Harding Fine Arts Academy officials have put plans to relocate students on hold, telling Oklahoma City Public Schools they are interested in buying and remaining in the aging building they lease, which could cost between $13 million and $20 million to renovate.

In a Sunday letter to the school's families and friends, board President Susan Gabbard and Superintendent Barry Schmelzenbach said they are working with district officials to "create a solution for the future of our school," adding that the board has "carefully evaluated several facilities.

The Senate approved a bill Monday to create a new state budget office, advancing a central part of the Republican agenda that aims to give lawmakers more accurate financial numbers.

Senate Bill 1 creates the Legislative Office of Fiscal Transparency (LOFT), an eight-person department that would conduct performance evaluations of state agencies.

The bill passed the Senate 38 to 10 — Democrats were unified in opposition — and now heads to the House.

Senate President Pro Tem Greg Treat, the author of SB 1, said around 35 other states have a similar office.

“When we make budget decisions, often times we are left to the whims of the (state) agencies and how much information they want to share with us,” said Treat, R-Oklahoma City.

Supporters of the legislation often point to last year’s financial crisis with the state Department of Health.

“The state Department of Health was able to hide $30 million from us because we simply don’t have the access we need,” Treat said.

Treat said the new office would cost the state around $1.6 million in the first year and $860,000 each year after.

          Metro nonprofit raising funds for shelter to serve sex trafficking victims      Cache   Translate Page

A metro nonprofit that serves victims of human trafficking has launched a fundraising campaign to open a 24-hour shelter for those abused by the sex trade.

The state-certified Dragonfly Home is looking to raise $350,000 to purchase a property and operate as the only such shelter in the Oklahoma City area.

Since earning certification from the Victim Services Unit at the Oklahoma Attorney General's Office in 2016, the Dragonfly Home has served more than 250 victims of human trafficking through its non-residential program.

The nonprofit has fielded more than 2,500 calls to its 24-hour helpline during the same period.

While some sex-trafficking victims don’t need shelter, the Dragonfly Home has driven others more than 1,000 miles to find long-term safety, said Whitney Anderson, co-founder and executive director.

“So often we get hotline calls from survivors of sex trafficking who are needing emergency shelter,” she said.

Russell Westbrook continues to have an extremely strained relationship with Utah Jazz fans and ventured into unprofessional territory on Monday night. During the Oklahoma City Thunder’s 98-89 win over the Jazz, Westbrook got into it with some fans. He was captured on video by Jazz digital reporter Eric Woodyard threatening to f— up some fans. The video contains profanity, so beware if you watch it. Woodyard says the fans received warnings for their conduct, but were not ejected from the game. Jazz fans had been taunting Westbrook earlier in the game with “Westbrook sucks” chants. Their issues are a continuation of what happened last season, when the Jazz beat the Thunder in a playoff series. Westbrook snapped at a Jazz fan during halftime of a playoff game. He also got aggressive with a fan after the game. Westbrook is more sensitive to fan behavior than most and makes a point of trying to correct them when he feels they’re out of line. Saying things like he did on Monday is inappropriate, though.

          Bruce Arthur: Maple Leafs are right to speak out about a word that was never spoken      Cache   Translate Page      

Morgan Rielly didn’t say it. That’s what the referee said when the NHL asked, and he was five feet away at the time. That’s what the audio confirmed, when the 10 microphones and both broadcasts were checked. Rielly was accused of yelling a homophobic slur at a referee Monday night, in a loss to Tampa Bay. The National Hockey League investigated, and said he didn’t.

And it could have been left at that, even after social media was set aflame by people yelling at Rielly, or the people who yelled, So what if he did say it, and people who still insisted that the investigation was a cover-up by a league that fined Anaheim’s Ryan Getzlaf for calling an official a c---sucker in the Western Conference final in 2017, and suspended Chicago’s Andrew Shaw for one playoff game for calling an official a faggot in 2016. Rielly was cleared. The Leafs could have just let it lie.

But general manager Kyle Dubas, with team president Brendan Shanahan, decided to turn this into something positive. So they tried.

