga yang Allah tidak berkenan

seorang pemuda pun didunia ini yang bisa mendampingi kehidupanmu kecuali para pemuda shalih

yang berkhidmat di jalan dakwah dengan ikhlas, tawadhu dan siap berjihad dijalanNya dan

kelak menutup mata sebagai seorang syuhada...."

Selamat jalan Aini..semoga Allah memberimu tempat terindah di surgaNya....Semoga Allah

kumpulkan kita kelak didalam surgaNya...amiin)

LINCOLN – In celebration of National Ag Week, March 10-16, the Nebraska Department of Agriculture (NDA) is announcing the winners of this year’s poster contest. More than 1,800 students in grades 1-6 from all over the state entered NDA’s annual contest by illustrating Nebraska agriculture, the state’s number one industry.

 “There are many talented students in Nebraska who are in tune with agriculture and the many contributions the ag industry makes to our state,” said NDA Director Steve Wellman. “This year’s posters were creative and thoughtful. They show how agriculture plays such an important role in our lives every day.”

 NDA announces the winners of its annual poster contest during National Ag Week to highlight the diversity of agriculture and celebrate the food, feed and fuel that farmers and ranchers provide every day. The winning posters and the names of the schools submitting entries are on NDA’s website at www.nda.nebraska.gov/kids.

 The posters, depicting this year’s theme of “The Many Colors of Nebraska Agriculture,” were judged in three separate categories: first and second grade; third and fourth grade; and fifth and sixth grade. The poster contest is in its 16th year.

Goals will focus on supporting and enhancing Protective Factors of the caregiver as well as promoting the safety, stability and wellbeing of youth placed in out of home care. Support will include intervention and teaching strategies to assist the relative/kinship foster parent(s) with managing behavioral and emotional challenges, assisting with arranging and securing formal and informal resources as needed, assisting in meeting the wellbeing needs of youth, and monitoring the home to ensure the placement is safe and suitable. Educate and encourage placements and families to work to ensure the children achieve timely permanency. **_MAJOR RESPONSIBILITIES & DUTIES_** 1. Maintain a consistent caseload of licensed and/or approved relative/kinship foster families. 1. Complete relative/kinship foster care and adoption home study assessment within timeframe specified to identify strengths and needs of the family. 2. Provide ongoing supportive services to assigned relative/kinship foster homes and assist with locating community resources and building informal support networks. 3. Orients relative/kinship foster families to working with the Child Welfare System. 4. Facilitate and maintain compliance with obtaining fingerprints for assigned all relative/kinship foster families. 5. Provide and/or coordinate initial and ongoing training for all assigned relative/kinship foster families. 6. Complete steps necessary to move assigned relative/kinship foster family toward relative/kinship licensure with the State of Nebraska. 7. Conduct monthly in-home face to face visits with children and relative/kinship foster parents as well as phone calls as needed to assure needs are being met. 8. Assess and ensure child safety, permanency and well-being while making reasonable efforts to solidify, preserve, strengthen and maintain family unity. 9. Participate in family team meetings focused on safety, permanency, and well–being and provide updates as they relate to placement and placement stability. 10. Complete detailed monthly summary of all services provided to the relative/kinship foster family. 11. Collaborate with agency providers to ensure quality that services are being provided to children, youth, and families. 1. Develop and maintain positive working relationships with DHHS Resource Development and other various providers. 2. Meet with professionals in the community in order to assist foster family in meeting the needs of the youth placed in their home. 3. Assist in arranging or providing transportation services to children who are placed in kinship care as needed to assure the youth are getting to necessary appointments. 4. Keep documentation of all contacts with youth and family as well as travel expenses and mileage expressly relating to each family. 5. Assist the FPS in completion of the Nebraska Caregiver Responsibility Tool at the necessary intervals within the required timeframes. 1. Understand and operate within all policies, practices, regulations, and accreditation standards as they apply to PromiseShip, DHHS, kinship licensing and kinship support. 2. Take initiative to meet ongoing training requirements and to develop competencies to improve job performance. 3. Serve as a role model in carrying out the PromiseShip mission. 4. Be dependable and punctual regarding scheduling and attendance. 5. Be willing and able to contact the DHHS hotline if concerns for the safety and well-being of the youth placed in the caregiver’s home are noted. 6. Just in time for college basketball’s biggest stage at March Madness, Coors Light is tapping technology to convert Bud Light’s misleading attacks into ice cold beer. Starting March 22, Coors Light will unveil the first smart beer tap fueled by Bud Light negativity. Dubbed ‘The Coors Light,’ the brand states that the tap will monitor for Bud Light’s activity on social- and broadcast-media channels in real time. During promotional periods when Bud Light attacks Coors Light, the smart beer tap will light up in bars across the country, signaling the next round of Coors Light is on the brand.

“Bud Light has been attacking us out of frustration for weeks now,” said Ryan Reis, vice-president of brand marketing, Coors Family of Brands. “We believe people just want to move on. So, we invented this smart beer tap that does the listening for them — and even better, turns Bud Light’s negativity into rounds of Coors Light on us.”

The trio will play an entire set of fully improvised music from start to finish. We will draw influence from the music of Albert Ayler, Joe Morris, Ornette Coleman, Cecil Taylor and Tony Malaby. We truly wish that you enjoy the trip.

Jonathan Milberger was born in Omaha, Nebraska. Moving across the country in his youth due to his father’s own career in music, Jonathan eventually settled in the small Appalachian city of Roanoke, Virginia, where he spent his teenage years. There he was inspired to take up the saxophone, after learning clarinet, in order to join his middle school, and later his high school, jazz band. During his first year of high school he decided to pursue music full-time and soon after his graduation received a scholarship to move to New York City and study music at The New School for Jazz and Contemporary Music. Functioning equally as a composer and performer, Jonathan’s musical influences range from composers such as Beethoven, Bach, Ravel, Mozart and The Beatles, to improvisors such as Sonny Rollins, Albert Ayler, Cecil Taylor and John Coltrane. Jonathan is on track to receive a bachelor's degree in Jazz Saxophone from The New School in May of 2019.