“It goes back to my time in the Soo,” said Dubas, at an afternoon press conference. “Our goal as an organization is ... if a homosexual, bisexual, transgender fan walks into the rink that they feel welcome here and safe here. If we have a player who’s contemplating what their sexuality is, if they feel safe here, they can be themselves here. That’s why the cause matters to me.”

Dubas said he would have been surprised had Rielly employed even casual homophobia, where the word is used to hurt and denigrate rather than to describe. Rielly has tweeted in support of both the Vancouver and Toronto Pride Parades, and Dubas said a few weeks before the defenceman went to the team to say he wanted to march in this year’s Pride Parade in Toronto. Dubas, former GM Brian Burke, and Leafs such as Ben Scrivens have also marched, and Rielly admired that.

“I think it’s important because there’s lots of people that have very hard times, and struggle with this,” said Rielly. “It’s important to support one another. There’s been examples over time of this team taking part in that, Kyle especially. When leadership supports something, the players follow. You know it’s not just in sports that this is important, but within our lives it happens every day. It’s important we’re sensitive to it and we’re aware of it.”

And Dubas went out of his way to say that Rielly and the Leafs were not the victims here. That was important.

“I think that some people rushed to judgment, and that's what happens in 2019,” Dubas said. “But there are a lot of people in our community, and people that we know, and people that have family members where they are affected by homophobia every single day in our community, and all throughout the world.”

Brock McGillis is one. He played with the Sault Ste. Marie Greyhounds when Dubas was a 16-year-old there; Dubas was one of the first people to call McGillis when he came out as gay. McGillis has also spoken on numerous occasions with Shanahan, and has a lot of time for both.

“Kyle’s a very progressive individual, and is focused on a culture shift; I think he really wants that, I believe that,” said McGillis. “And (Shanahan) is an incredibly enlightened and insightful human being who again, is very inclusive and wants a culture shift.”

McGillis gets 50 to 100 calls a week from young gay athletes, and mentors about 100 between speaking gigs and advocacy; he says from what he hears, homophobic language is still threaded throughout the sport, in small towns or big ones. It shouldn’t be surprising. He’s still not sure whether Pride Parades or Pride Nights at games reach the most vulnerable kids — “the kid who’s hearing homophobic language in an NHL game who is playing minor hockey and is gay, and struggling. I don’t know if it helps him. I don’t think it does.”

But he does appreciate that in the still-monolithic culture of hockey, people like Dubas, Rielly and Shanahan are positives; the Jays suspended Kevin Pillar for two games when he used the word in 2017, but didn’t do this. The Utah Jazz banned a fan who directed what could have been a racial or homophobic slur at Oklahoma City’s Russell Westbrook Monday night. But they didn’t do this.

And as Dr. Kristopher Wells, an associate profession at MacEwan University in Edmonton who co-founded Pride Tape and specializes in LGBT and youth issues, says, “five or 10 years ago, we weren’t even talking about this.” Understanding what the words mean to people matters. The Toronto Gay Hockey Association bans the word faggot, even if used fondly, because it can carry such hurtful implications. McGillis simply says, “It’s our N-word.”

“Even if (Rielly had) said it, I don’t care,” says McGillis, “If he didn’t say it, even better. But the fact that people thought he did is more of an indictment of where the sport is at. They’re all products of an environment that is so insular, such a bubble, and you hear the same language over and over.”

“Honestly, hockey has a long way to go. It’s an opportunity to step up. I hope they use it to springboard future initiatives. I hope the team and the league use it as an opportunity.”

It wasn’t going to happen in a day; nothing will. But faced with this moment this version of the Toronto Maple Leafs, with the full knowledge of their reach and power, did more than they had to. They said something. That was good.

The Boston Marathon bombings bring back memories of the Oklahoma City bombing on April 19, 1995. The attack was planned to coincide with the anniversary of the Waco Siege and the 220th anniversary of the Battles of Lexington and Concord.


The Oklahoma blast killed 168 people, including 19 children and injured 680.  As a result of the bombing, the U.S. government passed the Antiterrorism and Effective Death Penalty Act of 1996 which tightened the standards for habeas corpus in the United States.  The above photo taken by Charles H. Porter, is of firefighter Chris Fields removing infant Baylee Almon (who later died in a nearby hospital) from the destruction of the Oklahoma City bombing.
On June 11, 2001, Timothy McVeigh was executed at the United States Prison-Terre Haute.  I had the opportunity to interview the warden at the time-- Harley Lappin-- about his experiences coordinating the execution team called "Operation Elm Tree," named after the large Elm that remained undamaged at the Murrah Building.  What is little remembered, is that eight days later, convicted Mexican drug cartel member, Juan Raul Garza was also executed.  His death attracted only 75 reporters and very few protestors compared to the international attention from hundreds of reporters that McVeigh's execution generated. Since then no other federal executions have occurred.  Before McVeigh and Garza, there had not been a federal execution since 1963 when Victor Feguer was hung at the Iowa State Penitentiary.
The U.S. government's bereft record of capital punishment makes it unlikely that 19-year old Dzhokhar Tsarnaev  will meet an untimely end at the hands of federal executors.  If the survivors and the families of victims are seeking retribution, it will not be through the death penalty.  
Some would argue that spending the rest of your life in solitary confinement is a certain kind of hell that few would wish on anyone, particularly a bright, impressionable teenager who blindly followed in the footsteps of a big brother bent on killing his innocent neighbors.

Representatives of First Christian Church promised Tuesday they have no plans to tear down the architectural landmark and do not have any pending deals with buyers that could lead to demolition in the immediate future.

Those promises by church board chairman Steve Felton, were made as the Oklahoma City Council debated starting the process to designate historic landmark status to the property at NW 36 and Walker Avenue.

If such a vote had been held Tuesday, no demolition or changes could occur at the property for up to 180 days and a final vote would restrict any changes to those approved by the city’s Historic Preservation Commission.

Instead, the city council voted to defer a vote until April 9.

NAIA Coaches' Top 25 Poll

COLUMBIA, Ky.- The Lindsey Wilson softball team jumps five spots in the NAIA Softball Coaches' Top 25 Poll, announced by officials on Tuesday afternoon.

No.8- ranked Lindsey Wilson (12-0) tallied 383 voting points.

Science and Arts (Okla.) claims the top spot with a 17-0 record and earning 529 voting points. Oklahoma City falls one spot to No.2 with 509 voting points. Southern Oregon remains at third with 494 voting points. Georgia Gwinnett moves up one spot to No.4 with 468 voting points, while Marian (Ind.) claims the fifth spot with 449 voting points.

Three Mid-South Conference schools are in the poll with Lindsey Wilson ranked eighth. Campbellsville (Ky.) falls five spots to No.16 with 284 voting points, while Cumberland (Tenn.) is receiving votes in the poll.

The Lindsey Wilson softball team is back in action this weekend, with matchups against Middle Georgia (Ga.), No. 4 Georgia Gwinnett and Reinhardt (Ga.) scheduled for Friday- Sunday, March 15-17.

Three Harding Charter Preparatory High School Alumni recently received a Clyde Riggs Life is Good scholarship for $5,000 each.

This year’s winners are Corvin Barlow, Bryan Franco and Katelynn McLaughlin. The scholarships were awarded at the Harding Charter Prep All-School Reunion to students who are designated as college sophomores or above.

Barlow attends the University of Oklahoma, and his major is pre-medicine/psychlogy; Franco attends Oklahoma State University and is majoring in business management; and McLaughlin attends Oklahoma City Community College, majoring in environmental science.

The Clyde Riggs Scholarship has been given the past eight years to qualified Harding Charter Prep alumni to help ease the college financial burden.

Switching back and forth between this and my night optic it always returned to zero. It is a stellar piece of equipment, however, I have a moderate astigmatism so my eyes don't really agree with red dots.

The seas, lakes and oceans are now pluming deadly hydrogen sulfide and suffocating methane. Hydrogen sulfide is a highly toxic water-soluble heavier-than-air gas and will accumulate in low-lying areas. Methane is slightly more buoyant than normal air and so will be all around, but will tend to contaminate our atmosphere from the top down. These gases are sickening and killing oxygen-using life all around the world, including human life, as our atmosphere is increasingly poisoned. This is an extinction level event and will likely decimate both the biosphere and human population and it is debatable whether humankind can survive this event.

NEW YORK (AP) — The NBA has fined Oklahoma City guard Russell Westbrook $25,000 for the language he directed toward a fan in Utah. Meanwhile, the Jazz have banned the fan from all events at their arena permanently and effective immediately. Westbrook says the fan made racial comments toward him during the Jazz-Thunder game on Monday night. The NBA and the Jazz both investigated the matter and released decisions Tuesday afternoon. Westbrook was fined for using both profanity and threatening language, which he did from the sideline. The Jazz say that the fan was banned for "excessive and derogatory verbal abuse" during the game.

Maldonado-Passage was indicted in September for allegedly trying to hire someone to kill the operator of a Florida-based animal sanctuary. He has pleaded not guilty. He is also accused of killing five tigers in October 2017 and selling and offering to sell tiger cubs in violation of the Endangered Species Act. Known as "Joe Exotic," Maldonado-Passage formerly operated a zoo in Wynnewood, Oklahoma. He ran unsuccessfully for Oklahoma governor last year as a Libertarian candidate and appeared on John Oliver's "Last Week Tonight" when he was a 2016 write-in candidate for president.

OKLAHOMA CITY (AP) — Oklahoma finance officials say collections to the state's main operating fund continued to exceed projections last month, outpacing both the official estimate and last year's collections. Office of Management and Enterprise Services Director John Budd reported Tuesday that collections to the General Revenue Fund totaled $385.2 million last month. That's nearly 20 percent above the official estimate and more than 30 percent above collections in February 2018. The General Revenue Fund is the main source for the appropriated state budget. For the first eight months of the fiscal year, collections to the fund have exceeded the official estimate by nearly 7 percent. Any revenue above the estimate will be deposited into the state's Rainy Day Fund which helps fund state operations when revenues decline.

Because The Man loves me - on our way home from our overnight get-away
last week, we stopped at this quirky little shop!!

Walking in behind us, a lady thought it was a restaurant -
She was a little surprised it was actually a shop.

From the outside, you really can't tell what kind of shop it is - other than quirky!!

I only took photos of the outside.
Once inside, it was still quirky - but nothing like outside!!
It was a mix of boutique clothing,
(you know the tiny, trendy, cute little clothes with only s and xs left on the racks)
old gringo and corral cowboy boots, flip-flops, jewelry,
all mixed in with some home decor items,
crafting items,
quirky gifts,
Oklahoma souvenirs,
and a screaming cook-a-too - however, it did whistle at me :)

Lots of eye candy and I could have spent more time browsing!!

I loved all the cowboy boots and the clothing was adorable - just not my size!

And they had very cute and unique jewelry!!

The only thing I purchased was some German Glass Glitter in a cute salt/pepper shaker!

I'll use the glitter on projects in my playroom
and I collect crystal salt/pepper shakers because
I'm trying to get enough to create a chess board set.

Pepper in half and salt in the other half - - black & white pieces.

Although I don't play chess - it's more about having unique decorative items in my home!!

Last night, a Utah Jazz fan and Oklahoma City Thunder player Russell Westbrook got into a heated exchange that the OKC player characterized as “racial.” Today, news hit that the fan planned to sue Westbrook while the Jazz banned the fan for life.

News 9 reported that the fan named Shane Keisel got himself a lifetime ban from all events at Vivint Smart Home Arena in Salt Lake City. Earlier Keisel announced plans to sue OKC’s number 0 because of the situation, and for that reason, Keisel took down all his social media accounts. Quick searching people on the Internet managed to find several questionable and possibly racist tweets from Keisel before he scrubbed his social media.

A roughly 30-second video of the latter part of the incident posted to Twitter by Jazz Digital Sports reporter Eric Woodyard quickly went viral racking up over 2 million views.

          Review of Before the Storm: Barry Goldwater and the Unmaking of the American Consensus (Rick Perlstein)      Cache   Translate Page

This is a terrific, nearly novelistic, account of the movement, mostly subterranean at the time, by American conservatives to take back the Republican Party from the Eastern Establishment, after several decades in the wilderness, and run one of their own, Senator Barry Goldwater, for president in 1964.  Author Rick Perlstein--though a self described "European-style Social Democrat" (if I recall correctly from his appearance on Booknotes)--is clearly fascinated by the colorful characters, Byzantine machinations, and heartfelt ideals that went into this epic struggle and he's managed to turn a topic that might have been dry and scholarly into an exciting story about the triumph of ideas.  In many ways the book owes less to Teddy White, the erstwhile chronicler of Presidential campaigns, than to Fletcher Knebel, the great thriller writer of the 60s, whose bestsellers tended to rely on the existence of Vast Right Wing Conspiracies long before it was cool to see them lurking behind every subpoena.  Perlstein actually gets to write about a real conspiracy here, the plan by a reasonably small band of political activists to force their party to return to its conservative principles, and it makes for lively political history.  Perhaps the best facet of the book is that he is always fair, and often sympathetic, to a Right Wing which has all too often been the subject of shallow and brutally unfavorable caricature in the journalism and academic writing about American politics.

As compelling as Perlstein's authoritatively detailed narrative is though, one wishes that he'd provided an equally thorough  political and historical analysis of these events.  In the introduction to the book he states that the conservative movement must be seen as part and parcel of the broader social upheaval of the 60s, and cites Murray Kempton to the effect that it may have been more significant than the more well known activism of the Left.  I think this thesis is somewhat dubious, but it hardly matters because he doesn't really bother trying to prove it ("We must assume that the conservative revival is the youth movement of the '60s").  I can't emphasize enough how open minded and generous Perlstein is in examining the ideas and motivations of those on the Right (whose politics were after all antithetical to his own), but at the same time it seems as if he may have simply expected readers to share his assumption that prior to the Goldwater candidacy there existed what he calls in the books subtitle an "American Consensus" and that the breaking of that consensus was necessarily revolutionary.  On the contrary, as the story he tells here amply demonstrates, what appeared to be a consensus was a flukish and necessarily temporary construct, a function mostly of the bizarre politics, and unfortunate American history, of Race.

The two great American political parties can be roughly defined as standing for freedom from government (Republicans) and reliance on government (Democrats).  It is for this basic reason that the Republican Party is said to be a party of ideas, while the Democrats are a party of groups.  Typically this dichotomy has meant that the two parties have been fairly evenly matched, as the number of folks demanding government largesse has seldom been sufficient to tilt the balance entirely in the Democrats favor.  And speaking in the most general terms, it has generally tended to be the case that the Republicans were the party of the haves, Democrats of the have nots.  But in the years after the Civil War there was a very odd exception to this rule : blacks, even poor blacks, who would normally be expected to adhere to the party of big government, were instead loyal to the Republican Party which had freed the slaves.  On the other hand, White Southerners, though culturally conservative, devoutly religious, stubbornly independent, and relatively economically advantaged, at least in comparison to their black neighbors, remained loyal to the Democrats, who, even under FDR, reciprocated by defending their right to maintain Jim Crow segregation.  The result of all this was that the Republicans remained mostly a party of the North, despite immigration and industrialization which should have benefited Democrats.  Meanwhile, the Democrats completely dominated the South, even though their natural constituency in the black population voted, when allowed, against them.  But this was a situation that was inherently unstable.

Then, in the wake of the Great Depression, the delicately balanced numbers did shift and tilted in favor of the Democrats.  Although obviously simplistic and ultimately mistaken, it is easy to see why people blamed capitalism for the collapse of America's economy in the late 20s and early 30s and the Republican Party, the party of the unfettered Free Market, was understandably made to pay the price for the calamity .  Given this context it is also easy to see why many in the Republican Party became little better than me-too New Dealers, accepting without question the mammoth expansion of the role of government in the economy.  But as recovery came, with the rebirth of industry to supply armaments to first the Allies and then our own Armed Forces, and as the GOP shifted Left, the balance did not return.  Blacks had at last followed their perceived economic self-interest and transferred their allegiance to the Democratic Party.  However the corresponding shift of Southern whites to the GOP failed to occur right away because the rather patrician Republican Party was, somewhat to its credit, resistant to playing the race card in the same way that the Democrats had for so long in the South.  Because of this strange convergence of unusual political forces, the Democratic Party was the majority party in American politics, at least at the legislative level, for sixty years (until the 1994 Republican landslide).

This central fact was obscured to some extent by the victories of Eisenhower in 1952 and of Nixon in 1968.  They gave the illusion that the GOP was competitive at the national level.  But if you dig just a tiny bit deeper you find that both were elected only when Democrats had gotten the country mired in intractable foreign wars; one was a war hero, the other his Vice President; both agreed to leave the Welfare State largely intact or even to expand it; both agreed to leave the Soviet Union intact; and both were, largely thanks to these moderate/liberal positions, anointed by the Eastern Establishment of the Party.  Lost in all this was the genuine voice of the Party, the Robert Taft style conservatism which distrusted powerful domestic government and foreign entanglements.

It was the great insight of those who organized the conservative revival and the Goldwater candidacy that you could win the Republican nomination by giving vent to that true voice.  Perlstein has a great section featuring Clarence Manion, one of the may unknown heroes of the movement who are here given their due.  Manion's plan for 1960 was :

    ...to build movements behind both a Republican and a Southern Democrat running on conservative
    platforms, watch as both were turned back at their respective party conventions, then merge the two
    organizations to form a new party to back one of the candidates, who, combining the votes of
    Dixiecrats and Taft Republicans, could finally block the major-party candidates from their
    electoral college majority.

This did not, of course, happen in 1960, but with the increasing racial divisiveness of the Civil Rights struggle, folks in the movement soon realized that they did not even need the third party, that they could use the same strategy to remake the Republican Party into a conservative party, and make the Party competitive in the South.

In Goldwater they found a vehicle to test their theory, but the candidate's shortcomings--such as temper, bluntness, woeful communication skills, lack of decisiveness and organization, etc.---which Perlstein does a good job of demonstrating, and the "tragic" circumstances of the Kennedy assassination (which as Perlstein notes was cynically exploited by the Press and Democrats to discredit "Right Wing Extremism", much as the Oklahoma City bombing would be brilliantly manipulated thirty years later by Bill Clinton and the Press to bring Newt Gingrich to heel) ) created a climate in which their great experiment would fail miserably.  But at the end of the 1964 campaign there emerged the nearly perfect candidate, a figure who would achieve the conservative apotheosis : Ronald Reagan.   In due time, and admittedly taking advantage of another disastrous Democratic presidency, Reagan would restore conservative Republicanism to its natural place in the public debate, in rough balance with the liberal Democrats.  Then in 1994, the generation of Republican leaders who had imbibed these lessons would finally restore the balance in Congress, largely on the strength of a resurgence of the Party in the South.

We are left today with the two parties occupying a position of near equilibrium.  Looking back from this point, it should be clear that the "American Consensus" was always a fiction, that it was a product not of broad political agreement, but of a series of historical/political aberrations.  It is perhaps helpful to view the campaign of Barry Goldwater as extending from the publication of The Conscience of a Conservative (read Orrin's review)--which was written for him by Brent Bozell, brother-in-law of William F. Buckley Jr.--to the Time for Choosing speech--delivered on his behalf by Ronald Reagan.  Without seeking to diminish the man in any way, one might say, not that had Goldwater not existed, the Right would have had to invent him, but instead, as Perlstein shows, that they did indeed invent him, or at least tried to.  It also seems fair to say that the events of the book represent a revolution only in the sense that they brought politics full circle, back to the traditional divide between liberty and security, back to the confrontation between liberal Democrats and conservative Republicans.

None of the foregoing should be taken in any way to suggest that the book is not eminently worth reading.  It is in fact one of the better political histories you'll ever read and I absolutely agree with him about the importance of Goldwater and the conservative movement in general.  Considering the amount of research that went into it and that the book already extends to 600 plus pages (with footnotes), it is certainly understandable that these sorts of contextual issues are not really taken up in the text of the book.  And I'm sure that, having finished what is already a splendid volume, Rick Perlstein wanted nothing more than to get on with the rest of his life.  But it would have been great to have an afterword or something where he drew some personal conclusions about what it all means.  Actually, there's probably a shorter book to be made out of this kind od discussion, one in which he could bring his own liberal leanings into play and present his arguments that there was, and presumably should have been, an American Consensus and that the conservative movement destroyed it.  He's a young man (one of the Voice Literary Supplement's Writers on the Verge) and I for one look forward to his future books, regardless of whether he addresses these questions or moves on to entirely new subjects.
